Since early 1973, the Pennsylvania Department of Transportation (PennDOT) has been actively engaged in the utilization of coal mine refuse in the design and construction of highway embankments. The Soils and Geological Engineering Division of the Bureau of Materials, Testing and Research has the task of managing the program which includes field investigations, laboratory testing, engineering evaluation, planning, coordination, implementation, construction control, and review of construction performance. The objectives of the utilization program, in removing colliery refuse banks and utilizing the material in construction, are the environmental and aesthetic rehabilitation of those areas in the Anthracite and Bituminous coal fields which have been plagued for such a long time by air and water pollution, and unsightly landscapes; and the economic rehabilitation of those areas occupied by refuse banks by providing usable land which can now be developed as residential, business, or industrial sites.

While many mine tunnels are developed through ground that must be riddled with the sources of small (and larger) mining induced seismic events, recorded by the mine seismic monitoring systems, we do not see planar discontinuities classified as seismic sources in the geotechnical databases. Here we list criteria that may be useful to identify discontinuities in drill core which are dynamic slip surfaces, parts of mining induced seismic sources. Such shear rupture surfaces in core would generally be powdery, cohesionless, and rough on cm scale. Finely broken rock and rock flour may be found in the core boxes at the discontinuities. Slickensides would be soft (easily destroyed) and kinematically consistent with the local stress field. In some cases, a cross fabric would be present, orthogonal to the slickensides, being the intersections of en-echelon extension fractures, within the dynamic shear zones, with the shear zone walls.

Large quantities of phosphate rock are mined and processed in Central Florida (Figure 1). The phosphate rock from the mines is further processed in "chemical plants" to produce phosphoric acid (Figure 2). A by-product of the processing' of the phosphate rock to produce fertilizer chemicals is an impure form of gypsum referred to as phosphogypsum. For each ton of phosphate rock processed, approximately 1.5 tons of phosphogypsum is produced (Figure 3). The typical method to dispose of this by-product gypsum is to stack it in large piles, locally referred to as gypsum stacks or gypsum fields (Figure 4). These gypsum stacks have been the focus of many studies in recent years in an attempt to identify the potential for ground water and/or air pollution associated with the stacks. This paper attempts to discuss some of the ground water impacts and current attempts to minimize these impacts.

Understanding aquifer properties in surface mine backfill is essential for managing the groundwater flow system as well as controlling the formation and discharge of acid urine drainage. Slug tests (injection and withdrawal) performed on wells in mine spoil may yield two distinctly different response characteristics. One type of response is indicative of a porous media system. The second type of response indicates the presence of a pseudokarst system. The presence of voids or conduits in the backfill is indicated by an almost instantaneous partial recovery of the water level displacement. This rapid recovery is turbulent flow and cannot be analyzed by conventional (Darcian) methods. The turbulent flow may cause the calculated hydraulic conductivity to be less than the actual values. The slug dissipation surface area created by the voids contiguous to the test well add to the known dissipation surface area of the screened interval. This can cause the calculated hydraulic conductivity to be greater than the actual hydraulic conductivity or the aquifer to appear more permeable. Whenever analyzing data from aquifer tests in mine spoil, these potential problems must be kept in mind. In spite of the problems encountered during slug testing of spoil, the aquifer hydraulic parameters derived and the slug responses observed remain useful in the hydrologic characterization of a mine site.

Laboratory tests on controlled airflow recirculation have shown the development of transient states in response to changes in system prevailing conditions such as those generated by a sudden start-up and stoppage of fans. Researchers in many European countries have developed various models to explain these phenomena. However, these models failed to consider some important factors such as diffusion and dispersion of gas in turbulent flows. For both in-line and cross-cut recirculation, tests have shown that after the start- up of a booster fan, the gas concentration in the system fluctuates, reaching high levels at the initial states and slowly dying out with time. These fluctuations cannot be represented adequately by simple step-wise functions but rather by smooth, albeit complex equations. In this paper, the phenomena are explained by the convection-dispersion theory, and represented by a mathematical model. Based on a few simplifications and applying Fourier's Transform Method to the differential equations of the flow recirculation model, an integral form of gas concentration function was derived. The Simpson Integration Method was used to compute numerical results for two laboratory tests. The paper also discusses the range of the dispersion coefficient to improve the accuracy of the model.

The emerging importance of pneumatic conveying systems for bulk materials is becoming recognized by more persons responsible for materials management as consultants, at the corporate level and at the plant level. They have learned that the economic advantages of a pneumatic system are frequently decisive when compared to alternate methods. Included in these advantages are relative simplicity, ease of installation, flexibility, ease of maintenance, cleanliness, safety and ease of automation to the degree desired. In general, installed costs favor a pneumatic system when compared to competing mechanical systems if the transporting distances are long or to and from many points. In addition, supplemental use such as cooling, heating, or drying may supply the incremental value required to justify its selection. (1). The main disadvantages of a pneumatic system is the greater horsepower required per unit weight of material conveyed and material limits in abrasiveness and density. In addition, there is a tendency to increase material breakage at changes of direction and at any obstruction such as the imperfect butting of one, piece of pipe to another in the conveying line. Classification of the material at the discharge may also cause problems in dusting and segregation. Materials weighing less than 4 pounds per cubic foot tend to cause feeding and collecting problems although they can be conveyed easily. Material between 4 and 20 pounds per cubic foot can be handled with less problems but flow rate is hard to predict. The 20 to 60 pounds per cubic foot range offers best results; whereas, over 60 pounds per cubic foot, materials tend to drop out of the air stream and settle in the pipe line unless careful provisions are made to prevent it. The results from a retrospective study are described in this gaper in which she past development drilling activities were investigated using geostatistics. The purpose of the study was to determine the amount of savings in drilling cost that could have been realized through the optimal placement of sequential drill holes using geostatistics. Out of 144 DDH's that were in place within the study area, the results showed a possible elimination of 34 DDH's without any reduction on the confidence interval of the global reserve estimates. If the incremental savings from one drilling campaign to the next were considered, however, the amount of percentage savings were even greater. Other interesting results from this study were; 1) tangible demonstration of the importance of a proper geologic delineation within the study zone, and 2) the robustness of the obtained experimental variograms from the rather early stage in development drilling.

Introduction Coal mining in Alaska's interior, specifically in the Healy area, began as early as 1918 with the construction of the Alaska Railroad. Mining was originally limited to underground operations but has expanded to entirely surface operations. In 1943, the Usibelli Coal Mine was formed and started developing Alaska's first surface mine east of Suntrana (Usibelli Coal Miner, 1984). Production from the local coal deposits has steadily increased and, in 1978, surface mining of Poker Flats was initiated (Fig. 1). Currently, a 25-m3 (33-cu yd) walking dragline strips two coal seams, using an extended bench on the second pass. In addition, a fleet of trucks and shovels are used for coal removal and some limited overburden stripping. In 1984, a contract was signed between Usibelli Coal Mine and Sun Eel Shipping Co. in 1984. Since then, production has nearly doubled to more than 1.3 Mt/a (1.5 million stpy). This article will discuss geotechnical constraints on mining within the steeply dipping coal deposits that exist within the Poker Flats mining area. Specifically, the article will describe how the mining operation retriggered an historic landslide on the No. 5 coal seam (Fig. 2). And the article tells how a mine plan was developed that allowed the coal to be safely removed without inducing additional movement. Regional geology The coal-bearing group in the Nenana coal field is of Tertiary Age. It is overlain in some areas by several thousand feet of Tertiary gravels - the Nenana Gravels. In areas mined by surface methods, the Nenana Gravels have been eroded off, and up to 30 m (100 ft) of quaternary outwash gravels overlay the coal-bearing formations. The coal-bearing group is divided into five formations: Healy Creek, Sanctuary, Suntrana, Lignite, and Grubstake (Wahrhaftig, 1969). Lignite Creek lies on the north limb of a west plunging anticline. This has brought the Suntrana coal-hearing formations near enough to the surface to allow surface mining. Mining is presently in progress on the south side of Lignite Creek in the Poker Flats area. The coal-bearing formation is cut off to the south by a fault having perhaps several thousand feet of vertical displacement, with the upthrust side to the north. South of this fault, Nenana Gravels are exposed on the surface. The Suntrana Formation contain the minable reserves at Poker Flats. This formation is a repeated sequence of poorly consolidated pebbly sandstone near the bottom, grading through a silty fine sandstone to a footwall clay unit immediately below a coal seam cap. The footwall clays are high plasticity clays to silty clays. It has been reported that they contain 30% to 50% montmorillonite (Usibelli Coal Mine Inc., 1982). There are six coal seams in the Suntrana Formation, No. I (the lower seam) through No. 6. Only the top four seams are currently exposed. No. 3, No. 4, and No. 6 seams are the only mined seams. The No. 5 seam is very thin or not present. Portions of the undisturbed Suntrana Formation are overlain by up to 15 m (50 ft) of Quaternary outwash gravels or recent landslide rubble. The surface is overlain by a very thin layer of muskeg and isolated areas of permafrost. In many areas, the outwash gravels are found immediately below the surface muskeg. Numerous landslides have been documented along the north facing slopes of Lignite Creek (US Geological Survey, 1970, and Wahrhaftig, 1958). These appear to be surficial solifluction or skin flow types of landslides. In addition, deep-seated structurally controlled slides are also evident on both the north and south sides of Lignite Creek. Structural features Premining aerial photographs (Fig. 3) of the Lignite Creek slopes in the Poker Flats area indicate substantial evidence of deep-seated landsliding. The landslides noted in Fig. 3 are both inside and outside of the current mining area. Surface mapping and geologic exploration indicate that the coal seams are dipping out of the slopes within the noted slide areas. It is suspected that, historically, these landslides were triggered by undercutting of the toe of the slopes by Lignite Creek. And sliding it thought to have taken place on one or more of the clay beds underlying the coal seams (Golder, 1985). The slide areas are characterized by semicircular head scarps and slumped topography. Based on the premining photographs, these slides do not appear to have been recently active. "Minnesota has robust reclamation standards and have proven results in the taconite mining industry. Reclamation of overburden spoils, lean ore spoils and fine tailings from taconite production has generally been successful on the Iron Range, using a low input standard reclamation practice. Success at reestablishing vegetation on these landscapes is likely due to fairly favorable chemical and physical properties (e.g., few limitations due to acidic generating materials, metal toxicities and water and nutrient holding capacities). However, coarse tailings reclamation has proven more difficult, presumably due to lower nutrients and challenges with moisture holding capacities. Research efforts conducted since 1990 have struggled to develop a reclamation strategy for coarse tailings that meets the Minnesota Mineland Reclamation Rules, Chapter 6130. However, new breakthroughs in scram mining technologies are producing fine and coarse tailings that have not been encountered nor reclaimed in northern Minnesota. Scram mining in Minnesota is defined as those mining operations that produce natural iron ore concentrates. Innovative research is underway to investigate and determine successful reclamation strategies to reclaim scram mining tailings from these scram mining operations. The research program is conducted through collaboration with SEH, Prairie Restorations, Inc. (PRI) and Mining Resources, LLC with funding support from the Iron Range Resources and Rehabilitation Laurentian Vision Partnership minescapes grant program.The research program was divided into three phases:Phase I. Bench-scale testing to identify successful treatments to reclaim and restore scram tailings through evaluating surface soils amendments, viable seed mixes and plant germination, growth and densities. Phase I was completed in early 2015.Phase II. Field-scale pilot trial to test larger scale effectiveness of the treatments deemed successful in Phase I and test various vegetative assemblages and planting techniques focused on the unique challenges with scram tailing basins. Phase II was completed in late 2016 with a summary monitoring report.Phase III. Produce a technical report of results for the research undertaken in this study, as well as compile prior reclamation results used during previous Minnesota iron mining reclamation projects on tailings basin applications. Phase III was completed in 2017 with a summary monitoring report and recommendations."

The apparent absence of significant Tertiary auriferous palaeoplacers in the Yilgarn Block of Western Australia can be explained by the dissolution of the placer gold into the highly saline, acid, oxidising ground waters which currently occur in upper portions of the palaeochannels proximal to the gold sources. The dissolved gold has then been redeposited in redox fronts further downstream. The placer gold is preserved in more distal portions where the ground waters are reducing. Exploration for these placers can be effective using the gravity contrasts that exist between the Tertiary sediments and the Archaean bedrock and SIROTEM which can detect the highest salinity zones which occur in the deepest parts of the channels. Final assessment of the gold content of the sediments must be determined by drilling.

"Mine disasters, such as fires and explosions, can create a hazardous atmosphere due to the generation of carbon monoxide (CO). After a mine disaster, contaminated mine air can enter the refuge alternative (RA) as miners enter. Most built-in-place (BIP) RAs use an air delivery system to provide an unlimited supply of breathable air through a borehole which also serves to purge contaminants. In order to determine what levels of contaminants enter the RA, researchers from the National Institute for Occupational Safety and Health (NIOSH) conducted testing in NIOSH’s Pittsburgh Experimental Mine using groups of 5, 15, and 30 subjects entering the RA. The experiment used sulfur hexafluoride (SF6) as a tracer gas that was released into the air outside of the BIP RA to establish a uniform concentration. After the human subjects entered the BIP RA, the SF6 levels inside the RA were measured to quantify how much of the tracer gas entered the BIP RA. In tests conducted while the borehole air supply was left off as test subjects entered, interior contaminant levels were less than 3% of the exterior concentration. In tests conducted with the borehole air supply activated as test subjects entered, the interior contaminant levels were measured at less than 2% of the exterior concentration. Considering a mine disaster can result in 10,000 ppm of CO in the mine atmosphere, these percentages indicate that unhealthy CO concentrations that may lead to headaches, dizziness, and loss of judgement can occur in a BIP RA. This information will help mines make decisions concerning air locks, air delivery systems and a determination if purging mechanisms are necessary. INTRODUCTION The Mine Improvement and New Emergency Response Act of 2006 (MINER Act) was enacted in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and enforcement of mine safety standards (MSHA, 2006). Section 13 of the MINER Act specifically directs the National Institute for Occupational Safety and Health (NIOSH) to provide for research into the effectiveness and viability of RAs for underground coal mines. This mandate culminated in the 2009 adoption of changes to the 30 CFR mining health and safety regulations, requiring underground coal mines to provide RAs capable of maintaining a life-sustaining environment for persons trapped underground. Such RAs can be either pre-fabricated or BIP shelters. The regulatory changes also include provisions establishing requirements for Mine Safety and Health Administration (MSHA) approval of RAs and their components, and among these provisions are numerous criteria for providing a safe, breathable atmosphere within RAs."

The Sherwood Mine is being monitored to determine the nature and extent of changes in the mine and its environs which result from the closing and the cessation of pumping. Of particular interest was the possibility of piping-induced subsidence occurring as the mine flooded. Previous experience in the district indicated that this possibility was very real. A monitoring system, including acoustic sensors, extensometers, surface subsidence monuments, and ground water observation wells was installed in July 1978, just prior to the mine closing. Late in 1979, three piping-induced subsidence events occurred. The monitored data, and related laboratory studies are being applied to a quantitative description of piping-induced subsidence.

Rapid industrial growth in India has caused the country to realize the strategic importance of its zinc and lead deposits. Private companies, nationalized in 1965, are now a corporate public sector organization that is making great strides in developing the nation's lead-zinc mining capability. The main mining area is centered around Zawar at Rajasthan. It consists a group of mines - Mochia, Balaria, Zawarmala and Baroi. Mining activities have also been extended by opening the mines at Rajpura-Dariba at Rajasthan, Sargipallie at Orissa and Agnigundala at Andhra Pradesh. A huge deposit has been explored at Agucha in the Bhilwara district but full-scale production has not yet begun. Annual consumption of zinc and lead in India has risen steadily from 25 and 7.9 kt (27,500 and 8700 st), respectively, in 1973-1974 to 162.8 and 80 kt (179,450 and 88,000 st), respectively, in 1989-1990. Mine production has also risen consistently to cope with the increased metal demand. The mining company hopes to increase production at existing mines and upgrade the beneficiation and smelting facilities. Moreover, mining operations may be expanded by opening up new units that are now awaiting governmental clearances. OUTLINE Beginning in 1946, a careful geological survey was made of the Tsugaru Straits. In 1964, excavation of the exploratory tunnels were started to observe the characteristics of faults and rock formation directly, and to study construction methods of excavation and sealing water inflow. In March 1971, the investigation stages were over, and in April 1971, the construction project was authorized from the government. The geological features in the straits may be divided into three broad classes. One third consists of andesite on Honshu side. The other two thirds consists of tuff. The middle of the straits consists of tuff, so-called Kuromatsunai-layers. On Hokkaido side, it consists of tuff, called as Kunnui-layers. There are nine noteworthy faults on the route. Prior to the excavation of the main tunnel, the horizontal pilot tunnels and service tunnels are made. Exploratory borings are taken to confirm the geological conditions and the presence of gushing water. Groutings for sealing water inflow are carried out when necessary. In geologically bad conditioned sections such as disintegrated or fractured zones, special methods are applied. In geologically good zones, the tunnels are bored through using the same methods as for a mountain tunnel driving. The pilot tunnel being constructed at the sea bottom is under direct control of the Japan Railway Construction Public Corporation. The service tunnel and the main tunnel are being excavated by contractors.

Benefits of proper control of reagent usage in flotation circuits are typically improved metallurgy and savings in reagent costs. Improved metallurgy can mean more consistent product quality, i.e., final concentrate grade, better recovery of product values from the feed, or higher plant throughput at existing target recovery, and grade values. Flotation performance is sensitive to a variety of process disturbances which occur in operating plants, such as changes in flow rate, percent solids, size distribution. flotability of mineral species, etc. A way to handle these variations is to fully understand the dynamic flotation responses to disturbances and to implement a suitable control strategy to compensate for these disturbances. Depending on the objectives of the control system, various types of control strategies are available which employ different levels of refinement to achieve the desired performance. Typically, variables such as collector and frother dosages and reagent addition points can be manipulated to affect the performance of the circuit. In the case of sulflde mineral flotation, manipulation of the process electrochemical potential, in flotation and in grinding, offers another degree of process control. Because of the complex and interactive nature of flotation process variables, optimized reagent control requires consideration of all, or at least the most important, interactive variables of the flotation circuit. Model- based optimizing control provides a framework to handle the complex and dynamic nature of flotation reagent process control.

With the current emphasis on ecology, safety, and conservation of natural resources, some consideration should be given to methods of mining that reduce surface damage, make the mining of coal less hazardous, and allow exploitation of a larger percentage of the coal in situ. One method that can be helpful toward attaining these objectives is the use of packing or stowing. Stowing involves the replacement of the ore that has been removed by waste material obtained from within the mine or elsewhere. Evidently, it would be most beneficial if this waste for packing were available from the mine being worked, but generally this is not possible. If complete stowing is adopted, it is necessary to bring in packing material from other sources. Stowing tends to reduce surface subsidence, but not eliminate it. It enhances roof support and curtails accumulation of methane in the gob, making the mining operations safer. It may also allow one to obtain a larger amount of coal. Currently, in the United States, a substantial amount of coal is left in place as pillars, in the hope that it will support the overburden indefinitely. Some of these could be extracted with stowing. The mining of thick, steep, or contiguous seams would also be facilitated.

Ash is a material that many people leave to nature to handle. Others sometimes sweep it under the rug to be disposed of by someone else. In our business we cannot do either. In fact the American Electric Power System spends many millions of dollars in plant investment costs to collect the material, and then many more millions to dispose it. In 1965 alone the coal fired steam generating plants in., the AEP System produced approximately 2,400,000 tons of ash, enough to fill 40,000 coal cars which would extend as a single train across the entire states of Ohio and Indiana. Even though our present ash production is large, this is only the beginning when we forecast the future growth of our system. By 1980 it is estimated that our generating capacity will expand to about three times its present size, and with coal as our primary source of fuel our ash production will increase proportionately to about 7 million tons a year.

While Russia continues to be a worldwide leader in asbestos production, the environmental and health status around Russian asbestos mines is not well known and understood, internationally. A literature review was performed to evaluate the potential impact of Russian mining operations on mesothelioma incidence rates in the Ural region where the majority of the asbestos deposits are located. Asbestos that has been mined in this region includes chrysotile, crocidolite, and anthophyllite forms. The Nicholson-Peto (1986) model was applied to published exposure data and mesothelioma mortality statistics in different cities and villages of the Ural region to estimate mesothelioma potency factors (KM) for the various associated fiber types. It was demonstrated that mesothelioma potency factors, as determined by Berman and Crump (2008), could be used to predict mesothelioma risks of non-occupationally exposed individuals in locations where either pure chrysotile, or both crocidolite and chrysotile, are mined and milled. A mesothelioma potency factor was calculated for anthophyllite that appeared to be higher than expected based on previously published studies. The highest incidence of mesothelioma was identified in a community close to a crocidolite mine. The study confirms the validity of utilizing current risk models for non-occupationally exposed populations near asbestos mining activities where asbestos exposures are relatively low and provides methods of characterizing mesothelioma risk in the former Soviet republics (FSRs).

"The Norwegian University of Science and Technology (NTNU) and Nordic Ocean Resources AS, with support from Statoil ASA have carried out a project reviewing the knowledge about seabed mineral resources in Norway to identify and prioritize needs for further research and development.A special focus area in the project has been to increase the knowledge of possible massive sulfide mineralizations along the Mid-Atlantic Ridge. This Ridge is a subsea mountain range which separates the Eurasian and the North American continental plates. In this area, seafloor massive sulphides (SMS) are formed from the volcanic and hydrothermal activities along the Ridge. A large part of the North-Atlantic Mid-Atlantic Ridge between Jan Mayen and Spitsbergen is located on the Norwegian shelf.Analysis and interpretations of multibeam data have been carried out by NTNU in cooperation with the Russian Institute for Geology and Mineral Resources of the Oceans in order to disclose relevant areas for the formation of SMS deposits. This analysis has identified several promising areas."
