The City of Portland is constructing the Columbia Slough Consolidation Conduit as a part of its commitment to reduce combined sewer overflows into the Willamette River and the Columbia Slough. Known as “The Big Pipe,” the conduit has a 3.7 m. (12 ft.) internal diameter and is 5,640 m. (18,500 ft.) long. Construction Segment 1 of the project includes 250 m. (814 ft.) of reinforced concrete pipe (RCP) installed by boring and jacking. Five separate crossings were constructed beneath Union Pacific Railroad tracks and Columbia Boulevard, an adjacent arterial roadway. This paper describes the design and construction of these bored and jacked crossings.

Rest potential, cyclic voltammetry and chronopotentiometry measurements were made to study the effects of cathodic polarization of chalcopyrite, simulating the mineral contacted with grinding media under a nitrogen atmosphere. The reaction products on the chalcopyrite surface were identified by XPS, and the mechanism of the cathodic reaction was proposed. Microflotation tests were performed to investigate the effects of surface changes on the floatability of chalcopyrite.

Bauxite mine rehabilitation is an important stage of today’s bauxite mining activities. To get an overall picture on those activities the International Aluminum Institute (IAI) has been carrying out Bauxite Mine Rehabilitation Surveys since 1991. The most recent survey from 2003 covers 70% of the world’s bauxite production and 23 corresponding companies from 12 countries. The survey activities show that nearly all operations refer to a sophisticated environmental management strategy. By setting up a review scheme based on the principles of the Global Reporting Initiative the compliance of this survey to aspects of Sustainable Development has been reviewed. The Clarification of a multitude of aspects based on the GRI guidelines helped to structure recommendations and relate them to the survey as such but also to the different stakeholders involved.

Amid some of the worst economic conditions that the mining industry has been faced with in more than a decade, the mood among the large crowd at the 114th Annual Northwest Mining Association?s annual meeting was surprisingly upbeat. More than 2,200 attendees showed up at John Asuaga?s Golden Nugget Casino in Reno, NV for the conference held Dec. 1-5. And more than 200 companies exhibited in 240 spaces, including SME and the Minerals Information Institute. The number of attendees and exhibitors were the most for the conference in more than 10 years. The conference was held in Reno/Sparks for just the second time in its illustrious history but began under the cloud of global financial turmoil. Prior to, and during the conference, the industry news headlines were grim, to say the least. An alarming number of mine plans and expansions had been put on hold; hundreds of miners across the United States had been or were in the process of being laid off; commodity prices were falling and some of the biggest mergers in the industry fell through while miners around the world put the brakes on to take a wait-and-see approach. It was a painful time for many, but the downsizing actions taken by many mining companies was exactly what needed to happen, according to Industry Outlook Luncheon featured speaker Frederick Sturm. He is the executive vice president and chief investment strategist and member of Mackenzie?s Investment team. He has earned a reputation as one of Canada?s leading investors in natural-based companies and he also manages the Ivy Global Natural Resource Fund in the United States Sturm said that the mining industry has fallen hard and that he expects it to bounce back quickly, before falling hard again. In these tough times, he said, the companies that have pulled back on production early are doing the right thing in the long run.

This paper summarizes the weight of epidemiological evidence to evaluate the hypothesis that asbestos exposure is causally associated with increased risk of gastrointestinal (GI) cancers as suggested by Selikoff in an early study of insulation workers. This review looks at populations that develop GI cancers, namely stomach, colorectal, colon and rectal. Guidelines for assessing causality are strength of association, biological gradient and consistency of the associations. Exposure?response (E?R) was evaluated using three methods to estimate exposure. Rate Ratios (RRs) for lung cancer and percent of mesothelioma are used as surrogate measures of asbestos exposure for all the cohorts of exposed workers. Quantitative or semi-quantitative estimates of cumulative exposure to asbestos were also used to assess E?R trends and were compared to E?R trends for lung cancer and mesothelioma in individual studies. Surrogate measures are important since there are few individual studies that have assessed E?R. None of the various methods to estimate asbestos exposure yielded consistent E?R trends and the strength of the associations were consistently weak or non-existent for the four types of GI cancers. The epidemiological evidence detracts from the hypothesis that occupational asbestos exposure increases the risk of stomach, colorectal, colon, and rectal cancer. The 1997 New Year’s Day Rogue River flood near Medford, Oregon, USA, entered historic channels, eroded a 150-foot-wide buffer, and captured an inactive gravel pond located within the channel migration zone. Channel redirection caused by pit captures threatened adjacent inactive gravel ponds. In response to this capture, a stakeholders group of concerned individuals and organizations was formed. This group ultimately developed a rehabilitation plan, which conformed to the Rogue River’s geomorphic trends. A two-dimensional model, FLO-2D, was used to evaluate channel splits, flood storage, backwater, and future conditions. Modeling results coupled with trend analysis were used to create a stable design where stream barbs, gravel redistribution, a channel outfall spillway, bendway weirs, bank reshaping, and revegetation were integrated into a single plan for a three-mile reach. The quick action by the stakeholders group averted further damage to the Rogue River system and surrounding environment. The project has preserved three miles of mainstem habitat, one mile of side channel habitat, and protected ten gravel ponds from pit capture.

The proposed Caldecott fourth bore will consist of a two lane highway tunnel along California State Route 24 near the City of Oakland. The proposed design and construction sequence for the 15-m-diameter tunnel are based on the New Austrian Tunneling Method (NATM). The initial support system incorporates combinations of shotcrete, rock dowels, lattice girders, spiles, and grouted steel pipe canopies. The final lining is cast-in-place reinforced concrete. A waterproofing membrane and drainage system are placed between the initial and final linings. State Route 24 is a lifeline route, required to be open to emergency vehicles within 72 hours after a major earthquake, defined as having a return period of 1,500 years and a peak ground acceleration of 1.2 g. Although the seismic design criteria are stringent, the design of the tunnel lining system is ultimately controlled by static ground loads in the weak rock along the alignment.

Studies were carried out to determine whether filtration rate changes observed in an iron ore concentrator were due to variations in particle shape. It was confirmed that ores mined from different locations differed in filtration rates by as much as 60%. However, when image analysis was used to quantify the shapes of the individual particles in the filtration feed, it was found that the particle shapes showed almost no variation, and the shapes did not correlate with the filtration rate. It was also determined that the filtration rate variations were not caused by changes in particle size distribution. These results suggest that the differences in filtration rate are due to factors other than size and shape, such as surface chemistry.

The 1989 Annual Meeting and Exhibit of SME in Las Vegas, NV, February 27 - March 2, 1989, was the largest ever, drawing more than 4000 regis¬trants and 240 exhibit booths. Technical sessions included presentation of nearly 500 papers, including symposia on Biotechnology in Minerals and Metals Processing, Surplus Capacity in the International Metals Industry, and APCOM `89 - the 21st International Symposium on Application of Computers and Operations Research in the Mineral Industry. Technical sessions covered the gamut of minerals industry interests; however, the proximity of the meeting to recently surging gold development in Nevada drew special attention to gold operating practices. Several of the papers on gold processing are reviewed below. To keep pace with the strong world- wide interest in gold development, SME has scheduled three additional upcoming programs that will focus specifically on gold: World Gold '89 - Gold Forum on Technology and Practices will be held November 5 - 8, 1989 in Reno, NV, as a joint meeting and exhibit between SME and the Australasian Institute of Mining and Metallurgy. Technical sessions will encompass a full program of papers covering geology and exploration, mining, and mineral and metallurgical processing. Cooperating sponsors for this meeting include the Canadian Mineral Processors Division of CIM, The Institute of Metals, The Institution of Mining and Metallurgy, The Mining, Geological & Metallurgical Institute of India, and The South African Institute of Mining and Metallurgy. Gold '90 - Salt Lake City, UT, February 26 - March 1, 1990, will be a symposium held in conjunction with the 1990 SME Annual Meeting. Current research on the processing of refractory gold ores will generate innovative papers on process mineralogy at this symposium, with special emphasis on gold with pyrite and gold with carbon. Other sessions are planned for gold exploration and mining, gold metallurgy, gold plant design and practice, and gold in scams. Advances in Gold and Silver Processing Conference, October 1 - 3, 1990 will be held in Reno, NV. Preliminary planning calls for technical sessions on heap leaching practice, refractory ore processing, non-traditional lixiviants, bioleaching, metal recovery from solution, and the environmental aspects of processing operations. PLANT DESIGN, OPERATION Technical sessions organized by the Minerals and Metallurgical Processing Division of SME at this year's meeting in Las Vegas covered a wide range of gold operating practices. Eight papers relating to gold plant design, operation, and equipment are summarized here. Preprints of these papers are available by writing to Publications Sales, PO Box 625002, Littleton, CO 80162-5002 ($2.50 per paper for AIME members, $4 for nonmembers). Continuous elution process A. M. Stone, of Bechtel Australia Pty. Ltd., described the "Development of the Continuous Elution Process for Extraction of Gold from Carbon" (pre-print 89-75). Developed by Bechtel Pacific Corp. for Ok Tedi Mining Ltd., the Continuous Elution Process uses the same reagents as batch processes for elution of gold from carbon, while yielding significant savings in stripping vessel size and energy consumed in comparison with equivalent batch processes. The process is also simpler to operate than batch processes. Other advantages include reduced maintenance costs, higher average eluate grade, and near steady final eluate grade. Pilot testing for the Continuous Elution Process was conducted at Western Mining's Kambalda gold plant beginning in December 1982. Dust control in longwall coal mining depends primarily on the prevention of dust at the source and secondarily on the suppression of airborne dust. One of the primary methods for the prevention of dust is the wetting of the coal face prior to extraction, which can be achieved with water spray systems installed on the shield supports. The spray droplets must travel across the airway to the longwall face, where high ventilation air speeds can entrain water droplets and prevent them from reaching the face thus minimizing the dust control at the source. Through an evaluation of spray plume characteristics in a wind tunnel, the droplet size and droplet drift behavior was determined. This drift behavior was examined by evaluating the spray plume concentration drop and the droplet size shift near the nozzle exit at varying air speeds. Based on these evaluations, CFD modeling was applied to simulate the spray behavior for varying geometries. These results led to the selection of appropriate spray nozzles capable of carrying water droplets to the face at higher air speeds, resulting in an adequate wetting of the coal face and reduced dust generation.

In order to reach a large, untapped reserve of high-quality coal, D8 Cloverlick mine proposed to mine a corridor nearly 2,000 ft deep beneath the Benham Spur of Black Mountain, Kentucky’s highest peak. D8 Cloverlick mine was extracting the Owl seam, but the corridor’s route lay approximately 70 ft above century-old mine workings in the C–(Darby) seam. Adding to the concern, three serious coal bursts had recently occurred in nearby Owl seam workings.

During the SME Board of Directors’ midyear meeting in Monterey, CA Aug. 25, I discussed trends in the construction aggregates industry. Many construction-material suppliers may not have yet fully internalized the changes that are taking place. But the changes are significant. And they have shifted the focus in the aggregates industry from “assets” to “people and innovation.” Construction-material suppliers serve many customers. A typical quarrying operation at Graniterock would have more than 1,000 customers, mostly civil engineering contractors. Along with the push toward people and innovation, there is increased emphasis on vertical integration from aggregates to ready-mix concrete and hot mix asphalt, to final construction. If a company is not vertically integrated, it will at least have strong partnerships with other firms, to deliver a high-quality finished project on time.

Support characteristics of in-cycle trusses are analyzed using a photo-elastic model loaded by tightening a truss in the sequence normally used in an underground mine. Stresses in the roof at its center point and at the junction of the roof and rib are examined. Effects of zero tension and unequal tension in the inclined anchor rods are presented. Effects of simulated subsidence on stress in the roof surface and on tension in the separate truss members are examined. Conclusions are drawn relating to (1) the effects of tension in the inclined anchor rods on uplift and compressive stress parallel to the roof surface, (2) the effects of subsidence on stress in the roof surface and, (3) the effects of subsidence on tension in the truss members.

Design of chain pillars in a longwall mine setting is one of the main engineering controls on the global and local stability of the mine. Challenges with roof instabilities, floor heaves, and pillar failures can be alleviated, to some extent, by careful design of gateroad configurations and chain pillars. This work investigates three different alternative designs in a three-entry-system gateroad configuration with an inter-panel barrier in a longwall mine in Virginia. Starting with the current design, which has faced challenges such as excessive floor heave, a geomechanical model developed in 3DEC software is validated by monitoring in-situ pillar stress in the yield, abutment, and barrier pillars in the mine. Next, three different chain pillar designs are evaluated in the model with a focus on roof sagging, floor heave, and pillar average stress. Results show the relationships among the alternative designs and instabilities associated with roof, pillar, and floor in the study mine, providing insights for optimizing longwall mining designs in deep-cover settings.

Mineral exploration is a key factor for success in the mining industry. However, exploration best practices are often ignored in small-scale mining. This works presents the Tichauer-DeTomi Matrix, a methodology that measures the level of compliance of exploration programs in small-scale mining with the industry best practices. The matrix has been applied to three projects in Brazil: an artisanal gold mine in the state of Pará, a small-scale manganese project in the state of Bahia, and a small-scale manganese project in the state of São Paulo. The application of the matrix resulted in indexes that represent the level of maturity of the exploration program in each project and indicate priority actions for reduction of the geological uncertainty. Therefore, the Tichauer-DeTomi Matrix has shown potential to be a useful tool for assessment of geological uncertainty in small-scale mining. As a risk indicator, it may contribute to promoting investment in small-scale mining and development for communities that depend on this activity around the world.

The United States has traditionally been the world's largest producer and net exporter of phosphate rock and related fertilizer products with the exception of rock exports from Morocco. In recent years, however, U.S. producers have faced increasing competition from operations in foreign countries, leaving the future position of the U.S. phosphate .industry as a leader in the world markets somewhat less certain. This paper will review the U.S. phosphate rock industry in relation to its known demonstrated reserves, its historical and present production and export levels, and its future mining potential. The paper will include an analysis of the availability of phosphate rock in the United States represented by cost-tonnage relationships. The U.S. phosphate rock industry has for decades provided raw materials at reasonable costs to the phosphate fertilizer industry, and the fertilizer products have been made available to both domestic and international markets. Natural soils normally contain low quantities of phosphorus, and cultivation exhausts the available phosphorus through the removal of harvested products. Yields diminish, and it becomes necessary to apply phosphorus to the soil in an amount at least sufficient to compensate for removal. Raising the level of phosphorus also permits nitrogen and potash fertilizer nutrients to be effective and sustain the high crop yields necessary to support increasing food demands. In only a few areas of the world are soils, climate, rainfall, and low-cost phosphate fertilizer available to assure high agricultural yields in successive years. One of these areas is the central United States and south central Canada. By contrast, in the Soviet Union, the weather conditions in farming areas frequently cause crops to either bake or drown in the field. To attempt to counter the effect of weather on production, the U.S.S.R. has increased use of fertilizer and equipment in recent years. The effect of fertilizer on various crops has been documented, and in all cases, improvements in yield and plant development were noted, as was the ability of fertilizer to mitigate the effects of unfavorable climatic conditions. Phosphate resources can be classified as either identified or undiscovered. In the identified classification, we are principally concerned with demonstrated phosphate resources, or those that have been measured or indicated. In the southeastern United States, the phosphate mining areas of Florida and the Carolinas have been explored and drilled extensively in attempts to locate new deposits. The exploration programs indicate that another Florida Bone Valley Formation or North Carolina Pamlico River Deposit is unlikely to be discovered in the southeastern U.S. coastal plain. Phosphate rock deposits of commercial interest in the western United States are located in Montana, western Wyoming, northern Utah, and southeastern Idaho. The deposits are in the Permian Phosphoria Formation with most of the mining activity occurring in Idaho. Although substantial demonstrated resources have been identified, recovery costs and the field's isolation from markets have restricted growth of the industry in the west. The phosphate rock deposits in Tennessee are well known, and it is estimated that about 29 million metric tons1 are potentially recoverable. Undiscovered deposits of brown rock in Tennessee would likely be quite small.

Mine seismicity is influenced by the mechanical properties of both near-seam strata and overburden/underburden and the prudent selection of mining methods and mine layout designs, utilizing sitespecific structural setting of the mines. The importance of adequate data collection, monitoring, and prudent structural designs has long been recognized and utilized in many U.S. operations with adequate engineering resources. In this paper, two case studies of historic seismic events and contributing factors, in deep coal and trona mines with overburden thickness exceeding 1,500 ft, are reviewed using observations and analysis. By back analyzing the overburden response in a historic room-and-pillar coal mine, the overburden collapse mechanism associated with a 3.3 magnitude seismic event is reviewed as well as the need for improvements in designs including panel and barrier pillar widths. Similar high-order seismic events were also experienced in trona mines of the Green River Basin during 1990s, interrupting room-and-pillar mining and creating ground control concerns. Efforts to improve structural mine designs are described in this paper leading to stable and productive operations for decades following the high-order seismic events in both coal and trona case studies. These efforts included improving room-and-pillar extraction layouts and utilizing properly designed longwall mining techniques that were verified using long-term geotechnical instrumentation. The study mines are located on the Wasatch Plateau (WP), Utah and in the Green River Basin (GRB), Wyoming. More recently, in Utah’s East Mountain alone, Energy West Mining Company (EWMC) has extracted some 165 million tons of coal without any significant incidents. Overall, favorable geologic conditions and prudent mine layout designs are key elements to this successful experience in both single- and two-seam layouts. Utilization of conservatively designed longwall mining technique in the GRB has been geotechnically stable, using reported experience in 15 panels and monitoring results in the Northwest (NW) District with measurable longwallinduced seismicity being rare. These studies demonstrate a considerable amount of progress that has been made within the last four decades in the application of longwall mining technique, integrated monitoring, and analyses for the verification of structural designs in mines in the United States.

Booster fans have been in regular use in British coal mines since the first half of this century, but a large increase in their use did not take place until after the Nationalization of coal mines in 1947. From that time the need was identified to improve standards of ventilation in general and mining engineers specializing in ventilation were appointed at all levels in the mining industry. A comprehensive approach to ventilation surveys and planning, together with the realisation of the benefits of booster fans, led to their more rapid introduction. Many coal mines in the U.K. are at moderate depth and have virgin strata temperatures of 30°C or less. The ability to control climatic conditions by increased ventilation rather than resort to cooling systems has led to the introduction of booster fans and recirculation systems in these mines. Large makes of methane and high levels of coal dust production due to increased mechanization have also required enhanced ventilation standards. This paper deals with the reasons for selecting booster fans and the specific safety considerations involved in their use. Numbers, types and sizes of booster fans in the U.K. are outlined, together with notes on installation and performance. Remote monitoring and control from the surface is dealt with, and current legislation. The evolution of controlled recirculation is also covered starting with auxiliary fan systems in 1970 and leading to very large district schemes in the late 1980s. The research at Newcastle upon Tyne University and other establishments in the climatic conditions associated with recirculation is summarised and its use in assisting existing and proposed conventional and recirculation systems is indicated.

The Sales Comparison Approach to estimating the value of a mineral property must always be attempted1 . In addition to other parameters, the approach depends heavily on the availability of transaction data. The consideration for the mineral property must be in form of cash, cash equivalent or other consideration. In other words, “What dollar amount did the property sell for?” Mineral properties are generally real estate, albeit frequently buried deeply under the overlying surface real estate, unless the property may be a quarry. In some states, transactions must be recorded in county courthouses, and the sale consideration must be included. In such cases, the appraiser’s job is made easy. In other locations, the sale considerations are withheld in the courthouse data; but occasionally a local transfer tax is collected and recorded. Again, the appraiser’s job is made easy by back calculation with knowledge of the legislated transfer tax percentage. The worst problem occurs when the consideration for a mineral real estate sale is totally withheld. That may occur in so-called nondisclosure states.
