In current post-industrial America, U.S. manufacturing is undergoing major changes both in the technology of its production and in the size and composition of its workforce. At the same time that computers and robotics move the shop floor toward becoming the unmanned "factory of the future" [1], they increase the need within the overall production enterprise for new types of technicians and engineering professionals [2]. Based on previous works which examined, first, the evolution of the technology of manufacturing toward the flexibly-automated factory of the future and, second, the technical- professionalization of U.S. manufacturing sectors [1,3], this paper looks briefly at the workforce of the U.S. metals industry.

Because the Environmental Protection Agency has identified methane as a greenhouse gas, the importance of de gasification through gob wells has become more critical. It has been observed that the degree of methane emission is closely related to the geomechanical characteristics of coal bearing strata, roof, floor, and surrounding coal seams. Monthly production data from 250 gob wells were collected from the Warrior Basin in Alabama, and many interesting correlations were observed between methane production with longwall face width, face advancement rate, number of gob wells in a panel, and geologic columns. Extensive finite element analyses were performed to estimate the characteristics of the emission zone in an attempt to corroborate these findings. This paper describes an investigation for developing correlations between the geomechanical behavior of the methane emission zone with methane production.

If the past is the key to the future, we will have ?tough? times maintaining Industrial Mineral reserves we have and proving new reserves around our plants and in new locations. The tough times will come from resources being more difficult to find, more hoops to go thru to make them Proven or Probable reserves. As always, Industrial Minerals require competitive quality, location, and costs. Since in most cases the market has suppliers, you will have to take away customers from their present supplier. This may take years or not happen even with lower cost higher quality raw materials. To determine the finished cost for a new deposit you need to design, determine capital costs, and operating costs for a new plant . Stripping, mining, hauling, processing, and transportation costs are part of the equation. After satisfying that your costs are in line you will need to do production tests to make sure the process works on the ore. You may want to complete permitting before purchasing the property. If you are new in the business you will have to prove you can deliver the right quality, the right quantity, on time consistently year after year at lower cost to take away a customer. Without being in the market this will be hard. The cut off grades to enter a market may be much lower than sale indicates because a competitor often lowers the price to keep you out of the market. We have many more items to check before the new deposits can be put on reserves. Our old reserves will require drilling to check for new products and prove that they do not contain items that would make them unusable for our product line or cause permitting problems. Archeological checks, wetlands, more water discharge testing, county zoning, and endangered species are among many items that have been added to mine permits. There will be more. A 4-6 page mining permit becomes 30-300 pages and consists of 5-15 permits, any of which might be a fatal stumbling block. It is not guaranteed that we can mine what we have on reserves. We may fight and lose. Oil-Dri?s loss in Reno and LaPort?s in England are examples where permitting failed. The NOx, sulfur, and carbon problems are just starting. Dioxin is in the background requiring monitoring on food products to Europe. What other anions, cations, endangered species, and land types are going to be problems in the future are guesses now. What new products are we going to have to test for and cause out of balance reserves? If there are none we probably won?t be here. We are competing for land use with ?Endangered Species?, wetlands, farming, forestry, cities, roads, and hunting. We?ve mined the best quality, low overburden, easiest to mine and process raw materials. The price of land and taxes are increasing. Old royalties are 2-3 times the present acre value instead of 8-10 times the property value when leased. Land taxes are up. It was and is best that we get the land in Fee Simple Title. This isn?t always possible. However, plants are closing and people have overlooked, made mistakes in drilling or interpretation of deposits. These may be opportunities. China is eating up high quality ?Industrial Minerals ?which have caused prices to rise. We may need to change our cutoffs? in terms of smaller pit sizes and higher overburden ratios. This is money in the bank. Overburden ratios and other items increasing cutoff costs need to be rethought. Suddenly doubling cutoff ratios for overburden and decreasing pit sizes are good alternatives to looking elsewhere where we might not be able to mine for a number of reasons. The higher prices make them competitive, especially when a competitor goes out of business. However, our low overburden ratios and short hauls around our plants are not safe from new roads, condemnation by county or city governments (N. J.), zoning changes (Reno, FL., CA, and environmental regulation changes (Buffers GA, MS). New roads ?Interstates? can take reserves, increase hauling distances and reduce tons per load. Let?s combine the Refractories, fullers earth, and bentonite industries and use the last 40 years as a guide to the future looking for problems and opportunities. Some or most of the following will apply to other minerals. WHERE DO WE LOOK? First, on our own properties, those next to our properties and on properties near our competitor?s plants. Where the profit margin has increased, the distance from the plant and thickness of overburden we can use is increased. The thickness of clay is decreased. For new locations we pick the ideal location and look at deposits and closed or open operations in ever increasing distances away from that location. We need to be aware of: 1. Increased transportation costs a. Access to Roads -Backhauls b. Haul with doubles and triples c. Railroads - Loading on sidings - Ability to get switches - Cars/backhauls versus rates 2. Cost of building a new plant 3. Cost of infrastructure 4. Cost of repair or new equipment when purchasing an operating or shutdown plant. 5. Local, state, and federal mine and environmental permitting. When exploring around an established operation expect that property acquisition, drilling, mining, stripping, and hauling costs will be greater due to them having second, third, or even fourth the pick of the deposits. I found this in New Jersey looking for refractories and around Quincy, Florida looking for attapulgite. You may be able to get some better properties because the operating company has angered some land owners, their drillers missed the clay, or the property wasn?t available when they were actively exploring for reserves. The growth of solvent extraction in Chile has been astonishing during the last years and has been established as a very successful technology. However, there are still limitations that must be improved, mainly, the problem of carry over from one phase to the other and the losses of organic reagent associated with the crud formation. These are problems that our company has been taking care, solving them with high efficiency and low costs, allowing important increases in the copper output of our plants and capital savings by means of the optimization of the use of nonproductive units in the SX plants.

"Plutonic-related" gold deposits in Interior and SW Alaska (Tintina Gold Belt) vary significantly in size, grade, vein/deposit morphology, depth of emplacement, distance from causative pluton and metal association. Metal associations such as Au-Bi and Au-As- (Sb-Hg) are a good empirical indicator of the depth of emplacement and distance from causative pluton. These associations have been used successfully in exploration. Results from several analytical techniques also suggest a phenomenological cause for these metal associations. Gold and bismuth have paired mineralogy at high temperatures and, thus, are best correlated at deposits that are deep and/or close to causative intrusions.

The ventilation survey was conducted in an underground longwall trona mine. The mine is relatively shallow and categorized as a gassy mine. The ventilation system consists of nine shafts (three intakes and six exhausts). Three surface based axial fans ventilate the mine configured in a blowing arrangement. Following the ventilation survey airflow quantity, frictional pressure losses and air psychrometric characteristics have been quantified. An accurate resistance survey has been conducted to calculate the pressure drop with regard to moving cages and skips in the shafts. This paper discusses the benefits of utilizing high accuracy digital pressure transducers and psychrometers in a ?leapfrogging? survey to gather data needed to build the computer ventilation model. Two underground booster fans with VFD are currently idle but available at the mine. The ventilation model has been used to determine the optimal booster fan locations to decrease the overall operating cost by reducing the load carried by the main fans. A leakage study has been conducted to evaluate the effects on the system of additional pressure from a booster fan. The study finally prepares a future ventilation model for the next fifteen years of mine operation and investigates the effect of proposed scenarios.

In conjunction with steady increases in production levels, longwall operators have applied greater quantities of ventilating air and spray water in an effort to control respirable dust and/or methane. Air velocities greater than 7.6 m/s (1,500 )fpm) have been measured on longwall faces. Operators have expressed concern over the potential entrainment of respirable dust at these high velocities. The greatest likelihood for entraining dust into the high-velocity airstream may occur as shields are advanced, allowing relatively dry particles to fall from the shield canopy directly into the airstream. Laboratory tests to simulate dust liberation during shield movement were conducted at the Pittsburgh Research Laboratory of NIOSH at velocities ranging from 2.0 to 8.2 m/s (400 to 1,600 fpm). Airborne dust samples were obtained with personal impactors to quantify the size distribution and concentration of the dust entrained at the various air velocities. Statistically significant increases in both total and respirable dust concentrations were measured as test air velocities were increased.

In the paper some interesting cases of applications of Operations Research and Computer Methods as worked out by the author and accepted by the management of some of the newly formed Indian mining organisation for implementation are highlighted. The main emphasis on the application cases was to use simple techniques and methods which yield the result in shorter time period, The case problems mainly deals with the production system optimisation in unit mines, areas/divisions and at the corporate levels. Also the management decisions regarding reorganisation of transport and distribution system of material and mineral are attempted to be optimised. Further, the case of management system development with computer aided decision making worked out for single large Iron Ore Project captive to a steel plant is outlined. Finally, the case of a large mining company having decentralised units and divisions geographically dispersed throughout the country, computerised management decision-information system designed on the basis of inputs and outputs of decision models relevant for different levels of management in the organisation is depicted.

"Impact and Benefit Agreements (IBAs) are intended to be a negotiated agreement between an industrial proponent and a community, local or regional citizens’ organization. Although the elements have grown over the past two decades from a simple agreement to exceedingly complex legal frameworks, the intention remains the same: to outline the roles and responsibilities of the two stakeholders and the natural resource development on their lands beyond environmental assessment. These agreements were born out of comprehensive indigenous land claims and have become the cornerstone of community engagement today in most indigenous nations. In the case of mixed communities, those that have beneficiaries of land claims and those who are not, social acceptance remains uneven and reflective of an unequal distribution of decision-making power (political ecology). This Differential Social License can cause conflict and a breakdown of the societal fabric that binds communities of diverse populations, resulting in inequality, fictitious wealth generation and failure of infrastructure. This paper presents a case study of how the development of Differential Social License developed in the Hamlet of Cambridge Bay, Nunavut as a result of an IBA negotiated between Tahera Diamond Corp. and the Kitikmeot Inuit Organisation in 2004 for the Jericho Diamond Mine.Introduction / Background Social license (social license to operate or SLO) has become an essential part of the social governance ‘toolkit’ demanded by mining stakeholders in today’s world. Stakeholders are now insistent that companies operate more closely under the tenets of sustainable development and provide for an increased level of community participation. Social license is not simply a matter of communicating with a community, to earn its consent for or acceptance of a project. It requires that we engage with the individuals and organisations who ally themselves with communities, or who sometimes side with dissident factions of a community. SLO is a process associated with and informed by political ecology or the recognition that unequal decision-making power exists amongst stakeholders."

Since start-up in 1985, the Cannon Mine has produced and shipped a 170-g/ton (5 oz/ton) gold flotation concentrate to various smelters for gold and silver recovery. Several processes have been investigated to economically produce done' at the mine site from the refractory concentrate. This paper describes laboratory and pilot scale test work used in the process design and engineering. feasibility study of a 73-t/d (80 stpd) pressure oxidation and carbon-in-leach (CIL) facility. The designed pressure oxidation circuit utilizes a series of verti¬cal autoclave units operating at 170°C (338F) and 1.4 MPa (200 psig). Projected operating costs are discussed.

Strains of Bacillus polymyxa, preadapted and grown in the presence of corundum, were found to be capable of the efficient separation of hematite from alumina. Results of tests performed using binary hematite-corundum and ternary he- matite-quartz-corundum mixtures in the presence of cells and metabolic products separated from the adapted bacterial culture indicated that more than 99% of the hematite could be efficiently separated through selective flocculation after desliming. It was found that alumina-specific bioproteins and other nonproteinaceous compounds were secreted by bacterial cells after adaptation to the mineral. To assure the safety of a radioactive-waste repository, the performance of the repository must be predicted far into the future. The Waste Isolation Pilot Plant (WIPP) Program is responsible for developing the technology for such performance predictions in bedded salt. An important technology-development activity concerns the, fielding of very large-scale in situ tests to determine the time-dependent deformation of underground openings in salt as a basis for validation of the predictive technology. This technology is necessary to predict repository seal performance and final closure times of rooms and may be of value to the salt and potash mining community, as well.

Effective October 1, 1958, President Eisenhower imposed, by Presidential Order, fixed import quotas on lead metal and lead concentrates and also on zinc metal and zinc concentrates. He did this in response to an escape clause case under the Trade Agreements Act filed by many of the large and small lead and zinc mining companies in September 1957. It is the purpose of this paper to give the experience of the lead-zinc industry under this order during its first two years and some observations on what might have come about under different conditions of U.S.A. consumption. Before considering these various experiences and observations, it seems wise to first outline briefly the basic problem which prompted such an order. Under the Tariff Act of 1930, the duty on pig lead was fixed at 2-l/8¢ per pound and slab zinc at 1-3/4e; per pound. The ores, concentrates and closely related products of these metals carried closely related duty rates. The Trade Agreements Act of 1934 and succeeding similar acts had given the, President the power to lower these and other duties. As a result-of various negotiations with foreign nations, by 1951 these duties had been lowered to their present day rates of 1-1/16 per pound on' pig lead and 7/10o, per pound on slab zinc. Related ores, concentrates and semi-fabricated forms of the metals received commensurate treatment. Under these acts, the Tariff Commission has the right to recommend to the President duty increases, specific quotas or both if find that imports have injured the affected industry. He has the right to accept or reject such recommendations, in whole or in part, in the light of the national interest,

Two automated fire detection system configurations have been used successfully in underground mines: the pneumatic "tube bundle" approach and the electronic telemetry approach. The electronic telemetry approach is more widely used, owing to its greater speed, flexibility, and capacity to both monitor other underground conditions, and remotely control underground equipment. However, depending on specific mine conditions and layouts, pneumatic detection, or a combined pneumatic/telemetered system may offer significant advantages over the telemetered approach alone. This paper describes research by the U.S. Bureau of Mines to design and in- mine test a rapid response pneumatic fire detection system tailored to the unique requirements of multilevel metal mines. The relative merits of pneumatic detection are discussed in the context of typical multilevel mine layouts and environments. A Bureau developed proto- type system is described with emphasis on design features which counter commonly perceived and/or experienced pneumatic detection system operating problems. Finally, the results of a 3-yr in-mine performance evaluation of the prototype hardware are discussed. Included are descriptions of system layout and coverage, response time, tube leakage, sample dilution, elimination of accumulated water from sample lines, and system maintenance and reliability.

The sign of the surface charge of selected potassium soluble salt minerals namely KClO4 , K2SO4 , KNO3, and KCl was determined from nonequilibrium electrophoresis measurements and found to be negative for each of the salt. Dodecylamine flotation of these salts revealed that the concentration of amine required for flotation increases in the order KClO4< K2SO4< KNO3<KCl. Precipitationof the amine collector colloid was not required for flotation of the oxyanion salts and in this case it appears that adsorption of the dodecylamine cation is sufficient to create the hydrophobic surface state. The order for flotation is explained in terms of surface hydration of these respective potassium salts based on contact angle measurements and FT Raman spectroscopic characterization of water structure.

Respirable (PM-10) crystalline silica is regulated by the State of California as a carcinogen. The risk-management of this material by the State exemplifies the inherent problems in the development of regulations based on current risk-assessment practices. The influence of extremely conservative risk-assessment and risk-management can be expressed in economic impacts including the increased cost of production, reduced competition, increased prices, reduced employment and redistribution of income. This paper attempts to contrast theoretical risk- assessment and risk-management with current application using crystalline silica as an example. Based on health information pertaining to silica, the paper examines federal and State of California regulatory and public policy positions. Using current risk factors and empirical data for the Central Valley of California, the projected incidence of lung cancer in humans is examined. While such an analysis would project an extremely high incidence of lung cancer as well as silicosis, not a single case of either lung impairment has been recorded within the study area or throughout the world in the general population. This suggests that sound guidelines for the analysis of scientific information have given way to the assumption that virtually any information representing a substance as a carcinogen is to be considered valid with little or no qualification.

The restoration of surface mining landscapes requires the (re)creation of ecosystems. In Lusatia (eastern Germany), large-scale open-cast lignite mining operations generated spoil dumps widely consisting of acidified, phytotoxic substrates. Amelioration and rehabilitation measures have been developed and applied to these substrates since the 1950s. However, it is still not clear whether these approaches are sustainable. This paper reports on collaborative research work into the ecological potential of forest ecosystem development on typical minesites in the Lusatian lignite district. At first sight, pine stands on minesites along a chronosequence comprising about 35 years did not show differences when compared with stands on non-mined sites of the general region. Furthermore, with some modification, conceptual models for flora and fauna succession in forest stands on non-mined sites seem to be applicable, at least for the early stages of forest ecosystem development. For example, soil organism abundance and activity at minesites had already reached levels typical of non-mined sites after about 20-30 years. In contrast, mine soils are very different from non-mined soils of the test region. Chemically, mine soil development is dominated by processes originating from pyrite oxidation. Geogenic, i.e. lignitic, soil organic carbon was shown to substitute for some functions of pedogenic soil organic matter. Rooting was hampered but not completely impeded in strongly acidified soil compartments. Roots and mycorrhizae are apparently able to make use of the characteristic heterogeneity of young mine soils. Considering these recent results and the knowledge accumulated during more than 30 years of research on minesite rehabilitation internationally, it can be stated that minesite restoration might be used as an ideal case study for forest ecosystem development starting at "point zero" on "terra nova".

Because of the lack of a universally accepted definition or standard for RCA, we are left to our own conventions in the marketplace as to what is most ?effective? or a ?Best Practice? for our own facilities or organization. This lack of uniformity in the application of RCA produces an equal lack of uniformity in the measureable outcomes of RCA on the bottom-line from site to site and industry to industry. What is the definition of success for an RCA? Is it regulatory compliance? Is it some quantifiable measure of bottom-line performance? Is compliance and bottom-line performance the same thing? Can we measure the ROI we receive by doing compliant RCA? These questions must be adequately addressed if any definition of RCA is to be effective on the bottom-line. Like our various Corporate Vision and Mission Statements, what would be our Vision and Mission for RCA? When pondering the answer to this question, we should consider: ? What Key Performance Indicators will the Success of RCA be Linked to? This provides a direct correlation to the corporate dashboard and therefore garners support for the RCA effort when implemented at the sharp end. Not until we know what KPI?s will effectively measure our maintenance and reliability objectives can we begin to establish which opportunities will afford the greatest returns1. ? What Bottom-Line Metrics will be Tracked to Measure the Effectiveness of Our RCA Effort? Will it be increased production, profitability, regulatory compliance, etc.? Will it be decreased injuries/fatalities, claims, customer complaints, risks, etc.? We should be specific about these metrics and their correlation to the metrics on our corporate dashboard. ? What Will Trigger an RCA Investigation? Normally companies will establish quantifiable thresholds to be surpassed before an RCA will be conducted. Examples may be an OSHA recordable injury, a failure event in which production losses exceed $250,000, an equipment failure in excess of $50,000 or a regulatory violation. This is the norm. However, we should realize this is using our RCA skills totally on a reactive basis. High Reliability Organizations (HRO) strive for proaction and they also use RCA proactively. Why can?t we use RCA to analyze why unacceptable risks from an FMEA are so high? It is perfectly applicable yet rarely implemented in this fashion.

The inquiry into the explosion at the Moura No. 2 Mine in August 1994 recommended -?Emergency procedures should be exercised at each mine on a systematic basis, the minimum requirement being on an annual basis for each mine.? (Windridge et al. 1996). In December 1996 the ?Approved Standard for the Conduct of Emergency Procedures Exercises? was published and has been subsequently revised (Queensland Department of Mines and Energy Safety and Health Division 1999). This document provided guidelines for conducting mine site emergency exercises as well as the requirement for a test of state-wide emergency response by holding a Level 1 Mine Emergency Exercise at one mine on an annual basis. From 1998 to date (January 2008) ten Level 1 Mine Emergency Exercises have been held in Queensland, Australia. This paper discusses each of the exercises conducted to date as well as the logistics, scenario preparation, planning and organising required to conduct emergency exercises at this level.
