Introduction Basis For System San Juan Coal Company (SJCC) is a subsidiary of BHP Billiton. Until recently, BHP Billiton operated three surface mines in northwestern New Mexico: Navajo, San Juan, and La Plata. The San Juan and La Plata Mines supplied the San Juan Generating Station operated by Public Service of New Mexico. Stripping ratios at those operations were increasing, and by 2000 a feasibility study was underway to develop SJCC’s vast underground reserves as a replacement. Early in the evaluation and planning phase for the San Juan Underground Mine, it was determined that the target seams (Fruitland #8 and #9) had a high propensity for spontaneous combustion. Spontaneous combustion was identified as a risk, both to personnel and equipment, and to the ability of SJCC to reliably fulfill its obligation to the power plant. In the last 20 years, several western US coal mines suffered underground spontaneous combustion events and/or mine fires. Included in this group were Colorado Westmoreland’s Orchard Valley Mine (1987), RAG’s Willow Creek Mine (1998 and 2000), Oxbow’s Sanborn Creek Mine (1999), the West Elk Mine of Arch Coal (2000), Arch’s Skyline Mine (2002), Western Fuels’ Deserado Mine (1996), and the West Ridge Mine of Andalex Resources (2003). The cause for the majority of these fires was spontaneous combustion. Fighting the fires required injection of an inert gas or foam. Nitrogen and carbon dioxide were the predominant choices of inert gas. In all cases, the gasses had to be trucked in from considerable distances. Before the inert gas could be used, injection holes had to be drilled into or near the suspected fire locations. This drilling and trucking caused costly delays in the timing of the fire fighting effort, and was not as precise as desirable. Emergency purchasing of gas and pumping services was extremely expensive, running as high as $70,000 per day at one mine. As a result of the experience of other western US coal operators, and the risk inherent with spontaneous combustion at SJCC, it was decided to pursue installation of a nitrogen delivery facility on-site at SJCC. This decision was later expanded to include a continuous supply of nitrogen.

INTRODUCTION The control of nuisance water in a mine is extremely important; left uncontrolled, nuisance water can have a severe effect on haulage, ventilation, production, and the health and safety of miners. To control water in mines, a four-step process is followed: (1) prevention, (2) collection, (3) transportation, and (4) treatment. This chapter will be devoted to the collection and transportation of mine water because prevention is usually dictated by pre-mining conditions and initial planning, while treatment is variable and highly site specific. A mine drainage system is nothing more than a collection of gathering points (sumps), machines that impart energy to the fluid (pumps), transportation ducts (pipes), and control devices (fittings, valves, etc.). A pump does not pull the fluid up the suction pipe; atmospheric or external pressure pushes the liquid up the suction pipe to the pump. All references in this chapter will be to centrifugal pumps, due to their popularity for mine drainage. PUMP CHARACTERISTIC CURVES The performance of a pump is plotted on a graph as an indication of its characteristic. To develop the data points, a test facility similar to that shown in Fig. 1 is established. The calibrated Venturi meter is used to measure quantity, the Bourdon gage measures pressure, and the wattmeter measures power input. Various discharge pressures are obtained by throttling with a gate valve in the discharge pipe. Quantity and power are measured at each of these pressure levels, giving the necessary data for plotting the characteristic curves. Fig. 2 shows a typical characteristic curve for a centrifugal pump. Notice that pressure is measured as so many feet of vertical water column above the outlet level, or head. Knowing the quantity (in gallons per minute), head (in feet), and power input (brake horsepower), the pump's efficiency can be plotted based upon the following relationship:

A possible process for extracting tellurium and antimony from a residue generated in alkaline sulfide leaching of telluriumbearing alkaline skimming slag was proposed. The central composite design was employed to define the optimal leaching conditions for tellurium and antimony extractions from the residue sample. Using a 23 factorial matrix, the best performance for tellurium and antimony extractions (96.36% and 99.64%) were obtained at 175 g L−1 Na2S concentration for 80 °C during 60 min. The notable degree for influencing tellurium and antimony extractions was leaching temperature, Na2S concentration, and leaching time. The analysis of variance results indicated that the regression model was significant and suitable to be used for the optimization of independent variables within the range. The model was validated under optimal operating conditions based on the experimental design results. Antimony and tellurium in the leach liquor were separated and recovered by H2O2 oxidation followed by Na2S-Na2SO3 reduction. 98.93% of antimony was precipitated selectively during H2O2 oxidation, while 95.06% of tellurium was precipitated during Na2S-Na2SO3 reduction. NaSb(OH)6 and elemental tellurium was obtained as the product.

Phosphate production of the Central Florida Phosphate District has been predominantly from the unique and lucrative Bone Valley Formation, with local and minor amounts coming from the underlying Hawthorn Formation. As the Bone Valley is depleted, replacement production will move progressively into areas of total Hawthorn Production. Significant changes in the characteristics and make-up of the deposit dictate required modifications in mining and beneficiation. Failure to tailor technology to fit the deposits of the future will result in vast "reserve" losses. In the Southern Extension of the Central District - two distinct "ore types" exist. These are presently referred to as the upper (high grade) zone and the lower (low grade) zone. The upper zone is somewhat similar to the Bone Valley Formation and will respond favorably to present beneficiacion practices. The lower zone is strikingly different and its response to conventional beneficiation is not acceptable. The major differences are in grain size distribution and mineralogical make-up of these grains. The Hawthorn differs from the Bone Valley by exhibiting lower grades, lower tonnage yield per acre foot, lower pebble percent of product, higher mining ratios, higher slimes (-150 mesh) content and deeper mining depths. Physical characteristic changes include more frequent occurrences of competent bands or lenses of "limerock" which are submarginal in value.

Discussion by N. Standish and P.N. Standish Leonard and Newman (1989) describe concepts and plans of their forthcoming project designed to increase the bulk density of broken coal at various stages of its production and handling. This is an excellent idea and something that will certainly be useful to the coal mining industry worldwide. The authors seek to achieve bulk density increase by "reducing oreliminating, through chemical additives and engineering design, particle voidage and enhance particle consolidation trickling between the point of breakage (at the face) and loading (in the shuttle car) to increase coal bulk density and productivity." In the paper, they present some supporting results of bulk density versus moisture, with or without oil addition, from the steel industry research. Unfortunately, the paper contains many misconceptions and half-truths that detract from an otherwise excellent objective of the project of increasing bulk density by reducing particle voidage-"the bottom line evaluator." Correct. Theory Definitions Coal bulk density is the ratio of the mass of a collection of discrete particles to the volume that it occupies (ASA, 1980). There can be no possible argument about this definition. Mass and volume are readily measured both in laboratory and large scale installations. So, to obtain the bulk density, one simply divides the measured mass by the measured volume. It is here that we come unstuck as everybody who has ever had to reconcile book values with the measured stock tonnages knows. Where does the problem originate? Almost invariably in a too casual a reading of the above definition and the words "a collection of discrete particles." The word collection means "a number of objects collected or gathered together, viewed as a whole" (The Oxford English Dictionary, 1989). Many cases of derailments, train accidents and traffic interruptions due to the slope failure and rockfall have been reported in the past on Konkan Railway trackline because of unstable rock slopes. The authorities installed stability enhancement measures such as wire netting, rock bolting and shotcreting which were found insufficient. The failed geotechnical measures prompted authorities to excavate the unstable slopes. Rock blasting is generally not preferred for the excavation of slopes along the transportation route. Stabilisation and widening of slopes by blasting need closure of the route for a considerable time. Discontinuing traffic on Konkan Railway route was undesirable as it connects two important port cities Mumbai and Mangalore. The paper presents an innovative directional controlled blasting (DCB) technique for excavating three unstable slopes (i.e. cuttings) in hilly terrain without disturbing the traffic. New empirical formulae for small geometry blasting to estimate burden and throw have been developed. A unique sequence of firing and excavation with powder factor varying between 0.04 and 0.39 kg/m3 irrespective of the actual free face was used for rock blasting. The process controlled the throw of blasted material over the track and resulted in a smooth and stable wall. The slope angle has been changed from 80 to 82° to 45–47° and probability of wedge, planar and toppling failures was eliminated. About 100 such accident-prone slopes (52 km cumulative length, 7% of total route) situated at discrete locations along Konkan Railway route were stabilised using the technique. No incident of rockfall and slope failures along these slopes has been observed after the stabilisation.

Dry cover systems as a closure option for management and decommissioning of waste rock and tailings is a common prevention and control technique used at numerous sites around the world. Numerous site-specific factors control the long-term performance of dry cover systems. Site-specific climate conditions are one of the key factors to consider when determining the objectives of a dry cover system because these conditions will significantly influence long-term performance. There are advantages and disadvantages of characterizing the site on an annual basis as generally a “dry” site (annual potential evaporation greatly exceeds annual precipitation), or generally a “wet” site (annual precipitation meets or exceeds annual potential evaporation). The field performance monitoring data and discussion presented herein illustrates the caution that is required when using these “annual” criteria for characterizing site climate conditions. Numerous sites exist where precipitation exceeds potential evaporation on an annual basis; however, the site typically experiences hot, dry summer months where evaporation greatly exceeds rainfall. These dry summer conditions have a strong influence on long-term performance. In contrast, sites where potential evaporation exceeds precipitation on annual basis, typically experience periods of the year when a moisture surplus occurs, which also impacts on long-term performance. This paper uses soil-atmosphere cover design modelling and field performance monitoring from sites in Canada, Australia, and the United States to demonstrate the importance of considering site-specific climate conditions when predicting long-term cover system performance.

Mountaintop removal (MTR) mining started in West Virginia nearly 30 years ago. This surface mining method can extract multiple coal seams as thin as a few inches in whole and minimum rock dilution in very steep mountainous terrain. MTR is highly efficient, even if coal seams are in close proximity and small in a real extent. Consequently, MTR has been widely used in the Central Appalachian coalfield (mainly Kentucky, Tennessee, Virginia and West Virginia) with great success. In that respect, there has been no demand for research and little scientific research has been performed to investigate its impact on the surrounding area. During the past two years, however, the debate over MTR mining has grown quickly and has become very intense. This article describes chronologically issues raised by various parties, legal actions, impacts on mining permit applications and research projects developed to address the issues.

One way of cost reduction is attained when using materials with improved erosion ? corrosion resistance. For many years hard irons successfully answered the Mining Operation needs however application ranges were limited due to the low chemical resistance of such alloys. Corrosion resistance of any hard iron increases when microscopically homogenizing chromium and generating passivation conditions throughout and between all metallographic phases. Chromium distribution of the new material called Max10 was analyzed with EDS ? energy dispersive spectroscopy. At critical depleted chromium carbide ? matrix interfaces chromium increased to 31.72% which is well within passivation levels. Generally the corrosion resistance of high chromium hard irons provided by Metal Casting Industry is limited to 0.5% sulfuric acid and 28 PPM ionic chlorides. Such restrains increased when using Max10 to 2.0% sulfuric acid and 100 PPM ionic chlorides. Max10 contains 35% carbide volume fraction, has excellent corrosion resistance within pH = 1.15 ? 13.6 while fracture toughness under plain - strain conditions and Mode I opening is KIC = 20 KSI.(inch)1/2. Wear rate was calculated with the pin-on-disk apparatus using a diamond indenter per ASTM G99 recommendation. After years of research, experimentation and implementation the Max10 castings were service installed in slurry pumps and mixing equipment. In some applications the life time of slurry pumps manufactured in Max10 tripled versus previously used materials.

Gangue-cemented paste backfill (GCPB), is a well-established green mining technology and significantly improves the recovery rate of mineral resources, prevents mine dynamic disasters, reduces surface subsidence, and consumes a considerable amount of solid waste. The addition of an early strength agent as an additive in cement-based materials provides several security, technical, and economic advantages. In this study, the early strength agent on the early age (3, 7 and 28 days) strength of GCPB is evaluated experimentally. The GCPB specimens have an initial sodium sulfate early strength agent concentration of 0%, 1%, 2%, 3%, and 4%, and the obtained samples were analyzed by testing for uniaxial compressive strength (UCS) and scanning electron microscopy (SEM). The test results show that the UCS of the GCPB specimens with sodium sulfate is much higher than that of the blank specimens. When cured for 3 days and 7 days, the strength of GCPB with 2% sodium sulfate increased the most, by 131% and 116% respectively. When cured for 28 days, the strength of GCPB with 1% sodium sulfate increased by 135%. Scanning electron microscopy (SEM) results showed that the GCPB with 1% and 2% sodium sulfate had better internal structure compactness, thicker acicular crystals, and more flocs. As a kind of early strength agent, sodium sulfate can react with calcium hydroxide to generate calcium dihydrate sulfate and then react with calcium aluminate; the hydration product (C3A) quickly generates calcium sulfoaluminate hydrate (AFt) needle-shaped crystals, forming an early skeleton and improving the early strength.

In March, the Prospectors and Developers Association of Canada (PDAC) held its annual conference in Toronto, Ontario. This is the third PDAC meeting the author has attended. The following are some impressions of the meeting. And the author looks forward to the joint meeting of the PDAC and the Canadian Institute of Mining, Metallurgy and Petroleum to be held March 5-10, 2000, entitled Mining Millennium 2000. One of the features of next year’s gathering is a proposed forum of world mining ministers, the first ever to be held anywhere.

Barbaro et al. (1990) implemented a tedious study aimed at delineating the short-scale spatial variability of sulfur in a coal seam. It is not possible, however, to extend their conclusions to any other coal seam or use theirs in any other fashion, because the background geology was not presented. Nor were the conclusions accompanied by geological interpretations in the paper. In addition, an unfortunate printing error occurred where the total sulfur (determined by High Temperature Combustion) variogram in Fig.3 was duplicated in Fig. 2 instead of the seam height variogram. A more serious error, however, has been committed in the definition of the variable, seam height. What is defined as seam height by Barbaro et al. (1990) is, in essence, mining height, and is not a regionalized variable that should be studied by geostatistical methods directly. Despite the fact that the variable, seam height, is not defined in the paper explicitly, the following quotation discloses the fallacy: "All roof rock that exceeded 1.8 m (6 ft) from the floor was not taken because the longwall was operated to not mine more than 1.8 m (6 ft) unless the coal seam height exceeded 1.8 m (6 ft)." From this definition, the seam height, and therefore the sampling height, is equal to the actual coal thickness, if the coal thickness is greater than 1.8 m (6 ft). Otherwise, it is equal to the sum of the coal thickness plus the thickness of the roof rock that complements the thickness to 1.8 m (6 ft). In the latter case, the seam height is constant and equal to 1.8 m (6 ft). It is possible to conduct a variogram study on a pool of samples that are realizations of two different variables. But the conclusions derived would not belong to any one of the two variables uniquely and, therefore, do not possess any significance. Geostatistical analysis is irrelevant for the sum of multiple regionalized variables formed by arbitrary selections. In a two¬seam setting, for example, the mining height, as defined by the thickness of one seam at one location and the thickness of both seams at another location (due to quality and/or minimum thickness considerations perhaps), should not be used in the calculation of one common variogram. The two seams should be modeled separately. They can then be combined according to the specific purposes of the study. On the other hand, if a constant is added to a regionalized variable (to incorporate dilution perhaps), the variogram of the new variable will not change. Barbaro et al.( 1990), surprisingly, does not give any geologi¬cal interpretation of their results despite the fact that most of them can be explained by the origins of sulfur in a coal seam. The presentation of the results of a geostatistical study with no reference to the geology of the deposit is uninformative. It may also be misleading for the potential users of geostatistics. It is not unusual to find nuggets of pyrite in coal seams. In such cases, pyritic sulfur will probably display a spatial structure for only a very small distance that will appear in the experimen-

INTRODUCTION There has been considerable discussion in recent years of the strained relations between owners, engineers and contractors caused by the rapid increase in costly litigation in underground excavation due to construction claims. These time consuming claims are not to the best interests of the industry. It has been a conclusion of some of the concerned parties that there could be a substantial reduction in these claims if a mutual respect for each other's roles could be maintained along with a practical contractual arrangement for sharing the risks of the unforeseen costs inherent in the business. This paper will touch on the overall problem of these relationships, but confine the major discussion to the role of geology in claims and, in particular, changed conditions claims, since they form the base for the bulk of those involving geology. Geologists can make a major contribution to the reduction of these claims if their particular abilities are recognized and used properly. CLAIMS AND GEOLOGICAL RISKS The tunnel contractor is strictly bound by the contract he signs, and the risks he assumes thereby must be priced. The most important variable factor on which he must base his price is the geologic data provided and his interpretation of it. Discussion by J.L. Weeks Discussion I wish to comment on Kissell and Sacks's paper "Inaccuracy of area sampling for measuring the dust exposure of mining machine operators in coal mines." It is well established in industrial hygiene that area sampling is not an accurate measure of personal exposure. To measure personal exposure, one must use a personal sampler. Kissell and Sacks, using data from coal mining, reached the same conclusion. This is the right answer but it is the wrong question. This issue arises because the machine-mounted respirable dust continuous monitor (MMRDCM) is being considered to monitor coal-miners' exposure to respirable dust. This device may be mounted on a continuous mining machine, and it would take a modified area sample. I refer to it as "modified" because a mining machine is not really a fixed location, as is the typical area sample. The concern with whether this machine would provide an accurate estimate of the machine-operator's exposure, however, overlooks important features of the MMRDCM. Specifically, it displays dust concentration as it occurs and at the place where it is needed, not 10 days later, as is the case with the current system. Used in this way, it allows for timely intervention to control exposure to dust and it leads to greater first-hand knowledge of specific conditions and mining practices that result in excess exposure. If one knows the dust level is excessive at the time the dust is being generated, it is possible to use known and effective methods of dust control to reduce exposure. By measuring again, one can determine whether control methods have worked. This is a generic procedure followed in any industrial process: measure, adjust and measure again. It leads to more effective and more efficient dust control and is preferred to taking a sample, waiting 10 days for the results and then trying to apply that information to a situation that no longer exists. The MMRDCM also records the dust level automatically, and it runs continuously, making it harder to tamper with. Dust monitoring in underground coal mines has been corrupted by some operators having submitted fraudulent samples (and being convicted on criminal charges because of it), weakening the credibility of the current system. The MMRDCM is, in part, a response to this corruption, and an effort to focus attention on dust levels and dust controls rather than on the perpetrators of fraud. Use of the MMRDCM is an evolutionary change from the current system. With the current system, one takes a personal sample of exposure of the "designated occupation" (DO, defined at 30 CFR 70.2 (f)), the occupation regularly exposed to the highest level of dust on a section. Typically, on sections using continuous mining machines, this is the mining-machine operator. The rationale behind DO sampling rests on some of the findings that Kissell and Sacks report. They reviewed several studies that showed that dust concentration varies with location on a mining section and that there is a concentration gradient with the highest concentration occurring closest to the face. The logic behind DO sampling strategy is that if the dust concentration at the place where it is highest is below the exposure limit, then concentration elsewhere on the section is also below the limit. In this way, one will have achieved the objective or keeping dust concentration below the exposure limit for all miners on the section by measuring the exposure of only one miner. The

Faster, simpler, cheaper and more accurate cyanide ex­tractable gold procedures are now available for grade control assay. Cyanide 'bulk leach extractable gold' or BLEG assays have previously been seen as desirable, due to the large sample size that can be treated, but not in common use due to the 24hr total assay time required. Sample sizes from 50g to several kilos can now be accurately assayed in less than 4 hours total time with the larger sample size increasing accuracy, without loss of precision, while greatly reducing the 'nugget effect' or coarse gold bias. Typical assay size is 200g, equivalent to 4 x 50g Fire Assays or 10 x 20g Aqua Regia Assays. Ongoing modifications and refinement of the procedures and reagents used also indicate applicability to the treatment of coarse gravity gold where substantial savings in both capital and operating costs for these circuits are possible. The successful use of this cyanide assay at the Bannockburn and Windine Well operations are cited to-gether with a compre­hensive comparative testwork program by Newcrest. Testwork at Gidgee and Lynas Gold operations is currently being initiated. Other operations using the method include Red Dome and Kidston; with Placer(Granny Smith) and PMA's Palm Springs operations to commence shortly.

Worldwide minerals exploration slipped in 1992 from 1991 levels. Although industrial production figures showed the US economy emerging from recession in early 1992, it was not until February 1993 that the lagging indicator of unemployment dropped to 7%. Most other industrialized countries are still in recession. Preliminary data for 1992 showed industrial production dropping in Japan (5%), Germany (1.4%), the United Kingdom (0.5%) and France (1.4%). The slowdown in industrial production led to reduced mineral demand. This resulted in lean cash flows from mining operations, which squeezed exploration funding. Although mineral prices were steady during most of 1992, some mineral commodity prices began falling in late 1992 and early this year. Exploration 1991-1992 According to Metals Economics Group (MEG), planned 1992 exploration expenditures were down by about 5%. Geographically, the leading exploration target was the United States with 21 % of the expenditures, followed by Australia (19%), Canada (18%), Latin America (15%), South Africa (9%) and the western Pacific (7.5%). The remaining 10% was split between Europe and Africa. There were absolute increases in exploration expenditures in the United States and Latin America. Latin America showed the largest increase. The change in the Mexican mining law allowing foreign ownership of mines should result in the inflow of direct foreign investment in Mexico's mining industry.

The Eskay Creek Mine, a high-grade gold and silver underground mine in northwestern British Columbia started operations in late 1994. For the first three years of operation, ore was crushed to minus 2 inch; blended to satisfy smelter terms and direct shipped to smelters in Japan and Canada. Before commencing the above operations, preliminary evaluations had indicated that an extremely complex metallurgical facility, requiring a large capital investment, would be required to recover the precious and other economic metals. Subsequently markets for raw ore were identified and underground mining and ore transportation operations, at a nominal production rate of 300 tonnes per day, were commenced. Exploration diamond drilling in 1995 and 1996 discovered additional lower grade mineralised zones, which are less economic or uneconomic as direct shipping ore. Test work demonstrated that these lower grade zones could be upgraded to marketable concentrates in a simple flotation mill. The mill was built in 1997 and has been in operation since late 1997. The mining rate now has increased to 400 tonnes per day including 250 tonnes per day of the direct shipping ore and 150tonnes per day of the mill ore. Prime Resources Group Inc. wholly owns the Eskay Creek Mine. Homestake Canada Inc. owns 50.6% of Prime’s shares and manages and operates the mine on Prime’s behalf. This paper discusses the mining and milling operations as well as ore shipment and smelter contracts' administration.

Large reserves of feldspar ore exist in the Aegean region of Turkey. The main colored impurities in these ores are iron- and titanium-bearing minerals such as anatase, rutile, sphene and ilmenite. In this study, a potassium feldspar ore containing mainly quartz and coloring impurities was subjected to beneficiation tests involving magnetic separation and flotation, which were applied either separately or in combination. Bench-scale flotation experiments using cationic collectors G-TAP and Flotigam V-4343 and using HF and H2SO4 as modifiers were employed to separate feldspar from quartz and to remove part of the titanium impurities. The best results were achieved with a combination of high-intensity wet magnetic separation and flotation. A feldspar concentrate containing 16.28% Al2O3, 10.75% K2O, 2.84% Na2O, 69.97% SiO2 and 0.16% Fe2O3 was produced. Rroundtable 2009, a Knight Piésold and Co.-hosted roundtable discussion on mine closure and cover design was held at the Red Lion Inn and Casino in Elko, NV on Feb. 12, 2009. Knight Piésold?s Bryan Ulrich and Steve Boyce, as well as Knight Piésold representatives Cynthia Parnow and Corey Conrad from Denver, CO, and Rick Frechette from the Tucson, AZ office were on hand to help facilitate the discussion. The meeting played host to approximately three-dozen attendees from four states. Attendees included personnel from seven mining properties and attendees from corporate offices. The majority of attendees were people directly involved with environmental work on a day-to-day basis. Other attendees were project managers whose jobs involve some level of environmental focus. The purpose of Roundtable 2009 was to exchange ideas and information pertaining to mine closure and cover design associated with almost any aspect of a mining operation. This type of forum provides a less inhibited format for discussion, when compared with traditional conferences and symposia. In the roundtable format, lively discussions are encouraged. This discussion was the fourth in the series of Elko Roundtable events. Previous roundtables pertained to heap leach pad design, construction and operation; design, construction and operation of tailings storage facilities and site-wide water considerations.
