I have to express my surprise and must send a note of warning concerning the use of polyurethane foam as described in a paper by R.N. Torbin and R.F. Kovar, entitled "Innovative Shaft Lining Method," published in your February 1989 edition. In September, 1986, 177 miners lost their lives when they were exposed to fumes downwind from a fire in a tunnel lined with polyurethane foam. Whilst polyurethane exhibits reasonable fire retardent properties in small-scale tests, mass use in a tubular configuration, exacerbated by the furnace effect of cross-radiation, can lead to a rapid, uncontrollable conflagration.

In this paper, the old and the new commercially available reagent chemistries for the improved flotation of sulfide minerals will be summarized. The reagent classes discussed are those that meet three criteria: 1) they are being commercially used and/or large scale plant tested in North America in the last few years; 2) they are clearly different in chemical structure than commonly used commercial reagents of the last few decades and are not simply mixtures of existing reagents and/or simple changes in cation, alkyl group size, etc. and 3) the structural formulae are clearly specified in the public literature.

In many mining operations, particularly northern open-pit mines, large seasonal variations in grinding slurry temperature can occur. It is shown in this paper that this temperature shift can cause a winter-time loss in autogenous grinding efficiency of as much as 20% if it is not controlled. Laboratory experimentation indicates that much of this effect is due to increases in slurry viscosity as the temperature is decreased. An additional effect may result from changes in rock strength upon freezing, for which possible mechanisms are discussed. However, no effect clearly resulting from rock strength changes has been definitely confirmed.

The history, current applications and future of biotechnical developments in the metals' extraction industry are reviewed. Bioleaching of copper minerals continues to be the most significant application. Uranium bioleaching was successfully demonstrated at industrial scale. Developments are now being made in biooxidative pretreatment of refractory gold concentrates, ores and low-grade materials. Advancements are forthcoming in water and solid mine waste bioreclamation, including metals' biosorption, wetland treatment of acid mine drainage, and biodegradation of cyanide in spent, heap-leach operations. Better understanding of the types and functions of microorganisms involved in metal interactions could advance genetic engineering applications in bioleaching and bioreclamation.

Nevada is especially well endowed with industrial minerals, both in the number of ore deposits and the diversity of commodities. More than 600 significant industrial mineral deposits, containing 22 principal commodities, are present, in the State. The materials produced in Nevada in 1978 had a value of approximately 113 million dollars, and additional processing of some of them (e.g. gypsum into wallboard, limestone and clay into cement) added considerable more value. Table 1 shows the value of Nevada's industrial mineral production in 1978. Nevada currently supplies 85 percent of the country's barite producing 1.6 million tonnes (1.8 million short tons) valued at 30 million dollars in 1978. Nevada is second in diatomite production and contributes one-third of total lithium produced. Other industrial minerals being produced include clays, fluorspar, gypsum, lightweight aggregates, limestone and dolomite, magnesite and brucite, perlite, salt, sand and gravel, and silica. In general, Nevada produces high-value industrial minerals which are not consumed within the State, but rather, are shipped out of State. In contrast, most more populous states produce larger tonnages of lower value industrial minerals which are consumed chiefly within that state.

Depletion of easily accessible coal reserves and stringent competition in coal marketing has led to the coal industries' need to more accurately assess alternate development scenarios and to develop well-conceived produc¬tion plans. This, in turn, has encouraged the active use of the computer during resource eval¬uation and mine planning. Morrison-Knudsen, (M-K) has developed proprietary software, known as "EAGLES", to support not only its own mine planning and development activities but also the mining industry in general. The EAGLES system provides complete geologic modeling, mine planning, production modeling, equipment modeling, and cost and financial modeling capabilities. In addition, EAGLES can be used for geotechnical studies, environmental assessments, and surface and groundwater hydrological evaluations. Another important tool used in today's mine development is Landsat (remote sensing). Landsat is especially useful in the evaluation of mining activities at remote mine locations and for megascale assessments of geologic structures and hydrologic regions. The use of scientific systems in the development of surface mines is being well integrated into today's mining operations and will be a major factor in the planning, development, and operation of mines in the future.

The area described in this paper lies along the inner margin of the Coastal' Plain in Twiggs County, near the exact center of the State of Georgia. Twiggs is one of four counties which produces approximately 75 per cent of the nationals output of kaolin used in the paper trade. In this vicinity the land surface is characterized by coastal plain hills with elevations ranging from about 250 feet, above mean sea level in the flood plain of: the Ocmulgee River to about 550 feet above mean sea level on the hill tops. Surface drainage in the area is southwestward to the Ocmulgee River, the tributaries of which have dissected the land surface exposing thick sections of the upper parts of the hills of Eocene (Ocala Limestone and Barnwell formation) limestone, sand, marl and clay, and in the lower parts of the hills Cretaceous (Tuscaloosa Formation) kaolin, kaolinitic clay, sandy clay, sand and, gravel. The contact between these two principal groups of geologic units is rather easil distinguished as the top of the kaolinitic beds. It is described in detail and mapped in published geologic reports for the area (LaMoreaux, 1946).

HISTORICAL REVIEW OF BOARD OPERATIONS The Ontario Worker's Compensation Board was established in law enacted by the legislature of the Province of Ontario in 1915. It was designed to pay insurance benefits to injured workers, and at the same time to protect employers from legal suit. It was based upon an enquiry system rather than an adversary system such as that used in the courts process. Initially, the system was designed to pay compensation benefits and subsequently, to pay for the cost of medical treatment and pensions for disability and disease resultant from the effects of traumatic injury. In 1947, the Act was changed to include industrial or occupational generated diseases, not specifically related to traumatology. Such occupational diseases were therefore accepted and benefits paid subsequent to that date. As will be discussed in several minutes, even today the vast preponderance of compensation claims with the Ontario Board continues to be related to the effects of trauma. HISTORICAL REVIEW OF EXPOSURE TO RADON GAS DECAY PRODUCTS In some areas of Ontario, especially in Northern Ontario, there is a natural leaching of radon gas from the underlying rock formation. This constitutes very low levels of radon gas decay product radiation exposure to those persons coming in contact and inhaling these substances. This paper however is designed to discuss the occupational generated types of radon gas exposures. For many years dating back to the 1930's, partially refined ores were being shipped from Northern Canada to a refinery located at Port Hope, Ontario, still in operation and currently operated by Eldorado Nuclear Limited of Canada. Initially, the purpose for the operation was extraction of radium to be sold on world markets for medical treatment purposes. With the advent of World War II, this market collapsed. Subsequent to World War II, the availability of other sources of radiation for medical radio-therapy generally replaced the requirements for radium. During World War II, a new market opened up for the Port Hope refinery however as work into nuclear chain reactions and the development of the atomic bomb identified the need for uranium and enriched uranium. During the period of operations where radium was being extracted at the Port Hope refinery, it is now known that an identifiable radon gas hazard did exist. This hazard disappeared when the production line for extraction of radium ceased operations. In 1954, uranium mining operations opened up in Ontario at two locations, Bancroft and Elliot Lake. At the peak of operations, 16 mines were operational and 11,000 workers were employed in these mining operations. A high level of mining activity continued over a 10 year interval with the Bancroft Mines closing permanently in 1964 following a 10 year life of operation. The other mines in Elliot Lake closed about the same time with the exception of two uranium mine operations which have continued to be operational up to the present time. By 1965, due to a dramatic drop in world demand for uranium, the total work force had fallen to 1/10 of the peak work force, and approximately 1,300 workers remained in employment. It is of interest to note that one significant difference in the work environment between Elliot Lake and Bancroft was the high silica content of the Elliot Lake ore. This gave rise to a number of cases of silicosis developing in relatively short intervals of time in the Elliot Lake miner population. No cases of silicosis were identified from the Bancroft operations. Based upon the experience in investigating and evaluating actual cases of lung cancer in the uranium miners over the years, the medical staff at the Ontario Board also developed the impression that radiation levels were much higher in the Bancroft operations, especially in the earlier years of operation, than at Elliot Lake. This resulted in accumulation of higher levels of Working Level Months (WLM), usually over a shorter exposure interval in many of the cases. This aspect will be further evaluated in this presentation. Subsequent to 1965, the work force remained quite static in numbers until 1975. At that time, there began to develop an increase in the work force, and this increase is continuing at a moderate rate up to the present. INITIAL METHOD OF HANDLING LUNG CANCER CLAIMS The first lung cancer claims in Ontario from uranium mining operations were accepted on the perceived cause-effect relationship. This relationship was based upon the data from the Colorado observations and the Czechoslovakia data. Initially, a series of regression equations on mortality were developed and used to estimate the effect of exposure to low cumulative doses of radon daughters as it might relate to the frequency of occurrence of lung cancer at any particular cumulative exposure level. A probability of cancer being radiation induced as against it being caused from other factors was calculated. This method was discontinued subsequent to 1972 due to problems encountered in carrying out this complex evaluation. Recovery of uranium from wet-process phosphoric acid is a newly developed source of uranium. Many processes have been developed but the OPAP (octylphenyl acid phosphate) process is still the valuable one because the OPAP reagent compound has the high extraction ,power and cheap cost. The OPAP process was already studied by murthy(1) in 1970 and its complete process flow sheet was first fulfilled by F.T. Hurst(2) in 1974. WCFC(3) (western Co-op Fertilizer Ltd.) in cooperation with ESI (Earth Science Inc.) set up the OPAP uranium recovery pilot plant in Canada in 1978. We have studied the OPAP process since 1974 and first improved the OPAP extractant by proper adjustment of the DOPAP/MOPAP mole ratio with CH3OH-H20 method, resulting in shortening the phase separation time and avoiding the precipitation occurrence in our process. Second, we utilize the reduction and oxidation occurring by DC power supply on either side of the membrane to achieve the extraction and stripping at the same time. An improved OPAP process in which high recovery yield of uranium and acid uncontaminated by iron has been developed in our laboratory.

What a difference a year makes. One year ago, the iron mining industry and the steelmaking industry in the United States were in trouble. Many companies were in bankruptcy, and talk of plant and mine shutdowns was rampant. At that time, it seemed difficult, if not impossible, to remain competitive with imported steel. In addition, the World Trade Organization declared as illegal the tariffs placed on imported steel. And many questioned the viability of the ironmining and steel industry in the United States. At that time, global economic conditions were the main contributors to the industry’s problems. However, since last year’s meeting, changes in global economics have actually helped the steel industry in the United States. Heavy global demand for steel has caused raw-material shortages worldwide. Much of the increased demand is a result of the economic boom in China. In addition, because of a weak U.S. dollar and higher international freight rates, steel imports into the United States have been reduced to about 50 percent of recent levels. These factors have contributed to a rebirth of the U.S. iron mining and steel industries.

The West Elk Mine is located near Somerset, Colorado approximately 70 miles southeast of Grand Junction, Colorado and 72 miles southwest of Glenwood Springs, Colorado on state highway 133 (Figure 1). The West Elk Mine was opened January 20, 1982 as the Mount Gunnison #1 Mine operated by the West Elk Coal Company, a division of ARCO Coal. In the early 1990?s ARCO changed the mine name to West Elk Mine and the operating company was renamed Mountain Coal Company. Arch Coal, Inc. purchased the West Elk Mine in 1998. West Elk Mine has produced coal from three different seams. Coal was first mined from the F Seam, the upper most seam in the stratigraphic sequence, from 1982 through 1991. Coal was produced from the B Seam, the lower most seam, starting with continuous miners in 1991 and transitioning to longwall mining in 1992and continued on through October 2008. The development of the E Seam, which is the middle seam in the stratigraphic column, started in 2004 with longwall production commencing in 2008. The ventilation conversion from exhausting to forcing for the E Seam portion of the West Elk Mine was implemented in late October 2009.

Coal jigs have played a predominant role in U. S. coal preparation for fifty years. Recently, an improved fine coal jig has been used to prepare the middle size range coal. These efficient machines are changing the historical thinking about jigs and is consistent with trends in coal preparation throughout the world. The performance achieved and operating cost savings are causing a change in fine coal cleaning strategy. With the exception of a handful of operators, fine coal jigs are generally not well understood by the industry. The objective of this paper is to provide some insight into the past use of fine coal jigs and their potential in the future. Improved Fine Coal Jig Since the mid 701s, an improved fine coal jig has been employed to an important niche in preparation, the 19 mm x 100 M range of cleaning. Several factors due to mining and liberation considerations have caused an expansion of this middle range of coal resulting in a host of challenges for coal preparation engineers. Fine coal jigs have been commissioned in several installations in North America to handle these important applications as shown in Table No. 1.

Mining is one of the oldest profession and second after agriculture. Unfortunately Mining is not so familiar in the society. Due to lack of recognition in the society, existence of mines in remote places and in dusty and humid working conditions, led the poor response for mining engineering. Mining engineering programs have been increasingly less attractive to the student population over the years due to negative image of mining industry. After graduating in mining engineering, there is not much problem of employment at present. In the last 10 to 15years most of the mining engineering graduates have joined software industry. Even those joined in mining industry also left with in 2 years of service. The main reason for this is not being satisfied with job, it is not only working conditions but also work environment, work culture, remote location of the mines etc. Though many were trying to leave mining profession, the recent economic slow down has prompted some of them to incline towards job safety and retained to mining job. At this juncture a systematic study was taken up to analyze the job satisfaction of mining engineers in India.

"Acid mine drainage (AMD) has become a serious environmental problem in the mining industry in the last decade. Many efforts have been made in an attempt to find a better method to manage this problem in a proper manner, both through prevention and mitigation. One of the methods to prevent AMD generation is a dry dump cover system that has been proposed to minimize oxidation of sulphide waste rock in dumping sites. The performance of this system depends on the physical and geochemical stability of a barrier layer to minimize water and oxygen influx. In the mining industry, this barrier layer is formed by using Inert/Non Acid Forming (NAF) waste rocks to cover Potentially Acid Forming (PAF) underneath. However, the availability of NAF waste rocks, due to the geological condition, mining sequence and capability of equipment, is limited in some mines. This paper will discuss the acid generation mechanism, application of a cover system and its problem being faced in an Indonesian coal mine, and describe a preliminary laboratory result of a multi layer cover system in an attempt to overcome this problem."

Until its closure in 1999, the Antler was North America's only active chlorite mine. The mine is located 25 miles (40 km) southeast of Butte in the Silver Star district - an old Montana gold mining district. In 1975, two prospectors searching for talc re-examined a prospect showing a green, fine-grained mineral resembling talc. Following identification and testing of this magnesian chlorite (variety clinochlore), Cyprus Industrial Minerals began processing ore from this deposit in 1976. Chlorite veins ranging up to 30 feet (9 m) in thickness were formed by essentially complete replacement of Precambrian (Archean?) quartzofeldspathic gneiss. Chlorite replacement was controlled by near- vertical faults. These chlorite veins, typically surrounded by envelopes of sericitic alteration, were formed by the introduction of magnesium-rich hydrothermal fluids, probably related to the Proterozoic talc-forming event in southwestern Montana. Luzenac America, Inc. acquired Cyprus' talc operations in 1992, and continued to mine this deposit until the ore body was mined out in March 1999, and the mine was reclaimed. Total sorted ore production from this deposit is about 250,000 short tons (st) (227,000 metric tons [mt]). Chlorite from this deposit was primarily used in ceramic and paint applications.

Observations of the land surface show that subsidence over active and abandoned underground mines is controlled to some extent by the stratigraphic and structural geology of the mines in addition to the methods of mining and the thickness of the seam mined. Exposures in highwalls of surface mines that intersect abandoned underground mines in the Warrior coal basin of Alabama illustrate this, showing sandstone beds that act as beams bridging openings and interbedded shale beds crumbling. Stratigraphic changes observed in the district are extremely variable and calculations regarding subsidence used for one area will not apply to another area if there is a major change in rock types Rocks exposed in road cuts and open pit mines demonstrate a marked difference in weathering characteristics. Some rocks, such as shale, wea- ther very rapidly, by crumbling and becoming plastic, whereas other rocks, such as sandstone, resist weathering. The continuing rock weathering after mining in openings produced by the mining activity and in fractures caused by roof movement, apparently, is a major cause of the surface sub- sidence that may occur years after the mines are abandoned.

Demand for both lead and zinc to the year 2000 will be characterised by modest to nil growth in mature economies, with positive 3 to 4 per cent annual growth rates in developing nations. Asia and China will feature significantly in this growth. Overall lead demand is expected to grow about 1 per cent a year, with industry becoming more dependent on the fortunes of the automotive industry as the lead-acid battery will be the only major end use to expand. Zinc will become more dependent on its main use, galvanising, as the automotive and construction industries move to high levels of dependence on corrosion prevention. Strong growth in zinc consumption in S.E. Asia, China and India is likely to feature widespread development of the continuous steel strip mini-galvanising line technology. Thank you Mr. Chairman for inviting me to this Conference. As an Australian I am honoured to be here to offer some thoughts about future trends in metal consumption -- with particular reference to the role of countries in my own neighbourhood, the developing Asian nations, including China. It is customary for a member of the producer fraternity to speak to the topic of future development. This is no doubt due to the fact that our companies are so often engaged in endeavours to determine the future prospects of the metals as essential background to massive investment decisions relating to the development of new mines and smelters. This is sometimes also applied in relation to the more painful decision of closures of aging operations. In this paper I have drawn upon recent studies by AM&S into the future of lead and zinc. While this work has been thorough and skillful, we are nonetheless left with uncertainty on a number of counts. Firstly. predictions in the past in our industry have not been all that credible. Need I remind a U.S. audience for instance of the Paley ' investigation setup by President Truman in 1950 to study U.S. copper requirements for 25 years in the future. Asarco's Simon Strauss gave those of us daring to forecast long term commodity trends a salutary reminder that the Paley Commission with all the expertise at its disposal missed the mark in its copper predictions by a very wide margin indeed. Additionally, it is difficult to take comfort from longer term economic forecasts. Too many important economic issues remain unresolved suggesting considerable caution. These include the threat of growing protectionism; low economic growth rates with stubborn unemployment levels; and levels of government expenditure at near saturation as a percentage of GDP, to name a few. However, on a more optimistic note. we can look to China, where there appears to be momentum in its economic growth; oil, where stable oil prices to the mid 1990's will contribute to inflation control; and the fact that LDC debt, while still a major issue, is declining in importance and priority. In the short time allocated to us. I wish to deal succinctly with the lead and zinc raw materials supply picture, which is one I do not believe will hold too many surprises for this audience. Following the review of raw materials supply, we will turn our attention to the changes in the pattern of demand towards the year 2000. emphasising the Asian position. In this context. I would like to focus on the theme of the changes in OECD consumption levels relative to those of the emerging nations. One area we will be paying special attention to is China.

INTRODUCTION Production of chrysotile asbestos from the northern Appalachians has been going on for 100 years and, on the basis of known reserves and the present rates of mining, appears assured of continued production for at least another 25 to 30 years. In spite of this, mining companies and government agencies are showing an increasing interest in exploring for chrysotile asbestos throughout this region and elsewhere in the world, implying that increases in the rate of consumption are envisioned. This chapter describes the geologic and tectonic settings surrounding these important chrysotile deposits, with emphasis on those in southern Quebec that yield about 90% of the total production from the northern Appala- chians. Detailed descriptions of a few individual deposits are also given, along with exploration guidelines aimed at facilitating the discovery of additional chrysotile deposits. One section of this chapter deals with the origin and mode of formation of the chrysotile deposits in the light of modern day concepts of plate tectonics. The objectives of this chapter are to give a brief description of the geologic and tectonic settings of the ultramafic rocks in which the numerous chrysotile deposits of the northern Appalachians are found; to describe a few of the individual deposits; to give a few exploration guidelines for those interested in exploring for new asbestos deposits in similar geologic environments; and to propose a new model for asbestos genesis in light of the recently developed theories of global tectonics. As this chapter is based almost entirely on field and laboratory observations, rather than on the study of experimental laboratory models, most of our deductions and suggestions are empirical in nature and may be interpreted in more than one way. The interpretations we have selected seem to offer, we feel, the best explanation of observed geological phenomena (Lamarche and Wicks, 1975). This region had a production capability in 1979 of close to p.5 Mt of chrysotile asbestos with 92% of this tonnage being derived from the deposits of the Eastern Townships of Quebec. With known resources, which now stand at between 36 and 40 Mt of fibers, this production capability seems assured for the next few decades. In spite of all known reserves of chrysotile asbestos, which now stand at between 36 and 40 Mt of fiber in this region alone, mining companies and government agencies are still showing a good deal of interest in exploring for new sources throughout the world. GEOLOGICAL SETTING The asbestos deposits at Baie Verte in eastern Newfoundland, Thetford Mines, Black Lake, Asbestos in southern Quebec, and Belvidere Mountain in Vermont, all occur in partly serpentinized ultramafic rocks that are part of the Lower Paleozoic ophiolite complexes of the northern Appalachians [Cady, Albee, Chidester, 1963, Chidester, Albee, Cady, 1978, Lamarche, 1972,1973, Laurent, 1973,1975, Williams, Hibbard, Bursnall, 1977, Norman and Strong, 1975). The deposits to the northeast of Thetford Mines, on the other hand, are found in a more highly serpentinized ultramafic body known as the Pennington dike, whose spatial, genetic, and chronological links with the ophiolite masses proper have not as yet been adequately resolved. The Appalachian ophiolites are part of an ultramafic belt (or belts), that extends from northwestern Newfoundland, through Quebec and Vermont. Fig. 1, and southwestward as far as the

Limestone can be used effectively in treating acid mine water. Aside from a lower cost than for other treatment agents, limestone has the advantages of easy storage and effectiveness even when impure and in slack sizes. Limestone incorporated into waste piles in layers or as riprap can inhibit acid formation; limestone rubble packed in a mine entry offers promise in formation of a low-cost autogenous resilient seal.
