The history and development of the FMC Coke process has been reported in numerous presentations over the past 10 years (1, 2, 3, 4, 5, 6) but a short review is desirable, especially regarding the aspects that are influenced by the coal to be used. F'MC has been developing this process in pilot facilities since 1956 and in a modest sized plant in Kemmerer, Wyoming since 1960 (Figure I). This plant produces strong uniformly sized coke briquettes from a completely non-coking coal, namely Elkol, a sub-bituminous coal of the Adaville seam. Since operating commercially, over 300,000 tons have been produced, 90% of which has been used in electric phosphorus furnaces and some 10% of which went for trials in iron blast furnaces. We believe that this commercial use of non-coking coals is a unique experience in the history of coke manufacture.

The US economy and the demand for nonfuel minerals grew at lower rates in 1995 than in 1994. Demand for major metals, such as aluminum, copper and steel, was mixed but relatively stable. The building industry, including highway construction, helped to support modest overall growth in demand for industrial minerals. The value of processed materials of nonfuel mineral origin produced in the United States during 1995 was estimated to be $395 billion, an increase of almost 10%compared with 1994 (Fig. 1). The estimated value of US raw nonfuel minerals production during 1995 was $38billion, about 7% more than in 1994. The value of US minerals production has increased in 30 of the last 35years.

Mineral carbonation is the reaction of carbon dioxide with mineral silicates to form solid, carbonate compounds. The carbonate ion holds carbon in a low energy state – lower than in carbon dioxide. Thus the reaction of carbon dioxide to produce mineral carbonates captures the carbon in a stable, solid form. The University of Utah is investigating the carbonation of silicate minerals by mechanochemical processing, which has the potential of being much less expensive than other methods. Tests to date have shown that a marked change takes place in the lizardite variety of serpentine after 15 to 20 minutes of intense grinding in the presence of gaseous CO2. Further testing is in progress.

The problem of how to handle heterogeneous populations in an ore reserve global estimation arises in many geostatistical studies. In some cases it is possible to split data into different significant types of ore in such way that non-overlapping subpopulations are obtained, and a separate study is possible. In other cases the subpopulations are intermingled and a set of nested structures may model the spatial variability of the ore. Finally, one of the populations, consisting of a small proportion of high grade values of economical meaning, may disturb the structural analysis. In this paper, some methods are proposed to cope with these kind of problems and typical case studies are presented.

The MIT tunneling group has developed, over the past decade, a number of decision support tools for the geologist and engineer, planner and designer, owner and contractor involved in underground construction. These computer based tools can be used in the planning and exploration stage of a project, in predesign and design, in construction planning and during construction. Tasks as different as optimizing information collection during exploration and during construction, as selecting major design alternatives in predesign and modifying design during construction, as providing cost and time estimation and considering social and physical environmental constraints, can be handled. Output can be in the form desired by the user ranging from geologic profiles (cross sections) to management reports.

A new technique, prompt neutron activation probe (PNAP), for analyzing phosphate rock slurry in-situ was evaluated both in the laboratory and at the plant. The technique yielded a high precision in the analysis of Ca, Si and H using 252Cf source. Low accuracy of the direct measurement of P using 241Am/Be in the laboratory tests was attributed to the interference of rare earth elements present in the samples, particularly Gadolinium. No significant effect of variables such as solids loading, particle size distribution, and flotation reagents was observed on the probe performance. The probe can detect the compositional changes of the feed, tailings and the concentrate streams in the plant.

This chapter contains moderately detailed descriptions of some typical and well known mills that treat predominantly sulfide copper ores, some containing secondary values in gold, silver, and molybdenum. The descriptions are general in nature, because most of the specific data will be found in tabulations elsewhere in this section, covering a large number of mills in such matters as flotation reagents, crushing and grinding equipment and steel consumption, thickener and filter operating data, power consumption, and many others, in a manner that the reader will find convenient and comprehensive for reference and comparison. On the other hand, the plant descriptions selected for this chapter emphasize the kind of information that cannot be readily tabulated.

Since the start of this decade, our society has attached great importance to matters concerning environmental protection. Currently, most mining operations use the cyanidation process in working gold deposits. While this process is efficient, the dangerous aspects of cyanide are delaying the development and marketing of cyanidation in underground sites. There is a growing need to consider installing an underground leaching system that will make the processing of low-grade gold ore profitable by reducing certain major operating costs (transportation, crushing and grinding). Underground leaching is performed in two ways. The first way is in-site or underground and the second way is in-situ. CANMET (Harrison et al.), in collaboration with Dennison Mines, developed the underground leaching of uranium. This process is used commercially. Copper, salt and sulphur are recovered by in-situ leaching (Jacobson and Murphy). The recovery of gold and silver is under development (Van Staden and Laxen).

A mine's productivity can be significantly increased by using physical and chemical methods to increase the bulk density of newly mined coal. Increases in coal bulk density allows greater amounts of coal to be placed in ships, barges, railroad cars, trucks, shuttle cars and scoops. Increased bulk density can help increase productivity by increasing throughput of container-based, materials-handling systems. Small, easy-to-achieve changes in mining operations are required to obtain the increased productivity. This article deals with chemical methods used to increase coal bulk density. The results and discussion are based on experiments performed in the laboratory. Research at the University of Kentucky using a chemical method shows that an increase of about 15% in bulk density can be achieved using typically small quantities of commercial reagents. This increase in bulk density can produce a proportional increase in the productivity of a mine.

Since it is becoming increasingly important, from an environmental viewpoint, to minimize blast vibrations induced in urban dwellings and improve rock fragmentation in order to reduce costs with loading, transportation crushing and grinding, a cooperative research project was established between Companhia Vale do Rio Doce - CVRD and the Blasting Research Group in the Department of Mining Engineering at Escola de Minas - UFOP to investigate which elements interfere on ground vibration, air blast, flyrock and rock fragmentation related to rock blasting activities at Conceição Mine, located in Itabira city, state of Minas Gerais, Brazil. This research also involved development of a new explosives formulation in order to minimize the total blasting cost. This paper presents the general scheme of the research running from May 1995 to May 1997 and a summary of the results obtained in the field tests that were carried out in this mine.

Heavy (exceeding 35 tons) roadheaders have not seen much use in the United States, but are used extensively in Europe to excavate many types of underground openings in civil and mining applications. Early models of roadheaders were light and suitable only for utility excavation such as drift enlargement or chamber excavation, unless the ground was very soft and easily cuttable. Frontier-Kemper Constructors, Inc. is now using a 45-ton roadheader to excavate two mine slopes in Kentucky and a 70-ton roadheader to excavate a long decline at a new mine in Utah. Results to date indicate that heavy roadhead machines are an effective alternative to both conventional excavation and full-face boring machines in many cases; and where circumstances are favorable are a superior choice. This paper concentrates on applications in the mine development construction industry, but the conclusions are no less valid for civil construction.

INTRODUCTION The selective sensitivity of plastic nuclear track detectors (PNTD's) to low energy 4He particles in an environment which also contains gamma and beta radiations has made these detectors prime candidates for the dosimetric measurement of the concentrations of radon and its daughter products in mine air. Their passive, integrating mode of measurement, small size, low weight and inexpensiveness are attractive characteristics for large scale personnel dosimetry. The detectors can be used in either active or passive dosimeters. In active devices, the PNTD is placed in close proximity to a sampling filter. The filter collects, from a calibrated air flow, all the daughter nuclei which are in suspension. As the daughter nuclei pass through the decay chain, through 214Po, a fraction of the 4He particles emitted are registered as latent tracks in the plastic. In passive devices, the PNTD is placed in direct contact with the ambient air containing the radio-nuclei concentrations to be determined. The active dosimeters have the advantage of excellent sensitivity, and the measured track densities yield very close approximations to accumulated Working Level (WL)** exposures. They have the disadvantage that the simplicity of the passive PNTD is lost, since a battery-driven constant flow-rate air pump is a necessity. The passive dosimeters are simple in construction and use, but they have the disadvantage that WL exposures are not directly measured and certain assumptions concerning radon and daughter equilibrium conditions must be made in determining WL exposures from the measured track densities. Also the sensitivities, in track densities per Working Level Hour (WLH) exposure, are much less than for active dosimeters. Dosimeters of both types have been investigated. Passive devices have been tested extensively both in the laboratory and in mines. Active devices have been laboratory tested. In our earlier measurements, cellulose nitrate plastic detectors were used exclusively, since this material had the highest sensitivity of the PNTD's then in use. When the properties of CR-39 plastic were discovered (Cartwright, 1978; Cassou and Benton, 1978), this material was used, where possible, to take advantage of its superior sensitivity. The results of our earlier work have previously been published (Frank and Benton, 1977). * Research sponsored by the Bureau of Mines, U.S. Department of Interior, under Contract No. JO-188003. ** A Working Level is defined as any combination of the short-lived radon daughters containing 1.3 x 105 MeV of potential 4He-particle energy per liter of ambient air. PASSIVE DOSIMETRY In the earliest testing of PNTD's for passive WL dosimetry, a single strip of cellulose nitrate plastic was used to determine the total cumulative 4He-particle activity in the air of simulated uranium mine and uranium mine environments (Rock, 1968; Rock [et al], 1969; White, 1969). The measurements yielded a close relationship between track densities and WL exposures in a controlled, static environment, but poor accuracy in the active mine tests. It was assumed that equilibrium differences contributed largely to the variations found. The response of PNTD's to airborne 4He-particle emitters, derived by Lovett (1969), demonstrated that detectors such as cellulose nitrate, which has a sensitivity cutoff at 4He-particle energies below the emission energies of radon and its daughters, are equally sensitive to the activity concentrations of radon, 218po(RaA) and 214Po(RaC'). Since radon does not contribute to WL as it is defined, and since, under normal ventilated uranium mine conditions, the radon activity constitutes about 40% to 70% of the total 4He-particle activity, the WL exposures calculated from measured track densities are very sensitive to the particular radon daughter equilibrium conditions. Also, the detector does not weight the individual daughter activities in proportion to their importance to WL. The equation for WL is WL = 0.00103C2 + 0.00507C3 + 0.00373C4 (1) where C2, C3 and C4 are the activity concentrations of RaA, RaB and RaC-C', respectively, in pCi/[L]. The detector leaves C3 unmeasured and weights C2 and C4, equally. [This problem has been approached by Domanski et al (1975, 1979), for some non-uranium mines, by measuring equilibrium conditions throughout the mines to determine a mean value for A, the inverse of the Working Level Ratio (WLR = 100 WL where C1 is the activity of radon-222 in pCi/[L].) The distribution of values allowed Domanski to determine probable errors in calculating WL exposures from track densities. However, measurements of equilibrium conditions in U.S. uranium mines (Breslin et al, 1969; Holub and Droullard, 1978) indicate that this method would not be accurate enough for uranium miner personal dosimetry.] A two-element dosimeter was designed at our laboratory to compensate for equilibrium variations. The first element is a radon detector; the second is a detector for the total 4He-particle activity in the ambient air, just as in the single element dosimeters cited above. The addition of the radon detector allows the equilibrium conditions for the individual nuclei to be determined, given certain assumptions concerning the interrelationships between the nuclei concentrations in mine air. The two detectors and the problems involved in calculating WL exposures from their measurements are discussed below.

Introduction With the increasing need to mine lower grade ores, high energy-related costs in comminution are of major concern. Very fine grinding is needed to liberate the fine mineral particles in these ores. Not only is this expensive, but it leads to greater losses in slimes. Gravity concentration techniques become unacceptably inefficient for particle treatment below 25 to 50 µm, and even flotation fails in the ultra-fine range. Ore from the South Crofty mine near Redruth, Cornwall, was subjected to thermal pretreatment in the hope that differential thermal expansion of the minerals would lead to intergranular cracking, and thus enhanced liberation. South Crofty ore contains about 1% tin as cassiterite associated with a complex assemblage of quartz, chlorite, tourmaline, and hema¬tite in granite and slate. Recovery of cassiterite can be as low as 70%, as overgrinding occurs during stage reduction of the material to 1 mm (primary grinding) and 180 µm (regrinding). Cassiterite is present in grain sizes ranging from submicroscopic to + 10 mm, the bulk being predominantly in the range of 50 µm to 3 mm. Experimental Flat polished sections of the ore were photographed in reflected light using a Vickers M17 microscope. The sections were then heated in a Carbolite LMF4 muffle furnace. The heating rate and temperature were monitored by a thermocouple immersed in the bed of particles. Previous work by Sherring (1981) on the same material showed that a 55% reduction in grinding resistance occurred when the material was rapidly heated and cooled through the quartz inversion tem¬perature (573°C), where a volumetric expansion of 0.86% occurs. The samples were therefore heated to 650°C at 26°/min, and were then water-quenched to room temperature. The effect of heat treatment on the mineralogy and fracture network was assessed by examining the same area after treatment. Results Most of the sections examined showed that extensive transgranular cracking occurred as a result of heat treatment. Such cracking, although weakening the rock and hence reducing the work index, would in no way enhance the liberation of the cassiterite from the host minerals. Intergranular cracking, which would lead to enhanced liberation, was difficult to discern under reflected light, but there was evidence of such cracking in some of the sections examined. Figures 1 and 2 are examples of typical sections before and after heat treatment. Figures la and lb - show cassiterite in hematite, Fig. lb, in normal incident illumination, illustrating clearly that after heat treatment, transgranular fracture is evident in the cassiterite. If any intergranular cracking has occurred, it is not evident in this photograph. Figures 2a and 2b show cassiterite in quartz before and after treatment. Fracturing in both minerals after treatment can clearly be seen, and there is evidence of intergranular fracturing. However, protruding "arms" of cassiterite are severed by transgranular fracture. Subgrains of quartz have also been isolated by trans¬granular fracture. There is major transgranular cracking across the wider sections of cassiterite. Discussion The effect of rapidly heating South Crofty tin ore to 650°C, followed by water-quenching to room temperature, has been studied by observing the fracture networks in mineral grains. The choice of 650°C as the heating temperature was influenced by the work of Sherring (1981), who found considerable reduction in grinding resistance after thermal pretreatment of the same ore. Scheding et al. (1981), however, have shown, by means of a crude calculation, that heat treatment cannot be justified solely on the basis of reduced grinding costs. The cost of heat treatment far out-weighs that of grinding, resulting in the combined costs for heat treatment being over six times that for grinding unheated material. The most economically attractive aspect of heat treatment is the possibility of enhanced liberation of the valuable mineral due to increased intergranular rather than transgranular fracture. Grinding costs would be greatly reduced by improved liberation at coarser sizes, and the costs of ancillary processes, such as dewatering and tailings disposal, would be reduced. The most significant economic effect, however, would be in improved metallurgical efficiency. Improved liberation would increase concentrate grades, and recoveries would be higher, particularly in the case of ores where high slime losses are produced due to the excessively fine grinding required to produce adequate liberation. Manser (1983) has shown that only a 1% increase in tin recovery, at the same concentrate grade, would be sufficient to offset heat treatment costs on South Crofty ore. Heavy liquid analysis and shaking table separation have been used to evaluate the effect of thermal treatment on processing (Binns, 1984; Scheding, 1981; Sherring, 1981). However, treatment of unheated and heated samples of South Crofty ore, ground to the same product size, by such methods have shown little evidence of improved metallurgical efficiency after thermal pretreatment. The large amount of transgranular fracturing revealed by reflected light studies helps to explain this lack of improvement. Nevertheless, from the evidence of some of the fracture work, it is surprising that no improvements in metallurgical

The recession that began in late 1980 has proved to be not only prolonged and severe, but in certain ways unique in its effect on the mineral industries among the periods of economic slowdown experienced in the Western world since the end of World War II. This time almost all minerals have been affected. In previous business turndowns, by contrast, some mineral sectors have with-stood economic adversity well. They experienced little or no adverse effect-thanks either to a strong secular expansion in the markets for their particular product or to specific factors that caused demand to be well maintained. For example, aluminum, molybdenum, and nickel are three metals that enjoyed extraordinary growth in applications during the years 1946-1973. These metals were little affected during the recessions that occurred in that era. Similarly, coal did not suffer a pronounced drop in sales in the 1974-75 turndown because, with the price of oil rising sharply, a switch away from oil and back to coal was clearly indicated for some energy-intensive applications. Oil itself was largely impervious to the ups and downs of the business cycle until very recently. And the precious metals, gold and silver, have often been regarded as benefiting from reduced economic activity because labor becomes more available, productivity rises, and operating costs diminish. In the current recession, however, no major mineral has escaped the broad trend. The secular growth factors that were previously so evident for aluminum, molybdenum, and nickel have disappeared, at least temporarily. The stable pricing behavior that previously characterized all three of these commodities has been replaced by extreme price weakness and apparent inability of the major producers to continue their roles as market leaders. Coal and oil both have suffered from a sharp drop in energy requirements. There are those who now anticipate a collapse of the market control over oil prices so clearly exercised by OPEC since 1973. If oil prices are no longer effectively controlled by the governments of the exporting countries, then coal prices are also certain to be affected. And the combination of high interest rates, tight money, and a change in public perceptions of precious metals put the skid under gold and silver quotations in 1981 and early 1982. Although inflation has been viewed as the scourge of most Western countries ever since the oil crises of 1973-74, prices-in constant dollars-of most minerals have not risen. On the contrary, with the exception of the precious metals and oil, for most minerals the prices that prevailed at the end of 1982 were close to the levels of the Great Depression of the 1930s in constant dollar terms. Table 1 compares prices for copper, lead, zinc, and aluminum at the end of 1982 with the average prices in 1934, stated in constant 1967 dollars. This emphasis on prices for mineral commodities reflects the fact that profits of mining enterprises vary directly with the level of prices. Manufacturing and retailing enterprises march to a different tune. They establish sales prices based on costs. Their profits tend to vary with volume. Commodities are for all practical purposes fungible, that is the advantages of known brands in marketing manufactured goods have little application in a commodity market. Thus the individual seller of minerals is unable to establish his sales prices. Except where a monopoly is present, he must sell at the going market. His option is to abstain from selling if he finds the price unremunerative. In past recessions, some mineral producers chose to do precisely that-either accumulating a substantial share of their output in inventory or, in prolonged downturns, abstaining from production. During the current recession, however, private-sector mining companies did not have the option of accumulating inventories to any great extent. Capital costs for new mineral projects or for expansion of existing facilities have escalated at an alarming rate since the early 1970s. Added to this has been the heavy cost of installing pollution control or safety equipment to comply with the regulations adopted in most industrialized countries (and particularly the United States) since 1968. The consequence has been that the financial position of most major mineral enterprises in mid-1980 was already strained. To finance increased inventories meant incurring additional funded debt at high interest costs, thus impairing the concern's credit rating. Management Choices Private-sector managements have had to face up to the alternative of either continuing to produce at an unchanged rate and marketing output at unremunerative prices or reducing output. The latter has meant either operating at a curtailed rate, with con-

Introduction The feeding to zero concept involves feeding 600 µm x 0 (28 mesh x 0) size raw coal to heavy media (magnetite) cyclones along with the +600 µm (+28 mesh) size coal. Traditional circuits employ desliming or removing the 600 µm x 0 (28 mesh x 0) size fraction and feeding the cyclones +600 µm (+28 mesh) size coal. The feeding to zero concept recirculates 600 µm x 0 (28 mesh x 0) fines in the circuit. At the same time, a portion of the fine material is continuously withdrawn and recovered. This, in turn, prevents a fines buildup. This concept eliminates desliming screens and secondary fines circuitry for recovery of 600 x 150 µm (28 mesh x 100 mesh) coal. The result is a very simple circuit. Feeding to zero at Island Creek Island Creek Corp. was the first involved with the new concept in 1976. The company needed a temporary plant for the 9.5 mm x 0 (0.4 in. x 0) raw coal at its Pond Fork mine, near Madison, WV, while a full-scale plant was being designed and built. At that time, the Childress Corp., of Beckley, WV, became interested in the feeding to zero concept. Island Creek awarded a contract to Childress to build a single cyclone modular plant, incorporating this feeding to zero concept. The plant was erected in three months. The Pond Fork modular plant proved successful in attaining the desired feed rate of about 63.5 t/h (70 stph), while maintaining good separating efficiencies and low magnetite consumption rates. The 9.5 mm x 150 µm (0.4 in. x 100 mesh) clean coal was recovered and the 150 µm x 0 (100 mesh x 0) size was disposed of to waste. The full-scale plant was completed about two years later and the Pond Fork modular plant was moved to Holden, WV. There, it was incorporated into the Holden 29 preparation plant as a separate circuit for cleaning -25 mm (-1 in.) coal. In 1976, a similar plant was installed in Virginia by another company. These two plants are believed to be the first two operational plants in the United States incorporating the feeding to zero concept. Island Creek subsequently contracted with Childress for an identical plant at the Coal Mountain operation in West Virginia. The plant operated for three years before the mine was closed. The unit was then moved to the Spurlock mine near Martin, KY where it continues to operate. The successful operation of the Pond Fork and Coal Mountain plants before and after relocation proved both the performance and moveability of this type of circuit when constructed in a modular fashion. Since the first two plants were built, Island Creek has incorporated the feeding to zero circuit in nine additional plants. A grand total of 33 cyclones have been installed using this concept. One is the Providence mine, near Providence. Providence preparation plant Island Creek contracted with J.O. Lively Corp. of Glen White, WV in July 1978 for the construction of the Providence preparation plant. The plant began operation in February 1979. The construction period was about halved by building the plant with modular design concepts. Prefabricated sections, floors, and sides were brought in as units and then bolted in place. The Providence plant has a good track record of processing coal at a feed rate of 454 kt/h (500 stph). Feed coal to the plant has an average ash content of about 18% and sulfur content of about 4.5%. It contains about 22% refuse. The coal product has an average ash content of about 8% and sulfur content is about 3%. Raw West Kentucky No. 9 seam coal is conveyed from a box cut in the Providence mine to a rotary breaker. The breaker is fitted with 74 mm-diam (3 in.-diam) opening breaker plates. Therefore, it is well suited for removing trash, roof bolts, wood, and pyritic balls that are common in Illinois Basin coal. The -75 mm (-3 in.) coal is conveyed from the rotary breaker to

Since 1980, more than 40 miners have lost their lives by being trapped and suffocating in stock-piles, bins, silos, and similar facilities. Mine Safety and Health Administration (MSHA) is concerned about these accidents, most of which could be prevented if management and miners appreciated the hazard. In February 1986, the coal industry had a suffocation accident that drew national attention. A group of engineers were standing on a coal stockpile. It gave way under their feet. Five of the engineers were buried in the coal and suffocated. As with all fatal accidents, MSHA investigated the cause of this tragedy. I also asked my staff to look into the history of similar accidents. I found out it is rare to have multiple fatalities due to suffocation in material. But, over the years, there has been a long series of individual fatalities from this type of accident. Here are some examples. In Oct. 1985, a coal mine employee in Virginia entered a hopper to collect a coal sample. The feeders were started while he was standing in the hopper. He sank into the coal and suffocated. In Sept. 1985, an employee at a Texas sand company climbed onto a surge pile, to check a problem with sand flow. When other employees found him, the sand had swallowed him. Only his face and one hand were showing. Though the victim's face was clear of the sand, he suffocated before rescuers could free him. Many people do not realize you can suffocate in this kind of situation, though your head is free. Every time you exhale, the material has room to shift and press harder against your chest. Then you have less room to inhale. If this goes on long enough, it gets to the point where you cannot inhale at all. That is what happened to the victim in this accident. In May 1985, a plant operator at a Wisconsin sand and gravel operation purposely slid into the drawhole of a surge pile. He tried to break up large rocks that were clogging the drawpoint. Material piled on the side of the surge pile slid down and buried him. The operator was wearing a safety belt and line. But he was covered by 3 to 3.7 m (10 to 12 ft) of material and could not be pulled free. This incident illustrates another point. A safety line can help. But it is not enough. Workers should never put themselves in a position where loose material can fall on them from above. In Jan. 1985, a young Utah coal miner was waiting for a ride home from a co-worker whose job was at the tipple. A jam developed in the coal bin. The men could not clear the jam from the outside. So the young miner jumped into the bin. He started digging with a shovel at the toe of the coal pile. It caved in on him and he suffocated. The young miner had only three months of mining experience. He had not been trained for work around the coal bin. Since 1980, 16 coal miners and 26 nonmetal miners have lost their lives in loose-material suffocation accidents. Suffocation accidents occur in many areas around mines - bins, hoppers, stockpiles, surge piles, and silos, among others. One recent accident occurred at a surface coal mine in Illinois. The victim was walking over an area that had been drilled and blasted the week before. He fell into a void that had been crusted over with earth. He too suffocated. And many materials have been involved in suffocation accidentscoal, crushed stone, sand, salt, different kinds of ore, ammonium nitrate pellets used in blasting, and a powdery byproduct of iron ore milling called calcine. In addition to fatal accidents, there are near misses. We do not know how many. Most of them are not reported. A person who gets trapped in material, but is rescued, is usually unhurt. MSHA sometimes hears about these accidents by chance, or because they are reported in the local media. We do know that near misses are happening far more often

HISTORY The history of mining in the Outokumpu Co. shows continuous development of small and medium-sized mines, coupled with a permanent improvement in min¬ing methods and mechanization. Tables 1 and 2 provide a brief outline of the major events over the years of operation. Some of the mines have had relatively short lives as in the case of Nivala, Korsnas, Kylmäkoski, the surface pits of the Kotalahti, Vuonos, and Hammaslahti mines, and some very small pits. The sequence in which the mines started opera¬tions is shown in Table 1 and production increases in Table 2. GEOLOGICAL FRAMEWORK Most of the ore deposits in Finland (see Fig. 1) are situated in middle Precambrian (1500 to 2300 m.y.) formations corresponding to the Baltic shield. The ores and country rocks are generally firm, with a minimum compressive strength of 60 MPa (8700 psi). The sulfide ores, of importance to the national econ¬omy, can be divided into copper-nickel deposits, asso¬ciated with basic and ultrabasic rocks (1900 m.y.), and the sulfide ores found in well-preserved Svecokarelidic crystalline schists (1800 to 2300 m.y.) which contain varying amounts of copper, zinc, cobalt, nickel, and lead. Over 90% of the sulfide ore mined to date in Fin¬land and existing in the known ore reserves belongs to deposits situated in the main sulfide ore belt. The main sulfide ore belt includes the Outokumpu copper-zinc, the Kotalahti nickel-copper, the Pyhäsalmi copper-zinc, and the Vihanti zinc ore zones. The Outokumpu ore district occurs in a mica schist area about 60 x 100 km, in association with belts of metamorphic Svecokarelidic quartzites, black schists, dolomites, skarn rocks, and serpentinites. The main ore minerals are chalcopyrite, pyrrhotite, pyrite, and sphalerite. In addition there are nickel and cobalt minerals such as cubanite and cobalt-pentlandite, which have been of economic importance. In this area, Outokumpu Oy exploits the deposits at Keretti and Vuonos. The latter was discovered as an extension of the Keretti ore field about 6 km to the northeast. The Kotalahti geological formation extends across nearly 400 km. The host rock of these mostly pipelike deposits is generally serpentinite, pyroxenite, or norite. The main ore minerals are pyrrhotite, pentlandite, and chalcopyrite. In this zone, the deposits of Kotalahti, Hitura, and Virtasalmi are at present under exploitation by Outokumpu Oy. The Vihanti geological formation is located in west¬ern Finland and is about 40 km wide and some 200 km long. The rock associations are crystalline schists including dolomites, mica schists, mica gneisses, gray¬wacke, and acidic or basic volcanic rocks, which change generally, in connection with the mineralization, into skarn and cordierite-anthophyllite rocks. The host rocks are dolomite, skarn, graywacke, and quartzitic rock and the principal minerals are sphalerite, chalcopyrite, galena, pyrite, and pyrrhotite. The accessory minerals are mainly cubanite, arsenopyrite, molybdenite, and native gold and silver. The two largest ore bodies being exploited at pres¬ent by Outokumpu Oy are the Vihanti mine, which pro¬duces zinc, lead, and copper, and Pyhäsalmi, which con¬tains copper and zinc. Drilling fluids have changed over the years from water and/or water frequently mixed with local clays to scientifically com- pounded materials (mud). This change has occurred due to changes in drilling methods from percussion to rotary: depth maximum from 21 m in the first oil well to more than 9 000 m; and variety in types of well or hole to gas, oil, water, and mineral exploration. Environmental concerns about the composition of the fluid as to heavy metals and oil on the cuttings has recently caused changes in the materials used in the mud. The drilling fluid should perform the following functions (Darley et al., 1980): 1) Carry cuttings from beneath the bit, transport them up the annulus, and permit their separation at the surface. 2) Cool and clean the bit. 3) Reduce friction between the drilling string and the sides of the hole. 4) Maintain the stability of uncased sections of the borehole. 5) Prevent the inflow of fluids-oil, gas, or water-from permeable rocks penetrated. 6) Form a thin, low-permeability filter cake which seals pores and other openings in formations penetrated by the bit. In addition to these, the fluid should: 1) Not injure drilling personnel nor be damaging or offensive to the environment. 2) Not require unusual or expensive methods of completion of the drilled hole. 3) Not interfere with the normal productivity of the fluid- bearing formation. 4) Not corrode or cause excessive wear of drilling equipment. A number of industrial minerals, chemicals, and other materials are used as additives in the drilling fluid to accomplish these functions. Industrial minerals make up the highest percentage of the additives in a drilling fluid. Drilling fluids are classified according to their principal components: water, oil, and gas. If the major component is either water or oil, the component along with the suspension of solids, cuttings and additives is referred to in the trade as a mud. The largest use of some industrial minerals, such as barite and bentonite, is in drilling muds. For other materials, such as gypsum and limestone, drilling usage is only a small percentage of total demand. RAW MATERIALS [Table 1] lists the industrial minerals used in drilling fluids, their form, specifications, and uses. Each raw material will be discussed as to its mineralogy, physical and chemical properties, and the location of major deposits with respect to drilling fluids. Attapulgite Attapulgite is a crystalline hydrated magnesium silicate clay mineral, prized for its viscosity in saline waters. The particles are needle-like rather than the platelets common to most clay minerals. The specific gravity is 2.5 and the Mohs hardness is 1 to 1.5. Attapulgite is one of the materials sometimes referred to as fuller's earth. The major producing areas in the United States are southern Georgia and northwestern Florida. It also is mined in Spain, Senegal, the Republic of South Africa, Turkey, India, and Australia. Barite Barite is crystalline barium sulfate. It has a high specific gravity for a non-metallic mineral, 4.5 when pure, and is used as a weighting agent. Generally, the specific gravity ranges from 4.20 to 4.35. It is relatively soft with a Mohs hardness of 3 to 3.5 and is not very abrasive. Barite is inert, non-toxic, and clean to handle. Common contaminants are quartz, iron minerals, gypsum, and calcium carbonate. If there is considerable gypsum in the barite, it will thicken the mud. The major deposits in the United States are in north central Nevada, near Battle Mountain. The major producing countries, other than the United States, are China, India, Mexico, the former USSR, Turkey, and Morocco. The major deposits in India and Nevada, and some in China, are stratiform, commonly quite pure bodies in bedded sedimentary rocks.

This paper discusses the ways in which the metals industries dealt with surplus capacity in the past, primarily the twenty years, 1950 - 1970. During this period, the bulk of metals production in the market-economy countries was controlled by private sector companies. Since then, public sector companies have played an increasingly important role in the metals industries of the market-economy countries. Of course, the change was not overnight. It occurred gradually over a period of many years. Indeed, by 1965, several developing nations had adopted policies of government control of metal operations previously in private hands. The metals industries are so many, so large and so diverse that the constraints of time make it impossible to deal with all segments. To illustrate the problems of surplus capacity in the metals industries during the period, this paper focusses primarily on three metals. One experienced rapid market expansion between 1950 and 1970; one had a growth more or less in line with the expansion of the world economy; and one lagged well behind the pace of industrial expansion. No one will be surprised if aluminum is identified as the metal with rapid growth; copper is identified as the metal that kept pace with the world economy; and tin is identified as the laggard. Individual computations of the rate of growth for these metals show some variations, but most estimates place the increase in aluminum consumption in the market economy countries between 1950 and 1970 at a compound annual rate of about 8%. The corresponding figure for copper is a compound rate of 4%. Tin consumption showed no growth. A widely accepted point of view is that sharply rising demand will force the price of a commodity to increase substantially in order to attract a necessary expansion of supply. The corollary to this is that stagnant demand will hold prices down, as there is no need to stimulate new supply and it may be necessary to force marginal producers out of the market. The experience with aluminum, copper and tin in the years 1950-1970 does not support this theory. In 1950, the average prices in the United States market as reported by the American Bureau of Metal Statistics were 17.74 a pound for aluminum, 21.24 a pound for copper, and 95.54 a pound for tin. The corresponding figures in 1970 were 28.74 a pound for aluminum, 57.74 a pound for copper and 174.24 a pound for tin. Aluminum, with the greatest market growth, rose by 60%, whereas tin rose 82% and copper by 172%. Clearly, other factors were a more important influence on price than was the trend of demand To revert now to the capacity issue, during the period under review aluminum demand was rising so sharply that that industry had no sustained problem with surplus capacity. Instead, if anything, capacity may at times have been a constraint on demand. The industry succeeded in attaining explosive market growth through imaginative research and promotion programs. Some of this growth was the result of substitution of aluminum for other commodities – steel, copper, wood and glass as examples. But much of the growth was the consequence of developing entirely new products through technological innovation. Prior to World War 11, the number of aluminum producers was extremely limited. Alcoa and Alcan in North American and Pechiney and Alusuisse in Europe were the dominant firms. The developing countries had virtually no production and in Japan and Germany production was only a small fraction of the North American output. During the War years the United States had financed the construction of many new facilities. After the war these plants were sold by the government to Reynolds and Kaiser in order to foster more competition in the market. Subsequently many other concerns became aluminum producers, both in the United States and elsewhere and competition for markets intensified.
