The "Hormite Group" was proposed for palygorskite (attapulgite) and sepiolite for their complex magnesium silicate composition and elongate crystals (Martin-Vivaldi and Robertson, 1971). These minerals occur in close association with each other and more complex structural variations may exist (Bailey, 1972). In 1862 Savchenkov used the name palygorskite to describe a mineral from the Palygorsk locality (Hay, 1975), near the Ural Mountains. Ovecharenko and Kukovsky (1984) mention that when mountain leather deposits were prospected in the Palygorsk Division mine it was assumed this unusual mineral was a variety of asbestos. Early mineralogists used the terms "mountain cork" or "mountain leather" when referring to palygorskite. Robertson (1986) mentions that it appears palygorskite was known since Theophrastus&apos; time, ca. 314 BC. J. de Lapparent used "attapulgite" for clays from Attapulgus, GA, and Mormoiron, France, because he thought them different from palygorskite, but the two types were proved to be the same (Bailey et al., 1971). The name attapulgite is still used for the Florida and Georgia deposits when the crystal length to diameter ratio does not exceed 10:1(Merkl, 1989). Georgia palygorskite clays are of much shorter length compared to classic palygorskite. In 1847 Glocker first used the name sepiolite which was called "Meerschaum" by Werner (1788) and Hauy (1801) namedit "Ecume de Mer." Brochant (1802) described low density and white magnesium silicates adding the name Talcum Plasticum and Ecume de Mer. In the Meigs-Attapulgus-Quincy district palygorskite (attapulgite) commonly occurs in two distinct forms referred to as short length palygorskite (Meigs Member) and long length palygorskite (Dogtown Member) (Merkl, 1989). Long length palygorskite crystals (> 10 pm) are rarely observed in the Meigs and Dogtown Members, but when present are in association with dolomite crystals. The short length form is usually less than 2 pm in length and has a low magnesium content whereas the long length form has a high magnesium content and a length greater than 2 pm. The distinctions in morphology are not only important because of the relationship to the origin of the deposits, but also in relation to activity in causing membranolytic activity related to data on palygorskite samples from 9 locations ranging from relatively inert to active in work reported by Nolan et al. (1989). The > 10 pm lengths amounted to only 51 of 17,401 fibers sized. The shortest lengths (< 0.5 pm) were relatively inert. This study pointed out that surface activity, morphology, and chemical differences may be distinctly different within the definition of palygorskite, or for that matter for any individual mineral so that health and other properties must be measured because the name alone does not necessarily indicate uniformity. Palygorskite (attapulgite) fuller&apos;s earth was first sold for drilling mud in 1941. The market for this use expanded slowly and has maintained a level of 7 to 10% of the total US production during the last few years. Most of the fuller&apos;s earth sold for drilling mud comes from the southern part of the Meigs-Attapulgus-Quincy district of Georgia and Florida. Palygorskite clays produced in this area are superior to most other fuller&apos;s earth for mud used in drilling salt formations, but because of high water loss, they are inferior to bentonite where the rocks drilled contain no saltwater. According to Oulton (1965), more than 90 different grades of fuller&apos;s earth are produced. Some of these grades are used for pharmaceuticals designed to absorb toxins, bacteria, and alkaloids; for treatment of dysentery; for purifying water and dry cleaning fluids, dry cleaning powders and granules; for the manufacture of NCR (no carbon required) multiple copy paper; for the manufacture of wallpaper; and as extenders or fillers for plastic, paint, and putty. Fuller&apos;s earth mined near Ellenton, FL, was used for making lightweight aggregates for the construction of concrete barges during World War I1 (Calver, 1957). Still other uses of fuller&apos;s earth and its suitability for uses in new products are outlined by Haden, Jr., and Schwint (1967), Haden, Jr., (1972), and Haas (1970). One special use of fuller&apos;s earth is as a carrier of platinum catalysts that are made in the United Kingdom from sepiolite clays mined in Spain. Other uses of sepiolite fuller&apos;s earth (Chambers, 1959) are similar to those of the palygorskite (attapulgite) type mined in the United States.

Sodium sulfate is an important industrial chemical. As recently as ten years ago it was produced and consumed in the United States in quantities exceeding 1 Mtpy. Since then, both its production and use have declined; however, approximately half the production still comes from natural sources. [Fig. 1] illustrates the history of production of natural sodium sulfate in the United States. Production of natural sodium sulfate from various types of deposits is the main source of this chemical in Canada and Mexico, and probably in Argentina, Chile, Iran, Spain, and the Russian Republics. MINERALOGY AND PHYSICAL PROPERTIES Sodium sulfate is widespread in occurrence and is a common constituent of many mineral waters, as well as seawater. Atmospheric precipitation contains sulfate; it is one of the major dissolved constituents of rain and snow (Davis and Dewiest, 1966). Many of the saline lakes throughout the world contain varying amounts of sodium sulfate. Because sodium is usually the dominant cation, some workers make an anionic distinction, referring to lakes containing predominantly sulfate as bitter lakes and those containing predominantly carbonate as alkali or soda lakes (Bateman, 1950). Sodium sulfate in its natural form is found in two principal minerals, mirabilite and thenardite. Mirabilite, the hydrous form, is commonly called Glauber&apos;s salt. It was discovered by the German chemist, J.R. Glauber (1603-1668), who derived its name from the Latin, sal mirabile, meaning wonderful salt. Thenardite, the anhydrous variety, was named for the French chemist, Louis Jacques Thenard (1777-1857) of the University of Paris (Mitchell, 1979). The largest quantities occur in the form of mirabilite. Sodium sulfate is found in varying degrees of purity, from theoretically pure efflorescent crystals of mirabilite to combinations and admixtures of other salts and impurities. It is a common constituent of some brines; from this source much is extracted commercially. Sodium sulfate also is found in compounds, such as the minerals glauberite, the double salt of anhydrous sodium and calcium sulfate, bloedite, the hydrous double-salt of sodium sulfate and magnesium sulfate, and burkeite, the anhydrous double-salt of sodium carbonate and sodium sulfate. Over 40 minerals contain sodium sulfate in varying proportions; many are of special interest because of their frequent occurrence. Table 1 lists some sodium-sulfate bearing minerals. The reader is referred to other publications (Cole, 1926, Dana, 1932, Grabau, 1920, and Dietrich, 1969) for descriptions of these minerals. Only mirabilite and thenardite will be described herein. Mirabilite Na$04.10H20, contains 55.9% water of crystallization. It is noted for its efflorescence or spontaneous loss of water. On dehydration it changes to the anhydrous form, Na2S0,. Mirabilite is an opaque to colorless, water-soluble mineral that tastes first cool, then slightly bitter. It has a specific gravity of 1.48. It frequently forms as efflorescent, needlelike monoclinic crystals, but generally is found in the massive form. Thenardite, the anhydrous mineral, Na2S04, contains 43.68% Na20 and 56.32% SO3. It ranges from colorless to white and may be tinted shades of gray or brown. It is a water soluble mineral with a slightly salty taste. Its specific gravity (2.67) and hardness (2.5 to 3) exceed those of mirabilite. It commonly occurs in the massive form without visible crystals. Its crystals are frequently tabular pyramids of the orthorhombic system. Sodium sulfate also occurs as a heptahydrate, containing seven molecules of water, but this is unstable and has not been found in the natural environment. The solubility of sodium sulfate has an important effect on the crystallization of the salt in nature, as well as in its production. Its solubility in water generally increases as a nonlinear function of temperature. Below 1.2°C, ice and mirabilite form. As the temperature is increased above O°C, increasing amounts of sodium sulfate become soluble. At 32.4°C, a transition point on the solubility curve is reached, as the decahydrate melts in its own water of crystallization and the anhydrous form crystallizes. With in- creasing temperatures, solubility decreases somewhat. The presence of other dissolved salts changes the transition temperature and solubility characteristics of sodium sulfate.

At this time in the history of engineering and construction, cost indexes give weekly evidence of the sharply rising costs of labor and materials. Paralleling the rise in construction costs are the costs of plant maintenance. Automation of the modern industrial plant has permitted a substantial reduction in the total number of employees required for plant operation. Of this reduced total, however, up to one-half of the employees may be engaged in plant maintenance. Management&apos;s decision to risk investment capital for a pro- posed plant or improvement is increasingly dependent upon the engineer&apos;s ingenuity in designing plant systems and structures which will require a minimum of materials and labor for manufacture, installation, and operation and which will be maintenance-free to a maximum degree. This paper concerns itself with the structural elements of bulk material handling systems in which the foregoing factors influenced the design to a considerable extent.

This discussion will answer these questions by suggesting ways in which effective accident prediction techniques improve the ability to foresee and prevent accidents. Accident Prediction Process The secret to accident prediction is to utilize the tendency for history to repeat itself. The same circumstances and the same human behavior that produced accidents in the past tend to produce accidents in the present and the future. The ability to predict accident occurence in the future by projecting from the past is a statistical process. In a bookmaker&apos;s jargon this means "playing the odds" or "the percentages". A horse or a sports team may be beaten on any given day, but by skillfully assessing the factors of past performance and assigning odds, many clever bettors make money in the long run.

One of the most difficult items to justify economically on any budget is a training program. The costs can easily be identified--primarily the cost of the program and the inconvenience and cost of filling in for the men taking the training by working other personnel extra hours at overtime rates. Operating efficiency, higher productivity, increased plant availability, development of confidence, improvement in morale and less absenteeism are only a few of the benefits which far exceed the costs. A good preparation plant training program can accomplish more in 5 weeks than can be accomplished in five years of on-the-lob operation. During recent years, coal preparation plants have become more sophisticated and complex as the specification for coal used by electric utilities in their power plants have required improvements in coal quality to adhere to air quality regulations and to improve boiler performance and reliability.

In the United States, the U.S. Environmental Protection Agency (EPA) is set to implement its Tier 2 air quality standards governing high-horsepower, off-road diesel engines. The regulations take effect in January2006. In Europe, similar standards, called Stages, are due to take effect about the same time. And other markets, such as Japan and Australia, have their own standards on tap. Tier 2 standards will further reduce the amount of nitrogen oxide (NOX), sulfur dioxide (SO2), diesel particulate matter (DPM), carbon monoxide (CO) and hydrocarbons off-highway diesel engines are allowed to emit. And even more restrictive Tier 4 standards are due in 2011. The upshot is that operators of high-horsepower engines, particularly in mining, will begin using in their new off-road haul trucks, excavators, shovels and other mining machines diesel engines that are designed to meet these more stringent standards.

Hiring trends in the construction materials industry have remained steady through the years, with some seasonal and geographical variances. However, after several years of a depressed market, the base metals industry has begun to actively hire only over the past two years, due to the continued strength in the prices of copper, lead, zinc, molybenum, etc. The expanding precious metals industry, which for the most part escaped the depressed markets of the mid-1980s, actually preceded the base metal companies in hiring of engineers and operations personnel. The coal industry has not seemed to rebound much from the cutbacks of the early 1980s. And the uranium industry, which began its decline a year or two earlier than the other mineral industries, has remained nearly nonexistent in the United States. In nearly all of the mineral industries, new hires have been mostly in the engineering and operations areas, not exploration.

Accidents that resulted in 16 deaths in three West Virginia coal mines, two in Kentucky and one in Utah have government and industry re-evaluating current safety regulations. Even though U.S. mines continue to improve on their safety records, the deaths reminded the industry and state and federal agencies that mining remains a dangerous business. Even so, data from the U.S. Mine Safety and Health Administration (MSHA) show that new technologies and a highly trained workforce has allowed the nation’s coal mines to increase production while providing safer workplaces. Since 1970, coal production at U.S. mines has increased by about 83 percent. During the same period, fatal injuries have fallen by 92 percent. And more than half of the U.S. coal mines operate each year without a lost-time injury. In 2005, there were 22 deaths in U.S. mines, a record low.

Injecting water under pressure to wet the coalbed in advance of mining reduces mining-generated respirable dust. Owing to economic and geological barriers, water infusion for longwall dust control in the United States is currently limited to the Pocahontas No. 3 Coalbed in Virginia. Water is pumped into the coalbed through underground boreholes drilled horizontally from the headgate toward the tailgate side of retreat longwall panels. This paper theorizes that the barriers to widespread utilization of water infusion for longwall dust control could be overcome by long-duration, low-pressure water infusion through vertical gob gas boreholes. Currently, 43% of the 72 longwall mines in the United States employ vertical gob gas boreholes. Computer coalbed reservoir simulation suggests that one vertical surface borehole could infuse the same longwall panel area as four horizontal boreholes in the current water infusion system for longwall dust control in the Pocahontas No. 3 Coalbed.

The use of selected iron complexing agents in preventing or ameliorating acid mine drainage was investigated. The experiments were conducted in weathering columns using refuse samples from a coal cleaning plant. It was observed that the treatment with iron complexing agents significantly altered the rate of oxidation. Some of the reagents tested reduced the rate of oxidation whereas the others even enhanced it. The results showed that a commercial reagent containing oleyl imidazoline was most effective in retarding the oxidation rate. In addition, a simple treatment with this reagent substantially decreased the rate of oxidation of pyrite in a column that was generating acid at a high rate. The effect of this reagent on the surface properties of pyrite was studied by cyclic voltammetry and zeta potential measurements. The decrease in the rate of oxidation resulted from suppression of both anodic and cathodic reactions at the surface of pyrite.

The Ferris-Haggarty underground mine was abandoned circa 1910, and portal discharge has since resulted in degradation of a trout fishery in the receiving waters of Haggarty Creek. Although tunnel discharge varies dramatically in volume throughout the year due to infiltration of snowmelt, compositionally it is a nearly constant low-TDS, pH-neutral, low-sulfate, copper-silicate dominated water. Between infiltration events, components of ARD accumulate in unsaturated, oxygenated environments within upper workings and are delivered to the main haulage level by the subsequent annual snowmelt flush. Mixing with non-ARD mine waters results in neutralization, dilution, and precipitation of amorphous copper carbonate and silicate phases. These mechanisms, combined with variations in the water balance, control the composition of the portal discharge. Understanding the chemical and hydrologic control mechanisms was critical to the design of a passive treatment system to decrease effluent copper concentrations.

Specialty silica materials, as defined in this chapter, are rocks that consist predominantly of silica (SiO2) and are produced as chunks, round pebbles, and sawed or trimmed blocks and other shapes for nonconstruction applications. The rock types include quartzite, sandstone, novaculite, flint, chert, and vein quartz. Other terms used commercially include jasper, silex, lascas, and rock crystal. In its publication, Minerals Yearbook, the US Bureau of Mines (USBM) reports the production and consumption of some specialty silica materials under several headings. Quartzite, sandstone, and novaculite used in abrasive applications are addressed by the USBM under Abrasive Materials. Lascas, a type of vein quartz used in growing synthetic quartz crystals and in fusing applications, is discussed under Quartz Crystal. Seismic tomography is one of several additions to the suite of geotechnical engineering tools for use in various underground rock and mineral geologic structures. Seismic tomography is a method for reconstructing a cross section of an object based on attributes of seismic energy that have been transmitted through the object. The in-seam seismic tomogram provides a dataset that can be graphically portrayed in a color-coded format that is then used to infer relative stress concentration (Fig. 1). During the past several years, the US Bureau of Mines (USBM) at its Denver, CO and Twin Cities Research Centers in Minnesota funded several innovative hardware and software developments. These were directed toward use of in-seam seismic tomography for underground geologic strata evaluations. These preliminary investigations have matured into well-defined and field-proven technical advances for improving ground-control decision making in the mining industry.

Dr. Emrick, honored guests, distinguished speakers, ladies and gentlemen, I am Langan Swent, Vice President for Environmental Affairs and Occupational Safety and Health, of Homestake Mining Company. Today, I appear on behalf of the American Mining Congress, as chairman of its uranium mine health subcommittee. The American Mining Congress is a trade association of several hundred members, which include the producers of a large proportion of the nation&apos;s uranium. I&apos;ve been asked to make a statement of principles for the uranium industry. There are two types of principles that apply to industry in general, and specifically to the uranium industry. Some have external origins and apply regardless of what industry does or thinks. Others are generated by industry itself and serve as goals for the industry. I&apos;ll discuss some of each type. I&apos;ll limit my statement to those principles related to the subject of this conference--radiation hazards in mining. I won&apos;t take your time trying to explain some of the unrelated principles that we must all contend with, such as Parkinson&apos;s Laws, Murphy&apos;s Law, and the Peter Principle. First and foremost, industry has a sincere interest in the well-being and health of its employees. There are two basic reasons for this. One is a basic respect for human lives, especially those of people we see and work with every day. No one in management wants to carry the lifelong burden of blame for a life lost due to poor working conditions. Most uranium and other mining is done in small communities. Production workers, maintenance workers, service workers, shift bosses, foremen, superintendents and managers all live in the same community. They attend the same churches. They serve together in civic activities. Their children go to the same schools. If one employee in such a community loses his life due to poor working conditions, those remaining know in a daily and intimate way the resulting personal tragedy, usually of a bereaved widow and fatherless children. This sad experience makes the community, including industry management, intensely sensitive to the need for maintaining good working conditions in the mines. But what about the segment of industry that does not live in the mining communities? Corporate and owner&apos;s offices are frequently hundreds of miles from the communities where the mining takes place. Many of these people are not personally acquainted with the workers, and there are few close personal ties between the two communities. The distant staff are, however, still human beings and motivated by the same basic human respect for life. Mr. Manuel Gomez of MSHA and a member of the planning committee for this conference summed this point up expressively when he told me: "No one group has a corner on compassion." In addition to compassion, there is another factor. In both communities the basic assignment to everyone is to produce profits. In carrying out this assignment, supervisory and management people are acutely aware of the high cost of illnesses and accidents. Their objective of maximizing profits is advanced significantly by minimizing illnesses and accidents at the mines. A business that has illnesses and accidents generally suffers from poor employee morale and high employee turnover, both of which detract from profits. Next, I would like to talk about what industry has done in the field that is the subject of this conference. We have worked at all sorts of methods to reduce exposure of employees since the exposure standards were first introduced and then lowered. Other speakers will go into details of technology, and I&apos;ll simply comment on exposure results. These are best shown in Table 1. The table shows the average WL to which miners in U.S. underground uranium mines have been exposed since 1937 through 1980. The trend of decreasing radon daughter concentrations throughout the period is obvious. Figure 1 presents this data graphically and shows the trend at a glance. This record begins in 1937 when uranium, as such, really wasn&apos;t being mined or sought. The concentrations given by the U.S. Public Health Service were for a few small vanadium mines which carried uranium as a by-product. A few years later, when the Manhattan project to develop the atomic bomb was begun, these mines became the first U.S. uranium mines and the vanadium became the by-product! The radiation hazard then also received attention and the average concentrations began to decline. As knowledge of the reality of the hazard spread, conditions improved. The search for uranium in the U.S. turned up new and larger ore bodies that had to be mined by large underground mines. These mines involved ventilation planning from the beginning, and when they came into production in the late 1950&apos;s they lowered the average concentrations greatly. Then in 1960 the American Standards Association adopted a standard setting 1 working level as a satisfactory condition, and several action levels up to 10WL, at which point removal of people from exposure was called for. As a result of the uranium producing states governors&apos; conference in December 1960, state mine inspection agencies, in the early 1960&apos;s, began to adopt and enforce the ASA standards. As a result, average concentrations again declined. In 1967, the Federal Radiation Council recommended an annual limitation of 12 WLM per individual. The romance of the River lives on in the tales of Mark Twain; and many Americans still think of the Mississippi River in terms of the steamboats loaded with passengers, gamblers and cotton. Yet for many years, coal has been a major cargo on the American waterways. Currently, about 100 million tons a year of coal is handled in some part of its journey from mine to destination by barge. The bulk of this traffic has been on the Ohio River System and the Upper Mississippi River System in years past. Now we have a new entry. Over the past 10 years various movements of coal have developed down the Mississippi River to power plants at Memphis and along the Gulf Coast, and a small amount of metallurgical coal has moved down the Mississippi River for export to Japan since 1970. But in 1980 a brand new player came on the scene. 1980 was a momentous year for the American coal business. Historically, we have exported about 50 million tons a year of metallurgical coal to the world&apos;s steel mills. Just before and after World War I, we also had a fairly healthy export trade in steam coal; and again in the late forties, we supplied large amounts of coal to Europe until domestic production could recover from the ravages of World War II. But since the early fifties, the name of the export game has been metallurgical coal. Starting in the mid seventies, something began that was almost totally missed by the American coal industry; and that was the growth in the use of coal first in Europe and now in the Far East as a steam product and as an alternative to petroleum products. As these world coal markets began increasing, the U.S. at first was thought to be noncompetitive because ocean rates were still very low. For example, as recently as 1977, Australian coal could be moved all the way from Australia to the Gulf Coast for $12.50 per metric ton. Coal exporting countries were Poland, Australia and South Africa, except for the continuing exports of U.S. high quality metallurgical coal. But then came the second oil shock, and all of the sudden that $12.50 rate from Australia to the U.S. Gulf became $25.00. And then suddenly and almost unrecognized by the American industry, American coal was in fact competitive at overseas destinations because of the drastic change in trade patterns brought on by the doubling and tripling and quadrupling of bunker fuel prices for ships.

"Diesel engines are one of the primary contributors to the presence of nano and ultrafine aerosols in ambient air and occupational environments. Exposure to diesel emissions has been shown to contribute to various adverse health outcomes of the pulmonary system and cardiovascular system. Currently diesel emissions in the workplace are monitored by way of collecting the aerosol onto filters, which are then sent to a lab for thermal-optical analysis using the NIOSH 5040 method, which measures elemental and organic carbon explicitly. This process can take days or even weeks, and workers can potentially be exposed to excessive levels of diesel particulate matter (DPM) before the problem is identified. To remedy this, researchers from the National Institute for Occupational Safety and Health (NIOSH) are seeking to develop a field-portable method for measuring elemental and organic carbon in DPM aerosols. In the current study, we investigated the use of Fourier transform mid-infrared (FT-IR) spectrometry, which lends itself more readily to implementation in a real-time system than do the thermal-optical analysis methods. We have demonstrated a method for measuring organic and elemental carbon in DPM for a broad range of organic carbon (OC) to elemental carbon (EC) ratios (from 50.3 to 0.8). The ability to handle a wide range of OC to EC ratios is critical given the evolving diesel technology. INTRODUCTION Respiratory illnesses are common in mining industry workers [1] and exposures to toxic aerosols such as DPM can result in serious respiratory illness [2]. Health studies show a correlation between workplace exposure to diesel exhaust and an increased risk of lung cancer [3-8]. The International Agency for Research on Cancer (IARC) has characterized diesel exhaust as a human carcinogen [9], and similar classifications have been made by the World Health Organization and the California Air Resource Board. A recent study [10] suggests that the risk of lung cancer is approximately three times greater for heavily exposed workers. When compared to other aerosols in the mine environment, the settling time of DPM is significantly longer than that of dust due to their small particle size (typically < 1 µm) [11]. Additionally, submicron particles (such as DPM) are deposited in the lungs much more efficiently than their larger counterparts such as dust [12]. Previous studies focusing on particle morphology [13] show that the largest mass contributor to lung disease in mining is elemental carbon, which provides a solid core onto which hydrocarbons are adsorbed. In accord with those findings the Mine Safety and Health Administration (MSHA) decided on submicron total carbon as a surrogate for monitoring diesel particulate matter in the mining environment."

"Kaolinite is a dioctahedral aluminosilicate widely used as paper filler and coating pigment. At the best of our knowledge, kaolinite is not widely used in polymer industry. Therefore, in this study, the flame retardant effect of kaolinite in ethylene vinyl acetate copolymer (EVA) and polypropylene (PP) were studied and compared with an alumina trihydrate (ATH) and Talc. Cone calorimeter results shows that the weight percentage of ATH in EVA/ATH composites must be at least 50 wt. % in order to reach an improvement in fire retardancy in terms of pHRR. In the case of EVA/kaolinite, even with 35 wt. % the pHRR is largely reduced. Comparing PP/Talc and PP/kaolinite composites at 30 wt. %, both fillers leads to same reduction in pHRR with a slightly better performance for PP/kaolinite composites. In both cases an intumescent behavior of kaolinite composites was observed that could slow the rate of the rising degradation products, allowing radical recombination reactions. Also, it was observed that kaolinite forms a protective layer on the surface of the samples, which could insulate the material. These behaviors (intumescence and formation of a protective barrier) could reduce the transfer of the degradation products to the flame and explain the better performance of kaolinite composites. INTRODUCTION The use of mineral fillers as fire retardants in polymer matrix are well known and widely studied [1]–[10]. Aluminum and magnesium hydroxides (respectively ATH and MDH) are the most widely used inorganic fire retardants. To achieve fire retardancy with these mineral fillers, about 50-60% loading is required which decrease the physical properties of the composites. The fire behavior of composite EVA has been the subject of many studies [4], [7], [9]–[15]. EVA copolymers are commonly used in the cable industry, due to their high ductility, even at high loading rates. In such applications, the flame retardant systems should be introduced into the polymer to improve the fire reaction. Many flame retardant systems have been tested but the most used industrially relates to formulations based on hydrated mineral fillers (aluminum hydroxide and magnesium hydroxide). Their low cost and reduced fumes generation explains their success. However, to obtain good performance with this type of flame retardants, it is necessary to incorporate high levels (up to 65 wt %), which severely impact other properties such as processability and mechanical behavior. The main modes of action of these flame retardants are the dilution of the gas phase, the endothermic decomposition and a barrier effect created by the inorganic oxide residue which may be improved by the incorporation of other components such as montmorillonites, silicas or talcs."

"Gold rush" is usually associated the western United States - California, Nevada, and Colorado. The southeast section of the nation is known more for its rice, textiles, tobacco, indigo, and cotton. This area, though, is where it all began with gold in this country. The United States&apos; first gold rush, in fact, is said to have started with the discovery of a 7.7-kg (17-1b) nugget in the Piedmont section of the Carolinas in 1799, some 50 years before the rush to California. The Carolina gold rush continued intermittently through 1942 when the Federal Government shut down all gold operations. Strong gold prices throughout the early part of this decade and new extractive technologies spurred a small resurgence of gold operations in South Carolina. Mind you, this is not Nevada with its flood of geologists and mining companies. Nor are there any 7.7 kg (17 lb) nuggets being discovered. But Ridgeway Mining Co., a joint venture between Kennecott Corp. and Galactic Resources, has set about mining 51 Mt (56 million st) of low-grade ore containing an estimated 43.5 t (1.4 million oz) of recoverable gold. The open pit, carbon-in-leach operation is located near the town of Ridgeway in South Carolina, about 32 km (20 miles) north of Columbia. Carolina gold North and east of Ridgeway, Piedmont Mining Co. operates the historic Haile gold mine near Kershaw, SC. And Brewer Mining Co. operates the nearby Brewer deposit. Between 1829 and 1942, South Carolina gold mines produced 10 t (318,800 oz) of gold. It all began in 1799 when Conrad Reed, son of a German immigrant farmer, found the 7.7 kg (17 lb) nugget in Little Meadow Creek, NC. His father thought the rock was worthless and used it as a doorstop, so the story goes. It took nearly three years before Conrad&apos;s father decided his doorstop was indeed gold. Gold was later discovered in the Greenville district of South Carolina. And, in 1828, Benjamin Haile discovered gold in a stream that ran through his property in Lancaster County, SC. Haile&apos;s mine became South Carolina&apos;s most famous and most productive gold mine, producing more than 7.8 t (250,000 oz). At first, miners worked the stream beds of Haile&apos;s property. Later, lode deposits were discovered on slopes alongside the creeks. They would lease 4.6 ml (50 sq ft) lots and mine as deep as 7.6 m (25 ft). During the Civil War, the Confeder-

Introduction The Red Dog zinc/lead deposit in northwest Alaska is the second largest zinc deposit ever discovered. Being developed by Cominco Alaska, with startup scheduled for early 1990, it will ultimately be the largest zinc mine in the Western World. Table 1 shows the reserves of the deposit. Bob Baker, a local bush pilot, discovered Red Dog in 1968. The US Geological Survey assessed the find. But the Red Dog site had been withdrawn from staking by provisions in the Alaska Native Claims Settlement Act of 1971 (ANCSA). Under the terms of ANCSA, the deposit was selected by the NANA Regional Corporation, one of 13 native corporations established by the Act. Then, in 1980, the US Congress confirmed this selection, in the Alaska National Interest Lands Conservation Act. In 1982, Cominco and NANA reached an agreement that has led to the development of the mine. Under the agreement, Cominco leases the property from NANA, develops and operates the mine, and markets the concentrate produced. In return, NANA receives royalties and, after capital recovery, participates in the net proceeds from the operation. The Alaska State Government is also playing a role in the development of the mine. Under the auspices of the Alaska Industrial Development Authority (AIDA), the state will construct, own, and operate the DeLong Mountains Regional Transportation System. This consists of a 84-km (52¬mile) road from the minesite to the Chukchi Sea. Located here are the port facilities necessary to store and ship the annual concentrate production and receive the mine fuel and supplies. For using this transportation system, Cominco will pay an annual toll fee. Over the anticipated 50 year life of the operation, the fee will provide a 6.5% return to the State of Alaska. In late 1986, Cominco&apos;s Board of Directors approved the Red Dog project. And, during the summer of 1987, road construction began. In February 1988, initial stripping began at the ore body and construction started at the millsite. Project setting The project site is approximately 1000 km (600 miles) northwest of Anchorage, 84 km (52 miles) east of tidewater on the Chukchi Sea, and 192 km (120 miles) north of the Arctic Circle (Fig. 1). The countryside consists of low, rolling hills that lead into mountains north and east of the deposit. The vegetation is typical tundra mat. And the site is in an area of permafrost. However, the permafrost is relatively warm and some areas have been found to be thawed. Examples would be creek bottoms and the site of the main waste dump.
