I'm really very pleased to be talking with you today about the environmental impacts of gold ore processing as part of this symposium on emerging process technologies for a cleaner environment. But before I talk about some of the newer developments that are coming, I would like to set the stage by reviewing some of the recent past. Over the last decade or so the U.S. gold mining industry has experienced remarkable growth, primarily in heap leaching operations, and not surprisingly there has been parallel growth of environmental regulations. At Homestake, we have had the excitement of bringing on-line a new mine embodying state-of-the-art technology and environmental planning, and during the same period the flagship of our company, the Homestake mine, has been brought into modern day compliance through the application of innovative environmental technology. This has been a learning process; in both cases we found that we had to develop new ways to meet our objectives. At our McLaughlin mine in California a major achievement was pioneering the use of pressure oxidation, or autoclaves, for refractory gold ores, and at the Homestake it was the development of a unique bio-treatment plant for wastewater. These projects were developed balancing operational goals, environmental concerns and costs, and I would submit that being cost-effective is our greatest challenge in the development of new, environmentally sound, process technology. In meeting that challenge, our job has not been made any easier by the myriad environmental laws and regulations that directly affect the design and operation of our facilities. Most of these constraints have evolved through the political process more or less independently, but in their application there often are over-lapping provisions. Adding to this complexity is the fact that action takes place in both state and federal arenas. As a result, state and federal roles sometimes become intertwined, and a good case in point is provided by various cyanide issues faced by gold producers. The vast majority of U.S. gold mining takes place in the so-called "mineral States," the western States that come under the Mining Law of 1872 as amended. This is the basic statute that provides for access and tenure to develop mineral resources on federal lands in those states. There is gold mining outside the defined mineral States, and there is also gold mining in the mineral States on private lands. Our own Homestake mine in South Dakota is one of the best examples of the latter category: located entirely on private land, it is nevertheless subject to at least 13 federal environmental statutes and some 29 federal regulatory requirements. There are also nine significant state statutory and regulatory requirements that apply. On federal lands in the mineral States there are numerous federal statutes and regulations which affect mining, over and above the current Mining Law. These, which are in addition to the laws applying to private land, include the National Environmental Protection Act and the Federal Land Policy and Management Act, among others. Still, those who advocate radical changes in the basic Mining Law would have us believe that sweeping environmental protection and reclamation provisions, not to mention new land use restrictions, are needed. Such changes could effectively prohibit mining on the federal public lands. Strict enforcement of our current Mining Law would have presented most of the abuses cited by the critics but if the Law is to be changed at all, I believe that, at a minimum, the principles of self-initiation and security of tenure embodied in the present statute should be maintained. These are critically important concepts, but there are other statutory and regulatory issues constantly before us as gold miners. INTRODUCTION The process of froth flotation as a means of upgrading the quality of coal by removing water and/or ash and/or pyrite has been receiving increasing attention since the 1960's by the world-wide coal industry. Historically, coal preparation practice has involved the use of primarily gravity based separation techniques, screening, and/or water washing in removing the larger fragments of inert material from coarse raw feed coal. The preparation, handling, and cleaning of raw coal finer than 500 micrometers was deliberately avoided. Most often the fine coal that was produced would be judiciously incorporated into the bulk of the larger sized cleaned coal product or simply discarded. Since the 1960's and accelerating in the 19701s, the desirability of performing some type of coal cleaning or upgrading on the finer raw coal feed materials has been increasing. There are several apparent industrial incentives for implementing fine coal ((500 urn) processing alternatives including the gradually increasing value of the normally lost fine coal product; the additional amounts of fine coal being produced due to changes in mining techniques; the need to appropriately dewater and upgrade fine coal streams in order to meet increasingly stringent environmental regulations on water quality. storage of fines, etc.; the increasing need to lower undesired sulfur and ash contents in some coal end-use applications; and the increasing development of speciality coal use processes that require inherently finer and cleaner coal particles such as in gasification, liquefaction, fuel injection, etc. Looking at the over 70 years of mineral oriented fine particle separation successes at the industrial level, the use of froth flotation in fine coal would also seem to be a natural process to utilize at the industrial level. In the world of strictly mineral processing technology and, more importantly in the world of mineral commodity economics, there are clearly a number of advantages to using froth flotation that are well documented and universally accepted. These include: the relatively low capital and space requirements required when compared to other process options available to upgrade minerals; the extreme flexibility inherent to the froth flotation process both with regard to throughput and differences in raw feed characteristics; the general availability of a wide range of equipment sizes and reliable suppliers of equipment; and the general availability of appropriate and relatively cheap chemicals that are the major driving forces behind mineral flotation. Just how has the implementation of froth flotation fared in coal upgrading over the last 20 years? It is towards answering this question that this paper will be oriented. As such, the discussion will be somewhat philosophical. The comments offered are based on the personal experiences of this author who has worked in the basic side of inventing new flotation chemistry and flotation analysis techniques with the major overriding goal of implementing this new technology successfully at the industrial level in both coal and mineral flotation throughout much of the world. This paper is not intended to be a complete reference to all published scientific work on the subject of industrial froth flotation of coal. As a brief background to what will be expanded upon in this paper, the author would like to offer the following summary comments: 1) the industrial practice of fine coal froth flotation is qualitatively similar but quantitatively different than industrial mineral froth flotation when viewed from either research considerations, operating viewpoints or economic evaluation criteria; 2) it is clearly possible to invent and/or develop new technology (such as new chemistry and/or equipment) that can do statistically better than current plant practice in well-controlled tests in either coal or mineral flotation circuits; 3) there is so much inherent variability to the raw feed coal streams and other operating parameters that even if there is a documented technical incentive to implement some new piece of technology, the people, instrumentation and control methodology required are often simply not available or not economic unless the potential payoff is quite large.

Introduction The Fortitude deposit is located in Nevada's Battle Mountain mining district in the central Great Basin region of the Basin and Range province of the western US. The deposit is at Copper Canyon in the southernmost portion of the district, about 19 km (12 miles) southwest of Battle Mountain (Fig. 1). Mining activity in the district began in 1866 (Roberts and Arnold, 1965). Base and precious metals were mined by underground methods intermittently until 1955. Placer gold was first discovered at Copper Canyon in 1912. Moderate scale dredging of alluvial gravel at the mouth of Copper Canyon was conducted by the Natomas Co. from 1944 to 1955 (Johnson, 1973). In 1967, Duval Corp. began large scale open-pit copper mining. (Sayers, Tippett, and Fields, 1968). Copper prices decreased and precious metals prices increased in the mid-1970s so Duval's exploration efforts at Copper Canyon shifted to precious metals. These exploration efforts resulted in the discovery of the Tomboy-Minnie deposits and shortly afterward, the Northeast Extension deposit at Copper Canyon (Blake, Wotruba, and Theodore, 1984; Fig. 2). The Fortitude deposit was discovered in late 1980, after Duval had proceeded with precious metals production at Copper Canyon. Converting the existing plant facilities at Copper Canyon to a precious metals recovery system was completed in 1978 (Jackson, 1982). Production from the Tomboy-Minnie deposits began in early 1979. Precious metals production moved to the Northeast Extension deposit in 1982. In late 1984, after three years of preproduction stripping and mining of the Upper Fortitude ore zone, production from the higher grade Lower Fortitude ore zone began. Currently, Battle Mountain Gold Co. operates the Fortitude deposit. Production from the Battle Mountain mining district before 1967 included 4.6 t (150,000 oz) of gold, 65.3 t (2.1 million oz) of silver, 13.6 kt (15,000 st) of copper, 4.5 kt (5,000 st) of lead, and 13.6 kt (15,000 st) of zinc (Roberts and Arnold, 1965). At the time of Duval's 1967 start-up, ore reserves at Copper Canyon included 12.6 Mt (14 million st) in the East ore body and another 3.6 Mt (4 million st) in the West ore body. Both had average grades of 0.79% copper, 16.1 g/t (0.47 oz per st) silver and 0.86 g/t (0.025 oz per st) gold (Blake et al., 1984). The Tomboy-Minnie deposits collectively contained 3.5 Mt (3.9 million st) of ore grading 3.09 g/t (0.09 oz per st) gold and 9.6 g/t (0.28 oz per st) silver. The Northeast Extension reserves were identified as 1.4 Mt (1.5 million st) of ore with an average grade of 2.9 g/t (0.085 oz per st) gold and 5.1 g/t (0.15 oz per st) silver. Initial total reserve estimates for the Fortitude deposit were 14.5 Mt (16 million st) grading 5.14 g/t (0.15 oz per st) gold and 29.8 g/t (0.87 oz per st) silver (Jackson, 1982). Therefore, before large scale mining, the Copper Canyon area contained a minimum of 102.6 t (3.3 million oz) of gold and 541 t (17.4 million oz) of silver as mineable reserves. The Fortitude deposit reserves as of Jan. 1, 1985 were 10.6 Mt (11 million st) grading at 5.28 g/t (0.154 oz per st) gold and 28.5 g/t (0.83 oz per st) silver. Currently, the company is producing 6.8 t (220,000 oz) of gold and significant amounts of

The 1996 Arizona Conference was held in Tucson on Dec. 8 and 9. Attendance was 648, a 12% increase from the 1995 conference. The annual conference is organized by the Arizona Conference Board of Directors, representing SME sections from throughout Arizona and adjacent areas. In addition to those representing mining and processing operations in the Arizona region, the meeting was well attended by interested parties from throughout North America. These included vendors, consultants, academia, research organizations and corporate management. The technical program highlighted the meeting. It consisted of a keynote address and morning and afternoon technical sessions. In the technical sessions, 23 papers were presented by the mining, hydrometallurgical, smelting, geology and mineral-processing divisions. The conference was then capped by a banquet that included a talk by a noted economist. Keynote address The program was kicked off by a keynote address titled "Forecasting for the 105th Congress," by Rep. John Shadegg (R-AZ). He was elected to Arizona's Fourth Congressional District in 1994. Shadegg serves on the House Budget Committee, the Resources Committee and the watchdog Government Reform Committee. He stressed the familiar conservative positions of reducing government spending, balancing the budget and states rights. As a member of the House Resources Committee, Shadegg stated his support for the mining industry. Technical sessions Mining division. Two of the five presentations described developments at two Arizona mining operations. T.J. Swendseid of Phelps Dodge presented a paper titled "New developments at Morenci" and P. Garretson of BHP presented a paper titled "Startup of the Robinson Project." Morenci continues to expand its operation and recently broke records for production. Other developments at Morenci included the completion of a 600-m (2,000-ft) drainage tunnel and stockpile rehandling. In addition, Phelps Dodge moved Morenci's crusher plant. It was completely disassembled and reassembled in just eight days. Another interesting presentation was "Predictive maintenance techniques for large electric shovels at Cyprus Sierrita," presented by T. Ritzel of Cyprus Amax. The presentation described high-technology methods for predicting maintenance problems. These methods included vibration analysis, ultrasonic detection, infrared thermography, electrical measurements and tribology (the science of lubricant evaluation). The benefits of these techniques are reduced downtime of the equipment, as was demonstrated in case studies at the mine. The other presentations were "Introduction to NOSA 5-star safety program," by R. McKinnon, BHP Copper North America, and "A new design guideline for mine sealing," by K. Fuenkajorn, Rock Engineering International. Hydrometallurgical division. The hydrometallurgical session consisted of five papers. These included a presentation titled "Recovery of gold and silver using guanidine-based extractants," by M. Vining of Henkel Corp., Tucson, AZ. In this presentation, guanidine-based extractants LIX-79 and AURIX resin were introduced. LIX-79 was shown to have applications in copper-gold and high silver ores. In ammonia-cyanide leaching, AURIX was shown to be more selective in CIL vs. RIL comparisons. Other papers in the hydrometallurgical division included "Application of cobalt in the copper industry," by J. Hawke, OMG Apex Inc.; "Series parallel conversions and production gains at Cyprus Miami Mining's dump leach and solvent extraction operation," by E. Bilson of Cyprus Amax; "Lead alloy anode corrosion at the San Manuel SXEW tankhouse," by W .M. Gort of BHP Copper and "Hydrometallurgical treatment of copper refinery slimes," by B.C. Wesstrom of Phelps Dodge. Smelting division. Three papers were presented in the smelting division session. These included updates and reports on improvements at the Hayden, Hidalgo and BHP San Manuel smelters. For example, W.A. Dutton of Phelps Dodge presented "Recent improvements at the Hidalgo Smelter." These changes were aimed at reducing environmental emissions and increasing production. They included modifications to the fugitive-gas collection system to reduce particulate emissions, rubber lining the acid plant scrubbers to reduce corrosion and the installation of a cold lime softening system for water treatment. Equally interesting papers were presented by D. Norton of Asarco, Hayden, AZ, in a paper titled "Update of the Hayden smelter process," and by D. Jones of BHP Copper, San Manuel, AZ, in a paper titled "Update on first campaign of the BHP San Manuel Copper." Geology division. The session began with a paper that outlined the progress of an exploration project in South America. "The Pierina exploration project, Ancash Province, Peru" was presented by J.D. Lowell, Lowell Mineral Exploration, Rio Rico, AZ. Another paper was then presented on a copper deposit in Grant County, New Mexico. "Zonation of supergene copper minerals at Hanover Mountain, Grant

The Eldorado Epidemiology Project formally began in late 1978. It consists of a retrospective cohort study, to be followed by and to leave in place the mechanism for a prospective cohort monitoring program. These present and future activities are intended to merge into one another. The current study includes all Eldorado employees past and present for whom records are available. The objectives of the undertaking are - 1) to obtain cause-and-effect, dose-response data with which to evaluate the risks to workers in radon and radon daughter containing atmospheres, and to provide additional quantitative information on which to base possible improvements in working conditions; 2) to identify any dead employees of E.N.L. whose cause of death suggests that a potential compensation claim right exists for their survivors, and to similarly identify living ex-employees of E.N.L. whose work histories and states of health suggest potential compensation claim rights. The nature of the study has been determined by the history of Eldorado, which will be described briefly. Eldorado began (as Eldorado Gold Mines) in the late 1920's, operating relatively unsuccessfully in Manitoba. In 1930-31 the emphasis shifted from gold to uranium, and what became the Port Radium mine was first staked. From the very early 1930's until 1942 the company's purpose was almost entirely devoted to the mining of pitchblende - uranium ore - from the Port Radium site, and the extraction of radium from this ore at the Port Hope refinery in Ontario, a process from which the uranium was a largely stockpiled byproduct. In 1942 the company was requested by the Canadian government to accelerate the production of ore, and of uranium. At the same time, all its stockpile of uranium (then being stored in silos as a "waste" product which might later "come in") was acquired for the Manhattan Project. In 1944 the company shares were bought by the Canadian government and the company itself became Eldorado Mining and Refining (1944) Limited; it has operated as a Crown corporation ever since. The name was changed to Eldorado Nuclear Limited in 1968. The Port Radium mine was closed in 1960, and since 1953 the Beaverlodge uranium mine complex has operated on the northern shores of Lake Athabasca. Radium production was discontinued in 1954 when the radium circuit was taken out of the refinery, and since that time the refinery's products have been various types of refined uranium (uranium dioxide, uranium trioxide and uranium hexafluoride) plus metallic uranium. The refinery, of course, processes the company's own yellowcake but as it is one of only five refineries in the western world, most of its work consists of custom refining for a large variety of customers. In addition to the mining and the refining operations, there have been three other divisions involved, and these are, respectively, Aviation, R. & D., and Exploration, in addition to the financial, corporate, administrative and support activities. MATERIAL AND METHODS The human study population (Abbatt, J.D. et al., 1980) consists of all Eldorado employees who have ever worked for E.N.L. and for whom records are available. The total nominal roll to December 31, 1980 is approximately 21,000 and consists of employees of the Mining, Refining, R. & D., Aviation and Exploration Divisions, as well as a relatively small number of other employees (Head Office, etc.). The basic epidemiologic design, as has been mentioned, is for a retrospective cohort study merging into a prospective cohort study, and depending very heavily upon automated record linkage and file matching. The original design called for an initial assembly of the bulk of the nominal roll, prior to the first of two matches with the National Mortality File. The first of these two matches is now complete and the second is to be separated from it in time by 18 months to two years. The second match will be the definitive match prior to the analysis, the interpretation of the data, and the publication of the results. The period between the two matches was designed to permit completion of the nominal roll, including: - addition of previously missing individuals and groups, elimination of duplicates, and amplification of identifying information, - assembly of work histories and exposure information for each individual, - digestion and application of lessons and modifications resulting from the first match with the National Mortality File at Statistics Canada, - preparation of files for the definitive second match. The analysis of data will be carried out by the National Cancer Institute of Canada Epidemiology Unit based at the University of Toronto. This group, with whom Eldorado Nuclear has a memorandum of understanding, have for a variety of reasons, including their familiarity with record linkage and their expertise, been members of the Project Team since

INTRODUCTION In most cases, the design of an underground mine is based upon the premise that the ground either will cave or will be stable. This chapter concerns the design of a mine in ground that will cave readily or with some as¬sistance, such as by long-hole drilling and blasting. Some of the more widely used caving systems of mining are panel caving, block caving, sublevel caving, and large pillar recovery. Some of the less widely used systems are glory-hole, top slicing, and induction caving. Al¬though the common practice of pillar robbing is not usually considered to be a caving system, this subject will be treated as a part of this chapter. BASICS OF CAVING Caving systems are most successful in ground that will cave in sizes that will flow through openings and grizzlies, and will easily load in cars or on belts for haul¬age. The ground most likely to cave well is highly frac¬tured and contains breaks, flaws, or other discontinui¬ties that form planes of weakness. Also, caving action can be greatly enhanced if the host rock itself is low in compressive, shear, and tensile strength. Ideally, a cav¬ing system of mining is best employed when the criteria for caving is a feature of the ore body and the develop¬ment drifts, haulageways, and drawpoints can be mined in a highly competent rock beneath the mineralized zone. However, the development is often in the same, or similar, fractured rock and the openings require sub¬stantial artificial support to assure stability. Several clues can be assembled to identify potential caving ground; however, for borderline cases, no sure method has been devised to date. The diamond-drill cores taken for exploration can provide an excellent clue provided drilling is performed carefully by experienced drillers. For example, if the ground is cored in such a manner that the breaks in the core are caused more by failure of the rock than by whipping core barrels, plugged drill bits, or other drilling causes, and the intact core lengths are consistently long [say, 0.6 to 3 m (2 to 10 ft) of unbroken core], there is little reason to believe the ground will cave without considerable as¬sistance. This is especially true for rocks with compres¬sive strengths above 34.5 MPa (5000 psi) and tensile strengths above 2.1 MPa (300 psi). On the other hand, if core recovery is low (below 80%) and the recovered ore is broken in small pieces and the breaks are along obvious weaknesses in the rock, the chances are excel¬lent that the ground will cave. This is true even when the rock between the defects has high compressive and tensile strength. Another clue has already been mentioned, that is, the measurement of the physical properties of the rock and the natural planes of weakness or defects in the rock. The planes of weakness in the rock can often be detected from outcrops, cores, or other exposures of the rock under consideration. Some rock types are known to be strong and will sustain large, unsupported open¬ings and would be difficult to cave intentionally. Yet the same rock type can also contain unbonded or weak planes of weakness or fractures, and in these locations the rock would undoubtedly cave with little assistance. Therefore, although the inherent strength of the rock is a factor in caving, the natural defects in the rock are more often the deciding factor. DESIGN CONCEPTS For the most part, the design of openings for caving ground is a problem of the interaction of openings over a relatively large area of the mine. To illustrate, Fig. 1 is a simplified section of a series of openings along the grizzly level or draw level of a block caving or panel caving development, and above this opening is a simpli¬fied section of a room-and-pillar arrangement on the undercut level. At this stage of the development, the stresses around the openings on the grizzly level are only moderately influenced by the openings on the undercut level and vice versa. Therefore, the stresses around the openings are approximated by the stresses around single or multiple openings in rock, the values of which are de¬scribed in the literature (Obert, Duvall, and Merrill, 1960; Obert and Duvall, 1967). Once the pillars on the undercut level are blasted (Fig. 2), the situation changes abruptly. The undercut opening (prior to caving) now can be approximated as an ovaloidal opening above the grizzly drifts and this opening tends to shield the vertical stress field. As the caved stage is drawn the stope approximates a much larger rectangular or square opening filled with rock, and if the rock is not sustaining a major portion of the stress field, this opening can be considered (for en¬gineering purposes) to be empty and the stresses that interact between the larger and the smaller openings take on a totally new perspective (see Fig. 3). Next, let the material cave to the surface, and let the caving ma¬terial sustain some stress, but much less than if the ma¬terial were intact. This condition is similar to a soft inclusion in a rigid body and has been treated in the literature (for example, Donnell, 1941). There are many problems faced by ventilation engineers in deep underground mining operations, not the least of which is controlling miner exposure to radon gas and its daughter products. Radon gas is commonly found in uranium mining operations, but may also be present in other deep metal mines. For example, tin mines in England, iron ore mines in Sweden, gold mines in South Africa, and molybdenum mines in the U. S. have potential radon exposures. This is because uranium and accompanying radium ore are ubiquitous to the earth's crust albeit at low levels. The fact that the activity represented by one WL can be caused by a relatively low concentration of radon gas increases the difficulty of control. Since the source of the radon gas is usually widespread throughout a mine, local exhaust ventilation is not a viable control schema. The technique used to control exposure is then dilution ventilation and, in fact, huge amounts of air must be moved in order to reduce potential exposures to an acceptable level. An interesting comparison can be made of ventilation rates in different types of mines. It is estimated in modern coal mines, which are generally acknowledged to have high rates of ventilation, that about eleven tons of air are moved for each ton of ore mined. A typical operating uranium mine may have ventilation flows of 14-15 tons per ton of ore mined. This provides an idea of the scope and importance of ventilation in modern mining operations where radon is a hazard. Further pressure is put on ventilation engineers by the steady downward trend in exposure limits set by national and international standard setting agencies. Much of this tendency toward lowered standards is based upon longitudinal mortality studies of miner populations. Another important factor is the limited number of experienced miners available in the labor pool. For optimum production, it is important to have as many experienced miners underground in each shift as possible. However, the average daily exposure in a U. S. mine must be less than .3 WL to permit the miner to work underground for a full year. The ventilation system then must provide enough uncontaminated air to maintain the WL below the .3 TTL level to maximize production efficiency and minimize personnel turnover and the problems associated with it. Ultimately, the goal of the ventilation engineer and health physicist is to protect the working miner from harmful exposures based upon currently acceptable standards. U. S. Federal regulations require that in uranium mines all active work sites must be monitored every two weeks if they measure above .1 WL. Areas that have .3 WL ratios or higher must be monitored on a weekly basis until five consecutive weekly samples show the level has dropped below .3 WL. Also, exposure records must be kept for all individuals exposed to levels exceeding .3 WL. These requirements provide a strong economic incentive to have a ventilation system that minimizes exposure of any personnel. A good ventilation system requires careful planning, operation and backup in order to fulfill its mission of providing adequate clean air. Its proper operation also requires coordination with production personnel so it can be adapted as new areas in the mine open up and old areas are sealed off. The ultimate indicator of ventilation efficiency to control radon daughter exposure is, of course, monitoring working levels. Historically, this has been done using the Kusnetz, Tsivoglou, and Rolle's methods, among others. These methods all require cumbersome equipment and tedious calculations to obtain the measurements that results in WL. More important, however, they require a significant time lag between sampling and counting, typically 40-90 minutes. This time lag is, in fact, what can cause significant economic losses due to unnecessary downtime as well as high WL exposures. In a typical mining situation, a sampling technician using the Kusnetz method takes a sample, moves to the next location and takes another sample and so on. Forty to ninety minutes after the first sample, the technician will stop, run the activity count on the filter and calculate the WL. The technician may be one-half mile away or several levels removed from where the first sample was taken when it is counted. If the WL ratio is high the technician must then backtrack to the sample position. There are then two options. If the sample area is a working stage, it can be shut down or a second sample can be taken. If the first alternative is chosen; i.e., shutdown and correction of the ventilation, then another sample must be taken, followed by a forty minute wait for results. If the ventilation adjustment didn't correct the problem, then the whole process must be repeated with a minimum of forty-five minutes per sample cycle when using the Kusnetz method. It has been estimated from operating uranium mines that the cost per hour for downtime on a production slope is about $1,50O/hour. The time lag between sampling and resultant data can be very costly. If the second alternative is chosen to verify the first reading, the miners may be unnecessarily exposed to high levels while waiting for the result. Clearly, such a sampling system can be markedly improved by eliminating the excessive time lag between sampling and analysis.

I.INTRODUCTION The B E I R-III Report (NAS-1980) introduces large increases in the estimated health effects of radon as compared with previous work (NAS-1972). It is the purpose of this paper to point out some important failures of these new BEIR-III estimates, to offer a general critique of the procedures used in obtaining them, and to offer more rational estimates. In Sec. II we use the BEIR-III model to calculate the risk to non-smokers from environmental radon, and show that it predicts more than twice the total lung cancer rate actually experienced by nonsmokers. In Sec. III we review the histological evidence which shows that no more than about 10% of the lung cancers among non-smokers can be due to radiation. In Sec. IV, we discuss alternative causes of lung cancer, which further reduces the fraction that can be caused by radiation, and in Sec. V we summarize and conclude that the BEIR-III model over-estimates the lung cancer rate in nonsmokers due to environmental radon by at least a factor of 40. In Sec. VT we review the evidence on risk of radon exposure to smokers, and conclude that it is probably not more than four times the risk to non-smokers; this means that the BEIR-III model over-estimates the risk of low level radon exposure to smokers by at least a factor of 10. In Sec. VII, we consider the reasons for the large over-estimates in the BEIR-III. Report. II. BEIR-III LUNG CANCER RATES DUE TO ENVIRONMENTAL RADON AND COMPARISON WITH TOTAL LUNG CANCER RATES AMONG NON-SMOKERS The BEIR-III Report gives the following estimates of the lung cancer risk from low-level radon exposure in terms of working-level-months (WLM): age 35-49, risk = 10 x 10-6 /yr-WLM 50-64, 20 >65, 50 where ages refer to age at death. For latent periods between exposure and onset of these risks it gives age 0-14, latent period = 25 years 15-34, 15-20 years (we use 17 yr) >35, 10 years where ages refer to age at exposure. This is a clear and unambiguous model which is readily usable for deriving numerical estimates. We begin by using it to calculate lung cancer rates due to environmental radon. *This is an abridged version of a paper scheduled to appear shortly in Health Physics. The first step in this process is to estimate the environmental exposures; this was done in a recent paper (Cohen-1981) which concluded that these are about 0.22 WLM/year. In Table 1, this is used to calculate the BEIR-111 predictions for radoninduced lung cancer rates in the U.S. (Col. (5)), and by combining these with population statistics, it is shown (Col.(7)), that it predicts about 24,500 fatalities per year, almost one-third of all U.S. lung cancers. The comparison between the age-specific expected rates from Col. (5) of Table 1 and observed rates among non-smokers is shown in Table 2. The recent paper by Garfinkel (1980) presents the results of a 12 year follow-up on one million Americans in a study by the American Cancer Society. The paper by Hammond (1966) gave the results of the first four years of that study. The paper by Kahn (1966) is based on the so-called "Dorn Study" of 293,000 U.S. veterans of World War II who carry government health insurance. It represents 8 and 1/2 years of follow-up. A recent update on that study (Rogot-1980) does not give absolute lung cancer rates, but the age-standardized ratio between smokers and non-smokers has remained the same which indicates that there has probably not been an important change in the rates for either. The paper by Hammond and Horn (Ha-1958) was an early study by American Cancer Society. It is immediately evident from Table 2 that the BEIR-III estimates for lung cancer induced by environmental radon exceed the [total] lung cancer rates due to [all] causes among non-smokers by about a factor of two at every age. It is only fair to point out that this does not represent a direct discrepancy with the BEIR-III Report since the latter states that its estimates for non-smokers may be too high by a factor ranging from 1 to 6, favoring a factor intermediate between these. Comparisons can also be made with total lung cancer incidence for all ages. A paper by Hammond and Seidman (Hammond-1980) gives the rate for ages above 40 to be 177 x 10-6/year for men and 124 x 10-6/year for women, whereas the rate calculated in Table 1 from BEIR-III for ages above 40 is 309 x 10-6, a factor of two higher. For all ages, the rate among women was reported as 36 x 10-6/year (Hammond 1958) as compared with 114 x 10-6/year calculated from BEIR-III in Table 1, a discrepancy of well over a factor of two. All of the data we have presented are basically from three study groups, but in all three cases the BEIR-III estimates for lung cancer induced [by environmental radon alone] are a factor of two higher than actual [tota] lung cancer rates among non-smokers. One of the most difficult challenges in underground mining is to forecast significant seismic events prior to their occurrence in order to support the safety of miners and to minimize damage to the underground operation. Passive seismic tomography is a tool to image the seismic velocity changes in a rockmass, which can potentially reveal the rockmass behavior before and after a significant seismic event. In this paper, the changes in seismic velocity of the rockmass before and after three major seismic events are investigated to determine whether there are identifiable precursory velocity changes associated with the major seismic events. Conventional mechanics imply that the induced stress at the hypocenter would continue increasing until failure, in the form of an induced seismic event, occurs. With passive seismic tomography we can image changes to the seismic wave velocity distribution within a rockmass and hence infer the changes to the induced stress near the hypocenter. This paper evaluates the hypothesis that induced stress at the hypocenter (as inferred by the p-wave velocity) increases until the seismic event occurs. In addition to analyzing p-wave velocity changes near the hypocenter, changes to the p-wave velocity at “zone centers” were also analyzed. These “zone centers” are regions within the rockmass that consistently have a p-wave velocity that is much higher than the average p-wave velocity for the rockmass. It is found that the p-wave velocity did not increase at any of the three hypocenters prior to the seismic event occurring, however the p-wave velocity did increase in the closest “zone center” for two of the three events.

During 1964 and 1965 a mineral exploration program was carried out over an area of approximately 250 square miles, located in the Anvil-Vangorda Creek area of east central Yukon, 125 miles northwest of Whitehorse. The Vangorda deposit, a massive lead-zinc sulphide body discovered in 1953, was centred in the area proposed for exploration, a northwest trending belt located between the southwestern flank of the Anvil Range and Pelly River. Exploration for base metals in the remote Anvil area had previously been restricted by poor metal markets in the late 1950's. Regional geologic information was also limited except for publication of a scale 1 inch to 4 mile map by the Geological Survey of Canada in 1961. To effectively explore this area, a combination of geophysical and geochemical methods were essential due to extensive overburden cover varying in depth from a few feet to over 300 feet. (Figure (i) Key Map) Dynasty Explorations initiated the first comprehensive regional exploration program in the Anvil area, utilizing saturation prospecting methods employing geologic, geochemical and geophysical methods. The program involved an approach demanding continual modification of technical and physical logistics. After a total of 12 months of field work involving an expenditure of approximately $450,00, massive sulphides were discovered which subsequently proved to be an economic orebody. Thirteen properties had been acquired and explored. Ten separate geophysical anomalies had been outlined by a combination of magnetic, electric and gravimetric survey techniques of which five were tested by rotary drilling and two by diamond core drilling. The discovery of the Faro deposit was a direct result of this program.

Many of the economic resources of Egypt have been recognized and exploited for thousands of years (e.g. gold and copper). Most of these minerals, particularly those from hard-rock sited deposits, are found in complex form along with other components while those present in sedimentary sequences are largely in simple compounds or as native elements. Recognition of their characteristic settings (structure, basin development, environment of formation etc.) is the main clue in predicting and locating their presence. The main economic minerals exploited in Egypt today come from sedimentary sequences and include sodium and potassium chlorides, gypsum, sulfur, and sedimentary iron ores. Large amounts of low grade sedimentary phosphates are known but are not of economic value at today's prices. Recent intensive investigation in the north-eastern Sinai (EI Arish) and along the southern coasts of the Gulf of Suez has revealed new and extensive sulfur and chloride deposits, and considerable oil and gas are now being exploited from closely related sediments. Tin is the only mineral that is produced from hard-rock sources, and gold and copper deposits are present but not of high enough grade to be economically viable. However, a significant part of Egypt has not yet been studied in enough detail to close the door on future discoveries. Another point of considerable geological interest is the presence of diverse, modern evaporitic settings, from which we may draw the analogs for many of the older gypsum, anhydrite, chloride and sulfur de-posits. In fact these analogs are so well displayed that both the Sinai and Gulf of Suez-Red Sea evaporites (Middle and Upper Miocene) can be readily compared with these modern deposits.

Like so many installations of its type approaching middle age, the ore processing and shipping facilities in Puerto Ordaz, Venezuela, have taken a lot of twists and turns in their lifetime. The object of this paper is to lead you through these twists and turns and some of the reasoning for them. The need for additional sources of iron are in the United States became evident during the time of the second world war. An exploration team from U. S. Steel located further high quality direct shipping iron are in commercial quantities near Ciudad Bolivar, Venezuela in 1947. Basic decisions were made to develop these reserves for export via the Orinoco River through a new shipping port to be built at the confluence of the Orinoco and Caroni Rivers. The basic concept was for the ore to be loaded directly to ocean going vessels. This was something of a gamble since the basic economics depended upon successfully opening up the main channel of the Orinoco River to deepwater vessels, and the Bethlehem Steel mine in the same area was already working with shallow draft river boats and a transfer station on the coast. Always, the basic philosophy has tended to be to plan with expansion in mind. The original conveyor systems were 1.52 m (60 inches) wide with 200 idlers, whereas 1.07 m (42 inches) or 1.22 m (48 inches) wide conveyors could have carried any production foreseen at the time of installation. Stockpiles have been located and designed with room for expansion. Basic designs have had dotted line future expansion blocked in.

The use of the walking dragline as a stripping tool has increased dramatically in the past two decades. The reasons for its increased popularity and some historical background on its introduction into the mines are given in a recent paper by Learmont. (l)* The history need not be recounted here except to show the trend to longer booms which has accompanied the growth in machine size. Figure 1 shows the change in maximum operating radius on Bucyrus-Erie machines which has occurred over the years and Figure 2 shows the corresponding change in maximum boom lengths. Reference 1 also presents some of the reasons for expecting this trend to longer booms to continue. There are many design parameters affected by the increase in boom lengths; swing power, hoist and drag rope lengths, and drum capacity, to list just a few. The purpose of this paper is to discuss only the structural implications of using longer booms. As in the design of any structure, the various facets of boom design are interrelated and a process of optimization between them must be worked out either by evolution or by conscious iterative effort. The decisions we have reached about such things as material selection, structural arrangement, and applicable criteria, have not come into being overnight but represent instead many years of design experience and a fair amount of recent concentrated analytical effort. In the following pages an attempt will be made to first, state those decisions, second, explain how we arrived at that particular result; and third, describe what we expect future developments to be which might influence us to change those decisions.

With the depletion of high-grade iron ore resources, the utilization of existing low-grade iron ores, fines and tailings with effective beneficiation is inevitable to meet the iron and steel industry’s required specifications and demand. JSW Steel Limited is operating a 17-mtpa beneficiation plant at its Vijayanagar site in Bellary in Karnataka, which produces nearly 50 to 54 percent concentrate as sinter-grade fines. The sinter base mix consists of iron ore fines that are smaller than 10 mm, with 41 percent smaller than 0.150 mm; washed ore that is generally smaller than 3 mm and bigger than 0.150 mm, with 3 to 9 percent smaller than 0.150 mm; beneficiation plant concentrate, with 97 percent smaller than 0.150 mm; limestone; dolomite; coke breeze; lime; sinter return fines; direct reduced iron (DRI) fines; and micropellets produced from steel plant waste. Using more washed ore in the sinter base mix affects the sinter quality. Ball formation in the mixing and nodulizing drum is an important step in sinter making and requires sufficient quantity of smaller than 0.150 mm fines. Optimization of fines in the sinter base was carried out by replacing the smaller than 10 mm iron ore fines with washed ore. Size analysis, study of the granulation index (G index) and optimization of moisture with respect to sinter bed permeability were carried out to optimize the proportion of smaller than 0.150 mm fines in the sinter base mix as adhering material. This study explores the optimization of fines in the sinter base mix for ball formation to achieve higher sinter quality and productivity with higher sinter bed permeability.

"The Colorado School of Mines has used the Edgar Mine in Idaho Springs as an experimental mine to teach students since 1921. Since the school acquired the former gold, silver, lead and zinc mine, countless students have received hands-on engineering lessons on their way to earning mining engineering degrees. On Dec. 14, the House Subcommittee on Energy and Mineral Resources held a historic field hearing about the future of mining education in the United States in a classroom about 300 m (1,000 ft) inside the Edgar Mine. Representatives Doug Lamborn (R-CO), Rob Bishop (R-UT), Cresent Hardy (R-NV) and Ed Perlmutter (D-CO) were on hand for the first ever congressional hearing held in a mine where they heard testimony supporting the Mining School Enhancement Act, which was introduced to Congress by Hardy and Perlmutter on Oct. 9, 2015. The act, which is part of a larger mining development and reclamation reform package, seeks to address the absence of a viable pipeline necessary to replenish current faculty vacancies in United States Mining Schools. “What better place to hold a hearing to discuss the need for future mining engineering experts,” Subcommittee Chair Lamborn said in his opening statement. “It is a need felt by industry, states, the federal government as well as nonprofits.” The Mining School Enhancement Act would redirect millions of dollars in fees that are being collected from active mining operations to fund the research and educational programs at engineering schools with mining programs. Those fees now are being used in the form of grants awarded by the Surface Mining Control and Reclamation Act of 1977 (SMRCA)."

"Caterpillar has developed the Cat GH800B longwall plow system, designed for mining very low coal seams at high rates. Building on the attributes of the proven GH1600 plow system, the Caterpillar longwall team in Lünen, Germany, worked with the German Ibbenbüren Mine to design and construct a system for mining an anthracite seam averaging only 0.85 m (33.5 in.) thick. The result is the GH800B plow and associated longwall system, which is now operating in the Ibbenbüren Mine - where the seam does not exceed 1 m (39 in.) in height.The Cat GH800 plow, with an installed power of 2 x 400 kW, has been the plow of choice for seam heights from 0.9 to 2 m (35 to 78 in.), regardless of seam inclination or coal hardness. But the lower the coal seam, the more difficult the extraction process. Flexibility, reliability, efficiency and serviceability of the whole system had to be refined for maximum productivity in such a minimal height, but several key modifications led to success.The armored face conveyor (AFC) modifications for the GH800B plow system include PF4 plow line pans with a replaceable top trough and a new plow guide made of a one-piece casting to provide extra strength and durability while being lower in height than the previous welded version. External dogbone connectors between the line pans and a strong and flexible relay bar between the AFC and the roof supports (shields) further adapt the conveyor for very low seam operation. To increase coal throughput, the engineering team widened the conveyor crosssection with extended side plates."

The advantages derived from the use of pellet burdens in blast furnaces are so great, that hematite ores are being converted into pellets in greater quantities each year. The conversion of these ores into pellets appears on the surface to be relatively simple. In reality, this is not so. Serious difficulties are encountered in drying these pellets that do not exist in the drying of taconite concentrate pellets. The ores that present problems are goethite and earthy hematites. Green pellets prepared from these ores have very law shock temperatures, 200-600° F. The shock temperature of a green pellet according to our definition is the highest initial temperature to which a green pellet may be exposed without suffering decrepitation. Decrepitation may involve spalling, fracturing or total disintegration. The poor shock properties of these green pellets result from the inability of the vaporized water to escape freely and easily as it is formed with¬out affecting the integrity of the pellet. As a consequence, the pellets must be carefully dried prior to induration. This careful treatment is costly. The slow drying process restricts productivity and requires larger furnaces than desired. The use of an additive to elevate the shock temperature of the green pellets would increase productivity. Bentonite is used in some pellet plants to improve balling but it raises the shock temperature only slightly. Nalco became interested in the shock temperature problem because of its activity in the development of organic pelletizing aids for taconite concentrates. The findings reported here are an outgrowth of our experimental work on the development of shock temperature additives.

It is appropriate to discuss diatomite at an AIME meeting in San Francisco. California has led the nation, and the world, in the production of diatomite products for more than 40 years. It appears that our State will maintain this position for a long time to come. Diatomite today ranks high in the list of California mineral commodities, with a total value since 1889 well in excess of $100 million. California's production has more than doubled since 1942. In 1959, the value of diatomite production in California is exceeded only by the following industrial mineral materials-borates, stone, sand and gravel and cement20,28. Also, not unimportant is the production of diatomite in each of our other Pacific Coast States, including Nevada. First, let us define diatomite. It is a sedimentary siliceous rock of organic origin, which consists mainly of the fossilized remains of diatoms. Diatoms are microscopic aquatic plants which have the capacity of precipitating silica bio-chemically so as to form a part of their organized structure. In the economic sense, we are not concerned with the numerous types of sedimentary materials which contain minor amounts of diatom residues, or with impure or highly indurated siliceous materials, which may have been formed from diatomite2. Diatomite (synonyms--diatomaceous earth, kieselgurO is a term generally restricted to material of such qualities as to be suitable for commercial uses. Diatomaceous silica is a designation which is best used to distinguish the basic component of diatomite, that is, the substance of the silica shell itself, and which is the major' constituent of beneficiated diatomite or processed diatomaceous products.

Ground-based electrical geophysical techniques have be valuable for three indirect exploration strategies: "tracer" sulfide mineralization, 2) mapping structure with or controlling mineralization, and 3) mapping proven to 1) mapping? associated alteration zones. When sulfide mineralization is associated with gold, it often can be mapped using induced polarization (IP). This technique can detect pyrite in amounts as small as 0.2% by volume, and in some cases can distinguish pyrite from anomalies due to graphite and clays. A case history illustrates mapping sulfides in a shear zone. Structure and alteration mapping are often the domain of controlled source audio-frequency magnetotellurics (CSAMT) due to the superior lateral resolution and depth penetration of this technique. Typical CSAMT targets include silicified sediments and volcanics, faults, brecciated zones, argillic alteration, clay and graphite horizons, and certain lithologies. Examples of mapping silicification and mapping epithermal alteration are presented in CSAMT case histories over Cannon mine in Washington and Hishikari mine in southern Japan. In our experience, four things are needed to use geophysics effectively in precious metals exploration. First, the explorationist must correctly identify the exploration stage at which the geophysics is most useful. Second, the explorationist must clearly define the types of "tracer" mineralization, host geology, or alteration which need to be defined by the geophysics. Third, the right electrical technique needs to be applied to the problem to provide the best chance of success. Fourth, the explorationist must be willing to commit adequate finances to do the geophysics properly. With careful adherence to these principles, geophysics can greatly enhance exploration success while reducing the total cost of exploration.

When the oxidized surface gold deposits are mined out, the underlying refractory gold ores become the challenge of treat­ment systems. The size and value ofrefractory gold ore reserves are a function of recovery efficiency and operating cost. The start-up of LURGI's gold roasters at NEWMONT's Carlin site has established whole ore gold roasters as a key to high gold recoveries. The ores from several deposits of the Carlin trend are roast­ed utilizing LURGI / NEWMONT technology, which has achieved gold recoveries approaching 95%. This is in dramatic contrast to the traditional perception that roasting is limited to gold recoveries in the mid 80's. Extensive investigation in pilot scale is required to achieve stable high gold recoveries for most variables in the ore body. The key question for all pilot tests is the classic question of (ROM) run of mine ore roasting or concentrate roasting. All variables are dominated by the leaching/ recovery char­acteristics of the natural ores. The degree ofrecovery improve­ment by roasting / calcining establishes the frame of the eco­nomical conditions. The full range of flexibility is required for the design of the plant to allow for ore variations in heat values, combustible con­tents, agglomeration behavior and off-gas composition. The variables in the ore body influence, therefore, the price of the plant proportionally to its flexibility. Concentrates are usually fairly stable in composition, com­bustion behavior, heat values and particle size since they are a product of the very selective flotation process. Flotation is not the successful process step when the tailings remain high in refractory gold contents.
