This chapter deals with the Mine Safety and Health Administrations's (MSHA] concern and obligations with regard to asbestiform minerals. Asbestiform minerals are defined as the magical group of hydrated, silicate minerals that possess a fiberlike structure capable of being woven into cloth. Their unique combination of properties, such as resistance to heat and chemical attack, high tensile strength, and flexibility was recognized centuries before Christ. Pausanias, the early Greek geographer, speaks of golden lamps, made about 430 BC, with in- combustible wicks of Carpathian flax. The Ro- mans used asbestos as cremation clothes to con- serve the ashes of deceased persons of rank. Charlemagne had an asbestos table cloth that he used to pass through fire to clean (Lanza, 19381. Early recognition of the health hazards associated with exposure to asbestos was documented in the first century by Pliny the Elder, a Roman naturalist, and Strabo, a Greek geographer. Both wrote of slaves with sickness of the lungs, whose occupation was that of weaving asbestos into cloth. This concern for the health of asbestos workers disappeared over the ages. Today, with the use of modern technology, asbestos products have been greatly exploited. The asbestos output has increased over a hundredfold in the past 70 years. World production has jumped from 454 t/y (500 stpy) in 1900 to 4.5 Mt/y (5 million stpy) in 1978. An increase in health problems for asbestos workers accompanied this increased usage. However, it was not until the modern era that the association of asbestos with chronic respiratory disease was rediscovered. Reports were published at the turn of the century documenting the effects of asbestos exposure on textile workers. One such report in 1907 by H.M. Montague Murray described the post mortem findings on a 34-year- old carding machine operator. Murray de- scribed the lungs as showing extensive diffuse pulmonary fibrosis spicules of asbestos. Subsequently, more reports of pulmonary fibrosis following inhalation of asbestos were published, including an epidemiological study of asbestos miners in 1930 (Merewether and Price, 1930), at Thetford, Que., Canada. This study took place at the mine 52 years after large-scale mining of asbestos had begun. But, the cancer- producing potential of asbestos was not established until 1949 when a report by Merewether in England described an excess of cancer of the lung and pleura [the lining of the lungs) among individuals dying from asbestosis (Merewether, 1949). In the past decade much attention has been focused on asbestosis, mesothelioma, and bronchogenic carcinoma, as the three major biological effects associated with asbestos ex- posure. Parenchymal and pleural asbestosis is a fibrosis in the substance of the lung with thickening and often calcification of the membranes lining the thoracic cavity. Mesothelioma is a malignant tumor of the membranes lining the thoracic or abdominal cavities, and bronchogenic carcinoma is a cancer of the lung tissue itself. These diseases occur in various degrees and combinations. The severity and occurrence of these biological effects are directly influenced by conditions such as dose response relationships, intensity of exposure, duration of exposure, lapse of time since initial exposure, and cigarette smoking. Numerous studies indicate that the relationship between these conditions and the incidence of disease is proportional. Congress has recently concluded (Congressional Record, 1979) that, "exposure to asbestos fibers has been identified as significantly in- creasing the incidence of cancer and other severe or fatal diseases such as abestosis." Congress conveys its concerns for the safety and health of the nation's miners through the Federal Mine Safety and Health Act of 1977 in which it gave MSHA the authority to set safe

Introduction The US mineral industry in 1983 participated in the recovery from the recent recession. Compared with 1982, the value of raw nonfuel mineral output rose 8% to $21.2 billion. The $218 billion worth of goods processed from this crude mineral output represented a 9% increase over 1982. Even in real terms, these figures reflect growth. Demand for nonfuel mineral materials, of course, depends on the overall state of the economy, which steadily improved each quarter in 1983. Of particular importance to the mineral industry were surges in key mineral-consuming sectors such as construction and automobile manufacturing. New housing starts rose one-third, to 1.7 million units, while automakers turned out about 35% more cars (6.8 million) and 25% more trucks (2.4 million) than in 1982. These are significant increases, even considering recent trends toward smaller, lighter vehicles, and multiple-unit housing. A comeback for the mineral industry, however, is bound to proceed unevenly, particularly at the beginning. Traditionally, the industry lags behind the rest of the economy during a recovery, and some mineral products respond to overall economic improvement more quickly than others. This pattern has been repeated many times and the industry is used to it. Mineral executives know it is best to be patient and cautious during the first stages of an economic upturn. Many experts say that it may take extraordinary toughness, patience, and caution this time around. Steel Improves Raw steel production - a major indicator of both material use and mineral production - rose 14% to 77 Mt (85 million st), stimulating a 7% rise in domestic iron ore production to 39 Mt (38 million It). Still, the iron ore industry operated at less than half capacity, with most major mines remaining closed for part of the year. Iron ore imports dropped 24% to 10 Mt (11 million st), so demand was partly met by withdrawals from stocks. Despite the increase in steel production for 1983, output remained far below levels of just a few years ago. For example, 1983 production was still 29% less than in 1981. Raw steelmaking capacity actually declined about 10% during the year to 122 Mt (135 million st). The industry continued to cite steel imports, especially those from developing nations, as a major cause of domestic capacity loss. As long as steel production remains weak, steelmaking metals suffer. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about one-third capacity in 1983, with six of the 19 companies involved being closed all year. The US mined no manganese or chromium, and very little nickel, although the country's only nickel mine did resume production in November. Molybdenum production, at 13.6 t (15 st), was only about one-third as much as in 1982. The major molybdenum mines, Climax and Henderson in Colorado, remained closed all year. To meet demand, molybdenum stocks were halved to 19 t (21 st). Mine shipments of tungsten, another mineral tied to steel production, dropped 30% to 1.1 kt (1,200 st) of contained metal. One of the most positive responses to the general economic recovery came from the aluminum smelting industry. By the end of the year, it was operating at about 79% capacity, compared to 59% in January. Nevertheless, the 3.3 Mt (3.64 million st) of primary aluminum produced represented only a slight increase over 1982. Total bauxite imports were about 27% below 1982 levels. The subject of this lecture, a late century perspective on porphyry copper geology, is one of current interest and importance as the search for these ores remains intense. It is presented in the belief that an appreciation of our present understanding of the subject requires it to be viewed historically, thus providing a basis for evaluating appropriate directions for con¬tinued study. At the outset, it is important to note that the technology of mining and extractive metallurgy has developed ore from these low grade orebodies, starting with D. C. Jackling, and has continued to create them as copper grade and price have diminished. But the continued search for them is a geological problem that responds to growing expectations of people and societies; exploration based upon ever increasing knowledge of the habits of the ores has been very successful. This is the story of evolution of geological thought and practice in porphyry ore search across an interval of time beginning with the bulk mining of "low grade copper ores at Bingham and ending with late Century concepts. "How did we get here?" The lecture concerns the ideas of many different people. The ideas and events discussed reflect a bias on North American thought, where the great low grade orebodies were first recognized as such and where many of the basic geological ideas were developed. A very great number of geologists have contributed to this understanding. In no sense is it meant to minimize the contributions to the story that have evolved in the study and mining of ores of the Andes, whose development and expansion has been nearly synchronous with that in North America - nor to minimized comparable contributions made in the late century from studies of the newer discoveries of deposits in other regions, especially the southwestern Pacific regions. In expansion of this topic, I have found that many important concepts are marked by appropriate publication but some are not, or I have not been able to discover documentation. Many notions appear to have become conventional knowledge without publication, mostly being geological viewpoints developed synchronously from similar observation. Thus, apologies are extended in advance to those whose work I have might have missed and to those unknown to me whose unpublished ideas may have seeped into the pool of common knowledge without appropriate recognition. . The analysis here addresses events of two time segments, an older one extending from the developments at Bingham in the early 1900s through the Second World War, ending about 1950; the second period extends from that time to the present. This separation is seen in Figure 1, which traces numbers of publications through the period as extracted from some 700 publications, again with a North American bias, from an annotated bibliography of porphyry copper geology in preparation. During the early period, exploration was "immature" in North America, that is, geologists looked for new districts and sites of the deposits. Outcrops were sought that carried the signatures of former mineralization and regional controls related to structural geology were closely studied. In the later period, North American exploration had "matured" into a study of districts, rather than a search for them. As the studies of these ores intensified during the younger period concommitant with increasing demands for the metal, they did so with a broadened understanding of some habits of occurrence, of hydrothermal alteration, mineral zoning, petrology, and geochemical and geophysical signatures. Jade is a commercial term encompassing green, white, black or yellow-brown jadeitite and nephrite. Jadeitite consists of Na-rich pyroxene, whereas nephrite consists of prismatic to acicular amphiboles of the tremolite-actinolite series forming bundles that are randomly oriented and interlocked. Nephrite is tougher (harder to break) than jadeitite. Its fracture strength is about 200 MN/m2 whereas that of jadeitite is about 100 MN/m2. On the other hand, jadeitite has a higher hardness (7 compared to 6.5 on the Mohs scale). There are over fifty known nephrite occurrences in British Columbia (B.C.). These occurrences consist of individual blocks, boulder fields, talus blocks and in situ occurrences. Most of the in situ occurrences are lens or cigar shaped. They occur at, or near the contact of ultramafic/mafic rocks (mainly serpentinites) with cherts, and other metasedimentary or igneous felsic rocks of Mississippian to Jurassic oceanic terranes such as Cache Creek and Slide Mountain. These contacts are commonly interpreted as shear/fault related. In general, it is believed that the B.C. nephrite formed by metasomatic exchange between ultramafic and silica-bearing rocks. Impurities in B.C. nephrite are spinel group minerals (chromite, magnetite, picolite), diopside, uvarovite, titanite, chlorite, and talc. Jadeitite is slightly denser than nephrite and good quality material sinks in methyl iodine. There are no known jadeitite occurrences of economic interest in B.C., but there are at least four geographic areas where favorable lithologies, and metamorphic conditions (Pn) required for the formation of jadeitite coincide. These are Bridge River, Pinchi Lake, Dease Lake, and Jennings River. These areas are known to contain small concentrations of jadeite, or are characterized by blueschist or eclogite-grade metamorphic conditions. Rhodonite and pyroxmangite are MnSi03 polymorphs. These minerals are pyroxenoids and are macroscopically and microscopically very similar. For brevity, both are grouped together under the term "rhodonite". Most of the B.C. occurrences are hosted by late Paleozoic chert sequences and are lens shaped and concordant. The common association of rhodonite with iron formations, jasperoids, and/or volcanogenic sulphide deposits in southwestern B.C. permits the delineation of favorable horizons using magnetic or electro-magnetic geophysical methods. Geographic associations between manganese showings and sulphide deposits, and the hydrothermal chemical signature of the rhodonite occurrences from this area, suggest a genetic link between rhodonite and volcanogenic sulphide deposits. The typical rhodonite rocks consist of rhodonite, pyroxmangite, neotocite, black amorphous Mn-oxides, Mn-bearing garnet, ± epidote, ±chlorite, ±rhodochrosite, ± parakutnah-orite, ± Mn-bearing calcite, ± iron oxides and hydroxides. Garnet ± epidote forms yellow patches and layers within the rhodonite. Within some of the rhodonite occurrences, the garnet is altered to chlorite. Rhodonite-bearing rock is commonly cross cut by secondary manganese oxide veins, creating a characteristic web-like texture. In several localities, the contorted bedding planes are readily recognized. Mn-calcite and quartz also crosscut rhodonite. Rhodonite deposits hosted by high grade metamorphic rocks may contain pyroxmangite. Rhodonite is an important gemstone and ornamental stone in B.C., second only to nephrite in dollar value. B.C. nephrite and rhodonite have been used for the past 100 years in local jewelry and ornamental applications. More recently they have been used in table tops, and they have potential as upscale materials in tile-making. There may be a market for tiles made from lower grade materials that were previously extracted and stockpiled. The prices of nephrite, jadeitite, and rhodonite vary widely with quality, but gem and ornamental grade stones are relatively highly priced materials and they trade world-wide.

The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. Introduction Noranda, like similar businesses, is suffering the pain of previously unheard of currency relationships, a cost structure built in better days, and conditions of gross oversupply possible in almost any commodity. Indeed, it does seem like the worst of all possible worlds is out there before us. To understand a Canadian natural resource company, you must know how the country is organized. So far as natural resources are concerned, Canada is not Canada. Canada is 10 provinces and each own the resources situated therein. Thus, the conditions of extraction, exploitation, and operation are all set by the province, while the conditions of trade and currency are set by the Federal government. This means that what may be the rule in Newfoundland may not be the rule in Manitoba or British Columbia. The second thing is that the Canadian currency has been a satellite of the US dollar for a long time. This means that we hold the unenviable and unjustified position of being the country with the second strongest currency in the world. What this has meant to us is what it has meant to an American operator. Since 1980, a pound of copper fetches 214% more for a Chilean than it does for us and a pound of zinc 115% more for a Belgian. From an American point of view, Canada is favored because its dollar is valued at 25% to 30% less than the U.S. However, because of industrial indiscretions in years past, Canada has a locked in labor cost disadvantage that is very hard to cope with. Canada has a unique situation with its labor unions. Many of the unions are, or have been, internationals and therefore gained undue strength in early days. Canada has a third political party of socialist persuasion. It is entirely funded by dues from laor union members. Thus, we have a politicized workforce. And finally, we have a public service that has the right to strike. This had made the public service unions by far the strongest now in Canada. What this means to the mining industry is that there is somebody out there blazing the trail. The unrelenting power of these public service unions probably creates a climate more conducive to excessive wage settlements in industry than would otherwise be the case. Study, Work, and Pray So what do we do when times get tough? In simple terms, we study a lot, we work harder, and we pray a great deal. We study a lot in terms of learning hitherto unknown strengths and weaknesses of our products, processes, and operations. We work hard in the sense that we do everything possible to improve our productivity. And we pray a lot because, so far, anything else we have done has not been enough. Some years ago, Noranda recognized that its principal base and precious metal operations were diminishing. To provide for the future, we should branch out into other resource type operations. These might be countercyclical and also perhaps a little more permanent. For this reason, Noranda entered the potash, aluminum, and forest products businesses. The fluidized bed is an effective method for investigating retorting phenomena and possibly a commercial means of retorting oil shale. Both were examined by Sinclair Oil Corp. (now part of Atlantic Richfield Co.) in the period 1.965 to 1968. The results of the work show that presence of an oxidizing environment during retorting results in loss of oil yield which indicates that vapor phase oil burns in preference to combustion of coke on spent shale. This has implications for several types of retorts. Correlation of the results of this work with that of other investigators shows that the partial pressure of retorting products in contact with oil shale during retorting has an effect on yield. Consideration of hardware indicates that there are several possibilities for commercial embodiment. As a companion to shaft-type retorts the fluidized bed could have good potential. Realistic assessment of costs suggests that further development may have to await commercialization of another process. The existence of a plant in which to test prototype size would markedly reduce such development costs. Results Preliminary development work with the apparatus was carried out using a fluidized bed of sand, as explained later, with the entire system brought up to temperature and flows stabilized. The shale was injected rapidly in a slug (batch) which had small mass compared to that of the high temperature system to make the reaction approach isothermality with reasonable approximation of instantaneous preheating. Typically, the temperature in the center of the bed dropped from 900°F to 600°F one minute after batch addition. It returned to 750' within three minutes and 900° within seven minutes. Obviously, the bed was quenched but it recovered rapidly. Average bed temperatures of 700' to 1020°F were examined to compare the effect of temperature with published results. Yields In the 700°F range were only 10 to 15%, of Fischer Assay (FA). Above about 950'F, oil yields decreased and gas yields increased. Nitrogen was used first as the fluidizing gas to provide a chemically inert medium. Incept for an insignificant dip at 895"F, Figure 1, oil yield was not affected by retorting temperature in the 800° to 900' range as long as residence time was adequate (16 minutes). At 925°F, the oil yield was some 103% FA. With further increase in temperature, the yield decreased to 86% FA at 1015°F. There is no increase in carbon on spent shale, the lost oil goes to Increased gas make.

"Controlling float coal dust in underground coal mines before dispersal into the general airstream can reduce the risk of mine explosions while potentially achieving a more effective and efficient use of rock dust. A prototype flooded-bed scrubber was evaluated for float coal dust control in the return of a continuous miner section. The scrubber was installed inline between the face ventilation tubing and an exhausting auxiliary fan. Airborne and deposited dust mass measurements were collected over three days at set distances from the fan exhaust to assess changes in float coal dust levels in the return due to operation of the scrubber. Mass-based measurements were collected on a per-cut basis and normalized on the basis of per ton mined by the continuous miner. The results show that average float coal dust levels measured under baseline conditions were reduced by more than 90 percent when operating the scrubber. IntroductionAirborne coal dust is a byproduct of coal production, and engineering controls exist to deal with both the respirable dust health hazard as well as the float dust explosion safety hazard. Float coal dust, smaller than 75 µm (0.003 in.) in size, can deposit throughout mine entries and propagate explosions that had been initially fueled by methane gas. The inertization of float coal dust with rock dust helps prevent a potential secondary float coal dust explosion, but a preferable course of action is to significantly reduce the hazard by removing float coal dust from the airstream before it has the opportunity to deposit on the mine’s surfaces.Since 1970, disasters due to explosions in underground coal mines have caused 201 deaths in the U.S. mining industry, including 29 deaths in a single mine explosion in 2010 (Wade, 2010; U.S. Mine Safety and Health Administration, 2015). The U.S. National Institute for Occupational Safety and Health (NIOSH) had initiated a fiveyear research project that aims to investigate methods and technologies to reduce the potential for secondary coal dust explosions by the purposeful capture and/or suppression of float coal dust prior to its deposition on the mine roof, rib and floor (NIOSH, 2013). The project aims to evaluate the efficiency of methods to reduce longwall and belt airway float dust in the general airstream as well as methods to capture it at or near the source. Prioritization is given to longwall sections given the amount of coal produced relative to continuous miner sections, but the research is open to technologies that may be adapted from one method of mining to another."

"First Majestic Silver Corp. (FMS) is a silver mining company founded in 2002 that operates exclusively in Mexico. It has six producing silver mines, one of which is the La Encantada silver mine (La Encantada) located in the state Coahuila. La Encantada is located near the southern United States border and 708 km (440 miles) north of the city Torreon.La Encantada is located in the Sierra Madre Oriental and is a high-temperature carbonate replacement deposit. Mineralization in La Encantada occurs in many different forms such as veins, chimneys, breccia pipes and reefs (mantos). Mineralization is mainly oxides of iron, zinc, lead and manganese, with high concentrations of sulfides at depth relating to two main intrusive events: the Milagros Intrusive and the La Prieta Skarn.Mining began in La Encantada during the 1950s with small vertical shafts, drifts and raises. It focuses on the high-grade silver zones using traditional hoists and extraction methods, before branching into two main separate mining camps: El Plomo and Penoles camp. Penoles, the previous owner, focused mainly on large ore bodies using post pillar cut-and-fill mining method to extract the higher-grade material. Due to the type of ground, irregularity of pillars, and rock conditions, large amounts of high-grade pillars had to be left in situ to ensure the stability of the excavations. The mined-out areas would then be filled with lower-grade material to assist in the stability of the secondary level. These room-and-pillar development entries were 2.5 m x 2.5 m (8.2 ft x 8.2 ft) and spaced every 10 m (32 ft), leaving a vertical pillar of 7.5 m (25 ft). First Majestic acquired La Encantada in 2006. After the acquisition of the mine, the company began the conversion of the surveying reference system from a local grid (Maria Isabel Shaft as 0,0) to the Nav27 coordinate system, and subsequently converted to the WGS84 coordinate system in 2015. Due to the extensive history of the mine, different areas were surveyed with different systems, causing significant challenges when designing the principal extraction levels, pillar heights and ramp locations. To overcome this difficulty, the entire mine was resurveyed and the old workings transposed to the new coordinate system, except for some inaccessible areas due to poor ground conditions or ground collapses. To further ensure pillar height and the safety of the mine workers, probe holes were drilled during the development process."

The Office of Coal Research Program has been outlined in our Annual Report for a number of years and reported on by various members of the OCR staff as well as by our contractors. The program is national in scope and is intended to develop new and improved uses for our Nation's coal resources and to maintain coal in a favorable economic position, vis-a-vis, the other energy forms. A program has been developed that includes conversion of coal to gas, gasoline and other petroleum-type products, and to electricity. These projects are only one facet of the OCR program albeit an important one. In many of the conversion projects we have underway, original development work has been done with bituminous and sub-bituminous coal. It is the intention of this paper to present a general outline as to how lignite might fit into one or more of these projects as a raw material. Our national lignite reserves are vast in scope and this has been recognized in the OCR program by development of a project specifically for lignite and by including lignite as a test raw material in many other projects. Project Lignite is intended to develop the Cop Acceptor Process for conversion of lignite to a high B.t.u. gas. In this effort we have included the design, construction, and operation of a lignite gasification plant at Rapid City, South Dakota. The work is being conducted by the Consolidation Coal Company and is an outgrowth of their laboratory development of this process. The first portion of our effort included a detailed economic study of a somewhat arbitrary grouping of States designated Market Area A that could be expected to use gas manufactured in a lignite gasification plant. The area included the Dakotas, Minnesota, Nebraska, and Iowa. This geographical area could readily be served if a process could be developed for converting North Dakota's lignite reserves, estimated at 351 billion tons, to high B.t.u. gas. Our study showed that Market Area A had a potential commercial- industrial market of one trillion cubic feet of gas a year. To meet this demand, we believe that part of the load can be obtained from commercial lignite-to-gas plants. At the time of our original study, we concluded that gas could be delivered to the city gate in Market Area A at about 45¢. As a result of price escalation in the interim, our estimate today might be slightly higher, but not significantly so, since some parts of the process appear better today than they did at the time of the original projection.

JAMES DONALD FORRESTER 32.1-EXAMINATIONS The field examination of a mineral deposit or mining enterprise requires a comprehensive effort to determine all natural and man-made factors bearing upon the problem to be resolved by the investigation. Therefore, the purpose to be served by an examination must be fully understood before the engineer assumes responsibility, and before actual field work starts. A clear understanding facilitates planning the approach to the project for maximum efficiency and thorough acquisition of information. It follows, of course, that the engineer has the necessary knowledge and experience to discharge satisfactorily the professional obligations attending the project. Some studies are in herently more complex than others, and the requirements of the problem are not always the same. Some examinations require the detailed investigation of large operating or nonoperating mines or, possibly, of mining districts; others involve more or less reconnaissance studies; and still others rela¬tively small undeveloped mineral occurrences. Likewise, the primary objective of some analyses may be the evaluation of a mineral deposit or a mining property, whereas in other projects the major objective may be guiding mining or drilling work in the discovery of new or hidden ore bodies and mineral-bearing structures. Thus, the possible range of any given examination may extend in varying degree through one, or more, of the following types of procedures: 32.1.1--GEOGRAPHIC ENVIRONMENT Studies of geographic environment should be made to ascertain the general physical situation in the area under consideration and to identify those correlative factors hearing on the, findings resulting from the field examination. This commonly will include determinations of: A. Location of the field area with respect to the state and county in which it occurs and, if feasible, a record of the township, range and section with reference to the principal meridian, and base line (or lines) that apply. For examinations in foreign countries, or in regions outside the continental United States, it is desirable that the field locality, in each instance, be identified with reference to the boundaries of some form of political entity essentially comparable in character to the divisions used in the United States. B. Distances from existing communities and related service centers, via: 1. Roads, both improved and unimproved. 2. Railroads. 3. Navigable waterways. 4. Airports. C. Topographic relief as it will influence the selection of 1. Pit site or positions of underground mine portals or shaft sites, including dump areas. 2. Mill site, including tailings disposal area.

24.1-BASIC PRINCIPLES JAMES R. TAYLOR The basic principle involved in maintenance is protection of a company's investment through the care and upkeep of machinery and equipment, buildings and properties. Maintenance is justified through making available to the maximum extent possible the facilities, machines and services required by the operating and production departments in their function of insuring optimum return on investment. As the size, cost and complexity of the equipment used in modern mining and related industries increase, operating and production personnel become proportionately more dependent upon maintenance engineering for its contribution to the overall profit picture. A greater part of the total cost now is charged to maintenance and the maintenance group becomes a major company unit. Basic maintenance concepts have changed very little over the years, but the advances in methods and technique have brought about tremendous challenge and have in consequence assumed a greater influence and importance. The older "sledge- hammer" methods have given way to engineered and scientific systems, while the accelerating development of intricate equipment and machinery, and the instrumentation essential for control, demand an ever-increasing upgrading of maintenance personnel. Regardless of this growth in importance, cost and complexity of the maintenance function, it is important to remember that it is not an independent and self-sufficient unit, but is a necessary facet of the entire plant operation and is subject to the company's total production effort. As one part of a team, maintenance is successful only when functioning cooperatively wit11 the other departments it serves Close collaboration in all areas served by n maintenance group is essential if it is to function fully to protect the company's investment, whether the assets are in machinery, materials or people. 24.1.1-MAINTENANCE SCOPE Maintenance functions may be grouped into the two general classifications of primary and secondary. This grouping constitutes a basic division although, in practice, the scope of the maintenance activity varies in each mine or plant and is subject to differences in size and type of operations and company policy, plus the influence of precedent, which may be sectional or industry-wide. The primary functions supply the justification for the maintenance engineering department. while secondary functions are variable according to plant conditions and needs. The primary functions may be categorized as follows: 1. Maintenance of existing machinery and equipment. 2. Maintenance of existing buildings and grounds. 3. Inspection and lubrication of equipment and machinery. 4. Utilities generation and distribution. 5. Alterations to existing equipment and facilities. 6. Installation of new equipment and facilities. 7. Instrumentation.

Sustainable development requires that exploitation of environmental resources is such that it does not result in permanent damage to the environment. In many instances environmental damage is an external cost of the entity exploiting the resource. Ideally, the entity should be forced to internalize this cost. Various financial assurance schemes have been proposed to ensure that the entities fulfill their financial responsibility to restore the environmental dam-age. Prominent among these schemes are ?environmental bonding requirements?. A main issue with these financial assurance schemes is that many times the amount and duration of environmental damage is uncertain. That is, the cost of restoring the environment in the future may be unknown (or unknowable), and, furthermore, the extent of the damage may not be known for many years into the future. Nevertheless, bonding requirements have to be set in advance and the rules for returning the bond and absolving the entity of responsibility have to be specified ex ante. In practice, a problem of allocation of resources arises. To make sure that all external costs are internalized, in the face of uncertainty, will require a sufficiently (arbitrarily) large bond for a sufficiently (arbitrarily) long period of time. But such a requirement may prove too expensive and may result in not undertaking a project (even if, under certainty, the project may be profitable after internalizing all costs). This will result in a reduction in total welfare. Under present bonding requirements, firms are responsible up to the value of the bond. This results in an asymmetry: if environmental restoration is less than the bond amount, the firm has an incentive to restore and reclaim the bond; if the cost of the environmental restoration is above the value of the bond, the incentive is to forfeit the bond, imposing on the government/ society the excess cost. This also may reduce social welfare, at least on distributional grounds since the firm owners pocket the profits and the taxpayers foot the bill. The presence of uncertainty suggests that a fee based reclamation fund may be welfare enhancing. The thinking can be sketched as follows: All firms undertaking environmentally sensitive projects pay into the proposed fund. The fund examines the risks and sets the premiums at the level of the expected restoration costs (not the maximum!) plus administrative expenses. One advantage of the scheme is that this eliminates the asymmetry. Firms with restoration costs below expected end up subsidizing firms whose restoration costs were underestimated. In other words, the industry ends up internalizing the costs not internalized by the individual firms, instead of the taxpayers.

J.R. Atkinson, office engineer to Kennecott Copper Corp., summarized data on the Mineral Park area [Wallapai (Chloride) Mining District, Mohave County, Arizona, Fig. 1] and submitted it to the New York office in 1950. He recommended an examination. Weston Bourret, a Kennecott geologist, accompanied by B.S. Butler, the well known former US Geological Survey geologist, examined the larger of two hydrothermally altered areas in Mineral Park that same year. Bourret recommended that the property be optioned and mapped. Georges Ordonez, Kennecott's chief geologist, after a field examination, agreed with Bourret's conclusions At the end of the summer of 1951, Annan Cook (another Kennecott geologist) accompanied Ordonez to the property prior to starting a mapping program. At Ithaca Peak, the structure, alteration, and reddish-brown coloring in leached cavities-hematite, jarosite, and goethite with minor copper staining - made an interesting target. The Peak, which has since been mined, was a Laramide quartz monzonite porphyry grading into quartz porphyry, penetrating Precambrian rocks. Turquoise had been mined from several workings on the Peak. Surrounding the central area of alteration, but mainly to the northwest, there were many long-abandoned underground workings mined for zinc, lead, gold, silver, and copper. To the west of Ithaca Peak within the main area of alteration, surface evidence of a chum drill hole suggested interest in the disseminated mineralization probably prior to World War II. A topographic and geologic survey of the altered Ithaca Peak area was initiated by Cook in September 1951. He was assisted by Richard Vosburgh, field engineer, and by four geologists: Charles Goddard, III, Donlon LoBionda, Keith Martin, and A.T. Stone. When Cook returned to New York, Vosburgh was left in charge. Mapping continued and diamond drilling took place during the winter of 1951-1952. Drill sites were selected entirely on the basis of surface geology. Five drill holes, including a flat hole, located around the flanks of Ithaca Peak, averaged about 183 m (600 ft) in length. A sixth hole caved at less than 60 m (200 ft). The best values obtained were in the first hole (-45°): 90 m (300 ft) averaged 0.62% copper and 103 m (337 ft) averaged 0.041% molybdenum. In another hole, 43 m (142 ft) averaged 1.09% copper and 0:023% molybdenum. The values of copper and molybdenum in these two holes were generally higher than in the remaining holes, although molybdenum values were always around 0.024% or better. The New York office decided, however, to abandon the project even though the remaining field crew of three had recommended more drilling.

"Recycling valuable metals from waste streams has become increasingly important to the mining and smelting industry in China due to resource depletion and environmental concerns. Predicated on multiple large scale metal recovery operations designed by BQE Water at active mines in the Jiangxi Province of China, this paper presents a case study demonstrating recovery of zinc and copper from the waste stream at a major gold smelter in the Shandong Province of China. One of the issues facing the smelter is the lack of a cost-effective and robust process to recover zinc from the acidic process waste stream. As such, significant amounts of zinc-containing wastewater are neutralized with lime, resulting in not only the loss of zinc metal but also the generation of large volumes of sludge. In the case study, a sulphide precipitation process is chosen to selectively recover zinc and copper from the wastewater, in the form of commercial grade metal concentrates that can be sold as regular concentrates at the going market price. In the current project phase, over 2,500 tonnes of zinc metal and 40 tonnes of copper metal can be recovered on an annual basis. This not only generates revenue to offset waste treatment costs, but also eliminates significant amounts of sludge that would otherwise require storing and further disposal if the metals are not recovered.Introduction / Background With resource depletion becoming a global concern and environmental regulations becoming increasingly strict, companies in the mining and smelting industry are actively seeking technologies to maximize resource recovery and provide concurrent minimization of waste residue production from operational activities. Mining and smelting companies have typically used lime neutralization as the primary method to reduce metal concentrations from mine waters prior to reuse or discharge to the environment. However, this process creates large volumes of metal laden sludge with long-term liabilities in the form of ongoing storage and management (Zinck et al 1997). Recovering metals of value from mine water not only reduces sludge volumes and the costs of associated liabilities, it produces a commercial grade metal concentrate that can be sold to generate revenues to offset treatment costs. ChemSulphide® is a sulphide precipitation process developed by BQE Water that has been successfully applied at mine sites in the Jiangxi Province of China to remove and recover copper from acid mine drainage. The success of these copper recovery water treatment plants demonstrates both the economic and environmental benefits of recovering residual metals from mine water and provides reference for the copper and zinc recovery project at a gold smelter in the Shandong Province that is the subject of this case study."

"With decades of development and exploitation of coal resources, the first batch of coal-based cities in China are faced with the challenge of economic shrinkage and environment deterioration due to the rapid resource exhaustion and single industrial structure. Nowadays, as a policy instrument for sustainable development, a nationwide circular economy mode has been implemented during the design and planning of new coal mines to address the challenges arising from economic depression, energy shortage and environmental pollution. It should be mentioned that several national coal bases and most of constructing and planning coal mines are located in the underdeveloped areas in the Midwest of China which means that the distance between supply source for energy resources and the demand market is significantly increased. Moreover, the eco-environment vulnerability in these rural areas should be taken into serious consideration. Therefore, after comparison and analysis with several successful coals based and diversified circular industry chains, this paper presents a case study on the circular economy park (CEP) in the northwest of Shanxi Province. Through discussion and evaluation of ‘1+3’ mode in the CEP, this paper aims to enhance the understanding of coal mine sustainable development and shed light on the relationship between resources exploitation and local economic development.1. Introduction Earth's fossil energy resources are crucial to both economic prosperity and human well-being. Taking coal mining and consumption as an example, coal has been widely used to generate electricity since the 1880s, and more than 40% of the electricity globally is provided by coal nowadays. However, as one of the largest worldwide anthropogenic sources of carbon dioxide releases (39% of global CO2 emissions), the extensive excavation and utilization of coal have brought a series of side effects to both natural environment and human health (Wikipedia 2017). As the largest coal producer and consumer in the world, China is leading the list over the past decade (as shown in Figure 1) (BP 2016). The excavation and utilization of coal resources have made a crucial impact and irreplaceable contributions to China’s industrial development and economic prosperity (Long and Zhang 2009). However, most of the air pollution in China are also attributed to the simplified and extensive exploitation of coal resources, e.g., 90% of SO2, 67% of NO, 70% of smoke ashes, and 70% of CO2 in 2016. In recent years, most of North China and the developed coastal areas were wreathed by smog due largely to the oversimplified extensive utilization of coal, suggesting that the development patterns of coal utilization need to be reshaped so that both the biosphere and humanity could thrive equally."

INTRODUCTION Since the first introduction of explosives into mining operations, safety considerations have prohibited the use of machinery in association with the explosives. Only within the last 25 years has this situation changed appre¬ciably; the closest thing to "machinery" used by a powderman in the "old days" was his wooden tamping stick. With the blackpowder and dynamite used during the first 150 or so years of mining blasts, substituting a drill steel or a metal "spoon" invited serious disaster. With the advent of ammonium nitrate-fuel oil (ANFO) explosives (1950s) and water-gel explosives (1970s) for underground blasting, machinery started to play a large part in blasting procedures. The lower sensitivity of ANFO and water gels allows these prod¬ucts to be loaded in a variety of safe ways. Not only has this meant cost savings in labor and blasting materials, but it has also resulted in whole new mining concepts where the limitations of dynamite previously made those concepts uneconomical, impossible, or excessively risky. Increasingly (totally for some mines), the traditional tamping stick has given way to a variety of pneumatic machines for loading explosives and blasting agents. The resulting blasting operations have become safer, more efficient, less uncomfortable for personnel, and a major step forward in mining technology. ANFO LOADING EQUIPMENT Three basic types of loaders are used for ANFO explosives, these being the pressure-vessel loaders, Venturi loaders, and combination loaders. Pressure-Vessel ANFO Loaders ANFO consists of prilled ammonium nitrate (porous pellets I to 2 mm in diam) and fuel oil in the appro¬priate 94 to 6% blend. The material is fairly dry, pourable, and easily conveyed by an air stream. One device or system for handling (hole loading) ANFO is the pressure-vessel loader. ANFO is dumped into the vessel or "pot," and the vessel then is pres¬surized. The ANFO is conveyed out of the bottom of the vessel into a semiconductive hose that has been inserted into the blasthole. Fig. 1 illustrates a typical pressure-vessel loader in use. Applications: The use of pressure-vessel loaders is widespread in room-and-pillar mines, including salt, potash, trona, lead, and other rubber-tired mines where the heavy pressure vessels can be mounted on a vehicle for transport from face to face. The vessel often is large enough to hold eight or more 23-kg (50-1b) bags of ANFO, so several faces can be loaded before refilling. THE PENETRATION RATE BASELINE DILEMMA The penetration rate is the instantaneous advance rate of a TBM in a rock tunnel. Normally expressed in feet per hour. The production rate is the penetration rate multiplied by the number of hours worked and then factored by the actual utilization of the TBM. In a given rock formation, the actual production rate is a result of many factors some of which are within the control of the contractor and some of which are based on the route selected. Factors that are within the contractors control are cutter profile, frequency of cutter changes, thrust, rotation speed, cutter spacing and the efficiency of the operation. Factors that are site (route) specific are compressive strength, fracture orientation, fracture frequency, micro- fracturing, quartz content, Moh’s hardness, Cerchar Abrasivity Brazilian Tensile Strength and Youngs Modulus of the rock. In addition the following route speci?c conditions are beyond the contractors control; rockjointing, rock stress fault zones, water in?ow and rock decomposition; all of which effect production rate. Any one of the above defined rock properties, equipment specifications and actual operating usage will change the penetration rate. Furthermore, since the rock formation changes both in content and orientation as the tunnel advances, the penetration rate is constantly varying. The current industry practice in bidding tunnels is for each contractor to individually evaluate the rock hardness and other properties and from this information develop a penetration rate. All other factors being equal, the contractor using the most optimistic penetration rate will be the low bidder and be awarded the project. As this view is by definition optimistic, invariably the rock will be harder than the low bid assessment and the contractor will request additional compensation for the changed condition. The contractor will attempt to justify his optimistic assessment as reasonable by using expert supporting analysis. The above described example which is quite common at present in the industry tends to make the most optimistic contractor (at time of bidding) the contractor selected for the project whereas it is in the owners interest to contract with the most efficient contractor not the most optimistic. This situation is similar to the Geotechnical analysis that was prevalent in the industry over twenty years ago. Many projects have experienced a significant reduction of penetration rate from that which was originally estimated. In these cases the contractor often makes a claim for extra compensation based on the difference between the actual rock encountered

Geotechnical, geological, and hydrogeological fieldwork and data collection for the mining industry is often conducted by younger, less-experienced staff members. In many cases, fieldwork personnel are recent college graduates or are otherwise relatively new to the mining industry. Due to busy schedules, staffing shortages, project budgets, and in some cases, poor management, new fieldwork hires often do not receive thorough training. In the past and the present, many workers in the mining industry learn(ed) by “doing.” While this is still considered to be the most practical approach and the easiest way for a company to determine the skill set of an employee, there is always some risk involved in the “feet to the fire” method. The reality is that field personnel are often collecting data on which major operational decisions will be made or on which regulators will base enforcement decisions. Inadequately trained or inexperienced field personnel may collect inaccurate data or fail to recognize key conditions that may influence decisions made by regulators, design engineers, mine managers, and corporate leaders. Even the best engineers may come to incorrect conclusions if they are starting with poor input data. Decisions based on inaccurate data often result in delays, budget issues, unsafe conditions, or even worse consequences. This paper provides numerous mining industry examples of incidences where inaccurately collected field information did, or could have, resulted in major adverse consequences. The paper also offers some simple approaches to minimizing the potential for such problems.

One of the key operations in any milling circuit is grinding. Over the last two decades, large diameter Semi-Autogenous Grinding (SAG) mills have become the preferred primary grinding mills. The drive systems became more complex as the size of the mills became larger, during which time operating and design experience for SAG mill accumulated. Considerable reliance is now placed in power electronics to provide flexibility in SAG mill operation to meet the demands of lower operating costs. Whereas earlier most SAG mills were designed to operate at fixed speeds, present day SAG mills can operate at a fixed speed or variable speed through the use of an AC synchronous motor or DC motor. However, this flexibility comes with an increase in capital and operating costs. Since the capital and operating costs of a project directly affect the project's rate of return, the selection of a SAG mill and its drive system should depend, in part, on the impact that the extra cost makes on the project. This impact can be measured by performing an economic analysis based on Net Present Cost (NPC) calculations. Although the NPC calculation is an important factor in the grinding mill selection, other factors such as reliability of mill drives and power source are important elements in the decision making process. This paper examines how the NPC calculation, plus reliability and power source, influence SAG mill selection.
