The original patent for the gyratory crusher was granted to Philetus W. Gates in 1881. This first crusher was used by the Buffalo Cement Co. At the time these early gyratory crushers were developed all mining and quarrying, either underground or open pit, was done by hand; tonnages generally were small and product specifications simple and liberal. Likewise plants were small and demands for small product sizes practically nonexistent. In addition to substantial amounts of hand labor, the available material handling equipment was small, simple, and not suited to handling large run of mine ore. Mine can, cable ways, or belt conveyon transporting crushed material to the mill had limited capacity per hour. At the turn of the century the largest Gates crusher, the No. 9, had a receiving opening of 21 x 48 in. with a three-arm spider and a 21 x 80-in. opening with a two-arm spider. The steam shovel began to change the entire picture of open pit quarrying. As a result of the use of steam shovels around 1910 crushers with 48-in. receiving openings were built; thus it can be seen that the basic gyratory crusher was developed prior to World War I. The improvement of the internal combustion engine and the use of pneumatic tires created a new set of operating conditions. Early mines were small, using shrinkage stoping and small mine can. The capacity of material handling was small, limiting the size of the largest piece and the feed rate. Improved material handling resulted in more and more large open pit mines with large shovels and a tremendous increase in the size of off road or mine haul trucks or rail can. Primary gyratory crushers also increased with receiving openings as large as 60 in. and connected hp of 1,000.

If the particles produced and transported in your plant are as chunky as rough crushed coal or as fine as cement, there are probably several conveying and elevating systems suitable for your operation. The problem is deciding which is most suitable in terms of space, energy cost, allowable product degradation, productivity, and angle of movement. Each conveying and elevating method should be fit to the products it can handle successfully, to desirable economics, and to suitability for the overall operating scheme. Matching along these lines will result in selection guides that should be useful for many years, although design evolution is expected for the materials handling equipment involved. There are several common bulk material handling devices for moving solids: belt conveyors, screw conveyors, bucket elevators, chain conveyors, and en-masse conveyors/ elevators. En-masse conveyor/elevator equipment is commonly compared and contrasted with the other devices. These comparisons often involve en-masse versus all others. En-masse has developed into a versatile technique because the machines can move materials horizontally, vertically, or in closed circuit. Such machines unload, elevate, store, reclaim, and distribute materials-all without ancillary equipment except for chutes and gates. Bulk material can be carried, as with a belt conveyor or bucket elevator; pushed, as with a flight or screw conveyor; bumped, as with a vibrating conveyor; blown, as with a pneumatic conveyor; fluidized, as with a dense phase pneumatic conveyor; or by applying internal forces to it to induce "en-masse" flow. Conveying en-masse is analogous to the flow of a fluid in an open channel, and elevating en-masse is analogous to the flow of fluid in a pipe. In the case of a fluid, flow is caused by a differential in pressure. With en-masse movement, flow results from resistance to shear induced by the movement of chain and flights.

Gold and Resource Developments NL (GRD) operates the Macraes Gold Project in East Otago in the South Island of New Zealand, treating a carbonaceous, refractory sulphidic gold ore. The ore is concentrated by flotation, then reground, followed by CIL cyanidation, to minimise loss to the preg-robbing natural carbonaceous material. As the mine has progressed there has been some variation in the preg-robbing nature of the ore, with average overall gold recovery generally in the range 70- 75 %. The Macraes Gold Project has been operating since 1990 and still has an estimated 11 year mine life, which has stimulated the continuing drive to enhance gold recovery. Testwork in 1994 showed there was no improvement in CIL gold recovery after conventional acid pressure oxidation of Macraes Gold Project flotation concentrate. Hence roasting was initially considered as the preferred option to improve gold recovery, being the only established technology to deal with both carbonaceous preg-robbing and sulphide encapsulation. However Newmont Gold Company pressure oxidation technology, as used at Twin Creeks in Nevada, has proved to be applicable to the Macraes Gold Project concentrate. Pilot scale testwork has shown that both roasting and pressure oxidation could achieve similar CIL gold recoveries on the concentrate. However, capital cost, simpler arsenic stabilisation, the ability to operate autothermally at a lower concentrate sulphur grade and simpler environmental consenting factors, has tipped the balance in favour of pressure oxidation. Overall average gold recovery is expected to improve to approximately 84% with adoption of pressure oxidation. GRD has appointed Minproc Limited as EPCM contractor to install pressure oxidation at the Macraes Gold Project, together with upgrading the existing flotation and grind circuits at a cost of NZ$ 30M (US$ 16M). Construction is 60% complete and on schedule for 1 October 1999 start up.

In today's modern gold mining industry in Australia, and the world, more and more companies are recognising the competi­tive advantages gained by implementing an effective training program for operations (processing plant) personnel. Plant operators, or process technicians, are unique amongst all other gold mine employees. They are at work in shifts cov­ering 24 hours a day and their actions can have a profound effect on the operation's economic performance. To a large degree, the minute to minute decisions and actions of an operator can deter­mine whether gold is extracted to bullion in the goldroom or is discharged into the tailings dam. Experience has suggested that most small to medium sized gold operations in Australia, and even some large ones, have not implemented an effective training program. This is not attrib­uted to deliberate negligence or "anti" attitudes against training, moreover mill superintendents and metallurgy managers are technical people not oriented to human resource techniques. Usually the demands of designing, constructing and commis­sioning a gold plant overshadow the need for training in the first instance, In fact some well designed plants treating friendly oxide friable ore have little need for a dynamic well trained oper­ating staff. However, many plants do require a thinking team to optimise production and changing ore conditions towards the end of a mine's life can expose poor competence levels at large expense. Few managers will argue that training is a necessity and results in a win-win situation. The operators win by increased job skills, job satisfaction, clear career development and possibly better pay conditions. Trained personnel usually reciprocate with increased effmt and work ethic. The company wins also by having a thinking team which will maximise gold production and reduce operating costs.

Today's subject of discussion, "OSHA AND ITS PROBLEMS", must be covered in the time allotted with a slight tongue in cheek approach, for if one is to believe that the "problems of OSHA" can be covered in a twenty minute review, he, himself, has one of three problems: 1. He has residual combat fatigue left over from World War II. 2. He is an egomaniac. 3. He is afflicted with both of the above. Clearly, the difference between divinity and humanity lies in their work. All human endeavor is plagued by errors and omissions, and unless one would be so facetious as to equate bureaucracy with godliness, our government-sponsored ventures seem to receive more than their share of missive missles with which to combat the ills of our society. Coming from an industry known for its undertaking of gargantuan projects, I feel capable of looking at things from the big picture perspective. No one would deny that the massive influx of government, both in the monetary and supportive personnel roles, has accomplished much. But only we, as tunnel constructors, have moved countless mountains of muck, placed endless yards of concrete and engaged the public on numerous fronts and in spite of all, at times have even made a profit! Profit! What a dirty word in our society today. It makes one shrink back from the filthy overtones dripping with the cloying scent of decay. Never shall we judge the success of our government programs with such a slimy yardstick as profit. No, for that which has been conceived in the bowers of Camelot, the measure must be more elevating and inspiring. Something to bring a proud bearing to our efforts! Mineral process engineering is a small but important part of the nation's raw material industry. Minerals are usually processed in large plants of high capacity, at low cost, using few engineers and operators, and at an ever-increasing level of plant sophistication. The magnitude of the mining industry is huge, with about 4 Gt (4.5 billion st) of ore, coal and industrial minerals mined annually in the United States. Industries such as construction, manufacturing and power generation rely heavily on a strong US resource base to maintain a competitive edge. Though rooted in classical chemistry, geology, physics and mathematics, a mineral process engineer must be trained in the science and engineering required to process raw materials. A modern mineral processing program still stresses the traditional aspects of the profession. But it also emphasizes particle technology, applied surface chemistry, chemical processing of ores, solid-fluid separations, process and equipment modeling and optimization, materials handling, personnel management, maintenance and environmental and health aspects. In such areas as particle technology and some aspects of applied surface chemistry, mineral processing academic programs have taken a leadership position in supplying specialists to a variety of other industries. The objectives of a mineral processing program are: • to furnish personnel to support the basic raw materials industries (undergraduate programs); • to provide a research and development base for industry (graduate programs); and • to provide expertise in particle technology, applied surface chemistry and environmental programs for other industries (undergraduate and graduate programs). In the United States, mineral process engineering programs have historically been associated with mining and metallurgy departments. The recent movement of metallurgy programs away from primary processing towards materials science has created the need for a new accommodation.

On December 8th of last year, the new St. Clair River tunnel was holed-through to Port Huron, Michigan. The tunnel, commissioned by the Canadian National Railway, was needed to replace an existing tunnel that had been built between 1889 and 1890, and had remained in continuous operation until the new tunnel was opened to traffic in April of this year. The original tunnel, after more than 100 years of service, was still structurally sound, but was too small to accommodate the double stacked container cars and other advances in the railroad's equipment that had developed over the years. Prior to the construction of the first tunnel, all freight was barged across the river. It was a slow, expensive process, which in winter was sometimes impossible. The nineteenth century tunnel was built in twenty months, utilizing two shields that mined to the middle from each end. The lining, which is still in excellent condition, consisted of bolted, cast iron segments, with an O.D. of 6.4 meters. It was the first sub-aqueous tunnel built in North American, and it's use of compressed air under the river and hydraulic power on the shields may also have been firsts. The digging was done by hand, and the muck hauled out by mule drawn wagons. Boulders and methane gas were reported to be a constant problem during the drive, and compressed air sickness was common, but when the two shields came together in August of 1890, it was reported that the alignment was within 6 mm. The new St. Clair River Tunnel was constructed for basically the same reason as the original. The larger equipment which the railroad is using today would not fit through the old tunnel, and once more they were forced to ferry the cars across the river.

Sadiola Hill mine is located in the sub-Saharan part of Mali. In its first two years of operations, Sadiola Hill mine had already exceeded expectations with respect to profitability, plant capacity, metallurgical recovery, cash costs and social integration into the area. The advanced control system installed by the authors has been a major contributor in the substantial throughput of the mill over the design tonnage with no loss of recovery. The run-of-mine ore at Sadiola consists of soft clays with a varying percentage of grit, producing a high viscosity slurry. The percentage of grit fed to the plant varies on an hourly basis. This combination was expected to have a large impact on the milling circuit and determined that the early installation of an expert mill control system would be advantageous. Svedala Cisa OCS©, was selected as the most suitable support software. The operational rules and control philosophy are housed in the OCS© graphic-oriented fuzzy expert system while a model­based Soft Sensor has the remarkable ability to detect the variations in grit in the feed. Designed during the second half of 1996, commissioning of the system began in March 1997, the OCS was fully on-line by September. With the implementation of the optimising control strategy a throughput of 5.0 million tons relative to the target of 4.4 million tons was achieved for the 1998-operating year. The Sadiola project confirms that advanced process control techniques are among the most cost-and time-effective methods of improving metallurgical plant performance. The recipe that worked at Sadiola is a mix of metallurgical expertise, proper software selection, adequate design of control philosophy, and excellent plant support and follow­up. The early decision, design and installation of the mill control system has resulted in an enhanced Return on Investment.

Investment activity in the Pacific Rim of Fire has seen a phenomenal surge from epithermal gold exploration. Individual countries are attractive because of lower up-front minerals lease costs (United States, Canada), better geological prospects (Chile, Indonesia), or cheaper equities (Australia). Since the October 1987 stock market crash, large companies are shedding minority joint venture interests to focus on core businesses. Some vertical integration is evident in Japanese coal investments in the Pacific Rim. This article does not cover the aluminum industry oligopoly, which is multinational in character. Nor does it cover the many Canada to US minerals investments. It will be interesting to see if the new US-Canadian free trade treaty will reverse that investment flow. Cross-border investments The following examples should dispel any doubts about the significance of cross-border investment in the Pacific Rim. INTRODUCTION A team effort by the Owner, Engineer, and Contractor can help avoid serious problems on a construction project. It can save cost and time for both Owner and Contractor, as illustrated in the following case history of the West Zone and Siouf Keblia Collector System in Alexandria, Egypt (Contract 02-AID-83/84). Under the bilateral agreement made in 1980 between the United States of America and the Arab Republic of Egypt, the United States, through the Agency of International Development (USAID), gives approximately $1 billion per year as a grant to Egypt for various development projects. The Alexandria Wastewater Management System was selected in 1981 as one such project. The Egyptian Government Agency responsible for this work is the Alexandria General Organization for Sanitary Drainage (AGOSD). A joint venture of two U.S. consulting engineering firms, CH2M HILL, Inc., and Metcalf & Eddy, Inc., called Wastewater Consultants Group, along with two local subconsultants, Engineering Consulting Group and Warith Engineering Co., were selected by AGOSD to study the sewer system and develop a plan to serve the immediate and long-range sewage disposal needs of Alexandria. Wastewater Consultants Group is currently involved in Phase I of the Master Plan. This initial step in providing Alexandria with an operating sewerage system for the current and near-term population (year 2000) consists of the design and construction management of 140 kilometers of collector and force main pipelines (including 9 miles of pipe jacking and tunneling in very soft clay), five new pumping stations, extensive rehabilitation of two treatment plants (built in the 1960s but never operated successfully), and installation of a sludge handling system. Phase I is scheduled to be completed by the end of 1991 at a total cost of around $250 million (US) plus 250 million

The Mining Foundation of the Southwest will hold its 15th annual American Mining Hall of Fame Awards banquet on Saturday, Dec. 6,1997 in Tucson, AZ, preceeding the Arizona Conference of SME. The Mining Foundation's Hall of Fame, located in Tucson, recognizes outstanding contributions to the mining industry by individuals and industry partners. A permanent display of honoree vitae is located at the Arizona Historical Society at 949 E. Second St. in Tucson. Each year, one living award recipient and up to two honorees from mining history are chosen by the Hall of Fame committee and the board of governors of the Mining Foundation. In 1989, the Mining Foundation also initiated a Medal of Merit to recognize outstanding individual technical and professional contributions to the mineral industry. And in 1995, an award was instituted to recognize contributions made by companies and organizations in partnership with the mining industry. This year's inductee is James R. Moffett, chairman and chief executive officer of Freeport-McMoRan Copper and Gold Inc. He will be present as guest of honor and featured speaker. The Hall of Fame will induct John V. Dorr, metallurgist and chemical engineer. Also inducted will be Frederick L. Ransome, a geologist. Medals of Merit will be awarded to Hugo T. Dummett, senior vice president, Exploration BHP Minerals, and Spencer R. Titley, professor in the Department of Geosciences at the University of Arizona. An Industry Partnership Award will be presented to the Colorado School of Mines for its continued support to the mining industry through education and research. Two years ago, AlliedSignal embarked on a journey to improve QUALITY. However, the focus of this endeavor was on the CUSTOMER and not the traditional product focus. It wasn't that a focus to improve product quality wasn't fruitful in the past. We've practiced it in the chemical industry for many years with significant results. But our industry today is in a survival mode and yesterday's way of doing business is simply not good enough. In the mining industry, we have to make lug strides in how we do business or face losing our customer base. As you are well aware, other parts of the world are importing our technology at a rapid rate. We must work smarter to stay ahead of our customers ever more demanding need for higher quality at lower prices. With this as a driver, throughout the Corporation we reviewed in depth how we support our customers to keep them competitive and sought to eliminate work which did not help them reach this goal. Our first year of emphasis was on tools: how to hold meetings, gather data, and how to make decisions. This sounds very basic, I know, but you can't begin to imagine how productive meetings can become when you start with an agenda and prework delivered days in advance, and agree at the start of the meeting what should get accomplished. In the second year, we applied these tools to our work processes. We mapped how we do our work, scrutinized each step for value to the customer, and then set to work on how we could do things better. The areas we concentrated on were customer linked commercialization of new products, manufacturing and materials management. Our discussion today will focus on the commercialization of new products.

The increased emphasis on environmental protection, together with the exorbitant costs, or in many urban areas the complete unavailability of surface space, has resulted in a burgeoning demand for greater use of underground space. More and more, those considering new or expanded facilities are looking toward the possibility of utilizing underground space for communications installations, for transportation of people, industrial products, water, sewage and energy, and for industrial installations. Happily, this growing demand for use of underground space is accompanied by fast forward strides looking toward more efficient underground excavation techniques. The tunnel boring machine is already here and where ground conditions are suitable for its use it can greatly reduce the cost of underground excavations, savings of one-third or more often being realized. Research is underway involving excavation by use of laser beams, jetting, vibrations, improvement of tunnel boring machines to make possible the excavation of harder rock, and other advanced techniques. The Engineering Foundation estimated in 1973 that tunneling costs can be reduced as much as 30 percent by rapid excavation methods which are expected to be developed through ongoing research programs in the next few years. Your American Society of Civil Engineers reported in 1973 that $60 billion per year, or 15 percent of the gross national product, could be saved if facilities required to support life were located in the subsurface. Studies looking toward improved contracting practices are going on under the sponsorship of the National Academy of Sciences, and Mr. Al Mathews who is heading this program will address you during this session on the status of this project. I myself am a member of Mr. Mathews' study group and, considering the human element involved, it is too early to make predictions as to what can be accomplished in the way of savings in costs of

This paper will explore the technology behind and applications of smart motor control centers (MCCs) being used today in mineral processing facilities. The two technologies to be discussed are solid-state motor controllers that can be installed in MCCs and the complementary digital communication networks that can transmit operational parameters of the solid-state devices to the supervisory system. The toughness and reliability of solid-state technologies have led to a dramatic increase in their usage throughout the mining industry. Products such as solid-state motor protectors, controllers, and variable frequency drives have demonstrated greater flexibility and performance in a variety of applications than their electromechanical and mechanical counterparts. The three key trends apparent in the solid-state devices are: 1. A shift to smaller, smarter, more integrated devices, which allows a single solid-state device to serve the purpose of multiple electromechanical devices but in a much smaller form factor. 2. Distribution of control logic in motor control devices rather than conveyed through a hard wired connection to a central automation system. 3. Embedded network communication that allows supervisory systems to have an expanded view into critical loads and sensors. In applications, the use of smart actuators and sensors with integral local intelligence and communication allow a supervisory controller to send high level commands and let the smart device coordinate its own work The ability of smart field devices to return noncontrolled, nonpoled information opens a whole array of new capabilities for preventive maintenance and diagnostics and forms the basis for an effective motor management program. The smart motor control devices this paper will explore are the smart motor protectors (SMP), smart motor controllers (SMC), and variable frequency drives (VFD).

Introduction Evidence from blast furnace operations has indicated that using pellets with a higher ISO low temperature reducibility, a lower SiO2 content, and better resistance to low temperature degradation results in considerable coke savings and improved furnace operation. Although these benefits could not be directly related to reducibility differences alone, we believed there was sufficient evidence of the advantages in improved pellet reducibility to warrant laboratory investigation of ways and means to effect such improvements. It is well known that pellet reducibility can be significantly altered by changes in the basicity and the amount of non-iron oxide constituents. Past work (Friel and Erickson, 1980, 1982; Saeki et al., 1977; Thanning, 1974) has shown that with increased MgO contents, and at optimum CaO/S1O2 ratios, significant improvement in low temperature reducibility can be attained. The improved properties of such fluxed pellets have reportedly led to increased blast furnace efficiency and productivity (Saeki et al., 1977; Ilmoni, 1975). Less well known, however, is exactly what factors control reducibility in acid pellets. Because of this gap in knowledge, studies were undertaken of the factors affecting reducibility in acid pellets and to estimate their relative significances in modifying reduction behavior. This paper describes that part of our work done to determine the effect of bentonite on reduction behavior. Our approach was to first examine the effect of bentonite's presence on as pure an iron oxide as possible (i.e., a magnetite "superconcentrate" containing about 0.2% SiO2) so as to eliminate any gangue-binder interaction. The next step was to look at bentonite effects on concentrates with only limited amounts of gangue (containing about 1% SiO2), but of two different types, simple and complex silicates. Last, we

The use of solid state track deters allows totally passive, integrating measurements of 222Rn (radon) or of 220Rn (thoron) plus radon. A track-detecting solid is placed in a holder that is closed by a selective membrane and exposed to the atmosphere of interest to produce an accurately time-averaged record over times of interest that range typically from a week to a year. By selection of the proper membranes, dosimetry can be done for radon or for the sum of radon and thoron. A different membrane is appropriate for measuring radon under humid conditions such as are found in the ground. Large numbers of measurements have been made with these systems both in the ground, where radon levels are high, and in indoor environments, where levels are orders of magnitude less. Calibrations have been carried out at both high and low concentrations of radon. New results in the air at the site of the Shirley Basin mine and mill give reproducible results with month-long integrating periods. The off-site background levels are in the range 0.7 to 1.0 pCi/l (26-37 Bq/m3). The average yearlong on-site level is 1.5 pCi/l (56 Bq/m3); at the mill it is 2.6 pCi/l (96 Bq/m3); and the level measured at the backhoe in the open pit mine is 3.9 pCi/l (144 Bq/m3). The region of significantly elevated radon levels is confined to a radius of 1.6 km of the mine and mill. All of the on-site radon concentrations are less than but comparable to the typical values found in the living areas of modern energy-efficient homes.

Today there are numerous electronic rotating vane and thermal (hot-wire) anemometers, as well as vortex meters available to measure air velocity. Of these, a laboratory and field evaluation has found that certain instruments are better suited to routine airflow measurements in mine roadways and ventilation ducts. This paper concludes a study sponsored by the Atomic Energy Control Board of Canada, that was introduced at the 5th U.S. Symposium. The study investigated the suitability of currently available electronic anemometers as replacements for the traditional mechanical analog devices while maintaining standard methods such as the continuous traverse. Six electronic instruments were subjected to extensive tests under controlled conditions both in a wind-tunnel and in the field at an underground mine. The evaluation concluded that ergonomics and design were major considerations in unit preference as most of the instruments had very similar performance characteristics. Specific findings were: a) In the wind-tunnel the vane anemometers, especially the "micro" vanes, were more susceptible to misalignment or yaw effects but these were not noticeable in the field; b) Both the vortex and hot-wire anemometers were suitable for continuous traverses of mine roadways; c) Traversing ventilation ducts was more practical than a Pitot-tube multi-point assessments or discharge measurements; d) Yaw is a major concern in duct measurements; e) The continuous traversing method for roadways overestimates the average air velocity; f) Hot-wire anemometers can require significant air density corrections; and g) Hot-wire anemometers are better suited than rotating vanes to mine roadways of less than 1 m/s average air velocity. Based on research detailed in this paper, the ventilation engineer should be able to match the mine's requirements with the presented instrument performance characteristics, thereby optimizing the purchase of a new anemometer and the efficiency with which air velocities are measured.

The sedimentary western phosphate deposits of Idaho, Montana, Utah, and Wyoming tend to be calcareous and generally carry a significant amount of dolomite along with collophanite. In some cases, such as the Smokey Canyon Mine, Afton, Wyoming, the ore will also contain mudstone, and in this case the aluminosilicate minerals (clay, feldspar, etc.) together with some dolomite are floated from the collophanite in column flotation cells with an amine in order to meet product specifications (31 % P205) (Service et al.). In other cases, such as the SF Phosphates Limited Mine, Vernal, Utah, the ore is treated by traditional fatty acid flotation of the collophanite with mechanical flotation cells (Weber, 1986). Preliminary tests have now been conducted to evaluate air-sparged hydrocyclone (ASH) technology for the flotation of western phosphate ore. For this preliminary study, samples were taken from the hydrosizer overflow stream (18-21 % P205) at the SF Phosphates Limited Plant in Vernal, Utah for scavenger flotation testing with the 2-inch ASH system in laboratories at the University of Utah. Selected design and operating variables are being studied, and the initial results show that satisfactory separations can be achieved by high-capacity ASH flotation at appropriate operating conditions. For example, with single-stage ASH flotation 80% recovery can be obtained with a scavenger concentrate grade of about 26% P2O5. These results are comparable to, or better than, those obtained at SF plant operations with conventional flotation cells and suggest that ASH flotation technology can be used to good advantage in the phosphate industry. Of course, research should be continued to consider other process streams, optimize the separation efficiency, and evaluate larger diameter ASH units.

Cessation of open pit mining in 1996 at the McLaughlin hot-spring type gold deposit has resulted in the development of two pit lakes that will be managed as permanent lakes with a total storage capacity of 10,000 acre-feet. The south pit lake developed from alkaline ground water infiltration and had an initial pH of 7.2. It contained high concentrations of boron and chloride, indicating that it consisted of a mix of meteoric and evolved connate waters. Numerous carbon dioxide gas vents were present initially in the shallow south pit lake, but as the pit lake increased in depth, gas venting ceased and carbon dioxide is retained in the lower layer of the chemically stratified lake. Continued increase of dissolved carbon dioxide in the lower layer increases the potential for a limnic eruption. A chemocliie occurs at a depth of 47 m. The upper layer of the lake has lower pH, temperature, and conductivity than the lower layer. Effluent from ore and waste rock piles directed into the south pit lake has contributed to high levels of antimony, arsenic, cobalt, copper, mercury, nickel, and zinc. Iron oxyhydroxide is abundant in mine effluent that enters the pit lake and adsorption onto this phase has lowered the arsenic and antimony concentrations. The north pit lake formed primarily from winter surface runoff. The acidic water, pH 4.56, initially had high concentrations of cobalt, mercury, and nickel derived from weathering products of pyritized serpentinite and shales. Buffering by wall rocks has established a slightly alkaline pH of 7.62. The concentrations of trace metals in the north pit lake have substantially decreased due to continued dilution of the lake by surface runoff and remediation of parts of the pit walls that have been covered by backfill.

INTRODUCTION Public opinion, over the effect of industrial development on the environment, has required government to institute guidelines for the protection of the environment both during the development of and after the decommissioning of mines. In no other area of mining has this requirement been more consistently applied in recent times than in the development of uranium mines. Uranium mines have been a focal point because of the very real uncertainties associated with the detrimental effects of radionuclides and the possible hazards of radiation. In order to determine if there is an environmental effect caused by a development or the storage of the mine waste as tailings, it is necessary to know what the quality of the environment was prior to the production of the tailings. This is the reason for baseline data programs. It is neither technically nor economically feasible to completely define the environment in any given region. Therefore, judgement decisions must be made prior to the development as to what aspects of the environment are more likely to be affected by the presence of the tailings, and to what degree. These decisions have evolved over a period of time based on information generated from existing facilities, scientific research, and the development of strong public opinions. This process is not static, but evolves with the growth of information and the technological developments which permit greater control of industrial pollution and waste management. A well-designed baseline program will reflect changes in science, technology and public attitude, even in advance of government regulations to enforce policy changes. RATIONALE FOR PREOPERATIONAL BASELINE STUDIES There are three distinct phases to be considered in the construction of an environmental assessment for a uranium mine tailings containment facility. I. Pre-operational 2. Operational 3. Post-operational (decommissioning and long term).
