The benefits of computer simulation in the design of a refracto­ry gold autoclave facility is discussed. Three computer simula­tion programs used for autoclave design are briefly described in this paper. 1) METS IM® - A Process Simulation Software Package Developed by Proware: Mass and energy balances are conducted around the auto­clave and its ancillary processes. Results from the process simulation define process equipment requirements and are used for establishing operating costs. The p_rocess model integrates various unit operations including grinding, acidu­lation, pressure oxidation, counter-current-decantation, neutralization, cyanide leaching, and carbon-in-pulp or car­bon-in-leach. 2) ALGOR® - Finite Element Analysis (FEA): A computer software program is used in the design and analysis of brick lined pressure vessels, such as autoclave, heater, and flash vessels. This software creates a steady state thermal model, and accurately predicts temperature distribution throughout the entire vessel, including nozzles, which represent regions of high thermal intensity. 3) Compress©: A software package developed by Codeware used for the sizing of pressure vessel components, includ­ing shells, heads and nozzles, according to ASME Boiler and Pressure Vessel Code, Section VIII, Division 1.

The Process Mineralogy review arrived too late to appear in the May issue. The Process Mineralogy Committee scheduled programs with both SME and The Metallurgical Society. At the 1991 SME Annual Meeting in Denver, CO the committee sponsored five sessions containing 31 papers. Four process mineralogy sessions were sponsored at the 1992 annual TMS meeting in San Diego, CA. Process mineralogy is used to understand and evaluate mineral behaviors during mineral beneficiation, phase reactions during metallurgy, recoveries and reactions of precious metals during processing and mineral and phase behaviors with respect to environmental problems. The most recent refinement in mineralogical studies with respect to mineral beneficiation has been the wider use of image analysis and combined materials balancing techniques of image analysis data. Image analyzers that can perform analysis with respect to mineral beneficiation are expensive. They are used only for solving major processing problems. Nevertheless, the methodology of analysis continues to be refined. Much better data are collected, and methods of evaluating the data continue to improve. One interesting development involves modifying the ultrasound unit used in medical studies to perform a three-dimensional analysis of ore particles.

Western Mining Corporation Limited owns and operates the St Ives Gold Plant located near Kambalda, approximately 90 kilometres south of Kalgoorlie in Western Australia. Production commenced in March 1988 at a design capacity of approxi­mately two million tonnes per year. The plant was quickly expanded as a result of new ore discoveries in the district and has been processing ore since 1993 at the rate of three million tonnes per year. The plant has recovered over 50 tonnes of gold since the operation began, The plant was able to maintain acceptable recoveries throughout the plant expansion phases. Further gains in recovery were possible since there was still free gold in the tailings after approximately 24 hours of leaching. Testwork carried out on prospective orebodies showed that some contained considerable quantities of free visible gold, while others were seen to be semi­refractory using a conventional grind - leach circuit. Alternative treatment techniques were considered because a substantial amount of revenue was lost with the treatment of these ore bodies using conventional milling techniquies. The basis for all the investigations was to maximise the gold recovery from each orebody while minimising the effective cost per ounce of gold produced,

The Colorado Joint Review Process (JRP), a bold step to expedite energy and mineral projects, is off and running. Blazing the trail is Amax Inc., which serve as guinea pig in JRP's development and is now test-flying the process at its Mt. Emmons molybdenum property in Gunnison County, CO. Although JRP is still in its infancy, the new permitting review process has drawn enthusiastic applause from across the resource spectrum: William K. Reilly, president of the Conservation Foundation, said JRP is "one of the most interesting projects I've seen" and called on environmentalists to monitor its progress "because it appears worthwhile." Stan Dempsey, vice president of Amax Inc., noted that of all the locales in which Amax operates, Colorado is "the only place where the complicated mine permitting scheme appears to work"-an achievement he attributes to JRP. Lynda Lee Brothers, the federal Energy Department's assistant deputy secretary of environment, reported that an extensive DOE search has not turned up "another single mechanism in all of government and private industry as good as JRP as a model for the proposed federal Energy Mobilization Board."

The Massachusetts Bay Transportation Authority (MBTA) has undertaken an under-ground transit project to extend public transportation service from downtown Boston to the South Boston Piers area. This new system, known as the Transit way, will connect existing subway lines to this area which is comprised of approximately 300 acres, in light of the potential for 21 million square feet of development by 2010. This system includes construction of a concrete immersed tube tunnel crossing of Fort Point Channel. The crossing will be accomplished in the highly congested setting of down-town Boston and will be located just to the north of the famous Boston Tea Party ship exhibit and amid major Central Artery Construction activity. The most recent concrete tube constructed in the United States was in 1962. The Fort Point Channel Crossing will employ current design and construction methods commonly utilized in the Netherlands, Australia, Hong Kong and elsewhere. This paper will present the design philosophy, planning, and evaluation of alternative crossing methods which led to the selection of the concrete immersed tube tunnel and construction techniques envisioned for this particular application.

The impact that societal issues can have on mineral resource projects has proven to be a critical component of feasibility studies around the world during the past ten years. The recently signed Impact Benefits Agreement (?IBA?) for the Victor Project in Northern Ontario between De Beers Canada Inc. (?De Beers?) and the Attawapiskat First Nation provides an opportunity to capture the interactive process followed, the controlling parameters and the implications for the future. The uncertainty about the time required to complete an IBA makes it one of the key intangibles in risk assessment of a feasibility study. This paper considers items related to the significance of engaging communities at the early stages of exploration in a project and the catalytic effect that alignment of interests and interaction in a pre-IBA period can have. Furthermore, the de facto link between permitting and the successful conclusion of the IBA and the role of external advisors in the project are discussed. The paradox of empowering and supporting communities through the negotiation process, and the implications of the IBA to maintaining good relations throughout the life cycle of a project are also explored.

INTRODUCTION Soft ground tunnels may be above the ground water table or they may be subaqueous. The ground may be clays, silts, sands, gravels, glacial deposits, boulder tills, and any of these in any combination. Because of the relatively low strength and deformability of soils, difficulties often arise in soft ground tunnelling. These soil characteristics and resultant tunnelling difficulties, have had a direct influence on the development of "Lovat" Tunnel Boring Machines. We have been required to recognize and adapt to unusual ground conditions and to follow through with design, fabrication, and field maintenance to ensure dependable, trouble-free operation. The basic "Lovat" machine is a fully shielded, wheel-type with the cuttinghead driven by a monorace type bearing with gear drive incorporated in the bearing. Mechanical innovations have been added to the basic machine which complement the resources of manpower, equipment, and materials available to the contractor for a specific operation. FULL FACE SUPPORT The installation of hydraulically operated closure doors or flood control doors, at the cuttinghead, is one of the early "Lovat" technical innovations. Introduction The Mineral Resources Institute, The University of Alabama, has for the past three years been engaged in a program to develop a beneficiation system for eastern (Devonian) oil shales. One objective of that program was to evaluate advanced technologies for effecting a kerogen-mineral matter separation. Column flotation was among the advanced technologies selected for evaluation. Early in the program it was shown that column flotation was superior to conventional (mechanical) flotation and to the other advanced technologies being evaluated. The investigation then proceeded toward the further objective of defining the optimum operating conditions for column flotation. One observation made in the course of optimization testing was that introducing the feed into the froth (above the pulp-froth interface) resulted in an improved combination of concentrate grade and kerogen recovery. This observation was reported in a previous paper (Schultz and Bates, 1989). Because the practice of maintaining the pulp froth interface below the feed point is contrary to "conventional" practice, it was decided to subject the observation to a systematic series of tests. This paper describes a recent series of tests and the results that were obtained.

In late 1993, Inco Ltd. completed a $600-million environmental improvement project at its Sudbury, Ontario operations -the largest single environmental project ever undertaken by a Canadian corporation. Efficient new facilities and innovative technologies installed during the course of the project have also significantly improved Inco's productivity and competitiveness. In early May 1994, a panel of 18 Inco authors contributed to a Technical Forum, "Environmental Programs at Sudbury," presented at the 96th Annual General Meeting of the Canadian Institute of Mining, Metallurgy and Petroleum (CIM) in Toronto. Their papers have been published in CIM's Toronto `94 Proceedings Volume, pp. 62-77. The following report draws primarily on discussions of Inco's milling and smelting operations published in the Proceedings Volume. The Proceedings Volume also includes papers on the acid and oxygen plants and on engineering, construction and commissioning of the project. I have no objection to using mathematics in the value appraisal of properties. The factor that is not emphasized in the paper is that very few important properties have a lifetime that reflects the initial ore reserves of the property divided by the rate of production adopted. In the majority of cases, major properties mine out several times the initial reserves. How much more will be mined out is not known, and only exceptionally gifted geologists can predict that additional reserves will be found. There is the further factor of metals price, which, over the long term, is not predictable. Another factor vitiating making calculations on initially established ore reserves is the speculative nature of exploration success. In my judgment, the life of a property, in addition to an established ore reserve, should include ample time for exploration to find additional reserves. The likelihood of additional reserves is based on the geological promise of the general area where the mine is established. This is especially important because of various risk factors associated with small orebodies, the economic life of which is about five to seven years.

The full utilization of tunnel boring machines for excavation in medium hard and hard rock has been limited by insufficient knowledge of rock behavior under the action of mechanical cutters. An understanding of factors affecting the rock removal process will permit: (1) the more efficient design of tunneling machines, (2) the prediction of boring performance from geologic data and cores taken from the proposed tunnel alignment, and (3) an improved excavation rate, thus a lower tunneling cost.. The Colorado School of Mines, under the sponsorship of the National Science Foundation, is studying the effects of a number of parameters in regard to tunnel boring using both full and small scale laboratory tests, analyzing field boring performance and comparing the laboratory and field data. Results indicate: (1) the field boring performance can be reproduced in the laboratory, (2) the optimum spacing of cutters or optimum spacing to penetration ratios may be found in laboratory testing, (3) it is promising to use small core samples and laboratory testing to predict field machine performance and (4) effect of joints on boring rate is significant and should be included in predicting tunnel boreability.

Contract 75-124-211 extends along the Chicago River from Roosevelt Road on the south to Ogden Avenue on the north. In addition a branch tunnel runs east from approximately mid-project ending near Lake Michigan. The contract was bid on December 14, 1977 with three joint-ventures submitting bids. Of these the joint venture of J.F. Shea Co., Inc. Walnut, California, (Sponsor), Peter Kiewit Sons' Co., Omaha, Nebraska and Shea Company and Associates, Walnut, California was low with a bid of $101,976,680.00. The MSD awarded the job to the Joint-Venture on January 5, 1978 with a scheduled completion date of January 23, 1983. The project consists of the following major items of work: (1.) A 25'-0" minimum diameter Construction Shaft, 220 feet deep (2.) 13,726 Linear Feet of 30'-0" Concrete lined Tunnel in rock (3.) 6,648 Linear Feet of 13'-0" Concrete lined Tunnel in rock (4.) Seventeen concrete lined Drop Shafts varying in finished diameter from 4'-0" to 12'-0", and each approximately 250 feet deep with chambers and connections to the tunnels varying from 100 to 1300 feet in length.

INTRODUCTION The Southern California Rapid Transit District has commenced Preliminary Engineering for an 18 mile Metro Rail Project. This initial line will consist of approximate 36 miles of single track tunnel and 16 subsurface stations. The estimated cost of $1.2 Billion in 1978 dollars, places it in the category of a major public works project. During the planning phase of this project, particular attention was paid to the National Academy of Science Reports, "Better Contracting for Underground Construction" (1974), "Better Management of Major Underground Construction Projects" (1978), and "Management of Urban Construction Programs" (1980). The improved transportation service that this project will furnish the Los Angeles Metropolitan Area will result in significant benefits that will add immensely to the economic well being of the community-which is one of Webster's definitions of improved productivity. RAPID TRANSIT PROJECT BACKGROUND Rapid Transit studies have been going c in the. Las Angeles area since 1925. In 1969 and 1974, sales tax ballot issues were not adopted by the electorate of the county mainly because the pre-ponderous of County voters are outside the City of Los Angeles.

Airflow velocity vectors by a forcing auxiliary fan at a heading face were measured in an actual size model gallery and an actual mine. The location of an outlet of ventilation duct gives significant effects on the airflow at the heading in the gallery. It was also found that there were several stagnated regions which may have danger of methane accumulation. The flow were also examined using the visualization technique by laser light in a reduced scale model. The flow in reduced scale model showed similar behavior to those observed in actual size galleries. The air velocity at the outlet has no significant effect on the airflow. It was found that a region to be ventilated by the direct flow of the exhaust fan is limited to a relatively short distance but a secondary flow region is generated near the heading face. CFD ( Computational Fluid Dynamics ) method was also developed to examine the airflow. The calculated results coincides with those measured by actual and reduced scale models. It is concluded that the CFD is useful tool for the analysis of ventilation at the headings.

INTRODUCTION Previous papers and discussions at this conference have already covered the subjects of identification and nature of risks, allocation of risks and contractual arrangements. In this portion of the conference, in the light of topics already covered, we will consider how to minimize risks and how to mitigate losses. Webster defines mitigate as "to make less severe or painful", an apt definition for our purpose! RISK MANAGEMENT POLICY The first thing that must be said about risks, especially in construction, is that they exist and that they don't necessarily fall alike on the just and the unjust. Some risks, i.e., some kinds of risks, must be recognized as inevitable in engineering and construction and therefore must philosophically and realistically be accepted as part of situations to be dealt with. Dealing with means minimizing, covering, and sharing of risks and doesn't mean merely passing off the risks to someone else. While some risks can be avoided, for example, whether the structure will fall down or the excavation will cave in, risks management primarily deals with: A. minimizing risks---whomever risk it may be B. equitable sharing of those risks among the participants.

In preplanning the reclamation of a pit or quarry the geology of the site is the name of the game! The planner must know the parameters of the deposit, the quantity and kind of earth materials to be removed, and the amount and nature of the materials to be left behind or wasted as the result of processing the marketable product. With many states and most local jurisdictions requiring reclamation plans prior to the issuance of mining permits, the need for accurate and complete data concerning the geology of the site becomes increasingly important. The producer need only know that marketable materials are available in sufficient quantity to make the mining operation economically feasible-the planner, in order that the land may be reshaped for a useful purpose, must have reasonably precise information as to the dimensions and configurations of the pit or quarry following extraction and the amount and type of materials available on the site (or in some cases offsite as well). Therefore the geology of the site is of major significance in determining the land forms and use capabilities of the property upon completion of the mining process.

INTRODUCTION Tunnel construction has always been an extremely high risk form of contracting primarily due to the inaccessability of information concerning the ground conditions to be encountered during excavation. We certainly make every effort to overcome this problem through borings, geological research, site visits, etc.; but at best owners, engineers and contractors alike are only able to interpolate a relatively small amount of factual data from isolated sections of the project into a forecast of ground conditions for the entire project. In essence this becomes an "educated guessing game" with risk to reward ratios (and subsequently the bid price) in direct relationship to the contractor's confidence in the quality of the guess. In many instances it is economically or physically infeasible to obtain information and of course the total picture is never known until the project is complete. This problem effects the contract format as well as price. The contractor's ability to handle unforseen problems on the project become extremely important as to the project's overall success. The following pages contain an actual case history of a project which affords an excellent example of the entire spectrum of situations resulting from tunnel construction in difficult ground conditions.

INTRODUCTION The art of raise boring has seen rapid development and use in underground mines both for primary development and production during the past 10 years. The intensive full scale tests by a major mining company in the Precambrian rocks of the Sudbury district of Ontario, Canada, have lead the way to the general acceptance of the raise drills. The rock successfully raise bored in the Sudbury area has compressive strengths varying from 30,000 to 50,000 p.s.i. As a result of the intensive study, it became evident to many mining companies that raise boring could be adapted to many mining systems. Many companies have modified their planned mining methods to incorporate raise boring. The result has been a more rapid development of their mine and naturally, an economic advantage to them. In conjunction with the acceptance of the raise drills, the range of equipment has broadened in terms of size, capability and efficiency. The so called 'SISCOM' is a General Purpose, microprocessor-based Monitoring and Control System, developed by AITEMIN to meet the requirements of Spanish Mining Industry in - the field of automation and data -transmission. Typical applications -are automatic control of pumps, compressors, fans and conveyors, as well as environmental monitoring and production monitoring. In relation with the last, the - System has been succesfully installed in a full section roadheader and in a mechanised steep coal face. In both cases, the main objective is to get information about running times, down times and causes, -and monitoring of other important parameters such as ventilation, methane content, power consumption..etc. Measurements concerning the face behaviour from a geomechanical point of view are also monitored. These are different pressures and stresses. All data is transmitted to the - surface and on-line analysed by a -desk-top microcomputer. The paper shows the system structure and the requirements that have - been considered on its design. Attention is given to the mechanical data acquisition problem, involving special development of some transducers. The information provided by the surface microcomputer is shown and its utility discussed.

Building aggregates, basic materials for the construction industry, must be produced according to socio-economic and environmental sustainability principles, i.e. the three fundamental components of Sustainable Development. On this subject, an introductory discussion about the interpretation of these concepts in the field of mineral production and construction industry is first presented. As for the socio-economic aspect, aggregates are then illustrated as being essential resources for the development of the society, underlying that it is possible to understand their fundamental socio-economic role only through the analysis of the whole product life cycle, from production to end use and beyond. The same has to be done on the environmental side to assess the environmental impacts of aggregates: one should look for, not in the quarry phase only, but also in all the downstream activities of the construction process, including the use phase and beyond. Based on this approach, in the second part of the paper, the results of some investigations focused on eco-profiles of building aggregates, gathered through the application of LCA methodology are presented and discussed. In such a context, strengths and weaknesses of LCA indicators will be discussed, as well.
