P.J. Ehret By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper's conclusion, that such a system, as outlined in Saperstein's paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively ad¬vocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein's, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein's paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot. Reply by L.W. Saperstein P.J. Ehret writes in a reasoned and rational way and makes some good points. The arguments in favor of central control of the designation process reflect all of the benefits associated with central environmental control: consistency of enforcement, efficiency of operation, ease of communication among enforcing agency, etc. Nonetheless, the decision to mine or not to mine is a landuse decision which, in substance, is similar to the decision to build a shopping mall, a new highway, or a housing subdivision. Although, state and federal governments' interests in the protection of public welfare are real and are expressed properly in mining laws and mining enforcement agencies (OSM, Illinois Department of Mines and Minerals, etc). I continue to maintain that the permitting and designation processes should originate with local government, which is in keeping with the American tradition of delegation of the land-use decision to local or regional government.

Introduction This chapter contains brief discussions of various environmental protection requirements that relate to underground mining operations. Environmental disturbances at an underground mining operation can result from subsidence; water discharges; waste dumps; construction and operation of access roads and utility lines; construction and operation of surface facilities such as maintenance shops, bathhouses, and storage yards; and emanation of dust and noise from surface crushers. Construction and operation of a concentrator or washing plant may result in the emission of air pollutants, the discharge of water pollutants, the creation of noise, and disturbance of the surface. Tailings ponds can be the source of fugitive dust.1 This chapter is not intended to provide a detailed discussion and analysis of laws and regulations dealing with environmental protection. Rather, its purpose is to provide the engineer with a basic awareness of the existence and nature of such laws and regulations, as well as the procedural requirements that must be followed in complying with them. The body of law relating to environmental protection has grow" very rapidly and should continue to do to for some time. Because many of the laws have been enacted recently, numerous court decisions are being rendered to resolve disputes over their interpretation. Hence, the reader is cautioned to be alert for subsequent modifications of statutes and regulations, and new case law. Rules and regulations pertaining to environmental protection are implemented at all governmental levels. The most widely known laws are those enacted by the federal government that have nationwide applicability. However, separate requirements exist in each state, county, and municipality. Because of their general applicability, federal laws are discussed most extensively in this chapter. Ownership of the property is the most significant factor considered in ascertaining what rules govern the conduct of an operation thereon. If the land is held under lease, reference to the lease terms must be made in the first instance to determine what obligations must be met in order to prevent default and possible loss of the property. If the land is held under a lease from the federal government, the operator is subject not only to compliance with the lease terms, but also to a large body of laws and administrative regulations that pertain generally to the conduct of mining operations on land held under federal leases. Although operations on unpatented mining claims, the legal title to which remains in the federal government, are not subject to the same rules and regulations that are applicable to operations conducted pursuant to federal leases or permits, they soon will be governed by a special set of regulations that provide for protection of surface resource.2 Operations conducted on lands leased from a state usually are subject to numerous environmental protection requirements specified in the lease terms, in addition to rules and regulations promulgated by the state agency having jurisdiction over mining on state lands. Operations conducted on privately held lands are subject to fewer such requirements. Leases from private parties sometimes have environmental protection and reclamation requirements written into them, but generally to a far lesser extent than governmental leases. Operations conducted on properties owned by the operator are subject only to those laws and regulations that have general applicability without regard to land ownership. COAL SURFACE MINING CONTROL AND RECLAMATION ACT OF 1977 Introduction On Aug. 3, 1977, the Federal Surface Mining Control and Reclamation Act of 1977 was signed into law.3 It governs coal-mine operations on private lands, as well as on public lands. The Act is pervasive in its scope and is extremely long and complex. The basic purpose of the Act is to control and minimize the environmental effects of surface coal mining. Surface coal-mining operations are defined as activities conducted on the surface of lands in connection with a surface coal mine and surface impacts incident to an underground coal mine.4 The Act is administered by the Secretary of the Interior through a new agency named the Office of Surface Mining Reclamation and Enforcement.5 The Act contains detailed environmental protection standards and reclamation requirements, and it establishes a permit system for all surface coal-mining operations. Mining in certain areas and under ceri-in conditions is restricted or prohibited, and a mechanism for enforcement by the states is provided. Stiff penalties are provided in the event of noncompliance. Implementation Schedule Nonfederal Lands: As required by Section 501 of the Act, interim regulations setting mining and reclamation performance standards based on and incorporating standards set out in Section 502(c) were adopted effective Dec. 13, 1977.6 They will. be incorporated as amendments to Chapter VII of Title 30, Code of Federal Regulations. Permanent regulatory procedures for surface coal-mining and reclamation operations performance standards, which were directed to be promulgated by Aug. 3, 1978, were published in proposed form on Sept. 10, 1978. 7 They govern surface coal-mining operations in any state until a permanent state or federal program is adopted. As of Feb. 3, 1978, all new operations, and as of May 3, 1978, all existing surface coal-mining operations, on lands on which such operations are regulated by a

Since our time is very limited, I would like to relate to you as best as I can a few important areas that I think may be helpful. 1.) The Real Difference between Dense Phase and Dilute Phase Pneumatic Conveying: Within the many variations of so called Dense Phase conveying, it is often difficult to determine to what degree a system is Dense Phase or if, in fact, it is a Dense Phase system at all. A system that appears and is generally known to be Dense Phase can under certain operating conditions perform as a Dilute Phase system. If, for instance, a high pressure system, which is generally a Dense Phase system, operates at 60 PSIG, say 4 atmospheres, utilizes enough air volume, the conveying velocity will easily exceed the normal design velocity of a typical Dilute Phase system. Now, on the other hand, a low pressure system which we will term a Dilute Phase system, operating at 15 PSIG; say 1 atmosphere, can convey a given product at well below the saltation velocity, like a Dense Phase system.

In 1910, Colonel Boyce Thompson, who owned Inspiration (now Cyprus Miami) and various other mining interests, formed the Magma Copper Company and leased the Silver Queen claims around Superior, Arizona. At the same time, he purchased other claims around the Silver Queen claims from what was then called the Magma Mine. The mine continued to operate until 1982 when Newmont Mining Company, who owned Magma Copper Company, shut down the operations due to high costs and low copper prices. When Magma was spun off by Newmont as an independent company in 1987, new studies of Superior were started. It was clear from these studies that the mine had been shutdown and over 1400 employees laid off for two basic reasons: first, as a resu1t of a mine plan that was technically flawed and second, be-cause of very high production costs mainly due to the low productivity from a very high cost work force. During 1989 a plan was formulated to re-open Superior with the determination to over-come the problems that resulted in closure. A new mine plan was developed and a management style developed that promotes team work and high productivity.

Using an approach based on the theory of similitude, the author develops a general equation and related concepts that provide new insights to an old problem. The load-bearing capacity (strength) of a square, rectangular, or cylindrical prism of a brittle material such as rock, coal, or concrete is expressed as the mathematical product of a size effect, a shape effect, and a function of the mechanical properties (deformability, cleat/joint spacing, and friction) of the pillar, roof and floor materials. Through an application of multivariate statistical analysis, the results of assorted tests and observations of failed pillars can be combined into a fundamental scaling equation, which provides a unified, consistent approach to the estimation of mine pillar strength. The form of the equation is sufficiently general to be able to incorporate refinements in the characterization of the basis factors, as they become available through future experimentation and analysis.

Copper has held up extremely well as we have moved through the trough of the economic cycle. In the aluminum, lead and zinc industries at least half of the Western World production was unable to cover its operating costs at the prices prevailing throughout most of 1991. In copper, less than 10 percent of production ran in the red last year. Most of that was in Peru where the government has not allowed its currency to devalue at the same pace as inflation. Thus, mining company revenues in local currency terms have risen very modestly while costs have escalated tremendously. Excluding such governmentally imposed distortions, virtually every mine in the Western World ran at a profit last year. While copper producers have to be extremely happy about staying in the black through the trough of the consumption cycle, consumers have to be worried. They must be asking themselves, "If copper held at over $1.00 in a year when consumption declined, how high will prices go when demand picks up?" Consumers are accustomed to paying high prices at the peak of the cycle, but they are also accustomed to paying low prices at the trough of the cycle. What went wrong this time?

"INTRODUCTION Iron ore beneficiation needs advances in areas such as process control, automation, burner and furnace designs, silica-free binders, and even alternative iron making routes. While some – like new binders – are only step-changes, all are tools that can help make the ironmaking industry more sustainable. This paper focuses on binders. Binders are added to iron ore fines before they are agglomerated. Binders are used to control the balling process and increase the mechanical quality (e.g. strength) of green-balls and pellets. Agglomeration usually follows thickening and filtration. Good-grade ores, which don't require upgrading, are wet ground to decrease particle size and increase specific surface area. Low-grade ores are often extensively upgraded through wet operations (flotation, dispersion and selective flocculation, magnetic separation, etc.). For both types of ores, thickening and filtration conclude the circuits so that moisture contents are lowered and the ores can be agglomerated. It's been known for a long time that thickening and filtration behaviors are influenced by zeta potential (Sandvik, 1979). Highly-negative zeta potential is good for dispersion while low zeta potential is good for filtration. So, the zeta potentials of iron ore particles are lowered with additions of acid or carbon dioxide, for example, to increase filtration rates and throughputs (Eisele et al., 2005). What happens to particles as their zeta potentials are lowered? Particles aggregate together, effectively forming larger particles. How stable then, are those aggregates during mixing and balling? Are they easily broken up during mixing (if mixers are even used)? Are they broken up during balling? Or, do the aggregates resist breakage so that the availability of ultra-fines, which are so beneficial for agglomeration (Stone, 1968), is decreased? For plants where high doses of bentonite are used as binder, the above questions may be of no concern. The bentonite adds the necessary amount of fines; however, even at those plants, the calcium and magnesium contents in the water affect bentonite's effectiveness (more magnesium and calcium means less effective bentonite). (Engesser, 2003) For plants where new silica-free organic binders are being developed and used, the above questions may need to be considered. The binder is only amongst the iron ore particles for a short period of time – until it burns away or thermally decomposes in the induration furnace – so the liberation, availability and distribution of fine particulates is very critical for the quality of balls and pellets. It was hypothesized that high zeta potential conditions would lead to good pellets, while low zeta potential conditions would lead to relatively bad pellets."

Following a Major underground coal mine incident there followed a review of the role of mines rescue ? the Queensland Mines Rescue Brigade. It wasn?t until 2002 that the real change started to happen. The issue of geographical distance was addressed by mines rescue sub stations being located on the mines sites with parent rescue stations in a central location. The funding was by means of a levy on the mining industry with legislative standards and performance included. The previous Rescue Brigades were not well organised (central districts) and the application of recognised quality management practices within local management was lacking. The structure was based on other nations models and miners managing miners was an issue for the organisation. The reform was some what painful and the QMRS organisation will still evolve with continuous improvement. Queensland has the National Champion mines rescue team for the eighth year. QMRS is participating at the level in the industry of influencing emergency systems and training senior mine management in ?Emergency Mine Management? coaching the industry in emergency response systems. We have come a long way. We have had some success and there is always the challenge of setting the standards, those we should aspire to and the courage to influence the industry to higher goals of a safer future.

INTRODUCTION The finding or acquisition of ore bodies containing 200,000 opt gold and greater is becoming more difficult. There are more investors and small heap leach operators who have or can raise the capital to make the investments in the large ore bodies. Echo Bay Mines' approach has been to regionally develop small ore bodies, two or three in the same geographic location, which when considered together contain over 200,000 opt gold. CONCEPT The "world class" ore body syndrome, which many large gold producing companies maintain, can restrict company growth if the finding or acquisition of these large ore bodies is not forthcoming. Another approach has been taken by Echo Bay Mines. The concept is to regionally develop two or three small ore bodies suitable for processing with portable equipment. The systematic scheduling of mining, processing with a single flexible processing plant using the same management/ operator team can reduce your overall investment. The initial selection of mining and crushing equipment suitable for sun11 open pit operations is essential. A very viable option in the mining sequence is to use contract mining/crushing/screening/agglomerating and stacking. This option also lowers your initial capital investment and increases the flexibility in mining as you move from one mining operation to another. LOCATION AND SEQUENCING One single small ore body of itself is not attractive enough for the large producer. The recovery of the initial capital investment, although very rapid, does not make a viable project. The only alternative is to find two or more small ore bodies close enough geographically to each other so that the same management/operator team can be used to run the operations as each is put into operation. Echo Bay Mines has regionally located several ore bodies ranging in recoverable ounces up to 100,000 oz. These small separate ore bodies, located within a 30-mile radius of each other, for planning purposes have been considered as one single ore body. The first small ore body has the initial burden to recover the capital invested in the office, laboratory, power plant and processing plant. Other capital investments such as water supply, access and haul road, fencing, septic system, pads and ponds are reoccurring at each mine site. The first small ore body must recover the initial capital investment in the movable structures as well as the reoccurring capital investment in the fixed structures very rapidly. A total capital recovery time of 6 to 9 months should be used as an economic decision point for both choosing which small ore body should be processed first, and what the plant design capability should be. The sequencing of the small mines is very critical. All the fixed structures mentioned above must be installed at the second mine site before the first mine has been mined out. The ideal sequencing will allow for only one month between shutdown of the first small mine and production from the second. SPECIFIC OPERATION Echo Bay Mines has completed the construction of the Illipah Mine located in White Pine County, Nevada, with this small mine sequence approach. The Illipah Mine is a 40,000 ounce recoverable gold ore body. This ore body met all the necessary requirements. The United States Department of the Interior's Office of Surface Mining (OSM) is responsible for regulating active coal mining and reclaiming abandoned coal mines in the United States. In working with the State government agencies that implement these programs, OSM is building a new approach that moves away from traditional "command and control" regulation and towards an approach that focuses on providing long-term environmental and economic sustainability on lands disturbed by coal mining. This initiative called "Reclaim the Future!" looks to enhance opportunities for economic development, wildlife preservation and enhancement, reforestation, and other beneficial and productive uses of lands disturbed by coal mining. The initiative is also focused on ensuring that the landowners and the local public have significant involvement in determining how best to reclaim mine sites and what post-mining land uses are most appropriate for each individual abandoned mine reclamation project or active mine reclamation. Through the use of the best scientific input in an open, participatory process, OSM hopes to further sustainable development principles for coal mining within the framework of existing United States law.

DOUG HALBE: I've decided that we're going to change tactics here and we're going to be nice to people from now on. [Co-chair makes gesture of intense disbelief; laughter] I've also decided who's not going to be a co-chair next year. [laughter] We thought we'd get a couple of experts for our next presentation: some people with a lot of experience. We've asked them to tell us some of the things that all of you operators out there might be able to apply immediately to your plant. Our next two speakers have a tremendous amount of experience, and I think you'll find what they're going to say is highly pertinent to most plants. I looked through their paper and found some things that I could have used in the plants I operated in the past. Our first speaker is Terry McNulty. A lot of you know Terry. He was with Anaconda for a number of years as director of research. He then was president of Hazen Research. I'm going to continue with our new custom of saying nice things. Terry is the guy that I call when I don't know something, and he's always got the answer. SPEAKER: Who do you work for, Doug? [laughter] DOUG HALBE: Remember that we're being nice to people here, Joe. I know that's a stretch. [laughter] TERRY McNULTY: Thank you, Doug. I'm a little bit mystified by this sudden switch of tactics just before I get to the podium. Doug's been a good friend for a lot of years so I guess I do have to be nice. I won't say anything deprecatory about him, but I would have to comment that the observations made by earlier speakers have been far too generous. Every time a tycoon in the producing industry pontificates on the economic history of copper, or prophesies its future, he is likely to praise the virtues of "stabilization". Consumers of copper constantly bemoan fluctuations in the supply and price of the metal. Governments in some producing countries, to a greater or lesser degree dependent upon exports of copper for foreign exchange and upon taxation of copper profits for substantial parts of their budgets, are perhaps more eager than any other group for "stabilization".

"More than 6,300 people converged on the Colorado Convention Center for the 2017 SME Annual Conference and Expo and 119th National Western Mining Conference in Denver, CO on Feb. 19-22. Many of them crammed in to hear Douglas Silver deliver the keynote address to the conference.Silver is a portfolio manager for Orion Mine Finance, a private-equity fund focused on providing funding to advanced-stage base and precious metal projects and is one of the most respected voices in the field of mineral economics. Prior to joining Orion, he served as chief executive officer and chairman of International Royalty Corp., a global mineral royalty company, which he founded in 2003 and sold in 2011.Those who were hoping that Silver would deliver at least a bit of optimism during his 90-minute presentation got what they came for from the talk titled, “When are commodity prices going to rebound?”It marked the second time Silver has presented the keynote address to SME, the first was in 2008 and was delivered during the height of mining’s super cycle (ME, June 2008). In his 2017 address, Silver looked back on the previous 10 years and the massive contraction of the global economy that resulted from the great recession that began near the end of 2008.It has been a challenging time for the mining industry. About US$1.4 trillion was lost in the global mining stocks from 2011 to Jan. 6, 2016. Major mining companies exceeded $60 billion in write downs between 2012 and 2013 and investors lost confidence in the sector, putting the global mining industry into a bear market that has taken mining equities to historic lows.However, that was then and this is now.Using numerous examples, including rising commodity prices, a steady decline in the U.S. unemployment rate, increases in discretionary income and the Dow Jones Industrial Average, which topped the 20,000 mark for the first time ever in February, Silver theorized the current down cycle is near its end and the demand for metals and other commodities will see a sharp increase by 2025. He also noted that investors are beginning to rotate back into mining equities."

Over the past quarter of a century, the success of the hydrocyclone as a classifier in closed circuit grinding installations has permitted the introduction of the cyclone into virtually all fields of wet industrial processing. Research and experience gained in these applications have established the optimum cyclone sizes and designs necessary to provide the required performance. Although cyclones are used in widely diverse liquid-solid applications, their use for ultrafine separation clearly demonstrates the importance of a familiarity with previous case studies. Krebs Engineers is firmly dedicated to serving the process industry and has acquired the unsurpassed knowledge and experience to handle all types of separations and classification problems. Cyclones have been used for a number of applications to make what might be considered fine separations. A typical example is in an iron ore grinding circuit where a 381 mm diameter cyclone will classify an overflow product to 85% -44 micron. There is no question that this is a fine separation, but still finer separations are possible, and these are known as ultrafine separations.

Normally I would like to begin a talk on photogrammetry by defining the word. However modern technology has changed the science so radically that it bears little resemblance to its original definition. Photogrammetry as defined is a science of taking accurate measurements from photography. Today's photogrammetrist, in addition to working with photography, finds himself working with magnetometers, infrared scanners, radiometers, holo¬graphy, lasers, side-looking radar, digital interfaces, computers and countless other modern space age concepts. The modern photogrammetrist is a pilot, photographer, lab technician, mathematician, geologist, programmer, engineer, physicist, and cartographer. His modern instrumentation and many spheres of activity all have a role in the environmental sciences. For example, the magne¬tometer which measures the earth's magnetic fields is used to locate the earth's ore deposits. The infrared scanner captures the heat emitted from the earth to detect ground waters and thermal pollutions. To elaborate on each of his many endeavors would take volumes rather than this short paper. I have elected therefore to discuss what I feel is his most important role in the environmental sciences - that of cartographer.

Can the mining industry in the United States accept the change and challenge of the "Now Generation" of entirely new high-performance automated transportation systems? Good Question! While there has been some revolutionary new thinking and product testing in mining, none has taken place in transportation of ore and waste. With one notable exception - DASHAVEYOR - not a single really new and 'unconventional' system has even been tried on a small scale in the hardrock mines in our country. Admittedly, U.S. equipment manufacturers share the responsibility for the slow progress in mine transportation systems in our country, since they have provided very litte leadership in design innovation or education. First, let me give you my definition of what is meant by the term "Advanced Transportation Systems". Then I will describe and compare such systems, emphasizing the strong and weak features of each as they apply to vertical and horizontal haulage. I will conclude by establishing the principal requirements for implementation of these types of systems in the mining industry in the United States.

Some people in the mining-engineering field mistakenly believe that mine-water management primarily revolves around the treatment of mine waters that fail to meet applicable water-quality standards. While water-quality control is undoubtedly important, it represents only a fraction of what constitutes comprehensive site-wide, minewater management. A more holistic perspective recognizes that it also involves mine dewatering to maintain safe and workable conditions, securing sufficient water supply for operations, strategically handling surface water within and surrounding the openpit to prevent issues like flooding, developing robust post-closure plans to mitigate long-term environmental effects, and proactively minimizing any adverse impacts on local communities and ecosystems. This article provides a brief overview of topics that fall within the concepts of mine-water management. The focus is on openpit mines, as they are generally larger than underground mines. The management of mine water is highly dependent on local and regional climate such as tropical, desert or temperate climate. Each climatic setting has its own unique challenges, but there are also commonalities.

Heap leaching should not be chosen for development of a property solely on the basis of paper studies. Management should be made to understand where the risks are in heap leaching, and management should be alerted to the variability of costs in heap leaching, many of which are based upon company philosophy. These concepts are complex, but easily illustrated with guided tours of existing heap leach facilities.

One of the most critical skills developed by underground coal miners is the ability to interpret natural warning signals in terms of impending roof failure. A miner receives a variety of signals which can be called warning and which can be classed broadly by sense: aural, visual, and tactile. This paper concentrates on those signals which are airborne and audible. These signals are creaks, cracks, pops, groans, snaps, booms, tears, rips, and other assorted pulses which emanate from the roof strata, coal pillars, and artificial support in response to the stresses induced by the mine opening. These pulses are sometimes referred to as "talk". Although it is clear that miners rely on roof talk to assess the roof's stability, it is not clear of what roof talk is composed. It has been described in a variety of figurative ways, but has not been scientifically characterized. As will be shown shortly, the purpose of this research is very specific. The ramifications, however, are very broad, and are, indeed, still being followed.
