Although safety and skills training has long been recognized as an essential element for reducing injuries and improving productivity, the research literature lacks definitive reports documenting the specific value of such training. The training literature presents a variety of testimonials as to the "benefits of training," but lacks data that specifically tie that training to the performance of the worker.

P.L. 95-87 contains explicit demands for land-use planning in its reclamation and designation sections. Both sections require recognition of local land-use plans; however, the sections are not well integrated. Accommodations to these planning requirements may be found in suggestions based on British mineral planning practice. Better links can be created among local land-use planners, the state's permitting authority and designation office, and mine designers. Mining companies should take more interest in local land-use plans and in resource inventories; states should consider devolving to local government responsibility for accepting mine permit applications and designation of unsuitability petitions.

During the late 1940's and early 1950?s, the Westinghouse Combustion Turbine Division built and demonstrated a residual oil-burning locomotive on six eastern railroads. Plans were made to convert to burning pulverized coal, and a single combustor was operated at a full-pressure condition in the laboratory for about two years. During the mid-1960's to mid-1970's, there was considerable interest in coal-burning MHD and a combustor was developed which would also be applicable to combustion turbines. In the early 19801s, the BCR National Laboratory (BCRNL) became affiliated with the University of Pittsburgh, and a program was begun, supported by the Stare of Pennsylvania, to develop an all-purpose combustor for use with industrial and utility boilers and eventually with combustion turbines. In this paper, we review the work of almost 40 years, indicate our present position, and propose steps to be taken leading to efficient and environmentally acceptable power generation from coal, and specifically to coal-burning locomotives.

The stockpiling and reclaiming of bulk materials can be a challenging task for engineers seeking the optimum solution for plant needs, reliability, and at lowest unit cost. The objective of this paper will be to expose advantages, disadvantages and limitations of many storage and reclaiming systems to the responsible engineer and management. The paper will emphasize the practical aspect of stockpiling and reclaiming methods. Many valuable and interesting papers are available dealing with the theoretical viewpoint and application of a particular manufacturer's machine. Several of these are mentioned in the bibliography. As many practical parameters as possible will be given. After twenty years in the field of designing and selling bulk materials handling systems, the needs of the user and the plant are recognized and reasonably understood. This paper cannot give solutions to all problems In this vast field but will stress practical applications and examples of various installations. The evolution of advancements in materials handling is based upon not only technological innovations, but learning from many experiences of others and utilizing them as stepping stones to improved installations.

The cases of no auxiliary ventilation and ventilation with tubing were mathematically modeled, using a turbulent dispersion model. The scooptram that is used to load is modeled as a variable-speed, variable-strength source of pollutants moving in and out of the dead-ended drift. Model predictions are compared to experimental measurements. A parametric analysis was performed to determine the effect of exhaust pipe location and time spent out of the drift, as well as to determine if a relationship existed between CO2 and NO levels. It was concluded from this analysis that when modeling a load-haul-dump cycle, it is necessary to use a model that has the capability of predicting changes in source strength as well as source location. It was also determined that four relevant factors include effective heading height, apparent longitudinal diffusion coefficient, transverse concentration gradient at the face, and average dispersion width of the exhaust jet. As these factors change with heading geometry and ventilation configuration, they were determined experimentally, Carbon dioxide was used as a tracer to calibrate the model; since, knowing the fuel flow rate, it is possible to calculate CO2 production. The above four factors in the computer model were calculated using a regression analysis, comparing predicted local concentrations to measured local concentrations. The model was then verified after this calibration process using additional experimental results. With the calibrated model, it is possible to predict pollutant concentrations at any location in the heading using an engine map and the previously calculated flow field. A parametric analysis shows that the exhaust pipe location can have a significant impact on operator exposure to exhaust gases. It was also shown that NO concentration varies directly with C02 levels. Predictions using the dynamic model are contrasted with constant source strength (pollutant flow rate) results. An analysis of these predictions for computing time-weighted average NO shows the dynamic model predictions of operator exposure to this pollutant to be less than one-half of the value predicted using a constant source model.

Within the last few years, there have been numerous techno-logical advancements within material handling due, in part, to the introduction of conveying systems and mobile material handling systems to the industry. Although the traditional material handling methods are still commonly used, the introduction of conveyors to the industry has provided companies with some very efficient and economical options. These "new" systems change with the industry to accommodate rigorous demands, ease of operation, and low operating cost requirements. The number of mobile material handling systems utilized in mining operations is increasing, especially in heap leaching applications. Ten years ago, mobile material handling systems like Mobile Stacking Conveyors (MSC) were considered a novelty. There were two (2) MSC's in actual operation and only one of those in a heap leaching application. Today there are numerous proven systems operating at mine sites around the world-La Coipa, Zaldivar, Florida Canyon, Cananea, El Abra, Chuquicamata, and Radomiro Tomic. The popularity of mobile systems is due to the benefits realized by individual projects. As technology advances, so do the concepts behind mobile material handling systems. Implementing self leveling mechanisms, Programmable Logic Controllers, and Global Positioning Systems to control the equipment are just a few of the recent advances that will be discussed in this paper. We will also discuss current proven systems, and touch on what we see as some of the future advances.

Strategic planning, including the process of developing competitive strategy, is an integral part of all organizational management; from one person operations to multi-national Fortune 100 firms. The structure of that process varies from decisions and direction based upon one person's intuition to the integration of multiple strategic planning groups from each of a firm's many business units. Everyone has heard interesting strategic planning stories such as the railroad industry's long term failure to realize that they were in the transportation business and not the railroad business, the decision to "give away the razors and sell them the blades", Caterpillar's "SOQ NaP" campaign (Sell On Quality, Not On Price), or the tanker industry's eventual realization that by better managing turn-around the firm could control their largest single cost: depreciation. It is important to remember that very few strategic planning decisions are going to become Harvard Business Review case studies. That fact does not, however, diminish the need for understanding the firm's business, and actively planning how it is going to remain in business in the future!

The implementation of the Surface Mining Control and Reclamation Act of 1977 (SMCRA) has evolved into one of the most complex environmental protection programs to come out of the late 1970's. The level of detail in the statute and the regulations have resulted in a rigid and complex set of requirements for the administration, permit-ting, inspection and enforcement of the program. In addition, the constant change of the federal program caused by regulatory changes, reorganization of the Office of Sur-face Mining Reclamation and Enforcement (OSMRE), ongoing litigation involving OSMRE, and the use of the budget to establish additional mandates on OSMRE and the State Regulatory Authorities have resulted in an unstable program. The instability of the program makes it extremely difficult for the States to implement their programs and to achieve the goals of SMCRA.

New and improved benefication techniques are available to allow the production of clay minerals of exceptionally high purity. This is particularly true for kaolins and smectites. Wet processing techniques including particle size separation, high intensity magnetic separation, chemical leaching, flotation, and selective flocculation are described and results and applications are discussed. The blending of clay minerals with other minerals provide opportunites to make special ceramic materials such as cordierite and other minerals which have very special ceramic properties including low heat expansion, high fired strength, low absorption, and other desired qualities.

When blasts are designed, the assumption is made that all blastholes release near ideal energy. In many types of mining operations, some blastholes release very little useful energy. These blastholes will be called malfunctioning blastholes. Recent studies indicate that on many types of blasting applications, 30 percent of blastholes are malfunctioning. This malfunctioning routinely occurs on the operation and is not an unusual occurrence. This paper will discuss the cause of malfunctioning blastholes and methods to minimize the detrimental effect on both safety and costs.

Examples include: raw water supply, leach solutions, chemicals, dewatering, and mine drainage, and process water for metal recovery. Mining operations such as grinding, classifying, separating and concentrating minerals all have pumps at the heart of the operations Special purpose pumps such as dewatering, process water and slurry pumps are at the heart of many of these processes. Unfortunately the pumps themselves are often overlooked in terms of energy savings potential as they are often embedded into these sophisticated processes which are the ultimate operational focus.

This fall, the Society for Mining, Metallurgy & Exploration (SME) will begin a new chapter by welcoming its new executive director and chief executive officer (CEO). Melissa Russell, a successful nonprofit executive with more than 30 years of experience in global association management, officially stepped into the role on Sept. 29, 2025. She succeeds longtime CEO Dave Kanagy, CAE, who is retiring in March 2026 after more than two decades of transformative leadership. “I am honored to begin this new chapter with SME and inspired by the vital role this community plays in shaping our world,” said Russell. “I look forward to listening, learning and working alongside this remarkable group of professionals to advance innovation, champion sustainability and create a brilliant future together.” Russell brings a deep portfolio of leadership experience in technical and industrial associations to SME. "INTRODUCTION As one of the most pressing and important political debates of this century, climate change has captured global attention and is forcing governments to take action towards decreasing GHG and carbon emission levels below what was previously thought to be necessary. With the ever-increasing price of diesel fuel accompanied by the popular topic of carbon taxes and greenhouse gas emissions, the mining industry is looking to industry specialists for assistance. The benefits of a no-idle policy reach far beyond carbon reduction and fuel savings, ranging from decreased maintenance to increased engine life. With products like battery powered A/C systems and diesel-fired heaters, going no-idle is easier today than ever before. With both systems being manufactured to withstand the harsh environments of the mining industry, the end user will see a seamless change from conventional, inefficient belt-driven systems to future, stand-alone mobile equipment HVAC. THE HISTORY OF GHGS AND CLIMATE CHANGE In 1896 Svante Arrhenius first claimed that the combustion of fossil fuels may eventually result in enhanced global warming, but not until 1955 did Gilbert Plass draw global attention to global warming by summarizing that adding carbon dioxide to the atmosphere would intercept infrared radiation and thus warm the earth. Then in the early 1960’s Charles Keeling developed modern technology to produce concentration curves for atmospheric CO2 (Figure 1). In 1988 the Intergovernmental Panel on Climate Change (IPCC) was founded by the United Nations after acknowledgement of a rising global annual temperature. The IPCC consists of over 2500 scientific and technical experts from more than 60 countries, and because climate change could not be solved by a single country, the Kyoto Protocol was negotiated in 1998 requiring all participating countries to reduce their GHG emissions by at least 5% from the 1990 levels. The Protocol was signed by 186 countries in 2001 (since then several countries have retreated from the agreement, including the United States)."

In order to safely store radioactive waste long-term, HAW repositories in saliferous formations have to be backfilled. The main purpose of those backfill operations is the restoration of the geological barrier function of the containment area. For best possible results the used material should be of a comparable composition or characteristic for the host rock formation. Additionally, the material should show a high density after completion of the backfilling process as well as a low permeability. A major aspect to consider in these processes is the minimization of the gap of the backfill body to the roof of the drift. To fulfil those requirements, a micro-structure stabilized crushed salt backfill material has been developed as part of the GESAV-I-project. Due to the material composition of this so-called GESAV-material, salt mineralcrystallization processes start after emplacing it, a process that leads to the polyhalite formation. With the crystallization of polyhalit, the halite grains are bridged, which in return stabilizes the matrix of the backfill. The GESAV-II-project continued successfully what GESAV-I started and determined an ideal backfill method in order to build the backfill bodies composed of GESAV-material. Due to the compaction of the material during emplacement by vibration, high in-situ densities, low permeabilities and a backfill factor close to 1 was able to be reached. In the following SAVER project this journey of practical test underground will be continued.

In this paper, a number of novel hypotheses that provide a fresh perspective on the characterization of strata movements associated with longwall mining are developed by analyzing subsidence measurements with an influence- function-based computer program. With this influence-function technique, easily obtained surface displacements can be used to determine some of the complicated, expensive, and difficult to measure movements of the immediate roof strata in a longwall panel. The primary hypothesis developed by this analysis proposes the existence of an area of partial roof caving near the edge of a panel called the "edge effect." A second hypothesis, interrelated with the first, promotes the importance of the effect of gate-entry closure on the observed strata movements. Both the primary edge effect hypothesis and the secondary hypothesis concerning gate-entry closure are justified and quantified in an extensive analysis of surface subsidence that uses supporting information from related theories, design criteria and insitu measurements. Next, the edge effect and the gate closure hypotheses are extended further and used to provide an explanation of the complex subsidence interaction of adjacent longwall panels in what is termed a "redisturbed" effect. Finally, in the conclusions of this paper, the importance of accurately understanding these longwall strata movements for proper subsidence prediction or gate design is stressed.

INTRODUCTION Zortman Mining Inc. is a wholly owned subsidiary of Pegasus Gold Corporation of Spokane, Washington. Pegasus has been producing gold and silver from the Zortman and Landusky mines since 1979. The Zortman and Landusky mines are two distinct open pit mines located approximately 6 kilometers apart in the Little Rockies Mining District of north central Montana. The two mines use large-tonnage, low- grade heap leaching techniques to efficiently process the gold and silver ore. PROJECT DESCRIPTION The Little Rockies rise abruptly 914 metres from the surrounding plains to about 1829 metres above sea level. The topography is quite steep, making efficient leach pad construction a major challenge. The climate is semi-arid with moderate summers and occasionally severe winters. Freezing temperatures usually arrive in late October or early November, influencing the effectiveness of leaching operations. GEOLOGY AND MINERALOGY The geology of the Little Rocky Mountains consists of steeply dipping sedimentary ridges forming an elliptical dome surrounding a core of intruding syenite porphyry. Within the syenite porphyry are well fractured and mineralized shear zones where the existing reserves and open pits are located. The ore is presently divided into oxidized, mixed, and sulfide. Only the oxides and mixed zones that are of ore grade are placed on the leach pads. The syenite porphyry host rock enables effective leaching of gold and silver to depths of 61 metres, having a major impact on leach pad construction costs. MINING All mining since 1979 has been by contractor. This enabled initial mining to commence without capital investment in equipment. Through competitive negotiations, Pegasus has been able to keep contract mining costs at levels very close to what would be experienced if Pegasus had purchased equipment initially. Contracts are negotiated yearly and are based on a unit price and haul distance for ore and waste. Haul distances have ranged from as little as 457 metres to as much as 3,050 metres. At present, Pegasus is developing a 27,000,000-tonne leach pad at the Landusky project that is adjacent to the minine area. This design feature will reduce the mining cost by 20 percent over the life of the mine. In 1987, over 5,900,000 tonnes of ore and 3,200,000 tonnes of waste will be mined at the Landusky project. Through 1986, 13,763,000 tonnes of ore have been mined at a waste-to-ore strip ratio of 0.60:l at the Zortman project, and 13,005,000 tonnes of ore at a waste-to-ore strip ratio of 0.79:l have been mined at the Landusky project. Current mining reserves are 32,769,000 tonnes of ore at a waste- to-ore strip ratio of 0.59:l. Through efficiencies of large-scale heap leaching, Pegasus has been able to lower the mining cutoff from 0.34 grams per tonne gold to 0.27 grams per tonne gold. This has reduced the mining cost per tonne of ore h percent through a reduction in strip ratio of 14 percent. Beginning in 1984, all pits were designed based on computer-generated "floating cone" pits. The geologic models were developed by Pegasus staff with a series of economic models evaluated. The resulting computer-generated pits were used as a guideline in designing the mine plans, including haul roads for final calculation of tons and grade. Input to the floating cone models consisted of mining cost, processing cost, cutoff grade (0.34 grams gold per tonne), recovery (67 percent) and gold price. Due to the gold being deposited primarily on the fractures of the syenite host rock, no crushing of ore is needed prior to leaching. This characteristic of the ore is a key in being able to profitably mine and process gold ore at an average grade of 0.69 grams of gold per tonne. Strict blasting control is also a key in success of the leaching operation. A system of splitting ore and waste in blast patterns has been devised to reduce dilution. Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS (1994 Agreement), but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing (RAND) that has been used in other contexts. The International Seabed Authority (ISA) or another entity will need to coordinate and promote this licensing regime through governance of intellectual property (IP) derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.

Laser-Induced Breakdown Spectroscopy or LIBS can be used to provide exploration companies with precise and accurate chemical analyses in the field, in real-time, resulting in major time and cost savings. Using a Field-Portable Analyzer (FPA), anomalies can be followed up immediately while crews are still in the field. Lower limits of detection (LLDs) are element dependent, but many are sufficiently low to be useful in exploration. LLDs in ppm for selected elements of interest are: Be-2, Cu-3, Zn-20, As-200, Sb-500, Pb-30, Ag4, Mo-100, B-33, Ti-500, V-350, and Cr-1. LIBS analyses require little or no sample preparation.

The spreading-ridge, or accreting plate margin, is the primary conduit of metals delivered to the earth's surface. Isotope ratios of lead show primitive mantle values at these sites, indicating that this is true. We can use lead isotopes in any mineral deposit to indicate the degree to which the metal is "primitive" in the sense of having been uncontaminated with U-enriched crust or "crustal" in the sense that it has been cycling at the earth's surface since earlier times. The reason for this is that the upper continental crust has an enrichment in the ratio of U/Pb over that in the mantle, so that old continental leads have a larger radiogenic component. The primitive metals delivered to the surface at the spreading-ridge are transported on the oceanic plate until they reach a subduction zone. Here they become cycled in the "orogen". However, in this process the primitive metals are mixed with metals from the continent so that the average lead isotope ratios are between those in the mantle and the average upper continental crust. Subsequently a part of the metals in the orogen may become fixed in a new block of continent. However there are processes which continue to uplift and erode ancient continental regions so that there is a continuous feeding back of metals to the orogen. We have therefore a cycling of metals from the existing continental crust into the orogen where they are mixed with new contributions from the spreading ridge and mantle.

Longwall mining appears very attractive from an engineering standpoint because of its simplicity. The use of one long, continuous face can simplify power distribution, ventilation, and supervision, and minimizes or prevents lost time associated with the tramming of equipment in room-and-pillar systems. Since the longwall system is more amenable to automation, it is inherently safer than room and pillar. Remote control of all face equipment from gate roads will obviate the exposure of men in the face area. Considering what has been said, it seems a paradox that more longwall installations are not found in the United States. However, with favorable mining conditions in relatively level seams of adequate height under shallow cover, it has been possible to develop highly productive, mechanized, room-and-pillar systems. Thus there has been no real incentive to employ longwall in the United States. In Europe, mining companies usually have very little choice between the two systems. Pitching seams of low height located at great depth dictate the use of longwall methods. With depletion of its readily accessible reserves, mining conditions will be similar to those now prevailing in Europe, and an increase in the use of longwall in the United States can be anticipated.
