Aggregate is an essential input to every economy, so governments need to ensure a sustainable supply of these resources through planning. There is also a need to shift from a linear economy to a more circular one, in which wastes are recycled rather than landfilled, so as to increase eco-efficiency. The purpose of the Sustainable Aggregates Planning in South East Europe (SNAP-SEE, SEE/D/0167/2.4/X) project is to develop a Toolbox for Aggregates Planning to assist governments and stakeholders in national, regional, primary and secondary, aggregates planning in southeast European countries. The Toolbox comprises documents on stakeholder consultation, data and analysis methodologies, a vision of best practices in aggregates planning and how to build an aggregates plan. The Toolbox will also support ongoing efforts to enhance minerals policy in the European Union (EU) as called for by the European Innovation Partnership on Raw Materials. Man has mined in all his time on earth about 3 billion ounces of gold. About one-half of this has been mined in the past 35 years. This gold is roughly in 3 large holdings: one-third held as reserves in Central Banks; one-third held as personal reserves; and one-third is in jewelry or other fabricated products. The world per capita availability of mined gold is increasing and there are many factors and forces shaping gold's future. Currently, gold has a favorable exchange ratio and this is encouraging many new gold-mining developments. Production is increasing and new techniques are surfacing. The use of gold in the financial markets is increasing in some unique ways and gold is again fulfilling its role as a universal money, making gold's future predictable. Currently, man is mining gold at the rate of approximately 44 million ounces annually and is therefore adding to the total supply of gold approximately 1.5% of newly mined gold each year. This current production plays a small role in the pricing mechanisms since a very large part of the 3 billion ounces mined in all of history is available to the market in one form or another.

The purpose of this paper is to investigate trends in exploration expenditures of a selected group of mining companies for the interval 1968 through 1971. The paper also compares these trends with other financial factors that are associated with various groups of companies and comments on the implications of these trends. Although a four-year interval is hardly enough time to establish a long-range set of trends from which operating rules can be derived, the fact that the four years selected are in the immediate past gives some sense of relevance to the matter of exploration expenditures at the present time and in the near future. The sample under study here consists of 21 mining companies. Of these, 19 are listed on the New York Stock Exchange and 2 are listed on the American Exchange. Twenty are American, one is Canadian. All are fundamentally "mining companies" in that they derive the bulk of their income from the extraction, sale, and at times, fabrication of metals from their own mines. This is in contrast to companies which have mineral exploration departments but derive the bulk of their revenues from sources other than mining; for example, from oil and gas sates, Also, no companies which can be considered strictly as exploration companies are included in this study. Although this definition held up fairly well when studying this list in 1968, the strict application of this definition became more difficult through the years up to the present time. Because of a, work stoppage at the Carlsbad plant, IMC faced the challenge of operating a 24-hour-a-day mine and plant with inexperienced maintenance and production crews. This is an underground mining operation, using the room-and-pillar mining- method. The mine was entirely, mechanized with conventional equipment, was hoisting an average of 13,539 tons off ore per 24 hours, and employed a, mine maintenance group of 100 men. The 100-man, mine maintenance group was equally divided between mechanics and electricians. In re-forming this maintenance group, two main objectives were to be achieved (1) a general upgrading off the intelligence level; and (2) the elimination of craft lines for greater flexibility.

In an industrialized nation, as the process of industrialization continues, the ratio of the value of production of non-metallic to metallic minerals normally increases gradually over a period of years. For example, in the United States, the ratio of the value of production of non-metals to metals now is approximately two-to-one. Those of us who come from California like to think that we inherit the mantle of the old hard-rock miner, but the truth of the matter is that, in California, of the total value of mineral production exclusive of fuels, 97% comes from non-metallic - industrial - minerals. Since the industrial minerals furnish a principal source of raw materials for the construction and chemical processing industries and since these two industries, in industrialized nations, generally increase directly with increasing population, the future of industrial mineral production both in the United States and throughout the world is indeed bright. Because of the importance of industrial mineral production, it often surprises those of us in the industrial mineral industry to find that industrial minerals are poorly understood by many of our colleagues in the mining industry. I think that one reason for this comprehension of the industrial mineral industry is that the education of both geologists and mining engineers still markedly emphasizes exploitation of the metals.

Automation of mining increases the productivity of labor, thereby reducing the unit cost of labor. Such cost constitutes the largest portion of the direct or variable costs of producing coal. Therefore, any increase in productivity directly reduces variable cost. The large investment in mechanical equipment carries with it the burden of increased fixed charges. As the proportion of fixed cost to the total cost increases, the effects on the cost of production changes are amplified. Therefore, equipment must be fully utilized at all times. Averaged fixed costs rise with any decline in production. Such a situation forces coal companies to seek every means of main¬taining full production. Figure I will reflect the story on the relationship of production to cost.

St. Peter sandstone is an arenaceous sheet that covers large area in North America. The interest for St. Peter sandstone has been increasing due to the upward trend for hydrofracturing and the consequent need for fracking sand. This material is possesses very unique mechanical properties. On the one hand, it is brittle as characterized by an unusually high friction angle, up to 69°, and steeply curved failure envelopes. On the other hand, it is friable, possessing extremely low, and in most cases zero cohesion. The underground mines that are working under this condition are lacking the ground control techniques for this particular mining environment. The geotechnical properties of the St. Peter sandstone were examined using uniaxial test, triaxial test, porosity test, flexural strength test. This paper aims to investigate the effect of microstructure on strength properties, utilizing microscopic studies, index test (porosity, size distribution).

"INTRODUCTION Molybdenite is typically produced as a co-product in the copper ore flotation process. At the Rio Tinto Kennecott Concentrator (RTKC) in Copperton, Utah, the molybdenite is initially floated with copper sulfides and other value minerals producing a Cu-Mo concentrate. This is then separated in the molybdenum plant by depressing copper sulfides and pyrite and floating only molybdenite. The molybdenum plant in RTKC comprises the rougher circuit and several stages of cleaning to achieve a certain grade requirement of Mo. The rougher circuit is where the first stage of separation occurs. Cu sulfides and pyrite are depressed in the rougher circuit by adding NaSH under nitrogen and in the cleaner circuit by adding NaSH under air. The depression of Cu sulfides (and pyrite) by NaSH is related to the redox activity1. It is important therefore to maintain a reducing potential in the circuit in order to achieve effective Cu-Mo separation. If the rougher circuit is under air, like RTKC’s molybdenum cleaner circuits, it is harder to maintain the target redox potential because NaSH oxidizes rapidly in the presence of air thereby increasing NaSH consumption significantly. CU-MO SEPARATION AND ROLE OF PULP POTENTIAL The collector adsorption on copper sulfide minerals is through an electrochemical mechanism2. The collector changes the surface chemistry of the Cu mineral allowing it to float. Molybdenite, or MoS2, on the other hand, floats readily in the presence of a frother as it is naturally hydrophobic. Usually, hydrocarbon oil extenders such as diesel or burner oil are added to enhance Mo recovery. In order to effectively separate Cu from Mo, the collector complex on the copper surface needs to be destabilized or desorbed using a reducing agent such as NaSH or Nokes. As long as the circuit is under highly reducing conditions, the collector remains detached from the sulfide mineral surface allowing Cu sulfide depression. Therefore, it is important to measure the oxidation-reduction potential (ORP) continually and maintain the reducing condition with addition of NaSH. For a given collector each mineral will have a characteristic potential or electrochemical window for flotation to occur3, therefore, it is necessary to reduce the potential outside of this window in order to effectively separate Cu and Fe sulfides from MoS2 minerals2. In RTKC plant, the target reducing condition is between -450 to -550 mV to effectively destabilize the collector and depress Cu and Fe minerals. Typically the dosage of NaSH used in the molybdenum plant could range from 6 to 30 gallons/min (gpm). The high dosage of NaSH could pose risk of H2S exposure. RTKC wanted to evaluate alternatives to NaSH in order to reduce its consumption and minimize risk of H2S gas generation."

In maybe the world's first in a mine project financing, a US $55 million Rehabilitation Indemnity was given on behalf of the banks in a US $250 million loan to develop the Ranger uranium mine, Northern Territory, Australia. The basis of the financing was an estimate of removal of the tailings and replacement into the pit. The Indemnity was amortized by a sinking fund from the mine's revenues. Such a concept could be valuable for mineral developments in sensitive areas or jurisdictions such as British Columbia or Alaska.

"The mining industry tends to focus on very large numbers, whether it’s talking in terms of size of deposits, tons of material mined, the equipment used or the dollars spent. The numbers associated with mining projects are often in the hundreds of millions, but sometimes it’s the little things that can have the biggest impact.Take, for example, the Rosemont Copper Project in Arizona. Owned by HudBay Minerals, the Rosemont Copper project, when in production, is expected to be one of the largest copper mines in the United States, accounting for about 10 percent of total copper production with annual production expected to be 110 Mt/a (243 million lbs/year). However, the project is currently mired in a years-long permitting process. At the 2017 SME Arizona Conference in Tucson, AZ, Kathy Arnold, director of environmental and regulatory affairs for Hudbay Minerals, spoke about the project and the efforts to get it into production.She opened her presentation with the unfortunate news that her 2017 presentation would not be that much different than the 2016, 2015 or 2014 presentations she gave to the same conference. That’s because, as of Dec. 4, 2017, the project had been in the permitting process for 3,797 days, more than 10 years. The process began when Rosemont submitted its initial mine plan in 2006 and a revised one in 2017. The official start to Rosemont Copper’s National Environmental Policy Act (NEPA) started in 2008.In June 2017, the project received its Final Record of Decision from the U.S. Forest Service, moving it a step closer to production. Yet it still faces stiff opposition from opponents while it works to secure the Clean Water Act Permit from the U.S. Army Corps of Engineers and to complete its final mine plan of operations.In her presentation, Arnold said the long process taught her many lessons, including approaching things with a different mindset. More than 130 pages worth of public comments have been collected over the years. The concerns expressed range from lighting issues to pavement to preserving land for a jaguar that was spotted on the property and named El Jefe.“A lot of things that people worry about seem to be small things, but we had to have a different mindset and be open-minded to the concerns,” Arnold said. “That is the commitment we made.”"

Today the world is heavily dependent on petroleum for its energy. In the United States, over 75% of the primary energy used comes from petroleum. Other developed countries are similar. The less developed countries have a lower dependence on petroleum just as the United States did through the early 20th Century. However, these less-developed countries look upon petroleum as one of the primary energy sources for the economic growth required to improve their standard of living. So everyone considers petroleum an essential ingredient in the recipe for the good life. But there is a substantial problem with this recipe, and it is finally getting general recognition. Petroleum is a finite resource, and the world is using it up at a rapid, accelerating rate. Though it won't be exhausted for many decades, the early warnings of ultimate limits have already appeared. The suppliers of the incremental production in the Middle East have threatened to restrict increases in their production rates. And, of course, the short term embargo of four years ago clearly demonstrated the economic impact of reduced access to petroleum as a primary source of energy. World petroleum production will probably peak in. 10 to 15 years and then start declining. When that happens, economics--the allocation of scarce products (also known as the dismal science for obvious reasons)--indicates that the price of petroleum will escalate in real terms. So that's the situation today. We have a serious and growing problem facing us that could substantially alter the quality of our life over the next 25 years. Recognition that the society may face a period of lowered expectations after a long period of upward mobility will be a painful experience, but it is certainly not the moral equivalent of war. And, besides, we have time to take positive actions to avert the most serious consequences. When we consider alternate energy sources, the possibilities are almost endless: coal, oil shale, tar sands, solar, fission, fusion, wind, tides, biomass, etc. Actually, the list is endless because new possibilities are continually being proposed. Of these possibilities, coal uniquely stands out as an attractive substitute for petroleum. Coal can be, and is, burned to generate electricity and provide heat. It can be liquefied to supplement the liquid fuels from petroleum, and it can be gasified for use as synthetic natural gas. Unlike exotic alternate energy such as solar and fusion, coal has successfully been used commercially to produce synthetic fuels. But, the technology does need to be refined and modernized. Thus, coal's role is not to be "America's Ace in the Hole," but to bridge the transition from primary dependence on petroleum for energy to the utopia of renewable sources of energy. But don't be mislead by the prophets--those renewable sources of energy are going to be very, very expensive when they are invented.

So far my consulting in industrial minerals has been confined principally to carbonate rocks,-salt, coking coal, and glass sand. Much of this work has been for companies either too small for a full-time geological staff or unaware of the value of employing one or more qualified geologists permanently. It gave me considerable personal satisfaction to see several of the latter companies employ one or two full-time geologists after the completion of a consulting contract with them. One possible reason why some companies lack the wisdom to hire geologists is that they are dominated by engineers who still subscribe to the old idea that engineers are self-sufficient in all fields. They could have learned this from their professors. I once knew a Dean of Engineering who got purple in the face when a faculty committee was discussing the financing of a broad gauged engineering project and suggestions were made that assistance be obtained from the Schools of Business and Law and from some of the science departments tie pounded the table and shouted "Engineers are trained to handle all this!" In teaching engineering geology some years ago I used to tell the class repeatedly that the course would not make them geologists, that the purpose was to teach them

On March 15, 2012, about 24 attendees from several western states attended Roundtable 2012, hosted by Knight Piésold and Co. at the Red Lion Hotel and Casino in Elko, NV. The focus of this year?s discussion was ?Acid Rock Drainage for Engineers and Environmental Scientists.? Other names may have been more suitable for the event, perhaps combining geochemistry, with air and water quality and their long-term effects on soil and rock mechanics. Bryan Ulrich (senior vice president, Knight Piésold?s Nevada operations) and Steve Lange (senior geochemist, Knight Piésold, Denver, CO), helped facilitate the discussion. Attendees included personnel from a dozen mining properties, various corporate offices and academia. There were also attendees from a geochemical testing laboratory to help respond to specific questions pertaining to testing protocol and procedures.

Mining is big business in Ontario. The province is Canada?s leading mining region. It consistently ranks among the top 10 jurisdictions worldwide for exploration spending, reaching about C$1 billion in 2011. More than 26 percent of all exploration and appraisal dollars spent in Canada are invested in Ontario. Minerals produced include nickel, copper, platinum group elements (PGE), cobalt, zinc, diamonds, gold and silver. It was reported that there are more than 600 mining exploration projects in the province. And, recent discoveries of chromite in northern Ontario?s Ring of Fire will add to the province?s mineral production in the coming years.

During the last 10 years there have been many new developments in transport and handling equipment. Important technical and economic developments that can be used to reduce costs are; new terminal and materials handling concepts large river tows - 40,000 tons and 9000 hp towboats slurry loading and unloading of ocean vessels long distance pipelining of solids development of the shuttle train (unit train) large ocean barges ? 25,000+ tons ? pushed & towed 150,000 ton self-unloading super tankers - 300,000+ tons container shipping Some of these developments have been discussed at SME meetings in papers describing the transportation of minerals from new mines. But, only a few papers described improved transportation from older operations. Since transportation is a major part of the delivered cost for minerals, the economic benefits to be gained by putting new transportation developments to work are very substantial. Frequently good transportation planning and management makes the difference between a marginal ore body and a very profitable one.

It is not yet in general use in the mining and ore dressing fields, since most of the requirements in these areas have been for relatively coarse particle sizes. For the next few minutes, I will be discussing a product and category that many people laughed at for years. The product is cat box filiers or commonly referred to by the brand name KITTY LITTER. This product was introduced in 1947 by Ed Lowe using the name KITTY LITTER. From 1947 to 1964 the product was sold mainly through pet shops. Starting in 1964, the grocery trade began to carry cat litters. From that point, the cate gory began a solid growth trend. Particularly in the '7O's, cat litter has experienced the same kind of explosive growth that has characterized the entire pet market. For example, in the twelve months ending 9/21/79, cat litter unit volume grew by 15% versus the previous twelve months. The basis for this explosive growth is easy to comprehend. The cat population itself is rapidly expanding, reflecting the changing life- styles of Americans. As famiiies grow smaller, there is room for a pet. As apartment and con dominim living shrinks living space, a cat fills the human need for animal companionship more efficiently. Table I illustrates current cat litter market factors and projects major trends into the future to conclude that the cat litter market will equal $205MM in 1985. With this dynamic growth defined, it was imperative that a company such as Lowe's that was totally devoted to the commodity-priced products, evaluate the opportunities for added- value product differentiation. This process was started approximately four years ago with a search for new cat litter products and other new product opportunities.

The mechanism shown here (Fig. 1) may not be all that it appears to be. To many of you it may look like a hopper car, a thing of mobility, in which you would ship coal, ores, limestone, or other bulk materials. It is approximately 50 feet long, 12 feet high, and can be placed on tracks which are on approximate 14 foot centers. But far too often in the past, and all too often today, this mechanism has been made to serve as an immobile storage box, with its primary role -- the transportation of products, seemingly incidental to the storage function. Our engineering training teaches us to conserve resources, despite some of the popular and misconceived philosophies being advanced these days. Those of you who work for companies with traffic departments know that they are always striving to reduce the price which is paid to move your mine products. Today, let's consider and analyze the ways in which the cost of transporting your mine products might be reduced, based on particular reference to coal. Bear in mind that in this context, cost and price are not necessarily synonymous. Until a few years ago, most coal and other bulk materials handled by railroads moved under standard tariff rules. These rules, which still exist today, provided transportation vehicles (railroad cars) for extended periods at no added price to the shipper or receiver. Introduction From the days of the Spanish in the eighteenth century, Colorado's San Juan mining district has attracted miners and public interest. The Spanish left behind names - San Juans, La Plata, Animas, legends of lost mines, and the remains of a few scattered mining operations. They came, but did not stay. Again in 1860-61, as a spinoff of the Pike's Peak gold rush, prospectors climbed the mountains and descended into the canyons searching for gold. They found some, not enough to convince them to remain and confront the isolation, often hostile environment and the Utes, who rightfully felt this to be their home. Not until the 1870s did miners come to stay. In their wake little camps grew in the high valleys and squeezed into narrow canyons. Nowhere else in Colorado were there more rugged mountains, a higher average elevation, nor a climate that one old Swede said was "three months of mighty late fall and nine months of winter." The San Juans proved eventually to be a mineral treasure chest. At the moment, however, the prospectors sought gold. Then they discovered silver deposits and the first rush was on. It got started just in time to be completely overcome by the Leadville excitement. At Leadville, investors almost fell over themselves to buy claims and stock in the hopes of becoming another millionaire like Leadville's own Horace Tabor. The San Juaners could only look from the sidelines and speculate how it might have been had fate been kinder. Fate was seldom kind, as these pioneers quickly discovered. From the mid-1870s on, the San Juaners wrestled with some major problems. And the fate of their district rode in the balance. The problems they faced were similar to those of other Colorado districts, compounded by their geographic isolation. Every mining district needed the best transportation system available, experienced investors combined with sound investment, and mineral reserves to develop. The San Juans offered the last in abundance. It was hoped the first two would appear. Railroads - much needed transportation link Nothing was more desired than railroad connections, the penultimate nineteenth century form of transportation. Colorado's own, the Denver & Rio Grande, resolved the issue with its mountain-hugging narrow gauge. As early as the mid-1870s, the D&RG dreamed of tapping this potentially lucrative market in southwestern Colorado. A national economic depression and then the Leadville silver excitement prevented immediate construction. Not until 1879-80 did survey crews start work.

A number of famous studies have shown that house damage relates better to peak particle velocity than to acceleration or displacement. The relationship is true but doesn't go far enough. Why, for example, can construction shots go well above 1.0 or 2.0 inches per second without reportable damage? Recent studies have shown that vie must look at frequency and duration of an event in addition to amplitude. The complexity of measuring frequency, duration, and amplitude makes the average blaster in the field shudder. An even more excruciating problem is the need to obtain such data inside the building or residence in order to accurately predict the damage potential or human response to nearby blasting. The author reviews current research programs and suggests new areas of research necessary to help maintain a balance between complicated research requirements and simple field measurements.
