The first wagon trail across Loveland Pass was built in 1869 thus starting the struggle between the Colorado Rockies and interstate travel. The 1st Pioneer Bore underneath Loveland Pass at the Continental Divide in Colorado was attempted between 1941 and 1943 and was abandoned due to ground conditions at the Loveland Fault. Construction on the nearby Eisenhower Tunnel began in 1967 and was completed in 1973. Numerous challenges associated with tunneling, including at 11,000 ft were overcome. The purpose of this paper is to summarize the history of investigation and construction challenges associated with the Eisenhower Tunnel to celebrate its 50th anniversary.

Alunite (KAl3(SO4)2(OH)6] is one of the important nonbauxitic resources for aluminum in U.S.A. The major gangue material associated with a unite ore body is quartz. Experimental results indicate that oleic acid flotation of alunite is quite effective in upgrading the ore. The flotation chemistry of the alunite/oleate system has been investigated using various techniques such as: hallimond tube flotation response, measurement of adsorption density using I4C labeled oleated, electrokinetic measurements, infrared spectral studies, contact angle measurements and thermochemical measurements using an isothermal microcalorimeter. Alunite has been found to float readily with oleate in the pH range 4-10.5 and its flotation response is enhanced at higher temperatures. The PZC of alunite has been determined to be at pH 7.2 ± 0.15 which agrees with what would be predicted from solution chemistry and from the flotation response with physically adsorbed collectors. Infrared spectra show a specific peak in the range 1585-1600 cm-1 which has been attributed to the formation of an aluminum oleate surface species. Both adsorption density measurements and infrared spectra indicate that during adsorption multilayers are formed. The heat of adsorption of oleate on alunite has been found to be endothermic and of the order of 4-6 KJ/ mole.

Loudoun Water is currently implementing a quarry to reservoir conversion that will improve water supply reliability in periods of drought and flexibility in water supply operations when turbidity in its Potomac River supplies are high. The Milestone Reservoir Project consists of an inter-tie to the existing Potomac River Pipeline; new pipeline and tunnel; and a pumped intake and outlet works. Planned construction involves significant risks due to underground conditions which includes hard, igneous rock and high groundwater at the creek crossing. In addition, the site is constrained by Goose Creek, an adjacent residence, active mining in a quarry next to the new reservoir, public use of adjacent park space, and the Washington and Old Dominion Trail. Working with these constraints will require close coordination with active mining operations and public and private property owners. Safety of personnel involved with construction also represents a concern with quarry high walls over 30 meters in height near the planned construction. In consideration of key projects risks, Loudoun Water determined that an innovative CMAR delivery approach provided the best opportunity to achieve its goals in quality, innovation, front-end cost and schedule certainty, and operational flexibility and reliability. What matters most to Loudoun Water is the value in having a builder participate in the design process where key decisions can be made based on consideration of risks, cost, schedule, quality, and operability and maintainability of the system. While a progressive design-build delivery model may have produced similar outcomes, Loudoun Water had already invested in substantial development of the design for the work, and ultimately, CMAR provided Loudoun Water the opportunity to retain the partnership with the design team while gaining valuable input from a contractor. Among the challenges with CMAR in the Commonwealth of Virginia is a substantial limitation on self-performance corresponding to 10 percent of the construction value of the work. A significant industry outreach program was initiated by Loudoun Water to encourage participation with incentives in contract terms that allowed for the CMAR Contractor to make a reasonable profit. This paper reviews the CMAR procurement process and discusses contract incentives that were adopted to promote the work within the constraints of contract law in Virginia.

1. INTRODUCTION According to the classical economic approach of the open market economy, copper supply should be regulated by market forces which are (a) demand and (b) prices. In fact, demand is of primordial importance because prices are a reflection of supply-demand balance: they go up in times of shortages of supply and down when over-supply situation exists. In the past few years, this basic mechanism of market economy has been under pressure from a number of non-market forces, such as social and monetary problems of sane important copper producing countries; structural changes in copper mining companies through mergers with oil companies; and other factors which greatly contributed to distortion of the basic supply-¬demand equation. As a result, we have faced in the last three years a situation of oversupply rarely seen in the past, with a catastrophic fall in copper prices, huge losses at mines and unprecedented indebtedness of copper producers. This has deep repercussions in the copper business and its future supply outlook. This is particularly so when taking into consideration that high indebtedness and high interest rates conspire against the very survival of some traditional producers. As we write this comment (July of 1985), close to one half of U.S. copper production capacity is closed down, sane of it for good, while the same precarious situation exists in Canada, Australia, Zambia, and some other primary producers who cannot face present low prices with equally low costs. The question is then what this situation means for the medium-¬term future, until the end of this decade, Particularly when taking into consideration the fact that some of the factors influencing it are of a long-term character. 2. SUPPLY-DEMAND SITUATION IN THE LAST FIVE YEARS Since the last boon year, in 1979, when world copper consumption reached a record of 9.8 million metric tons of refined copper, demand dropped to only 9.0 million tons in 1982, when the crisis bottomed out, and then steadily recovered to the level of 9.7 million tons in 1984. Meanwhile, copper production, which in 1979 was only 9.4 million tons, in spite of the fall in demand, grew to 9.7 million tons in 1981 and 1983 and only temporarily was cut to 9.4 million tons in 1982 and to 9.5 million tons in 1984. As a result of this imbalance, hugh copper stocks were accumulated with supply systematically out¬growing demand by over 2 million tons at one time. With the Western World refined copper demand running at an average of 115,000 tons per week, this oversupply was equivalent to between 15 and 18 weeks production, i.e. twice as large as normal. This was immediately reflected in very low copper prices. Another contributing factor to relatively low copper prices was the lack of speculator interest for this commodity. Between 1981 and 1984 the world experienced a very intensive period of wealth distribution, high interest rates and intensive restructuring off world economy and its industrial sector. Therefore, much of the available money was attracted to more lucrative and attractive investments rather than to the lack-luster performance of copper, and for that matter, of the metal sector in general. The much announced and discussed recovery of the U.S. economy since 1983, and particularly in 1984, with an overall growth of the GNP by 6.8% in 1984, happened to be more oriented to the service sector than the industrial sector and therefore this recovery was not adequately reflected in copper consumption nor to metals in general. This put serious doubts about the future demand for copper. Consequently copper prices failed to improve in spite of an apparent fall in stocks and a healthy increase in the demand for copper since 1982. At the time of this writing (July, 1985), although same analysts claim that the available stocks are running at about 8 weeks of supply, which are considered to be below normal, copper prices are still very low at between 65 and 67 cents per pound of copper. While a body of work exists on intelligent systems for guiding occupants out of buildings during an emergency, the problem of guiding miners out of a mine during an underground emergency has not been explored. Underground evacuation fundamentally differs from building evacuation because of differences in the regulatory regime and uncertainty regarding the number of occupants. The potential for implementing an intelligent miner guidance system is buttressed by the fact that miner tracking systems, along with communication and sensor networks, already exist in underground mines. This work presents a method based on a local positioning system, in the form of a network of “nodes” at major “intersections,” which can then be used to guide miners to safety. We have developed a path-planning algorithm, based on Dijkstra’s algorithm and the local positioning system that can provide miners with the optimal escape path in an emergency. The algorithm is validated with scenarios at the Missouri University of Science & Technology Experimental Mine demonstrating the potential to include smart technology in mine emergency management and response planning. INTRODUCTION Underground mines are hazardous environments with a higher than usual risk of safety emergencies where miners have to evacuate the mine to save their lives. Mines have always trained miners to evacuate or shelter-in-place in minimum time. Jalali and Norrozi (2009) opined that the three major components that help miners in case of emergency are pre-planned optimal escape routes, decreasing delays, and improving the education of miners. In fact, Goodman and Kissel (1990) suggested that fatalities arising from mine accidents could be reduced by 50% just by decreasing delays in finding the pathways in case of emergency. The proposed work can assist miners in finding escapeways quickly in case of emergency. It is very important to have a pre-planned evacuation strategy that is clearly communicated to miners to ensure the safety of all (Conti, Chasko & Wiehagen, 2005).

The methods used by Newmont Gold Company for deposit modeling are illustrated by examples taken from current operations and advanced projects. These methods vary depending on a number of factors, including geology, mining and processing methods, economic feasibility, and availability of historical information. It is argued that successful modeling requires understanding these factors, knowing the strengths and weaknesses of the various modeling techniques, and being flexible in selecting the appropriate methods.

"Language barrier in a workplace affects workers’ productivity and safety. The objectives of this paper are to: (1) review the various approaches for breaking language barriers among miners; and (2) analyze the costs and benefits of these approaches, and make recommendations on the way forward. The authors achieve these objectives by reviewing the current approaches in breaking language barriers among miners. The review reveals that some of these approaches can be expensive with less benefits. Thus, it is concluded that mining companies should carefully select the optimal approach to break language barrier. INTRODUCTION Multi-national mining companies have expanded their operations into non-traditional mining destinations to grow and meet market expectations. For instance, Newmont Mining Corporation has about 14 operations and projects located in Africa, Asia, Australia and America (Newmont Mining Corporation Operations and Projects, 2015). Similarly, Freeport-McMoRan operates about 14 mines in North America, South America, Southern Asia, and Africa (Freeport-McMoRan Inc., 2015). Some mining companies have also attracted expatriate workers into their workforce. For example, Ma’aden, the Saudi Arabian mining company, in its 2013 annual report states that 34% of its total employees are expatriates (Ma'aden, 2013). Expatriates constitute a key source of skilled labor and facilitate skill transfer. The success of many international operations relies greatly on expatriate performance (Erbacher, D'Netto & Espana, 2006). Even companies that do not expand their operations into other foreign countries still have to deal with language barriers due to changing language demography of the country and the areas from which labor is sourced. For example, the language composition of the workforce and languages used in South African mines is diverse with miners proficient in Afrikaans, English, Zulu, Xhosa and others to varying degrees (Research Focus (Pty) Ltd, 2011). As a result of these trends, most mines today operate with a multinational workforce. This means cultural differences, including language barriers, exist among the miners. Marschan-Piekkari, Welch and Welch (1999) emphasize the fact that language problems become prominent as companies internationalize and grow their operations into more countries. According to a survey by Forbes, language barrier affects operations. For example, business owners acknowledge that language proficiency may promote a safer work environment (Rubin, 2011). A research has shown that language and cultural barriers in a workplace contributes to reducing workers’ productivity, increasing accidents, and hurts employers’ ability to recruit, hire and retain workers (Morris, 2002). Hence, mines are making efforts to break language barriers in their operating environments. Ma’aden, for instance reported in 2013 that 1,506 of its employees received training in English as a second language (Ma'aden, 2013)."

Advances in inexpensive computer automation led to the development and utilization of a computerized ore control system at Cyprus Coppers tone Gold Mine near Parker, Arizona. These new ore control practices improved accuracy, performance, and productivity of the ore control effort. An automated system for data collection, including bar coding of blast hole samples, laboratory analysis, data management, grade estimation, cut delineation, and ore zone stakeout, plays a major role in ore control practices. This is of particular interest because of the large amount of blast hole information being processed, analyzed, and reported daily.

"As the bulk handling sector continues its transformation to Industry 4.0, the mining industry, and its harsh working and environmental conditions, provides a perfect spot to study the feasibility of remote analysis and maintenance of the components used for bulk handling. The most important and expensive tools have been adapted to the digital era in recent years, from remotely controlled haul trucks to monitored conveyor belts.However, the big items of the installations rely on smaller parts that have been leftaside, mainly due to the difficultyof adapting them to the Internet ofThings (IoT).The paradigmatic example is the lack of monitored rollers, while all the other components of the conveyorbelt installations (the belt itself, motors, drums, etc.) were monitored some time ago. The main problem is that a failure of a single roller can cause the stoppage of the entire conveyor, due to possible damage to the belt. Thus, the implementation of an integral monitoring system of all the components of the conveyor is a must.The research and development department of ULMA Conveyor Components has been working since early 2012 on the development of monitored rollers, testing all the problems until their final installation in different demanding conditions, from the extreme heat in Australia to the freezing cold of Norway. All the tests have been done under actual working conditions, in real installations and have provided valuable knowledge in the identification of problems, their solutions and the final advantages of a roller monitoring system.Background and current stateThe malfunction of a single roller in certain conveyor belts can force the standstill of the entire installation until its replacement, due to the risk of greater and more expensive failures, such as a rip in the belt. In the case of a bulk handling installation, where a continuous supply of material is necessary, an unexpected stop of one hour could result in huge economic losses."

Computerized financial models can be used in all phases of the mineral industry from setting exploration targets to projecting profit plans for producing mines. In this presentation, I will use the example of an exploration company entering a new district to trace the application of financial models through the following intermediate phases. 1. Hypothetical analysis and strategy 2. First encounter of mineralization 3. Preliminary drill results - decision process 4. Feasibility studies 5. Post-feasibility negotiations 6. Producing mine 7. Acquisition of producing mines or mineral properties. I will conclude with a brief discussion of the mechanics of the financial models that we use at Wright Engineers Limited. As we progress through the seven phases, the availability and accuracy of the data will parallel the complexity and application of the financial models. However, the same basic financial models are utilized throughout the seven phases. I will begin by suggesting that the exploration group is somewhat autonomous and has the mandate to explore in Western Canada.

Following on from many years of research aimed at improving the effectiveness of truck haulage operations in mines operated by BHP Minerals, BHP Research developed a concept for an Innovative Large Mining Truck, (ILMT) which has the potential to significantly improve the cost effectiveness of rear dump mining trucks. The ILMT concept reduces the empty vehicle weight dramatically, greatly reduces unequal rear tyre loading and improves ride and handling characteristics. The concept has been taken to the "proof of concept" prototype truck stage with the cooperative efforts of BHP Coal, BHP Research, Liebherr Mining Truck, Inc., Liebherr-Australia and Birrana Engineering. Testing of the prototype truck commenced at a coal mine in Queensland, Australia during May 1996. Preliminary results from the testing program are very encouraging. Expectations are being met and in some cases exceeded.

Mathematical and expert system models are being used extensively for mineral process engineering. There exist no standardized methodologies for their computer implementation. In meeting this need, this paper introduces the concept of a process software model, or simply a software model and presents a two-step methodology for its development involving software model specification and development. The software model specification is to be performed after extensive discussions with the ultimate users of process software based on which the software model is developed. These software models provide a formal basis for the design and construction of software objects corresponding to the real world process objects.

Water-powered jackleg rock drills, introduced recently in South African mines are reported to be more efficient, faster and more comfortable to operate than conventional pneumatic drills. A comparative testing of both drill types was performed in Quebec. Based on its results and time studies done in the mines, water-powered drilling has been reviewed with regards to drilling rates achieved, infrastructure needed, side effects, health and safety considerations. This study shows that the application of water-powered drills may help increase footage drilled and improve working environment, but under specific conditions. The examples of such applications are given in the conclusions.

Environmental experts face large and rapidly-increasing volumes of raw data obtained from environmental monitoring stations. These professionals must compile and analyze the data in a systematic manner to cost-effectively understand and minimize the impacts of mining. The shift toward desktop computing, combined with the downsizing of company staffs, has now more than ever created a demand for a modern, PC-based application for the storage, retrieval, analysis and presentation of environmental data. This paper discusses the general requirements of such a system, and points out specific ways in which such industry-specific software can provide convenient and useful access to the data. The software used to illustrate these features is the HydroDat program, developed by Western Water Consultants, Inc.

Lowering of filter cake moisture of ultra-fine coal to a 20 percent level using conventional vacuum filtration could be achieved using a combination of metal ion and surfactants. Pretreating coal slurry with about 0.2 Kg/ton of a surfactant and 50 ppm of copper or 10 ppm of aluminum ions provided filter cake containing 22.8 percent moisture. The lowering of moisture is explained due to formation of hydrophobic micro-agglomerates which facilitates dewatering.

"Urban tunneling projects are usually extensively monitored. Most of the instruments used rely on benchmarks providing a sustainable datum throughout the life of the project. The monitoring program also is based on a predicted model of deformation induced by specific construction methods. Events can interfere with those assumptions and eventually alter the stability of these datum. In addition, the anticipated ground conditions and hence the theoretical deformation model often differ from reality. Satellite Radar Interferometry provides useful information to overcome the weakness of the hypothesis made before construction. It is also a powerful tool to ensure the continuity of the monitoring program throughout the life of the project, accurately describing the true effect of the project on the surrounding environment. This paper emphasizes the benefits and limitations of this technique for urban tunneling applications, illustrated by examples of major tunneling projects around the world. MONITORING URBAN TUNNEL PROJECTS Why Monitoring? Retrofitting existing tunnels or constructing new tunnels – including access and retrieval shafts, portals and cross passages – implies an alteration of the neighboring soil structure. Excavating, dewatering, grouting, loading tie backs, etc. artificially modifies the natural equilibrium of the pore-water pressure, of the water table level and of soil stability. In many cases, the effects are immediate: ground loss, deformation of utilities, settlements of buildings, and distortion of infrastructure are a few examples resulting from construction activity.Instrumentation and Monitoring Scope To control and mitigate the risks of damage associated with the above effects, tunnel projects usually include an instrumentation and monitoring program. Depending on the level of geotechnical, structural and environmental risk, the magnitude of this program varies. Projects with a low exposure to risk may restrain the program to conventional methods such as limited topographical surveys and intermittent manual readings of geotechnical instruments. On the other hand, iconic projects with high risk or with controversial history may implement complex and extensive instrumentation plans, involving highly technical solutions such as Automated Motorized Total Stations (AMTS – see opposite Picture 1), Multi-Point Borehole Extensometers (MPBX), In-Place Inclinometers (IPI) and a wide series of fully automated geotechnical, structural and environmental sensors. In this case, all the devices are usually connected to field data loggers collecting raw data around the clock at frequencies ranging from days to seconds, depending on the sensors."

In the crushing and grinding of metallics for beneficiation, the sizing is normally done to liberate the metals or sulphides for further processing to improve recoveries of the basic metals or minerals. The objective is to reduce the ore in size through various closely controlled stages to that degree of fineness which gives an economic liberation of valuable mineral, but which avoids as much as possible the production of sliming fractions. A different philosophy applies to the crushing and grinding of Gypsum. Our requirements normally demand controlled grinding and/or crushing of the material not only to a fineness suitable for further processing of the mineral into end products, but to produce various sizes of material which are them- selves saleable products. The majority of our tonnage ultimately ends up in stucco for Wallboard. Therefore, our mineral reduction is normally designed toward this end, but it is done in a manner that permits drawing off inter- mediate products to meet various Customer requirements. This forces us into compromises at times in our equipment installations, and our equipment must sometimes be more versatile and complex than we would like it to be. We try to process our basic rock, Gypsum, for the most efficient size reduction. We market 5 to 6 different sizes intermediate to the end product, which generally is the fineness of material to be used for stucco for Wallboard, and we do this with controlled crushing, grinding and sizing cycles of the material. To summarize, we use a different philosophy of crushing and grinding than the metallic field which uses comminution or crushing and grinding to improve recovery, whereas we choose our equipment to crush and grind primarily for product performance.

Mine management in general, and mine maintenance in particular, has lagged in using computers as an effective management tool. SF Coal Corporation, in conjunction with the development of the new Lee Ranch Mine, is developing a computer-based maintenance system as an integral part of a total mine management information system. The system includes the ability to schedule and plan preventative maintenance on all rolling stock and mine facilities, project and track component life, and evaluate and schedule manpower requirements. The system hardware, shared by accounting, warehousing, engineering, production and management, consists of a multi-user, multi-processor micro-computer.

Next year, in 1964, Butte will celebrate its Centennial. It was in May, 1864, that the first recorded mining activity took place. During that summer, several rich placers were found on Silver Bow Creek and its tributaries, and a gold rush followed. As placer mining proceeded in the creek beds, the quartz lodes on the hillsides were located and the veins were prospected. Mining in Butte entered its second phase when the rich silver mines, the Alice, Moulton, and Lexington, were opened. The silver boom lasted until the decline in the price of silver in the early 1890's forced the closure of many of the mines. An indication of the beginning of the copper mining era in Butte was in 1866 when it was noticed that green copper carbonate discolored some of the, lode material. It was not until ten years later, however, that the Anaconda and St. Lawrence claims were located by Michael and Ed Hickey. The claims were sold in 1880 to Marcus Daly and in 1881, Daly obtained financing and organized the Anaconda Silver Mining Company to exploit the vein The silver venture was a failure because of the predominance of copper which diluted the bullion to only 400 fine.

I have availed myself of the opportunity to prepare, and to give this talk because, as incumbent Chairman, I am directed by the Bylaws of the Council of Education to make an Annual Report of the Council activities which have transpired during the past year. In addition, and inasmuch as I have this captive audience, I am taking the liberty to express also some beliefs I hold about various other elements of Mineral Industry education. First, my report is that constructive progress has been achieved in the Council of Education during 1960-61. These advancements have been particularly notable through projects carried on by the Committee on Meetings and Programs, by the Student Chapters Committee, by the Accrediting Affairs Committee and by the Committee for Securing Better Representation of Mineral Industry Colleges. I believe each of these groups will report concerning details of their respective programs at the Business Meeting of the Council. On the other hand, not as much has been done in some areas of work as I had hoped would be the case when I took office as Chairman last February. Let me make clear that these delinquencies, for the most part, have resulted through my ineptness in handling of affairs; they are not caused by the failure to perform various assignments which I have given to council members.
