The US Geological Survey (USGS) held a one-day workshop at its Denver, CO facility to inform the public of the status of its National Mapping Program. In addition, the agency wanted to obtain information from topographic map users on what their needs are. The agency wants to know what the topographic map user wants. The USGS faces the challenge of keeping up with the changing needs of the nation. In the last few years, the agency has changed dramatically to meet these needs. For example, the "new" USGS incorporates mineral-information specialists from the former US Bureau of Mines and also uses the expertise of former National Biological Service employees. These areas complement the agency's traditional strengths in mapping, geology and water re- sources. The stated mission of the USGS's National Mapping Division is to "meet the nation's need for basic geospatial data, ensuring access to and advancing the application of these data and other related ears science information f& users worldwide." To accomplish this goal, the USGS publishes topographic maps, including shaded-relief editions of areas of special interest (state maps and national parks); photo image maps; satellite image maps; geologic maps and hydrologic maps. The geologic maps include geologic quadrangle maps, oil and gas investigation maps and charts, and coal investigations maps. The familiar 7.5-minute series topographic maps are the most widely used. The 7.5-minute- (1:24,000-scale-) format mapping was begun in 1935.

The primary concern in dealing with contractual arrangements for construction is getting the work completed satisfactorily, in the shortest time, and for the least expense for the owner--while assuring that all other parties associated with the contract make a reasonable profit for their effort. In our complex construction climate of today, achieving all of these is usually not possible. Somewhere between the beginning of design and the completion of the work, disagreements and delays arise which can destroy the best of intentions. Assuming that all parties associated with the contract are acting honorably and professionally, the disagreements generally arise through inappropriate contract types or through flawed contract documents. These flaws can be either sins of omission or commission, but we must find a way to lessen, if not completely eliminate, their impact. Disagreements and delays are directly related to the extra cost which the owner and the other involved parties must suffer. Usually the attorneys are the only ones who come out on the positive side. Inappropriate or defective contract documents can be the result of inadequate time for preparation and review, laziness in not searching out the proper terms and language, insufficient recognition of the proper assignment of risks, or just ignorance as to what is right and what is wrong for the particular project. They can also result from a client, particularly a public agency, providing rigid general conditions and format requirements with which the engineer is not allowed to tamper. Arguments

In the last four years, 2007~2010, 9 out of 24 metal/nonmetal underground mine fatalities were caused by ground fall across United States of America (Mine Safety & Health Administration, MSHA). To reduce or eliminate incidents/accidents caused by ground fall, this paper clarified how to design and select ground support based on different ground conditions, how to use mine ground support standards, what geotechnical engineers and underground operators should do to keep mine production free of ground failures.

Traditional cycle theory would postulate that if you have a supply shortage relative to demand, the price will increase because buyers will incrementally increase the price they are willing to pay to ensure that their needs are fulfilled. As prices rise, more supply will be brought on and will eventually exceed demand. This supply excess will cause the price to decline as producers have to lower their prices to sell their goods. What is interesting is that cycles are simply volatility over time. Without the time factor, volatility simply goes up and down. When we add the time element, a cycle is created. This cycle can be big or small. In mining?s case, we are talking about a Super Cycle ? a big cycle. But a Su-per Cycle can be formed in two ways. It can form by either increasing the wavelength or the volatility. If these two elements are combined, a Super Cycle is formed. It is bigger than the normal cycle in terms of time duration and extent of volatility. A recent study (Fig. 1) conducted by Cuddington and Jarrett showed an interesting proof of Super Cycles and suggests that these cycles last between 15 and 30 years. So, what causes a Su-per Cycle? Is it a convergence of unrelated events or a consequence of related events? In a global community everything is related. Equilibrium theory would also take the position that a Super Cycle is a consequence of events.

The Surface Mining Control and Reclamation Act of 1977 (SMCRA) requires under-ground coal mine operations to prevent "material damage" to renewable resource lands caused by subsidence. However, what constitutes material damage is not defined. This paper discusses the applicable criteria for agricultural lands, forests and grazing lands, surface water bodies, and ground water aquifers. Although data on the subject are limited, an attempt is made to present quantitative guidelines to distinguish between moderate and severe damage due to subsidence.

Without an exclusive definition of administration in business, we could propose to define it as performance by management to adopt or implement established business formulas. Administration could also be defined as a universal process that organizes people, and achieves, through efficiency, common objectives and goals. Humanity developed some form of this process from the beginning of civilization. To imply that something is new in administration might be considered specious or naïve. Moreover, what is new in management? Administration of business is not new to the world. To prove this statement, we need only ask this question: Does the architecture and monumental workmanship of the past civilizations of ancient Egypt, Rome, and the Incas demonstrate management without administration and without definition of objectives? The answer must be a resounding ?NO!? In spite of this acknowledgment and for the purposes of this presentation, I will use the word ?new? in business and hope that the reader will follow my reasoning. The mining industry has unique characteristics in respect to other industries. It is multi-disciplinary, has a single purpose (majority for one metal), has two players (man and nature), and it involves high risks for generating environmental imbalance. Mining exploits non-renewable and finite resources, creates an unstable job market (work hard to have no work) and a speculative economic market with unpredictable prices ? a one-time payment for a finite resource with multiple recycling. On top of all that, the industry still operates within obsolete petroleum-based technology, utilizing practices that were designed two centuries ago. Today, we confront the challenges of the millennium with outmoded practices and management. Ordinarily, several styles of administration are standardized into a FRAGMENTED vertical system of organization. Mining has rigid objectives in production, with profitability as the focus from the beginning to the end. Citing the concept of safety, as an important facet of production is bombastic since, in truth, mining is an experimental industry that consistently reports high numbers of fatal accidents. In mining, we designed a process to work according to our objectives, demanding attention and supervision of all levels of management with a halo of parameters that are not assimilated into the design. We continue to perform a rigid style of management in an industry that is still not responsive to variations of the market ? losses in particular. The existing design process generates loss without capitalization and without response to said loss. This perception is reflected in a mindset that is only too ready to ignore mining liabilities. The reality of the enterprise has created an immense pressure from top to bottom in the hierarchy to do more with less. It is for all of these reasons that I propose to set forth a new essence for administration that encompasses an alternative vision and style in mining: Management by Loss. MANAGEMENT BY LOSS Management by Loss (MBL) is a systematic, integral process organized to quality control operation and the human profitability within the industry. It permits focus on achievable goals by utilizing the best practices (Mining Open-closing). Identification and characterization of loss in the process determine how objectives are defined, controlling the time limits to execute based on constant balance of mass, energy, water, and ?wastes? in each stage of the industry, in order to reach final objectives. The concept of loss can be defined by various criteria. Generally, it is the mass that could not make or arrive at its destination from a designed process or simply, it could not maintain balance. Otherwise, the design of the process describes the final point of the resource. However, those resources could not make their destination because of failure to use the best design, resources and TIME. The loss has typical characteristics such as Identifiable, classifiable, measurable, manageable, controllable, valuables, negotiable, avoidable, reportable, and monitoring. In the traditional scheme, these losses are not registered; they are made exclusions. We are trapped within a system, which was designed to obtain objectives of the industry in a specific timeframe. In the present style of administration, the focus is total - our emphasis in this treatise is in the loss. The current traditional report form contains only the most positive achievement of objectives, only the best of the exercise, humanizing numbers, without touching what we left behind or what we were waiting for to assimilate as a ?surprise account?(new account of liabilities). Management by loss is a method that redefines the concept of waste (waste zero) for controlling the mine operation under the equilibrium of the ecosystems. This method confronts the problems that impact our industry in this millennium. Understanding and quantifying losses (reserves, resources, time, energy, water, soil, materials, equipment, tasks, labor, ecosystems, etc) is a priority mandate for the industry and demands the application of a ?new ? style of administration by seeking to maintain balance instead of the disequilibrium that mining now creates in nature. It is necessary to answer questions such as: How can we minimize loss? How can the loss be assimilated during the life of the mine? What is the vision of mining in respect to the generation of waste? How can we convert liabilities into assets? In addition, the control of loss is determined in the achievement of the plan. Loss occurs because of a failure of the process in the original plan. Still we do not plan to fail but we fail to plan appropriately. It is a remarkable thing to accomplish and compel those objectives described in the original plan when that plan is designed with a determined budget. If not, we lose time and, of course, capital. Moreover, in Management by Loss (MBL), we can find answers to the following questions: What is the multiplier of productivity in mining? What are the influences of identification and characterization of loss and what is the level of efficiency of energy in order to achieve waste zero (effective cut off grade)? The challenges of mining in this millennium validate this new style of administration. Finally, it is important to point out that mining is entering into an era that has different rules, but the industry is still run by companies functioning with objectives from two centuries ago. They are trying to confront issues with concepts that are not designed for new tasks. Therefore, I ask you to consider this new style of administration of business under a vision of how the industry should be organized and managed, with an attitude of balance toward nature and social responsibility.

One of the Northwest Mining Association's guide-lines is: "If you always do what you've always done, you'll always get what you've always gotten." Another way of saying this is, simply, "when the road curves, don't refuse to turn." Our industry has been roundly criticized for living in the old political world, and, I believe, justifiably so. Until about 20 years ago, members of both houses of Congress deferred to specialists among their members for mining legislation. This was true for all public lands and natural resource issues, and were referred to as the mining bloc, or the timber bloc, or the ranching bloc. We felt safe, and to a large degree, were safe in the sense that western members of the US House of Representatives and of the US Senate understood the need for multiple use of public lands, and the need for the natural resources they supply. They also knew what it takes to stay in business and how to create the economic atmosphere that encourages private industry to find and provide the natural resources. Almost daily, members of our industry bemoan the destructive effects that current regulations, let alone new proposals, are having on American industry. And, there are some intriguing aspects for us to ponder. First, the specific complaint about the government is not regulation per se, but rather that the rules or policies don't make sense. We recognize that few understand our industry, but we have assumed that the government will rely on people experienced and knowledgeable in the area being brought under government controls. There was a time that this assumption was valid, but it is no longer true since we have entered the era of the professional regulator. Much like the MBA who believes that a professional manager can manage anywhere, the new breed of regulator sincerely believes that process is the key to developing effective regulations or programs. They reason the process virtually assures that all the pertinent facts will inevitably come to light and, after receiving appropriate considerations, will result in the proper decision being reached and implemented. Unfortunately, following the process also allows politics to play a new and greater role than ever before, since information based on what can only be called weird-science can now be presented to the professional regulator and accepted as fact. Regulators do not have the background to question the basic tenets of the conclusion being presented to them. To add insult to injury, testimony from people in the industry involved, intended to set the record straight, is too easily discounted as being merely self-serving. A second aspect is that the question of why the associations aren't doing more to stop poorly conceived legislative and regulatory proposals, or to counter the ever-increasing influence of the selfappointed public interest groups is being increasingly discussed. This is occurring despite the fact that there is a higher level of involvement and closer cooperation between the various associations than ever before. This raises a most important question: where are we going wrong? In the last 20 years or so, major changes have taken place. A new philosophy, taking advantage of the public's recognition of need to protect our environment, has swept through the nation, resulting in a whole new body of law enacted to assure environmental protection. We all acknowledge the need to prevent undue degradation during the course of mineral development, and we all consider ourselves to be responsible stewards of the land, because we live and work in the outdoors and know the importance of environmental protection. The changes in the federal statutes apply now to every aspect of mineral discovery, development, and production, and assure adequate reclamation of lands when we are done. Along with the positive changes, are a constant barrage of attempts to stop public land use, or stop mining, or stop any new economic development, ostensibly to "protect the environment," but often reflecting a hidden agenda of social reform. These types of extreme, irrational, and just plain impossible proposals are everyday occurrences, but we have not geared up to challenge all the proposals which could end mining. Instead, we did what we always had done. The road turned, but we didn't. And we wondered why those who had always protected mining weren't doing their job, and why we were having such limited success in reining in the regulators. Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

Our earthly treasures are being quickly depleted. We have experienced what can happen in an energy crisis. You have read and heard all kinds of stories as to what caused this crisis. On the surface it would seem that all of a sudden a situation becomes a crisis whether it be fuel, potatoes, beef or whatever. Well, of course, they don't just happen. There is always a little fore-warning here, an indicator there. Someone recognizes a sign of potential trouble but is ridiculed when he forecasts it. We are running out of sand: Producers of aggregates who can say today ... "That couldn't happen to me", can well be awakened tomorrow to the cold fact of reality. It could come from any number of directions. Depletion is mostly foreseeable but zoning isn't. Legislation can also be sudden death to availibility. With the ever growing population moving into the rural countryside, available deposits are being sold either to developers or being zoned for restricted use. The fact that a gravel pit or quarry is located on a particular plot has not fazed some of the local planning boards when they decided to place the adjoining property in a residential Zone A. Proponents of zoning preach that such use is necessary to insure that the land will be put to its best use. Planning boards establish the best places for schools, homes, shopping areas, factories, etc., so that the individuals or groups are in harmony with each other. This is usually done to date without thought or consideration to the geological importance or potential of the area. Today over half of the United States is living under some form of land use restriction. Little consideration has been given to what lies under the ground to be zoned. Fortunately, the states are slowly getting around to geological surveying. I feel that it is about time that state and federal authorities institute governmental restrictions to prohibit or control local zoning ordinances which would deplete or deny an area of its natural resources. While I could continue for the balance of my time just on this facet of our industry's problems, my point is: How sure are you of your next load of sand? I could be well laughed at by some of you for saying that there is an alarmingly rapid disappearance of "nearby" sand and gravel reserves in many areas of the country. A questionable statement, except to those producers where depletion has already taken place.

Forecasts indicate that the acid rain bill currently before Congress is likely to cause an increase in demand of 30 to 40 million tons per year of compliance quality coal from Central Appalachia. This represents a doubling of this segment of the coal business. This paper will examine how this doubling can be met, what the likely implications for pricing are, the major uncertainties associated with these predictions, and the likely outcomes of the growth in compliance coal. Finally, some implications for fuel planners will be discussed.

Knife River Coal Mining Company's Beulah Mine is a multiple seam lignite operation located in western North Dakota. The mine began production in 1963 with annual production at 450,000 metric ton and now produces 2.2 mm ton. As development progresses, operations have advanced into more complex geologic areas. Various techniques have been analyzed to maximize coal recovery in a cost effective manner. Additional studies are on-going to determine what changes will be implemented as we encounter deep wet sands in the reserve area.

Copper, the newest addition to the critical mineral list, is an essential metal whose electrical and heat conductive properties label it as a vital mineral for the creation of renewable energy sources and the reduction of Greenhouse Gases (GHGs). However, despite copper’s leading role in the transition to sustainable energy and mining practices, the mining industry has faced various battles in the extraction of this valuable material. These challenges are based on mining’s negative reputation and extensive impact on the environment, nearby communities, and human rights. To ensure the survival of mining in the future and achieve mineral demands, an emerging topic that has initiated the revolution of the traditional sector into a more environment- friendly and transparent industry, is Environmental, Social, and corporate Governance (ESG). ESG has motivated companies to seek growth opportunities and standardize risk accountability and transparency based on its collective framework that creates, modifies, and implements local, national, and international standards. These standards focus on improving environmental, social, and governance issues faced by companies and their projects. ESG has served as a guideline that investors utilize to assess companies and promote sustainability, responsibility, and disclosure to create positive and balanced relationships with stakeholders and the environment. Nonetheless, concerns have been rising which state that ESG is negatively impacting the mining industry by targeting what fuels the industry and world: ore deposits and their resources. Therefore, this research focused on answering the following research questions: what are the impacts of ESG on the copper supply chain and how will stricter ESG standards affect future copper production?

Water is one of the most important ressources of our planet. Unlike many other natural resources, water cannot be substituted by anything and must therefore be handled with the utmost care. Depending on the region and the possible shortage of water, the importance of water increases even further. Water consumption is not the only factor. In the construction industry, water pollution from auxiliary and operating materials and processes as well as other contaminants and their resulting load on wastewater play an important role. The sources for wastewater on tunneling construction sites are various: Washing water, seepage water accumulating in construction pits, tunnel water, water used in the slurry circuit in fluid-assisted tunneling methods or water from concrete work and stone cutting all these waters are contaminated with a range of pollutants like solids, hydrocarbons, heavy metals, etc. These contaminants can be removed or treated/reduced with the help of specifically designed wastewater treatment plants (WTPs). After the treatment the cleaned water can be either, in best case, reused on the construction site itself or discharged into water utilities like the available sewer or river pin respecting their discharge requirements. Due to dwindling water resources globally, the continuously rising discharge limits and the ever more important aspect of sustainability the use of WTPs on tunneling construction site will be indispensable. In this paper, it will be presented how these systems are designed and work, what advantages they offer environmentally as well as financially and what to look out for when planning and implementing such a system onto jobsite.

St. Marys Cement Company operates two cement plants in Southern Ontario, Canada. The original plant, located at St. Marys, a town 20 miles north of London, Ontario, began operations in 1912. A second plant, located at Bowmanville, Ontario, 40 miles north east of Toronto, began operations in 1967. In June 1973, St. Marys Cement began feasibility studies of modernizing their wet process plant at St. Marys. Over its 61 year life, this plant had been expanded from 335 m. tons per day (375 s. tons per day) to 2000 tpd (2200 s. tons per day), with all the original equipment retired several years ago. The objectives of the feasibility study were to develop a conceptual plan for a dry process plant and to de-, fine the appropriate process method and equipment. This study proceded along four fundamental fronts: a) How could the clay raw material, a glacial till with up to 20% boulder content, be processed in dry form and beneficiated? b) Were the raw materials suitable for the most efficient form of dry process kiln, the 4-stage preheater? If a 4-stage preheater kiln is selected should it utilize a precalciner? c) What type of clinker cooler should be used? d) What environmental constraints would be imposed on this plant and how can they be reconciled with capital and operating limitations? During the feasibility stage, pilot plant work was done on two possible solutions to the clay problem, operating plants in Europe were visited and discussions held with kiln and mill vendors.

The heap leaching process has been widely used for recovering different metals since its first application at the end of the 1960s. In Chile, copper production via heap leaching has accounted for between 30 and 40% of annual copper production over the past 10 years. This level of production has been achieved through and supported by the use of a mathematical relation, known as the leaching ratio (LR) or irrigation ratio (IR), which relates operational parameters with metal extraction in a heap leaching operation. This ratio has been used to develop leaching column tests, to scale up results from the laboratory to industrial operations, to design new heap leaching plants, and in metallurgical control and production estimation. In spite of the widespread industrial use of this relation, few scientific studies mention it. This is due to its simplicity and basic theoretical foundations. This disparity between industrial practice and scientific research could lead to operational decisions which lack substantial theoretical support, and to scientific studies which have limited industrial impact. Against this background, several questions arise about the use of the LR: What are the constraints on the use of the LR? Are there practical advantages with respect to reported kinetic models? What is the main reason that industry prefers the use of the LR over kinetic models, which enjoy greater theoretical support? In order to guide its future use, this paper describes the leaching ratio and its current uses and limitations, through a literature review and case studies.

Modern high capacity underground mining machinery is a complex of mechanical, electrical and hydraulic components which have greatly increased capability over similar components of mining machinery of ten and. even five years ago. Looking into the future I feel certain in stating that there will be changes equally great in the coming five and ten year periods. With this premise in mind, I should like to bring to your attention some of the things that do and will have a continued major impact on the industry, particularly as they relate to the maintenance and operation of these machines of increasing capability. In underground mining today, nearly every individual plays a key role. A machine operator's importance in his work is comparable with that of the pilot of an airplane, a railroad engineman, a bus driver, a skilled machinist, a bulldozer operator and many others whose assignment is one of doing, by himself, with his hands and his brains all that the specially designed machine has been created to do. These machine operators are supported by a staff of skilled engineers, maintenance personnel, supervision, etc., but objectives are realized only when the operator maintains his schedule. What is being done and what can be done to make it easier for the operator to maintain his schedule which, as with the airplane, is constantly being improved? This question can be answered best, perhaps, by dividing the subject into four general categories - (A) Power Supply. (B) Control and Protective Devices. (C) Hydraulic Component Design. (D) Mechanical Design.

THE PLANNED MAINTENANCE PROGRAM All concentrators should start with a planned maintenance program from day one. Every- body thinks they have a program in place before start-up, but in reality, most have only a fraction of what is needed to avoid the "Post Start-up Disaster" (PSD) - two years for start-up is not that uncommon. An effective program has all of the following: (1) Good people. (2) Area Maintenance. (3) Good PM Checklists. (4) Daily Work Schedules. (5) Written Work Orders. (6) Equipment Histories. (7) Backlog Control. The installation of a workable program takes hard work, talent, and commitment. You have to know what you are doing (hard work will not replace talent). Good People Good people are available in any location if you make the effort. Always check references carefully (both superiors, peers and subordinates). Was the last concentrator they worked at successful? Was it clean? Find out! Success or failure follows people around. I know people who are experts on PSD because they have lived through it three or four times. You need some college trained people with hands-on experience. There are no secrets, you have to make the effort. If you make a mistake in hiring (and you probably will), make the tough decision necessary to rectify it quickly. Area Maintenance Area maintenance refers to organization of supervision such that one person is uniquely accountable for every inch of ground and piece of equipment.
