Introduction A study was completed that investigated the enrollment in mining engineering programs in 24 universities and colleges. All programs considered in the study award four-year bachelor of science degrees in mining engineering. They also provide all the engineers for the mining industry and a large portion of the geotechnical engineers working on environmental problems, storage of hazardous waste, civic, and Federal government underground projects. The numbers used as the base for the study are those reported by each program to SME-AIME and published yearly (SME, 1986). Data for the study came from the period 1975-1985. Also, since some programs include students in related disciplines and special categories, such as cooperative students, a few inaccuracies were unavoidable. A 23-page document has been prepared that reports on the overall picture of current enrollment, the trends, and discusses the results, perceived effects, and what can, or should, be done. There has been an obvious, and dramatic decrease in total undergraduate enrollment since the late 1970s. In 1978, 3117 students were enrolled. In the 1985 fall semester, enrollment was 1022, less than one-third. There were 485 seniors, 265 juniors, 147 sophomores, and 125 freshmen. The downward trend in total enrollment is likely to continue for at least another two years. Class size The catastrophic drop in enrollment is shared by all programs across the country. It does not discriminate between types of programs, coal or hard rock mining, or location. In general, 1985's enrollment is about 30% of whatever the maximum enrollment was in any program, though this varies from the teens to 50%. The latter percentage occurs only for some programs with special circumstances, particularly new programs not well established in the late 1970s. The beginning of the decline in enrollment has occurred at slightly different times as affected by the demise of each program's local industry. The numbers in each class produced from a specific freshmen year (Fig. 1) are worthy of comment. The dramatic drop in enrollment for all classes after 1982 is clearly demonstrated. The timing coincides with the general downturn in the mining industry, when many employed engineers were laid off and new graduates could not find jobs. Also, significantly fewer students are being attracted to mining programs as freshmen. The number of seniors shown seems inappropriate. Where did so many seniors come from and why are so few graduates produced? There is an increasing trend for students to take four-and-a-half or five years to graduate. Therefore, they are counted twice, once when they are first classed as seniors and again the following year. Some students purposely delay graduation to obtain more summer work experience and take additional courses. They believe that this gives them a better

The US minerals industry, as well we know, has been hit hard by the recent recession and is faced with what is projected to be a slow recovery. Even so, there was an underlying feeling of optimism at American Mining Congress' International Mining Show in Las Vegas, NV, Oct 11-14. More than 25,000 people attended during a particularly rough financial year, dispelling fears that attendance would dip sharply below 1978's 30,000 plus tally. The equipment expositionheld every four years-was the largest show of its kind this year in the Western Hemisphere in terms of exhibit space, providing an extensive view of mining-related equipment. In addition to the nearly 700 exhibits occupying more than 445 hm2 (11 acres), 20 technical sessions were held covering topics ranging from minerals availability and the state of the mining industries to communications, computers, and accounting. Government officials were well represented, with six US senators and five US representatives participating in various convention functions. Sen. Paul Laxalt (R-NV) was the keynote speaker at the welcoming luncheon. Other senators involved in the show included Howard W. Cannon (D-NV), Pete V. Domenici (R-NM), James A. McClure (R-ID), Frank H. Murkowski (R-AK), and Steven D. Symms (R-ID). Representatives on the program were Joseph M. Gaydos (D-PA), Guy Vander Jagt (R-MI), Don Young (R-AK), Jim Santini (D-NV), and Ceil Heftel (D-HI). There were also many international vistors at the show, including exhibitors from Australia, Austria, Canada, England, Finland, Sweden, South Africa, and West Germany. Equipment Highlights Equipment and services featured at the exposition ranged from aerial mapping to wire rope. Aisle space alone between exhibits exceeded 8 km (5 miles). And the companies represented ranged from small businesses to large corporations. Some of the company products described here are representative of the many exhibitors in attendance. Atlas Copco's extensive display of rock drilling and tunnel and shaft boring equipment featured its Boomer H-201, the newest addition to its line of underground drifting rigs; the ROC 306, a new track-mounted, high pressure down-the-hole drill rig; a new hydraulic surface crawler drill, the ROC 712H, designed for small and medium-size holes in quarries and small open-pit mines; a computerized analysis system, CARE (see page 1570), designed to project productivity and operating costs for various mining operations; several electro-hydraulic loaders, including the new rail bound LM E60 and LM E80, and two Hagg-loaders-the 7HR and 10HR-that use two digging arms to rake and guide muck; a mechanized blasthole charging system; rock bolting equipment and its new Swellex roof bolting method; Sandvik Coromant drill steel and bits; and its new Jarva R200 raise boring machine.

This paper is in three parts. Part I discusses the various types of cement clinker coolers now in full-scale operation. Part II is a detailed study of the criteria for selection of the type of cement clinker cooler best suited for a given installation. Part III covers a number of cooling problems and their solutions in some of the metals industries. The large and world-wide problem of cement clinker cooling has motivated much study and development and the coverage here of this work is somewhat detailed. In contrast the cooling problems of the metals industries are quite varied between industries and often quite different from plant to plant in the same industry because of basic differences in the requirements of the particular material being processed. Therefore the coverage of metals industries coolers is somewhat more general. It is believed that all of the technology covered here may be of interest to those working with the problems of cooling hot materials.

INTRODUCTION The Scope of the Chapter This chapter discusses environmental regulation and closely-related public policies associated with mineral development in the United States. This chapter outlines the nature, extent, and amelioration of secondary effects of mineral development. It sketches the policy foundations of regulation; discusses the implementation of environmental law; describes land use conflicts and land management regimes; and surveys the costs and benefits of environmental regulation. Since regulations are subject to frequent change, the chapter emphasizes basic factual and conceptual material, rather than specific regulations. The goal is to familiarize the reader with the general nature of environmental impacts and mitigation which arise in the minerals industry, and with the issues surrounding the regulation debate. The chapter is organized as a series of sub- chapters. The first of these is a discussion of the conceptual foundations of regulatory policy. The second section summarizes the principal federal environmental statutes, and the implementation of such regulation. Following that, the third section summarizes the current state of knowledge regarding the types of environmental impacts associated with mineral development. This discussion, organized in a format similar to that used in environmental impact statements, can be thought of as a guide to reading and understanding such statements. Next, the fourth section surveys studies of the costs and benefits of environmental regulation. 'These empirical studies are evaluated in terms of the framework developed in the first section of the chapter. In the fifth section, the discussion turns to federal, state, and local approaches to land use control and siting, and the economic analysis of such conflicts. Included are discussions of the two principal forms of public lands mineral entry, the 1872 location patent system and the 1920 leasing approach. CONCEPTUAL FOUNDATIONS OF REGULATORY POLICY David A. Gulley The Role of Regulation in a Market Economy What is Regulation?: Regulation is the intervention of government in the activities of the private market. In a market society, the private sector is presumed to be the most appropriate economic agent. Given this presumption, regulation generally begins with a demonstration of persistent problems under laissez-faire in a given context. Environmental and related regulation occurs because the public believes the free market does not properly value environ- mental quality. In this section, concepts are advanced to aid the reader in understanding the government's role in this respect.

My qualification to speak on the globalization of the the mining industry comes from having worked in the industry in Europe, North and South America, Africa and Australasia in positions ranging from exploration geologist to chief executive. For about a third of my career I have lived and worked in the Southern Hemisphere. And for much of the rest of my career I have been involved in or responsible for activities in the Southern Hemisphere. This has given me the opportunity to experience globalization from the sharp end, as it were. This means speaking English with an Australian accent, Spanish with a Chilean accent, French with a West African accent and Dutch with an English accent. My topic is globalization, especially of the mining industry from a Southern Hemisphere perspective and specifically the experience and history of Gencor in that context. First, I will say a little about what globalization means to the southern part of the world: How and why the South differs from the North and how the challenge of globalization affects a south-based company differently than a northern one. I will also detail how Gencor has made significant progress in globalizing through the acquisition of mining assets from Shell. As Fig. 1 shows, I have divided up the world into northern and southern components, rather than hemispheres. The southern world comprises mainly countries that have emerged from the status of economic - if not political - colonies of nations such as England, Spain, Portugal, France, the Netherlands and, surprisingly, Italy and Germany. I have not considered the Indochinese and Arabian peninsulas in my southern world. The emergence of the. former is still in its early stages while the latter is clearly a part of the northern economic system. Large parts of Africa and South America are geometrically in the Northern Hemisphere but economically in the southern world. The reverse is the case for the IndoPersian peninsula. With the distinguished exception of Australia and South Africa, most of these countries nationalized their mining industries and mineral patrimony after attaining political independence. A major element of the globalization of the mining industry is related to the privatization of the mining industry in these countries and to the opening up of their min¬eral patrimony to non-national exploitation. The Southern Hemisphere is the watery part of the world. It is almost three quarters ocean as against a slight preponderance of land in the north. Economically, ocean areas have only a fraction of the productivity of land, except in a few oil-rich areas like the Gulf of Mexico and the North Sea. The consequence is that even on an economically level playing field we would expect the south to generate only about one third of the world's economic product.

In this paper we are going to look at some things that may happen to the industrial minerals industry in the next decade. First, some concepts and definitions. What are industrial minerals? Not everyone agrees on an answer to this. So let's look at some of the opinions. Some say that industrial minerals are non-metallic minerals. As you well know, metallic minerals are used as a source material for metals. Copper, lead, and zinc are extracted from metallic minerals. But, some metallic minerals are also used for other reasons. Bauxite is used as a source of alumina and aluminum. It is also used as proppant in well drilling, as an abrasive, as a refractory material, and as a source of aluminum-based chemicals. So bauxite is both metallic and nonmetallic. There are other examples, too. Bastnasite is a source of rare earth metals and alloys but its concentrate is used in fluid cracking catalysts. Phosphate rock is an industrial mineral when used for fertilizer, but it is also the source of phosphorus. Ilmenite and rutile are sources for titanium dioxide pigments as well as titanium. So the nonmetallic designation is not adequate to define industrial minerals. Some say industrial minerals are called such because they are consumed in industry. How about your cat's litter box? Is that industry? Huge amounts of montmorillonite, attapulgite and other sorbtive minerals are pelletized and calcined to make animal litter. Doctors are trying to get people to cut down on their salt consumption. They are against people eating industrial minerals. When diamonds are a girl's best friend, they are not industrial minerals; when they are grinding and polishing media, they are. These examples show that industrial minerals are not exclusive to industry. Regardless, here is my list of industrial minerals: Abrasive Materials - Bentonite Antimony (Oxide) - Borates Asbestos - Calcium Carbonate Attapulgite - Diatomite Ball Clay - Dolomite Barite - Feldspar Bauxite (and Alumina) - Fire Clay Fluorspar - Pyrophyllite Fuller's Earth - Rare Earths Graphite - Salt Gypsum - Sand and Gravel Kaolin - Silica Sand Kyanite - Soda Ash Limestone - Sodium Sulfate Magnesite - Spodumene (Lithium) Magnetite - Sulfur Mica - Talc Nepheline Syenite - Titanium Dioxide Perlite - Vermiculite Phosphates - Wollastonite Potash - Zeolites Pumice There is some overlapping. Fuller's Earth takes in some attapulgite, bentonite, and other minerals, depending on the market. Some would like to distinguish industrial minerals by the market emphasis they receive compared to fuels, metallics, and precious metals. But even there, strict logic fails. Some industrial minerals are commodities. They are sold on a price basis against industry product specs, usually in large volumes. Phosphate rock, potash, sulfur, salt, soda ash, and other materials fit this category. Some are almost custom-designed for end-use and meet performance specs. These are sometimes called functional or specialty industrial minerals. Examples of these are ground calcium carbonate, water-washed kaolin, cosmetic grade talc, filtration grades of diatomite, perlite, and vermiculite. Introduction The federal government's declining role in funding research has created a critical dollar gap for university departments of mining engineering. Industry, too, is affected by the drought. Research is lagging. Hardpressed universities are going to the private sector for funding. Mining companies should not shower universities with philanthropy, but a research partnership should be contracted on a pay-as-you-go basis. A model exists at The University of Alabama (albeit not in mining) that could be adopted by the mining industry. An equal partnership arrangement between a university and an industry for conducting research is proposed. The concept is not that a corporation sponsors and a university performs the research. Nor does it call for educational contributions or giveaways from industry. Rather, the corporation and the educational institution enter into a cooperative research endeavor, a full and equal partnership. Both parties contribute and both share the benefits. A key to the relationship is that it has a single objective: it must generate profits or reduce costs for the company. Working Model Recent literature is replete with examples of proposals for joint research endeavors, involving both contracts and grants, between industry and universities (Bronwell, 1971; Bugliarello, 1978; Branscomb, 1981; Sanford and Holland, 1982). They are all good proposals and offer something to both parties. They are, however, not widely supported. Few have received a favorable nod from the US mining industry. Though it may be logical, for example, to remake the American Mining Congress (or some new consortium) in the mold of umbrella-type industry organizations to fund cooperative research with mining institutions, such proposals have never flown. What model, then, will work? First, look for a model that has worked in industry in general. Second, seek to apply it to mining specifically. There is a model project that satisfies the first of those criteria. It is a project complicated by a third party, in addition to a corporation and a university. In January 1983, the "Factory of the Future Project" was initiated between The University of Alabama (UA) and General Motors Corp. (GM). The United Auto Workers (UAW) is a third party to the agreement. The factory was GM's Rochester Products Division manufacturing plant in Tuscaloosa, AL, also home of UA's main campus (Fig. 1). Saving a Plant The agreement came about at the initiative of GM and the UAW. Faced with having to close the plant because of excessive production costs, company and union officials proposed to the university that an applied research facility be established at the plant. The university would operate the laboratory, dedicated to $470,000 a year cost reductions for the company. The school would lease the 5.1 km2 (55,000 sq ft) space for $470,000 a year for three years. Any savings effected by the university's research effort would be credited toward to the rent. GM said the small factory, which made replacement carburetors

The term phosphate beneficiation often conjures up visions of processing technologies that physically separate the phosphate rock from some impurity and do not result in a change in the chemical nature of the phosphate rock. However, when we consider hydrometallurgical processing as a phos¬phate beneficiation technique we have to include all chemical treatments that convert phosphate rock into a more useful product. With most of the phosphate rock mined being used for fertilizer pro¬duction, the best known and most widely employed hydrometallurgical process is wet process phospho¬ric acid manufacture. In general, all phosphate rocks are so insoluble that there is no physical treat¬ment that will allow the phosphate content to be used by vegetation in a timely manner. However, after chemical treatment, 100% of the phosphate is readily available for vegetation nutrition. If there is a chemical beneficiation process that could be considered the standard method of treat¬ing phosphate rock it would have to be the wet pro¬cess for phosphoric acid production. In this process finely ground phosphate is reacted with sulfuric acid to give phosphoric acid and phosphogypsum. The phosphogypsum crystals are removed from the phosphoric acid solution and discarded; the phos¬phoric acid is further processed to give the finished fertilizer product. The primary reason that this pro¬cess was adopted so widely is because the phosphogypsum solid that is formed can be easily separated from the phosphoric acid, thereby removing the calcium portion of the phosphate rock and the sul¬fate portion of the sulfuric acid. Other acids have been used to treat phosphate rock but nitric acid is the only other acid used commercially. Nitric acid gives a mixture of phos¬phoric acid and nitrates that can be further pro¬cessed into N-P fertilizers, but the range of N/P grades that can be produced is limited. Hydrochlo¬ric acid has been used to react with phosphate rock, and it can be used to generate a pure phos¬phoric acid but only after solvent extraction to separate the calcium chloride from the phosphoric acid. And then there is the problem of what to do with the calcium chloride. The acid that has received the most attention as a substitute for sulfuric acid is phosphoric acid. In this process, the phosphoric acid reacts with the phosphate rock to give a mono-calcium phosphate solution. This process does not dissolve all the impurities in the phosphate rock, and these solids can be removed from the solution before sulfuric acid is added to convert the soluble calcium to insoluble phosphogypsum. Despite all the claimed advantages, this process has not found favor. A suc¬cessful application of this process to treat some of the lower grade phosphate rocks being used today would seem to have some distinct advantages. Other beneficiation schemes have been pro¬posed or practiced on specific phosphate rocks on a limited scale. These include calcination followed by water leaching to remove lime, weak acid

In 1994, Goldstrike initiated a research program to investigate processing options for treating what was then the small amount of carbonaceous ore identified in the reserves. The focus of the research was on developing a process which incorporated the autoclave technology already utilized at Goldstrike. Over the next two years, Barrick pursued the development of an ammonium thiosulfate leaching (ATS) process. During the period in which the ATS research was being conducted the amount of carbonaceous ore in Goldstrike's reserves increased substantially and continued growth was projected. By 1996, significant advancement was made on the development of the ATS process. The work culminated in a series of integrated pilot plant runs incorporating autoclaving, ATS leaching, resin in leach, stripping and cementation. Several questions about the process chemistry remained unanswered, preventing commercial development. Barrick was committed to producing gold from the carbonaceous ore reserves by 2000. A due diligence review of carbonaceous ore processing options was initiated during the second half of 1996. Processes considered in addition to ATS were fine grinding/autoclaving, as practiced then by Santa Fe, and whole ore roasting as practiced by Independence Mining and Newmont. The objective by year-end was to recommend the most robust and economical process for Goldstrike's carbonaceous resources. In the fall of 1996, a detailed review of roasting as a processing alternative for Goldstrike was initiated. Throughout the ATS development period, whole ore roasting was used as the benchmark. All the ATS metallurgical and financial results were compared to roasting bench top test results. It was clear this data was too imprecise for use in due diligence study, a more definitive recovery value was needed to complete the carbonaceous ore review. The primary goal of the roasting review was to conduct pilot plant roast tests to gain a more thorough understanding of Goldstrike's carbonaceous ore's response to roasting and its effects on gold recovery. Using the test facility at Hazen Research, four pilot plant campaigns were conducted to determine optimum roast conditions and further define metallurgical design parameters. Conventional two-stage fluid bed technology based on Freeport­McMoRan's roasting patent was the specific process basis for testing. The ore's response to roasting exceeded expectations. In January 1997, a preliminary economic evaluation comparing ATS and roasting was presented, and the outcome was approval to proceed with a roasting prefeasibility study. In July 1997, approval for Goldstrike's Roaster facility was received and basic engineering started immediately thereafter. Detailed engineering _began in January 1998 and plant construction commenced in October 1998,t, Goldstrike's Roaster facility is designed to treat 12,000 tpd of a refractory gold ore, which contains both pyrite and organic carbon. Circuits in the facility include primary and secondary crushing, dry grinding, roasting, gas handling, neutralization, thickening and standard CIL. Gold desorbtion and recovery is carried out at Goldstrike's existing refinery. Plant start-up of the first dry grinding and roasting train is scheduled for March 2000, with the second train coming online in May 2000.

John C. Greenway was responsible for much of my success in the seven years from what I called the end of my apprenticeship in exploration until I entered the Army in World War I. I first met Green- way on my return from Promontorio and, as he was replacing Powell, he was to be my boss. Even at first glance you couldn't help liking and trusting him. He was tall, well built, and erect-an old Yale athlete. After college he became a captain in the Rough Riders and a friend of Theodore Roosevelt, distinguishing himself in the Cuban campaign. He made good friends in all ranks of the Rough Riders, some later becoming leaders of industry and others following Greenway where-ever he went. After the Spanish War Greenway worked for iron mining companies around the Great Lakes and when the directors decided that Calumet and Arizona needed a new manager the ones who were also prominent in Oliver Iron Mining Co. selected Greenway It was a lucky choice for Greenway and for me. He became the best manager among those who ran the big copper mines He was open-minded in encouraging discussion and even opposition-until he made up his mind. Then, in military fashion, everyone must follow his decision without question. I think this is an essential of good management. Unfortunately a few did not feel this way and they had to leave. It was characteristic of those times that respect for the boss was so great that in the 16 years in which he was one of my best friends I, like all under him, always called him "Mr. Greenway." Soon after he arrived Greenway asked the leading mine operators in the southwest, Dr. Louis D. Ricketts and James S. Douglas, son of the Dr. James Douglas who had made Phelps Dodge great, to do special work for Calumet and Arizona. I found later that the object of the study was to determine the terms on which the half-dozen Warren District properties of Calumet and Arizona were to be joined in one

Many, if not most, of today's pollution liability claims are related to events ("occurrences") that happened in the past. This fact creates an opportunity to obtain a large amount of insurance coverage at essentially no cost. Furthermore, in many cases, this insurance coverage is readily available. Scenario #1 For some 15 years, an underground gas tank has had a slow leak. The leak has now been discovered because the gas has contaminated nearby wells. As a result, an expensive $1 million cleanup is required. In addition, a liability suit has been filed for damages due to the contamination of nearby wells. Consequently, legal expenses are being incurred. Are all of these actual and potential costs insured? Obviously, if you have a pollution liability policy in place, the above costs will probably be insured. I say probably because business liability policies are not uniform. But, what if you don't have a pollution liability policy and what if your current general liability policy excludes all pollution liability (as most of them do today)? Under these circumstances, it first appears there is no insurance for this $1 million cleanup and liability suit. But this is probably not the case. You may well have insurance coverage, and you may well have much more insurance coverage than you ever expected. And, the insurance that I'm referring to is already in place. You simply need to find it and learn how to use this insurance - I'm referring to your old policies. In many cases, old liability insurance policies provide coverage for claims made today, because these policies were written on an "occurrence" basis of coverage. In fact, most still are written this way. This means that the insurance policy covers bodily injury or property damage liabilities (as defined in the policy) arising out of' "occurrences" or accidents that happen during the policy period regardless of' when the claim for damages is made. Therefore, for insurance purposes, the key question is: when did the "occurrence" take place? If someone falls and breaks a leg, that is clearly an "occurrence." The broken leg occurrence is, therefore, insured by the liability policy that was in existence at the time of the fall - regardless of when the claim or suit is filed, if ever. However, the answer to this question is seldom an easy one when you are looking at a pollution claim. In our scenario, the tank had a slow leak over 15 years, but property damage was not discovered until now. The question of when the "occurrence" (as defined in the insurance policy) took place has been litigated and continues to be litigated in many courts across the country. But, most often the answer has been that, for insurance purposes, the "occurrence" is the entire period that the tank was leaking (15 years), even though the contamination to the water was not discovered until 1987. This means that the person or company that is insured can potentially use all of its general liability policies (if they are "occurrence" policies, and most were), which were purchased during the 15 years from 1972 until 1987. And, these policies will potentially insure all of the claims and related exposures that arise out of this leaky underground gas tank. Scenario #2 In our first scenario, the claims and expenses were insured by past general liability policies because the claims arose out of events in the past, which, in turn, caused damage. Let's look at another example. In this scenario, Company XYZ has received a request to help clean up a landfill site because 10 years ago, XYZ dumped some toxic substances at the site, which was totally legal at the time. XYZ has not dumped anything at the site since this time. Nevertheless, XYZ is now being required to contribute $2 million to the cleanup of this site. In this scenario, if you had purchased "occurrence" general liability policies 10 years ago, these 1977 policies would (potentially) apply to the current $2 million cleanup claim. And, the reason is that the "occurrence" leading to the 1987 claim took place in 1977.

In the paper presented by F.W. Brackebusch on the "Basics of paste backfill systems," paste fill was presented as a backfill process that offers many advantages over other alternatives such as hydraulic fill and rock fill. It was observed, however, that the mechanics of paste-fill transportation in pipelines is not fully understood and that the success of its implementation in practice depends on the precise control of the proportions of fines, aggregates and water in the mixture. The author emphasized the necessity for laboratory and full-scale testing to determine the suitability of a material to be used as paste fill. Although experimental testing is definitely an important operation in the design of a reliable paste fill, advances in the understanding of the fundamental laws that govern paste flow in pipelines are equally relevant. Ideally, the results of such efforts would provide predictive models for the rheology of the paste and the corresponding pumping-energy requirements. In an attempt to achieve this objective, an ongoing research program has been active at McGill University's Department of Mining and Metallurgical Engineering. Preliminary results showed that the underlying mechanics of paste-fill flow in pipelines may be described in terms of what is known as "plug flow," as depicted in Fig. 1. Although this flow mechanism has been known qualitatively for many years, few attempts managed to offer a comprehensive model (Gandhi, 1987; Duckworth, 1986). In our model, it is assumed that coarse aggregates present in the mixture form a porous core, which is filled with paste (fines and water) and is surrounded by an annular non-Newtonian (Bingham-plastic) lubrication layer, which enables the mixture to flow with pressure losses that are easily overcome by common positive-displacement pumps. In summary, our model predicts the thickness of the annular lubricating layer, which controls the magnitude of the pressure losses. This is done either by collecting data on the apparent viscosity of the Theologically-active fine fraction and using an analytical equation (Bouzaiene, 1994), or is done by measuring the void content of the coarse aggregates and deducing the thickness as a function of the fine- to coarse (weight or volume) fraction ratio in the mixture for a given pipe diameter and solids concentration. Our model predictions showed good agreement with data from Duckworth et al. (1986), as shown in Fig. 2.? Introduction On the banks of the Columbia River, about halfway between Seattle and Spokane, sits Wenatchee, WA. It calls itself "the apple capital of the world." And it has a gold mining history that dates back to the 1880s. It was just outside Wenatchee - three blocks outside, to be exact-that Asamera recently dedicated its $60 million Cannon underground gold mine. At full production, it is estimated the Cannon mine will yield between 5 and 5.6 t/a (160,000 and 180,000 oz per year) of gold. That would make Cannon the largest North American underground gold mine to be brought into production this year. Cannon should also be among the top 10 of all North American gold producers. Asamera officials project Cannon's operating costs at about $4.8019 ($150 per oz). At that rate, the mine should also be one of the lower cost and most profitable gold mining operations in North America. One reason for low operating costs is low electric power costs. The Cannon operation will be paying about 2.5 cents per kWh for hydroelectric power supplied by the Bonneville Power Authority. Proven and probable ore reserves at Cannon are in excess of 4.7 Mt (5.2 million st). Reserve grades average 7.29 g/t (0.21 oz per st) of gold in three ore zones, in order of discovery - B, B West, and B North. The ore bodies could have been mined by open-pit methods. But underground mining was chosen for environmental reasons. In addition, the rich B North ore body extends beneath a nearby horse stable and arena. The Cannon mine area comprises some 20 km2 (5000 acres) in Chelan County. The mine site is located at the 305 m (1000 ft) elevation in Dry Gulch at the base of the Cascade Mountains. The initial estimate of mine life for the Cannon operation is eight years, depending on gold prices. But Asamera officials believe the Wenatchee area has excellent potential for future gold discoveries. Asamera, Inc. of Calgary, Alberta, owns 51% of the Cannon property, through its wholly-owned Asamera Minerals (US). Breakwater Resources Ltd. of Vancouver, British Columbia owns 49% of the operation. The Cannon mine is named in honor of longtime Asamera, Inc. executive and current company director, geologist Donald G. Can¬non. It was he who first brought the Wenatchee property to Asamera's attention and urged the company to pursue it. Asamera is a major explorer and producer of oil and gas. Its Cannon operation is the largest and most significant to date in its mining division, according to Rob¬ert G. Welty. He is Asamera's chairman and chief executive officer. It should be noted there was an element of serendipity involved in Cannon's development. The development program be¬gan when geologist Cannon visited the Wenatchee area. He was visit¬ing old mining districts. He liked what he saw. The Cannon property was eventually optioned for ex¬ploration, including a modest drilling program.

A typical problem in ventilation networks with multiple fan systems is the possibility of them interacting. Multiple fan systems are no exceptions in complex tunnels, and may also be met in mines where underground fans are installed. When aiming at controlling a multiple fan system in a ventilation network, e.g. with a view to maintaining an acceptable air quality level, yet at minimum power consumption, transient flow conditions frequently occur. Although in most applications these transients are short compared to the time needed to achieve the planned actions on the ventilation, one should, however, keep in mind that it is important to avoid any bouncing effect between different (adjacent or distant) fan systems. Therefore a simulation of the unsteady-state flows could allow us to learn more about the propagation of transients within the network, and their possible secondary effects Among others, one question that often is raised, is to find out in which sequence and at what time schedule each of the fans in a network should e.g. be started up? Another typical problem, into which an unsteady-state simulation could provide some insight is the following: how should the facilities of variable pitch angle and/or changeable RPM of several fans operating in parallel be handled and combined in order to obtain a flow rate that changes gradually from zero to its maximum value i.e. the sum of the individual throughput flows of all the fans. The literature is not very abundant on the topic of simulating transient flows in networks. There is no doubt that numerical models have been developed (Pollak, Christensen, 1987), most of the time for particular applications (Wala, Kim, 1985), (Tanaskovic et al., 1984), (Schultz, Sockel, 1991), etc. The aim of this paper is to present a model that also simulates one-dimensional compressible flows in unsteady-state conditions with, however, the specific intent to handle networks with more than one fan. PROBLEM STATEMENT The mathematical model chosen to describe the unsteady flows in a ventilation network is based on the dynamic and continuity equations applied to each of its airways. The following basic assumptions are made : - the flow in the airway is considered to be one- dimensional, - - the flow is assumed to be fully turbulent, and hence the ATKINSON equation for calculating the friction losses will be applied. Whether this equation remains valid for transient state flows remains an open question. However, this may reasonably be assumed since the interesting flow frequencies are low. A discussion may be found in (Kämpf, 1987) ; - the airways are assumed to have a constant cross- sectional area along their length. If obviously this would not be the case, it is always possible to subdivide the concerned airway into sections for which the previous assumption holds. Applying the basic equations of mass and energy conservation, the flow in each branch may be described by the Euler equation for Newtonian flows.

INTRODUCTION It is a generally recognized obligation of owners and operators of underground mines in the United States to protect the health of miners against the potential carcinogenic effect of airborne alphaemitting radionuclides, in particular the shortlived radioactive daughter-products of 222Rn. In meeting this obligation, a number of strategies are available, and it is largely up to the operator to decide what combination of methods he will use. Because the officially accepted theory of the mechanism by which radon and its short-lived progeny cause cancer of the respiratory system, the objective in controlling this health hazard is to limit as far as possible the inhalation of the three daughter products, 218Po, 214Pb, and 214Bi. (214Po, the fourth nuclide in the chain, is so short-lived that its alpha-decay occurs almost instantaneously after the beta-decay of its parent, 214Bi.) The reasoning in this theory leads to the conclusion that the alphadecay of radon itself causes essentially negligible physiological damage, and that the amount of daughter product activity attributable to decay of radon within the respiratory system is also very small. As every ventilation engineer in this business knows, however, focusing remedial actions exclusively on the daughter products themselves is choosing the hard way, and will probably never lead to effective control of this health hazard in underground mining activities. The reason for this troublesome fact can be seen in Figure 1. Let us say that we have air containing 222Rn and its short-lived daughters in near-equilibrium, a not-uncommon condition in the air of a poorly ventilated underground mine, and that we wish to purify it by removing only the toxic daughter products. If we have been very thorough in our purification efforts, we might expect to achieve a 99% reduction of the Working Level (WL) measurement. Figure 2 allows us to examine closely the early regrowth of WL's in this freshly cleaned air. Within the first five minutes, for instance, the WL's are back to 10% of their full equilibrium value, and ten minutes later the level has more than doubled and is on its way to an almost complete defeat of the clean-up effort by the end of the next hour. It is quite clear from this simple illustration that no matter how effective an air-cleaning system may be if it is directed only at the selective removal of the toxic trio, 218Po, 214Pb and 214Bi, its beneficial effect will be quite temporary. A truly effective attack on the problem must always include methods aimed at the control of the unruly parent, radon. Then, even if its progeny have an inalienable "right to life", their brief lives will not be spent in the miners' lungs. Metallurgical Accounting in the mineral processing industry transforms accumulated process data, including flow rates and assays, into a coherent information format. This is used to rapidly provide production reporting and key performance indications. A fully comprehensive and coherency of available data must be a component of any system expected to accomplish reconciliation in the mass balancing process. Quality issues are thus improved with such desired methods via a mass-balancing engine utilizing the results of measurements acquired by various on-line sensors, analyzers, and sophisticated laboratory equipment. Metallurgical Accounting, when accomplished through such an engine, provides high value information in a simple, straightforward, and simplified manner. Exceptional utility is then transparently available to authorized personnel for access to metallurgical accounting reports, production reports, mass balance results, performance indicators, and so on. This paper discusses how such information can be used to "drilldown" into each result set by consulting the data hierarchy to evaluate and validate calculations and input data used to produce the specific results being queried. The power of such a system resides in the full and true integration of all production and laboratory data. What is integrated are the data thus acquired via a single user interface, a single database, a single configuration tool, etc. From this comes the derivation of contextual information and its maintenance. It is possible to reduce metallurgical accounting and production reporting from possibly hours or even days to a matter of minutes. The result is maximization of information reliability and availability from masses of otherwise discrete and difficult to access key data.

The full importance of tailings disposal is yet to be realized by the mining industry, but our awareness of its present and future implications is growing faster, perhaps, than any single phase of ore processing. Few engineers can look very far into the future because of the complexity of the problems that may confront us if we project from the general indifference of past years through what we are already being expected to correct in existing operations, to confrontations with new statutes and an awakened public in any new plants hence- forth. The mistakes of the past have not been limited to the United States nor even to other countries of the Western Hemisphere. Indeed, all continents and subcontinents have suffered from myopia in releasing the tailings without retaining responsibility. However, the US as one of the world's great leaders in technology has a particularly unimpressive record. It may be safely generalized that the degree of control applied to the tailings of a milling operation has depended upon several factors more important than national boundaries. Thus in arid and semiarid climates no incentive was needed other than the scarcity of water to create a permanent and stable lodgment for mill tailings. On the other hand. where water has been plentiful. the temptation to let the tailings run into a river or lake or ocean (at least at certain times of the year) was often irresistible. So we find that modem tailings disposal in the southwest deserts of this country, with one or two notable exceptions where very serious breaks seem to occur at regular intervals, is satisfactory according to the standards of the 195QF and 1960s. while in various operations in Idaho, Michigan, western Colorado. Newfoundland, and elsewhere the record has been less praiseworthy. In the same way, cyanide plants which did not concern themselves about leakage, seepage, spillage, or wastage of tailings pulps with solutions containing toxic levels of free or combined cyanide soon heard a demand for better control. In consequence the industry has seen a growing use of cyanide regeneration of tailings or wash solutions, elimination of leakage, and careful structuring of tailing dams. The chemical and thermal qualities of tailing waters have occasionally been a spur to good tailings management. Some tailings disposal problems for example, the southeastern Florida phosphate clays and the Bayer red muds-have been given the intensive study they merited, but not always with much success.

JAMES BOYD 29.1-STAFF-AND-LINE ORGANIZATION Industrial organizations are established primarily to coordinate the activities of many individuals working toward a specific goal. In mining, the goals can vary widely, and the skills necessary to reach them likewise will vary from operation to operation. It is essential to keep in mind the principal point that an organization embodies the necessary skills which supplement each other and achieve a given objective. Those who direct such an organization are grouped together as "management" and accept the responsibilities for the regulation, administration, supervision and guidance of the enterprise. Those who comprise the "administration" and have supervisory authority are referred to as the "executives." In the early days of mining it was common for one executive to exercise virtually complete control over the entire organization, and direct its operation from a central office. However, the science of management has advanced significantly since then. Mining organization administration now allocates increased authority and flexibility to those in direct-line responsibility, and organizes competent people in specialized fields to provide supervisors with guidance where it is needed in day-to-day operations. Few mining companies today are confined to one operation. Therefore, highly developed skills can be provided in the staff which assists management. This is known as staff-and-line organization, illustrated, in general, in Fig. 29-1. Each operation requires diverse skills for the carrying out of specific functions. The acquisition and training of those with such skills is an important operation in assembling organizations. An organization normally is modified to accommodate individuals rather than being a "hard and fast" mold into which people are fitted. The modern manager is inclined to organize to minimize central direction, with delegation to line executives, providing staff whose day-to-day operations, in cooperation with line executives, coordinate a continuing drive toward the organization's objectives. The staff officers, therefore, tend to become what could be described as parts of the president's brain, dealing with specific areas requiring certain skills. They do not necessarily direct operations, but watch them to be sure that the skills which they have themselves developed can be transmitted to line operations by persuasion rather than by direct authority. The elements of management requiring staff assignments are: 1. Planning, which, at staff level, is only a coordinating activity. Planning is done at all levels in the organization. 2. Engineering. 3. Finance. 4. Control. 5. Personnel and industrial relations, which set personnel policies, including salary plans and the means of handling relations with the unions. 6. Research, which, in a modern organization, is essential to progress and needs to be overseen at the top. 7. Legal staff to see that all operations of the company are provided with sound legal advice, and that the company's policies stay within the law.

"Seeing the elephant" was a term often heard from 1849 to 1859, the period of the great California Gold Rush. The phrase was used by those who dreamed of instant wealth that was believed could be found in California's virgin earth and mighty rivers. When news of fabulous gold strikes throughout the Mother Lode reached far away places, thousands of gold seekers left home and family to join in this incredible adventure. The barren, placid state of California soon became one of the most bustling, populous areas in the West. Before the Rush Before 1848, Mexico ruled California. It was then a remote region, isolated from the urbane world of the East by 2900 km (1800 miles) of scorching desert and impassible mountains. By sea, it was 29 000 km (18,000 miles) via Cape Horn. Spaniards and Mexicans settled the coastal lands on tracts donated to them by the Mexican government. The inland area was the domain of Indians and a few settlers who also had been granted estates by the government. Among those settlers was Captain John Sutter. He had been fortunate enough to obtain about 11 leagues of land (spanning 100 km or 60 miles in length) from Governor Alvarado of Mexico. Sutter was somewhat of a visionary and possessed a gifted tongue. He managed to receive most of what he desired with minimal trouble. Enchanted with Sutter's personality, Alvarado promised him Mexican citizenship. Alvarado also commissioned him to become "representative of the government and officer of justice on the Northern frontier." With uncanny foresight, Sutter began building a fortress on his land in the Sacramento Valley. It later became known as Sutter's Fort. It was more than just a fort, however. It also became a stopping place and home for many foreigners and Americans who traveled to California, and it eventually became the mecca for overland pilgrims. Sutter engaged in many projects. These included a cattle ranch, fur trade and trapping, and the construction of an irrigation system. With the influx of immigrants over the years, the community around the fort grew rapidly. Lumber was much in demand and Captain Sutter agreed to supply the necessary capital for a community sawmill. The site chosen was some 72 km (45 miles) northeast of the fort on the south fork of the American River in the town of Coloma. During the course of its construction, Sutter's carpenter, James Marshall, discovered a problem with the tailrace on the mill. First Strike Early in the morning on Jan. 24, 1848, Marshall was checking the tailrace. He noticed an object shining in a foot of water at the bottom of a ditch. He reached down and picked it up. His heart began to thump wildly as he realized he was holding a gold nugget. Sutter planned to keep the find a secret for as long as possible. He knew very well that he could become an extremely wealthy man. The ever loyal Marshall remained faithful to his employer and the pair did their best to obtain more

INTRODUCTION The demand for specialty metals in industrial applications is in it's healthiest state since the late 1970'8, and several specific markets are recording record sales. Such metals as gold, silver, zirconim., titanium, beryllium, gallium, germanium, the platinum group, and the lanthanides accounted for sales in excess of $2 billion in 1985 among the end uses covered in this report. Although specialty metals as a group have suffered the effects of recessionary pressures in the past, these metals have proved more resiliant than such large volume metals as copper and nickel. This is due to the unique physical properties they possess which makes the threat of substitution or replacement through technological development uneconomic. The outlook for these specialty metals is optimistic in electronics, catalysts, ceramics, and alloys, and their specialty status results .in a combined average annual growth in demand of 7% through 1990. WHAT MAKES THESE METALS SPECIAL? Such characteristics as electrical conductivity, corrosion resistance, catalytic activity, thermal stability, and optical properties allow the term specialty to be applied to these metals. More importantly, all of these metals possess more than one of these qualities, as shown in Table 1. [ ] These five major functions are important in the end uses for these metals, although the specific applications vary somewhat. Conductivity in term of low or high electrical resistance is of obvious importance to electronics manufacturers. Producers of circuit boards or semiconductors require such metals as gold, palladium, platinum, and gallium due to their low electrical resistivity. However, these producers also require such metals as beryllium in the oxide form for insulation components because of the compound's low electrical conductivity. Although the lanthanides' conductive characteristics are not particularly attractive in electronics, they are of great importance to alloy manufacturers producing permanent magnets for automotive and computer applications. Corrosion and wear resistant properties are extremely attractive to a number of end-use industries, particularly in view of the estimate by the United States Bureau of Mines that $10 to $50 billion in losses are experienced by U.S. industry due to equipment corrosion and $100 billion due to equipment wear. The strength of high purity titanium and zirconium make these metals the obvious choice for corrosion and wear resistance particularly in the chemical processing industry, where the ability to maintain integrity in corrosive environments is a must. Heat exchangers, nuclear control rods, and a number of parts in jet engines have benefited greatly from the use of these metals. However, such other specialty metals as beryllium, and the lanthanides also improve the wear or corrosion resistance in various products. For example, a beryllium-copper alloy contact maintains it's spring like character, and does not loose this character after repeated use, which could result in the loss of an electrical contact. Lanthanide, in the form of cerium oxide, is commonly employed in alloys used to produce catalytic converter casings for the purpose of reducing damage by corrosive road salt. In some instances, the catalytic activity of several of the specialty metals assists in the economic production of other materials.
