Cobb County, located on the northwest side of Atlanta, GA, is continually growing and, like many other metropolitan areas, it needs to increase the capacity of its waste water system to meet future demand. The Cobb County Water System (CCWS) is the responsible agency for water distribution, waste water collection and treatment in most areas of the county. CCWS, one of the most progressive agencies in the metro-Atlanta area, is addressing its future waste water capacity needs in the southern part of the county with the construction of the South Cobb Tunnel and Pump Station. This project consists of an 8.8-km- (5.5-mile-) long, 8.2-m- (27-ft-) diameter, tunnel boring machine (TBM) excavated waste water storage and conveyance tunnel; six tangential vortex-flow intakes ranging from 1,533 to 5,700 L/s (35 to 130 mgd) peak flow capacity, two construction shafts, six 1.8-m (6-ft) finished diameter connecting tunnels ranging in length from 6 to 975 m (20 to 3,200 ft) and a 5,700-L/s (130-mgd) wet/dry pit pump station. The pump station will have a semi-circular wet well with a dividing wall that extends almost to the top of the shaft and a spilt dry well for reliable operation. Roller gates will control the flow to the wet well from the tunnel. The pump station will have six 1,420 L/s (32.5 mgd) pumps and two sets of stair wells and elevators. With a finished diameter of 32 m (104 ft) and a depth of 62 m (204 ft), this is the largest pump station shaft constructed so far in Georgia for the dewatering of a waste water tunnel. The pump station shaft was also the highlight of the well attended and successful 2009 Shaft Design and Construction Short Course held in Atlanta, Sept. 10-11. The two-day course was sponsored by the Underground Construction Association of SME and Pennsylvania State University and concluded with a field trip to the pump station shaft. The tunnel starts south of the city of Austell and finishes at the South Cobb Water Reclamation Facility (WRF), located on the banks of the [ ] Chattahoochee River just north of Interstate 20 (Fig. 1). The South Cobb Tunnel will run 30 to 137 m (100 to 450 ft) below the surface, with an average depth of about 91 m (300 ft), through metamorphic rocks (Fig 2). The construction contract was awarded to Shea-Traylor JV with the lowest bid price of $305 million and notice-to-proceed was given on July 14, 2008. Jordan Jones & Goulding, Inc. (JJG) is the project designer and performed the geotechnical investigations. Parsons/Jacobs Associates is the construction manager. The South Cobb Tunnel is CCWS?s second deep hard rock tunnel. The 15.3-km- (9.5-mile-) long, 5.5-m- (18-ft-) diameter TBM excavated the Chattahoochee Tunnel was the first deep tunnel to be construced in Cobb County. Construction began in 2000 and the project was completed four years later. It is located about 16 km (10 miles) northeast of the South Cobb Tunnel in similar geology. It was designed by JJG to meet east Cobb?s long-term waste water capacity needs and provide flow equalization to the R.L. Sutton WRF. The Chattahoochee Tunnel was named ?Outstanding Civil Engineering Project of the Year? by the Georgia Sec-tion of the American Society of Civil Engineers in 2006.

The Tren Urbano project in Puerto Rico includes a 19 m diameter tunnel constructed by the stacked drift method, which involves installation of a pre-supported concrete arch using multiple tunnels. Geotechnical conditions consisted of weak rock and highly weathered, unstable alluvial soils. Due to low cover, reinforcement of the arch was required. Ground behavior ranged from firm ground to mixed-face to raveling and flowing ground. Consequently, construction of the individual drifts involved many different soft-ground techniques such as steel set supports, shotcrete support, shield tunneling, forepoling, and consolidation grouting. During construction, the design was modified to improve constructability. Although settlement was experienced during excavation of the drifts, arch movements were within predicted limits and minimal surface settlement was observed upon excavation of the interior.

Upbeat, surprisingly so, might describe the mood at the2002 SME Annual Meeting and Exhibit in Phoenix, AZ. More than 4,000 mineral professionals gathered for three days of education, networking and product perusal. The Annual Meeting featured the theme, “Minerals for the Future@ SME” at the Feb. 25-27 gathering. Meeting attendance reached 4,039along with 479 exhibit booths show-casing 325 companies. Exhibitors found a good mix of industry types:37% from mining, 19% from processing, 20% from manufacturing and 28% from environment, education and government.

In the drive for faster development advance rates, railbound systems can be advantageous, in the right application. Skanska BS, the contractor to mine-owner VSK Mining, is driving an adit access deep into the Volouské Urchy Mountain in Slovakia to access the Gemerská Poloma talc deposit, some 70 km (43 miles) west of Ko?ice, the economic and cultural center of eastern Slovakia. Skanska began driving the Stolna Elisabeth drift in February 2007, extending 25 kg/m (50 lb/yd) rails (with 750 mm or 30 in. between sleepers) into the mountain to provide the main haulage to bring talc ore and waste out of the new mine once it gets into production. It will also be used for personnel transport, and is now almost complete. As a second egress and for ventilation, a 2.5-m- (8.2-ft-) diameter shaft of about 300-m (984-ft) depth will be sunk from surface down into the orebody. Stolna Elisabeth is a 4.2-km- (2.6-mile-) long drift mined at a cross section of some 11 m2 (118 sq ft). The finished profile is 3.2-m- (10.5-ft-) wide by 3.6-m- (11.8-ft-) high. It has been developed on a very slight incline so that water runs down it to the portal. The portal is 450 m (1,476 ft) above sea level and the end of the tunnel is 475 m (1,558 ft) above sea level. Much of the rock through which it has been developed is magnesite with a compressive strength of 150 MPA. The drilling jumbo is an Atlas Copco twin-boom Boomer 282 Raildrill drilling 42- to 45-mm- (1.6- to 1.7-in.-) diameter holes to a maximum length of 2.5 m (8.2 ft), depending on ground conditions. This is a drill jumbo that Skanska has used successfully on a number of projects during its life. The condition of the rock through which this drift has been driven is extremely variable. Five classifications of A1 and A2 and B1, B2 and [ ] B3, where A1 is the most competent rock and B3 is the worst, have been established. The amount of support used, of which more later is determined by the classification of ground conditions. At the time of the author?s visit, the project it was about 40 days ahead of schedule, thanks to high advance rates. For instance 6 m/day (20 ft/d) was the plan for the advance to be achieved in B1 rock, but sometimes the crews have achieved 8 m/day (26 ft/d) ? which is the average for the whole project ? in those conditions. In A1 the best advance rate achieved is 12 m/day (39 ft/d). The loading unit is a Häggloader 9HR-B on crawler tracks with a pony track to run on the rails. This allows the unit to be towed up and down the drift along the rails. To load from the face, the Häggloader lowers the foot of its onboard conveyor system to the floor and the backhoe pushes material on to it. This digging arm-conveyor combination produces uninterrupted, optimal volume loading of the haulage unit, without spill ? a technique offering load capacities as high as 180 m3/h (6,356 cu ft/hour). The Washington State Department of Transportation (WSDOT) is constructing a new tunneled route under Seattle to replace the existing State Route 99, Alaskan Way Viaduct (AWV), which follows the historic waterfront for several miles. The viaduct separates the businesses that rely upon the tourist trade from the down-town area. The reconnection of the city to the waterfront areas will occur following the completion of the SR99 Re-placement program that replaces the aging structure that was severely impacted by the 2001 Nisqually earthquake, with a state-of-the-art, twin-deck highway with a world record-breaking 17.4-m (57.3-ft) bored tunnel. Constructed in the 1950s, the double-tiered viaduct is nearly 3.2 km (2 miles) long and runs parallel to city?s waterfront. The viaduct, which is partially supported by the seawall, is a vital local and regional transportation link and carries about 110,000 vehicles each day. The seawall, built from concrete and timber in the 1930s, extends along Seattle?s waterfront and supports the soil behind it. Studies in the 1990s showed that the viaduct was nearing the end of its useful life, apparent by its exposed rebar and weakened columns. The 2001 Nisqually earth-quake further damaged the viaduct, forcing WSDOT to temporarily close it for inspection and limited repairs. The viaduct and nearby seawall are vulnerable to an-other earthquake and continue to show signs of age and deterioration. De Beers? Finsch diamond mine began operation in the 1960s as a surface project using the latest technology available. During the 1990s, the operation, located about 160 km (100 miles) west of Kimberley, South Africa, began its move as an underground mine. The earlier stages (Blocks 1, 2 and 3) of underground work at Finsch used open stope mining methods, also using the latest in technology. The mine began developing Block 4 in 2004. How-ever, studies on this level showed that block caving was a more efficient mining method than open stoping. It was during those studies that De Beers determined that Block 4 would be a good candidate for testing Sandvik?s automated truck haulage technology.

Large amounts of limestone fines co-produced during the processing of crushed lime-stone may be useful in the sequestration of carbon dioxide (CO2). Accelerated weathering of limestone (AWL) is proposed as a low-tech method to capture and sequester CO2 from fossil fuel-fired power plants and other point sources such as cement manufacturing. AWL reactants are readily available, inexpensive and environmentally benign. Waste CO2 is hydrated with water to produce carbonic acid. This reacts with and is neutralized by limestone fines, thus converting CO2 gas to dissolved calcium bicarbonate. AWL waste products can be disposed of in the ocean. Feasibility requires access to an inexpensive source of limestone and to seawater, thus limiting AWL facilities to within about 10 km (6 miles) of the coastline. The majority of U.S. coastal power-generating facilities are within economical transport distance of limestone resources. AWL presents opportunities for collaborative efforts among the crushed stone industry, electrical utilities, cement manufacturers and research scientists. There is a concern that CO2 generated from human activities is contributing to climatic and environmental changes. Approximately one-third of anthropogenic CO2 emissions come from burning fossil fuels to generate electricity. Each power plant is capable of emitting several million tons of CO2 annually. A variety of other industrial processes, such as cement manufacture, oil refining, and iron and steel production, also emit large amounts of CO2. The level of atmospheric CO2 can be reduced by capturing CO2 from point-source emissions and storing or sequestering it in isolation from the atmosphere (U.S. Department of Energy, 2003). In 1999, G.H. Rau and K. Caldeira proposed a geochemistry-based method that is referred to as accelerated weathering of limestone (AWL) in a paper titled ?Accelerating carbonate dissolution to sequester carbon dioxide in the ocean ? geochemical implications.?

In 2006, McNally International Inc., in a joint venture partner-ship with Aecon Constructors, was the successful bidder on two York Region Tunnel Projects: the Bathurst Collector/Langstaff Trunk Sewers and the York Durham Sewer System (YDSS) Interceptor Sewer 19th Avenue, both in the Toronto area. These projects comprised a total of 13 km (8 miles) of 2.74 m (9 ft) finished diameter tunnels and are both part of the YDSS. Both contracts required the use of earth pressure balance (EPB) tunnel boring machines (TBM) with a precast concrete segmental liner.

From a vast army of workers to gargantuan machines to immense volumes of material being moved, almost everything about the Port of Miami Tunnel (POMT) project points to tunneling on a massive scale. Almost.The star of this underground and underwater show is a Herrenknecht tunnel boring machine (TBM,) nicknamed ?Harriet? by a local Girl Scout troop. With her 12.9-m- (42.3-ft-) diameter cutting head and a total length of 139 m (457 ft), Harriet is boring through thousands of cubic meters of clay, dirt and sand, which is often mixed with coral and other materials, to create two 1,280-m (4,200-ft) traf?c tunnels connecting Watson Island and the Port of Miami (Dodge Island) beneath Biscayne Bay, FL. But in the midst of all of the oversized equipment and machines, a strong contender for the best supporting nod goes to a relatively tiny machine: the Brokk 400. Bouygues Civil Works Florida crews are using the compact, remote-controlled and electric-powered machine to excavate five cross passages between the twin traffic tunnels. The pas-sages will be essential to the safety of people who drive their vehicles under the bay every day.

On Aug. 31, 2006, Tropical Storm Ernesto hit the city of Richmond, VA. The Battery Park area was hit particularly hard, as flooding forced an evacuation of the area. A large sinkhole collapsed a sewer line in the Battery Park area, blocking the pipe and causing more serious flooding. This article describes the fast track design, bidding and construction of an emergency tunnel to bypass the collapsed sewer. Innovative value engineering, tunneling and shaft-sinking methods and final lining design all contributed to the success of this project. The storm inundated Richmond, VA with up to 305 mm (12 in.) of rain that, in some areas, caused widespread flooding and damage. One of the hardest hit areas of Richmond was Battery Park. A major trunk sewer in the Battery Park area collapsed and caused local combined sewer and stormwater flooding. The collapsed sewer was a 2.4-m x 76-mm (8-ft- x 3-in.-) wide by 2.7-m- x 152-mm- (9-ft- x 6 in.-) high arch sewer that was constructed in the 1920s and later filled over with municipal solid waste and a soil fill cap to cur-rent elevations. A sinkhole was created in the area of collapse approximately 18 m (60 ft ) deep and 31 m (100 ft) in diameter. This caused the existing arch sewer to become blocked. As a result of this blockage, contaminated floodwaters reached depths in low-lying areas in excess of 8 m (25 ft).

Historically, the processing function has been regarded as efficiently managed as long as production costs were kept low, recovery was adequate and sufficient plant capacity was avail-able. In this paradigm, processing is viewed as capable of making only a limited contribution to a company?s competitive advantage. However, the processing function can provide a primary vehicle for building critical competitive capabilities. Processing organizations should be encouraged to become so accomplished they generate new opportunities for other functional groups and thereby influence a company?s overall strategy. This requires a deep shift in processing?s role, in its self-image and in the expectations of it held by managers in other functions. Specific plant improvement techniques ? total productive maintenance (TPM), loss control, etc. ? should be viewed primarily as means for building strategically valuable processing capabilities. Different improvement strategies create different kinds of capabilities and present new strategic options. Broadly speaking, a mineral-producing company seeks competitive advantage through two principal activities: the development of new mineral production and reserves and the optimization of existing operations. These lead to increases in ore reserves, production levels and cash flows that are manifested in increased profitability and, hopefully, increases in the price of the firm?s stock. The profitability of a minerals company is a function of the overall profitability of the industry sector in which the company participates and the firm?s competitive position within that sector relative to those of its competitors. Competitive advantage within the industry comes from two sources: the ability to maintain lower prices than competitors for the same product (cost leadership), or from the sale of products with unique properties that justify higher prices (product differentiation; Porter, 1980). Most mineral companies produce fungible commodities that are sold to anonymous customers, and sustainable cost advantage is the only long-run strategy available to these companies to enhance profitability.

The Western Mining Training and Translation Center is a consortium of four universities devoted to developing educational and training projects to reduce the incidence/accident rates in the mining industry. The center consists of Missouri University of Science and Technology, Montana Tech, the Colorado School of Mines and the University of Utah. It is fully funded by the National Institute for Occupational Safety and Health (NIOSH). The center manages 15 educational projects and one translation project. Hazard Identification and Risk Assessment (HIRA) for Small Mines is an educational project managed by the University of Utah. The objectives of this project are to identify critical mine hazards, assess risks; outline procedures to reduce accident/incident rates in small mines in the western United States and to train mine workers and super-visors on HIRA in each participating mine. To accomplish these objectives, the HIRA personnel visited 15 small mines in Utah, Colorado, Nevada and California. At these mines, most operators were employing independent contractors to perform several tasks ranging from drilling, blasting and mucking of rock at the work site to hauling ore to a processing plant. The operation of diesel-powered equipment was one of the major tasks performed by the contractors. This article presents three case studies in which contract workers performed a number of tasks with no reportable incidents but did so unsafely. It also highlights the training received by most contractors, the constraints imposed upon them and the safety hazards to which they are exposed most frequently.

The Jinping-II hydroelectric project in China features four parallel headrace tunnels approximately 18-km- (11-mile-) long. Two will be excavated by tunnel boring machines (TBM) and two by drill-and-blast. A nearby fifth tunnel is being excavated by a 7.2-m (23.6-ft) TBM to draw down ground water in advance of excavating the headrace tunnels. Unique onsite assembly of a 12.43-m (40.7-ft) main beam TBM and backup system was completed on Sept. 18, 2008 in the remote mountains of the Sichuan province. The equipment was assembled onsite, without previously having been assembled and tested in a factory, using a method called onsite first time assembly (OFTA). This paper addresses the following topics: ? Project description including geology and terrain. ? The decision process leading to onsite, first time assembly, the assembly process and logistics, and lessons learned. ? Design features of the TBM and backup system. ? Operational history from startup to the writing of this article.

The Peñasquito deposit in Mexico is one of the largest grassroots precious metal discoveries to be developed in recent years. Goldcorp Inc. acquired the gold-silver-lead-zinc property with the acquisition of Glamis in 2006. The company has since committed US$1.5 billion to construct the mine, mill and associated facilities. The first of two 50-kt/d (55,000-stpd) mill and flotation lines is currently being commissioned while engineering and construction continues on the second line. A high-pressure grinding roll (HPGR) will ultimately take total throughput to 130 kt/d (142,000 stpd). The Peñasquito property is located in the northeast corner of Zacatecas state, Mexico. The elevation of the property averages 1,900 m (6,200 ft) above sea level and it is situated in a wide east-west valley. Except for one small outcrop (Peñasquito), the area is covered by up to 30 m (98 ft) of alluvium.
