Public concern over possible degradation of groundwater resources has resulted in an array of Federal laws and corresponding state laws to regulate contaminates from solid and hazardous waste. A mine owner must be familiar with environmental regulations which could impact his operation and must know what precautions and corrective actions to take in order to protect his mining operation from potentially expensive remedial actions. The Environmental Protection Agency (EPA), has issued few regulations controlling the management of mining wastes. Federal regulation of mining came primarily under the Surface Mining Control and Reclamation Act (SMCRA) administered by the Office of Surface Mining (OSM). Waste generated from the extraction, benefication and processing of ores and minerals was exempt from regulation under the Resource Conservation and Recovery Act (RCRA), which is EPA's major instrument in controlling surface contaminates. On December 31, 1985, EPA submitted to Congress a report entitled "Wastes from the Extraction and Benefication of Metallic Ores, Phosphate Rock, Asbestos, Overburden from Uranium Mining and Oil Shale", which will be referred to, henceforth, as the Congressional Report. This Congressional Report assessed the possible adverse effects of mine associated wastes. This report is the first step toward developing regulations with which EPA can regulate waste from the extraction, benefication and process of mineral ores.

The art of excavating tunnels with continuous, full-face boring machines began almost 90 years ago, in the early 1880's. At this time, Colonel Beaumont designed and manufactured a seven-foot diameter tunneler for boring under the English Channel, Despite the absence of modern materials and manufacturing techniques, Beaumont's tunneler, powered by compressed air piped in from the surface, was quite successful. During its short, but impressive existence, this machine set a record of advancing in chalk 50 feet per day for 53 days - which is impressive even by today's standards. Despite the apparent success of this early tunneler, almost 80 years passed before any further significant development was accomplished in this field. Demands from the construction and mining industry and society itself have motivated the development of the modern tunneling machine. Our rapidly growing civilization needs faster, less expensive and safer means of excavating tunnels. Space age technology and materials have played a major role in making hardrock tunneling machines possible.

Not since 1917 has a foreign company developed a standalone, grass roots gold mine in Russia. With. Russia's political changes of the late 1980s, development of mineral prospects once again beckons foreign investors. In 1990, Cyprus Amax began aggressively searching for such an opportunity. Early in 1997, production will commence at the Kubaka gold project located in the Russian Far East, near the Arctic Circle. The Kubaka project is a 1,750-tonne per day open-pit operation that will produce more than 300,000 ounces of gold per year. This paper discusses the challenges of locating such a prospect, doing business in Russia, developing supply lines, identifying work force capabilities, gaining government approvals, securing financing, arranging for gold sales and ultimately building a facility in this arctic region.

The Gulf Coast, from New Orleans, Louisiana to Brownsville, Texas, is one of the largest high energy consuming areas in the United States. This region has areas of very high industrial density. The lower Mississippi River from Baton Rouge past New Orleans has a high industrial density. Lake Charles, Louisiana, the Orange-Beaumont-Port Arthur area, Houston (4 separate areas) and Corpus Christi all have the same high industrial density. This situation developed due to good transportation, good labor conditions, good weather and the abundance of cheap energy-gas and electricity. Obviously the latter had the greatest impact. The availability of cheap natural gas made Gulf Coast sites very attractive to energy intensive industry such as metals and petro-chemicals. The area was also very attractive to refinery development due to the large supply (endless?) of crude oil available. As we all know, the energy situation has changed dramatically in the last five years. The cost of a MMBTU has risen from the 17¢ to 19¢ level to a price of $1.95 to $2.10. The price of interstate gas, as defined by the National Energy Plan recently passed by Congress, was approximately $1.98/MMBTU escalated to October, 1978. It goes without saying, that this has had a major impact on doing business in the Gulf Coast. As fuel prices soared, different companies responded in different ways; but overall, industrial energy consumption along the coast was reduced 20% to 25% from 1974 to 1975. Since 1975 production and energy use has been increasing, however, production at some plants is still significantly below plant capacity.

This paper describes four new families of flotation products which are currently being introduced at the industrial level. A brief summary of the chemical basis behind each product family will be given. This is then followed by a selection of flotation examples which illustrate the more important use characteristics that have been observed to date. It is becoming more apparent with further testing that these four new product families can offer both technical and economic advantages to the industrial flotation process operator.

Computers are a valuable tool to the aggregate industry and should not be overlooked. The selection of proper mechanical components is necessary. Merely the addition of a computer to operate a mechanical system will not guarantee that the system will work. Material delivery by rail or truck for stock-piling and intra-plant material transfer can be accurately supervised by automation with simplified controls for the layman to use. There are mechanical problems that occur in material blending and load-out systems when such a system is automated. Such things as material flow, bridging, stockpiling methods, overloading of equipment and safety must be considered. How these problems can be overcome by proper selection of compatible mechanical and computer equipment will be discussed. Also, there are many individual material circuits in a plant that can be computerized at a nominal cost. This type of computer installation will not necessarily result in increased production, but it will produce greater efficiency in manpower. These small computers, binary counters, memory circuits and other devices and their application to the aggregate industry will also be presented. A careful evaluation of the mechanical and computer inter-relationship by someone understanding both "Rocks and Electronics" is essential to proper handling of material by computers. Computers for the mining industry may be either digital or analog computers. Unless the computer is to control some type of chemical process, such as a cement plant, the, analog computer is not required and the digital computer' will be quite adequate and less expensive.

An example of market development is described. The market in rail-lake movement of coal is vital to a rail carrier because of its location. This market is threatened by nuclear and other competing fuel sources and by depressed all-rail unit train rates, The first step to develop the rail-lake transportation market consists of rate adjustments and tariff changes to force tighter scheduling of mines, railroad, port and boats, and thus reduce cost. The second step provides a surge pile at the port to eliminate most of the seasonal disadvantage of rail-lake movement and reduce car detention at the port to almost zero.

Simulation models have been widely used to analyze the operations and characteristics of a variety of systems. Such models mimmick a projected reality by analyzing the interaction of the events, transactions, and facilities which combine to make up the system. The models are structured as a computer representation of the system components and their logical, precedence and timing relationships. The operation of the system is then simulated over some finite time interval to gather analytical and staistical data. This paper presents a method whereby bulk handling systems, either actual or proposed, may be analyzed by means of simulation models to project the enconomic consequences which may be expected from the system over some future time interval. An example is given to illustrate the construction of bulk handling simulation models, the derivation of performance data, and the analysis of the information with an eye to effective decision making.

The Grasberg copper-gold deposit was discovered in Spring 1988, just one year prior to the planned closure of Freeport Indonesia's original Ertsberg open pit copper mine. In spite of Grasberg's remote location, 600m above the Ertsberg, atop a hitherto inaccessible mountain, Freeport-McMoRan brought their latest open pit mine into production in the last week of 1989, less than two years after discovery. This paper describes the start-up of the operation, highlighting synergies drawn from both the original Ertsberg experiences and the current Freeport Indonesia underground mines.

The paper presents increasing importance of mineral secondary and waste raw materials in the minerals management in Poland. Definition of mineral secondary and waste raw materials is proposed, according to current Polish law. On this basis, sources of various types of mineral waste raw materials are analysed. The special attention is paid to the wastes from mining and processing, wastes from power plants, and wastes from steelworks and other smelters. Other types of waste and secondary materials, such as metallic containers, glass containers, batteries, metallic wastes and scraps, are also taken into account. Analysis of sources of such materials is shown together with the main directions of their economic use. Available sources of information on manufacture and use of the mentioned secondary and waste raw materials are also analysed. Finally, for a wide range of waste materials, their current and expected significance as substitutes for some industrial and construction minerals in Poland is given.

The first reaction in organizing a project of magnitude is that it's the same as smaller projects -- just bigger. This is not totally correct. The industry's record of completing big-money jobs on time and within budget is not outstanding. From a personal point of view, my question is: What is the project size at which controls are lost? Is it controls? Is it the number of pieces of equipment? Is it the number of decisions to be made? The slowness of communications? Or is it a combination of all of these? In working on multimillion-dollar jobs, the percentage of overrun seems to be lower or show an underrun when the following basics are followed: 1) Preplanning is intensified 2) Data gathering is complete 3) Approach is optimized 4) Planning is realistically scheduled 5) Changes are minimized 6) Decisions are expedited

Eminent Domain is the power of the government or municipality to take property for public use without the consent or acceptance of the owner. Typically the agency taking the property will make an offer on the property, hoping that the owner will immediately accept and allow work to begin. If a mutual resolution regarding the property value cannot be reached, however, the municipality will condemn the premises and institute a condemnation action in a court of law, which is when the problems begin. The power of the government to take the subject property is limited by the Federal and State constitutional duty to pay "just compensation" for the property.

The design and effectiveness of ground consolidation to regain stability of longwall faces vary widely and are often based predominantly on-site precedence or what were considered successful applications at other sites in similar situations. Little is known regarding product migration characteristics or change in rockmass conditions as a result of the application of consolidation chemicals. This paper presents the in-situ testing rationale designed and implemented recently across several longwall operations in the Bowen Basin, Queensland, Australia to provide quantitative measurement of the actual zone of influence of various resin injection products. Product migra- tion was physically measured by monitoring the change in rockmass temperature as a result of the exothermic chemical reaction of the various strata consolidation chemicals used. In conjunction with strata coring and Lugeon transmissivity testing pre- and post-injection to characterise the improvement in rockmass conditions due to consolidation product injection. The results of the testing programme, migration measurements, and rockmass assessment are presented, along with a discussion on how site- based Rock Mechanics Engineers can incorporate the data into the design of strata consolidation plans.

To many people, the word cartel implies illegality. However, although it is illegal in the US, cartels are an effective and legal way to conduct business elsewhere in the world. But be-fore we continue, what is a cartel? The American Heritage Dictionary defines a cartel as "a combination of independent business organizations formed to regulate production, pricing, and marketing of goods by the members." However, that definition does not fit many of the "cartels" we are examining today. The International Tin Council is an organization of both consumer and producer nations--no individual companies are represented. The buffer stock is used by the ITC to provide protection for both producers and consumers, and has only been in effect since 1955. (Earlier tin producers groups date back to 1921 when the Federated Malaysia States and the Netherlands East Indies formed the first intergovernmental tin agreement, known as the Bandoeng Pool, which only lasted three years.) The International Bauxite Association only dates back to 1974 when seven nations--Australia, the Dominican Republic, Ghana, Guinea, Guyana, Haiti and Jamaica--agreed to three main objectives: 1) to promote the orderly and rational development of the bauxite industry; 2) to secure a fair and reasonable return on the raw material for the benefit of the nations' citizens; and 3) to safeguard the interests of member countries in relation to the international bauxite industry. 1 Again this organization is composed of nations, not separate firms. This generally follows the pattern that the oil producing countries (OPEC) chose since the nations' mineral product-ion is controlled and often owned by the state. However, the group I am going to discuss fits the more classic mode of a cartel. The informal lead-zinc producers' cartel can be dated as far back as to Roman times when Romans are said to have imposed a quota system on British lead production to safeguard their Spanish lead mines. Also, the lead-zinc producers group is composed only of individual companies, not do not include any lead-zinc consumers. Finally, the activities of the group are not open to public scrutiny, and details are only now available due to a leak in the Australian government. At this point, it is necessary to split the two metals since while many of the members of the cartels produce both lead and zinc they do have different histories and marketing arrangements.

The story of America's progressing standard of living is the story of machines. The automobile, the airplane and the telephone for example have made our transportation and communication systems what they are today. Even they depend in turn on another machine -- the rock drill. By making it possible to economically mine and quarry minerals in large quantities, this versatile machine supports virtually every American industry relying on the earth for its buried raw materials. And, like all machines, the rock drill's mechanical evolution was stimulated by production demands placed upon it. All percussion drills are mechanized versions of the original drilling unit -- man, Figure - illustrates a double jack team at work before the turn of the century. The man with the sledge hammer is the impact device while the man sitting is the rotation mechanism and feed motor. The first drifter drills (Figure 2) performed the same function but with increased mechanical efficiency. A piston controlled by a valve produced impact. A built-in ratcheting mechanism provided rotation and a hand-cranked screw provided feed thrust. As the industrial revolution proceeded into the twentieth century, the demand for raw materials stimulated refinements of all recovery machinery, including rock drills. As drills became heavier and more powerful, a mounting (or carrier) had to be provided to move the drill from hole to hole. This resulted in the development of the wagon drill (Figure 3). Propelled by muscle power, the wagon drill was for years the standard tool of the surface drilling industry (Figure 4). At noon his shift foreman stopped by his workstation. At 2:00 p.m. he was contacted by phone by a fellow belt drive attendant. At 5:00 p.m., he was found dead by the oncoming evening shifter.

As 1979 drew to a close, it was obvious that China would have another good year with output of most industrial products at 3-9% above levels attained in 1978. Most increases were registered on the basis of maximum utilization of existing capacities and nationalization of procedures and methods. There were also distinct improvements in the quality and variety of products. Coal output probably surpassed the 650-Mt level in 1979. Steel output was expected to reach the 35-Mt level, an increase of nearly 10% over 1978. Based on the vast amount of housing and road and project construction, cement production more than likely surpassed 70 Mt. The nonferrous base metal industries improved somewhat in 1978, but actual output levels in recent years may have been a little higher than previously estimated by the outside world. Stagnate world demand slowed growth in the "export metals" sector. Minerals like magnesite and talc were produced at tonnages much larger than previously thought, with gold also falling into this category. Sulfur and pyrite production are still short, although a big pyrite mine was being brought into production. Barite out-put was reportedly up and fluorspar output held its own. Westerners generally concede that difficulties in transportation and power supply are holding back mineral production. Throughout 1979, basic construction continued on the majority of projects started by the Chinese and those few foreign projects contracted before the adjustment of industrial priorities. Foreign Ventures Perspective The foreign connection looms large in China's plan for modernization. In effect, it is an extension of what China wants to do in terms of "walking on two legs"-that is, develop what can be done locally to the fullest extent, then rely on international technology to move into the bigger and more complicated projects. Foreign projects are designed to complement domestic projects rather than replace them. Many foreign projects were started or continued by the Chinese in 1979. Building the necessary infrastructure for the projects is usually a Chinese endeavor and requires Chinese technicians and money. In areas with a strong economic base, this activity proceeds without foreign aid. In other areas, added funds are requested. Foreign funds can come in many forms-equipment technology, low interest loans, equity capital, advance-of-funds on the basis of future delivery in kind, and joint venture money. The Chinese are exploring all these avenues, with the strategy of minimizing foreign exchange needs for individual projects. They feel very uncomfortable with high interest rates, even though interest can be treated as operating ex¬pense rather than capital expense. Then there's the question of rights. Water occupies a dual role in our industrial society. It is the indispensable raw material, essential to life itself. It is equally an industrial nuisance, interfering with the production of industrial minerals, making construction difficult, flooding valuable land, and generally producing problems because it is in the wrong place at the critical time. The legal position of water as a nuisance, and the counter measures to be taken, have been well established procedures for determining the responsibility for damage caused by water, and the organization of drainage districts and flood control and levee districts have been legally tested many times. Thus there is rather adequate legal doctrine concerning water, the common enemy. But recently efforts have been made to regularize the position of water as a useful, industrial, commodity. Such laws are not new to the West, where the doctrine of appropriation for beneficial use is slowly becoming the water law. Elsewhere the University of Michigan has produced a "model" water law and efforts are being made to induce all of the states to use this law, or a slight variation of it, as the basis for legislation. There are many serious criticisms of the proposed "model"-law, and the writer strongly opposes many of the provisions. But the fact remains that water is, in itself, so useful and essential that laws have been, and will be, passed to insure the orderly development of our water resources and to prevent waste. The, most important aspect of these "water-use" laws is that, wise or unwise, the existing laws and the proposed laws have been "water oriented". "Water oriented" means that it has been tacitly assumed that the beneficial use of water, either surface water or ground water, is the overriding consideration.

I gratefully acknowledge the help of a number of American and Canadian geologists, in both federal surveys and in private firms, who took the time to discuss this problem with me. Hans Landsberg and Bruce Netschert also followed the study with interest and encouragement. In their 1961 monograph, THE FUTURE SUPPLY OF THE MAJOR METALS, Bruce Netschert and Hans Landsberg noted that identified potential resources (that is, known but submarginal resources) of lead and zinc were much lower relative to reserves (that is, known and supermarginal resources) than was the same ratio for other metals.1/ Put another way, it seemed that for such metals as iron, manganese, copper, and aluminum, slightly more favorable economic conditions or modest advances in technology would greatly increase reserves by permitting the exploitation of vest quantities of leaner or deeper or otherwise less valuable mineral deposits. But for lead and zinc, Netschert and Landsberg concluded that either: "(1) there is relatively little material below present cutoff grades; [or] (2) such material exists, but for some reason there are no data.? 2/ This situation, which they called "the lead-zinc anomaly" has been subsequently discussed by other authors. The purpose of this paper is to carry the discussion further by examining the evidence in favor of (1) and (2) and by advancing a third alternative.

The health and safety of employees, efficiency of the operating system and production are paramount goals in underground coal mining. The section foreman assumes responsibility for making his part of the total system function to meet these goals. However, section foremen often have not been prepared to assume the full range of their responsibilities upon becoming a supervisor. This discussion addresses the full range of section foreman responsibilities and concomitant authority. Management principles that must be mastered by him are presented, and performance expectations as well as criteria for their evaluation are examined. The benefits realized from effective foreman training are discussed.
