English China Clays, the world's largest producer of China Clay, has its main production capacity in the South-West of England, where a complex of pits, refining plants, dryers and ports covers an area of approximately 100 square kilometres. The possibility of a computerised information network was first considered in 1980. The system was required to provide information at the central level and also at local plant level to improve co-ordination and control. Immediate access by any authorised user, and flexibility of interrogation were important aims. A small micro-based prototype system was implemented in 1981, and later that year development of the mainframe system commenced. This latter system will provide at least one terminal in every works location and will allow inter-communication of laboratory test data as well as detailed stock levels and production data. An integrated system for order processing will allow stock levels to be monitored in relation to anticipated requirements. The system has been developed by the Data Processing Department using the IDMS database package running on an ICL ME29 mainframe. It was decided to use microcomputers as terminals, which although more complicated because of protocol emulation allows stand-alone applications to be run on the same equipment. Those applications concerning Production Planning are outlined in the paper. Communication on the network is by synchronous transmission over dedicated lines. All data is stored on the central database with terminals accessing it in a star configuration. The system is currently partially implemented with 30 available screens at 18 separate worksites.

Computer models of metallurgical circuits are extensively utilised in design, and prediction of overall plant separation performance. As always, in the final optimised flowsheet design there is a compromise between the recovery of values and grade of the circuit output. This paper mathematically examines various circuit options for the generation of a heavy mineral concentrate from a generic mineral sands wet concentrator plant. Based on data derived from testwork, any particular mineral sand has a unique release curve describing the separation performance of the heavy mineral suite. Models are constructed that combine particular stage output streams as feed to other stages in various configurations. The ramifications of each option are discussed and reasons why one particular option is selected over the others examined.

Many gold ores are known to be refractory so that conventional cyanide processing will result in serious losses of gold and silver values. A significant percentage of these refractory ores contain aresenopyrite and the gold and silver is usually encapsulated within this matrix as well as the pyrite matrix. Normally the values can be recovered as flotation concentrates because of the sulfide compounds with recoveries of over 90% and at very good grades. In order to free the gold and silver, the sulfide matrix must be destroyed. This can presently be achieved by (1) pressure­temperature leaching (2) roasting and (3) bacterial leaching. All of them have advantages and disadvantages as well as an obviously increased cost for the each processing method. However, the increased gold and silver recovery should and must more than offset this cost. It is believed that gold recovery should be well over 90% from the concentrate so that overall recovery from the ore should be in the 90-95% region. All three processes must consider pollution control of both sulfur and arsenic to prevent contamination of air, water or land through improper waste disposal. This paper will concern only bacterial leaching and its necessary control of effluents and solids. Sulfur does not appear to be a problem as the element is oxidized to sulfate and is precipitated with an acceptable solubility. Other important improvements that must be controlled are arsenic and iron which are present as significant values (1-12 g/1 of arsenic, 20-40 g/1 of iron). In addition much smaller values of base metals, aluminum and magnesium can be present as well as other elements depending on the ore and these must be low enough after treatment to meet EPA regulations.

OBJECTIVES OF RADIATION MONITORING Monitoring is a tool used in the practice of radiation protection. The primary reasons for monitoring are to reduce radiation exposures to levels that are as low as reasonably achievable and to assure that no individual receives a dose exceeding the maximum individual dose limit. The documentation of radiation doses for legal, medical, or epidemiological reasons is a subordinate function of any monitoring program. The investment in radiation monitoring programs should be guided by four criteria: (1) the detection and avoidance of unnecessary exposures, (2) the magnitude of potential health risks, (3) the determination of combined doses and risks with adequate confidence, and (4) the verification of compliance with established limits. FIRST CRITERION: DOSE REDUCTION - DETECT AND CORRECT UNNECESSARY EXPOSURES The system of dose limitation advocated by the International Commission on Radiological Protection (ICRP, 1977), and subscribed to in a broad sense by various regulatory agencies, is comprised of three essential ingredients: (1) [justification] of any practice that produces radiation doses by some commensurate net benefit, (2) [optimization] of radiation control measures by reducing doses to levels that are as low as reasonably achievable, and (3) [limitation] of individual doses to preclude inequities and [moldistribution] of risks. All too often, only the third criterion - the limitation of individual doses to prescribed regulatory limits - is explicitly addressed in everyday radiation protection programs. The emphasis of most exposure control and monitoring efforts appears to be directed toward limiting and documenting individual doses that might approach the legal limit. The first two criteria, i.e. justification and optimization, should contribute to a rationale for allocating monitoring efforts. When applied to individuals, these criteria mean the detection and elimination of unnecessary exposures. This should be a high priority of any monitoring program. Measurements should be directed toward detecting inoperative or ineffective control measures, whether or not there is a risk of exceeding the individual dose limits. The ICRP recommends a procedure that can be used effectively to reduce unnecessary exposures. A n investigation level should be established at an exposure rate substantially lower than the regulatory limit, e.g. 30% of the limit (ICRP 26, 1977, p.33). Measurements obtained during routine monitoring that exceed the investigation level are evaluated with respect to cause and potential reduction. To be effective, the evaluation results should be formally recorded and conveyed both to management and to the workers involved. Although the investigation level recommended by the ICRP is based on a fixed exposure rate or derived air concentration, an equally effective evaluation program may be based on the investigation of a percentage of all measurements. For example, one might investigate the highest 5% or a random selection of all measurements. In any case, the objective is to detect and correct situations that are producing unnecessary exposures. SECOND CRITERION: MONITOR IN PROPORTION TO THE MAGNITUDE OF RISK The ICRP criteria apply generally to all radiation exposures. However, a second priority for monitoring programs should be established on the basis of the nature of the exposures and the magnitude of the health risks involved. Current practices in radiation protection are based on dose limits to specific organs and assessment of individual exposure pathways, with little consideration of the combined doses from various pathways. Although the intent of the ICRP recommendations was to limit the total dose to each critical organ, combined doses from external and internal sources are rarely determined. The recent recommendations of the ICRP (Publ. 26, 1977) are based on the limitation of total health risk from occupational radiation exposures. Implementation of this concept would necessarily require the measurement, calculation and summation of doses and concomitant risks to all organs of the body from all exposure pathways. The U.S. Environmental Protection Agency has taken the first step toward translating the ICRP recommendations into regulations. The proposed recommendations for Federal Radiation Protection Guidance for Occupational Exposures (USEPA, 1981) include provisions for summing the risk-weighted organ doses to determine compliance with an effective whole-body dose equivalent limit. Whether or not the proposed guidance is modified before final adoption, it seems clear that some version of dose summation and combined risk limitation will be included in future regulations. A method is presented to measure and correct the performance of regulatory control loops. Freeport Indonesia treats over 220,000 dmtpd of copper-gold ore in a complex of four concentrators. More than 400 regulatory control loops are implemented throughout the operation. The performance of each loop is quantified by an index based on its time in automatic, the deviation of the measurement from the setpoint and a metallurgical assessment of its impact on overall plant operation. Index values are recorded in a plant-wide data acquisition system and analyzed to produce a report of loops requiring attention. Loop statistics are analyzed to show if the problems can be corrected with tuning. The practical application, benefits, management and staffing requirements of this method are discussed.

This paper discusses the geotechnical instrumentation program on the Central Artery/Tunnel Project, in Boston, Massachusetts. Particular attention is given to a state of the art Graphic Information System (GIS) application which has been developed for rapid analyses and reporting of data. This application will see extensive use during the ongoing complex downtown tunnel construction. The excavations in soft ground require cuts of up to 120 feet deep and 250 feet wide. Deformation and groundwater monitoring instruments have been installed to monitor the stability of the excavation support systems and the abutting buildings. The use of this application is illustrated with an example from an ongoing contract.

Rock mass discontinuities play a significant role in evaluating the stability of rock slopes. It is necessary to collect and analyze these discontinuities to fully understand the mechanical and deformational behaviors of rock masses. Based on the digital images of some slope faces, this paper proposes a framework based on machine learning for detecting and extracting discontinuities. First, digital images and photo poses are combined, the original scene is reconstructed, and 3D point cloud data are obtained. All captured point clouds can be mapped with each image by the direct linear transformation algorithm. Next, the detection machine learning algorithm is used to segment rock mass discontinuities on 2D digital images. Finally, based on the mapping relationship, the 2D digital images that were segmented are transformed into 3D point cloud data. The geometric parameters of the corresponding discontinuities can be extracted by the DBSCAN and the Skmeans algorithm and the characterization of specific rules. The proposed framework was evaluated utilizing a quantity of slope digital images in the Yebatan hydropower under construction, located in Sichuan Province, China, as a case study. The results illustrate that most deviations are less than 10° for the dip direction and dip angle, which verifies the reliability of the proposed framework and maintains acceptable measurement accuracy.

During the ongoing research into the possible applications of Virtual Reality in underground operations, the AIMS Research Unit has developed a user-interface driven program which enables a user to input the geometry of underground mines, and add equipment and working processes in order to produce an accurate simulation of their operation. This paper describes the main features of this system (VR-MINE). Virtual Reality is a field which has grown out of three dimensional computer graphics techniques, and allows a user to move freely around a model held within the computer's memory. Movement around this model is carried out by the use of intuitive peripherals such as joysticks, with the user's view from their position within the model being produced in real time on a computer monitor or other device (such as a headset). This enables a user to interact with any three dimensional model and see the results of their actions immediately. VR-MINE is broken into two separate programs, both running under Microsoft Windows 3.1 or above. The first, the editor, allows the user to develop the mine layout and add equipment and personnel. The mine geometry is considered to be made up of various types of objects, for example a straight roadway segment which can be inclined, a junction roadway segment, and a turning segment. The geometry can then saved into a file to be loaded in by the second program of VR-MINE, the viewer. This generates a real- istic representation of the mine, with undulating floors and walls. It also has the ability to display multiple windows on the mine at the same time, which are arranged interactively. The simulation occurs within this program, with the user traversing the model in real time to examine possible areas of improvement in operations. This paper gives a number of examples of how the AIMS Re- search Unit has applied this technology to a range of underground mining scenarios to improve the safety of workers in the under- ground environment. The application discussed include computer graphics and Virtual Reality systems to training, risk analysis, visualisation, simulation, accident investigation and major hazard planning.

It is a great honor and pleasure for me as President of the Japanese Tunnel Association to send greetings to the 1974 Rapid Excavation and Tunneling Conference. Recently in Japan, the Japanese Tunnel Association was established as recommended by the OECD Advisory Conference on Tunneling. This is a central organization concerned with tunnel construction consisting of government authorities, universities' research institutes and construction firms as well as manufacturers of relevant materials and equipment. As I was chosen the first president of the newly-established Japanese Tunnel Association, I would like to avail myself of this opportunity to announce to you its establishment and its earnest wish to contribute to the development of tunneling technique not only in our country but also all over the world. At the same time, I cordially request your friendship and cooperation for the benefit of further development of tunneling techniques on both sides of the Pacific. At present, many tunnels are under construction in Japan. The total length of tunnels under construction for railways and highways is about 600km including the 54km Seikan Undersea Tunnel which connects the Main Island and Hokkaido. Naturally, for construction of such tunnels in Japan, we have introduced much equipment and technique from the United States and other foreign countries. Now with accumulated experience, we are confident to be able to furnish various useful information concerning tunnel construction.

The Detroit Water and Sewerage Department has undertaken a $1.2 billion effort to capture and treat combined sewage overflows from various outfalls along the Detroit and Rouge Rivers in Detroit, Michigan. This program is planned to include a 455,000 m3 (120 million gallon) storage and treatment tunnel which will capture overflows from 19 outfalls along the Rouge River. The tunnel is currently in the conceptual design phase, with the bid date planned for mid-year in 2001,and completion planned for August 2005. The total design and construction cost is currently estimated to be approximately $450 million. Current concepts are for the storage and transport tunnel will be 6.1 m (20feet) in finished diameter, with a total alignment length of approximately 12,200 m(40,000 feet). The main tunnel will extend through the Traverse and Antrim Shalerock formations, while approximately 5,500 m (18,000 feet) of various diameter connecting tunnel will extend through both rock and soft ground. The project will include a total of 10 drop shafts, 13 riser shafts, various connecting structures, and a 455,000 m3/day (20 mgd) pumping station. This paper will present a discussion of the design philosophy, subsurface conditions, the various planned components, and the expected design and construction considerations for the proposed Upper Rouge Combined Sewage Overflow Tunnel.

Mine operators, conveyor system designers, consultants, and manufacturers have had opportunities over the past decade to utilize various actively controlled technologies to drive complex underground conveyor systems. These technologies included several electrical drive solutions, mechanical drive solutions, and hydromechanical (fluid coupling) drive solutions. All of these technologies have their inherent advantages and disadvantages, and only after several years of operation can mine operators fairly evaluate the overall benefits (short term performance and cost vs. longer term operational and maintenance costs) of any particular drive. Far too often in today's world, decisions for new equipment are made with inadequate regard to issues concerning serviceability and maintainability. Many of the newer electrical technologies (primarily AC variable speed drives) which have been used in recent years were selected based on the perceived desirable benefit from variable speed operation. This technology, however, which differs sign8cantly between various manufacturers, is in a constant state of evolution which puts into question the manufacturers' ability for long-term product support. In addition, various forms of this technology have also generated some undesirable operational issues, including reduced motor life, harmonics for the power system, and mine communications problems. This technology is also extremely current-limited, which results in problems handling overload conditions, a frequent occurrence often resulting from a decline in the coal recovery rate (conveying more rock than coal). The fluid coupling, however, is based on a technology which has been used successfully in underground conveyor applications for decades. Although the base hydrodynamic technology is well proven and has inherently beneficial characteristics on conveyor applications, Voith has continuously improved on this technology to meet the increasing demands of today's challenging conveyor haulage systems. Recognizing a need in the market for a reliable, actively controlled drive system, Voith Turbo began development in 1996 of a new, actively controlled coupling which was targeted specifically for the higher powered, complex underground conveyors. Voith introduced the new TPKL Fill Controlled coupling product to the market in 1997, and the first two applications for this new technology were on multiple drive mpper booster applications on longwall panel conveyors. Since the successful startup of these two conveyor systems in 1998, Voith has supplied over 200 TPKL couplings to the mining industry worldwide, with over 150 in US coal mining applications alone. This paper will provide an overview of the TPKL's capabilities, performance, and reliability based on the TPKL's impressive installation base and operational history.

The acquisition of submarine gravity data using airborne gravity technology is a practical reality. Ocean Floor Geophysics plans to deploy a free-swimming ROV based submarine gravimeter on a commercial basis in early 2009. The submarine instrument is a variant of the well-used GT-1A airborne gravimeter. Airborne gravity surveys are now routine. The primary factor controlling the accuracy of airborne gravimeters is the precision of the GPS measurement of vertical movement of the sensor platform. The gravity measurements along a flight line are the differences between the output of the gravimeter vertical accelerometer and the estimate of the aircraft vertical acceleration using the differential GPS system. The principle difficulty of moving an airborne gravimeter to a free-swimming submarine platform is the necessity to have an accurate real time estimate of the changing elevation and hence changing vertical acceleration of the platform; GPS doesn't work underwater and an accurate estimate of depth fluctuations to the necessary precision is difficult to acquire. It is interesting that the airborne gravity gradiometer technology, which competes with the airborne gravity technology, was first developed as a classified military application for use by missile submarines during the cold war. Gradiometers were developed for this application specifically to avoid this problem. A gradiometer does not require as accurate an estimate of its vertical position to make a useful reading- it measures gravity gradients, not the gravity field itself.

Comparisons of metal-price histories to monetary and other economic data support the argument that the supply of and demand for money are no less important in the determination of price than are the supply and demand of the commodity itself. That these relationships should exist is evident in the price identity and they are consistent with monetary theory. The patterns developed have limited usefulness as predictors, but their recognition is essential for the construction of price scenarios for planning purposes.

Injecting pressurized water into a coalbed prior to mining reduces mining-generated respirable dust. Because of economic and geological barriers, water infusion for longwall dust control in the United States is now limited to the Pocahontas No. 3 Coalbed in Virginia. Water is pumped into the coalbed through underground boreholes that are drilled horizontally from the headgate toward the tailgate side of retreat longwall panels. This paper theorizes that the barriers to widespread utilization of water infusion for longwall dust control could be overcome by long-duration, low-pressure water infusion through vertical gob-gas boreholes. Currently, 43% of the 72 longwall mines in the United States employ vertical gob-gas boreholes. Computer coalbed-reservoir simulation suggests that one vertical surface borehole could infuse the same longwall panel area as four horizontal boreholes in the current water-infusion system for longwall dust control in the Pocahontas No. 3 Coalbed.

The TRAC™ Program was developed to provide our clients with a mechanism that allows them to better manage site remedia­tion and closure costs. This program provides a fixed-price contract for site remediation and case closure and is well suited for large pro­jects with multiple PRPs, such as Superfund sites. Because Kvaerner is a large engineering/construction firm and not a consult­ing firm, we can offer this type of contracting mechanism that envi­ronmental consulting firms are hesitant or unable to provide. With TRAC™, Kvaerner assumes financial and technical responsibilities for carrying a site through the closure process for a fixed price. Liabilities carried on our client's balance sheet for site closure can be removed when they sign up forTRAC™. In many instances, a profit can be realized as the liability on the balance sheet may exceed our TRAC™ fixed-price cost to close the site. Bonds and other sureties securing the site can be released and set­tlement with other involved parties can be quickly reached. For a project to be considered for this program, it typically meets the following criteria: 1) The project site should be physically separated from other contaminated sites 2) A reasonable quantity of site investigation data must be avail­able including site-usage history with or without a projected fea­sibility study(ies) and/or remediation design 3) Access to perform all necessary work must be available. After a review of all site data, K vaerner develops a "risk menu" to manage financial risks. In this "menu", each compo­nent of the project is assigned a level of probability that the costs will occur. Then the base cost of each activity is "weighted" by multiplying the potential cost growth by the probability. This analysis assures that the financial risks are appropriately defined, weighted, and mitigated and a realistic fixed price is developed. Upon acceptance of our proposal and conclusion of contract negotiations, Kvaerner takes over future responsibility for clos­ing your site. This allows the client to: 4) Release reserves obligated on financial statements for the site (and potentially realize a profit if the TRAC™ fixed-price cost is less than our client's booked obligation) 5) Finalize cost settlement with other responsible parties, insur­ers, etc. 6) Redirect resources involved in the environmental manage­ment of the site 7) Cap legal and administrative costs In addition to performing the site cleanup and closure work, at our client's request we are able to: 8) conclude lease obligations for property 9) dispose of equipment and buildings

Rather than attempting to present a summary of the many and highly varied papers that have been presented at this symposium on sampling and grade control, I will attempt to extract the general philosophy of analysis and approach, and attempt to identify the trend of future developments. First, the term "sampling" is used with its broadest connotations. A sample consists of a representative portion of a larger mass, and must represent the mass not only in the grade of contained metals or minerals, but also in all other respects in terms of mineralogy and mineral quality (1, 5), deleterious materials, recoverability of economic components, physical behavior, geophysical response (1), and even archaeological and environmental aspects (7, 11). The sample must be taken from a locality and in such a manner and quantity that it is representative of the larger rock mass. This calls for complete and accurate geological control and an understanding of the nature and distribution of the contained chemical and physical elements and a record of the effectiveness of the different sampling methods. Second, value of a given mass of ore material is based upon its profitability - the difference between recoverable value and costs to achieve recovery, beneficiation and sale. There is a strong movement in mining geology control toward more complete analysis in determining cutoff grades and in grade control, as illustrated by the kriging of metallurgical recovery factors as well as grade at the Mercur Mine (8). To achieve a "profitability factor" as a guide for economic mining practice requires further integration of: 1) the value of contained metal or mineral, 2) percentage recovery of values, 3) dilution of ore with waste rock, 4) addition to, or loss of value as a consequence of by-product materials or deleterious components, 5) cost of producing a saleable product plus minimum profit to justify the effort (cutoff), and 6) cost of land restoration (7, 11). All these parameters vary with the rock type, rock structure, mineralogy, depth, geometry, mining and metallurgical methods, but they must be sampled and analyzed if sampling and grade control are to reflect profitability. A wide variety of deposits has been presented at this symposium; each deposit with its own problems and special solutions. Deposits containing high unit-value components, e.g. precious metals and diamonds, present special problems in the obtaining of accurate samples and generally require statistical analysis control methods or may disregard or modify occasional high or occasional low values, based upon experience (12). Grade control may be accurate for the long term but may vary for the short term. Bulk sampling is always essential. Deposits containing metals or minerals with low unit value are very sensitive to transport costs, and they are often very sensitive to small amounts of deleterious components or differences in physical or chemical behavior. Problems of sampling and grade control change with the genetic type of deposit, with the stage of deposit development and with the size of the information base. Precious metal epithermal deposits (2, 6, 8), because of rapid vertical zonation and erratic lateral distribution of values, have always been difficult to evaluate and maintain grade control and ore reserves. On the other hand, evaluation and grade control are relatively easy in bulk-lowgrade deposits (4, 13). However, these deposits generally have a low margin of profit and are sensitive to mining and beneficiaton costs, price fluctuations and political costs. Industrial mineral deposits (5) often must be evaluated on the basis of their behavior, rather than by chemical analysis. Environmental impact generally increases with the scale of the operation, but certain elements or minerals have especially high impact effects (7, 11). In the exploration phase there is no production control of sampling procedures and careful geological observations are particularly essential. The greatest number of problems is related to the oxidized outcrop where the chemical environment of the ore body has changed and the contained values may have been enriched, depleted or values left unchanged (2, 6). Present evidence suggests that gold values may be very mobile under certain conditions (2, 6) and stable under others. Everything must be sampled in detail. Principal values and by-product or deleterious elements may vary dependent upon their position within the soil profile. Such factors as geomorphic position, erosion rate, vegetation, climate, etc., may affect the interpretation (1, 3). This tool can now be used to produce near surface information which is very useful to geotechnical engineers. Using the lightweight field equipment now available, it is possible to use the radar within mines and tunnels to obtain information which may impact the safety and production of these operations.

1.0 PROLOG Since the "end" of the Cold War, revolutionary new research and commercial remote sensing capabilities are being developed that will dramatically change the way we map the earth and address its environmental problems. The technology challenge is not the growth of new environmental remote sensing technologies themselves. It is, rather, how these new innovative observing systems can be accepted and used to the benefit of both the regulatory and the mining communities in the light of present concerns about unknown risks of discovery and liability. INTRODUCTION A population of several thousand uranium miners in the Colorado Plateau region of the United States has been under surveillance since 1957 using sputum cytology and other procedures. Attempts were made to collect sputum samples annually for those miners showing normal sputum or only minor abnormalities, and on a semi-annual schedule for miners having more severe cytological abnormalities. For individuals having carcinoma in situ or malignant cells in their sputum, samples were taken more frequently. As in any human population, however, these schedules were not always adhered to, and samples were often acquired less often than scheduled. On the basis of the thousands of sputum readings that have resulted from this surveillance, one can calculate the durations or sojourn times which individuals spend in the various cytologic states into which the sputum readings are classified. This paper presents some preliminary, descriptive results concerning relationships among the cytologic state duration distributions in this population, and their associations with other variables such as radiation exposure and cigarette smoking. There are several reasons for studying cytology results in this observational setting. Of considerable interest is the opportunity to gain insight into the preclinical natural history of lung cancer. Such information would be valuable in the future design and interpretation of screening programs for the early detection and treatment of lung cancer, should this activity prove to be of benefit in experimental trials. Secondly, it is of interest to determine if some characteristic of sputum cytology readings can be utilized to determine a decision point at which to transfer a uranium miner to another job category within the industry in order to effectively reduce his probability of developing lung cancer. For example, a reading of moderately atypical cells in the sputum has been suggested as a possible decision event which would be sufficient to warrant such a transfer. In the analysis which follows, an attempt will be made to develop information relevant to these issues. The data base for our analysis, largely developed over a period of more than 20 years by Drs. Geno Saccomanno and Victor Archer, contains sputum readings classified into one of eight cytologic states: normal, metaplasia, mild atypia, moderate atypia, marked atypia, suggestive, suggestive-equivocal, and malignant. The two suggestive states will not be considered as these categories seldom contain enough observations to generate meaningful results. The duration in a given cytologic state for a given individual is calculated as the sum of the intervals between consecutive sputum readings in that state. When two consecutive readings are in two different states, half the between-readings interval is assigned to each of the two states. Among all individuals in the data base, only those having at least two sputum readings are used so that a duration can be calculated. Furthermore, the analysis is limited to individuals whose successive readings are no more than 24 months apart, so as to focus on a population which was under surveillance on a reasonably regular basis. RESULTS The overall distributions for the cytologic states are displayed as histograms in Figures 1-3.
