Next year marks the tenth anniversary of the Surface Mining Control and Reclamation Act (SMCRA). As the U.S. coal industry scrambles to cope with serious economic difficulties, it is appropriate to examine some other difficulties that have their origin in certain provisions of that ten year old law, and that bear directly on the economic viability of surface coal mining in the west. This paper focuses briefly on three technical issues in the reclamation of surface coal mines in arid regions, and suggests that innovation can resolve these issues. The coal industry operates within a narrow legal context, defined in 1977. In enacting SMCRA, Congress listed among the purposes of the Act ?... to...strike a balance between protection of the environment, agricultural productivity and the Nation's need for coal as an essential source of energy." I maintain that such a balance has never been struck, particularly with regard to the reclamation of mines in the west. One reason is that when SMCRA was enacted its supporters were aware of uncertainties about the potential for successful reclamation of western surface mines. Over the intervening years, as a recent Congressional study report (OTA, 1986) points out, "...the risks these uncertainties may pose to the long term success of western reclamation have been reduced significantly." Unfortunately, SMCRA's enforcement agency, the Office of Surface Mining (OSM) has not yet recognized this fact, and the western coal industry is paying the price.

Dwindling economic deposits of rutile (TiO2) prompted research on recovering it from secondary sources. One such resource is in Southwestern Turkey feldspar mining rejects that contain 5%-6% TiO2 mostly rutile. Previous studies could only upgrade the TiO2 to 36% TiO2 grade, claiming that the leftover flotation reagents on the surfaces of rutile and host minerals detrimentally affected upgrading of the rutile. As a potential remedy to this concern, a laboratory sample (from an operating feldspar mine in Milas, Turkey) was first caustic scrubbed, then air calcined at 400°C to evaporate the oily reagents. Subsequent physical separation of rutile included wet screening, gravity, magnetic, and electrostatic separation technologies. Such processes indeed improved the grade of the rutile concentrate up to 83 % TiO2 Low recovery of the TiO2 (<20%), was attributed to lack of full liberation of rutile, even at 125x44 micron range; interference with impurity minerals such as sphene and zircon; and simply the process inefficiency in upgrading the fine grains through conventional separation technologies for heavy minerals.

Early flotation dealt primarily with the bulk concentration of sulphide minerals or the separation of one sulphide from another and was referred to as oil flotation because oils and fats were used as reagents. The separation or concentration of one nonmetallic mineral from another developed later with the use of fatty acids. Fatty acids are organic acids present usually as glycerides in tall oil and oils of fish, peanut, cottenseed, soya beans and ethers of veg¬etable and animal origin. Some, of these oils and their derivatives were used by the Phoenicians as early as 600 B.C. in making soap, and the use of such reagents in mineral dressing is referred to as "soap flotation". The first use of oleic acid for the recovery of minerals was the early agglomeration process.&apos; The coarse particles of ore, from 1/16 to 1/4 inch diameter, were coated with large amounts of soap or oil and after screaming from the gangue were recovered by screening, hydraulic or table classification. In 1886, a patent was issued to Mrs. Carrie Everson in which the essential feature was the constituted commingling of pulverized ore, fat or an oil, either animal, mineral, or vegetable, for the purpose of effecting .a. union of the free metal or metallic portion of the ore with such admixed material whereby the same may be changed in subsequent separation of quartz or other rock therefrom by washing or other suitable means. The patent mentions the use of red, cotton seed, caster, sperm and linseed oils, In the early use of collectors the amount of oil for froth flotation was often 2 to 6 per cent by weight of the ore rather than pounds per ton.

In a mineral processing plant there are a number of routine decisions which are based at least in part on the plant&apos;s metallurgical performance. Among these are those related to: 1) equipment functioning properly 2) suitable operating conditions 3) reagents achieving desired results 4} determining operating response to changes in ore 5) defining circuits offering potential for improvement A step beyond the routine, are the periodic management evaluations of operating supervision and technical assistance, which are based largely on profit -a direct function of are availability, metallurgical performance and operating costs. The "yardstick", excuse me -"meterstick", by which performance is best measured is the plant metallurgical balance, which tells not only what was produced but how it was produced. Since this metallurgical balance is directly related to both plant profits and individual rewards, it is only reasonable to make that "meterstick" as precise as humanly possible.

Rio Algom Corporation of Wilmington, Delaware is a wholly owned subsidiary of Atlas Alloys Inc., an Ohio Corporation, which in turn is 100% owned by Rio Algom Mines Limited of Toronto, Canada. Rio Algom is controlled by the Rio Tinto Zinc Corporation of London, England, which has subsidiaries and affiliated operations throughout the world. Rio Algom geologists first became interested in this Utah pro- perty in 1966, after preliminary drilling had indicated that a known orebody close to the surface appeared to continue on the dorm thrust side of a major local fault, known as the Lisbon fault. Accordingly, in 1968, arrangements were made to acquire what was known as the "Humeca Option", a total of 2,573 acres located in San Juan county in south-east Utah, 35 miles south-east of the town of Moab.

Brow hazards are a significant concern in coal mine ribs and form when weak coal sloughs out of a rib face and exposes an overhanging block of more competent rock or coal. Of 36 rib failure fatalities in the last two decades, 36% resulted from rib brow failures. This highlights the need to better understand the mechanisms driving brow formations and failures to mitigate this hazard and eliminate potential fatalities. The research team at Missouri S&T worked to enhance the current CPRR system and include the potential for these brow hazards. We employed physical modeling methods to build a scaled model from critical brow cases observed in the field. The dimensions and properties of the models were scaled down by 14.4 times from the field cases. The results of the physical modeling efforts were used to assist in calibrating distinct element numerical models vital to understanding brow formation and failure mechanisms. Subsequently, three physical models were created and tested to provide data on an otherwise impossible-to-capture event at the field scale. The results of these tests provided formed brow dimensions that agree well with those observed at the field scale. The brow dimensions were 1.25 inches deep into the rib, equivalent to 1.5 feet when scaled up. Similarly, the numerical modeling efforts provided good agreement by capturing a brow forming 1.55 inches deep into the rib. The physical model results further validate the applicability of physical modeling efforts for capturing otherwise difficult and dangerous phenomena in a controlled lab setting.

The purpose of this paper is to outline briefly some basic principles of ground-water hydrology that have application in mine hydrology and to suggest that an understanding of these principles can help to forestall problems that are internal as regards mining operations and external as regards damage or harm to surrounding areas. The development of a mine below the water table pleads for accurate values to answers of hydrologic problems. Such internal problems involve both an inflow of water without adequate drainage facilities and a deficiency of water for the required mining or milling use. Methods which give acceptable quantitative values for the solution of many ground-water problems depend on rather simple geologic structures, characterized chiefly by homogeneous rocks of considerable areal extent. Unfortunately, mining operations are likely to be centered where rocks are not homogeneous. Consequently, methods that attempt to show values of the storage and transmitting capacity of rocks in mining areas must be applied with caution. In spite of complex geology and apparent uniqueness of individual mines and quarries, adherence to some concepts of ground-water occurrence and movement should be helpful to mine operators. Mining operations that extend below the water table disturb the natural hydrologic regimen. Prior to development, the water table slopes away from the site of a mine in at least one direction, but as soon as development begins and water is removed from the mine, the mine becomes the apex of a depressed cone in the water table, causing a convergence in the flow of water toward the mine, The behavior of the cone of depression, as it tends to deepen and to increase in areal extent when the mine is deepened, is related to the rate of withdrawal of water necessary to keep the mine dry. The significance and nature of the cone of depression in the vicinity of pumped wells has been studied by ground-water hydrologists for years, but the cone caused by pumping water from mines has generally been less systematically appraised. The Alton Coal project, located in south-central Utah, lies at one point just over six miles from Bryce Canyon National Park. This region of the southwestern United States has been called the "Golden Circle" of national parks and monuments. Can a mine be inserted into this region so that it does not intrude on this spectacular landscape? The Alton Coal Project is a proposed surface coal mine designed to serve as the fuel source for the Harry Allen Power Plant, a 1,000 megawatt generating station planned for a site 25 miles northeast of Las Vegas, Nevada. The mine and the power plant will be connected by an underground pipeline through which coal will be transported in slurry form.

Three transportation and handling alternatives for delivering dry coal combustion residues from power plants to underground coal mines were evaluated technically and economically. The objective was to transport, handle, and inject the residues into the old workings of the mine at a minimum cost. This objective was accomplished in two steps: I) Simulation models were developed and utilized in identifying technically feasible designs in each alternative, 2) Technically feasible designs were economically evaluated to obtain the cost-per-ton of material transported. The designs that provided the minimum cost-per-ton were declared optimal An analysis was conducted for varying distances and tonnages to reveal favorable operating ranges of each alternative.

The Federal Surface Mining Law enacted in 1978 is now being translated into regulations which must be followed in future coal mining. Substantial change to mining procedures is required to maintain stricter air and water control while mining and to return the mined out land to equal or better use than before. These changes do not come easy; and in most cases, they create a substantial additional cost. Based on field observations and mining studies, Caterpillar has been making suggestions on the use of their types of equipment to conform to the new standards at the least cost. This paper will be a brief review of some of the overburden stripping and reclamation methods suggested by Caterpillar. A production and cost comparison of dragline, scraper/dozer and truck, loader systems in 20 to 150 ft. Overburden conditions illustrates potential cost savings using mobile equipment.

There are presently in use many grinding mill control schemes and concepts. This paper presents one operating method of controlling the particle size of the cyclone overflows for proper metallurgical results and controlling the level of the cyclone feed sump and new feed rate to obtain lowest unit cost of finished (ground) material which is usually at the maximum grinding mill throughput. This system stresses simplicity of field instrumentation and control strategy. Both of these factors lead to better operator understanding and acceptance. The low capital investment of this system also makes it more attractive at the Buick Concentrator when compared to other more complicated systems utilizing mass flow measurement and a computer to calculate circulating load and infer particle size. Furthermore, it has the advantage of utilizing an actual measurement for control, rather than a difficult-to-maintain inferred value. There are several reasons for maximizing mill throughput at Buick. The milling rate before automatic control was too low when compared to mill throughput increases planned for the future. Through this new operating system, it appears Buick will not have to make major changes of mill motors and speeds to meet the increased? production rate. Also, since power costs continue to escalate, it is desirable to maximize the throughput to the grinding circuit and reduce overgrinding to achieve a reduction in power cost per ton of ore milled. Presently, 45% of the concentrators&apos; total power is consumed in this grinding circuit.

While preparing this paper, I soon realized I had a problem in defining what injuries should be classified as "personal." Admittedly, in some cases, falls of persons, sprains and strains, pulling and pushing injuries, and back injuries may have been caused by the individual. But, I believe the number of injuries directly attributed to an individual&apos;s carelessness is relatively small in comparison to the total number of injuries in those categories. For discussion purposes, the injuries most often considered to be personal, that is, caused by individuals are those classified as back injuries. My paper will be devoted to back injuries because this category represents the greatest number of injuries occurring in coal mining. A man&apos;s best friends are his wife, his back, and his dog. The back, however, has a reputation of not being as faithful as his other two friends.1 "Industrial back injury is one of the major occupational health problems plaguing industry to- day. According to national surveys, back injury accounts for more lost time than any other occupational injury and costs companies thousands of dollars in compensation, medical fees and over- time pay."2 A study conducted by USA Today found that back ailments afflict an estimated 75 million Americans, have totally disabled about 2.5 million adults, lead to as many as 200,000 required surgeries each year, are a leading cause of absenteeism and disability, are the second leading cause of hospitalization, are responsible for 18 million doctor visits a year and cost about 93 million work-days annually. The cost to industry is estimated at $14 billion a year.3 During the past 30 years, a great deal of accident prevention education has been directed toward the reduction of back injuries. However, this effort has not produced any great change in the incidence of the injury. Back injuries should be of the utmost concern to everyone here today. I don&apos;t need to tell you what the incidence rate is for back injuries, nor will I use any statistics to inform you of the incidence rate for the coal mine industry or any specific mine. It is only important to know that the number of back injuries is excessive. Back in- juries resulting from lifting have been and continue to be one of the most constant and undiminishing problems in the occupational environment. The fact is, we use our backs to per- form work that the back was not designed to do. Historically, manual materials handling related accidents have consistently accounted for the largest percentage of all industrial accidents. In fact, over 25 percent of all industrial accidents are related to handling of materials.4 In underground coal mining operations, material handling accidents account for even larger percentage of lost time injuries. In 1983, for example, they accounted for 34 percent of all lost time injuries and 32.6 percent of all non-lost time injuries. 5 I want to use one example of a task that will illustrate what I have just said: the building of a concrete block stopping. Each solid concrete block will weigh from 60 to 70 pounds. To build a stop- ping 6 feet high and 20 feet wide will take approximately 80 blocks. On the average, these 80 blocks will be handled at least four times from loading into the conveyance for transportation to being placed while constructing the stopping. One of the many responsibilities of mining engineers and mill superintendents is to provide for the safe and economic disposal of wastes (or tailings) remaining after a mineral has been extracted from an ore. The cost of disposal of these tailings exerts a considerable influence on the minimum grade of ore extracted from the mine. It varies to a great extent with each project and is dependent on many diverse factors, such as the local topographical, meteorolgical, geological and seismological conditions together with the applicable water pollution laws of the area. The process used to extract a mineral from an ore determines the physical characteristics of the tailings and thus is one of the more important factors to be considered when planning disposal facilities. Today&apos;s trends .in ore-processing operations complicate the problems of waste disposal: recently developed extraction methods result in the production of finer tailings, the use of lower grade ores produces greater volumes of wastes, while the enhanced land values in the vicinity of industrial plants preclude the former practice of spreading wastes laterally and force the expansion of waste desposits upwards to greater heights. The frequent occurrence of stability problems in waste deposits indicates that many mining organizations may not be employing current soil mechanics concepts and practices. One of the most spectacular, and often most disastrous, types of tailings dike failure is that resulting from liquefaction of the fine particles combined with a breach of the main retaining dike.

Following the completion of the paper presented in February, 1972, data were received from many other mines and some original respondents submitted more complete questionnaires. The computer program was changed to permit the results to reflect more clearly all the data reported by the mines. The original paper was revised to reflect the new information. There were significant changes in some numerical values, particularly where the size of the sample changed appreciably. Some limited samples considered originally in arriving at conclusions were not relied on in this revision. The revised tables and text are of the same design and format as the original paper.

Magnesite has the unique combination of properties that make it useful in a wide variety of metallurgical applications. The use of refractory magnesite has been increasing throughout the world, but the source of the "ore" differs. The United States has increased production of synthetic magnesites while the rest of the world is exploiting its resources, using natural magnesites. The history and methods of manufacturing synthetic magnesite are discussed as well as the practices for beneficiating natural magnesite. The properties, costs, and uses of the two types of magnesite are discussed and compared.

Lithium raw materials usable with present technology consist of pegmatite ore and surficial evaporite brine. Those advantageously located now supply world markets. Materials of similar grades and magnitude, but less favorably located, will come into production as present sources are depleted and markets expand. Some of these potential supplies have been explored, and are reserves in the sense of known availability and quality. Reserves herein are of two classes, those proved by close drilling and assaying, and those of only probable status because their scale and grade are unsystematically indicated. Possible resources include similar materials whose bulk can only be inferred on indirect evidence. All figures apply to total materials in the ground. No allowance is made for losses in mining, evaporation, beneficiation, or chemical processing.

Scrubbing is gaining increasing recognition as a valuable tool in the treatment of Mesabi Range intermediate iron ores. In general, the earliest washing plants included log-washers in their various flowsheets. While log-washers certainly did impart a degree of scrubbing to the crude ore, such treatment bears little resemblance to the type of scrubbing being practiced today. At the time that these early plants were erected, only the true wash-ores were being processd. ("Wash-ores" are defined as crude ores in which relatively coarse chunks of almost completely liberated iron are found in a matrix of loosely-consolidated fine sand.) To treat ores of this type, sizing at approximately 65 to 100 mesh was sufficient to produce a merchantable concentrate. As crudes were being treated in which there was little "locking" of iron and silica, log-washers tended to disappear and large screens and classifiers took their place in Mesabi range flowsheets. The "screening and classification" type of flowsheet &apos;had its greatest usage in the 1945-55 period, generally speaking. During this same period, many operators found it necessary to supplement the "wash-ore" type flowsheet with heavy-media treatment.

Siskon Gold has started gold production at the San Juan deposit in northern California. The mine is located about 27 km (17 miles) north of Nevada City, CA (Fig. 1). It is scheduled to be-come the largest underground gold mine in California. It is situated in the western foothills of the Sierra Nevada Mountains in the Mother Lode gold belt. The property consists of 8 km2 (2,000 acres) of patented land. It is situated in a topographically high area known as San Juan Ridge, which is 213 m (700 ft) above and between the Middle Yuba and South Yuba rivers. The elevation is between 790 and 914 m (2,600 and 3,000ft) above sea level. Annual precipitation averages 1,346mm (53 in.). Most of that falls between November and April.
