Over the last eighteen months, there has been a dramatic r decrease in the gold price fom US$450/oz to a low of US$275/oz. The prospect of low gold prices, around US$300/oz, appears to be a reality the gold mining industry will have to face over the next couple of years. Already some high cost operations have closed and at others, cost cutting measures and rationalisation have been or are being undertaken. This paper reviews the operating cost of some Australian mines and highlights the potential for cost cutting and demon­strates individual impacts on the dollar's reduction in the cost per ounce of gold.

Today's mine development requires the safe, expedient and economical construction of vertical shafts for both ventilation and access. This construction must be accomplished within diverse ground conditions. Advancements in large-diameter shaft drilling have led to many exceptional mechanical refinements in shaft-drilling technology. The author traces the history of the equipment and methods employed by the large-diameter shaft-drilling industry and explores the likely paths of future development. Case histories that illustrate the adaptability of shaft drilling as a versatile tool for advanced, worldwide mining operations are cited. Safety, scheduling, costs, environmental impacts and capabilities are discussed.

Experiments using an optically polished Pyrex disk and aqueous dodecylammonium acetate (DAA) films showed that the velocity with which the films recede increases markedly if the runs are repeated at short time intervals, where equilibrium cannot be reattained. This results from DAA molecules being desorbed from the disappearing liquid-air interface and being deposited on the solid-air interface being formed. Controlled experiments with Pyrex particles in a modified Hallimond tube showed a similar increase in flotation rate, again due to excess adsorption of DAA molecules that were transferred to the solid-air interface from the bubble on contact.

A unique non-contracting coal thickness measurement technique has been developed to measure both the dielectric constant and thickness of a coal seam as part of a sensor array supporting an autonomous coal mining machine. The sensor measures the reflection of an electromagnetic signal from the coal/shale interface. Underground measurements of coal 6- in thick with a dielectric constant of 4 have been confirmed. Measurements were also made of a 31-in thick coal pillar for application of the sensor to highwall mining. The electromagnetic measurement technique, the data reduction process and field test experience will be presented.

Three transportation and handling alternatives for delivering dry coal combustion residues from power plants to underground coal mines were evaluated both technically and economically. The objective was to transport, handle and inject the residues into the old workings of the mine at minimum cost. This was accomplished in the following two steps: simulation models were developed and utilized in identifying technically feasible designs for each alternative and the technically feasible designs were economically evaluated to obtain the cost per ton of material transported. An analysis was conducted for varyous distances and tonnages to reveal favorable operating ranges for each alternative.

Excessive noise has long been a hazard in the coal-mining industry. Studies conducted during the mid-1970s and mid-1990s consistently show that hearing loss within the mining industry persists, in spite of regulatory requirements and sampling technology advances. When the U.S. Mine Safety and Health Administration's new health standards to protect miners from hearing loss took effect in September 2000, the potential developed to reevaluate sampling approaches with regard to noise-source hazards, such as task-based methods. This paper describes results from a Pennsylvania State University research project now being conducted at an underground coal mine. Each occupation was reviewed, and a list of tasks or processes performed by each was generated. Traditional personal noise dosimetry, static sound pressure levels and equipment sound mappings have been performed. Job tasks indicating the greatest levels of daily noise exposure and contributions to noise dose have been identified and will be discussed.

In the planning and design of mill tailing disposal facilities, the chemical and physical nature of the fine­grained material to be disposed of has to be fully understood in order to create an efficient and safe long­term storage facility. Disposal of tailing has become the single most important source of environmental impact for mining projects and the development of many promising ore bodies has been delayed or even stopped due to problems of facility siting and design under pressure of increasingly stringent regulatory require­ments.

Wet-drum magnetic separators are used extensively for upgrading iron ore and for magnetite recovery in dense-medium separation circuits. In this study, the performance of a continuous, laboratory wet-drum magnetic separator was evaluated both with and without the application of ultrasonic energy when processing dense medium slurries. Test variables included magnetic-to-nonmagnetic ratio, solids concentration and nonmagnetic material. Research was conducted at a western coal mine on a wide variety of underground mining vehicles to develop testing procedures for portable instrumentation monitoring of tailpipe concentrations of diesel particulate matter (DPM), carbon dioxide (CO2) carbon monoxide (CO) and nitric oxide (NO). DPM was measured using the Emissions Measurement Appa¬ratus (EMA) developed by Michigan Technological University (MTU), and an ECOM-KL five-gas analyzer was used to measure gaseous tailpipe concentrations. Baseline concentrations of the tailpipe pollutants were measured using vehicle systems to load the engine. Concentrations before and after the water scrubber were measured and water scrubber efficiencies were estimated by calculation. Field measurement procedures were established. Heavy-duty vehicles with automatic transmissions were loaded using the torque converter to stall the engine. Consistent engine loading for light-duty vehicles with manual transmissions involved placing the transmission in neutral and adjusting the throttle to maintain a constant engine speed of 2,500 rpm. Tailpipe CO2 concentrations for Caterpillar 3306 and 3304 engines were compared to laboratory CO2 data from Caterpillar and MSHA to help determine if engine settings were correctly adjusted for operation at high altitudes. (Perfect agreement between the mine vehicle tailpipe and laboratory measurements would not be expected because of the differences in the test conditions.) DPM concentrations for light-duty vehicles ranged from about 20 to 160 mg/m3, and one light-duty vehicle averaged near 1,000 mg/m3. DPM concentrations for heavy-duty vehicles ranged from about 55 to 200 mg/m3. Widely ranging DPM concentrations for a particular vehicle type reflect the state of maintenance, fuel rate settings and different engine loading procedures as well as differences between samples collected upstream and downstream of the waterscrubber. The calculated DPM removal efficiencies due to the water scrubber varied considerably between vehicles, ranging from 13% to 51%. Calculations indicate that, under worst-case conditions, very large reductions in DPM may be required to meet the proposed DPM PEL of 0.15 mg/m3, even on vehicles with water scrubbers. In-mine ambient air studies, which are needed to actually measure the impact of the tailpipe concentrations on the work environment and the effect of mine ventilation on the dilution of DPM were not done in this first set of tests.

Water quality impacts of shallow water submersion of partially weathered and oxidized waste rock containing reactive sulphide minerals were investigated in laboratory column lysimeter studies. The waste rock investigated was highly reactive, contained oxidation reaction products from previous exposure and weathering, and had a low sulphur content of approximately 2 % S, mostly as pyrite. The submerged waste rock, though previously weathered, had high oxygen consumption, resulting in rapid depletion of dissolved oxygen in its pore water, within a shallow depth of ~2?5 cm from the surface. The surface and pore water qualities of the submerged waste rock were significantly impacted by the dissolution and release of previous-oxidation-reaction products, which contributed to their rapid acidification and having increased concentrations of dissolved SO4, Fe total and other metals: Al, Mn, Ca, Cu, Ni, Zn and Pb. Despite the high porosity and permeability of the waste rock, the diffusion controlled mass transfer from the submerged waste rock to the overlying water cover was relatively low for most ionic species. Additional surface oxidation of the sub-merged, partially weathered waste rock was on-going, but its impact on the overall surface water quality was low and masked by the dissolution and release of previous oxidation reaction products to both surface and pore water regimes.

A flotation process has been developed to successfully treat ore from the Santo Domingo phosphate deposit in Baja California Sur. The ore contained less than 4% P2O5 with quartz, silicates, and carbonates as gangue minerals. Flotation of the low- grade feed in seawater required that the conventional Crago process, comprising direct anionic flotation, deoiling, and inverse cationic flotation, be augmented by an anionic cleaner flotation step, phosphate depression, and a calcite flotation step.

Researchers from the National Institute for Occupational Safety and Health (NIOSH), in cooperation with mine operators, conducted a study of heat stress exposures among mine rescue workers in underground mines. Mine rescue workers face extreme heat loads as they enter hot and poorly ventilated environments, particularly when they are wearing breathing apparatuses. The burden of wearing a closed-circuit breathing apparatus (CCBA), the inability to drink fluids for extended periods of time, and the potential for ventilation disruptions and fires combine to increase the risk of heat illness during a response to an emergency. In this research, ambient environmental conditions and heat strain indicators were measured using conventional ventilation monitoring tools during mine rescue training exercises. Heat strain was measured with an ingestible temperature-sensing pill that measured core temperature continuously. In addition, a heart-rate monitoring chest strap was used to indicate physical strain resulting from physical activity and heat. Both core temperature and heart rate data were trans-mitted to a remote recorder worn by a rescuer and time-stamped. Team activities were also observed to determine the contribution of work rate to a person’s total heat load. The effectiveness of several engineering controls, such as cooling the air inhaled by rescuers through an apparatus, wearing cooling vests, and supplying water through the CCBA masks, were investigated. Administrative controls, such as limiting the duration of exposure and controlling the work rate through forced-rest regimens, were also evaluated. Results to date are discussed, and tools for evaluating team condition and estimating the length of time it would be safe for rescuers to work are proposed.

The concept of a reusable underground nuclear test facility, named HEDEF, has been under study for some time. This rock chamber would have to be engineered to sustain the repeated mechanical and thermal shocks of internal explosions. In this paper, we summarize preconceptual studies performed in support of HEDEF, including -simple dynamic calculations for internally loaded tunnels, -outline of proof-of-concept tests of proposed reinforcement, - and initial dynamic testing of reinforcement components in an underground high explosive (HE) test.

The waste phosphogypsum produced by Paradeep Phosphate Limited (PPL) at Paradeep (Cuttack, Orissa, India) consists primarily of calcium sulfate with small amounts of phosphoric acid, calcium fluoride and other harmful components. Presently these are dumped as waste. In this work, laboratory trials have been made to utilize the calcium sulfate present in the phosphogypsum to prepare usable products like ammonium sulfate, calcium carbonate and magnesium sulfate.

Eastern US oil shale contains approximately 10 to 12 gallons of oil per ton and 7 to 10% pyritic sulfur. Physical beneficiation of these low grade shales using froth flotation provides a high grade material that makes extraction of oil more economically attractive. The Alabama oil shale used in the present study contained 16.46% organic carbon and 14.5 gallons of oil per ton as determined by Fischer assay. Liberation size of the kerogen was estimated at 10 µm. `Ken-Flote' column flotation technology provided a high grade concentrate containing as much as 60% organic carbon. However, carbon recovery was about 60%. Carbon recovery was improved to 75-85% while maintaining concentrate grades in excess of 40% carbon by providing longer retention time in the column, which facilitated effective bubble-particle collision and attachment.

My first regular job nearly fell through. My parents were spending the summer in California and I joined them at Lake Tahoe where we were guests at the lovely summer home of the Reids of Belmont. The time went quickly but I was eager to start work so I left for Bisbee a few days earlier than I had arranged. This was lucky, as just after I left a letter came from Gene Whitely, chief engineer of Calumet and Arizona, saying that because of the depressed copper industry there would be no job. I reached Bisbee on a Saturday morning, a day or two before my 23rd birthday, July 27, 1907. The brown plastei four-story Copper Queen Hotel was only a few steps from the station where the branch railway ended. I rented the cheapest room on the top floor and, of course, there was no elevator. I soon learned how to walk up the mile of switching tracks to the Calumet and Arizona office at the Irish Mag mine. I was horrified when Whitely told me about his letter telling me not to come, but since I had not received it he relented and said I could work for a short time anyhow. I was to start at 7:30 the next Monday morning, "holding the ignorant end of the tape”-in other words being surveyor's assistant, at $100 a month. Hours were from 7:30 to 5: 00, seven days a week. I spent Sunday walking around the town. I rented a room at the Royal Lodging House, which was cheaper than the hotel. It smelled strongly of carbolic acid but that meant no bugs. Compared with Cobalt or Cripple Creek, Bisbee didn't seem unattractive. The main street, with one or two-storied stores and saloons, followed the bottom of the canyon with high steep hills on both sides. Subsurface construction projects are risky ventures and the decision to deliver a project using the Design-Build model does not eliminate those risks. Differing site conditions, inadequate design, and delays will continue to plague some projects. The Design-Build procurement model, however, presents a broad opportunity to allocate those risks much differently than in the familiar Design-Bid-Build model. Starting with a philosophical approach to risk and reward, this paper discusses the continuum of possible risk allocation strategies. It concludes with a proposed optimum strategy in terms of the project’s overall economic efficiency, and points to the dispositive contractual provisions that serve to contour the risks.

A dowel testing program was conducted as part of the Interstate Route H-3 Trans-Koolau exploratory tunnel project on the island of Oahu, Hawaii. The testing evaluated the performance of dowels to be used as initial ground support for two 12- by 15-meter (40- by 50-foot) tunnels within weathered basalt. The program tested four dowel types of three different lengths. Both grouted and friction dowels were tested. The program determined which dowels were more effective in carrying load and noted any special procedures that would be required during construction. This paper presents the test results and discusses how these results were used in the design.
