Background Iron ore is the No. 1 metal mining industry in the U.S. with dollar value of $2.3 billion in 1984 (U.S.B.M Mineral Commodity Sunnnaries , 1985). However, during the past decade this nation's iron ore industry has been subjected to a major market depression and a correspondingly downward adjustment in output. The recent trend in the curtailment of iron ore production traces a slow-down of the country's steel industry. Both pig iron and steel production have decreased significantly over the past several years. These trends are shown in Figure 1 from data collected by the federal Bureau of Mines (U.S.B.M. Mineral Commodity Summaries, 1985; U.S.B.M. Mineral Industry Surveys 1986). The industry is presently operating at less than 60% of its annual capacity. The domestic steel industry has been forced by reduced profits or losses to close facilities, curtail operations and restructure the financial status of several corporations. Companies have been sold or are trying to sell selected properties to improve their financial circumstances. Even with such actions, many of the steel companies are in very serious straits, including the seventh largest steel company, LTV, which has filed for bankruptcy. Many of the major steel companies have financial interests in iron ore mining and thus their adverse economic conditions directly reflect those operations. Several iron ore producers have been shut down including Reserve Mining Company in May, 1986 and Butler Taconite in June, 1985. The latter recently filed for bankruptcy under Chapter 11. A1 so in mid-1986, U.S. Steel Corporation, owner of the Minntac mine and iron ore processing plant, underwent corporate restructuring. The effect on their Minnesota plant is not known at this time. An excellent summary of the interrelationship of the iron ore companies and the steel producers has been provided by Skillings (1986), and an analysis of the iron ore situation was given by Robert F. Anderson, CEO of M. A. Hanna Company, in his keynote address at the 1986 University of Minnesota Mining Symposium (Anderson, 1986). Steel imports to the United States decreased slightly in 1985 because of import restrictions, but the long-term import situation remains dim and uncertain. As shown in Figure 2, the imports averaged about 25% in 1985, and the preliminary indications are that this figure could be as high as 30% when the final 1986 information is collected by the U.S. Bureau of Mines. At best, the industry can only hope for imports to stabilize at a constant level in the near future. Although the tonnage is small, the quantity of U.S. export steel has fallen over 50%. With many other materials replacing steel , the projected demand through 1990 is expected to increase only about 1% per year. Consequently, 1986 U.S. iron ore production will probably be 15% lower than in 1985. The 41 mil lion tons of iron ore production expected in 1986 represents only 53% of the industrial capacity, which is about 74.5 mil lion tons. Over 95% of this iron ore is in the form of beneficiated pellets. Today there is not an iron ore producer west of the Mississippi River, nor is there any production in the South. The Birmingham (Alabama) iron ore industry has been shut down since 1971. The western producers ceased operations in the early 1980's. Only the taconite operations in Minnesota and the plants in the Upper Peninsula of Michigan remain as our major domestic iron ore source. The economic situation for both the iron ore producers and the steel industry can be described as confused and in turmoil. Such a condition directly impacts the iron ore processing plants' operations and plans for the future. Plant Practice At present the nation's eight major operating iron ore mines, listed below, are concentrated in northern Minnesota (Mesabi Range) and the Upper Peninsula of Michigan (Marquette Range). The emphasis in this paper is focussed on dry bulk car go or the same cargo converted to slurry form for ease of handling. It is this type of cargo which is of primary interest to the mining industry whose products it represents to a large extent. The design problems associated with the handling of liquid bulk and of unitized cargo are sufficiently different to be treated separately. This paper then will consider the port handling facilities of dry bulk commodities as part of a system consisting of (1) the movement of products to the port area, (2) the movement of products out of the port area and (3) the handling of products within the port area itself. Expanding within these three components of the total transportation system, the paper will discuss the various difficulties encountered concerning the mode of transport into the port area and the method of handling product from transport to stockpile. Secondly, and before discussing the port area itself and in order to complete the conditions under which the port must operate, the movement of products out of the port area will be covered dealing with such items as the accommodation of the ship, problem associated with the very large ships, optimum berthing arrangements and the need to consider the various costs associated with the vessel. Finally the paper will review within the port or interface area such items as stockpiles, method of recovery, inventory control and an outline of the common design difficulties encountered. In all cases the relative influence on the total transportation costs of each of these dry bulk transportation system components will be considered.

In the past six years, the Hanna Mining Company has increased its pellet producing capabilities greatly by the construction and expansion of six pelletizing plants in North America. At the present time Hanna managed pelletizers have a nominal capacity of 18 million long tons per year. This capability makes Hanna one of the world's largest pellet producers. To create and maintain such an operation has required the skill and dedication of many people in all aspects of the company's activities, in the various fields of exploration, operations and research. The Research and Development Group consists of the staffs of two laboratories situated on the Mesabi Range in northern Minnesota. These laboratories are well equipped to carry out work in the fields of beneficiation and extractive metallurgy especially iron ore treatment. Facilities exist for the batch and semi- continuous investigation of the unit operations common to iron ore beneficiation and pelletizing. The R and D Division is divided into groups according to specialized areas of interest. Presented in this paper today are some aspects of the activities of the Pelletizing Group of the Research & Development Organization.

What is the most economical way of tunneling in mixed ground that may experience high pressures? Non-continuously pressurized, mixed ground Tunnel Boring Machines (TBMs) are being utilized to deal with a wide range of geology. Continuous improvements in these mixed ground machines allow for ever-increasing efficiency and reduction of project risk due to unexpected conditions. We will explore the performance of recent mixed ground machines throughout the world and then look at how new improvements to mixed ground machines will enable excavation of an expanded range of ground conditions. These conditions include mixed ground with low fines, mixed face rock, and fracture/fault zones with high pressures where in the past a Slurry TBM may have been utilized.

The Hemlo Gold District, located on the north shore of Lake Superior, was discovered in 1981 and will become one of the largest gold mining camps in Canada. Three major Canadian mining companies are presently developing large orebodies and are scheduled to commence production at various times through 1985 and 1986. This paper describes the types of shaft sinking equipment and technology being used by contractors in constructing the required shafts to depths below 1000 metres. The principal shaft design criteria, types of shaft sinking machinery and relevant manpower allocations are discussed.

Many Third World countries of Third World Africa are well-endowed with minerals, especially gold. Political and economic conditions discouraged interest by Western capital for the several decades since colonial rule. Influence from Eastern Block countries has gone and the left wing orientation widely favored by Third World countries has almost disappeared. Under International Monetary Fund influence, these countries now solicit Western finance to expand their industries. Mining is especially encouraged. The paper describes the financing of some recent developments and examines trends and opportunities in some of the more attractive countries.

Conventional wisdom in the mineral processing industry leads one to believe that pressure oxidation of refractory carbonaceous (preg-robbing) ores is not a practical approach to process development. Initial acid pressure oxidation testing on carbonaceous sulfide ores at the Twin Creeks Mine supported this conventional wisdom. After testing other refractory process options, including air and oxygen enriched roasting, Santa Fe Pacific Gold decided to take a second look at pressure oxidation, using conditions outside the normal range of conventional practice. A combination of very fine grinding and high operating temperature and pressure resulted in significant increases in gold extraction. This paper details the effect of operating parameters developed for Twin Creeks on gold recovery, sulfur oxidation, carbon oxidation/passivation and preg-robb through the laboratory and pilot plant investigations.

"Since the year 2000, 59 miners have lost their lives to explosions occurring in underground coal mines in the US. More accurately, those explosions were methane ignitions that propagated through the mines due to coal dust involvement; despite current explosion prevention standards. There are 4 basic strategies employed to manage the risk of coal dust explosions in many other coal mining countries around the world: removal of the coal dust, wetting of the coal dust to prevent it from becoming airborne, mixing of the coal dust with stone dust to increase the total incombustible content, and explosion activated barriers which make the entire roadway inert. However, American standards only mandate the first 3 of these 4 methods. It is possible that US coal mine safety measures could benefit from the implementation of the 4th method, the use of explosion barriers. This paper will discuss differences/similarities in barrier regulations used in other countries, as well as some potential difficulties with adapting a stone dust bag barrier system to US underground coal mines. Also, details and feedback gathered from two operating mine site trial barrier installations will be shared.INTRODUCTION Since the year 2000, 59 miners have lost their lives to explosions occurring in underground coal mines in the United States (US); 29 miners were killed at the Upper Big Branch mine in 2010, 5 at the Darby Mine No. 1 in 2006, 12 at the Sago Mine also in 2006, and 13 at the Jim Walter No. 5 Mine in 2001.[14] To be more accurate, the explosions that killed those miners were methane ignitions that propagated through the mines due to coal dust involvement.[18, 19, 20, 21] These deaths occurred despite current explosion prevention strategies, standards, and regulatory oversight. This poses the question, can more be done in the US to prevent coal dust explosions and their widespread damage. In review of current practices and regulations from several large coal mining countries, a disparity in prevention strategies arose. The main difference between the US and other countries was that the US does not encourage, mandate, or regulate the use of explosion barrier systems as an additional coal dust explosion mitigation measure. This raised many questions. First and foremost was whether or not the US coal mining industry and its miners could benefit, in terms of safety and fatality prevention, from the implementation of the explosion barrier systems that are used in other countries. Furthermore, are there significant differences between the coal mines in countries where explosion barriers are used and US coal mines, which would preclude the system from being adapted and implemented in the US? Also, what are the similarities and differences in explosion barrier systems, use, and regulations between other countries that use them?"

Introduction This paper attempts to describe the characteristics of the industrial minerals segment of the minerals industry that make it different from the other segments. Also described are the trends, strengths, and shortcomings in the industrial minerals segment. This may help professionals in the minerals industry determine if there is a place for them in industrial minerals. Industry Overview It is difficult to generalize when describing the industrial minerals industry. Some products, such as cement and potash, are produced exclusively by large, well capitalized and technically sophisticated companies. Others, such as sand and gravel, are generally produced by small, family-owned companies operating on a shoestring budget. Still other products, such as feldspar, are produced by both types of companies. Not only are the companies vastly different, the products and marketing of their products are also different. Industrial mineral products are sold based on their physical characteristics (abrasives), or their chemical characteristics (trona), or both (glass sand). Marketing can be direct by the producing plant, a corporate office handling products form several plants, or through distributors. The geologic, mining, and processing skills needed can be minimal or sophisticated. There can even be large differences in the technical skills needed in two plants producing the same product. One feldspar producer may only need to mine and grind his ore, while another may use a delicate flotation process. One easy generalization is that there are industrial mineral operations in all geographic locations. A second is that industrial minerals offers more opportunities to entrepreneurs than the metals field because of the variety in the sizes and types of operations. Industry Growth Industrial minerals must be considered a mature industry. Consequently, little exciting growth can be expected. Over the past 30 years, industry sales have grown at a rate of 6.2%, compared to a 6.7% growth rate of the GNP (Kliff, 1978). A 3.8% growth rate has been forecast for the remainder of this century. The fortunes of those plants producing a product for local consumption will depend on the prosperity of the local economy. The fortunes of those plants that sell into the national market will depend on their competitiveness in their industry. Major industrial mineral products are shown in Table 1. The first three commodities account for 66% of the industrial minerals market. Typically, deposits of stone, sand and gravel, and the limestone, silica, and clay needed for cement are easy to find and mine. Role of Mining Engineers and Geologists Because a sophisticated techcical knowledge of geology or mining is not required, very few geologists and mining engineers are employed in industrial minerals. Geologists working for these companies function less as geologists than managers and executives dealing with permitting and land acquisition. Likewise, mining is done mostly by open-pit methods. It is generally supervised by an individual experienced in the operation and maintenance of heavy equipment, not a mining engineer trained in rock mechanics or computer methods of mine planning. What of the geologists and mining engineers employed by the industrial minerals industry? Many gained their positions as a result of their experience dealing with the regulatory agencies that control the operations of all mines and mills. Their technical expertise in geology or mining becomes only a side benefit. Natural resources are the reservoir from which society draws its material sustenance. Although there is a growing awareness of the need for aesthetic resources such as space for recreation and natural beauty, the basic resources are soil, air, water, and minerals including fuel. Minera's and all sources of energy gain in relative importance with advancing technology and expanding industrilization. In the highly industrialized economy of the United States, almost every aspect of man's life is touched in some way by a product of, the mineral; industries. Agriculture owes much of its productivity to mineral-based fertilizers, insecticides, and mechanical equipment. Modern construction, manufacturing, communications, and transportation are all dependent on nonmetallic minerals, metals, and fuels. Throughout history, those nations with access to minerals, and the technology for using them, have gained ascendency. Before World War II the leading powers also were, leading coal producers. In order of declining rank the five leading' coal producers were the United States, the United Kingdom, Germany, the USSR, and Japan. That the military victory went to the side with the greater' capacity to convert iron and coal into tools of industry, and weapons, is' more than coincidence. It is a fundamental' fact of existence. It is axiomatic that the United States must have a continually increasing supply of minerals if we are to meet the needs of our burgeoning population for a comfortable standard of living and for national security.

The US Environmental Protection Agency (EPA) has tried many regional and laboratory efforts to develop measurement and monitoring techniques using environmental remote sensing technologies. In 1997, the agency established the Advanced Measurement Initiative (AMI): This is a eadquarters-level program, operating under the auspices of the EPA Office of Research and Development. The program is one result of the April 30,1996 White House Conference on Advanced Monitoring of the Environment. The EPA was encouraged to work with other federal agencies to leverage its remote sensing capabilities and use them to improve the efficiency, cost-effectiveness and flexibility of environmental measurement and monitoring for regulatory compliance and reinvention. During the fall of 1996, the EPA and the Department of Energy developed an interagency effort to broaden the use of governmental technologies for environmental measurement and monitoring. In addition, the EPA and the National Aeronautics and Space Administration (NASA) conducted joint workshops on the use of NASA remote sensing and other technologies for water quality and pollution applications. In the meantime, the EPA proceeded with an industry-proposed workshop to explore ways to cooperatively examine new research and to develop commercial remote sensing systems. It also examined how these systems might become accepted by the EPA in the regulatory and compliance processes. In particular, industry was interested in where new remote sensing capabilities might fit in with EPA's efforts at regulatory reinvention. Historically, the mining and petroleum industries have been reluctant to experiment with or use environmental remote sensing. They were concerned with the unknown liability from potential discovery of previously unknown environmental problems. Moreover, resource industries have been reluctant to use remote sensing for environmental applications where the EPA did not accept such data or information as part of the compliance process. Acceptance by the EPA of these advanced measurement and monitoring technologies (AMMT) will be a major reason for industry's increasedd use of remote sensing in environmental "applications for regulatory compliance. In July 1997, the EPA Office of Research and Development hosted at the Colorado School of Mines a stakeholders workshop on the AMI program and industry-government collaboration. The workshop's aim was to demonstrate the usefulness of AMMT technologies for environmental applications. Stakeholders included the mining and petroleum industries; environmental services companies; state environmental agencies and local governments; remote-sensing, value-added companies and data suppliers. The workshop used specific technologies and applications as a way to develop collaborative demonstration projects for several AMMT technologies covering different environmental problems. The workshop focused on the use of highly sensitive hyperspectral (very narrow spectral bands), geographic information systems and surface mapping to identify active acid-producing mine dumps and wastes from benign wastes at Leadville, CO. NASA's advance infrared imaging spectrometer (AVIRIS) was the instrument used. It was developed at California Technology's Jet Propulsion Laboratory. The EPA, the US Bureau of Land Managment (BLM), the US Geological Survey and several environmental service contractors sponsored the overflight and data evaluation. The AVIRIS study demonstrated reliability (95% correct surface mineral identification) and cost-effectiveness of this technology to accurately map and discriminate active acid-producing mine wastes from benign wastes. It could also predict which streams would be effected by acid and toxic mineral drainage. The BLM'said that the AVIRIS overflight could save it $500,000 a year in surface sampling costs at Leadville. The AMI workshop further outlined five 1997 funded AMI projects of potential interest to the mining industry. They were: ? Recent EPRI research on utilities? likely strategies to reduce sulfur emissions differs sharply from policy analyses showing all- switching or all-scrubbing choices. Energy Ventures Analysis, with Stearns-Catalytic and A. T. Kearney, estimated sulfur-removal costs for scrubbing or switching at virtually all affected plants in the 31 Eastern States. Cost tradeoffs occur between $30 and $40-plus per ton FOB mine in Central Appalachia ($33-44-plus per tonne). 1/2 to 3/4 of total sulfur reductions comes from scrubbing, whose costs act as a cap on low-sulfur coal prices. In a severe environmental scenario, low- sulfur coal demand evaporates, replaced by very low-sulfur (0.7%) coal demand. Additional findings and implications of EPRI coal supply and market studies will be reviewed.

The operating mine is dynamic, everchanging, and a continuous moving target. The only way to effectively manage such a creature is to be able to evaluate the cost of operation over short enough time periods that rapid effective controls can be implemented before loss can erode the marginal profits in todays market place. Such short term evaluations can provide the basis for the long range planning that can keep an operation healthy in the future. The spreadsheet programs on small computers (PC's) offer the possibility of such evaluation by accumulating data in a useable format, providing timely cost reporting and providing a tool for use in evaluating the day to day alternative choices of the real mining world.

The glass container industry is the largest producer of glass in the United States. As of this writing, there are approximately 89 active domestic production locations. In 1984, the industry shipped 11.8 million tons of glass containers. Approximately 70% of this production was clear or flint glass, 20% amber, 7% green, and the remainder miscellaneous colors. Although the production of nearly 12 million tons of glass is impressive, anyone following the industry over the last five years is aware that the industry has changed from a pattern of growth in the 1970's to one of maturity in the 1980's. Some observers, less generous, perhaps, have described the 1980's as a period of decline. In 1981, there were 119 production facilities which produced 13.2 million tons of glass the previous year. This equates to a 10% reduction in glass container production from 1980 to 1984, with a corresponding impact on the segment of the industrial minerals producers serving the container glass industry, as shown in Figures 1 and 2.

In the past thirty years, there have been a large number of ownership changes in the industrial minerals arena and many medium to large companies have made industrial mineral acquisitions. Industrial minerals are exceedingly important to the achievement and maintenance of a high standard of living in the United States and in other developed countries. In the developed countries of the world the value of industrial minerals exceeds the values of the metallic minerals. In the U.S., the value of our industrial minerals is some 2 112 times that of the value of our metallic minerals. Almost every single thing we use or touch in our daily lives can be related to an industrial mineral. Examples are the construction industry, agriculture, ceramics, paper, paint, plastics, electronics, glass, petroleum, and many more in which an industrial mineral or minerals playa functional role. Industrial minerals are exceedingly diverse in their values, properties, and applications. Sand and gravel is an example of an essential industrial mineral commodity which has a low price but moves in very high volumes. Geographic location of this commodity is critical because of transportation costs. High calcium limestone or marble has a moderately high price particularly if it is white enough for use as a pigment or extender. This moves in moderately high tonnages and location is not as critical be-cause it can be shipped for considerable distances and still be competitive. Some specialty industrial minerals such as a white tale or white bentonite sells at a high price at low volumes and geographic location is not a major factor in marketing. Prices of industrial minerals do not tend to be cyclic and generally keep up with inflationary increases. Because of the diversity of industrial minerals very careful analyses of acquisitions or divestitures must be undertaken by buyers and/or sellers in order to prevent serious mistakes.

Prior to initiating construction of a new mineral development project, sponsoring organizations must be convinced that the operation will be viable. Proof is typically provided by the feasibility study. Considerable man hours will be spent in assessing and evaluating data on the deposit, its environment, and the means of development. Impact studies must be made for various scales of operation, inclusion of by-products, new methods of treatment, deferent levels of integration, and infrastructure configuration. Examples of current materials handling cost estimates are provided from the ongoing investigation in which Amoco is a participant at Ok Tedi in Papua New Guinea and Gag Island in Indonesia.

Since the failure of a major coal refuse disposal embankment and impoundment in the Buffalo Creek watershed near Man, West Virginia in early 1972, there have been extensive changes in the design and construction requirements for coal refuse disposal facilities located throughout the United States. The primary emphasis has been on improving the safety of these facilities, particularly for impoundments which are capable of storing millions of gallons of process water and storm runoff. The Mine Safety and Health Administration (MSHA) of the U.S. Department of Labor (formerly the Mining Enforcement and Safety Administration, U.S. Department of interior) has been the lead federal agency in promulgating regulations pertaining to coal waste disposal. In 1974 and 1975, studies were undertaken by our firm under contract to the Mining Enforcement and Safety Administration to prepare a comprehensive engineering and design manual to be used by operators and engineers in the planning and design of coal refuse disposal facilities with the intent ion of avoiding any more Buffalo Creek failures. The resultant 800-page document addresses major subjects such as safety, environmental controls, and cost. Specific topics include characterization of coal refuse, classification of disposal facilities, project planning, geotechnical investigations, testing and design requirements, hydraulic and hydrologic design, environmental factors, operations, and monitoring, instrumentation, and maintenance.

Mining represents the first industry in the United States to have federally mandated training for its workers. Although the topics to be covered are specified in 30 CFR 48, course content is left to the discretion of the individual mine operators. Unfortunately, certain topics to be covered, such as prevention of accidents, are usually mine specific, making it very difficult to use the same course content in every mine. Further, training requirements may change from one mine to another, due to changes in the demographic characteristics of the workers, or changes in job and organizational characteristics. Therefore, if the intention of safety training is to modify the behavior of workers, it is expected that there should be some changes in the content of safety training programs in order to address the specific requirements of individual mines, or at least mines of similar worker and job characteristics. This study has been directed towards the development of a systems-based procedure for conducting a needs analysis. A special effort was made to understand the psychology of worker behavior by analyzing worker reactions to various organizational and job characteristics.

Understanding the illusive nature of the catastrophic failure of brittle solids is difficult. Proposed is a hypothesis of crack cessation. If, during catastrophic failure, cracks in a brittle solid stop before terminating on a preexisting crack, this hypothesis suggests that the slope of the size distribution curve will be lower. Moreover, this hypothesis suggests that when cracks stop, negative valleys and negative comers appear. Furthermore, particle shapes also change with particle size. While the hypothesis is unverified, it suggests that crack cessation could play a role in the comminution process.

Jackleg drill operators are exposed to harmful levels of hand-arm vibration (HAV). Anti-vibration handles and gloves provide modest reductions in HAV exposures and forearm muscle exertion from the use of anti-vibration handles and gloves by jackleg drill operators. The goal of this pilot study was to investigate changes in HAV with the use of anti-vibration gloves and handles compared to forearm muscle exertion experienced by operators and measured with surface electromyography (EMG). Five subjects operated the drill under four different cases: no anti-vibration controls, anti-vibration gloves only, anti-vibration handle only, and simultaneous anti-vibration handle and glove use. Muscle exertion was expressed as a percent of maximum voluntary contraction (%MVC) and was compared using Welch’s ANOVA with Games-Howell post hoc comparisons. The case with both anti-vibration controls in use simultaneously (largest grip diameter) was associated with a mean %MVC of 36.13% during operation for all forearm muscles combined, which was significantly higher than that of the other cases (p < 0.05). There were no statistically significant differences in mean HAV exposures. The anti-vibration handle with anti-vibration glove case only increased the maximum allowable exposure time by 8 min as compared to the control case without any anti-vibration controls. These results suggest that the modest HAV exposure reductions from the use of anti-vibration handles and gloves may pale in comparison to the increased muscle exertion resulting from their use, and this trade-off among jackleg drill operators is a potential concern that warrants further investigation.
