Major interrelated factors to be considered in assessing the impact of air pollution control regulations on coal are: (I) the fuel and fuel-related limitations of such regulations; (2) the rate of adoption and areal scope of the regulations; and (3) the availability of fuels and fuel-burning equipment to meet the requirements. A growing number of regulations contain provisions limiting the emissions of sulfur oxides or the sulfur content of fuels or both. With few exceptions, these limitations have not yet become fully effective in those areas which have already adopted regulations, and pertinent details of future regulations or legislation for most other areas are unknown at this time. Sufficient information is not avail- able to determine the availability of low-sulfur fuels at various demand and price levels, and large-scale commercial feasibility of sulfur-oxides removal processes and equipment is believed to be some years away. Accordingly, with the many uncertainties and unknowns, it is possible at best to make only a rough assessment of the impact of such regulations or legislation on coal.

Because of growing pressure from government and consumers to produce more coal, the mining industry must improve existing techniques and devise more efficient mining methods. Mining of the thicker, shallower and geologically superior coal seams in the western United States is being subjected to increasing pressure from environmentalists; and so in order to meet the demand, the coal industry is exhausting the more accessible surface seams and beginning to mine seam of over 1,000 feet in depth and less than. 30 inches in thickness. The longwall mining system is the natural choice for extracting deep and thin coal seams, as it operates almost independently of the overburden rock stress. Due to the added fact that longwall mining is an inherently more productive method than room and pillar mining, many coal producers are looking to it as a means of increasing productivity without a corresponding cost increase. The consistent rise in application of longwall mining in the United States in the last decade illustrates the excellent potential of this technique for the future. American mining conditions are geologically different from those in Europe where longwall mining has been highly developed and extremely successful. Although numerous successes have been recorded in the U.S. with this mining system, a substantial number of failures have also occurred. These failures are due primarily to roof control problems usually over the face, in the tail entry, or both. Another problem area for American operators contemplating the use of this method has been correct selection of equipment, which should be custom fitted to local mining conditions for optimum productivity. It is essential that correct estimates for chock resistances, support densities, supported and unsupported roof spans, as well as rates of advance and length of working faces be provided to optimize mining conditions. Unless extensive pilot projects are planned engineers must choose their equipment correctly at the outset. A typical investment in longwall equipment will amount to several millions of dollars.

This semantically ambiguous title purports to describe an examination of the question of automation and its effect on the industrial worker. More explicit titles might be "Painless Automation" or "Mechanization without a Sting" or, if I may steal a few phrases from the title of a recent interview Pith John L. Lewis, "More Machines, Fewer Men -- Is the Union Happy About It?" Automation has become the biggest ?scare word? for many industrial workers and their unions since "wage stabilization.? "To many a union orator," reports TIME of January 4, "automation is the sinister business of eliminating jobs." TIME might better have phrased this description by saying that many unions regard automation as the attempt to eliminate not jobs, but workers, The recent steel dispute was hung up for so long primarily because of the problems evolved of increased job efficiency through automation and job changes. Everywhere today there is heard the cry of our need for maintaining full employment within the context of an expanding economy echoing against the sheer reality of automation's displacement of thousands of workers through a rapid acceleration of productivity.

A process consisting of leach, continuous countercurrent decantation, resin-in-column ion exchange, evaporative crystallization of beryllium sulfate, and decomposition of the sulfate was developed for Spor Mountain, Utah, ores. The process is metallurgically sound, has a minimum of process steps, and is applicable to a wide variety of beryllium ores. The most novel aspect of the process is a resin system of ion exchange which is highly selective for beryllium and which rejects substantially all impurities except for minor amounts of aluminum, magnesium, fluorine, and sulfate in addition to beryllium. The oxide from sulfate decomposition meets specifications of potential users.

The identification and-develop¬ment of new construction aggregate resources, the most common mineral mined, is an essential need in this country's growing urban areas. In developing an aggregate exploration program, a thorough geological identification of all potential aggregate resources in an area is still of primary importance but other factors have also to be considered. These include physical properties, end product application, transportation and mining costs, and local government regulations including zoning. The present major aggregate producers are most likely to develop these future resources and are in the best position to initiate comprehensive exploration programs.

The centre of the mining operations of the International Nickel Company, Ontario Division is Sudbury, a city of 160,000 population located 240 miles northwest of Toronto (Fig. 1). Within thirty miles of this city and located around the rim of the geological formation known as the Sudbury Basin are the ten underground mines and one open pit operated by the Company (Fig. 2). There are also four developing mines, three in the Sudbury area and one at Shebandowan, near the city of Thunder Bay, Ontario and approximately 150 miles north east of Duluth, Minnesota. In 1971 the mines produced 22,800,000 tons, 20,600,000 tons from underground and the balance from open pits. Also located in the Sudbury District are facilities to extract and refine the metals contained in the ore. There is a nickel refinery located at Port Colborne on Lake Erie. An additional nickel refinery is under construction near Sudbury. Fifteen elements are recovered from the Sudbury ores, nickel, copper, iron, sulphur, gold, silver, cobalt, tellurium and the six platinum group metals, platinum, palladium, iridium, rhodium, ruthenium and osmium. At the 1976 Annual Meeting of AIDE, Alan Merson reminded his audience that economic' success comes to those who understand things as they are, rather than as they have been or what ideology says they should be (1). He went on to say that, measured by this standard, the mining industry is in trouble. The mining firms had recognized long ago the importance of effective lobbying in Washington and the state capitals. But, he pointed out, those methods are nearly worthless anymore in coping with many land use problems because the critical decisions are likely to be made at the local level. There the tactics are far different as are the relations of the decisionmakers to the parties before then. Furthermore, in his estimation the trend is to leave land use regulation largely to the local level of government. All who are concerned for access to land for mineral development will be benefited by reading Professor Merson's paper lie is speaking effectively about the context of decisionmaking for specific cases, the shape of things in the here and now. There is, however, a longer-tern set of considerations that if pursued will be likely to foster the creation of public support for mining developments. At that sane meeting I spoke on two foundations of the long-term relationships: namely, the growth in requirements for minerals implied by projections of increasing consumption; and a rationale for fostering mineral exploration and development. I mentioned in passing the social decisionmaking process for public uses of land (2). This paper is intended as a complement. The growth of requirements for Minerals and the rationale for development based on the Entropy Law will be only mentioned. The main concern will be on the process of social decisionmaking in the context of access to land for mineral development.

Ground-engaging tools are used to prevent damage to the main components of earth-moving equipment. These tools consist of everything from shovel teeth to replaceable drill bits to dozer wear plates. The costs of these "consumable" items are increasing with the costs of raw materials. This project developed a tool to be used by Newmont Mining Corp. to predict the consumption of excavator teeth at a particular mine site. This paper presents the results of the Montana Tech research project in which an equation was developed to predict excavator teeth consumption based on production rates and rock properties.

One of the most difficult tasks associated with placer mining is the sampling of the deposit. More placer projects have failed due to inaccurate assessment of the reserves than to any other reason. Within the realm of placers, those containing valuable minerals with a high unit value .are more difficult to sample than those with larger bulk, lower unit value minerals. Some items to consider when sampling a placer deposit are as follows: A) A relatively large size sample is needed for accurate valuation of the ground being tested. Placers are composed of many sizes of gravel which makes a representative sample difficult to obtain. B) When sampling placers for high unit value minerals such as gold, any error in mineral content of the sample will be magnified in the calculation of reserves.

This paper describes the underground work associated with the North Fork Stanislaus River Hydroelectric Development currently being constructed by Sierra Constructors for the Calaveras County Water District in California under a turnkey contract. Sierra Constructors is a joint venture of the Guy F. Atkinson Construction Company (sponsor) of South San Francisco, and the Harrison Western Corporation of Denver. Notable features of this project include the exceptionally high performance achieved by the 5.5m diameter Robbins tunneling machine and the 675m deep shaft pilot hole which was successfully realigned using oilfield directional drilling techniques. Other features include 3.7m and 4.3m diameter machine-excavated tunnels and various conventionally excavated tunnels constructed over a wide geographical area and diverse climatic conditions.

Cemented rockfill (CRF) is being used to backfill primary and secondary stopes at the Eagle Mine, an underground nickel and copper mine operated by Lundin Mining. National Institute for Occupational Safety and Health (NIOSH) researchers from the Spokane Mining Research Division (SMRD) are conducting cooperative research with the mine staff to determine if the size of a CRF sample affects its measured strength properties. Based on previous research by NIOSH, cylindrical samples of CRF ranging in size from six to eighteen inches in diameter were cast at the mine and cured underground. The samples were later transported to the SMRD laboratory and the Michigan Technological University where tests were conducted to determine the strength and elastic properties of the CRF. To further analyze the relationship between backfill density and compressive strength, different ASTM International compaction techniques were used to cast the samples. For comparison, tests were also conducted on in-situ core samples that were drilled from a stope which had been backfilled with the same CRF mix. The data collected from this study not only improves our understanding of CRF in-situ properties but also helps optimize Quality Assurance/Quality Control (QA/QC) methods for backfill preparation and testing.

Widespread high-calcium limestones in New Mexico region are low -in magnesium, but some units include shale interbeds deleterious for sulfur removal usage. Thick limestones in Mississippian Escabrosa, Lake Valley, and Leadville, Pennsylvanian Madera and Hermosa, Pennsylvanian-Permian Horquilla, Permian Hueco and Capitan, Cretaceous U-Bar, and some Cenozoic travertines are high-calcium units. Significant outcrops are in mountains of southwestern, south-central, central, southeastern and north-central New Mexico, southeastern Arizona, southwestern Colorado, and northwestern Chihuahua. Coal-fired powerplants are mainly in northwestern New Mexico and eastern Arizona, thus transport is mainly by railroad.

Two 8.2 m diameter flood control tunnels are being constructed in the Taylor Shale Formation beneath San Antonio, Texas. These tunnels use precast concrete segments as final lining. This paper describes the features of the segments chosen for this project. The tunnels are being excavated with a hybrid Tunnel Boring Machine. This paper also describes the features of the TBM which make the machine compatible to the type of segments chosen.

Acid ferric sulfate solution has been used for heap and dump leaching of low-grade chalcopyrite ores and is being considered as a possible lixiviant for the hydrometallurgical processing of copper sulfide concentrates. For many years, researchers have attempted to explain the leaching behavior of chalcopyrite, since the reaction rate kinetics are extremely slow and seem to be significantly influenced by the nature of the reaction product. A summary of conclusions drawn from reported literature on chalcopyrite leaching is found in the paper by Munoz, Miller, and Wadsworth(1) and more recently by Dutrizac.(2) Lowe(3) and Jones and Peters (4) attributed rate control to a surface reaction. Linge,(5) Dutrizac,(6) Bauer,(7) and researchers at the University of Utah(1,8) reported that the reaction rate is limited by transport in the chalcopyrite lattice or through the elemental sulfur reaction product layer. Munoz et al.(1) presented a model, derived from the Wagner theory of oxidation, which is based on the formation of a protective sulfur layer with rate control by electron transport through the insulating sulfur layer. Coal mine planning has three distinct decision levels: (1) decisions made at the upper level of management that determine production requirements for specific mines, (2) decisions made at the middle management level, the mine level, that determine how the mine satisfies its production requirements, and (3) decisions made at the operating level of management, the sectional level, that determine the sequencing of machine movements at the face. In this paper, the underground production scheduling problem is formulated in multi-stages using the Hierarchical Production Planning (HPP) approach. Two linear programming HPP models for accomplishing decisions at the first two levels are developed. Both models address the aggregate production planning process. The Mine Production Scheduling (MPS) model permits determination of monthly production and inventory levels. The Section Production Scheduling (SPS) model incorporates a quality blending requirement into the determination of weekly sectional production and inventory levels.

This paper considers simulation of truck dispatching systems using maximum expected production of the truck-shovel system as the measure of performance. Two analysis methods are utilized: multiple comparisons with the best (MCB) and the combination of MCB with the variance reduction technique known as common random numbers (CRN). These two techniques are compared via simulation experiments. Results show that the combined procedure of MCB with CRN is the superior tool to use to reduce the total number of replications needed to ensure the specified probability of correct selection from a number of systems. In this case study, MCB with CRN reduced the variance by 29% and the number of required replications by 48%. Also, the MCB with CRN procedure narrowed the confidence interval by 18%.

I work as the Bureau's Liaison Officer for Colorado and am one of 38 Bureau employees who are stationed, for the most part, in state capitals across the nation. These offices serve all 50 states and Puerto Rico--some being assigned more than one state. Our primary task is to seek ways to achieve a closer and more productive relationship between State agencies and the Bureau of Mines. In 1970, when the Bureau initiated this nationwide system, our activities were limited to mineral supply operations. The potential of the program was soon recognized and Liaison Officers became the personal representatives of the Director and responsible for con- ducting the business of the Bureau that is best handled at the local level. Knowledgeable in the total operations of the Bureau, Liaison Officers are a primary point of contact for the public and for you to obtain information and, again, for you to provide the government with insight into the difficulties you have in providing this nation with an adequate supply of industrial mineral materials.

The addition of new data and corrections can be made under the control of a simple editing session. All programs for this system are written in FORTRAN and executabe "MACROS".. After the addition of new data, the whole file Is reinitialized to update the binary file and cross-reference tables. Updating the binary file involves rerunning the initializing program. The creation of graphic plots like cross sections and plan views is menu-driven from a terminal and very user-friendly. Small files containing not more than 10,000 entries (survey and assay points) are suitable for this setup, particularly for computers with less than 2 Megabytes of real and virtual memory. The largest file processed contained 35,000 lines of survey and assay information and required 4 megabytes of virtual memory. Working with this size file slows down the time for the creation of plots and cross sections. Another independent system is more akin to a financial type of data base. It was installed in one Anaconda mine as part of the operation's inventory, warehouse, day-pay payroll, and purchasing data bases. It is a highly hardware-dependent system, in particular, IBM's CICS/VS (Customer Information Control System/Virtual Storage). This is a true relational data base that optimizes storage requirements, supports online inquiry, update, data entry, and data security. While this system has been tested and proven in accounting applications, it requires programming expertice in PL/I and other CICS utility programs. It is well suited for huge data bases (like the 35,000 lines of data), but cumbersome for small engineering files.

"The diversification of energy sources in the United States has seen some major shifts during the past decade resulting from:• A sudden abundance of low-cost natural gas becoming available through advanced horizontal drilling and hydraulic fracturing techniques.• Incentive-driven policies leading to new development in alternative energy.• The emergence of alternative energy sources proliferated as a result of state and federal level incentives and falling capital costs.Coal was once recognized as the primary low-cost fuel source for the generation of electricity in the United States for most of the last century, providing upward of 50 percent of the total generation capacity during much of that period. However, within the past decade, lower-cost natural gas has overtaken coal as the primary source of fuel used in electricity generation, and alternative sources have steadily grown to now account for approximately 10 percent of the overall mix.West Virginia and Kentucky have not experienced the full breadth of the fuel shift, and, as of 2016, still obtained approximately 80-90 percent of electric power generation from coal. However, as coal plants are retired, there has been a shift toward natural gas for new power plants constructed in the region. The economics of power generation (i.e., lowcost fuel source) has typically been the major factor in determining shifts from one fuel source or technology to another. However, governmental energy policies and incentives have more recently been used to promote the development of new alternative technologies such as wind and solar energy growth to diversify the energy mix. The implementation of these incentives has provided some needed traction and resulted in driving the cost of manufacturing and installation of these new wind and solar systems downward to be more cost competitive with conventional fossil-fueled power sources. Future shifts in the generation capacity by fuel type will also be inevitable and impossible to project accurately as policies change and innovative technologies evolve. Determining factors may include the expiration of current incentives, decreasing capital costs, future environmental regulations, evolution of energy storage systems, technical challenges associated with increasing intermittent sources of generation and the development of unforeseen technologies. West Virginia and Kentucky have been among the least solar friendly states, ranking 44th and 48th of the 50 states (Fig. 1 for WV). This paper describes uses of sodium sulfide in the flotation of oxide and sulfide minerals of copper, lead, and zinc. The activation and depression effects of sodium sulfide are of particular importance because of their applications with oxidized lead and copper ores. In spite of its industrial importance; however, the nature of the heterogenious reactions between sulfide ions in solution and the surface of oxidized minerals has not been fully understood. Hence, proposed mechanisms of the sulfide action in flotation, methods of measuring and monitoring of sodium sulfide in flotation pulps, and variables influencing the sulfide addition are analyzed. A review of recent studies shows that sodium sulfide addition to flotation pulps can be monitored and hence the optimum dosage controlled using the platinum and/or sulfide specific ion electrodes. The use of these electrodes for improved reproducibility of bench-scale experimental data and plant implementation of laboratory results is described.
