This paper provides a determination of the equivalent level of protection of the international standards relative to similar criteria used by the U.S. Mine Safety and Health Administration (MSHA) to approve two-fault intrinsically safe (IS) stand-alone equipment. U.S. mining law requires such a determination for MSHA to use alternatives to existing standards. The primary issue is to demonstrate that the international standards for equipment evaluation will provide at least the same level of protection for miners as the document currently used by MSHA.

My talk today is an effort to project our thinking forward a few years to that point in the future when we will be producing gas and liquid fuels from coal. To those of you that are concerned with meeting today's production quota--my remarks may sound like a Buck Rogers projection. Not so. Although I'm talking about the future, please understand that my thoughts are focused on the near term future. The coal plant of the future will be an energy plant producing energy products to meet the needs of our modern society. This plant is an outgrowth of Government- industry cooperation. Much of the research work that makes such a plant possible was jointly funded, other work was a continuation into development of private research expenditures, other work was performed by private research organizations with Government funding, other work was performed in Government laboratories, both State and Federal. As indicated above, and in the title of my talk, I expect to describe the coal plant of the future. I will describe a plant producing Carbon, Oil, Pipeline gas, and Electricity--Project COPE. This plant copes with the Atomic-Nuclear Group. As stated above, this plant is an energy plant. Energy plants today are large-scale operations. Power plants of 5,000 megawatts are projected, refineries of 500,000 daily barrels are near term probabilities, 48" transcontinental gas pipelines are with us today and 25,000 daily ton mines are here as well. The COPE plant will be of the same general size and require 50,000 - 100,000 tons of coal per day.

If the primary purpose of a control system is to assure a fixed-quality product at maximum yield, the real issue involved in control of the fine coal cleaning circuit in a plant is to demonstrate that control is technically feasible and economically beneficial . This paper suggests that it is not easy to do so in most cases. Fine coal, defined here as the 28 mesh x 0 fraction of the plant feed, is generally cleaned using a combination of hydrocyclones and flotation. Both of these processes are relatively insensitive to changes in operating variables. Further, the fines fraction general 1 y forms no more than 20% of the plant feed and, at times, is as low as 10%. The instruments to measure flow rates, densities, and product qua1ity (ash, sulfur, etc.) are not sufficiently accurate to allow effective responses to changing state variables and product quality. It is sufficient to run the fine coal circuits at maximum recovery, and the control of product quality and optimization of yield should be achieved by controlling the coarse coal circuits and measuring the quality of the entire clean coal leaving the plant. This contention is made with particular reference to U.S. plants cleaning coal for the utility industry and should be viewed in this context only. It is explicitly admitted that this strategy is mathematically non-optimal in the sense that all size fractions are not necessarily cleaned at equal elementary ash, and would result in a loss of yield. However, under the conditions of conventional coal cleaning practice, this is a sensible approach.

In approaching a discussion of production of cement, I hope I won't be like the porter in the bank who was asked if he could give some details on the rediscount rate. He replied, "Boss, when I said hello, I told you all I know." Need for change every so often is illustrated by the story of the little boy four years old who had not spoken a word in those four years. One morning he said, "This damned oat meal is burned'." His Dad was amazed and said, "Son, how come you haven't said a word for four years and now out of a clear, blue sky you say, "The oat meal is burned." Johnny said, "Well, up to now everything has been all right." Not being a mining engineer myself, and my subject not dealing with mining engineering directly, I can only hope that you will agree that the subject has current relevancy by the feet that it can materially improve our environment by putting to good use a potential environmental polluter; namely, fly ash. The profitable utilization of fly ash can reduce cost of use of coal as an energy source. Therefore, it behooves us all to explore to the greatest depth, the pluses and minuses occasioned by its use wherever possible. My particular subject and my particular interest lie in its utilization as a blend in the production of Type IP Portland-Pozzolan Cement meeting requirements of ASTM C-595, Type IP.

This paper presents the results of 18 high-G centrifuge tests performed at the Electric Power Research Institute's Coal Cleaning Test Facility in January 1985. These tests, using -28 mesh (0.6mm) froth flotation product, show that the high-G, solid-bowl centrifuge can produce clean-coal moistures of less than 12 percent at solids recovery rates exceeding 98 percent. The high-G centrifuge achieved these low moistures by applying centrifugal forces up to 2,000 times gravity. Because these forces are two to three times the forces used in a screen-bowl centrifuge, the high-G centrifuge can use a solid bowl and still produce a low-moisture product. The solid bowl captures ultrafines that would pass through a screen bowl, and thus obtains higher recovery rates than a screen-bowl centrifuge.

Throughout the 1980's the tem Mine-Wide Monitoring System has had various meanings for manufacturers of these systems and underground mine operators alike. System suppliers had visions of grandeur in the early 80's as they envisioned each mine, that has more than a single section, installing a computer based monitoring system to provide surveillance, control and documentation of the entire mining operation, including everything from a single heat detector to the weekly payroll. In a few cases this may have become reality but the truth is these systems have quietly become a steady but unspectacular workbase for the modern mining industry of the 1990's. As it exists today the total market for underground monitoring systems may not exceed $10 million annually. Suppliers have lowered their expectations of the dollar value of this particular market. Some were entering a new market because of experience with computer based data acquisition systems. Others had been active in the mining industry for years with more traditional equipment (communication systems, methane monitors, safety equipment, etc.) and decided to become involved with Mine-Wide Monitoring Systems.

In-situ uranium mining is a relatively new and innovative method utilized for the commercial extraction of uranium. As with any mining method, however, significant environmental concerns will be evident and must be addressed in a rational and far-sighted manner. Experience has shown that radiological and non-radiological environmental problems may not manifest themselves until after the in-situ methodology has become established and matured to some degree. It is important, therefore, to recognize potential environmental concerns and incorporate them into an environmental program that spans the premining, mining, and post-mining phases of an in-situ operation.

This paper evaluated using a water-filled abandoned mine (Orphan Boy) as a heat source for a 240- kW closed-loop heat pump with the goal of heating a 2,000-m2 building. The mine has a 245-m vertical shaft connected to a large stope by three horizontal cross-cut shafts. There is 1,250 x 106 L of water at a consistent temperature of 24-26° C that is available mostly in the stope. The only heat exchanger placement option is in the vertical shaft. Therefore, the focus was to model heat exchanger placement in the vertical shaft to determine the extent to which the systems will induce thermal currents between the stope and vertical shaft. Modeling of thermal currents, temperature profiles and heat contribution from the ground was done using finite difference and computational fluid dynamics. An optimal configuration was determined showing sufficient water movement and heat transfer will occur with a low water temperature in the shaft above 20° C. This project supports a U.S. Department of Energy (DOE) grant that will implement the full-scale system.

One of the several problems facing society today is that of disposing of its solid waste. Each year this nation spends approximately 4.5 billion dollars to collect, transport and dispose of some 360 million tons of domestic and industrial solid waste. Although considerable sums of time and money have been spent in researching various techniques for solid waste disposal, it is presently agreed that sanitary landfilling represents the most economic and universally adaptable solution to the problem of solid waste disposal. However, regardless of the factors favoring sanitary landfilling as the waste disposal method of choice, it should be recognized as carrying with it a potential for the degradation of ground- and surfacewater resources. Through an interdisciplinary effort regulations were promulgated during 1971 in the State of Iowa to govern sanitary disposal projects. Consistent with a set of rationales developed to preserve environmental quality, these regulations set forth hydrologic and geologic standards designed to protect Iowa's water resources. Minimum requirements have been outlined in the regulations through which the natural favorability of potential landfill sites may be evaluated. Natural favorability is primarily defined in terms of the hydrologic and geologic relationships between a proposed landfill site and those in the locality of the site. The regulations specify that leakage from a landfill to a subcropping aquifer must be less than 0.04 cu ft/day/sq ft at the base of the landfill. This factor is offered to quantify the maximum allowable leakage for all sites in unconsolidated sequences underlain by subcropping bedrock aquifers, Based on groundwater research in Iowa, the assumption is made that 50 feet of till will be sufficient to inhibit the downward flow of liquids from a landfill into bedrock aquifers. This assumes a difference of no greater than 40 feet in hydrostatic head between the water table in the unconsolidated sequence and that in the bedrock aquifer. Owing to the fact that bedrock aquifers in many areas of the state are mantled by less than 50 feet of till the regulations provide for site modification, through engineering, to meet the specified leakage standard, In such instances the leakage factor is evaluated by means of the generalized Darcy's Law Q = PIA where:

The Mississippi embayment ball clay region, including western Kentucky, western Tennessee, and northwestern Mississippi, accounted for more than 95% of the total U.S. ball clay production during 1985. Other producing states during the year were Texas and Maryland. The U.S. Bureau of Mines reported total domestic production for 1985 of 910,000 short tons. The United States exports approximately 20% of the annual ball clay production. Geologically, the ball clay deposits are sedimentary in origin and occupy the north- eastern flank of the Mississippi embayment. The commercial deposits have been confined to the Claiborne and Wilcox formations within mid to lower Eocene and upper Paleocene age strata. The deposits are lenticular in nature and highly variable in areal extent and thickness. They exhibit very abrupt lateral boundaries and are bounded laterally and vertically by unconsolidated sands, silts, and waste clays.

"Experience from Australia has identified what is referred to as non-conventional surface subsidence behaviour. This occurs under irregular surface topography, resulting in valley closure, valley floor uplift or “upsidence”, and far-field horizontal movements – even occurring beyond conventional “angle of draw” limits. This paper discusses such behaviour recently observed in Pennsylvania and focuses on the 2005 case of Duke Lake Dam in Ryerson Station State Park. In July 2005, there was a significant increase in water leakage through a number of growing cracks in the dam leading to the dam being breached to avoid an uncontrolled failure. An underground longwall mine was located approximately 900ft to the north, mining at depths of 330 – 720ft. Investigations (including a subsequent ground movement monitoring program) found a range of evidence in the vicinity suggesting that valley closure and far-field horizontal movements may have occurred resulting from the adjacent mining. The paper discusses the phenomenon of non-conventional subsidence behaviour and the Ryerson State Park case study, including an assessment of mining, geology and subsidence impacts and suggested ground behavioural mechanisms. INTRODUCTION Non-Conventional Subsidence The conventional understanding of coal mine subsidence on which most current subsidence understanding and prediction techniques are based, includes the concept of angle of draw which effectively limits the lateral extent of subsidence effects and impacts. Within this zone – above and marginally beyond the boundary of mining – downward vertical subsidence is the dominant component, together with localised horizontal movements towards the mined region, with related tilts and strains. However, more recent experience from Australia over the last two or three decades has identified what is referred to as non-conventional surface subsidence behaviour. This is found to occur in areas of irregular surface topography or variable terrain, and is characterised by phenomena such as valley closure, valley floor uplift or upsidence, and far-field horizontal movements, all of which can occur beyond the conventional angle of draw limits. Environmental impacts from acidic mine drainage are growing national concerns that are particularly acute in the headwaters of the Rocky Mountain region. In the Black Hills of South Dakota, approximately one thousand mines are inactive or abandoned, most of them in the headwaters of major drainages. This paper examines the Bear Butte Creek basin, a heavily mineralized watershed with significant historical mining impacts and a surface gold mine permitted in 1997. The watershed loses its surface discharge to swallow holes in the karstic Madison Limestone. The integrity of the aquatic ecosystem was monitored with a suite of site-specific bio-indicators. Stream surveys covered the entire reach of Bear Butte Creek from near its headwaters to the swallow holes in the Madison aquifer. Data from the stream surveys, water-quality sampling, and bio-indicator surveys clearly showed that water-quality impacts are limited mainly to Strawberry Creek and to the area of Bear Butte Creek near and downstream of the town of Galena.

For most geologists and miners the term asbestos refers to a group of highly fibrous silicate minerals that readily separate into long, thin, strong fibers of sufficient flexibility to be woven; these fibers are heat resistant and chemically inert, and possess a high electric insulation and therefore are suitable for uses where incombustible, nonconductive or chemically resistant material is required. The US Mining Safety and Health Administration (MSHA) specifically refers to the naturally occurring minerals chrysotile, amosite, crocidolite, termolite asbestos, anthophyllite asbestos, and actinolite asbestos as asbestos if the individual crystal fragments have the following dimensions: length-greater than 5 µm; maximum diameter-less than 5 µm; and a length to diameter ratio of 3 or greater. Since asbestos has been identified as one of the ten most carcinogenic substances (a cancer-causing agent), it has become, for many government regulatory agencies, a major issue concerning banning emissions to the environment. Very few recent issues have caused as much concern for the crushed stone industry as asbestos. Complicating the problem is the fact that several federal and state bureaus have greatly compounded the confusion because each has become involved in the asbestos dilemma. Simple solutions to a very complex problem have been proposed by these various governmental groups. In addition to governmental bungling is the fact that public interest groups have been able to use federal and state laws that have been enacted with a strong environmental bias to foment even greater complexities. Such is now the state of the asbestos problem. No con- firmed health risk has been associated with low-level exposure, namely crushed stone in an unbound form; a methodology for sampling and analyzing for asbestos has not been developed; a precise definition of what is asbestos does not exist, nor does a concensus among the various government groups as to what course of action to pursue. Pure asbestos as it is mined for commercial purposes does not exist in the properties mined by the crushed stone industry. Where the six asbestiform minerals do appear (to date we've been referring mainly to chrysotile in serpentinite formations in Maryland) the amount of the asbestiform mineral present is generally quite small. They generally appear in scattered, miniscule amounts. In the case of Rockville Crushed Stone in Montgomery county, Mary- land, the chrysotile is less than 1/2 of 1% of the rock deposit. No health risk has been identified with such minute quantities of asbestos minerals. MSHA standards for the occupational health and safety of quarry workers are being met; and there is every indication that normal background levels of asbestos, throughout the surrounding countryside, are as high or higher than levels measured on roads where the rock is used in pavement or base. The problem and the controversy lie with improper terminology on the part of so-called public interest environmental groups, aided and abetted by some governmental agencies who, to be charitable, we can best describe as uninformed. The news media frequently has fanned the issue, unintentionally we'd like to think, by quoting these misinformed authorities and not bothering to question the facts or adequately report balancing information handed to them. It is much better copy to talk about an asbestos cancer scare, than to deal with rather mundane measurements and descriptions that are hard to understand. At the heart of the issue is the improper use of the word asbestos. Instead of being confined to the geological description of the six asbestiform minerals-chrysotile, amosite, crocidolite, termolite asbestos, anthophyllite asbestos, and actinolite asbestos-the word asbestos is also wrongly used, but too-frequently to identify many other minerals that happen to have elon-

Newmont Gold Company's Mill No. 4 is located along the Carlin trend, about 25 miles North of Carlin, Nevada. The plant consists of a primary grinding circuit using a 7.2 m (22 ft) diameter by 2.6 m (8 ft) long semi-autogenous mill along with a 2.3 m (7 ft) diameter cone crusher. Secondary grinding is performed in a 4.8 m (14.5 ft) diameter by 9.2 m (28 ft) long overflow ball mill in closed circuit with a set of 66 cm (26 in) diameter cyclones. The ground product is fed to a typical carbon-in-leach gold leach circuit. The grinding/crushing circuit operation and control scheme are the topics of this paper.

On behalf of my agency, the Mine Safety and Health Administration, I would like to add my appreciation that all of you could be here today. Previous dust symposia over the years have proved the value of close cooperation among universities, government agencies, and professional societies in advancing knowledge of dust research and development in the interest of miners and the industry. I'll just comment briefly on MSHA's part of the overall effort by all parties to control miners' exposure to respirable coal dust and other airborne dusts. As you know, our agency's congressional mandate is to do what is necessary to assure that miners will have safe and healthful workplaces. In the area of coal mine health, this has meant joining with the mining community in a continuous campaign to keep respirable dust and quartz levels below applicable standards to prevent or reduce disabling coal workers' pneumoconiosis and silicosis arising from excessive exposure to respirable quartz. Currently, our agency is processing about 120,000 coal dust samples taken by MSHA and company people during the year and about 8,000 samples taken from metal and nonmetal mining operations. Our dust program, like other MSHA programs, has benefited from increased computerization of records. The attack on CWP has had the highest priority of government and industry. The goal has been to sharply reduce social costs of suffering victims and their families as well as the associated future payments under the black lung benefits program. During the 1989 fiscal year, about 104,000 former miners received about one and a half billion dollars in benefits. Since the program began, nearly 25 billion dollars have been paid out. Much progress has been made in lowering dust levels in coal mines since the standard of two milligrams per meter of air was established in 1972. Before that time, there was a 4-to-10-percent probability of a miner developing coal workers' pneumoconiosis at typical pre-1972 exposure levels. However, under the maximum respirable dust levels allowed today, this probability has been reduced to about 1 percent. Since average dust levels are lower today, we can expect fewer miners to develop CWP in the future. Out goal continues to be elimination of both coal workers' pneumoconiosis and silicosis in both coal and nonmetal mining. In 1985, MSHA revised its coal mine quartz policy to allow mine operators to submit dust samples used in setting the quartz standard. Previously, only single MSHA samples were used. Even though less than half of the mine operators have taken advantage of this change, it has provided a larger population of samples for analysis then before. Also the policy allows operations that are on a reduced quartz standard to have the standard reviewed every six months. In underground coal mining, the job of roof bolter typically has higher than normal exposures to quartz. About 45 percent of respirable dust samples from roof bolting operations contain more than 5 percent quartz and therefore are put on a reduced quartz standard. One objective of the policy revision was to improve miners' health by follow-up monitoring, and this is being done with roof bolting jobs. MSHA studies of surface coal mining operations have provided data showing that bulldozer operators and highwall rotary drill operators often have high exposure to quartz dust, and our agency is directing enforcement efforts to reducing this hazard. The renaissance in extractive metallurgical practices for gold and silver recovery is far from over. This is one conclusion of a three year investigation into innovations in Cold & Silver Recovery by Randol International Ltd. (1981, 1983). The six volume reference report reviews a host of new processes and innovative applications of older metallurgical practices. Some of these were summarized by von Michaelis (1982, 1982a). There are several reasons to expect this renaissance to continue. One reason is the nature of gold and silver deposits. The list of known occurrences of These metals is very extensive. There are literally tens of thousands of prospects but over 99% of these are too low grade, too small or too refractory for a viable operation employing conventional processing.

"Discrete event simulation is a stochastic mathematical modeling tool with applications in queuing systems. Many mining operations, both surface and underground, can be simulated in the context of queuing theory , for example open pit loading and haulage operation, underground level and vertical transportation, and mineral processing circuits. A computer simulation model of the operation is an invaluable tool to study both the system’s dynamics and conducting sensitivity analysis on different effective elements on system performance. In this paper, merits of discrete event simulation in decision making in mining engineering is discussed. Moreover, a stochastic simulation framework for selection and sizing of shovels and dump trucks in surface mining is presented to elaborate one example for applicability of the method in mining operations. INTRODUCTION Mathematical modeling is a valuable tool in design, optimization, and decision making in both surface and underground mining operations. Several researchers have tried to study different aspects of mining operations using a wide range of mathematical techniques such as linear programming[1], analytical hierarchy process [2], non-linear programming[3], genetic algorithms[4-5] ,mixed integer programming [6], machine repair model[7], queuing theory [8], and conventional spreadsheet calculations based on experience and engineering judgments. There are different uncertainties in typical mining operations (e.g. material loading and haulage, drilling, and blasting). For example, in a truck-shovel operation, different governing activities such as loading, haulage, and dumping cycles are stochastic variables. Moreover, analytical modeling of a large truck-shovel operation is very complicated. Thus, application of analytical and/or deterministic techniques cannot guarantee a solution for different problems that are encountered in daily mining operations. Discrete-event system simulation (DES) is a modeling method for such time discrete and probabilistic phenomena [9]. DES has been employed by different researchers in mining engineering through available software and languages such as GPSS, SIMAN- ARENA, and SLAM [10-14]. Most of the studies so far, tried to evaluate some “what-if” scenarios, to understand the possible effects of changing different input variables on overall mine economics. For instance, Baffi and Ataeepur (1996) used Arena to simulate a truck-shovel operation [10]. Also, Sturgul has conducted extensive studies in the application of DES in the mining engineering field [15- 17]. A very good background review of application of this technique in the industry can be found in [15-16]. Previous studies have shown that, different approaches including deterministic, stochastic, and experimental methodologies result in considerable differences in outputs [18]. These techniques lead to different solutions, regardless of the quality of technique/software itself or knowledge of the modeling team. Hence, the first step is to develop a comprehensive simulation framework to obtain nearly the same optimal results for the same input variables, regardless of the employed technique."

At San Manuel, AZ, Magma Metals Co. operates an Outokumpu flash furnace, four Peirce-Smith converters and two anode casting wheels that are supported by six anode vessels. Process gasses from the flash furnace and converters are treated in a two-train/ double-contact sulfuric acid plant. The plant captures 98% of the sulfur. A new flash furnace was commissioned in July 1988. It has since processed more than 2.7 Mt (3 million st) of sulfide concentrate without a major rebuild. The company has gained unique experience in the operation of the flash furnace at high oxygen enrichments with low off-gas dust loadings. New procedures have been developed to maintain secondary material generation at equilibrium and for maintaining metallurgical control of operating parameters. Process flow description At Magma's San Manuel plant, concentrates and other copper-bearing material are blended and conveyed from two separate areas of the plant to three 420 t (465 st) capacity wet charge bins located above the rotary dryer. Flash furnace silica flux is conveyed to a 227-t (250-st) capacity fine flux bin located adjacent to the wet charge bins. The concentrate and flux are blended in controlled amounts and fed into a 168-t/ h (185-stph) gas-fired rotary dryer. The wet charge enters the dryer at 8% moisture and is dried to 0.2% moisture. The dried charge is pneumatically conveyed to a 580-t/h (640-stph) dry charge bin located above the flash furnace. Flash furnace charge is drawn from the bin by two drag conveyors at a concentrate feed rate of 145 t/h (160 stph). The charge is mixed with enriched combustion air and injected into the furnace reaction shaft. In the reaction shaft, the charge is oxidized to form matte, slag and a rich SO, off-gas.

Paraphrasing the poetic repetition of Gertrude Stein - "Research is research, is research, is research --- ad infinitum." But research takes many forms and involves many facets. Perhaps the most simple of definitions is that attributed to the late "Boss" Kettering of General Motors who in advising a young trainee said, "Research is an intelligent effort to satisfy the curiosity of the human mind." Reclamation research is complex and requires a diversity of scientific knowledge. The overall aim of land reclamation research is directed to finding practical ways to develop efficient methods to restore mined lands to productive use, compatible with use of adjacent lands, as soon after mining as possible; and, finding practical ways to reduce or prevent damage to surrounding resource areas, which may be affected by the mining process. Research in the field of mined land reclamation is not entirely new, although in some respects we are exploring new areas each day.
