Well designed and maintained haul roads are the key to minimizing truck haulage on-road hazards and costs, as well as increasing productivity. However, practically designing and managing a haul road for optimal performance is often difficult to achieve. Poorly designed and built roads exhibit high rolling resistance - a 1% increase in road rolling resistance can typically reduce speed on ramp by as much as 10% - and on the flat by up to 26%. In the current economic climate, investment and operating decisions come under scrutiny. In the long run, this scrutiny returns improved efficiencies and leaner, healthier operations. The focus of this evolving evaluation process should and will certainly fall on haulage operations ? simply by virtue of their contribution to overall cost of operations ? often in excess of 50% of total costs for deep open-pit mines. Whilst the end result - improved efficiency and reduced cost per ton hauled ? is not in itself problematic, it is the route, or process followed to achieve these savings that needs to be carefully managed. We can be guided on this journey by our understanding of how a road design is developed, and, critically, the interplay between a good design and safe, cost efficient haulage. This paper briefly summarizes the evolution of mine haul road design, from the seminal USBM work of Kaufman and Ault in 1977, through to current geometric, structural, functional and maintenance management design components. These augmented design and management guidelines have been developed over the past decade, both in response to the requirements of mine operators for more safe and efficient haulage systems, and the truck manufacturers? requirements for a more predictable and controlled operating environment. These developments have been paralleled by the need to minimize haulage hazards, both from a health and safety perspective. Whilst improved mine haul road design does indeed reduce haulage accidents, recognition also needs to be given to human factors which are a significant contributor to haulage accidents. The human factor is the most problematic to address in a road design. It is often easier break the link between the interactive effects which may lead to accidents than trying to predict and reduce human error. These human factor interactive effects include the geometric, structural and functional design components and to prevent an accident or reduce the severity of its consequences, a road should be more accommodating to human error. The more that is known about human error, the better a road can be designed to accommodate those actions or non-standard practices that would, on a poorly designed road, invariably escalate an error into an accident.

The authors will attempt to clarify the terminology used, and where possible, give illustrations of plant practice with actual operational and pilot plant data. This is considered necessary in order to obtain a clear picture of the comparison of such equipment to the revolutionary change that the Aerofall Mill has brought to the mining industry.

A technique is described for the solvent extraction of zirconium. In this method, zirconium has been extracted quantitatively from 0.005 M sodium salicylate solution at pH 2.5 - 3 using 0.01 M triphenylphosphine oxide dissolved in toluene as an extractant. Zirconium has also been recovered quantitatively from 0.2 M potassium thiocyanate solution, but extractions in nitric and hydrochloric acids (as media) were negligible. The resulting extracted metal ion has been stripped with sulfuric acid (0.5 M) and determined with inductively coupled plasma atomic emission spectrometry. This method has been applied successfully to achieve 95% recovery of zirconium from zircon concentrate.

"Geologic structure and properties are the primary influences on ground control at San Juan Mine. Geotechnical properties of the coal seam and near seam strata, the presence of above seam sandstone paleochannels and water, are thought to be the leading contributors to ground control issues. It is the confluence of specific geologic conditions rather than isolated features that most often produce adverse conditions. Altering primary support installation and mining practices are done when unfavorable conditions appear during development. Installation of standing support is most often employed when adverse conditions develop at later dates. REGIONAL GEOLOGIC SETTING San Juan Mine is an underground coal mine located on the western flank of the San Juan Basin in northwest New Mexico. The San Juan Basin is contained within the south eastern region of the Colorado Plateau geographic province. The basin contains multiple coal bearing formations and is also a major producer of coalbed methane gas. San Juan Mine is stratigraphically located within the Fruitland Formation. From a prominent monocline marking the western boundary of the basin, the formation dips gently to the east towards the center of the basin. The primary driver for the deposition of coal bearing formations within the basin was the Cretaceous Inland Seaway. Multiple cycles of transgression and regression driven by sea level rise and tectonic subsidence deposited rock types from marine shale’s to terrestrial sandstones. The Sevier Mountains to the west of the seaway likely provided the sediment supply for the Fruitland Formation. During a major cycle of seaward regression, the Pictured Cliffs Sandstone Formation prograded over the marine Lewis Shale. The coal bearing Fruitland Formation followed, being deposited over the Pictured Cliffs. The Fruitland Formation contains numerous coal seams and is approximately 400 ft. thick at San Juan Mine. Fruitland Formation coal seams are numbered in order of superposition. San Juan mines the Fruitland number 8 seam. Dating has placed the age of the seam at approximately 73 to 75 million years [1]. LOCAL GEOLOGIC SETTING The Fruitland 8 coal seam dips approximately 1-3 degrees towards the E-NE. At San Juan Mine, the seam displays a mild plunging, synclinal structure, the axis roughly bisecting the mine from west to east. The number 8 seam consists of five coal benches and four volcanic ash band partings labeled sequentially based on superposition. The lowest portion of the seam is the 8-1 bench, the 8-2 through 8-5 benches following sequentially to the top of the minable seam. Ash band partings are labelled P1 through P4 from bottom to top respectively. The presence of distinctive partings and benches allows for seam definition and aids in identifying mining horizons."

At the risk of belaboring certain facts which have so often been stated in the past, please bear with me while I set the stage. What are the projected electrical power needs of the nation and of the Northwest during the next 15 to 20 years? No one who has researched the subject over its historical past has reached a substantially different result than the following simple conclusion: electrical power requirements are doubling every decade. There are some who question the necessity of a power company's need to install capacity every ten years equal to what it has done during its entire previous history; there are even those who would argue that such growth should be arbitrarily curtailed. We are not here today to decide who should have light, heat, jobs and comfort, for we know that a power company must, by law, meet its responsibilities of providing the energy the public expects when the switch is thrown. The Northwest area (the States of Oregon and Washington), for which I speak, has the same case history of electrical power need as does the nation as a whole, and the requirement boils down to roughly an average of a million kilowatts of new capacity each year over the next ten years and we can estimate an average two million kilowatts per year in the 1980's. This is simple arithmetic, but the problems of meeting this exhausting schedule are a real challenge. The subject to which I address this paper is the role that Western Coal will play in the 6 billion dollar investment in these power generation stations. That 6 billion dollar figure represents today's dollar value and you may wish to apply your own escalation - frankly, I haven't the courage.

Despite two large projects represented in the keynote docket, the mood of the 2011 SME Arizona Conference was summed up best by Ferol Baker, general manager of New Mexico Copper Corp. (a wholly owned subsidiary of Themac Resources Group), ?In the past, it seemed like you couldn?t go to a conference like this without hearing about one big new greenfield project after another. Now what you see is companies doing internal expansion or small-scale brownfield development.? Overall, the tone of this year?s meeting, held at the J.W. Marriott Resort at Starr Pass in Tucson, AZ, was upbeat, yet practical. From the keynote and luncheon addresses to the six panels of sessions, the projects described were positive about the future, yet focused on the details required to make those projects come to fruition.

The purpose of this paper is to examine the Gays in which- the policies of the U.S. government, mining companies and third world countries affect each other with regard to the availability of minerals. The interaction involves U.S. policy towards the mining industry, the policies of the companies themselves, and the policies of third world countries towards the U.S. and multinational companies. It is assumed in this discussion that U.S. policy will continue to be to seek certain minerals from abroad rather than attempt to develop domestic sources for all its requirements. This would seem to make sense both from the standpoint of cost, and for preserving what domestic resources there are so as to maintain some degree of market leverage. In today's jargon, this means greater dependency on the "third world", which, for this discussion, includes virtually all the nations in Africa, South America and Asia. Concern for availability raises the important distinction between dependency and vulnerability, and as the Director of the Bureau of Mines has pointed out, the two are not the same. Dependency is not neccessarily a bad thing; it is vulnerability that counts (Norman, 1980)

The mining industry is constantly in a state of flux -boom or bust; mine openings and closings. Part of the reason is the nature of ore deposits -they are there or they are not. Once they are mined, they are reclaimed and the move is on to the next deposit. Risks are usually high, and payoffs can be great or not so great. Many factors go into making a property payoff, and mining companies are continually searching for ways to remain profitable as long as possible. Computers and the people who can make them work are one of the ways available to improve productivity and ensure this happens. Computers have been used in the mining industry for the last 30 years (and more in a few cases). During the past 10 years, the explosion of micro-computing has changed how many mining companies do their work.

From a mining point of view the Portland Cement Industry falls logically into the Industrial Minerals Division. Portland Cement manufacture requires four principal materials, lime, silica, alumina and iron. The usual source of lime is limestone. Silica sources include clay, shale, quartz, sandstone and sand. Alumina is usually provided by selecting a silica source with a suitable alumina content such as clay and shale. "Cement Rock" is occasionally found in which all four ingredients are found in natural combination or sufficiently close that only minor adjustments are required. In the absence of iron oxides a white cement can be produced. All raw materials used in Canada contain some iron and in most plants further minor quantities of iron are added to promote fluxing, hence the typical grey colour of Portland cement. The modern period in cement manufacturing started in 1824 when Joseph Aspdin of England patented a process for the manufacture of a modified hydraulic cement which he called "Portland Cement". Hydraulic cements are cements that harden under water. Although natural cements, made by calcining and grinding natural argillaceous limestone were produced in Canada as early as the 1830's, Portland cement was not produced in Canada until 1890, about 18 years after it was first made in the United States.

Short-term mine planning to open pit requires defining diglines to orientate the excavation geometry. In deposits with multiple chemical variables, it is necessary to have more rigorous control over the feeding of the processing plant. This study analyzes the impact of incorporating multiple chemical variables, the risks generated by geological uncertainty, and the number and starting point locations of shovels in the sequential design of diglines. The objective is to maintain and preserve the low-grade variability, required tonnage, and continuity in sequentially selecting blocks. To achieve this, the probability distribution function of each chemical variable is used while attempting to maintain the ore grades as constant as possible. As it is difficult to maintain multiple elements with low variability simultaneously, the relevance of each chemical variable in the economic benefit is identified. Weights are assigned to signal the importance of each element based on its significance in the recovery process. Several diglines, consisting of sequential blocks, were generated on the same seed point to meet the weekly ore demand. Optimizing the stationarity of multiple chemical variables, accessing and reducing the geological uncertainty performed through geostatistical simulation of grades and transfers functions, considering the number and location of shovels, while meeting the operational restrictions of the selected blocks. The optimized digline with the multiple grades as stationary as possible is retained. The process is illustrated in a phosphate mine. The results show that the proposed method is viable and allows for a quick solution.

Industrial Engineering in the industrial world is a relatively new field, having been conceived about the turn' of the century by Frederick W. Taylor, who was not satisfied with the hit-or-miss methods of evaluation and estimation. Through crude Industrial Engineering techniques never before used, he completely changed the bricklaying industry so that work accomplished was more than doubled. To help us better understand what we mean by Industrial Engineering, I think a very simple definition Is in order. Industrial Engineering is a scientific approach to problems in cost, production and operations: and is designed to provide a means of increasing producitivity and reducing costs through standards measurement and standardization of the best methods, practices and equipment, There are many complicated definitions, but pure and simply, it all boils down to providing the means for increasing productivity and reducing the cost. Industrial Engineering has been applied in manufacturing since Frederick W. Taylor?s time and in the last 20 years has grown in stature by leaps and bounds. It is a basic function of successful manufacturing companies and is an accepted fool firmly entrenched in manufacturing organizations. You may know of some successful manufacturing companies that do not employ Industrial Engineers as such, but someone in that organization is doing Industrial Engineering work. They have standards and controls whether they call it Industrial Engineering or not. The manufacturing industry has benefited from this tool; other wise, it would have been discontinued long ago.

Obtaining financing for mining and exploration projects has been difficult for the last several years, particularly for junior companies. Today, though, the purse strings of investors appear to be loosening, leaving the industry with many questions about financing in the coming years. How have capital markets and exploration spending changed? Are there signs of improvement? Where has capital been raised in private, public markets, stock exchanges, private equity, etc.? What companies successfully raised capital in the last year? How are they spending it? How are traditional and alternative funding sources investing in mining? What are the issues mining companies need to know about when tapping alternative sources of capital? Those were some of the questions that were answered at the Current Trends in Mining Finance conference, sponsored by SME and the New York Section April 26-28. Held in New York City, the conference attracted 115 professionals who work on the finance and economic side of the mining industry. Three of the conference organizers talked with Mining Engineering about the conference and the state of financing in the industry today. Tim Alch (TA) is managing director with Behre Dolbear & Co. When Ralph Banks called and asked if I would agree to present a paper on environmental health in the coal industry, I was reluctant because I have not been actively involved in coal mine dust control on a day-to-day basis for a number of years. Ralph reminded me that I am one of the few industry people with an industrial health background who remembers the pre-1969 Federal Coal Mine Health and Safety era. This marks the second time within the past year that I have had a similar request based on the same basic reasons. While I was pleased to have been remembered, I'm beginning to feel like the football player who has played one too many games. In responding to Ralph's request to present an overview of the past, present and future of environmental health in the coal industry, I have attempted to take the broad approach of someone who, having been intimately involved in an area of endeavor for a number of years and then leaves, has an opportunity to revisit that area at a later date to see what has changed and what remains the same, what have been the successes and the failures. Since none of us can foresee the future, trying to project too far ahead is fraught with frivolity, except that unless one is foolish enough to accept a future invitation to review those predictions compared to actual events, no one will recall how accurate or inaccurate those projections might have been. I can assure you that I will not ask to accept that challenge, so you can rest comfortably that five years from today you will not be asked to sit through a similar presentation by me - and that's a promise.

Ore grinding mills are really just slowly rotating barrels, but barrels that are growing in size so fast that the application of electric drives for them is rapidly approaching a technology like that for wind tunnels or pumped storage drives. This application is particularly worthy of care because some 40% of the 75 megawatts of power used by a large copper ore concentrator, or some 60% of the 200 megawatts supplied to a large iron ore concentrator, are for grinding. These ore plants are located where the ore is, not where a utility happens to be. So, the challenge is not only to choose a drive and .power transmission for reasonable cost, high performance, reliability and minimum maintenance, but to afford the interface between mill drive and power distribution and source systems to minimize the whole ore plant's monthly power bill, or costs of self generation. Conclusions can be reached in optimizing a drive selection only for each particular ore plant's set of parameters, but by identifying the criteria for selection and then weighting each type of drive per criteria, yardsticks for final choice become apparent. This is the purpose of this paper. Grinding action takes place inside the barrel, where the ore charge is ground with the aid of balls, or mill length rods, or large chunks of ore as in autogenous grinding.

In 1980, a caravan of representatives of Japanese trading companies debarked on the shores of the United States bearing gifts of watches, electronic games, and radios. In early 1983, we find in a parking lot of a major U.S. coal company, a haggard general manager of marketing returning to the Orient with a box under his arm of trinkets of his own; cross pens with company logos, alarm clocks, etc. The tables have turned, but our fellow sitting in a jet plane over the Pacific Ocean had only to heed the warning of the famous 19th Century poet well familiar with the ways of the Far East. Kipling said; "And the End of the Fight is a tombstone white and with the name of the late deceased, And the epitaph drear, a fool lies here who tried to hustle the East."

The New Lead Belt of Missouri, situated in the heart of the Clark National Forest, stands as a dynamic example of how mining activities can successfully coexist in a restricted wilderness area. After 16 years of intensive drilling activity, mine development and surface plant construction, many would agree that the mine-plant design philosophy of St. Joe has minimized the imbalancing effects to the ecology and the wilderness appearance of the Ozark area. In a recent dedication speech of St. Joe's newest operation, it was stated: 1 "this Brushy Creek Mine, as well as nearly all of the mines in this district, lies within the boundaries of the Clark National Forest. Here the Forest Service has an outstanding and realistic program for multi-use of Federal lands. Mining, lumbering, recreation and conservation coexist in, what I consider, a delightful wilderness environment. I believe that this same type of usage could be permitted on all government land without seriously detracting from its natural beauty." Each and every activity in the process of discovery, exploration, development and finally operating a mine and process mill could have drastically degraded some phase of nature's environment were it not for the well developed and executed plans of the mining people involved. This is not to say that everything has been kept in perfect balance; but most certainly the industrial impact on what was once a wilderness area has been held to a minimum. What follows is the story of how each phase of this gigantic development was handed by industry people. Through their interaction and cooperation with government agencies, educators and researchers, allowed not only the ecology of the area to be protected, but the aesthetic beauty of the Ozarks to remain intact.

At LKAB's plants in Lappland, Sweden, sintered pellets are manu-factured according to three different industrial processes, viz. shaft furnace at Malmberget, straight-grate at Kiruna and grate-kiln at Svappavaara. At present the total annual capacity amounts to 4.7 million tons. However, since it has been decided to erect a new straight-grate plant (2.5 million tons) at Malmberget, and because of the decision to extend and rebuild the existing plants, it is estimated that the annual capacity will be increased to somewhat over 8 million tons by 1973. The great majority of the pellets produced is exported. They are thus reloaded several times and generally speaking roughly handled, resulting in larger or smaller product losses on arrival at the point of use. It is there-fore of great economical interest to have a good control over the transport strength of the pellets by appropriate quality testing at the point of production. In addition to good transport strength, further demands are ob-viously made on pellets destined for blast furnace operation. The blast furnace burden must maintain a good permeability for the gas. The pellets must thus have a favourable size distribution and must not be so weakened by reduction that they disintegrate under the stresses and clog the blast furnace shaft. Furthermore, the burden must have good reducibility. An increase of the rate of reduction can obviously mean increased blast furnace capacity and reduced coke consumption. In order to optimise the properties of the pellets in these respects, the producer must also be thoroughly familiar with their behaviour during reduction, particularly as the customer's interest in the reduction properties of the pellets' has increased over the last few years. Up to now the only quality demands the customer has made have generally had to do with the cold strength and the screen analysis. Thus a quality control of in addition to good transport strength, further demands are obviously made on pellets destined for blast furnace operation. The blast furnace burden must maintain a good permeability for the gas. The end of an era is here. The pony-express era of industrial relations in the coal industry is ending. Those professionals who know it must end to insure the industry's future are happy, relieved, but somewhat saddened. They are sad because it did have its elements of suspense, thrills, frustrations, and at times, plain fun. The days of the Company town are ended; the wildcats are declining; violence (while a big part of today's industrial relations) is beginning-to decline. The spirit of sound industrial relations is beginning to take hold. This has to happen for the industry to compete in today's economy and it is causing major changes for those who have grown accustomed to the pony-express type industrial relations.

Deposits of ferromanganese crust containing cobalt and nickel occur on the seafloor in the Pacific Ocean near the Hawaiian Islands and Johnston Atoll. This paper describes developmental flotation metallurgy to separate crust from its associated substrate gangue. Important variables in ferromanganese crust flotation include reagent type, aeration rate, conditioning time and agitation intensity, pH, temperature, water type, and feed size distribution. Flotation in seawater of minus 600 ~m (-28 mesh) material assaying 6.2% Mn, 0.2% Co, and 0.13% Ni with diesel fuel-crude tall oil-sulfonate collectors produces concentrates assaying 15% Mn, 0.6% Co, and 0.3% Ni with recoveries of 89-95% while removing 62% of the feed weight.

This Handbook also contains references to health and safety regulations in Chapter 3.2 and environmental protection in Chapters 3.4 and 7.3.
