"INTRODUCTION A positive workplace environmental, health, and safety (EHS) culture affords organizations and corporations many benefits, including increased trust and employee morale, sustainable EHS performance improvements, and reliable productivity and profit margin growth. Unfortunately, many leaders and EHS professionals struggle daily to achieve and maintain positive workplace cultures and consistent business results. While lack of management support, corporate or employee buy-in, resources, and time are common factors that conflict with an EHS culture and safe work behaviors and processes, there are many other actions that threaten the positive attributes of an organization’s culture. Often these culture killers are not recognized, or worse yet, ignored because they are considered taboo. For example, voicing observations or questioning long-held management practices or process that were initially designed to promote EHS values, but no longer do so. Unfortunately, this could be viewed as challenging authority, not being a team player or even not valuing EHS. And for those that speak up, the potential for negative consequences can be real impediments to positive change. Having an open mind, constantly striving to identify culture killers, and putting forth the effort to eliminate them are the first steps to begin reaping the benefits of having a sound workplace culture. This paper helps readers to: • Recognize culture killers that negatively impact fostering and maintaining sustainable EHS cultures in the workplace. • Understand how to prevent, avoid, and respond to culture killers, before they wreak havoc in your organization. • Assess EHS culture strength, and implement plans to continuously improve it. The desire to draw boundaries around concepts, put things into boxes, and nail down requirements for something that is virtually impossible to solidify for any length of time is quite fascinating! These desires can pose challenges when trying to define what the perfect EHS culture should look like. The very act of trying to define our culture tends to create silos, and these silos, in turn, can become “culture killers”. The following is one of the most common culture killers. UNBALANCED ORGANIZATIONS TRIGGER CULTURE KILLERS Unbalanced organizations occur when an organization’s constantly shifting focus forces other important needs to take a back seat--until the focus changes again. This balancing act can be detrimental and lead to catastrophic results including low morale, lack of trust, employee dissatisfaction, high turnover, increased incidents, poor profit margins, loss of market share, and ultimately into organization-wide failure."

ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. The grinding mill is probably the most common unit operation used in mineral processing. There is, however, much which can still be done in the way of optimization. This paper discusses the results of a well controlled pilot scale test in which the performance of a tumbling mill with a conventional rubber lining equipped with lifter bars is compared to that with a smooth rubber lining of the magnetic type. The results indicate that the smooth lining is about 14 percent more effective with respect to energy consumption. By optimizing the size of the grinding media, the mill capacity can be increased in many grinding operations. In this specific case the -20 mm ball charge required 26 percent less grinding energy than one with a -30 mm ball charge. The energy savings can. in most cases, be converted to increased capacity. The wear of the grinding media is difficult to assess over a short period test but the results suggest it is somewhat less when a smooth lining is used. The wear of the linings has not been included in this study but it is generally accepted that the use of the magnetic lining reduces the lining costs dramatically. Computer simulation using the Millsoft code, developed by Mishra e.a. confirms and explains the increased effectiveness of comminution when smooth lining and smaller grinding balls are used.

The purpose of this paper is to bring to your attention the various kinds of high performance graphites available today, their characteristics and possible applications. These materials are products of a proprietary high temperature technology developed by Superior Graphite Company. We feel we have only begun to tap the potential of this technology and the utilization of the resulting products. During the course of the paper, we shall investigate high purity, high performance graphites made from raw materials such as mined natural graphites, synthetic graphites and petroleum derivatives. We shall define their characteristics and resulting benefits to current applications, along with applications currently under development. It is our desire to stimulate speculation and development of current high performance graphites and their applications as well as ideas for new high performance products and applications. First, a little background about the process. The technology was developed through a concentrated R&D effort which culminated in 1976 in the construction of a unique furnace capable of continuously processing tonnage quantities of granular carbons at temperatures in excess of 2,500 degrees C. This process is capable of refining various carbonaceous raw materials, including natural graphites, to levels of purity and consistency that were previously unattainable in commercial quantities. Carbon contents in excess of 99.9% are currently being produced on a continuous flow-through basis. Since beginning operation in 1977, this plant, located in Hopkinsville, KY, has been expanded in stages to its present capacity of producing over 45,000 tons of purified graphites and graphitic carbons per year. In addition to the purification process, the technology used allows the introduction of selected elements into the carbon/graphite structure to provide additional benefits. Elements of interest include boron, silicon, copper, iron and rare earths. The characteristics of and applications for some of these products will be discussed later.

The time frame required to complete the National Environmental Policy Act (NEPA) process for a new mine or the expansion of an existing mine can range from nine to 24 months, or even longer. The time frame will vary depending on whether an environmental assessment (EA) or an environmental impact statement (EIS) will be completed Completing properly designed baseline studies to collect natural resource data to support the EA or EIS prior to the start of the NEPA process can shorten this time frame. In this paper, a two-year natural resource baseline study by Homestake Mining for the Ruby Hill Mine, Eureka County, NV, is used as a case study to describe how a properly designed and executed natural resource baseline study streamlined the NEPA process.

For many years underground mining in the Sydney Coalfield has suffered from the effects of high horizontal stresses. It is only in the last 15 years that they have come to be recognized, understood, predicted and even avoided. This paper relates experiences in three coal mines in three different seams in the Sydney Coalfield. The effect of the direction of the principal horizontal stress on the direction of drivage of gate roads, access roadways and longwalls is described. Results of a monitoring program to measure the change of magnitude and direction of the principal horizontal stress in the gate roads as a result of longwall mining are also presented as well as the effect of the direction of principal horizontal stress on the shape of sandstone/gas outburst cavities.

"The Colorado School of Mines has used the Edgar Mine in Idaho Springs as an experimental mine to teach students since 1921. Since the school acquired the former gold, silver, lead and zinc mine, countless students have received hands-on engineering lessons on their way to earning mining engineering degrees. On Dec. 14, the House Subcommittee on Energy and Mineral Resources held a historic field hearing about the future of mining education in the United States in a classroom about 300 m (1,000 ft) inside the Edgar Mine. Representatives Doug Lamborn (R-CO), Rob Bishop (R-UT), Cresent Hardy (R-NV) and Ed Perlmutter (D-CO) were on hand for the first ever congressional hearing held in a mine where they heard testimony supporting the Mining School Enhancement Act, which was introduced to Congress by Hardy and Perlmutter on Oct. 9, 2015. The act, which is part of a larger mining development and reclamation reform package, seeks to address the absence of a viable pipeline necessary to replenish current faculty vacancies in United States Mining Schools. “What better place to hold a hearing to discuss the need for future mining engineering experts,” Subcommittee Chair Lamborn said in his opening statement. “It is a need felt by industry, states, the federal government as well as nonprofits.” The Mining School Enhancement Act would redirect millions of dollars in fees that are being collected from active mining operations to fund the research and educational programs at engineering schools with mining programs. Those fees now are being used in the form of grants awarded by the Surface Mining Control and Reclamation Act of 1977 (SMRCA)."

One responsibility of a manager is to improve his human organization. Some executives believe a manager should be measured and compensated accordingly on the basis of his ability to improve the quality of his human organization. Officials in the coal mining industry have had a tough road to travel in this regard due to fluctuating coal production demands, contractual obligations, and improved mining equipment and methods. The time may have finally arrived when we are able to recruit, select, and develop men from the labor market to fill vacancies, This is particularly true of our maintenance organizations. Because of the importance of this responsible function and the types of skills required, we must develop an extensive improvement pro- gram. Anyone in the industry who fails to undertake a manpower audit and who accepts a philosophy which will not permit collective planning, organizing and con- trolling the improvement of the human element throughout his maintenance organization may certainly cause deterioration within his company.

Global public mineral reporting codes have driven strong governance of public disclosures of minerals information. Recently, we have seen an increase in disclosure of information related to Environmental, Social and Governance (ESG) issues, and governance of ESG information in mining companies has arguably reached a similar level of governance and diligence afforded mineral reporting. We define Resource Governance as the conjunction of environmental, social and minerals governance. A modern systems approach to Resource Governance, which combines mineral and ESG information, would provide not only reporting and governance capability, but also has the potential to sense/respond, predict, and manage ESG risks.

As a member of the uranium and coal producing community, I am pleased to participate in a session dedicated to a look at these and other mineral markets.(title slide) before sharing some of my thoughts with you, let me tell you a little bit about rocky mountain energy company. It was established as a subsidiary of union pacific corporation in 1971 with responsibility for coal, uranium, and industrial minerals. We participate in four coal mining operations and a uranium mine and mill all in Wyoming, and an aggregate and an abrasive operation in Utah.

Almost nine years after the assertion of enormous and pervasive federal control over coal mines by means of the Federal Coal Mine Safety and Health Act of 1969, 30 USC Section 801 et seq, as amended by the Federal Mine Safety and Health Act of 1977 (which basically increases the punitive powers of government) a brief assessment of some of the underlying causes, present status, and possible alternatives to governmental control is appropriate. In a governmental system based upon the principles of democracy and the protection of individual freedoms and constitutional rights the ultimate mechanism for abrogation of these rights is the creation and exploitation of fear. Machiavelli in rendering advice concerning the power over men provided by fear stated, "... it is much safer to be feared than loved .. fear preserves (the government) by a dread of punishment which never fails." The Prince. Within the context of the assumption of control by the government over industries or segments of our population - popular fear provides a convenient and almost necessary mechanism for the avoidance by law or regulation of democratic principles. The popular fear of coal mines has been successfully exploited by various goal oriented groups in the past and most recently by a Congressional constituency with a vested interest in controlling the mines through regulation.

Pearson's hard and soft acid and base (HSAB) principle may be applied to flotation systems. The HSAB principle states that hard acids prefer to bond with hard bases and soft acids prefer to bond with soft bases. By determining the Drago E and C parameters for the different components of a flotation system, the HSAB principle could be used to explain the selectivity of some collectors such as thionocarbamates against some minerals. Determination of these parameters is done by utilizing Drago's theory and flow micro-calorimetry.

In striving to develop this discussion about "Manpower for Industrial Mineral Industries" two fundamental classes of manpower are encountered. These are: 1) The Labor Force, comprised of unskilled and semi-skilled, nonprofessional personnel who participate in conducting economic, mineral deposit operations and; 2) The Professional People involved in the science, engineering, and management of such industrial enterprises. The commentary given here will be directed primarily to a review of the characteristics of the second or latter class. To pursue successfully a career as a scientist or engineer in today's industrial and social complex, it is necessary that technical knowledge must have been acquired by training and study in an institution of higher learning. Also, to act effectively, the individual must have achieved some degree of specialzation, although this element often is developed to most notable degree by post-graduate exposure and experience. In addition, and especially in the case of "management," it is desirable, indeed it is even necessary, that an individual recognize and appreciate the fundamental humanistic-sociological controls, and their nuances, as these elements exist to shape his total environment.

Mineral commimition is an important and expensive industrial process and modern comminution circuits are complex There is considerable economic incentive to optimize circuit design and performance and to operate circuits at maximum efficiency, and these aims may be achieved by setting up mathematical models of the units in a circuit on a digits, computer and studying the behavior of simulated circuits. One of the problems in flotation is mechanical entrainment and the other is the presence of complex gangues (especially clay minerals). In the present study, it was aimed to determine the effects of clay types (kaolinite, illite, and montmorillonite) on mechanical entrainment parameters (total flotation recovery, real recovery, mechanical entrainment recovery, and water recovery). Effects of clay types and clay amount on chalcopyrite flotation were investigated by flotation experiments. Interaction mechanisms between the clay minerals and ore were characterized using SEM–EDS analyses. Experiments were carried out with and without a collector using the mixture of clay minerals and ore under certain experimental conditions. While the clay mineral most affecting the chalcopyrite grade was montmorillonite, the highest mechanical entrainment recovery and the lowest real recovery values were obtained in the presence of illite. While illite is stated as the least problematic clay mineral in the literature, it was determined that illite among three clay minerals used in this study caused significant mechanical entrainment. In contrast, it was determined that increasing the amount of kaolinite did not have a significant effect on mechanical entrainment. This study’s findings will guide in determining of clay minerals’ effect on gangue entrainment in flotation.

L. Alan Weakly, member SME, is a senior staff engineer, Exxon Co. Weakly chaired a Mining Engineering committee formed to solicit materials for six planned "personal skills" articles, to be used in ME this year. What follows are Weakly's introductory comments to the series. Upon graduation from college several years ago, I thought that I was sufficiently prepared to embark in my chosen profession. A short time later I realized that several years of on-the-job training was going to be required before I could use my technical training effectively. It never occurred to me that, professionally, I was seriously lacking in any other skills. My spelling could use a little upgrading, but this was not a serious deficiency. I have been very fortunate to have had two employers that recognized that their engineering professionals did lack other skills and made every effort to give them training to correct these deficiencies. The skills I am referring to are those in administration and interpersonal relationships. Most mining engineers and geologists receive very little, if any, college training in these areas. In addition, many companies do not provide this training and many mining engineers and geologists are unaware of their deficiencies. It is for this reason the subject of personal skills development is being introduced in Mining Engineering. The mining engineer or geologist can pursue one of two basic career directions, managerial or technical. In today's technically sophisticated society and highly competitive business climate, both orientations require administrative and interpersonal skills. Most of us are technically qualified and we continue to upgrade our technical skills. But many studies indicate that we, as a group, are significantly weaker in administrative and interpersonal skills than other professional groups. In addition, these studies indicate that engineers, in general, take longer to reach managerial levels and fewer do so. This series in Mining Engineering, then, should help readers strengthen and broaden their professional capabilities. In all industries, including mining and petroleum, economic analysis of potential investment projects is done to select the projects that will give maximum future value from the investment of available capital. Rather than looking directly at the future values to be generated by investing capital in alternate ways for economic decisions, evaluators usually use either rate of return, present value, annual value, a profit to investment ratio, or various break even analysis results to reach economic analysis decisions in evaluating alternative investments. Alternative economic evaluation techniques are used in industry to properly analyze the economic potential of various investment projects. "Discounted Cash Flow" analysis is the phrase commonly used to describe these techniques. Whether you want to analyze projects in mineral, petroleum, real estate, refining, pipe-line transportation, or any other industry, proper application of discounted cash flow analysis techniques enables you to fairly compare the economic potential of alternative projects as well or better than you can using any other project evaluation approaches. It should be pointed out that investment analysis generally involves more than economic analysis. Financial and intangible considerations sometimes are as important or more important to investment decision-making than economic considerations. Economic analysis refers to evaluation of the profit generating potential of projects, that is selecting which alternative projects will generate maximum future value possible from available investment capital. Financial analysis, on the other hand, relates to analysis of where money is going to come from to finance various projects. Regardless of the economic potential of a project, if financial analysis indicates that we cannot finance the project, it likely will be shelved for financial reasons even though it may be economically satisfactory. Many evaluators use the terms "economic analysis" and "financial analysis" interchangeably, but this author considers that to be undesirable. A tube bundle system (TBS) is a mechanical system for continuously drawing gas samples through tubes from multiple monitoring points located in an underground coal mine. The gas samples are drawn via vacuum pump to the surface and are typically analyzed for oxygen, methane, carbon dioxide and carbon monoxide. Results of the gas analyses are displayed and recorded for further analysis. Trends in the composition of the mine atmosphere, such as increasing methane or carbon monoxide concentration, can be detected early, permitting rapid intervention that prevents problems, such as a potentially explosive atmosphere behind seals, fie or spontaneous combustion. TBS is a well-developed technology and has been used in coal mines around the world for more than 50 years. most longwall coal mines in australia deploy a TBS, usually with 30 to 40 monitoring points as part of their atmospheric monitoring. The primary uses of a TBS are detecting spontaneous combustion and maintaining sealed areas inert. The TBS might also provide mine atmosphere gas composition data after a catastrophe occurs in an underground mine, if the sampling tubes are not damaged. TBSs are not an alternative to statutory gas and ventilation airflowmonitoring by electronic sensors or people; rather, they are an option to consider in an overall mine atmosphere monitoring strategy. This paper describes the hardware, software and operation of a TBS and presents one example of typical data from a longwall coal mine.

Following a disaster in a mine, it is important to understand the state of the mine damage immediately with limited information. Computational fluid dynamics can be used to simulate and ascertain information about the state of ventilation controls inside a mine. This paper describes a simulation of tracer gas distribution in an experimental mine with the ventilation controls in various states. Tracer gas measurements were taken in the lab experimental apparatus, and used to validate the numerical model. The distribution of the tracer gas, together with the ventilation status, was analyzed to understand how the damage to the ventilation system related to the distribution of tracer gases. This study will be used in future research in real mine measurements to compare collected and simulated profiles and determine whether damage to the ventilation system has been incurred during an emergency situation, the nature of the damage and the general location of the damage.

It has become apparent in recent years to everyone intimately concerned with the future of the American fuels industries that the growth in demand for energy has become a topic receiving considerable attention, and that investigators are leaning more and more toward a mathematical approach to deduce what pattern that growth will follow. Though coal has been included by necessity In all-studies of future energy markets, it has not been the subject of mathematical analysis or description as frequently as has been total energy or some of the other fuels, particularly petroleum, It is the intent in this particular paper, to subject bituminous coal consumption to a preliminary mathematical scrutiny which can lead to a more logical estimation of the general level of bituminous coal consumption for the next decade, as well as formulating an approach toward describing how coal consumption may vary as the result of the annual variations in activity in the United States, economy, The approach utilized is more sophisticated than the mere projection of the historical trend of bituminous coal consumption. Such a projection would lead to a continuation of the recent decline, indicating that coal consumption would reach zero some thirty years from now. On the other hand, the mathematical analysis described here is a relatively simple, straightforward approach and- is not intended to represent the-ultimate in mathematical economic analysis as now practiced, It is hoped that this will contribute to our knowledge of bituminous coal markets. Even more, it is hoped that it will help arouse a greater interestin utilizing mathematical and statistical analysis when studying the bituminous coal industry. - Since this is a preliminary study, comments and criticisms are anticipated.
