Minerals contribute to U.S. gross domestic product (GDP) at several levels - from mining and processing to the manufacturing of finished products. In 2010, the estimated real GDP of the United States increased by 2.8 percent compared with 2009 and the estimated nominal GDP was about $14.6 trillion (Table 1).Trends in various sectors of the domestic economy are often rejected in mineral production and consumption rates. For instance, continued declines in the construction industry during 2010 were rejected in further reductions in the production and consumption of cement, construction sand and gravel, crushed stone and gypsum, which are used almost exclusively in construction. Performances in other sectors were mixed and less easily characterized. Recovery from the economic decline of 2008-2009 became apparent in 2010, as prices for many mineral commodities continued to rise with increasing demand for those materials or the products in which they are found.

Let's start with a bit of History. Before the advent of woven wire screen cloth or perforated plate as we know it today, screens or sieves, as they were called, were probably made by the Greeks or Romans around the year 150 B.C. Coarse openings were made from bamboo or other woven reeds or with holes punched in leather hides, while fine openings may have been made using hair from the long tails of horses woven with small openings. The first metallic woven wire screens were probably produced by the Germans in the 15th Century. All of these screening devices were, of course, hand operated. The first records of mechanically driven shaking screens are found in "John Smeathon's Diary of His Journey to the Low-Country" in 1775. He was the English Civil Engineer who built the famous Eddystone Light House and discovered the formula for making hydraulic cements. He described a screen the Dutch were using as a wooden frame on which woven wire was mounted. This box was inclined at an angle and hinged on the lower end. The upper or feed end was equipped with a pulley so they could raise it up, say 5" or 6", and then let it drop abruptly onto a sill or stop plate, thus jarring the material deposited on the woven wire through the openings. Material that was passed over the deck was scooped up and redeposited on the woven wire for rescreening. This was an early form of what is today known as a recirculating load.

The Warman Series ‘A’ pump was accepted and became a world leader in its field. Further work on the Warman AH pump resulted in the development of interchangeable metal and rubber wearing components."

Fuzzy logic and neural networks are new technologies being applied in many areas of engineering and business. While it is not always clear which kinds of problems are best suited to these technologies, and which problems are best approached with more standard methodologies, both fuzzy logic and neural networks appear to show great promise in the field of control systems. This paper demonstrates two advantages that these technologies offer: Easy controller design in the absence of a mathematical model of the plant to be controlled, and adaptive control capable of quickly responding to changes in the plant.

The effect of selective dispersants as wet grinding aids for ores is demonstrated on laboratory scale batch and continuous grinding equipment. A complete characterization of behavior is performed on a given ore to demonstrate correlations involving torque, % solids, net production rate, and slurry weight and volume loading. The relationship between such laboratory data and industrial scale testing results is very consistent.

With the burgeoning development of precious metals heap leach mining projects throughout the country regulatory agencies are beginning to take a closer look at the short-and long-term environmental consequences of heap leach mining. This increase in regulatory review is occurring on federal, state and local levels, and is affecting both large- and small-scale mining developments. Small-scale mining developments are receiving especially critical regulatory scrutiny because in the eyes of some regulatory agencies, small developers lack the credibility automatically accorded to major mining companies. This is due in part to a bad image of small miners based upon past environmental problems and permit violations caused by a few, small operators. The proponent of a small mining development thus faces special problems during the project permitting process, and must convince the regulatory authorities of his company's ability and commitment to plan, develop, and decommission a mining operation in compliance with environmental regulations. Not only must the small developer have a thorough understanding of the regulatory requirements affecting his project, he must also devote considerable effort to careful internal planning in order to produce a well organized approach to project permitting. The importance of proper planning cannot be overstated. Project planning is key to convincing the regulatory agencies that the small miner is capable of developing a viable project. More- over, the economics of a small mining project demand permit acquisition at modest cost and in a timely fashion. A well planned permitting effort will thus ensure that permits are received within budget and on schedule. This paper will review the federal, state, and local permitting requirements for heap leach projects, and the variability of these requirements from state to state. The environmental assessment process for projects developed on public lands, and the acquisition of zero- discharge water quality permits, air quality permits, and local special use permits as they apply to small mining developments will be discussed. The paper will conclude with a review of project decommissioning and cyanide neutralization requirements and their implications for small-scale heap leach projects.

The Government or Jamaica has just completed agreements with four of the five bauxite/alumina companies operating in Jamaica. These companies are Kaiser, Reynolds, Alcoa, and Alcan, and the Agreements came into effect on February 1, 1980. One of the results of these new Agreements is the Acquisition of all company-owned bauxite lands by the Government and the rationalization of bauxite reserves.

There are several ways in which to classify refractories. The most suitable one is based on their general composition or raw material content. The categories are: 1. Aluminosilicate brick which include the fire clays and alumina and high alumina raw materials. 2. Basic brick which includes magnesia and chrome ore alone and in various combinations. 3. Silica brick which uses gannister or high purity gravels and sands. 4. Insulating brick are generally of the aluminosilicate type but may be most all refractory raw materials. 5. Special refractories are made from raw materials of zircon, zirconia, ultra high alumina, silicon carbide, fusion cast products, chromic oxide, carbon and graphite. The raw materials that make up these different categories are what we are briefly going to consider. Emphasis is placed more on the most important raw materials.

Two key strategies for a new generation of mining are developing domestic raw material production and doing so in an environmentally responsible way, according to presenters at the 83rd annual meeting of the SME Minnesota Section in Duluth (the 71st annual University of Minnesota Mining Symposium). From technical sessions detailing how to build com-munity support, to a short course on international perspectives in iron ore mining and processing, the two-day meeting emphasized the potential of Minnesota state deposits and the importance of maintaining productive community relations both locally and globally. The meeting of more than 300 mining industry professionals began on April 20 with a traditional convocation celebrating the values of northern Minnesota. The accompanying tradeshow, with a record 131 booths, showed the speed and vigor of the economic rebound. Keynote speaker Scott Anderson, vice president and senior economist at Wells Fargo, stated the prevailing mood of the conference: ?Wow, what a difference a year makes.? With metal prices and sales up and heading higher, he said, it was clear that the production-centered economic recovery is reaching the mining and the minerals industry. However, Anderson sounded a few notes of caution. Serious threats to economic stability remain, including the burgeoning national de?cit, high unemployment and the still out-of-control foreclosure crisis. Overall, he predicted a below-average recovery and stressed the importance of developing a long-term business strategy.

The Pyke asbestos deposits were discovered by Kennecott Explorations (Australia) Pty. Ltd. in 1969 during the course of base metal exploration on the South Island of New Zealand. Extensive occurrences of chrysotile asbestos were found associated with the Red Mountain ultramafics in the headwaters of the Pyke River, and to the north and south along the ultramafic belt for a distance of 70 km. Surface evaluation and drilling by Kennecott in 1970 and 1971 identified numerous small deposits of good grade fiber in the Little Red Hills between the Pyke and Barrier Rivers. Additional drilling and three adits have been completed by other companies since that time. The property is presently held by Lime and Marble, Ltd., of Nelson, New Zealand, and Kennecott Explorations (Australia) Pty. Ltd. This chapter presents the regional and local setting of the asbestos deposits, including the geology and nature of mineralization. In addition, the exploration methods used by Kennecott in the discovery and evaluation of these deposits are outlined. Subsequent work by other companies is mentioned, but not de- scribed in detail. This subsequent work did not alter Kennecott's conclusions or produce any serious changes in the interpretation of geology and mineralization. The author acknowledges the contribution of the many employees of Kennecott Explorations (Australia) Pty. Ltd. who have been involved in the project. In particular, thanks go to Ramon Farmer, N.G. Corner, and A.W. McConie, who were responsible for completion of field work and reporting on the project. The responsibility for the conclusions and interpretations of this chapter are solely that of the author and result from his involvement in the discovery of the deposits and management of the exploration program. REGIONAL SETTING Ultramafic rocks on the South Island of New Zealand are thought to be Permian in age and occur between crystaIline and metamorphic continental rocks of Precambrian through Cretaceous age in the west, are thought to have once been part of the Antarctic subcontinent, and the extensive geosynclinal graywacke deposits of the Mesozoic New Zealand geosyncline in the east. They consist of the Dun Mountain ultramafics, a 130 km long segment of ultramafic rocks located at the north end of the South Island, and the Red Mountain ul- tramafics that occur in a zone 200 km long in the south half of the South Island as shown in Fig. 1. These two belts, once contiguous, have been offset a distance of 560 km by the still active Al- pine fault, which is analogous in character and offset to the San Andreas fault of the United States. The ultramafic rocks occur within a sequence of Permotriassic volcanic and sedimentary rocks that probably formed at the eastern margin of the continental plate. The ultramafics appear to be tectonically emplaced between Permian lithologies in the Dun Mountain belt (Coleman, 1966), and at the base of or between Permian volcanics and sediments in the Red Mountain belt. The Permotriassic ultramafic volcanic sequence of the Red Mountain ultramafic belt appears to be a typical ophiolite sequence. Ultramafic rocks, mixed mafic intrusive rocks and volcanics, volcanic rocks, and volcanoclastic sediments occur in apparent superposition from east to west in the area of Red Mountain. Farther south, ultramafic rocks are associated with basaltic volcanic rocks and some sediments, and still farther south are emplaced entirely in sediments. These structural compIications of the normal ophiolite sequence have resulted from the coincidence of Permian subduction, early Mesozoic extension and sedimentation, and Cretaceous subduction along the same plate margin (Landis and Bishop, 1972). Adaptive management can be described as a structured, iterative process of robust decision making in the face of uncertainty, with a goal of reducing uncertainty over time through system monitoring. Adaptive management is a tool which can be applied to not only change a system, but learn about the system (Holling, 1978). Adaptive management has been used in ecosystem management for years and guidance is provided in a variety of handbooks and publications. Adaptive management can be applied to industrial facilities and mines through the use of an adaptive environmental management plan (AEMP) and associated practices. The goal of this paper is to provide an explanation of how the plans and practices support regulatory agency approvals and permitting, span the life-cycle of mines, manage uncertainty, and assist in addressing mining impact and legacy issues. AEMPs and associated practices are useful tools to address the uncertainties in identifying, evaluating, and managing impacts of proposed new and modified mining facilities undergoing environmental review. Once a proposed project is approved, the AEMP continues as a living document, being informed, revised, and adapted by the operations. The AEMP can serve as an ongoing management tool for describing and evaluating environmental impacts, continuing in operations into post reclamation. If initiated during planning and environmental review of a project (and in some locations such as the United States [U.S.], the preparation of an Environmental Impact Statement (EIS)), the AEMP becomes a basis to identify, monitor, and manage potential project environmental impacts. Development of an AEMP for an operating mine is also beneficial since there are generally developing and ongoing environmental issues at those facilities as well. Over time, the AEMP is adapted to changing requirements and conditions including those anticipated and unanticipated. Ever increasing scrutiny of mining projects and the complexities of the EIS process highlight the uncertainties inherent in impact predictions. In making the momentous decision of initial project approval, these uncertainties can discourage the regulatory agencies? actions and create stakeholder anxiety and controversy about a project. A well-designed AEMP can support the decision to approve an EIS and enable a project to move forward. Additionally, an AEMP can inform financial assurance estimates and revisions over the life of a mine providing all parties including the citizens of the surrounding communities with greater confidence that potential environmental impacts and risks will be well managed.

A technique has been developed that analyzes routine mill operating data to determine the key operating parameters responsible for gold losses to tails. These parameters represent the prime operating variables having a dominant effect on gold recovery. The technique quantifies these effects for the specific plant being analyzed, providing a tool to optimize recovery and costs and so enhance the mine?s cash flow. The quantitative relationships generated will be different for each ore and plant: every case is site-specific and has to be treated on its merits. Examples are provided to illustrate the considerable metallurgical and financial benefits which can be realized from optimization. The examples are taken from case studies of mills in four major gold mining districts of the world.

The U.S. National Institute for Occupational Safety and Health (NIOSH) uses light-scattering real-time dust monitors (nephelometers) in its research to develop dust controls to reduce respirable silica dust overexposures in miners. Recently, the model 1500-pDR, an active nephelometer (i.e., with cyclone and pump configuration), was introduced by Thermo Scientific. Testing was completed to ensure compatibility with the metal/nonmetal mine dust personal sampling unit (M/NMDPSU). Results of testing demonstrated that gravimetric concentrations measured from the 1500-pDR are comparable to the gravimetric concentrations measured using the M/NMDPSU, without need for correction, under commonly observed dust loading conditions.

Over the last few years, new methods to characterize the flow properties of bulk solids have been developed. Abrasive wear and particle attrition can now be accurately measured in a laboratory and scaled up to field conditions. In addition, the effect of large particles on a material's flow properties (cohesive strength, bulk density, wall friction) can be determined as well as the effects of various additives such as Freeze Conditioning Agents. New developments have also taken place in terms of devices to improve the reliability of solids flow. Much attention has been paid to finding ways to provide a mass flow pattern with relatively shallow hopper walls through the use of inserts. Such devices can also provide reliable in-bin gravity blending of bulk solids and/or completely non-segregated discharge. Other developments have occurred in the area of belt-to-belt transfer chutes and sealing screws. Many of these developments have direct application in the mining and minerals processing industries. Examples of each will be highlighted.

The era of low-seam mining with continuous haulage has been here for quite some time. Typical tonnages in companies such as Terry Glenn Coal are currently averaging 405 tonnes per shift in .8m coal. JoAnn Coal has averaged 453.6 tonnes per shift in .775m to .825m coal for the past four years. John Chaney of Chaney Coal has averaged 297 tonnes per shift in .6m to .65m coal. There are many other mines that are experiencing similar success and with maintenance costs that are averaging $.10 to $.40 per tonne. These figures have been documented and can be verified by the operators.

Unitization and containerization continue to grow with great rapidity throughout the world today. Every industrial nation outside of the Iron Curtain is devoting more and more time toward research of these developing sciences. Unitization and containerization are proving to be the solution to many of modern industry's most pressing handling and shipping problems. Manufacturers make large savings, carriers receive many benefits, and customers take an increasing interest in demanding that their shipments either be unitized or containerized. Unit-loads consist of items, packages or bulk materials pre-assembled into a convenient mass for handling by mechanized equipment and to fit the internal dimensions of carriers. It has been found that unitized handling and shipping offers cost savings too great to be ignored by anyone interested in the distribution of goods. At present, the benefits from unitized shipping and handling are being enjoyed only to a small extent due to the failure of many persons concerned with handling practices in recognizing only some of the advantages of unitization. Before the full benefits of unitized handling and shipping can be realized, some major changes in packaging and distribution practices will be necessary on the part of industry. Numerous investigations in the last two years show conclusively that there are more advantages and more inherent savings for shipping goods on pallets in unit loads than by any other method. There is no question that unit-load handling can offer significant advantages to the user over piece-by-piece package handling. Reduction in handling costs is the primary objective of such activities, but it is by far not the sole objective. Some of the other benefits that can be realized are:

Mention of company names or products does not constitute endorsement by NIOSH. ABSTRACT Accident data indicates that mobile haulage poses a significant pinning, crushing, and striking risk. Proximity detection systems (PDSs) have the potential to protect mineworkers from these risks. However, unintended consequences of mobile PDSs can undermine the safety benefit they provide. Soliciting iterative user input can improve the design process. Users help provide a critical understanding of how mobile PDSs may hinder normal operation and endanger mineworkers. Researchers explored users’ perspectives by conducting interviews with mineworkers from seven mines that have installed mobile PDSs on some of their haulage equipment. Mineworkers reported that mobile PDSs affect loading, tramming, section setup, maintenance, and general work on the section. Mineworkers discussed the operational effects and increased burden, exposure, and risk. Mineworkers also suggested that improved task compatibility, training, logistics, and PDS performance might help address some of these identified issues. This paper also gives additional insights into mobile PDS design and implementation. INTRODUCTION Pinning, crushing, and striking accidents are a large problem in underground coal mines, especially for mobile haulage. Between 1984 and 2014 there were 179 non-fatal and 42 fatal pinning, crushing, and striking accidents involving mobile haulage vehicles, including coal hauling machines and scoops [1]. Proximity detection systems (PDSs)—automated systems that decelerate and stop a vehicle in order to prevent a collision—have the potential to protect mineworkers in these situations. In fact, PDSs are now required on all place change continuous mining machines as of March 16, 2018, as a result of the final rule published in January 2015 (30 CFR 75.1732) [2]. To address mobile haulage, later in 2015 the Mine Safety and Health Administration (MSHA) also proposed a new rule that would require PDSs on mobile haulage vehicles [3]. Though there has been no additional actions related to the proposed rule and it is not currently required, mobile PDS can still help to save lives. MSHA estimates that the adoption of mobile PDSs could prevent approximately 70 injuries and 15 fatalities over the next 10 years [4]. As of June 2015, the underground coal industry had already equipped 155 of the 2,116 mobile haulage vehicles in use [1]. In order to capitalize on the projected safety gains afforded by PDSs, it is important that the systems are designed and implemented effectively. Along with others, researchers at the National Institute for Occupational Safety and Health (NIOSH) have been exploring PDSs for more than two decades [5-7]. Throughout this time, NIOSH has also held several stakeholder meetings (2010, 2014, 2016, and 2017) in order to disseminate information and provide an opportunity to discuss on ongoing issues and concerns. Despite some progress, human factors remain a key concern. Previous research examined mineworkers’ attitudes towards PDSs on continuous mining machines [8] as well as how continuous miner operators’ perceptions of risk have changed as a result of PDSs [7]. However, stakeholders have still expressed a need to better understand how mobile PDSs affect the mining process, the mineworker, and whether and how they may present previously unidentified risks.

California's Surface Mining and Reclamation Act (SMARA) was passed in 1975 to identify and protect mineral resources in areas of high land-use conflict and ensure reclamation of mined lands. Under SMARA, aggregate resource availability is quantified and compared to forecasted demand in specific market regions. Fifteen regions studied thus far cover 20,000 square miles and contain 50 billion tons of high-quality aggregate resources which have been legally designated as ?regionally significant?, providing a measure of protection previously unavailable. SMARA reports and State testimony at local hearings have supplied objective information and helped reduce conflict in mine-permitting decisions.
