"The development of mining safety and health management as a recognized profession has been long in coming. Over the last 150 years, the mining industry has evolved from having individuals randomly involved in safety related work with no specific responsibilities or qualifications, on to the designation of individuals responsible for safety, regardless of knowledge, qualifications and experience and finally to today’s expectation that virtually every mine and mining company has designated individuals operating as safety and health professionals. Further, with the complexity, risk potential and moral expectations surrounding safety, people who address mine safety and health management are justifiably expected to function in a professional capacity including:1. Rendering a specialized service based on advanced knowledge and skill.2. Maintaining a high degree of obligation to those most affected by mine safety outcomes.3. Bound by an ethical code in working with the public, employers and miners.4. Maintaining confidentiality with an employer or client. This historical change parallels thedevelopment of other professions, e.g., attorneys, engineers, physicians, etc., with the exception that those professions require a license granted by a governmental agency, which is justified on the basis of public protection, in order to practice. Likewise, decisions made by today’s mine safety and health professionals, both directly and in association with other managers, clearly have a significant impact on the life and welfare of miners throughout the world.CertificationIn light of this, there is growing need to improve standards of competency and professionalism for those who work in mine safety and health management. An effective mechanism to accomplish this, other than licensure, is the use of accredited professional certification programs. There are many professional certification programs for safety and health throughout the world (Hale & Harvey, 2012). However, there is only one certification specific to mining —the Certified Mine Safety Professional (CMSP). The International Academy of Mine Safety and Health (ISMSH-SME) was formed with the purpose of developing and managing mining safety and health certification programs for the Society for Mining, Metallurgy and Exploration (SME). In 2016, following the discontinuation of the International Society of Mine Safety Professionals (ISMSP), which developed the Certified Mine Safety Professional (CMSP) credential in the 1990s, the IAMSH-SME began the process of updating and relaunching the CMSP program. Among other work required to gain third-party accreditation both domestically and internationally, the IAMSH-SME has developed a new Body of Knowledge associated with mine safety and health management (Table 1)."

An upsurge of interest in slurry pipelines to move coal from Wyoming, Montana, and Colorado to markets in the southwest, west, midwest and northwest has recently developed. Specific pipelines have been proposed to serve these markets; the routes of these lines are depicted in Exhibit I. It is, therefore, timely to discuss some technical aspects of the terminal facilities for these western coal pipelines. The discussion will be based on experience with the Ohio and Black Mesa pipelines as well as detailed planning and testing for a proposed 1,000-mile system from Wyoming to the middle south area. The economics of the pipeline terminal processes are heavily depend¬ent on site, type of process used, and other specifics of the situation. The United States has abundant coal resources that could last at least another century. and probably longer at present consumption rates. Geographically, the coal resources are distributed over the entire nation including Alaska, although there are no coal deposits in the highly populated areas on the two coasts. This allows free access to the coal, but makes transportation more expensive. Not all coals can be utilized equally because they differ vastly in quality. The sulfur content of coals, considered as the most detrimental acid rain-causing element, varies from as low as 0.3 percent in some areas of the western U.S. to 5 percent or more in parts of the Midwest. The chlorine content, which causes corrosion of plant hardware, also varies regionally. The 1990 amendments of the Clean Air Act of 1963 (CAA) require that emissions of sulfur be restricted and rolled back in two stages by the year 2000. There have been a number of reports expressing concern about the future of the industry in the states where high sulfur coal is produced. The remedies devised by the federal government and many coal-producing states in the past to "se-cure" the future of the regional coal industries have focused on the physical task of removing sulfur rather than the economic challenge of doing so at a cost that will enable high-sulfur coals to survive and compete. The past remedies, generally, were not specific enough to account for the characteristics of regional coal deposits and did not look at the coal market as an integrated national and international entity. The State of Illinois has, in recent years, taken a more comprehensive approach to the solution of the problem.

"Optimization techniques are successfully used in many different fields such as engineering, physics, economy, and politics in order to enhance the performance of the systems. In concrete technology, Aggregates are prepared by mixing the water and cement in proportional quantities. In order to obtain desired quality control parameters, the determination of the ingredients ratios is one of the important problems for the optimization. Additionally, in the quarries where the aggregate quality constantly changes, blending optimization must be made to obtain a sustainable aggregate quality. This study showed that linear programming, which is easy and which includes many aggregate properties, cannot be used in terms of some aggregate properties. Therefore techniques such as nonlinear programming or genetic algorithm must be used. INTRODUCTION Concrete is a used construction material and made by mixing the aggregate, cement, and water. The concrete properties are directly related to the properties of these materials in blending. The quantity of aggregates in concrete is approximately 70 percent of the concrete’s volume. Therefore, the most important material is aggregates. The extraction of aggregate materials in quarries is more problematic because of variable bedrock properties. Therefore, the quality of the materials changes and the characteristics of the concrete are also influenced directly. In terms of sustainable use of natural resources, produced aggregate materials which have different qualities should be used optimally (Adiguzel et al., 2014). Nowadays, in the solution of the blending optimization, various optimization techniques are being used such as linear programming, nonlinear programming, and genetic algorithm. In this study, blending optimization techniques especially used for concrete aggregates blending have been summarized, and the advantages and disadvantages of these techniques have been introduced. BLENDING PROBLEMS Blending is a frequently encountered problem in process-type manufacturing such as mining, refinery, food industry, chemical industry and metal industry (Sakalli 2010). Blending is a commonly used method in lots of practical solutions (Sarker and Newton 2008). Several optimization techniques are available for blending problems (Furman and Pardalos 2009). The most important issue is to blend with minimum cost. The blending problem is a special linear model which was developed to solve this problem. In blending optimization research, linear programming is a widely used method (Adiguzel et al. 2011; Bascetin and Adiguzel 2011)."

An assessment of U.S. western hard-rock miners? noise exposures was conducted as part of a multi-year National Institute for Occupational Safety and Health (NIOSH) survey of noise exposures in each sector of the mining industry. Noise from selected mining equipment and operator noise exposures were measured, analyzed, and tabulated for dissemination to the participating sites and are being used to direct NIOSH research and interventions to address the greatest noise hazards. Eighty-two noise dosimeter measurements were obtained, along with time-motion studies as the miners operated hard-rock mining machines. Ninety-six percent of the operators had daily noise doses that exceeded the Mine Safety and Health Administration?s permissible exposure level. The average gold miner dosages while operating the following equipment were: haul trucks - 261%, load-haul-dumps (LHDs) - 235%, single boom drills - 221%, bolters - 214%, and dual boom drills - 163%. The worst exposure level was a silver miner with a daily dose of 873%. Time-motion data showed that this miner?s exposure accumulated most rapidly while operating a jack-leg drill. These results will be used to help prioritize noise control development by NIOSH and other partners. nt in the mining industry, and identifying factors associated with these injuries is critical for developing prevention efforts. This study identifies nonfatal injury incidence rates, nature of injury, work activities, glove usage, and sources of hand and finger injuries in the U.S. mining industry, as reported to the Mine Safety and Health Administration (MSHA) from 2011 to 2017. Hand and finger injuries occur at a rate of 6.53 per 1,000 full-time employees, which is nearly double the rate of the next highest affected body part, the back. Most of the hand and finger injuries were classified as cuts/lacerations/punctures (53 percent) followed by bone fractures/chips (26 percent). Materials handling and maintenance/repair were common activities at the time of the incident with miscellaneous metals — such as pipe, wire and guarding — and hand tools as the primary sources of hand and finger injury. Although the information on glove use was limited, leather gloves were most often worn when an injury occurred.

There is a saying, the greater the gratitude, the shorter the speech. That puts me in a quandary, because while I am grateful for the honor you do me today, I also want to talk about a subject very important to all of us. A few months ago, when I was asked to submit a title for my talk, I chose "Quality where it counts." I did so because perhaps the most important thing we at Amax did in our restructuring was to commit to quality in all our businesses - quality people, assets, and operations. Together, they create quality performance, which produces quality growth and increased shareholder value - our prime corporate mission. We are dedicated to quality. At Amax, quality means everything. Today, I want to discuss quality in another context - the need for it in American education and what we have to do to achieve it. If we ignore this need, we will all suffer the consequences. And they will be upon us far sooner than the next century, barely a decade away. I think almost everyone in this room works for an organization that had to restructure in the 1980s. Mining companies that did not, just didn't make it. Well, we did. As an industry, we are seeing improved profits, positive cash flow, and a more competitive position in the world marketplace. But all the restructuring we have done, all the hard work, and all the pain that was part of it, will be in vain if, down the road, we do not have the educated people we need as workers. We need them to design, manufacture, and market the products that use the basic materials produced by the mining industry. Simply put, we are at a crisis point in education today. That is no new revelation. Nearly six years ago, the National Committee on Excellence in Education published its report, "A Nation At Risk." Since then, things have not gotten better. The Wall Street Journal, Business Week, US News & World Report, and Fortune have all recently published stories about the sorry state of education in the United States. The subject has become the topic of TV talk shows as well as national commissions, and for good reason. The pool of young people entering the US labor force is dwindling. In the next decade, 10 million fewer will enter the job market compared to the 1970s. But fewer of them will be qualified to do the jobs available to them. Here's why: • 20% of today's high school students drop out before they are 18 and another 20% graduate functionally illiterate; 40% of today's fourth graders think the world is flat; • 20% of today's sixth graders cannot locate the United States on a world map; • one of every three ninth graders cannot figure the change for a two-item meal - and I'm talking about a Big Mac and fries. These are not just problems of minority kids in big city ghettos. Fully 40% of all young working Americans cannot add up their lunch bill. Three out of every five college freshmen need some kind of remedial work. These statistics are frightening. Particularly so because, while the work force is becoming less qualified and our public education system is getting worse, our products and technologies are becoming more complex. We are approaching a time when we will have machines that recognize handwriting but people who cannot write. We will have technology to take voice commands, but people who do not know what they are talking about. The accelerating pace of technology is changing the nature of the job market. The fastest growing jobs now, and in the years ahead, are in professional, technical, and sales positions requiring the highest education and skill levels. Most of these jobs will require the use of a computer. Yet, 95% of today's graduating high school students have never laid a finger on a computer keyboard. Northwestern Resources Co. (NWR) was established in 1972 as a wholly-owned subsidiary of Western Energy Company of Butte, Montana, to acquire, explore, develop, and produce energy resources outside the state of Montana. Western Energy is a coal mining company with successful operations in Montana and Wyoming. In 1974, NWR acquired its first lignite lease in Texas. NWR eventually acquired a large leasehold in central Texas, which was identified as having a high potential for future production. In 1979. NWR contracted to supply lignite to Utility Fuels, Inc. (UFI), a fuel affiliate of Houston Lighting and Power Company (HL&P). This project, together with leases held by UFI, became the Jewett Mine. Lignite from the Jewett Mine is used as fuel at the adjacent HL&P Limestone Electric Generating Station, at an annual rate of approximately 7.3 Gkg (eight (8) million tons) per year.

The South African Mining, Extraction, Research, Development and Innovation (SAMERDI) strategy was launched in 2019 with the goal of modernizing the mining industry. It comprises three major research initiatives: improvement in the efficiency of extraction and health and safety in current mining operations, development of fully mechanized systems to mine narrow tabular ore bodies in hard rock, and development of extraction systems to break rock without using explosives. The crosscutting Advanced Orebody Knowledge (AOK) program seeks to develop and implement drilling and geophysical technologies that can characterize the rock mass ahead of mining and identify potentially hazardous geological features. This knowledge will be integrated with information derived from seismic monitoring. Mining methods, layouts and rock support systems will be adjusted accordingly to mitigate the risk of rockbursts. Boreholes are routinely drilled ahead of mine workings using diamond-impregnated bits. The drill core is logged to identify lithology and geological structures (especially dykes and faults that may be seismogenic), sample the ore body for grade control, and detect areas that may contain water and/or flammable gas. Methods and technology to improve the efficiency of drilling and maximize the information obtained from the drilling process, borehole core, and the borehole itself are being investigated. A range of geophysical technologies are being developed to map the rock mass from the skin of the excavation to a distance of several tens of meters. Light Detection and Ranging (LiDAR) is used to map the geometry of the excavation, including prominent joint, vein and fracture sets and the presence and performance of rock support elements and systems. Ground Penetrating Radar (GPR) is used to penetrate deeper into the rock mass and image joints, fractures bedding planes that influence the stability of the hanging and side walls. Image processing techniques known as ‘seismic attributes’ are being applied to the radargrams to improve interpretation. Electrical Resistivity Tomography (ERT) and various active and passive seismic techniques (e.g. Tunnel Seismic Profiling (TSP), ambient noise tomography) achieve even greater penetration into the rock mass. Finally, machine learning is used to improve the processing and interpretation of seismic and radar data.

In 1996, lack of confidence in assaying methods and sample handling affected companies as diverse as Bre-X and Timbuktu. Share prices and the ability to raise financing are impacted when the quality of assay data is suspect. Overseas projects are subject to enhanced scrutiny when local facilities are used that are unfamiliar to brokers, financing agencies and banks. Quality control systems can be implemented but there are associated costs. These costs should reflect the risk to the mining company, investors and financiers and the size of the proposed investment. In this regard, assay control can be considered a form of insurance to enhance the value of an exploration or mining project. Providing reliable assay data in a production laboratory is challenging. Pressures such as time constraints and profitability affect data integrity. In Australia and North America, reliable assaying services have been provided by several laboratories. Mistakes are primarily due to human error but systems are available that monitor results and identify these types of errors. As the mining industry expands globally, mining companies encounter difficulties in some of these areas due to lack of infrastructure, poor communications, bureaucracy and political risk. These challenges also apply to the operation of laboratories, enhancing the risk of compromised data.

Locating and defining an ore body with minerals or metals that can be recovered at a profit is the objective of minerals exploration. Direct exploration involves examining and sampling rocks either in outcrop, underground exposure, drill core, or cuttings. Indirect exploration infers the measurement of some physical, chemical, or biological factor that reflects the possible presence of the metal or mineral of interest, or a structure that may act to collect, concentrate, or otherwise favor the presence of the desired commodity. Included here are all forms of geophysical, geochemical, or geotech-nical prospecting. In recent years, indirect exploration has given rise to an impressive number of specialists and a variety of techniques. Less impressive is the success rate or productivity of the modern explorationist. Exploration Productivity Losing Ground Judging from the low number of mine openings or mine discoveries in recent years, the exploration industry is not as productive as it once was. Many will take umbrage at this judgment, but a review of the literature will support this statement. In Canada, from 1951 through 1960, there was an average of 5.6 discoveries a year. From 1961 through 1976 there were only four a year. This nearly 30% reduction occurred despite a massive increase in exploration funding. From 1950 to 1955, the Canadian mining industry spent $5 million (1975 dollars) for each minable deposit found. During the period 1970 to 1975, the cost was $25 million for each one found. The industry was spending five times as much and finding 30% less than a generation earlier. This is not indicative of a productive endeavor. The loss in productivity is even more apparent to explorationists who wander the western US, and are awed by the thoroughness and discovery rate of those early prospectors who explored from 1850-1920. The "old-timers" missed very little. They used pans and crude chemical tests in place of plasma or X-ray fluorescent assay techniques. But, they found ore bodies that led to mines. Today, the best prospecting areas are pockmarked by the hand dug pits, trenches, and shafts left by our predecessors. The success or productivity of the old-timers may be attributed to any or all of several factors. Granted, they were looking at virgin ground and at deposits that in many places were exposed. The factor most critical is, however, that they employed direct exploration methods. They walked over areas of interest, traversed swamps and mountains, and followed "colors" in stream gravels to their source. They also chipped rocks, dug pits, trenched along structures, and followed the "leads." Many of today's explorationists, on the other hand, adopt a more sophisticated approach. A geologic model is conjured up so the exploration team "knows" models, but the model should be applied at a later stage in the exploration effort. J. D. Ridge has written an excellent article on the role and timing of models. Geologists should collect and assemble data, facts, and observations and fit these into a model and not conceive a model and seek data to prove their vision. Further, many exploration managers are adept and talented at devising exploration programs. They can program and use modern exploration techniques and tools. They can apply these and their modeling capacity to assemble a glittering array of targets. It would appear that in all too many instances, creating targets has been equated with and is considered being productive. As noted, finding ore bodies is being productive in exploration. Creating targets may or may not lead to ore bodies. As an end result, locating targets is not productive exploration. How then does one foster productivity in exploration? Some suggestions are to increase the use of direct methods, follow the methods and philosophies of old-timers, look at more rocks, do more field work, use foot traverses, and do more drilling. It may be argued that this is what the old-timers have done and we would then be hoping to find

Subsidence due to abandoned coal mines has received copious attention recently. This is a result of many factors such as the enactment of new mining laws and the effect subsidence has on land use over the mines. Prediction of subsidence features and the time aspects over supercritical extraction (i.e., longwall and high extraction ratio pillaring) is relatively accurate. However, predicting when subsidence will occur and the surface features' size and shape above subcritical extraction of room and pillar mining is not yet possible. This paper will discuss the factors that influence the time aspects of subsidence in room and pillar mining.

The availability of concentrated brines rich iodide, bromide, chloride, sodium, magnesium and calcium ions has led to extensive chemical manufacturing operations in Michigan. The brines, ranging 1,000 to 8,000 feet below the earth's surface, are the remnants of ancient oceans which periodically covered and receded over the land area which is now Michigan. After pumping the brine to the surface, iodine and bromine are extracted via an oxidative process. Iodine and bromine find application in catalysts, disinfectants, flame retardants, oil field fluids, film, and gasoline additives. Addition of alkalinity to the brine precipitates magnesium hydroxide, used in high quality refractories needed for steel manufacture. The brines are also the country's primary source of calcium chloride, employed in ice and dust control.

This study revealed significantly less favorable perceptions of the existing organizational safety climate among workers in the underground coal-mining sector compared with those in the industrial-minerals and sand, stone and gravel (SSG) sectors. Consequently, it is important to consider pragmatic ways in which health and safety management systems (HSMS) in coal mines can alter processes to improve these perceptions. Given the interdependencies of safety climate factors and HSMS elements, researchers explored mineworker perceptions of the supportiveness of organizational safety climate factors among mineworkers and identified significant differences in perceptions across sectors. In this paper, we suggest that health and safety professionals in underground coal mining and organizations with fewer resources or less mature HSMSs focus on these factors to bolster support for proactive safety performance. Potential barriers to implementing or improving relevant HSMS elements and ideas to help foster more favorable perceptions of organizational safety climate are also discussed.

Recently a mining analyst for a major bank called me to say that during his travels he had encountered an electric utility interested in a new uranium supply. Since we produce uranium as a by-product of phosphate operations rather than as a primary product, he assumed we simply sold our output in the spot market and that a new prospective purchaser would be of interest to us. This assumption was incorrect; the uranium had already been sold on a long term basis at terms more favorable than the currently depressed spot market. From the outset our approach to the marketing of uranium was based on the principle that by-product marketing is not unlike primary product marketing. This was particularly appropriate in the case of uranium, as we were planning a considerable technical and capital commitment to a new business. This illustrates: that the fundamental principle in by-product marketing is to follow a primary product strategy; that the terms "by-product" or "co-product" are creations of accountants; that they have no place in marketing decisions! Traditionally, the term "by-product" has implied that only a secondary marketing effort is required. Recent history has contradicted that view by demonstrating that by-product values can have marked impact on a mine's revenues and costs. In fact, by-product values can spell the difference between success and failure.

Larger mines spend millions of dollars annually on rock drilling tools, but often purchase based on historic consumption. The results vary from excess inventory to acute tools shortages. These lead to emergency sourcing, sometimes mixing products that don’t perform optimally. Boart Longyear analyzed the usage pattern of 96 thousand drill bits at thirteen different underground mining contracts, showing very high variability. The monthly standard deviation on a product level was 42%, with the highest for development and low volume bits. A new rule of thumb is suggested to carry only one month of safety stock for high volume bits, but increase to three months for low volume bits. This balance will reduce the risk of outages with less inventory. The accuracy can be improved by considering the specific conditions at each mine and reclassifying individual bits for a different safety stock level. Root cause analysis and collaborative forecasting between mines and suppliers can lead to further optimization of availability and inventory levels.

The large scale transportation and storage of sulphur in the liquid state is a relatively new development, but is really only a logical extension of old mining and processing techniques, It is not known who the first person was to win a relatively pure sulphur from ore by melting, but this method was commercially used at least two hundred years ago in Sicily and is still in use today. The Frasch process of mining was invented over sixty years ago, and the development and improvement of-liquid sulphur pumping and handling techniques has paralleled the growth in the Frasch mining industry. During the last fifty years, improvements in the technology of using sulphur have included the premelting of sulphur prior to its being burned for acid production or conversion into CS2 and other compounds. Yet, until fairly recent times, sulphur produced as liquid has been solidified into large blocks at the producing point, broken down by blasting or with mechanical equipment, and shipped in bulk form as a solid.

Planning the primary development of a mineral deposit usually is done only once during the life of a mine. As a consequence, not optimizing the primary development of a mineral deposit can cause disadvantages over the whole life of a mine and can lead to higher costs. As a contribution to an improved primary development design procedure beyond the already existing work a study of the identification and quantification of the influence of parameters on primary development based on operational data from working mining operations has been completed. Based upon such a quantification of the influence of parameters a sequenced decision model was developed, that enables to develop an initial concept for the design of the accesses from the surface based upon a few critical parameters. Such a model will not replace detailed planning work within a feasibility study, but it is intended to reduce the amount of planning efforts at an early project stage through providing information what are most likely economic solutions, based on simple rules.

INTRODUCTION AND SUMMARY This short paper deals with the history of the Nickel Plate Mine from 1898 to 1987, with the major focus on the time period 1984 to 1987. Operations from 1898 to 1955 are reviewed in a cursory manner with the emphasis on some interesting points in the early 20th century. A review of the major exploration work carried out in 1984 to 1987 is presented and the process of moving the project through feasibility, government permitting and construction is described. The Hedley gold camp is situated approximately 40 kilometres east-southeast of Princeton, in southern British Columbia. The area has had a long history of gold mining and between 1902 and 1955 approximately 1.5 million ounces of gold were won from several mineralized skarn orebodies. Most production came from the Nickel Plate and Hedley Mascot mines. AN EARLY TO MID 20TH CENTURY SUMMARY The Nickel Plate is one of the oldest mines in the province. The mine had operated from 1904 to 1930 and, after a period of shutdown, from 1934 to 1955. The mine was revived in 1967 for exploration and. will resume production during the first half of 1987. In the first period the Yale Mining Company and Daly Reduction Company operated for six years and Hedley Gold Mining Company for twenty-one. In the second period the mine was operated by the Kelowna Exploration Company Limited and Kelowna Mines Hedley Limited for twenty-one years. In the present period the mine has been revived by Mascot Gold Mines Limited.

Compared to coal or many metals industries, talc must be considered a small, specialty market catering to niches and dependent primarily on the physical attributes of the mined and processed mineral rather than the chemical attributes with copper, lead or uranium concentrate, the primary objective is the percent metal that ultimately is refined by the smelter, as opposed to the brightness, particle size distribution, trace impurities or morphology. The latter constitute the important determinants of where, how and why talc and similar industrial minerals are used. This paper addresses the talc market-place: where it is, how much of a market there is, who the producers are, available capacity, market growth, and marketing techniques.
