Your interesting and well-written paper brings up the issue of the purpose or use of a mineral property appraisal, specifically the value of these evaluations when the quality and quantity of the mineral resource to be exploited have not been thoroughly investigated. I am not a practicing professional in regards to valuation of limestone investment opportunities. I simply wish to make a few generic observations about the appraisal process in order to stimulate meaningful thinking by appraisal professionals whose reports may be reviewed by professional investors and "laypersons" alike. It is my contention that the analysis given in your paper is very thorough, considering the data that was made available to you. But I would not like to be the person responsible for investment decision making without having a feel for the risk involved. Therefore, the reviewer must classify this type of analysis as relatively "subjective" because they have not received an indication of the inherent risk involved in exploiting a mineral resource. This risk can best be quantified by using probabilistic methods in conjunction with the quality and quantity of the mineral to be produced. Most appraisals passively ignore this problem. Specifically, you have accurately identified the various costs and values entering the economic appraisal process. These can usually be quantified with a great deal more certainty than the capability of the resource to provide 25 years of quality material. Also, in Cases A (West Virginia) and B (Alabama), you are fortunate enough to have previous operations data. What if there had never been production from these properties? How does a potential mineral property investor evaluate the resource capability to meet various projected financial outcomes without spending a good deal of up-front capital to drill and delineate enough quality resources for a 20-plus year operation.

The development of pelletizing during the last ten years has continued, however, self-fluxing pellets have not been regularly and commercially produced for use in blast furnaces, except as Kobe Steel, Ltd., Japan. This paper tells about unique developments for self-fluxing pellets, and their effects when used in Kobe Steel's No. 3 blast furnace at the Nadahama Works (inner volume 1845 Nm3, hearth diameter 9.5 m)., Several phases of the pelletizing process are discussed individually, and also their relation to performance in blast furnace operation. Special emphasis is placed on proper preparation of the limestone added to the raw materials, and indurating at optimum conditions. Means of improving pellet quality by correct control of size distribution of the raw materials used in pelletizing, and indurating temperatures, are also discussed. As basicity (CaO/SiO2) of pellets increased 0. 1, coke consumption decreased 3. 8 to 4. 2 kg per ton of hot metal, when using 70% pellets in the iron burden.

White Pine Copper Company began operating a plant designed to recover copper matte particles from its discarded reverberatory furnace slags in April, 1972. Seasonal operation, generally the months of April through November, continued through October, 1974, shutting down due to feed exhaustion. White Pine reverberatory furnace slags contained economically recoverable amounts of copper for a variety of reasons. Among them: 1. White Pine concentrates yield extremely high matte grades (65+% Cu) and viscous slags. The viscous slags hinder matte settling causing matte "prill" entrapment in the slag 2. White Pine's total refined copper output is accomplished through fire refining requiring special techniques for impurity removal, especially small amounts of nickel introduced from purchased pyrite and chalcopyrite fluxes. These special techniques result in high-copper slags, refractory to smelting, being reintroduced into the reverberatory furnace. 3. Furnace bottom build-ups resulting in mechanical matte entrapment through the formation of "dams" hindering matte flow. 4. Occasional concentrate fluxing and furnace atmosphere control problems.

A new coal interface detection (CID) method is under investigation by the U.S. Bureau of Mines. This novel concept is based on utilizing a passive infrared system (FIR) to measure temperature changes associated with the cutting of coal and adjacent strata. For this method to work successfully, a definite mechanical/hardness contrast must exist between coal and rock. Advantages include that FIR responds instantaneously at the coal-rock interface and it is minimally affected by dust and/or water sprays. Based on preliminary tests, results indicate that the PIR method can be applied successfully in mines having a hard immediate roof.

The time frame required to complete the National Environmental Policy Act (NEPA) process for a new mine, or for the expansion of an existing mine, can range between 9 months to 24 months, or more. The time frame will vary depending on whether an Environmental Assessment (EA) or an Environmental Impact Statement (EIS) will be completed. Completing properly designed baseline studies to collect natural resource data to support the EA or EIS prior to the start of the NEPA process can shorten this time frame. The two year natural resource baseline study completed by Homestake Mining Company for the Ruby Hill Mine, located in Eureka County, Nevada will be used as the case study to describe how properly designed and executed natural resource baseline studies streamlined the NEPA process.

The use of the walking dragline as a stripping tool has increased dramatically in the past two decades. The reasons for its increased popularity and some historical background on its introduction into the mines are given in a recent paper by Learmont. (l)* The history need not be recounted here except to show the trend to longer booms which has accompanied the growth in machine size. Figure 1 shows the change in maximum operating radius on Bucyrus-Erie machines which has occurred over the years and Figure 2 shows the corresponding change in maximum boom lengths. Reference 1 also presents some of the reasons for expecting this trend to longer booms to continue. There are many design parameters affected by the increase in boom lengths; swing power, hoist and drag rope lengths, and drum capacity, to list just a few. The purpose of this paper is to discuss only the structural implications of using longer booms. As in the design of any structure, the various facets of boom design are interrelated and a process of optimization between them must be worked out either by evolution or by conscious iterative effort. The decisions we have reached about such things as material selection, structural arrangement, and applicable criteria, have not come into being overnight but represent instead many years of design experience and a fair amount of recent concentrated analytical effort. In the following pages an attempt will be made to first, state those decisions, second, explain how we arrived at that particular result; and third, describe what we expect future developments to be which might influence us to change those decisions.

REE analyses of cumulate plagioclase from the PGE ore zone of the Stillwater Complex indicate that pressure fluctuations in the magma chamber acting on a single magma can- not be responsible for features such as the reappearance of Mg-rich olivine on the liquidus. The data is more consistent with a model involving multiple injection and mixing of geochemically distinct magmas. The PGE bearing sulfides of the J-M Reef are associated with such a re- appearance of olivine, indicating that the unusual location of the ore zone may be related to the addition of new magma, compositionally distinct from magmas that produced cumulates in the Ultramafic zone of the complex.

Diesel powered underground mining equipment is presently the most productive, safest and efficient equipment used in underground mining operations. The widespread application of this equipment to underground mining is restricted, however, largely because of the difficulty of controlling the diesel engine exhaust emissions. This paper briefly examines control devices currently available for underground application, and also discusses the theory and mechanics of controlling diesel missions with particulate traps and filters.

The paper provides the most recent updates on some of the project construction activities including TBM tunnel progress and retrieval schemes, tunnel pump station and deep vertical shaft liner installations, SEM construction, and microtunneling for the longest adit using Fiberglass Reinforced Polymer Mortar pipes.

In the past we have been somewhat harrassed by the terms "'quality control" and "process control". This is especially true where the industry is dependent upon the chemical analysis of their product which in turn informs them how, well they have been controlling the process. The information which they have received, in most cases, is of an historical nature rather than of current value. The word "control" is to have more significance in future operations. This is particularly true in the metals industry. As the industry continues to process lower grade ores, and processing costs continue to rise, they must obtain more information faster to exercise "control" to its fullest extent.

The application of cutoffs during and after pit optimization is examined for a lower-grade multi-metallic copper deposit. Pit optimization requires calculation of the net revenue associated with each mining block, incorporating parameters such as metal prices, grades and expected recoveries, mining and processing costs, smelting and refining charges, and penalty element and royalty charges. Sensitivity analysis during pit optimization reveals which of these parameters have a significant effect on the total contained resource tonnage and total contained non-discounted revenue in the optimized pit. The cumulative effect of changing several of the more significant parameters is investigated. Application of a copper cutoff grade to a block inside the optimized pit could result in the less than optimal extraction of the resource. A block with copper grade below the applied cutoff could be economic due to the presence of other metals. Conversely, a higher copper grade block may be sub-economic. The relative merits of applying a copper grade cutoff, "equivalent grade" cutoff and dollar value per ton cutoff to blocks inside the optimum pit are discussed.

What a difference a year makes. One year ago, the iron mining industry and the steelmaking industry in the United States were in trouble. Many companies were in bankruptcy, and talk of plant and mine shutdowns was rampant. At that time, it seemed difficult, if not impossible, to remain competitive with imported steel. In addition, the World Trade Organization declared as illegal the tariffs placed on imported steel. And many questioned the viability of the ironmining and steel industry in the United States. At that time, global economic conditions were the main contributors to the industry’s problems. However, since last year’s meeting, changes in global economics have actually helped the steel industry in the United States. Heavy global demand for steel has caused raw-material shortages worldwide. Much of the increased demand is a result of the economic boom in China. In addition, because of a weak U.S. dollar and higher international freight rates, steel imports into the United States have been reduced to about 50 percent of recent levels. These factors have contributed to a rebirth of the U.S. iron mining and steel industries.

The ventilation of a bituminous coal mine by means t of a Forced and, or, Exhaust system of ventilation is certainly not new to the mining industry, however, we know from experience that the ventilation of every coal mine presents a variety of problems which are in some instances approached by different methods or means, As in every such problem, there is some difference of opinion as to the advantages and disadvantages of s Exhaust versus Forced ventilation, particularly with regard to safe and effective ventilation of an active pillar area in a gaseous coal mine. We at Island Creek, certainly concede that it is possible to safely ventilate a coal mine by means of Forced ventilation, However, following many years experience in operating a coal mine in an extremely gaseous coal seam, we prefer using an Exhaust system, that is, to reduce the inside mine pressure to a minus atmospheric pressure by means of a mechanically operated fan. This method assures that the return air moving through established airways toward the fan will continue to move in that same direction for a limited time should the fan stop for any reason, also assuring that in the event of a large area fall, the air from the abandoned workings will move directly to the suction side or to the return airways.

The presence of high-grade massive sulphides near York Harbour, Newfoundland has been known since the turn of the century. In the early 1900's a small, massive-sulphide deposit was worked by conventional hand methods and yielded about 100, 000 tons of high grade copper-zinc ore. Since that time, a number of mining companies have held options on the property and an exploration adit was driven along the fourth level of the original mine. Underground drilling revealed several additional massive sulphide lenses in the range of 10, 000 to 60, 000 tons (Fig. 1). The problem facing Long Lac Mineral Exploration Ltd. when they undertook an option on the property in 1969, was to outline any possible extensions to the known sulphide lenses which were outside the reach of underground drills and to search for new ore deposits which might double the known reserves into a feasible project for development. GEOLOGY AND PHYSICAL PROPERTIES: The geology is typical of many massive sulphide deposits within volcanic rocks in the Canadian Shield. The sulphide pods appear to occur along a complex andesite-basalt contact. Identification of the two volcanic types is difficult since they are almost the same colour. The most direct means of identification is by the slight difference in their magnetic susceptibilities. Pyrite, chalcopyrite and sphalerite are the main minerals in the sul¬phide lenses. The ore is massive, differing in density from the host rock by at least 1.0 gm/cc. There is little pyrrhotite or magnetite associated with the sulphides, so there is no appreciable difference in magnetic susceptibility between the sulphides and the basalt. Despite low commodity prices and mining industry cutbacks throughout the world, Peru remains one of the industry’s bright spots. The country’s remarkable economic turnaround during the 1990s remains a model for other developing nations to follow. And the Peruvian government has not forgotten the industry that was instrumental in that turnaround. True, the country has not been spared the effects of the mining industry’s retrenchment that has occurred in other parts of the world. However, foreign mining companies remain committed to doing business in Peru. And the government remains committed to attracting foreign investment and maintaining a strong mining industry. This commitment was evident in September 1999during the 24th Convention of the Institutos de Ingenieros de Minas del Peru in Arequipa, Peru. More than 3,000 mining industry professionals from around the world attended the convention. And Extemin, the accompanying exhibit, featured more than 450 companies, many from the United States, Canada, Australia, South Africa and other countries.

The perennial subject of comminution is deserving of a fresh approach if one can be found. This is attempted here by directing attention primarily to principles rather than to theories. While theories attempt to explain how a certain process acts, principles delineate the laws which the action-must follow. Comminution may be defined as the progressive separation of particulate matter. At the present time this is accomplished commercially by applying energy in the form of compressive and, shearing forces. Such forces strain and distort the particles they contact. When-the applied stress locally exceeds the breaking strength at the weakest flaw in the particle, a crack tip forms. The surrounding strain energy flows to the crack tip, which rapidly extends through the particle as a break. The minute changes in shape and the resulting energy flow cause the failure of other highly stressed flaws, with the consequent formation of a progeny (1) of new smaller particles out of its destroyed progenitor. The applied mechanical energy is transformed into strain energy as the particle is distorted, and then into heat when it fails. Only a tiny fraction of the order of 1/1000 of the applied energy necessary for breakage appears as new surface energy in the product particles. However autonomy can be brought much further if functional safety is assured and a real mixed traffic of autonomous and manually operated vehicles is possible. MobileTronics has created a modular software and control framework for autonomous machines. The paper covers application examples in which the deterministic object recognition in combination with probabilistic algorithms and sensors is used as a basis for functional safe certification of mixed traffic autonomy.

Rock bursts in the deep metal mines of the Coeur d’Alene district present an ever increasing problem in the safe and economic mining of the district’s silver, lead and zinc ores. Hecla Mining Company operates two mines in the district - the Star, a 1100-ton/day lead-zinc mine, and the Lucky Friday, a 750-ton/day silver- lead mine. Rock burst problems at both operations prompted Hecla management to make an all-out attempt to find a practical method of predicting and eventually controlling these bursts. Research by personnel from the Denver Research Center of the Bureau of Mines at ASARCO's Galena Mine indicated that a recognizable pattern of seismic activity preceded some bursts and this activity could be precisely monitored by present- day, off-the-shelf electronic devices. Using information gained by the Bureau and other sources, Hecla designed and installed a 24,- channel seismic monitoring system in the Lucky Friday mine. Installation was completed in December 1973 and after a year of successful operation, it was decided that a similar system would be installed in the Star mine. This second installation was completed in June 1975. Both systems are now operating and providing continuous information on underground seismic activity. Each monitoring system consists of a network of geophones with attendant amplifiers that are connected by shielded cable through an interfacing device to a computer. The origin of each seismic event is determined by the computer and a three-dimensional location is printed out. This information is plotted daily and is used to pinpoint rock burst prone areas and chart their relative seismic activity. This paper will review the causes and effects of rock bursts in the Coeur d'Alene district, the equipment and operation of the microseismic system at the Star and Lucky Friday mines, and the results obtained to date.
