The recent expansion of our cities into hilly areas, particularly on the Pacific Coast, has resulted in damage or destruction of many homes due to geological problems such as landslides, soil creep, erosion, subsidence, or groundwater seepage. In southern California, landslides are the principal cause of damage and attention is focused on them. Landslides have occurred due to the reactivation of old slide masses, or have been caused by grading and increased water, infiltration resulting from development.. Reactivation of a portion of the ancient Portuguese Bend landslide in Palos Verdes, Los Angeles County, affected approximately 150 homes. A common type of new failure' occurs when grading has undercut bedding or other essentially planar surfaces so that they dip unsupported out of slope. Other slides have occurred due to the inherent weakness of the material involved. Preventive measures undertaken to eliminate damage in the southern California area have. included areal geologic mapping programs-in-advance of development, enacting or strengthening grading codes, and requiring extensive studies by consulting geologists and soils engineers both during the design stage and during construction. In the design stage, proposed cuts are frequently flattened, lowered or reorientated. Frequently, due to the high cost of land, they are supported by compacted fill buttresses. As a result of these measures, the geologic environment has a major effect on the feasibility, design, and development of, a very substantial percentage of tracts or individual homes.

Loki Gold Corporation of Vancouver, B.C. is developing the Brewery Creek Mine, an open pit heap leach gold mine, 55 km East of Dawson City in Yukon, Canada. Mineable reserves are 17.1 million tonnes of ore grading 1.45 grams/tonne, containing 24.8 tonnes (797 000 oz) of gold. Ore processing will employ a cyanide heap leach using run of mine ore. Permitting this mine has drawn significant attention because the heap leach technology, while proven in other jurisdictions, has not been used in Yukon. Engineering design of the heap leach was similar to that for heaps in more temperate climates, with the added issues of permafrost and cold weather operations. Solution balance with seasonal placement of ore and year -round leaching requires very large pond capacity for spring thaw conditions.

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

This chapter on the square-set system of mining em¬bodies the results of a special study of the subject made as a part of the US Bureau of Mines (USBM) general investigation of mining methods and costs. Data for the chapter were gathered by the authors during visits to mines using square-set mining, from information circu¬lars prepared by consulting engineers to the USBM on mining methods at individual mines, and from articles in the technical press and the Transactions of the American Institute of Mining and Metallurgical Engineers. Al¬though some of the properties discussed are no longer in operation, the methods described are still valid. The square-set system of mining has been very widely applied and is one of the oldest methods in use in the US. It is mainly employed for extracting rela¬tively high-grade ore in heavy ground. It is also useful in taking out pillars left in mining by other methods. It is used to some extent as an auxiliary method with many underground systems and as an alternate with cut-and¬fill, shrinkage, and open-stope methods when heavy ground is encountered. In some cases as much as 50% of the ore may be extracted by square setting at mines listed as using some other method of mining. A large tonnage has been mined yearly by square setting, prin¬cipally in the western states. Due to the high cost of timber and the relatively low average production per manshift, this system generally is not used when the ore can be mined by some other method; it usually is adopted as a last resort. Square setting, however, has a special field in that ore bodies not minable by other methods can be stoped by this system. As square-set mining was widely known, there was a tendency for years to use the method regardless of its suitability. With the increasing need for economy and the development of other methods, square setting has been superseded in many mines by cut-and-fill, top slic¬ing, or sublevel caving methods. The term square-set mining as used in this chapter includes all stoping methods in which the space made by the removal of the ore is timbered with framed sets. The sets usually are square in horizontal section. The stope may or may not be filled with waste rock as stoping progresses. HISTORY OF THE SQUARE-SET SYSTEM Prior to 1860, open-stope methods with stulls for casual support accounted for most of the mineral pro¬duction from underground mines. Attempts to mine large ore bodies that required artificial support resulted in disastrous cave-ins and loss of life. The art of mining received a tremendous impetus following the introduc¬tion of methods for mining the bonanza ore body which was discovered in 1860 in the Ophir mine on the Comstock lode, Virginia City, NV. This ore body was phe¬nomenally rich and eventually proved to be 122 m (400 ft) high, 27 m (90 ft) wide, and 98 m (320 ft) long. The mining of this large high-grade ore body taxed the best engineering talent of the time; the problem was finally solved by Philip Deidesheimer. According to Eliot Lord (1882): "At the 50-foot level the vein of black sulphurets was only 3 or 4 feet thick, and could be readily extracted through a drift along its line, propping up the walls and roof when necessary by simple uprights and cap-posts. As the ledge descended the sulphuret vein grew broader until, at the depth of 175 feet, it was 65 feet in width, and the miners were at a loss how to proceed, for the ore was so soft and crumbling that pillars could not be used to support the roof as in coal mines. They spliced timbers together to hold up the caving ground; but these jointed props were too weak and ill-supported to with¬stand the pressure upon them, and were constantly broken and thrown out of place. The dilemma was a curious one. Surrounded by riches, they were yet un¬able to carry them off and their mass of black sulphurets bade fair to become a white elephant on their hands. The Ophir Company began to wish themselves less for¬tunate, as their miners narrowly escaped burial day after day in their attempts to stope out the ore. "A young mining engineer, Philip Deidesheimer, was in charge of a quartz mine in Georgetown, El Dorado County, Calif., in the autumn of 1860, when this serious check to the development of the lode occurred. At the request of William F. Babcock, a trustee of the Ophir Company, Mr. Deidesheimer left his California mine and crossed the mountains with a letter from the direc¬tors of the Ophir Company, authorizing him to inspect the workings of their mines and make such changes in the method of timbering as should seem to him expe¬dient. After examining the vein he designed, in the course of a few weeks, a system of timbering which proved to be exactly adapted to the requirements of the work. Experiments which he had previously made in California gravel and quartz mines furnished the out¬line of his plan. This was to frame timbers together in rectangular sets, each set being composed of a square base, placed horizontally, formed of four timbers, sills, and crosspieces from 4 to 6 feet long, surmounted at the corners by four posts from 6 to 7 feet high, and capped by a framework similar to the base. The cap pieces forming the top of any set were at the same time the sills or base of the next set above. These sets could readily be extended to any required height and over any given area, forming a series of horizontal floors, built up from the bottom sets like the successive stories of a house. The spaces between the timbers were filled with waste rock or with wooden braces, forming a solid cube when¬ever the maximum degree of firmness was desired. By adjustments of these sets the ore bodies along the line of the lode were extracted with comparative ease and security." Most mining methods are evolved slowly and are the result of the combined efforts of a number of minds; Deidesheimer's feat was remarkable in that his system was immediately successful. It seems probable that more and more minerals will be used in plastics as time goes on. This must occur because the minerals will; aid in processability, enhance the engineering properties, reduce the cost, and above all conserve large amounts of petroleum based chemicals. This paper examines the advantages and disadvantages of using the minerals and the ability of the domestic minerals industry to support this possibly very large undertaking. It is common practice in Appalachia, when extending the life of an existing mine, to acquire the adjacent reserves and extend the existing mine into it. Also, often the existing mine is renovated to accommodate the new conditions. The existing mining system and the track and belt haulage systems may be modified while the new property is integrated into the old one. All of these changes create new constraints for the mine ventilation system (M.V.S.) that require proper planning and control procedures. The authors describe and present the study that was carried out for the ventilation system of a newly expanded underground coal mine located in the Appalachian coal region. Discussed first is the process of correcting the ventilation system of the existing mine. Then, some of the stages of controlling the expanded system are discussed. Finally, numerical data for these steps are presented.

One normally does not find sudden and dramatic changes in the investment climate, barring the unexpected outbreak of-wars or revolutions. Asia has seen a fair amount of military action and revolt during the past year, not all of it unexpected There was the fighting in Laos, which resulted in the as yet unconcluded negotiations which will probably lead to the establishment of a neutralist regime. In April of 1961 another revolution occurred in South Korea, and the elected government was replaced by a military dictatorship.. Communist guerrilla activity in South Vietnam was stepped up, and uncertainty about the future of that area increased. Relations between Pakistan and Afghanistan became more strained, and while no fighting has broken out, diplomatic relations between the two countries were broken off. India was both the victim of further incursions of her territory by communist China and the perpetrator of the forcible seizure of territory from Portugal. Indonesia has been making preparations for an armed attack on the Dutch in New Guinea.

This study is a survey of the current "state-of-the-art" of commercially-available sonar tools to monitor the true shape of man-made cavities within the Hutchinson Salt of south-central Kansas. The work entailed ferreting out the available information, most of which is proprietary in nature; then examining actual existing conditions and arriving at a reasonable scientific evaluation of the method. Our studies were confined to one LPG field and two brine well operations in south-central Kansas. No field testing of any devices was performed, only questioning user firms, and studying cores, logs, and sonar surveys graciously made available by the companies we have contacted. Since these data are still somewhat proprietary, the company participants have asked that their company names be omitted from this presentation.

The application of remote sensing for environmental measurements is already being utilized. Aircraft mounted imaging spectroscopy has been utilized to evaluate areas of historical mining operations as well as active mine sites. To the extent that remote sensing can provide more sensitive, cost effective, and timely monitoring potential, the technology is of interest to the industry. Questions remain about the application and validation of the data and the availability of the technology in the private sector. This presentation will discuss some of the potential uses, benefits, and concerns related to remote sensing and efforts to monitor the technology's development.

Classical acid-base accounting using modified Sobek titration methods has resulted in interpretation of results for materials with neutralization potential (NP) less than 20 tons of CaCO3/1000 tons of material (2% CaCO3) as "uncertain" due to lack of sensitivity within that content range. Standardization of a "fizzless" acid neutralization potential (ANP) method was undertaken in the American Society for Testing and Materials (ASTM) International using two ranges of sulfuric acid additions based on reaction pH and carbonate carbon estimates rather than subjective fizz testing as well as hydrogen peroxide additions to correct for mineral acidity. The method is identified as the acid neutralization potential acidity (ANPA) titration method. During interlaboratory testing a positive bias was discovered within the "uncertain" range which was further investigated and resolved by increasing the test sample weight from one to five grams for samples needing improved accuracy in materials with ANP <2% CaCO3. Test results from the interlaboratory testing of the low range method is presented and compared with the results from the original ANPA method in the paper.

Vibrating screens and crushers are the workhorses of material sizing. Unfortunately their natural frequency is often in the range of typical supporting structures, thereby making installations prone to vibration problems. Much of the available literature regarding the support of vibrating screens is fairly confusing and outdated. This paper presents the results of utilizing accelerometers and finite element software in the analysis and design of supports for vibrating equipment. It contains data from field studies of vibrating screen and crusher installations, design of new and repair of existing supporting structures, and the correlation between field data and finite element time history analyses. Finally, the paper summarizes a method for analyzing and designing structures subjected to vibratory loads and predicting their behavior.

INTRODUCTION The City of Phoenix, Arizona is located in the Phoenix Basin watershed which is prone to flash flooding several times each year. The runoff from these storms moves from the mountains in the north to the Salt River in the south. An extension of Interstate Highway 10 (1-10) will pass through the city east to west to form an Inner Loop through the downtown business district. PROJECT DESCRIPTION The I-10 Inner Loop extension will be a depressed roadway which would intercept the surface drainage of the Phoenix Basin and separate the watershed into two regions. To prevent flooding of the depressed roadway, runoff storm water collected from the northern half of the drainage area will be conveyed beneath the roadway to its natural outlet at the Salt River. A conveyance system composed of pressure tunnels beneath the city, shown in Figure 1, was proposed to achieve this goal . Table A presents the prominent features of each of the tunnels. This paper will describe geologic and engineering parameters specific to Phoenix which were used in the design of a series of tunnels to convey storm water from the I-10 Inner Loop to the Salt River. The design of tunnel initial and final support is described along with support and construction methods used by the Contractor.

Over a period of seven years (1989-1996) the Mineral Industry Research Laboratory (MIRL) University of Alaska Fairbanks, has investigated the effects of temperature, residence time, and particle size on the degree of low-rank coal (LRC) upgrading for a non-evaporative, hydrothermal drying process, also known as hot water drying (HWD). Three Alaskan LRCs were used in this study: Usibelli coal (Seam No.4) from the Nenana Coal Field, Little Tonzona coal from near McGrath, and Beluga coal from the Beluga-Yentna field on the west side of Cook Inlet. Replicated, factorial tests were conducted. Experimental results indicate that most of the low-rank coal upgrading via HWD occurs rapidly within the first 10-20 minutes of residence time. Thereafter, the upgrading process slows down and over 100 minutes of additional residence time are required to produce similar percentage increases in coal properties to those achieved in the first 10-20 minutes. The properties of the hot water dried products were very sensitive to process temperature. Calorific value, carbon and oxygen contents, equilibrium moisture levels and Hardgrove grindabilities all appear to change linearly with temperature within the 275" C to 325" C range.

Barrick Goldstrike Inc.&apos;s Betze/Post Open Pit is located at the north end of the Carlin Trend, in Eureka County, Nevada, U.S.A. (see location Map, Figure 1). About ten open pit gold mines exist on the trend, which strikes northwesterly, through the north end of Eureka County and into Elko County. The final Betze/Post Pit configuration is shown in Figure 2, Pit Configuration. The final pit will be about 2450m long by 1550m wide, elongate in a west-northwesterly direction. The pit straddles the Barrick/Newmont property boundary. The highest elevation of the pit perimeter is 1800m at the south wall, with the east end pit bottom elevation at 1200m.

Over 25 years ago, SKEGA pioneered the use of rubber linings in grinding mills and rubber is today widely accepted and almost standard material chosen for Regrind -and Secondary Mills. There are, however, only a few Primary Mills in operation with "solid" rubber linings because available materials and designs are often not cost efficient in comparison with steel alloys on a cost per ton basis and/or downtime for liner replacement would be too high.

Mica mining in the United States is confined largely to pegmatites and schists in a few well-defined areas. The largest region extends from central Virginia southward through western North and South Carolina, northern Georgia, and east-central Alabama. 1, 2, 3 Whereas in western North Carolina these pegmatite dikes are weathered to only a shallow depth, they are deeply weathered in the Carolina Piedmont and in Georgia and Alabama. Particularly in Georgia and Alabama, mica is found in the decomposed slates and schists adjacent to the pegmatites, and in deeply weathered granites. Most flake mica is obtained as the major marketable product by crushing and milling pegmatites.4 To a lesser extent, mica is produced as a byproduct of feldspars and spodumene.6 Past research by the Bureau of Mines has developed two methods for mica flotation. One method utilizes acid-cationic flotation for recovery of mica." This method requires thorough desliming of the ore with consequent fine mica losses. The other method utilizes an alkaline-anionic-cationic process for recovering fine size mica from pegmatite ores after desliming sufficiently to remove clay materials but not so drastically as to remove the fine mica. 8, 9, 10, 11, 12, 13 The latter process has also been successfully applied to a micaceous schist ore from California.14 This report summarizes the results of these research studies. Both of the flotation processes developed by the Bureau of Mines have been adopted by the mica industry and are being commercially utilized separately and in combination for flotation of mica from weathered pegmatite ores.

Waterjets and diamond wire saws have raised the productivity and lowered the cost in dimensional granite quarries. While the cost of diamond wire sawing is substantially lower than waterjet, the judicial use of the waterjet can simplify and improve the overall operating efficiency and predictability. Granite is the hardest commercial stone and only the gem-stones garnet and diamonds are harder. The introduction of industrial diamonds has made it possible to quarry and process granite at costs equal to or less than other natural stones – making granite, with its superior properties, the best value available.

In August, 1977, the Federal Surface Mining Control and Reclamation Act was signed into law [I]. It stated that: "The Congress finds and declares that because of the diversity in terrain ... and other physical conditions in areas subject to min ing operations, the primary governmental res- ponsibility for developing, authorizing, issuing, and enforcing regulations for-surface mining and reclamation operations subject to the Act should rest with the States." Section 516 of Title V (Control of the Environ mental Impacts of Surface Coal Mining) of the Act deals with the surface effects of underground coal mining operations. "Each permit issued under any approved State or Federal program pursuant to this Act and relating to underground coal mining shall re quire tfieoperator to adopt izeasures consist ent with known technology in order to prevent subsidence, causing material damage, to the extent technologically and economically feasible, maximize mine stability, and main tain the value and reasonable foreseeable use of such surface lands, except in those instances vhere the mining technology used requires planned subsidence in a predictable and controlled manner: Provided, that nothing in this subsection shall be construed to prohibit the standard method of room and pillar mining. "

Pacific Rim markets for export coal already represent a larger market than the total tonnage imported into the European Community countries and they will continue to expand. The largest importers will continue to be in the sector comprising Japan, Korea, Hong Kong and Tai- wan. It is likely that the total Pacific Rim markets will reach 206 m.t.p.a. by 1990 and 290 m.t.p.a. by 2000, with the major growth in steam coal demand. Australia has an efficient coal industry, represents a stable long term source of supply and is favourably situated geographically to continue to be the largest single supply source.
