Built-in-place (BIP) refuge alternatives (RAs) are designed to provide a secure space for miners who cannot escape during a mine emergency. Heat and humidity buildup within RAs may expose miners to physiological hazards such as heat stress. To minimize the risk of heat stress, Title 30 Code of Federal Regulations (CFR), or 30 CFR, mandates a maximum allowable apparent temperature (AT) for an occupied RA of 35 °C (95 °F) (MSHA 2008 [1]). The National Institute for Occupational Safety and Health (NIOSH) has conducted extensive research on the thermal environment of occupied RAs intended for use in underground coal mines. NIOSH research has demonstrated that a fully occupied BIP RA can exceed the AT limit by > 5.6 °C (10 °F) in mines with elevated mine strata and air temperatures (Bissert et al. 2017 [2]). In this circumstance, an RA cooling system could provide a solution. This paper provides an overview of test methodology and findings as well as guidance on improving the performance of a cryogenic air system prototype by optimizing the flow rate, increasing the tank storage capacity, and improving the efficiency of the heat exchanger of the cryogenic system. This may enable BIP RAs to meet the 35 °C (95 °F) AT limit in mines with elevated temperatures. We are no longer short of viable Rare Earth deposits. As little as 2 years ago China mined and produced 97% ofthe world?s rare earths. Only a few deposits were in an advanced stage of exploration and development. Now Technical Metals Research (TMR) Gareth Hatch *5 reports that 347 deposits are being developed by 265 companies down from 440 on July 6th. Their Index of Advanced projects lists 45 projects in 14 countries. They will sustain the world for centuries to come and many good deposits are yet to be found. The problem is mining 14 elements in balance. Each of the deposits listing production in the chart has a unique set of minerals which they think will give them a cost advantage. Which of these will make it to production is a question. Most of the Advanced won?t be mined soon, but which ones? China is still in the driver?s seat in Light Rare Earth production (LREO) with one deposit with 35 million ton Baiyunebo deposit in Inner Mongolia which is part of a working iron ore deposit. The number of HREE deposits have been reduced and they attempting to eliminate unpermitted mines. This report will tell you what a Rare Earth is, how rare they are, why they are important, and where they are being developed which includes Australia, the United States, Africa, Greenland, Brazil and Canada.

Water spray applications are one of the principal means of controlling airborne respirable dust in coal mines. Since many coals are hydrophobic and not easily wetted by water, wetting agents can be added to the spray water in an effort to improve coal wetting and assist with dust capture. In order to study wetting agent effects on coal dust capture, laboratory experiments were conducted with three wetting agents used by the coal industry on -325 mesh sized Pocahontas No. 3 coal dust. Significant differences in coal dust sink times were observed among the three wetting agents at water mixture concentrations of 0.05%, 0.1% and 0.2%. The best wetting agent as identified by the coal dust sink test was only tested at the lowest 0.05% water mixture concentration and was found to have a negligible effect on spray airborne dust capture. Water spray airborne dust capture results for all three wetting agents tested at a 0.2% water mixture concentration showed that all three wetting agents exhibit similar but small improvements in dust capture efficiency as compared with water. These results indicate that the coal dust sink test may not be a good predictor for the capture of airborne dust. Additional research is needed to examine if the coal dust sink test is a better predictor of wetting agent dust suppression effects during cutting, loading, conveying and dumping of coal products by comparison to airborne dust capture from sprays.

Peña Colorada is a company dedicated to the exploration, exploitation, and beneficiation of iron ore, serving the national steel industry. Established in 1975 as a stateowned enterprise, it transitioned to operating as a private organization in 1991. It is jointly owned by two investors, ArcelorMittal and Ternium, each holding a 50% stake. The mining operation is situated in the municipality of Minatitlan, in the northwestern part of the state of Colima, Mexico (Figure 1). It comprises an open pit mine and a concentrator, covering an area of approximately 2,300 hectares. The pellet mill is in the town of Manzanillo, Colima state, a port on the Pacific coast, about 46 km southwest of the mine. The pellet mill occupies its own property with a total area of 60.4 hectares. A gravity-driven concentrated slurry pipeline connects the mine and the pelletizing plant, located at an average elevation of 1,020 meters above sea level and 20 meters above sea level, respectively. Currently, Peña Colorada produces 4.1 million tons of pellets and 0.4 million tons of iron concentrate annually. In 2018, due to a change in the cutoff grade, the processing volume of the beneficiation plant increased from 9 million tons to 16 million tons annually. This led to a greater amount of information to process and characterize the ore extracted from the pit before its processing in the beneficiation plant. Consequently, Peña Colorada sought new ore control technologies to enhance ore selection, optimize human resources and data management, as well as minimize discrepancies between planning and execution. To ensure adherence to quality agreements with stakeholders, it is crucial to understand the ore characteristics before initiating mining activities.

This paper reviews the process control systems used in early commercial pelletizing plants, traces the development of these systems into present day practice, and briefly outlines advanced automation concepts being considered for future installations. It deals specifically with controls for the balling circuit, pelletizing machines, and related material handling and combustion equipment. The importance of instruments for visual observation and data logging is discussed, and the potential use of computer control is evaluated.

This paper is the first preliminary report on the bauxites and terra rossas of the Caribbean. It concentrates on the islands of the Greater Antilles, and for reference purposes the Yucatan Penin- sula is included. At this point, observations made in Jamaica, Haiti, and the Dominican Republic are compared with reported information on Puerto Rico, the Bahamas, Cuba, the Cayman Islands, and the Yucatan Peninsula with regard to occurrence, as well as physical, chemical, and mineralogical composition. From this, an attempt is made at classifying the types of bauxites in the Caribbean, indicating the best reserves estimates, and the process ability of these bauxites. Some suggestions are also provided to fuel the controversy over the likely source material(s) or origin of the Caribbean bauxites.

Unfortunately from 1991 through 1995, 44 miners were fatally injured in the stone industry. Of these 12 occurred at underground mines from a total work force of less than 2,000 miners. Nine of these 12 miners were fatally injured in falls of roof or rib. A safer environment for the miners can be achieved by evaluating the nature of the hazardous ground and by developing more efficient and effective ground control strategies. Roof and rib conditions in the underground stone industry were observed and assessed at 33 mines in Illinois, Indiana, Kentucky, Maryland, Missouri, Pennsylvania, and West Virginia (Figure 1). Hazard assessment indicated that those ground failures occurring under moderate to substantial overburden ( > 30 m [100 ft]) were caused by stress concentrations and geologic structures. Ground failures near the surface are caused by solution (water) processes. Selection of the mining horizon and mine layout decisions tremendously influence ground stability.

The research presented here is part of a project to quantify the differences in the mechanical excavatability of rocks in dry and water-saturated conditions. A series of full-scale laboratory linear rock cutting tests were carried out with a long-bladed single disc cutter on dry and water-saturated sandstone blocks. The muck collected from the cutting tests was analyzed to establish a link with the specific energy (SE) of the operation. The coarseness index (CI), a non-dimensional parameter, was found to be a useful indicator of the relative efficiency of the cutting operation. An inverse relationship of the form SE = k CI-n was observed between SE and CI. The power n of the relationship for both dry and saturated rock was much lower than found in previous studies. The exponent n is believed to be dependent on the strength of the rock and the cutter type used. Although the average CI was lower for saturated rock than for dry rock, at the same time, saturated rock cutting was found to be less energy-intensive (in terms of SE) than dry rock cutting. Moderate correlation exists between the production rate or yield and the SE of the cutting operation for both dry and saturated rock, which can provide some useful information about the field production rate, discounting the effect of discontinuities in the rock mass.

Lead ions originating from galena during processing of complex sulphide ores migrate to "cover" the surface of sphalerite and iron sulphide mineral particles, and cause poor selectivity in differential flotation. Generally in sulphide ore processing, the lead-activated minerals float in the Cu/Pb rougher circuit. Subsequently, surface lead complicates the zinc flotation circuit by lowering the concentrate grade due to the co-flotation of lead-activated iron sulphide minerals. The effect of lead in the differential flotation of sphalerite from Cu-Pb-Zn and Pb-Zn ores is discussed. Plant and laboratory test data are interpreted by determining the surface composition of individual grains of sphalerite and iron sulphide particles using two surface analytical techniques, Laser Ionization Mass Spectrometer (LIMS) and Time of Flight-Secondary Ion Mass Spectrometer (TOF-SIMS). Cationic and anionic species on the surface were analyzed to elucidate the phenomena.

The permeability and flow capacity in unsaturated media is investigated by the Bureau of Mines for application to in situ copper leach mining at the Cyprus Casa Grande mine site. Moisture retention properties are derived and combined with scanning electron microprobe data to characterize the mineralogy, texture, pore size, distribution, and permeability of the host rock. Finite element modeling is used to derive a saturated permeability, ambient degree of saturation, and assess various injection-recovery schemes. Recommended design modifications for optimization of solution distribution and maximum recovery from the rock matrix requires either (1) the injection pressures on the order of 1500 psi and recovery wells operating in a suction mode, or (2) performing permeability enhancement, through rubblization. By producing a maximum block diameter of 4 m, injection pressures can be reduced to 500 psi with improved recovery and containment of solutions.

The economics of pellet plant operation, in terms of fuel and power consumption, flexibility in the selection of the cheapest fuel source, system availability, maintenance costs, and the simplicity of process design, contribute to the determination of building and profitably operating a pellet plant. Design innovations, sup- ported by actual field data, have been initiated into the GRATE-KILN System design to positively address these factors. This paper presents the recent state of the art design concepts which have helped the GRATE- KILN System assume worldwide acceptance status.

In this work, the slurry flow in the ball mill is solved with Navier-Stokes' equations and the marker and cell technique (MAC), which tracks the fluid-free surface. Considering different planes in the radial and axial directions, this numerical approach leads to the direct calculation of the slurry velocity profile, mill holdup, and volumetric flow in the ball charge and pool. The MAC technique takes as input, the results of a direct three-dimensional simulation of the motion of grinding media, and in turn, provides a detailed knowledge of the hydrodynamics of slurry flow through the porous structure of ball load. This technique is a new approach to the mass transport problem that overcomes the limitations of indirect studies such as residence time analysis and holdup measurements.

By Sims Some two years ago we began investigating low coke button bituminous coal for use at our Bound Brook, New Jersey plant as a replacement for anthracite. Since August, 1957 the plant has been operating continously on this coal with the exception of a new 200,000#/hr, cyclone boiler. This study was motivated not from our desire to conduct combustion research, but for the sole purpose of reducing our steam costs, The indications were that the economics were greatly in favor of the use of the bituminous coal. The attempts to reduce the costs have developed some knowledge that has enabled this program to succeed reasonably well as will be discussed later by Mr. Ludden. The production of steam size anthracite is dependent upon either the reclamation of old culm banks or the breakage in the production of the domestic sizes. The anthracite industry has not as yet been able to cut, its mining costs to the point where the production of steam sizes has become a profitable business. This has resulted in two basic problems: (1) A constantly rising price in an attempt to have those sizes carry their share of the cost and, (2) Periodic shortages of supply when the demand is good but the market price prohibits the mining of anthracite to produce those sizes only, These conditions have made the long range forecast appear as though the price would go even higher and/or the supply at times be critically short.

INTRODUCTION Crude oil reserves in the United States are still very large, even though for many years they have not been sufficient to supply our entire domestic requirements. They are continuously being depleted as oil is pumped from the ground, but new discoveries and improved secondary and tertiary recovery methods are helping to reduce the rate of depletion. It is thus a slowly diminishing resource, but even as it is being consumed, immense reserves of oil are left behind as the so called "un-recoverable" portion of petroleum formations. Most oil fields can only obtain a 15 to 40% recovery of the original reservoir, and it is widely quoted that there are still about 300 billion barrels of this un-recoverable oil still in place (Mauch, 1980, etc.). With the present comparatively high oil prices, and the possibility of even higher future prices and short supply, this oil becomes an interesting potential reserve. Mining the petroleum formation would be one means of recovering at least a portion of this oil. The concept of oil mining is neither new nor limited to conventional oil fields, since the procedure could be equally employed with the otherwise difficult to produce heavy oil deposits, and the solid or semi-solid tar sands and diatomaceous hydrocarbon formations. Estimates place the U.S. tar sand resource at about 30 billion barrels, and heavy oil at 5-10 billion barrels (Unitar, 1982). Figure 1 graphically summarizes the heavy oil reserves based upon formation depth and characteristics, while Figure 2 shows their location. In response to the mandates in the MINER Act of 2006, the National Institute for Occupational Safety and Health (NIOSH) conducted refuge alternatives research that included characterizing the utility, practicality and survivability of refuge chambers and outby safe havens. NIOSH also prepared and delivered a report to Congress in late December 2007 that summarized the findings of the re-search, included recommendations concerning the design and performance specifications for refuge alternatives, and focused on specific information that could inform the regulatory process on refuge alternatives. This paper highlights NIOSH?s research and recommendations concerning refuge alternatives, survivability evaluations of refuge chambers and presents a brief review of the current deployment of refuge chambers in underground coal mines in the U.S. The research has lead to the conclusion that refuge alternatives have the potential for saving the lives of mine workers if they are part of a comprehensive escape and rescue plan and if appropriate training is provided.

Mine ventilation energy consumption is one of the main sources of energy consumption in mining production, accounting for about one-third to one-half of the total energy consumption. Therefore, reducing the energy consumption of the mine ventilation system is crucial for mining production. With the premise of meeting the airflow requirements of the underground work areas and achieving sustainable development of mining production, this paper establishes a nonlinear optimization mathematical model for the mine ventilation network with the objective of minimizing the total power. Regarding the model, optimization of the decision variables was carried out using the method of minimum spanning tree. The constraints for air flow balance, wind pressure balance, and fan operating conditions were optimized using the exterior penalty function method, thereby transforming the model into a nonlinear unconstrained model. Based on this model, a modified sooty tern optimization algorithm (mSTOA) was proposed to achieve optimization. Improved the sooty tern optimization algorithm (STOA) by using the uniform reverse strategy, fitness value-distance balance selection strategy, and mutation strategy. The STOA, mSTOA, and three other classical optimization algorithms were applied to the optimization of a ventilation system of an actual mine. The experimental results show that after using mSTOA to optimize the ventilation network airflow distribution in the mine, the total energy consumption can be reduced by about 35.06% while meeting the constraints and demands of the ventilation network regulation and usage. This is of great value to mine roadway operation environment safety and clean production.

During 1981 the Florida phosphate industry produced more than 43 million metric tons of phosphate rock - about one-third of the entire world production and also generated nearly an equal amount of waste clay and waste clay-sized product that requires dewatering and disposal. The material balance of solids and water for a typical Florida phosphate mining operation is shown in Figure 1. Historically, the industry has impounded clay waste (about 60% below ground and 40% above ground) in earthen dams, often as large as 800 acres and occasionally greater than 60 ft. high. The dams have served the triple purpose of: 1. Dewatering initial 3% solid waste clay for process water re-use. 2. A reservoir system to minimize water discharge from the mining area and to capture and store rainwater thus minimizing deep well pumping requirements. 3. The ultimate densification and storage of waste clay.

A methodology was developed wherein. the increase in compressive strength, mineralogical changes and pore water composition were all studied simultaneously as a function, of moisturized spent shale curing time. From these results the relationship between the nature of cementation process and the composition of pore water was established. Heavy metals were entrapped in the cementing constituents and the pore water became mainly a solution of alkaline sulfates. While the specific data are applicable only to the material studied, the methodology and general conclusions are useful for evaluating the environmental factors in spent shale disposal and expected leachates composition.

Experts, like many of the speakers at the SME Annual Conference, are frequently called upon by lawyers to assist them in litigation. Due to the technical nature of many cases, the testimony of an expert with knowledge and experience in a particular field is necessary to help a judge or jury understand and decide certain issues. Environmental litigation is no exception. Experts routinely are called upon to offer testimony to establish the existence of contamination and its source, as well as the potential health and environmental risks associated with the contaminants. This article will briefly discuss the factors courts apply to determine whether to admit expert testimony after the recent Supreme Court decision in Daubert v. Memell Dow Pharm., Inc., 509 U.S. 579 (1993). The Court's decision in Daubert overruled a long-standing test that had based the admissibility of scientific evidence on its "general acceptance" in the field in issue. Next, the article will discuss in general terms what a party must do to "link a particular defendant's conduct to the contamination involved in order to recover from that defendant. This link, known as causation, varies depending upon the type of claim being asserted. Expert witnesses are used extensively to help establish causation. JUNK SCIENCE OR GOOD SCIENCE- HOW DOES A COURT DETERMINE WHAT TO LET IN A frequent complaint in litigation involving technical or scientific issues is that one party or another is trying to use so-called "junk science" to prove its case. While some expert testimony might be so clearly lacking in support or so "off the wall" that a court can easily determine to exclude it, other testimony, especially testimony on the "cutting edge," is much more problematic. In 1923, the District of Columbia Circuit Court of Appeals decided the case of Frye v. United States, 293 E 1013 (1923).
