"Once the primary fuel source for the United States and the economic backbone for communities from Appalachia to Wyoming, coal has been on a steady decline since the mid 1990s, and is now at the center of political debate in the United States.The political spectrum of the United States is divided on the future of coal and its place in the energy sector. The coal mining industry and the communities that rely on coal have increasingly been pitted against forces that wish to regulate coal to the history books.In 2008, President Obama launched what many have called his war on coal, and during his eight years in office, he pushed through numerous pieces of regulations and legislation and that he said were aimed at reducing carbon emissions, but that others viewed as direct assaults on the domestic coal industry. Obama led the United States delegation to Paris to sign the Paris Accord in 2016, a 196-country agreement pledging that the United States would do its part to reduce carbon emissions. His administration also instituted clean air, power and water regulations that added extra environmental burdens to many industries, but perhaps none more so than the coal industry.In this month’s lead feature, “A study of U.S. coal mine closures since 1994” (page 18), the impact of the war on coal, and other factors, can be seen in text and figures. Author Jacob Brinkman and coauthors Jay Schafler and Catherine Johnson scoured the data of the U.S. Energy Information Administration (EIA) and the U.S. Mine Safety and Health Administration (MSHA) to show how coal production and mines have been impacted since 1994 and how the years 1994 to 2000 and 2008 to 2016 were particularly hard on the industry.For example, in 1994 there were 2,354 coal mines in the United States. Currently, there are 1,035 mines in operation.In 2016, then candidate Donald Trump promised to end the war on coal and to put coal miners back to work. In 2017, President Trump has followed up on those promises. He announced plans to withdraw the United States from the Paris Accord, signed an executive order designed to undo the Clean Power Plan put in place by President Obama, halted the research on the health effects of mountaintop removal coal mining, directed the U.S. Environmental Protection Agency (EPA) to revise the guidelines of waste water from power plants and has touted that more than 1,000 coal miners have returned to work since he was elected."

The concentration of low grade iron ores to pellets or sinter fines suitable for blast furnace feed or direct reduction is highly energy intensive and costly in terns of both size reduction and separatory processes. Large equipment with high throughputs are required to make the fine grinds and multi-stage separations economical. Control of these circuits is essential to producing a high grade product. As a result, iron ore concentrators possess some of the more sophisticated instrumentation for process control in the mineral dressing industry. These instruments must characterize flowstreams of up to 8,000 gpm where 80% of the particles are less than 50 µm. The past decade has been one where enormous strides have been made in automated control of iron ore plants. This paper reviews state-of- the-art control systems for crushing, grinding, magnetic separation, froth flotation and sizing/classifying circuits. Trends toward computerization and plant automation in response to a dismal outlook for North American steel production are also examined.

A review is undertaken of existing mathematical models of compaction process in roll press. The example of plane-strain, plane-stress model is presented together with comparisons between computed and experimentally recorded pressure distribution in roll nip region. Next, the discrepancies between predicted and measured values are discussed and practical method based on experimental optimization of compaction process using laboratory roll press is proposed. Examples of the selection of optimum roll press operating parameters for calcium oxide fines, sodium chloride and iron oxide dust are presented to illustrate advantages of the method. Finally scale up procedure is discussed for estimating the performance of commercial size roll press based on the data collected on laboratory size equipment.

One would be hard pressed to find another project as complex as this one given its configuration, the variety of issues to address and the required construction techniques. Contract C710 is currently under construction as part of Sound Transit’s Link Light Rail, connecting downtown Seattle with Sea-Tac Airport. The paper describes the construction-to-date of the deep mined station under Beacon Hill using the Sequential Excavation Method (SEM). This deep “binocular” station is being mined through some of the most challenging soft ground conditions in the USA. The excavated volume of the station is approximately 60,000 cy (46,000 m3) and the station comprises a variety of geometries and cross sections ranging from 235 sf (22 m2) up to 1,670 sf (155 m2). This underground complex includes platform, concourse, cross-passage and emergency ventilation tunnels together with station egress and ventilation shafts. Various excavation sequences are in use for the different tunnels including the twin-sidewall drifts for the impressive45 ft (13.7 m) wide by 42 ft ( 12.8 m) high concourse cross adits. This station has two train platforms approximately 165 feet (50m) below the surface. This station, constructed in highly variable glacial deposits including water bearing sands and silts approximately 50 ft below multiple perched water tables in an urban setting, creates a very unique and challenging situation. The integrity of unconventional shale gas well casings positioned in the abutment pillar of a longwall mine could be jeopardized by longwall-induced deformations. Under such scenarios, the surrounding fracture networks could provide pathways for gas flow into the mine creating safety concerns. To provide recommendations for developing guidelines that ensure a safe co-existence of longwall mining and unconventional shale gas production, this study evaluates the impact of parameters that could affect potential shale gas flow into the mine in the event of a casing breach using a discrete fracture network (DFN) model. These parameters are evaluated using a conceptualized DFN realization that is representative of the fractured zone in the overburden, and the range of parameter variations are within values validated with field measurements. The results show that a decrease in fracture aperture (potentially due to longwall-induced stress in the likely vicinity of the breach location) reduces the potential gas flow to the mine by a significantly higher proportion. A 50% decrease in the aperture of the fracture that directly transports the gas from the casing breach location reduces the gas flow to the mine by over 70%. Similarly, changes in the fracture water saturation level significantly affect the gas flow. In all cases, the potential gas flow to the mine is higher if the casing breach occurs at an increased gas well pressure. These findings provide critical information regarding the impact of each of the parameters associated with gas flow in the event of a shale gas casing breach near a longwall mine and could help towards the development of guidelines to ensure a safe coexistence of both industries.

"Titanium and titanium alloys are commonly selected for pressure oxidation autoclave vent piping and pressure control valve components, as well as autoclave internals and other process piping. In the autoclave vent application, titanium ignition risk is controlled by limiting oxygen concentration, and preventing high gas velocity gas impingement on surfaces. Oxygen concentration is dependent on the autoclave pressure and temperature operating conditions and therefore oxygen concentration and the associated titanium ignition risk is dependent on standard operating procedures, process control interlocks and permissive conditions. It is not uncommon for these standard controls to be deficient during atypical operating conditions, or for operations to deviate from the operating procedures, increasing the potential for a titanium ignition incident. Titanium ignition risk caused by elevated oxygen concentration in autoclave vent systems can be reduced with the introduction of an online autoclave overpressure calculation and the configuration of associated interlocks and permissive conditions. INTRODUCTION High temperature pressure oxidation (>190°C) is a well recognized and versatile metallurgical oxidative pre-treatment process commonly used to liberate gold from refractory sulphide ores and concentrates before conventional leaching with cyanide. Titanium and titanium alloys are highly corrosion resistant in pressure oxidation process conditions and are therefore commonly selected as materials of construction for many components including: autoclave internals, agitators, process piping, and components in autoclave vent systems. Operations that anticipate or have experienced aggressive corrosion in the vent system often have little choice in material selection other than the use of titanium (Krag & Henson, 1992). Titanium is not suitable for use with elevated oxygen concentrations and is considered a restricted material because of its high pyrophoricity and combustion propagation properties (Beeson, Smith, Stewart, 2007). Several serious incidents have occurred in which titanium materials have ignited in autoclave applications (Zawierucha, McIllroy, Million, 1995). In autoclave vent applications, titanium ignition risk is reduced by preventing elevated oxygen concentrations, maintaining low gas velocities, and minimizing the potential for gas impingement on surfaces. Oxygen concentration in the autoclave vapour phase and vent system is dependent on the autoclave operating pressure and temperature conditions and therefore titanium ignition prevention controls typically include process interlocks and operating procedures based on the selected nominal design operating conditions. However, it is not uncommon for these controls to be deficient or for operations to deviate from the nominal operating conditions over time, increasing the risk of titanium ignition. The introduction of an online calculation of autoclave overpressure and a maximum target autoclave pressure as well as associated process control interlocks and permissive conditions can alert the autoclave control room operator and prevent an elevated oxygen concentration from developing, and therefore reduce titanium ignition risk in autoclave vent systems."

Geologists, employed by the Australian Company, Metals Exploration Limited, discovered nickel laterite enrichment at Greenvale in 1967. A joint venture was arranged with the Freeport Minerals Company who had gained early experience with nickel laterite ores when building and operating the Nicaro and Moa Bay Treatment Plants in Cuba. A 5 tonne/day Pilot Plant at the Freeport research facilities at Belle Chasse, Louisiana, verified the amenability of the ore to treatment by the reduction and ammonia-ammonium carbonate leaching process used at Nicaro. A 5 800 tonne/day Treatment Plant was constructed on the coast at Yabulu, North Queensland. This paper describes the ore body, the mining operation and the stages of treatment required to produce nickel oxide products and a mixed nickel/cobalt sulphide product at Yabulu.

Ore reserve estimation at the Syncrude Canada Ltd. open-pit oil sands mine in Northern Alberta has evolved since the project's inception. Early techniques followed a conventional petroleum reservoir analysis format, with relatively widely-spaced drill holes and semiquantitative grade data. Experience has developed a more standard mining approach, including classification of geological materials by both lithology and sedimentary origin, timely and multi-purpose drill holes, precise analytical data, empirical recovery factors, a computerized geological data base, and an ore body block model. Future efforts will involve enhancement of existing techniques, use of geostatistical algorithms, quantification of confidence limits, and improved control of the ore model by geological parameters.

A major R&D programme for the application of bacterial oxidation to the pretreatment of refractory sulphide gold ores was started at Mintek in the early 1980s. This arose from an established expertise base in the bacterial leaching of base-metal sulphide ores. The refractory gold programme has been supported by a number of South African gold-mining companies, but major support has been provided by the Anglo American Corporation of South Africa (AAC) and the AAC Vaal Reefs Exploration and Mining Company Limited · (Vaal Reefs). The Mintek-AAC collaboration has been formalized as a joint-venture technology agreement for the comme;cialization, as well as continued development and improvement, of the bacterial oxidation process (MINBAC). From a process standpoint, bacterial oxidation involves the contacting of slurries of finely ground sulphide concentrate with suitable strains of iron-sulphur oxidizing bacteria, which act as the catalyst to promote sulphide·· oxidation by oxygen from air. Process engineering is simplified in that this reaction is carried out at low temperatures and ambient pressures. The view was taken that the successful development and implementation of the MINBAC technology should be based on parallel R&D aimed at an understanding of the process fundamentals, the process engineering and scale-up requirements, as well as the ancillary requirements for the gold recovery-processes and environmental management. This has represented a major R&D effort at a total cost to date of around US $10 million.

There was no need for the people of Cleveland to ask “Where does the raw sewage go? We want to know!” because it was clear. The raw sewage was being discharged into Lake Erie during heavy rainfall events due to the outdated design of the combined sewer system. In efforts to resolve this ongoing issue for the City of Cleveland, the Northeast Ohio Regional Sewer District developed Project Clean Lake in collaboration with the US EPA. Project Clean Lake is a 25-year, $3 billion program consisting of seven large-diameter CSO storage tunnels to be constructed beneath the city’s existing infrastructure. The first four tunnels have been completed using traditional hard rock TBM excavation methods. The fifth tunnel, the Shoreline Storage Tunnel Project, presents unique challenges and complexities as it will be the first large-diameter EPB TBM to dig under the City of Cleveland. The project itself consists of one tunnel drive 14,100' (2.7 miles) in length, two pipe jacking tunnels, three large slurry wall shafts, two diversion structures, and three regulator reconstructions. Upon completion of the project, 12 permitted CSO locations along Lake Erie will be taken offline, reducing overflow volumes by approximately 350 million gallons per year. This paper will discuss the current status of construction and the chosen means and methods, including the myriad of nuanced differences between hard rock and EPB TBM tunneling methods. Particular attention will be given to the site preparation, setup, and organization; TBM assembly; and TBM launching practices.

This article discusses four principal areas relevant to financing direct reduction facilities: (1) Lenders' differing requirements with respect to projected cash flows; (2) The impact of leveraging on project viability; (3) The importance of appropriate debt structure; (4) The significance of accurate and complete capital cost estimates. The overall findings emphasize the inseparable connection between the project economics and its financeability, and particularly how direcly intertwined they both are in the project planning.

Little knowledge is available that considers the effects of continuous miner position on the possible respirable dust exposure of the remote mining machine operator. Such information could be very useful for increasing the awareness of the remote operator as to those parts of an extended cut that generate higher levels of respirable dust. This data could be used to develop guidelines for positioning the remote operator to reduce his potential exposure. This work details the effects of continuous miner position on dust levels measured on the machine and at the remote continuous miner operator location.

Many underground projects now include preparation of a Risk Register through planning and design as a tool for project and risk management. There is still significant discussion within the industry as to whether and how to best present the Risk Register through the bidding process and the construction phase of a project. While the ITIG Code of Practice for Risk Management of Tunnel Works recommends this approach of continuity in risk management procedures, it is silent on the specifics of how this should be achieved. A study was made of the physical and chemical nature of silica minerals found as natural impurities in bentonites and montmorillonitic Fuller&apos;s earth clay products as well as in <10 micron dust from eight processing plants. The results show that the silica minerals present in these clay materials are totally encapsulated or encased in clay. No "free" silica minerals could be observed in SEM images of either granular or powder products or in dust samples collected for MSHA crystalline silica analysis. Silica minerals, such as quartz, are identifiable by SEM and EDS analysis only after removing the clay coatings by vigorous washing. After washing it can be observed that all crystalline quartz grains also have diagenetic overgrowths of what is probably opaline silica. The clay and opaline silica encapsulation of quartz plus the strongly hydro scopic nature of montmorillonite are believed to be responsible for there not being a single confirmed case of silicosis among workers in the subject plants after more than 65 years of production.

Florida&apos;s electrical needs are served by 58 utilities of practically every type: six investor-owned, 34 municipal, 17 cooperative, and one federally-owned. They range in size from a small municipal system with a, 2 MW annual peak demand CD a large investor-owned utility serving about one-half of the state with an annual peak demand of 8,600 MW. (1),(2) These utilities are interconnected at several voltage levels with 230kV serving as the pre-dominant voltage for the bulk power transmission system. About 275 miles of 500kV circuits are found within two systems, but no tie-lines yet exist at this voltage. Due to Peninsular Florida&apos;s (that portion of the state east of the Apalachacola River) geographic location and shape, it cannot, at present, depend upon its interties with the remainder of the nation to completely support the sudden loss of the state&apos;s largest generator. Therefore, the utilities maintain a total amount of spinning reserve to cover for this single contingency outage at all times. Most of the state&apos;s electric utilities belong to the Florida Electric Power Coordinating Group (FCG) which, through its standing committees, coordinates the planning and operation of the member systems. Though a formal, centrally dispatched pool does not exist in the state, generating utilities which belong to the FCG&apos;s Operating Committee subscribe to an energy broker operation to maximize the savings that can accrue from economy interchange. Studies are underway, with participation from the staff of the Florida Public Service Commission, that are investigating both central planning and dispatch of the peninsula&apos;s electric utilities. Florida&apos;s electric load is mainly residential. During: 1976, 48.8% of all electrical energy use was by residential customers; 31.8%, commercial; 16.2%, industrial; and 3.2% for all other. By comparison, 32.7% of the United States&apos; load was residential, followed by 40.5% industrial, 23.0% commercial, and 3.8% other.

Many mining companies try to fight their way up from small operator and exploration company to major producer. Not many companies make it. Cambior Inc., formed in 1986, is one company well on its way to making it as a major operating company. In 1993, Cambior surpassed 15.5 t (500,000 oz) of gold production and began operations at its world class Omai gold mine in Guyana. At the same time, the company has embarked on a program of geographic and minerals diversification. Cambior, a Canadian company, now has interests in eight mines, three development projects and more than 100 exploration properties in North and South America. The company’s goal is to derive 70% of its income from gold and 30% from base metals and other minerals. Cambior’s moderate diversification into base metals gives protection against negative gold price fluctuations. It also balances the typically short term gold mines and the longer term base metal mines.

A four-mile length of interceptor sewer tunnel in Manhattan has finished sizes ranging from 10&apos;6" to 14&apos;6" horseshoe. Mixed face conditions were anticipated in three areas and encountered in five. All were short but since the tunnel lies well below the water table and failures would involve important utilities, major structures and human lives, great care had to be exercized in choosing a construc¬tion method. Chemical consolidation was selected as the best approach with compressed air working as a backup system. Initially grouting was accomplished from within the tunnel, but treatment from the surface was more successful and was later adopted. The soils consisted largely of impermeable weak silts and it was found possible to inhibit access of water to this material so that it could be controlled by breasting within the tunnel without loss of stability. It is concluded that in the interlayered permeable and impermeable soils encountered, chemical grouting would successfully stabilize the working face. INTRODUCTION An interceptor sewer is currently under construction along the entire length of the west side of Manhattan. When complete, the tunnel will intercept and divert to a treatment plant (also under construction) a daily flow in excess of 200 million gallons per day. About 9 miles of the interceptor sewer is in tunnel and the remain¬der is cut-and-cover construction. "In early 2014, Nicholson Construction Company was awarded, together with its tunneling sister company Bessac, the Norris Cut Miami Tunnel Project. The 2.5-meters diameter segmental lined tunnel, 1600-meters long, is aimed to replace the existing 54” force main connecting the Waste Water Treatment Plant (WTP) on Virginia Key to Fisher Island. To overcome project challenges such as the highly permeable limestone of the Fort Thomson Karstic Formation (one of the most permeable formation in the World), the project team has developed State of the Art solutions: The TBM was launched with pipe-jacking technique for the first 70-meters and then converted to segment erection mode. It allows substantial schedule savings and drastically reduces the size of the circular launching shaft. The TBM, jointly designed and manufactured by Bessac and Herrenknecht, can convert from slurry to EPB mode within a few minutes. The cutters can be replaced by wet divers thanks to an innovative application in the TBM industry. PRESENTATION OF THE PROJECT The aim of this project is to replace the existing 54-inch force main pipeline which transmitted all sewage collected from Miami Beach, Surfside, Bal Harbour, Bay Harbor, North Bay Village and Fisher Island to the Central District Wastewater Treatment Plant (CDWWTP) to Fisher Island. The existing pipeline consisted of pre-stressed concrete cylinder pipe which is in poor condition in a number of locations and could be subject to sudden failure. An adjacent portion of this existing force main under the Government Cut (North Fisher Island) has already been replaced as part of a previous design-build contract and involved the installation of a 60-inch diameter fiberglass-reinforced mortar pipe installed inside a micro-tunneled casing."

"Froth flotation is a process in which valuable minerals are separated from gangue minerals on the basis of surface wettabilities. It is a universally accepted process for the beneficiation of coal. The large amount of coal fines that have been generated from both mining and beneficiation processes has been reported as a chronic problem to both fine coal preparation and utilization as these fines contain a high amount of ash forming minerals. The current study investigated the potential application of Synthetic Bio-compatible Polymers as slime depressants in fine coal flotation for the possibility to enhance the combustible recovery and ash rejection. Raw coal samples containing 21% of ash-forming minerals were crushed, grinded and floated in the presence of Chitosan polymer. Flotation tests were carried out in D-12 Denver flotation cell with 1-Liter capacity. Flotation outcomes were studied as a function of polymer concentration. Box-Behnken factorial method was used for experimental design. Second order response functions were produced for ash% and combustible recovery. The results obtained from this study demonstrated positive influence of chitosan polymer on ash% and combustible recovery. Ash % was decreased by 3.32 % while an increase of 48.15 % in combustible recovery was observed when chitosan was introduced in the flotation process. INTRODUCTION Froth flotation is a widely used method of separating minerals by utilizing the difference between surface wettabilities [1], [2].Modern mechanized mining and ore handling operations produce large amounts of coal fines which in the past were not processed but discarded as waste[3]. Even though flotation is the best method of beneficiation for coal, it can be challenging in case of fine coals. In fine coals, slime coatings of colloidal mineral matter exist on the coal surface. These coatings render the coal hydrophilic, hence reducing flotation efficiency and recovery. Of late, different researches have been using biodegradable polymers to determine their feasibility in enhancing fine coal flotation efficiency[4].Naturally occurring and synthetic polymers, for example, polyacrylamide-based polymers, have been widely used in flotation as multifunctional reagents[5],[6],[7]. Hybrid polyacrylamide polymer has been successfully used as a depressant for ash forming minerals in fine coal flotation[3]. Recently, chitosan has been successfully used in flocculating quartz particles to produce faster settling rates of fine tailings [4]."

California&apos;s annual production of >11 million tons of cement, at a value of over $640 million, comes from eight companies, which operate 11 plants. Cement is California&apos;s second most important mineral commodity, representing 25% of its total annual mineral production. Although most of the cement produced is consumed within the state, current export locales include the Pacific Northwest, Nevada, Arizona, Utah, and New Mexico. An enumeration of the components required to produce cement is deceptively simple: calcium oxide (65%), silica (20%), alumina (4-5%), iron (3-4%), and calcium sulfate (4%) as a retardant admixture. The last, and most expensive, ingredient in cement manufacture is energy. Detrimental materials in cement mixes include excess .magnesium, alkalis, heavy metals, sulfur, and other volatiles. Each of the 11 cement plants in California requires a unique chemical solution of combined raw materials to produce a uniform product: portland cement. The geologist proposing solutions for the additive raw materials in cement manufacture must have a thorough knowledge of a particular cement plant&apos;s needs. In the California cement market, keeping the costs of additive raw materials down is one way to also stay competitive, and using a combination of natural and waste materials as additive raw materials allows cement producers to stay competitive.
