"Mining began, in the Colstrip area in the 1920's by the Northern Pacific Railroad. The coal was used for steam locomotives until 1957, when the advent of diesel power made them obsolete. In 1959, Montana Power Company purchased the Northern Pacific properties including the mining equipment, coal leases and the town of Colstrip. Western Energy Company, a wholly owned subsidiary of Montana Power Company was formed in 1966 to manage the mining operations in Colstrip. The Rosebud Mine officially re-opened in 1968 to supply coal for Montana Power Company's J. E. Corette Plant In Billings. Since 1970, Long Construction has operated the mine equipment for Western Energy Company". The Rosebud Mine is located in Southeast Montana and supplies coal to two 350 megawatt power plants located in Colstrip and one 180 megawatt plant located in Billings. Approximately 30 percent of Western's annual production is consumed by these plants. The remaining production is shipped to the mid-west and burned by utility companies and municipalities.

As global energy demands increase, there will be a critical need to employ fuels that have minimal environmental impacts. While hydrogen is considered the ultimate fuel for that purpose, hydrocarbon based fuels will be in use for a considerable time and will probably be the first major source of hydrogen for next generation power systems. The best fuel for this transition will be natural gas because of the high hydrogen to carbon ratio. Natural gas hydrates have the potential to meet the global energy needs for the foreseeable future. The amount of energy stored in natural gas hydrates is significantly more than that of all the other fossil fuels combined. However, most proposed techniques for recovering the natural gas from the hydrate require too much energy input, raise safety concerns or can only recover a fraction of the gas. This paper discusses the technical feasibility of a novel method of gas production in hydrate reservoirs. The method is an in-situ process that creates a point heat source in the hydrate formation. This method not only significantly reduces the energy input, but also has the potential to sequester as much or more CO2 than would be produced from combustion of the natural gas produced, thus making this in-situ methane production technique virtually carbon neutral. Simulations using FEMLAB™ show that the method offers an energy efficient and environmentally friendly way to produce natural gas from hydrate reservoirs. Preliminary results indicate that it is possible to have an energy efficiency of nearly 90% for land based reservoirs for hydrate loadings of 20%. The simulation results also suggest that alternatives to a point source can be employed which may improve the process efficiency.

Relatively large amounts of such hydrocarbons as fuel oils are often needed in flotation of low rank coals. The amount of oil can be decreased considerably by using surfactants as promotors. The reagents which are good candidates as surfactants to promote hydrophobicity can also act as emulsifying and wetting agents. Since the physical and chemical variables influence various sub-processes in different ways, their influence on the performance parameters is complex. The results of laboratory tests are presented to show that the dual role of reagents can be judiciously exploited to increase both the recovery and grade of clean coal. The mode and order of reagent addition is critical in enhancing their efficacy as flotation promotors. The results demonstrate the benefits of proper conditioning of the pulp prior to flotation.

Direct observations of intergranular fracture during comminution are very difficult to make. The best indirect method is based on the measurement of interphase area before and after comminution. If intergranular fracture does not occur, the interphase area should be conserved during comminution, but it should decrease if significant amounts of intergranular fracture occur. The interphase area per unit volume can be determined by image analysis from measurements on sections of the unbroken ore and on sections through the particles after comminution. However, the measurements must be corrected for the effects of image resolution on the measured phase and particle perimeters. A correction procedure was developed, and the true interphase perimeter per unit volume was measured before and after comminution in a sample of chromite-serpentinite ore and two samples of Witwatersrand pyritic quartzite. The pyritic quartzite showed no significant evidence of grain- boundary fracture while the chromite-serpentinite showed a significant decrease in interphase area per unit volume of chromite, indicating that intergranular fracture occurred.

"Mining plays a key role in the development of modern civilization as a source of essential raw materials and provider of essential fuels, producer of jobs and a factor in support of the international balance of monetary payment (Camm, 2014). Professionals in mining locate, develop, design and manage ore deposits in an environmentally safe and profitable manner. As mineral deposits become increasingly scarce, new challenges face the industry. A current trend is to an increased emphasis on underground mining techniques for deeper deposits. Operations are safer now than before as companies understand better their work environment and the importance of mining responsibly.A continual challenge for the industry is accurately reflecting the costs and selling price of ore. An enduring characteristic of mining is the situation where the market typically determines the price of a commodity; the main control a company has on the bottom line is to control the cost of production.An attempt to bring light and clarity to the cost of their business will give a better idea to investors on the true profitability of the mining business. Gold producers face this struggle to accurately reflect the cost of production while also seeking to attract the interest of the investment community (Hill, 2013). In order to have a consistent format to report on their production costs, leading gold producers, through their alliance inside the World Gold Council (WGC), worked on the adoption of a new cost framework: the all-in sustaining cost (AISC) and all-in cost (AIC).Since 1996, the traditional cash cost reporting has focused only on the mining and processing costs incurred in mining an ounce of gold, which included the costs of goods sold (labor, energy, and consumables costs) and royalties (Table 1). But cash cost reporting ignores many important aspects, like sustaining capital, general and administrative expenses and site rehabilitation at the end of the mine life (Whelan, 2013). The cash cost was used to attract many investors into the business. In fact, the high gross margin (sales minus cash costs) has been promoted in past decades by the industry instead of the net or operating margin. As a result, even when the gold price was high, nearly $61/g ($1,900/oz) in August 2011, gold producers were not reporting excessive profits in their cash flow/income statements, to the disappointment and incomprehension of investors (Milstead, 2014). The truth was simply that the other costs omitted in the traditional cash cost were reducing the apparent profits.The disconnect led to a need for more accurate cost reporting in order to win back investor confidence and provide better understanding of gold mining economics. In 2012, the senior gold mining companies, including Gold Fields, Barrick Gold Corp. and Newmont Mining Corp., worked with the WGC to develop a new measure. This resulted in the June 2013 publication of the new framework AISC and AIC, which has been widely embraced by the sector since Jan. 1, 2014 (WGC, 2013).The adoption of the new cost template would have the dilemma of showing the real profitability of gold mine properties, which might alleviate taxes from governments and legislators, but it might also scare off investors toward more lucrative industries if not winning back their confidence."

More than 5,300 mining professionals from around the world attended the SME Annual Meeting and Exhibit, March 1-3 in Denver, CO. Seventy three technical sessions highlighted innovative technologies and applications for the development of mineral resources. And the exhibit featured 421 companies worldwide and 632 exhibit booths. The 1999 SME Annual Meeting had 10% international attendance Professionals from outside the United States were guests at the first SME International Reception. Other meeting highlights included the Keynote Session. This pivotal session examined the international experience of North American-based companies. Speakers presented their perspectives on international explorations and operations. Keynote speakers included Robert Buchan, Chairman an( Chief Executive Officer, Kinross Gold; Dave Baker, Director Global Mining Project Management, Caterpillar; and Leendert Krol, Vice President International Operations Newmont Gold. Ihor Kunasz, 1998 SME President, made the introductory remarks.

China has made great progress in thick coal seam mining, commonly characterized by longwall top-coal caving mining and single-pass longwall mining with a large cutting height. At present, the maximum mining thickness of longwall top-coal caving reaches 20 m while that of single-pass longwall mining approaches 8.8 m. The top-coal caving–related technologies have significantly improved the mining efficiency of thick coal seams and have also made a great contribution to the centralized underground mining of coal. Thus, the number of underground coal mines is greatly reduced in China. However, due to the increase of the mining height and the changes in mining operations, the overburden movement caused by the mining of thick coal seams is more intense, and the influence scope is larger, which brings a series of new problems on ground control of longwall faces. The Wobbler Feeder is a comparatively new materials handling and separating device. It is essentially a materials separating or scalping machine, particularly adaptable to separation of oversize particles from mine-run ore and to the separation of oversize materials from overburden, where the removal of oversize materials is necessary, as is the case in conveyor stripping. In construction, the Wobbler Feeder is simply a set of transverse bars of manganese steel, or other wear-resisting alloy steel, each having an elliptical cross-section with the major axes of adjacent bars displaced by ninety degrees so when rotating in unison, the pre-determined space between the bars remains constant.

Acid soak tests were used to measure the effectiveness of binders in highly acidic conditions to determine their suitability for use in copper heap leaching. Soak tests involved placing the agglomerates on a screen, soaking them in a solution that replicates the pH of the raffinate used in a heap leach, and measuring the quantity of fine particles that passed through the screen. A wide range of binders were evaluated which had potential for functioning in acidic solution. Only a few binders were effective, with the best-performing binders being nonionic polymers designed for dust suppression applications. The most effective binder prevented all but 1.86% of the fines from being released and passing through the screen, while binderless agglomerates allowed as much as 29% of the fines to pass through the screen. The soak test developed for this study provides a useful method for rapidly identifying promising binders at a low cost, and for examining effects such as curing conditions on agglomerate quality.

The Stillwater District is located in south central Montana approximately 75 miles southwest of Billings, the state's largest city. It lies along the northeast front of the Beartooth Mountains and is within the boundaries of the Custer and Gelatin National Forests. The district contains some of the nation's most spectacular mountain scenery. Montana's highest peaks, including 12,799 foot Granite Peak, rise a few miles south of the area. Much of the district is located on a gently undulating plateau which averages 8500 ft. above sea level, broken by hills up to 10,000 feet and slashed by glacially carved canyons, some of which are more than 3,000 feet deep.(Fig. 1) Immediately to the north and east, the land falls away to the Great Plains, stretching unbroken to the Mississippi River. Two major tributaries of the Yellowstone River, the Stillwater and Boulder Rivers, traverse the area and several large streams originate in the district itself. Access to the high mountain country and the adjoining Beartooth Primitive Area is restricted to a few horse and jeep trails continuing from the terminus of improved roads in the bottom of the Stillwater and Boulder Valleys. Hunters, fishermen and cabin owners make intensive use of the area along its improved transportation routes, but hikers seldom venture more than three miles beyond the end of the roads. People from the Billings area are the most frequent visitors.

World trade has increased significantly during the last quarter century. However, a new rational for protectionism is emerging which argues for the restriction of trade as a means of preserving and protecting the environment. Fearing lower environmental standards in the Third World, environmentalists are calling for new trade barriers between the developed countries and the developing countries to combat what they see as "eco-dumping." The "greening" of protectionism and the merging of environmental standards into international trade agreements could fundamentally change the world trading system as well as seriously impact the availability of raw materials to provide for the needs of the peoples in both the developing and the developed worlds. This discussion will deal with the agreements and regulations that promise to influence the trans boundary shipment and recycling of scrap metals and wastes containing metals and their projected impact on world trade and metal prices. Emphasis will be placed on the Base1 Convention, whose restrictions concerning trans boundary shipment of scrap metal and metal-containing wastes for recycling took effect on December 31, 1997.

A number of investigators have studied the electrokinetic potential (?) of kaolinite as a function of pH. (1,2,3,4,5) These investigators all agree that the ? is negative except at quite acid pH values. The actual shapes of the curves reported by the several authors vary considerably. In spite of the general negative character of kaolinite the mineral has a rather high anion exchange capacity. (6,7,8) The cation exchange capacity is the lowest for the clay minerals. (6) It has been shown that anionic surfactants adsorb readily onto the mineral even up to neutrality, often in quantities exceeding the reported anion exchange capacity. (7,8) At least part of the anionic adsorption should be onto positive edge sites thought to exist on the mineral. (9,10) In the present study ? of kaolinite was measured as a function of pH using both the streaming potential (sp) and microelectrophoresis (m.e.p.) methods. In addition ? was measured at various pH values as functions of sodium dodecyl sulfate (SDS) and trimethyldodecylammonium chloride (TMDAC) concentrations. In some experiments decyl alcohol (DA) was added.

INTRODUCTION The Scope of the Chapter This chapter discusses environmental regulation and closely-related public policies associated with mineral development in the United States. This chapter outlines the nature, extent, and amelioration of secondary effects of mineral development. It sketches the policy foundations of regulation; discusses the implementation of environmental law; describes land use conflicts and land management regimes; and surveys the costs and benefits of environmental regulation. Since regulations are subject to frequent change, the chapter emphasizes basic factual and conceptual material, rather than specific regulations. The goal is to familiarize the reader with the general nature of environmental impacts and mitigation which arise in the minerals industry, and with the issues surrounding the regulation debate. The chapter is organized as a series of sub- chapters. The first of these is a discussion of the conceptual foundations of regulatory policy. The second section summarizes the principal federal environmental statutes, and the implementation of such regulation. Following that, the third section summarizes the current state of knowledge regarding the types of environmental impacts associated with mineral development. This discussion, organized in a format similar to that used in environmental impact statements, can be thought of as a guide to reading and understanding such statements. Next, the fourth section surveys studies of the costs and benefits of environmental regulation. 'These empirical studies are evaluated in terms of the framework developed in the first section of the chapter. In the fifth section, the discussion turns to federal, state, and local approaches to land use control and siting, and the economic analysis of such conflicts. Included are discussions of the two principal forms of public lands mineral entry, the 1872 location patent system and the 1920 leasing approach. CONCEPTUAL FOUNDATIONS OF REGULATORY POLICY David A. Environmental and related regulation occurs because the public believes the free market does not properly value environ- mental quality. In this section, concepts are advanced to aid the reader in understanding the government's role in this respect.

Calcium carbonate is one of the highest volume industrial mineral products in North America. It is used in filler and extender applications, roofing products, floor tile, glass manufacture, etc. Calcium carbonate has over a dozen major filler and extender applications plus a host of minor uses. North American consumption of calcium carbonate fillers and extenders in 1991 is estimated at over 5,000,000 tons valued in excess of $400,000,000. There were five major suppliers of calcium carbonate fillers in the Middle Atlantic region in 1988 :?Bestone, Genstar, National Gypsum, Thomasville Stone and Lime, and White Pigment. With the exception of Genstar's Maryland operation, all of these operations are within a few miles of York, Pennsylvania. The Millington Group (TMG) purchased the assets of Bestone Corporation in February of 1989. TMG then seized the opportunity to strengthen its business position by acquiring National Gypsum's and White Pigment's Pennsylvania filler businesses in December, 1989 and July, 1990, respectively. By July of 1990 TMG's filler business acquisitions included six quarries and one underground mine, totaling over 1,200 acres and three processing facilities. The assets were restructured into two new companies - Delta Carbonate, Inc. and Penroc, Inc. (hereafter collectively referred to as Delta). Delta identified the assets of the three predecessor companies as undervalued from the outset. The initial phase of Delta's turnaround strategy was to reassess the combined mineral. mining, processing, transportation and marketing assets. The second phase was to effectively integrate these resources in order to exploit their inherent synergy.

Synthetic fuels will be the first major development effort to feel the effects of a new set of opposition forces. These confrontations will not be of the same variety as those which occured in the 1970s. Instead the synfuels industry, particularly in the West, will find itself confronting a new coalition of local political, community, and state spokesmen. They will oppose synfuels because the projects will represent a threat to existing lifestyles, political structures, taxes, social life, water rights, economics, and other politically sensitive considerations. In short, they mean change -- usually dynamic, full of unknowns and always threatening. The battles themselves may be fought technically over environmental issues, law and regulations; often these will be the instruments of the opposition. The real underlying problems will likely lie much deeper. In many cases environmental groups will be enlisted as the standard bearers; however, this approach may simply reflect the fact that environmental objections are convenient or at times the only tools at hand.

"SUMMARY The importance of information management was recognised in surface construction industry decades ago, and has increasingly being recognised through formal process and laws. Around the world, these laws and codes of practice are currently being drafted and enacted, to reflect the development of software tools and corresponding increasing adoption by industry. This paper deals with specifics of implementing information modelling in tunnelling business utilising BIM (Building Information Modelling) technology developed for buildings as well as similar technology developed for mining industry. Although BIM is recognized initially as a 3D digital representation of physical and functional characteristics of a facility, the real benefits come when complex capability through construction sequencing and even detailed programming (4D) and cost capabilities (5D) are included. INFORMATION MODELLING The Architecture, Engineering and Construction (AEC) industry requires the production of design and construction information, which involves the input from several teams. The tasks allocated to each team need to be carried out in a particular order and coordinated in order to benefit all those involved and the project itself; this is known as “collaborative working”. To ensure the quality, and guarantee that information can be used without change or interpretation, working processes and standards needs to be agreed upon or else it will hinder collaboration and have a negative impact on project delivery. Case studies show that the additional capital delivery costs due to uncoordinated, inaccurate and ambiguous information amounts to 20-25%. The solution to overcome these problems and improve collaborative working in a project is the adoption of BIM. It is a modern approach to the design, documentation, delivery, and life cycle management through the use of project information databases coupled with object-based parametric modelling. BIM requires traditional practices shifting from simple drafting to using 3D native models for building design environment. Additionally, it requires that models are equipped with information that has been traditionally decoupled in a text or other kinds of documents. The goal is not in creating a 3D graphic representation of design intent; rather, it is a comprehensive information management tool based on the simulation of design and construction build around a central repository."

The identification of the major subsidence areas in the Eastern Kentucky Coal Field has been made to distinguish the subsidence phenomena on the basis of geographical location. Further, this identification process is based upon selected critical geological, topographical, and mining features in the coal fields. The proposed identification of the regions is derived from a comparison of the subsidence potential in a particular area. The most likely severe subsidence areas are compared to those with the probable low subsidence severity. The combination of certain geological and mining parameters involved allows for the derivation of a classification of the subsidence potential.

The Leeville underground mine has been in operation since 2006 and currently produces 3,200 tons of ore per day with an average gold grade of 0.4 opt. The mine has a large horizontal extent of 2,500 feet by 500 feet and a vertical extent of 20 to 200 feet. High density of joints occurs within the host rock. Based on Rock Mass Rating and field observation, the Leeville ground conditions are characterized as poor to very poor. As such, heavy ground support is required for the mining operation in Leeville. Ore zones with a height in excess of 10 m (35 feet) are considered for longhole stoping. A typical stope measures 6.0 m (20 feet) wide, 30 to 55 m (100 to 180 feet, depending on the ground conditions) long and 10 to 30 m (35 to 100 feet, depending the thickness of ore body) high, yielding 10,000 to 20,000 tons when completed. Narrow ore zones, less than 10 m (35 feet), are mined using cut and fill. These drifts are 4.6 m (15 feet) wide by 4.6 m (15 feet) high. Based on the afore-mentioned poor ground condition, the establishment of a ground control monitoring system is key to operating both safely and successfully. The ground control monitoring system is composed of comprehensive instrument design and installation. Instruments include Multi-Point Borehole eXtensometers (MPBX) and Stretch Measurement to Assess Reinforcement Tension (SMART) cables. The monitoring system covers the mining zones and infrastructure openings. After about two year?s applications and measurements, useful data has been and continues to be collected to use in future stope and infrastructure structure design. The recent increase in size of open-pit mining operations has resulted in major improvements in efficiency that are beneficial to the mining industry. Higher bench heights, larger diameter blast-holes, and more powerful explosives have played an important part in reducing mining costs. These measures have, however, resulted in increased energy concentrations in the blast area, which can result in severe backbreak problems for final pit walls. If backbreak is not controlled, a decrease in the overall pit slope angle will ultimately be necessary, and consequences, such as decreased recoverable ore reserves and increased waste-to-ore ratios, will result. Greater amounts of loose face rock will be produced, and planned safety berms will be less effective or nonexistent. Hazardous working conditions can also result. Remedial measures, such as scaling large areas and using wire mesh or other artificial support, are very expensive and difficult to implement. There must be a trade-off between the money saved by using larger blasts, and the time spent to maintain pit wall quality. The best approach is to control blasting effects so the inherent strength of pit walls is not destroyed. Presplit and trim blasting are two control blasting techniques used to accomplish this. Both techniques are designed to create a low explosive energy concentration per unit of wall area at the perimeter of the pit. Energy concentration of the main production blast must also be controlled to avoid damaging the final pit wall. A low-energy concentration at the final wall can be obtained by decoupling charges, decking charges, using less powerful explosives, decreasing blasthole diameters, and changing the burden and spacing. Rock properties-fragmentation and the final state of the pit wall-influence the success of a blast. The most important properties to consider are: in situ rock strength, and the nature, frequency, and orientation of structural features. Since these variables cannot be controlled, they must be evaluated by suitable field tests, and then a control blast can be designed using controllable variables, such as spacing, burden, and hole diameter, so the blast will be successful for appropriate rock conditions. One main thrust of this article is to show how control blasts can be successfully designed for larger hole sizes, up to 381-mm-diam. While efforts to produce a good control blast in shovel/truck pits have been ongoing for some time, recent use of a modified presplit technique in dragline operations has helped reduce water problems, improve safety, and increase dragline productivity in a number of surface coal mines. This article presents examples on designing and using presplit and trim blasting for large hole operations in both shovel/truck and dragline mines. Presplit Blasting As introduction to presplit blasting, Fig. 1 illustrates a typical presplit blast layout using 102 mm-diam presplit holes for 381¬mm-diam production holes. For this type of blast, presplit holes would normally be drilled first, ahead of main production holes. The choice can then be made between loading and firing the presplit line or infilling the main blast. In the latter case, the presplit line would be fired instantaneously 100-150 milliseconds before the main blast. As shown in the figure, the presplit line is formed ahead of the main

Spontaneous combustion in western U.S. coal mines has been recognized as a serious problem which requires unique solutions. Methods have been developed for longwall mining which rely on the existence of an oxygen-deficient atmosphere in the gob for control of the spontaneous combustion hazard rather than the use of bleeder systems. Monitoring of the gob atmosphere is required to protect against the possibility of an explosion and to detect spontaneous heatings. Data from an example mine employing such a system is included to illustrate normal gob gas trends and is compared to abnormal trends which resulted from and were indicative of a fire. Under normal circumstances the oxygen (O2) and carbon monoxide (CO) concentrations decline rapidly as the longwall face retreats. Samples taken from a leaking seal in the example mine prior to a spontaneous heating showed virtually no oxygen depletion, contained erratic CO concentrations, and indicated the existence of hydrogen, a fire indicator. The appearance of an abnormal trend in the gob atmosphere can be used as an early warning of spontaneous heatings.
