New Mexico ranks 2nd in uranium reserves in the U. S., which amounts to 15 million tons ore at 0.277% U3O8 (84 million lbs U3O8) at $30/lb (EIA, 2006). The most important deposit in the state is sandstone within the Morrison Formation (Jurassic) in the Grants district. More than 340 million pounds of U3O8 have been produced from these deposits from 1948-2002, accounting for 97% of the total production in New Mexico and more than 30% of the total production in the United States. Sandstone uranium deposits are defined as epigenetic concentrations of uranium in fluvial, lacustrine, and deltaic sandstones. Three types of sandstone uranium deposits are recognized: tabular (primary, trend, blanket, black-band), roll-front (redistributed, post-fault, secondary), and fault-related (redistributed, stack, post-fault). Several companies are planning to mine these deposits by in-situ leaching.

"There have been about 42 fatalities in underground coal mines between 1984 and 2015 where the victim was struck, pinned, or run over by a mobile machine (MM) such as a shuttle car, scoop, or battery hauler. MSHA has issued a proposed rule requiring proximity detection systems (PDS) on MMs in an effort to prevent future fatalities. Currently approved PDSs use electromagnetic (EM) technology to detect the presence of a miner and impose machine controls to prevent contact. The disadvantages of an EM-based PDS on MMs include the need for a miner-wearable component (MWC), environmental interferences, EM interferences from other devices, and low localization range and accuracy. NIOSH researchers are investigating alternate technologies that could improve the capabilities of the current PDSs. Many technologies were reviewed, and NIOSH researchers identified RFID, LIDAR, RADAR, ultrasonic detection, and computer vision as candidates for PDS development. The performance characteristics of each technology and its applicability to an underground mining environment will be discussed, along with international developments and implementations, and the concept of sensor fusion. INTRODUCTION PDSs provide safety to mine workers by detecting their presence (and in some cases location) around a machine. These PDSs provide a warning zone, which triggers an alarm, and a stop zone, which halts the machine before it contacts the miner. The Mine Safety and Health Administration (MSHA) issued a final rule requiring that PDSs be installed on all continuous mining machines (CMMs) on the working section, with the exception of full-faced machines, according to a phase-in schedule for newly manufactured and existing equipment [1]. The PDSs that were designed for CMMs have since been adapted to other mobile machines. Mobile machines include scoops, which are used as general utility vehicles, as well as coal hauling machines, such as shuttle cars, ram cars, and continuous haulage systems. MSHA has examined all accident reports from 1984 to 2014, and determined that 42 fatalities could have been prevented on mobile machines had a PDS been installed [2]. As such, MSHA issued a proposed rule that would require mobile machines on working sections (with the exception of longwall sections) to be equipped with a PDS. This rule would follow a phase-in schedule for newly manufactured and existing equipment. Currently available PDSs are based on electromagnetic (EM) technology. NIOSH researchers developed a shell-based magnetic flux density distribution model [3] for determining the position of a miner near a machine. A typical system would consist of four generators positioned around the perimeter of the machine. Each generator is a coil of insulated wire wrapped around a ferrite core. The magnetic field strength is proportional to the current running through the coil. Miners working on the section have an MWC, which is a transceiver that measures the field strength emitted by the generators and transmits a data packet over an RF link which contains the field strength reading to the PDS controller mounted on the machine. The magnetic field generators are pulsed sequentially such that the MWC can identify which generator’s field strength it is reading. This type of system utilizes the principle of magnetic flux density: the closer the MWC is to the field generators, the higher the field strength reading. Thus a miner’s presence can be determined once he gets too close to the machine, because his MWC will measure a magnetic flux density beyond a certain threshold. These thresholds are utilized on a per-generator basis to “shape” the fields for both warning and stop zones around a machine, as illustrated in Figure 1."

Blasting with the aim to reduce oversize boulders in underground has many hurdles due to limited accessibilities and poor site conditions. Optimized drilling and blasting parameters can help to achieve this objective. The major challenges of the blast designers lie within deciding blast geometry, namely drill hole diameter, burden, and spacing. The general approaches covered worldwide to determine burden-spacing are based on various rules of thumb, which are based on previous experiences of blasts and the associated outcomes. However, many parameters influencing optimum burden-spacing to achieve desired fragment size are site specific. Sometimes drill geometry is decided based on associated blasting hazards rather than rock fragmentation. The Kuz–Ram model is a worldwide accepted rock fragmentation predictor. The parameters associated with this predictor also include burden-spacing for a blast. Back calculation of burden-spacing from the Kuz–Ram model can be used to achieve desired fragment size. This paper deals with burden-spacing determination by using an empirical approach for the underground stope ring blasting.

"The National Institute for Occupational Safety and Health (NIOSH) National Personal Protective Technology Laboratory (NPPTL) is leading an effort to develop the next generation of self-escape breathing apparatus for egress from confined spaces in emergency scenarios. A backpack style closed-circuit mine escape respirator design was one configuration explored as part of the research imperative directed by the 2006 MINER Act. Stakeholder feedback from MSHA and at the NIOSH Breathing Air Supply Partnership Meeting indicated a smaller belt worn unit that does not sacrifice performance is desirable. This paper outlines some further technology advancements that may be investigated toward developing such a small-sized respirator. Technologies being considered are novel chemicals for improved carbon dioxide (CO2) absorption and oxygen (O2) production, eliminating a dedicated CO2 scrubber by incorporating its function in the spaces of the respirator’s breathing loop and storing O2 in a liquid form with long standby capabilities. When these technologies are applied to a future design, there is the possibility of having an escape respirator that can be belt worn and capable of being certified to 42 Code of Federal Regulations (CFR) Part 84 standards, including sub-part O for escape purposes including mine escape. BACKGROUND NIOSH NPPTL has a Research and Development effort to provide mine workers with state-of-the-art breathing air technologies to comprehensively support initial and continued self-escape, refuge alternatives, and rescue needs, resulting from mine emergencies. As part of this R&D effort, NIOSH invested in the development of a next-generation closed-circuit mine escape respirator (CCMER) which would be compliant with NIOSH’s respirator standard requirements, 42 Code of Federal Regulations Part 84, including sub-part O. The design features of the CCMER also address the MINER Act’s requirements for transitioning between devices without the need for doffing the initially donned device. It would also allow for improved protection when using voice communications with a donned device ."

Four computerized approaches for coal blending are described and their strengths and weaknesses are explored. Spreadsheet analysis Other than word processing, spreadsheet software is the most commonly used software. Its wide availability and ease of use are two desirable features that have led many to try to adapt it to the purpose of coal blending. These are the two main advantages of this approach. To use a spreadsheet for coal blending, each row of data represents one source of coal. Each column represents a quality of the coal, with the last column specifying the tonnage of that coal in the blend. The calculated figures are. the blended qualities, which can be programmed to appear in the bottom row. A trial-and-error approach is then used to develop the best blend. Inserting any blend in the last column provides the blend characteristics at the bottom of the page. If any specifications are not met, the blend can be changed, all calculations being immediately updated. This process is repeated until all specifications are satisfied. A third advantage of this method is that it is exactly the procedure that one would go through if doing this by hand. With a spreadsheet, many more blends can be evaluated in much less time, allowing the designer to try to improve over satisfactory blends to find the best of them. The resulting improved blends or cost savings are a fourth advantage of this approach. There is only one major disadvantage of using the spread- sheet. This is that most probably the best blend is not found. As an inexpensive introduction to computer-assisted blending, which can be easily understood and cost just a few hundred dollars, this is a recommended place to begin.

Pillars with width to height ratios of less than 1.0 are frequently created in underground hard rock mines. The strength of slender pillars can be estimated using empirically developed equations. However, the equations can provide variable results when the width-to-height ratios approach 0.5. This paper investigates some of the issues affecting pillar strength at low width-to-height ratios in hard brittle rock. The investigation includes an evaluation of empirical pillar strength data presented in the literature and observations of pillar performance in underground limestone mines in the eastern United States, supplemented by numerical modeling in which failure processes and sensitivity of slender pillars to variations in rock mass properties are evaluated. The results showed that the strength of slender pillars is more variable than that of wider pillars. The numerical model results demonstrated the increasing role of brittle rock failure in slender pillar strength. The absence of confinement in slender pillars can result in a fully brittle failure process, while wider pillars fail in a combined brittle and shearing mode. The onset of spalling in slender pillars occurs at or near the ultimate strength, while this is not the case for wider pillars. Slender pillars are shown to be more sensitive to the presence of discontinuities than wider pillars, which can partly explain the increased variability of slender pillar strength. Two examples are presented, which illustrate failure initiation by brittle spalling and the sensitivity of slender pillars to the presence of discontinuities.

INTRODUCTION This is the first in a series of papers addressing practical tunnel lining design. The format for this and future papers is to present a particular topic and support the presentation of the guidelines by the practical application of a case history. The primary intent is to provide guidelines for the geotechnical and structural design of tunnels where the tunnel size and/or ground conditions dictates that systematic support of the excavation is required following each increment of excavation. This method of tunneling is commonly referred to as Sequential Excavation and Support(SES) and is also commonly termed the New Austrian Tunneling Method (NATM) The authors developed the design guidelines from experience gained over the past two decades during the design and construction of several major railway, highway and water-transfer tunnel projects in Africa and Asia. During this time it has been possible to compare the performance of the as-constructed structures to the predicted performance as given by the design process. Excavation was typically carried out in widely varying ground conditions (weak-bedded rock, jointed hard rock, and soil-like poorly cemented rock with groundwater). It is therefore intended that the design guidelines could be applied, in general terms at least, to any tunnel excavated in any ground mass condition with any ground material type (hard rock, soft rock, bedded rock, soft ground, and soil) with or without ground water. This first paper is an introductory paper that defines the scope and a brief outline of the design issues that may be presented in detail in later papers. What is design? It may be thought of as any rational/verifiable/justifiable process whereby a concept is transformed into information that can be used to bring the concept to reality. In the case of a civil structure, design may be defined as that process, which is documented and can be audited, that determines information such as the shape (form) of the structure, the dimensions (size) of the structure, the thickness and strength of structural members that comprise the structure, etc. This information can be used to compute the time, money and resources required for

INTRODUCTION There has been considerable discussion in recent years of the strained relations between owners, engineers and contractors caused by the rapid increase in costly litigation in underground excavation due to construction claims. These time consuming claims are not to the best interests of the industry. It has been a conclusion of some of the concerned parties that there could be a substantial reduction in these claims if a mutual respect for each other's roles could be maintained along with a practical contractual arrangement for sharing the risks of the unforeseen costs inherent in the business. This paper will touch on the overall problem of these relationships, but confine the major discussion to the role of geology in claims and, in particular, changed conditions claims, since they form the base for the bulk of those involving geology. Geologists can make a major contribution to the reduction of these claims if their particular abilities are recognized and used properly. CLAIMS AND GEOLOGICAL RISKS The tunnel contractor is strictly bound by the contract he signs, and the risks he assumes thereby must be priced. The most important variable factor on which he must base his price is the geologic data provided and his interpretation of it. INTRODTUCTION The use of spiral concentrators for processing fine coal particles is an old idea that has recently gained acceptance in the 11.S. coal industry. It was not onti1 the Australian Minerals Industry developed a spiral concentrator specifically for separating coal from ash in the latter 1970's and early 1980's that spiral concentrators were seriously considered as viable equipment for processing fine coal. The Wright Coal Spiral was introduced in 1980, the Mineral Deposits Limited Mark 10 Coal Spiral was introduced in 1982, and the Vickers Wyong Coal Spiral was introduced in the latter part of 1984. Each spiral design was different and utilized constant profile troughs, constant pitch troughs, compound profile troughs, and various splitter arrangements. Mineral Deposits Limited has combined the best features of the compound profile trough and constant pitch trough with critically-placed splitters to develop the MDL LD4 spiral concentrator which is a truly efficient coal washing spiral. This spiral concentrator was introduced into the U.S. Coal Industry in 1987. Recently, Mineral Engineering Technology of the United Kingdom and Multotec of South Africa have introduced their own coal spiral designs. Spiral concentrators were first installed in fine coal processing circuits in the Australian, South African, and Canadian Coal Industries in the early 1980's and in the U.S. Coal Industry in 1985. SPIRAL CONCENTRATOR SEPARATION PROCESS The separation process that occurs within the spiral concentrator trough is very complex, as it is a combination of three gravity separation processes. When the coal slurry first enters the spiral trough, each coal and ash particle and the water is subjected to centrifugal forces. These forces cause the water, light coal particles, fine heavy ash particles, and medium middlings particles to the outer vertical portion of the spiral trough. The coarse ash particles and the coarse middling particles remain on the inside of the spiral trough. The center or transitional area of the trough contains a mixture of middlings particles and near-gravity material that is present in the slurry, as shown in Figure 1. At the same time the coal and ash particles are suhjected to centrifugal forces, the trough design (both profile and pitch) causes the particles to be subjected to flowing film and stratified bed separations. The combination of these three separations, whose efficiency is dictated by the spiral troogh design, will effect the separation of the lighter coal particles from the heavier ash and middlings particles. As the slurry flows down the spiral, the profile and pitch design of the trough will counteract the centrifugal forces on the fine, heavy ash particles and fine middlings particles and cause them to migrate from the vertical portion of the trough to the center or inner portion of the trough. At the same time, any heavy particles trapped in the transitional area of the trough will be forced to migrate to the inner edge of the trough and any coal particles will be forced to migrate to the outer edge of the trough. SPIRAL SPLI'TTEP ARRANGEMENT The critical placement of splitters along the inner edge of the trough for removal of the heavy ash particles as the slurry flows down the trough further enhances the separation of the coal particles. At the bottom of the spiral trough are product splitters arranged to make a final separation of the slurry stream into clean coal, middlings, and refuse products.

An existing mining company plans to extend their surface coal mining operations in central Pennsylvania. Although the proposed site contains pyritic material, the results of the acid-base accounting for the site show an overall NP:MPA ratio of 4.26:1 for the entire site. The pyritic material is, however, associated with the lower of the three seams to? be mined. If traditional dragline mining methods were used, this would result in the acidic material being placed at the top of the spoil piles, exposing it to air and water, and therefore to the formation of Acid Mine Drainage (AMD). Further concerns are associated with the fact that the alkaline material is not distributed evenly over the mine site. In order to prevent the formation of AMD, the company has proposed to mine the area using Truck/Shovel mining methods. This technique offers a more flexible alternative for cut sequencing and for the selective placement of waste material. Working with the Department of Mineral Engineering at The Pennsylvania State University, a mine plan was developed for this site. This plan results in the layering of the alkaline and acidic spoil in order to achieve an overall net alkalinity in all spoil areas. Mining of this site should therefore not result in the formation of AMD.

The role of governments as a factor in the international non-metallic minerals industry can take several forms. Classically, the government acts as a taxing agent, collecting part of the economic rent on behalf of the country from private-sector mine operators. In addition to its taxation policies, the state can and does provide the practical commercial framework of regulatory and fiscal incentives and restraints that shape the activities of the mining firms. In addition to its functions as an agent of the public interest, the government can choose to take a more direct stake in the mining industry, and has done so in the instance of several industrial minerals that are actively traded on world markets. In this paper, the actions of three governments are reviewed and the consequences of their actions are examined.

Rock from underground mining has a size-distribution, that varies from mine to mine, depends on rock conditions and mining method and on how much explosives etc, that is used. Because at the high costs, associated with full-scale studies of the size-distribution of blasted rock in a mine, detailed information is seldom published about such size-distributions. However, some facts can be noticed. Rock from tunnelling and other types of development work has a fine fragmentation. Cut-and- fill mining is a method that normally results in blasted rock with an advantageous size distribution. Block caving on the other hand often results in large amounts of boulders, since blasting of the rock is normally not used.

Raman Spectroscopy has become increasingly popular as a method to rapidly identify and characterize minerals, gem stones and other inorganic materials. Raman spectroscopy provides valuable information about the chemical bonds and structure of materials. In fact, the peak locations and intensities observed in a Raman spectrum can often be used to confirm the presence or absence of particular species in a sample. Some modern Raman spectrometers have been designed to analyze samples less than a micron in size while others are designed to rapidly screen bulk material with no sample preparation. Recent advances in software and automated instrument control have greatly reduced the complexity of Raman spectral analysis and provide an easy-to-use tool for analyzing minerals. We will describe the application of several multivariate statistical analysis techniques that have been developed to make use of the spectral libraries. In these techniques the spectrum is treated as a vector and sophisticated mathematical techniques are used to determine which spectral representations in the reference library best match the spectrum from the sample. The DXR Raman microscope was used to 1) Identify minerals by spectral searching, 2) Identifying several species in a sample using multi-component analysis 3) Mapping different species in an aggregate sample and 4) identifying inclusions in a sample.

There is a credible, cogent, and responsible argument that mining can be part of a sustainable future in countries with freely elected governments, transparent and enforceable laws, a closure plan with an adequate bond, and a small handful of other measures. This perspective, built largely upon the understanding of mining as a temporary use of the land, is coupled with a growing understanding of economic diversification as a tool to level out the ‘bust’ side of the boom and bust cycle. There are verifiable signs of progress that the sector has, at least in some venues, begun to embrace this view of ‘sustainability’ both in philosophy and practice. While laudable, there remains a conundrum not yet fully explored. It is conceivable that companies can fulfill all legal requirements, practice corporate responsibility in its broadest and most liberal interpretation, and yet leave behind, after the gates are closed and the lights turned off, a situation which is not only unsustainable, but far worse off than before mining started. Having observed this outcome, repeatedly, some critics have concluded that all mining should be stopped. Others recommend that it be vastly curtailed until regulatory regimes are re-vamped, communities fully empowered, and companies brought to heel. Yet others, including many within the industry, are looking to hold back this dark prospect with peer pressure, branding and competition for good will. In this paper, I propose to focus on this discontinuity, that gap wherein the chain of logic breaks and reasonable policies, reason-able choices, reasonable actions, may fail to deliver expected results. I suggest that any meaningful definition of post-closure sustainability must include the concept of human welfare, and increasingly, human security, over and above meeting the requirements of law, beyond retaining shareholder value and reputation, beyond discussions of subsequent land use and diversified employment. I suggest that self-determination, that ability of a people to hold for themselves the vision of their own future, and to have a sense of their power to implement it, may be both the most difficult and the single most important determinant of long-term sustainability in a community. The particulars will vary; a Canadian junior or an Australian multinational, a highly regulated state in the American west or a ‘failing state’ in Africa’s west, gold or sand and gravel. But the recommendation is the same: this must be a collective endeavor, a shared responsibility involving some combination of government, companies, communities, local and international NGOs (non-governmental organizations), each contributing in the ways most able.

History of Underground Coal Mining in Illinois The production of coal in Illinois using underground mining methods, commenced early in the 1800's; however, the first shaft entrance was not sunk until 1842. The shafts range in depth from 16 feet (4.9 m) in Peoria County to 1,001 feet (306 m) in Christian County. The earlier mines were smell, private operations that worked outcrops and shallow seams at less than 100 feet (30.5 m) in depth. By 1975, there were reported 4,076 abandoned underground coal mines in 70 Illinois counties (Nawrot, 1977). There were many more mines; however, only 4,076 underground mines have been documented. Small mining operations characterize the majority of the underground mines. There have been no significant multiple seam operations in Illinois. The most extensively mined seams were the number two, five, and six seams. Number two seam was worked in the early 1900's by 252 mines in the longwall mining region of northern Illinois (Nawrot, 1977). Available records for 2,054 abandoned mines identify 1,043 as shaft nines, 700 as slope mines, and 311 as drift mines. Some operators began reporting annually to the State Department of Labor in 1879 and by 1882 all mine operators were reporting. Annual reporting still continues to date. The information is compiled by the State Department of Panes and Minerals in their "Annual Coal Report." By the end of 1974 there were 800,000 acres (323,756 hectares) of abandoned underground coal mine workings (Smith-Stall, 1975)2 Copies of abandoned underground coal mine maps may be inspected by interested parties in the State Department of fines and Minerals office in Springfield, Illinois, or at the office of any county recorder for mines within their county. Copies of active underground coal mine maps may be inspected at a State mine rescue station near the mine site or at the county recorder's in the county in which the mine is located. Copies of active underground coal nine naps shall be open to the examination of all interested persons, but such examination shall be made only in the presence of the State mane inspector or the recorder. At the present time, the Department of Mines and Minerals has 1,746 maps of abandoned underground coal mines in its possession. These maps cover the majority of

Allis-Chalmers has combined a new heat transfer device, called the ROLLER GRATE, with a unique processing scheme, resulting in the ROLLER GRATE Oil Shale Processing System of Allis-Chalmers. In order to test both the process and the equipment, a batch Process Development Unit (PDU) ROLLER GRATE retort was designed and built. This unit vas designed with the flexibility to process shale over a wide range of test conditions in order to demonstrate the attributes of the oil-shale processing system. Instrumentation on the PDU and extensive sampling of the effluent streams permitted the PDU test data to be used in the design and scale-up of the process. Over 30 tests have been conducted with Colorado shale, and over 25 tests have been run with an Indiana shale. In addition, rests have been run with California and Utah tar sands.

Despite numerous empirical, numerical, and hybrid studies conducted on the subject of coal rib failure, mine fatalities related to rib failures continue to occur at around 1.5 per year between 2009 and 2021. To date, a standard methodology for the design of coal rib supports that can accommodate the wide range of unique conditions found in coal mines in the USA has not been developed, forcing mine operators to rely on the trial-and-error process or industrial legacy practices for the design of coal rib support patterns. In this study, to better understand the support systems’ effectiveness, various rib bolting scenarios were investigated. A coal mass constitutive model is implemented to a distinct element method (DEM) code, and rib factor-of-safety (RibFOS) analyses were performed by applying strength-reduction for the coal matrix and explicitly modeled face cleats. Ribs with various overburden depths and mining heights composed of solid Banded-Bright coal (BBC) were considered in this study. Different scenarios such as rib bolt length and the number of bolts were studied to quantify the effect of primary rib support density on rib stability. As a result of the unsupported coal rib analyses, a decaying exponential relationship is proposed between the mining height-overburden depth and the RibFOS. The developed coal rib models clearly show the coal-rib bolt interaction and illustrate how the addition of rib bolts restricts the movement of the coal rib. The results reveal that the strength reduction method in DEM code with the coal-mass model can aid in the development of practical primary support charts, which can help in the rib support design process. In addition, an unsupported RibFOS cutoff is proposed, beyond which the addition of primary support cannot stabilize the failed rib structure.

Introduction Abandoned mill tailings deposits can be found throughout the northern Black Hills of South Dakota, indicative of mining activities that originated during the great gold rush days of 1875. The Refuse Act of 1899 attempted to regulate the deposit of debris from mines and stamp works. But, in most cases, huge volumes of mine and milling wastes were disposed of in ways no longer considered environmentally acceptable. Restoration of gold mill tailings deposits is a relatively new practice to the Black Hills area. This discussion will present an overview of the environmental setting, environmental problems associated with past tailings disposal practices, practices being implemented to solve these problems, and prospects related to present the future tailings disposal practices. Environmental Setting An understanding of climatic characteristics, geology, surface and ground water hydrology conditions, and the physical and chemical characteristics of selected mill tailings deposits will aid in understanding environmental problems associated with tailings disposal and restoration. The purpose of this paper was to compare the covariance and multiquadric functions in same mining and geological applications. The basic principals of the two techniques are covered briefly. Similarities and dissimilarities of the covariance and multiquadric functions are discussed geometrically, mathematically and practically. A 14 by 16 kilometer square area in Baharia Oasis, Western Desert of Egypt, was selected for a detailed comparative test. The gravity anomalies of forty-eight test stations were computed by using the data of sixty-three control stations. The results indicated that the covariance function is quite better than the multiquadric one. On the other hand, the multiquadric function more simple in computation than the other one, which needs to precalculations such as semivariogram and covariogram. Moreover, multiquadric equations are based on geometrical and physical considerations rather than covariance functions.
