INTRODUCTION The requirement that is placed on owners and operators of underground mines to protect workers against the health hazard of inhaling radioactive materials which are short-lived decay products of 222Rn can be satisfied by applying a considerable variety of what we may call "engineering" solutions as well as a number of "administrative" remedies to the problem. The most obvious of the "engineering" approaches has always been that of forced ventilation, in which relatively clean (i.e., radon-free) air from aboveground is drawn or pushed through the mine workings by a system of fans and ducts. This relatively clean air, in sweeping through the drifts, stopes and haulageways, dilutes the radon and radon-daughter concentrations in the air of the mine, and performs the added beneficial function of removing the daughter-mixture quickly enought to limit grow-in of the longer-lived nuclides in the group that make up the "toxic trio" on which the Working Level (IM) unit is based. Effective as the dilution-ventilation method is for control of WL in most underground mining situations, however, the increasing strictness of control measures that have been imposed on the mining industry over the last two decades have demanded measures of even greater effectiveness. In times of poor markets for yellow-cake and other products of the mines, mine operators are pressed to reduce operating costs, and the installation of additional primary ventilation capacity can be a severe burden on a mine that is already laboring under an unfavorable earning power. When traditional dilution-ventilation systems alone cannot meet the requirement for WI, control, radiation safety engineers and ventilation engineers begin to look at alternatives and auxiliary methods. Since the radon which produces the toxic daughter products originates in the rock of the mine walls, and since, in most United States mines, that rock is a porous sandstone through which air can move under the effect of atmospheric pressure gradients, and through which radon can diffuse relatively freely, one way to help control the growth of WL would be to hinder the escape of radon from that reservior of porous rock. An appealing; method for hindering that natural flux of radon-polluted air from the walls of the mine has long been apparent; namely, to apply a low-permeability coating over the surface of the rock, thus sealing the radon in place and, in theory at least, preventing its escape into the mine air. Our 1970 report to the U.S. Federal Radiation Council on the subject of cost impacts of proposed changes in the occupational standards for exposure of underground uranium miners to airborne radon daughters noted the possibility of using polymeric wall sealants as a means of controlling radon-pollution of mine air. Since that time a number of reports have appeared in the technical literature advocating this technique for restraining the escape of radon from building materials, mill tailings, and other materials containing 226Ra, in addition to the surfaces of underground mine workings. During this period, some controversy has occurred over the question of the probable effectiveness of wall sealants in limiting the escape of radon from the rock. Our 1970 report speculated that flaws (cracks and "pinholes") in the coating might be all but unavoidable in practice, and that even a conservative estimate of the frequency of such flaws would lead to a prediction of ineffectiveness. Hammon et al, in a laboratory evaluation of radon sealants conducted by Lawrence Livermore Laboratory of the University of California in 1975 on behalf of U.S. Bureau of Mines, concluded that a wide variety of polymeric coatings would provide "nearly 100% effectiveness" in restrain¬ing escape of radon from mine wall surfaces if applied in "thicknesses between 5 and 10 mil" (125-250 [y]pm). John Franklin and co-workers at the U.S. Bureau of Mines laboratories in Spokane, Washington, have carried the experiments with polymeric sealants through additional laboratory tests and into actual mine environments, reporting that selected sealants could provide attenuation of radon flux by a factor of four (75-80% reduction). Robert Bates and John Edwards of USBM developed a computer-assisted mathematical/physical model that predicts a relatively small effect of flaws in a low-permeability coating on the radon flux from a sandstone-type matrix. FIELD TEST Since all actual experimental work with wall sealants showed some beneficial effect on radon attenuation (even if not as exciting as the "nearly 100%" predicted by Hammon), USBM was encouraged to extend its evaluation to an actual operating uranium mine, and awarded a contract for that work to Arthur D. Little, Inc. in September 1979. We were fortunate in obtaining the voluntary cooperation of Atlas Minerals Division of Atlas Corp., who operate a mill and several underground mines in and around Moab, Utah. Atlas made available for our use a small T-shaped drift in their Pandora Mine in LaSal, Utah, and provided space for instrumentation and recordkeeping by our field crew in a surface building near the mine entry. Atlas also provided electricity and water to the test site, together with assistance in establishing necessary ventilation, removing rubble from the site, conducting periodic WL surveys and furnishing auxiliary man-power for the heavy hard work of coating the walls with gunite prior to application of the polymeric sealant. The pelletizing process for low grade iron ores has undergone continual changes since its inception over twenty years ago. These changes have necessitated filtration equipment changes in order to produce a product suitable for balling. With modern techniques it is now possible to produce pellets of 68% Fe from ores containing as low as 26% Fe. Low grade ores require fine grinding to liberate impurities This shift to finer grinds over the years has necessitated major changes in the filtration steps. Techniques are now available for producing suitable product from ores with Blaines as high as 3600 cm2/gram. This has been made possible by the development of high performance filters. Recent developments have reduced maintenance costs and produced higher production reliability. The paper discusses iron concentrate filtration from its beginning to present day design. It will be shown that the dewatering step prior to balling has gone through four generations of filters. Particular emphasis is placed upon hydraulic studies which have allowed today's optimum designs.

The mining industry is an important economical factor in Vietnam. Mining is presently being conducted at about 60 locations and at over 1000 mines. Petroleum extraction and coal mining are the most important parts of industry though metals such as zinc, tin, chromites, iron are also extracted. Last year the sector produced 20 million tons of crude oil, 26 million tons of coal and 500,000 tons of apatite. In particular, Vietnam is one of the world?s largest producers of anthracite, and it is one of the top producers of ilmenite and zircon in the Asia-Pacific region. The government intends to increase the mining production on all levels, however, at present one can observe adverse impacts of the mining activities on the natural environment such as insufficient waste dump rehabilitation, occurrence of acid mine drainage, mining subsidence and emissions as well as lack of appropriate water treatment facilities. This paper describes the current mining situation, future perspectives, the major environmental challenges of the country and approaches to solve these problems. Particular emphasis will be given to the research project ?RAME ? Research Association on Mining and Environment in Vietnam?, a venture carried out by universities, research centres and industry. This project is worked out in collaboration with the national Vietnamese coal and industrial minerals company VINACOMIN.

I wish to register strong disagreement with the choices of drilling sites chosen by the Continental Scientific Drilling Committee, while endorsing the stated objectives. Of special significance is the lack of any site involving the metals most needed today in the US, while 9 to 13 km of drilling are allocated to gold and silver districts and 11 to 17 km to base metal (mainly copper) districts. Why is nothing proposed for platinum group or chromite? Is this because the committee did not know of such a site? If so, I offer such a site in California (see Fig. 1). The mineralization shown in Table 1 occurs in a large peridotite body in western Tehama County, CA. Petrography has demonstrated unequivocal evidence of migrated PGE deposited in peridotite and chromite of hypabyssal nature. Active diapirism (due probably to serpentine buoyancy) above a reactivated mantle to surface conduit marks the position of the conduit. Young explosion breccia cemented loosely by volcanic glass and tuff demonstrates the significance of the conduit as the prime source of the various emissions. Deep drilling could result in major metals discoveries as well as shedding light on the grand questions of platinum group mineralization. What role water has played in this occurrence is not yet certain; but chlorine and asphaltite have been detected in and adjacent to native PGM, suggesting a major role for water. The explosion breccia suggests that this excellent site could overlie entrapped geothermal steam.

A couple of years ago, one of the major television networks produced a series on the environment. One episode in the series dealt with the nation's solid waste problem and some of the research being done to solve it. It was interesting to listen to one researcher who was attempting to develop a glass that when broken would dissolve in water. It was said that using this glass would eliminate over 100 million tons of solid wastes each year. At first glance, it would appear that this research-effort would make a significant contribution to environmental pollution control; however, if one pauses to consider the water, he can see that this solution to the solid waste problem may well contribute to a water pollution problem. The dissolved material must either end up in our surface streams or be removed in waste treatment systems. Either alternative may have a more adverse effect on the environment than the original problem. With today's emphasis on the environment, it is important that the effects of our activities be studied in depth. Then, by properly planning the activity, the adverse effects can be minimized. The coal mining industry 100 years ago was in the same boat, as our glass maker, is today. Unfortunately, it too failed to consider all the effects of its activities and as a result, in Pennsylvania, there are over 5000 miles of streams adversely affected by coal mine drainage. The situation is improving, however, because mine operators are beginning to recognize and accept the methods for controlling coal mine drainage. The purpose of this paper is to discuss the measures for the control of coal mine drainage and to set forth the factors that affect these controls.

? World industrialization, increased urbanization, and population growth are driving a sustained demand for minerals, metals and coal. Energy demand is expected to increase significantly in the coming decades - placing even more emphasis on supply, security and environmental impact issues. ? Several countries are taking steps to nationalize their own resources thus safeguarding their supplies and reducing exports of natural resources. ? Understanding the future availability of critical minerals requires a global perspective. It is essential to know where deposits are located, their reserves and resources, the technologies necessary for production, and the costs of producing and transporting the products to consumers. ? As mining companies look to maintain or increase their operating capabilities and increase their mineral resource bases, the search for commodities expands beyond developed terrestrial regions of the world, to include marine resources. (Figure 1) Operating challenges in these locations include finding skilled workers, building infrastructure, improving recovery technologies and practicing sustainable development.

INTRODUCTION Public opinion, over the effect of industrial development on the environment, has required government to institute guidelines for the protection of the environment both during the development of and after the decommissioning of mines. In no other area of mining has this requirement been more consistently applied in recent times than in the development of uranium mines. Uranium mines have been a focal point because of the very real uncertainties associated with the detrimental effects of radionuclides and the possible hazards of radiation. In order to determine if there is an environmental effect caused by a development or the storage of the mine waste as tailings, it is necessary to know what the quality of the environment was prior to the production of the tailings. This is the reason for baseline data programs. It is neither technically nor economically feasible to completely define the environment in any given region. Therefore, judgement decisions must be made prior to the development as to what aspects of the environment are more likely to be affected by the presence of the tailings, and to what degree. These decisions have evolved over a period of time based on information generated from existing facilities, scientific research, and the development of strong public opinions. This process is not static, but evolves with the growth of information and the technological developments which permit greater control of industrial pollution and waste management. A well-designed baseline program will reflect changes in science, technology and public attitude, even in advance of government regulations to enforce policy changes. RATIONALE FOR PREOPERATIONAL BASELINE STUDIES There are three distinct phases to be considered in the construction of an environmental assessment for a uranium mine tailings containment facility. I. Pre-operational 2. Operational 3. Post-operational (decommissioning and long term).

Shovel excavation constitutes a significant component of production costs in any surface mining operation. This makes shovel loading an important cost center that needs to be improved to lower production costs. Optimization of tool design will improve energy efficiency in earthmoving operations. However, modeling the soil-tool interaction is a complex process due to the fact that forces for excavating particulate material are functions of many variables. The magnitude of this resisting force depends not only on the type of soil but on the size, shape and orientation of the cutting element. Moreover, part of this complexity is attributed to the fact that the behavior of the material during excavation is not yet well understood. For the past five decades, researchers have mostly used the passive earth pressure theory to study the soil failure patterns around a cutting tool and to develop force prediction models for design optimization with some success. Although the force models developed from the passive pressure theory have been successful to some extent, they can hardly be extended to a general case because of the underlying assumptions and simplification of tool shapes. This paper aims at reviewing some of the existing empirical and analytical methods of cutting and excavation tool modeling with a focus on their merits and limitations. The paper also explores the use of numerical methods, specifically the discrete element method, for dealing with the unresolved aspects of soil dynamics in excavation.

"Lax, misguided, and dangerous" is Rep. James Santini's description of the official US position on strategic nonfuel minerals. Santini (D-NV), chairman of the House Mines and Mining Subcommittee, criticized the Interior Department for "its long record of benign neglect" regarding the domestic minerals crisis. Santini made his remarks at a news conference at the American Mining Congress convention in San Francisco, where he released his subcommittee report "US Minerals Vulnerability: National Policy Implications." The report-said to be the first major congressional study of the minerals issue by a committee of jurisdiction is the result of a two-year inquiry. The investigation was undertaken, according to the chairman, "because no person or agency in the executive branch of government fully grasps the critical importance of nonfuel minerals to the nation's economy, defense, and quality of life." The report also urges a larger role for the Department of Defense, which has "stood passively by for many years as a consuming by-stander," according to the report. President Carter's incomplete Non-fuel Minerals Policy Review also drew the committee's ire; Santini calls it "a tragic waste that cost tax-payers $3.5 million and the loss of some 13,000 person-days." The subcommittee examined the following issues for its report: • The US minerals industry's inability to meet national raw material needs under a "hodgepodge of contradictory, restrictive, and irrational" federal regulations; • Dependency on foreign sources of strategic minerals in times of "increasing resource nationalism" and "Soviet mineral expansionism;" • National security needs for foreign mineral resources that do not have effective substitutes; • The US government's approach to national minerals policy "amid a growing realization that such a policy does not exist." The subcommittee report includes an analysis of public and private studies on nonfuel minerals and discusses a series of policy problem areas that negatively affect domestic production. Capital formation disincentives, tax policies, antitrust enforcement, environmental laws, health and safety regulations, technical problems, and restricted access to federally-controlled public lands contribute to what Santini calls a "tragic irony." "The irony is that we are a nation vastly rich in mineral resources yet our own government chooses to stifle development of these critical raw materials and thereby increase offshore reliance. The tragedy is that we also are ensuring US vulnerability to severe economic dislocations and a weakening of our national security." In just six years, from 1973-1978, the US trade deficit in nonfuel minerals rose from $2 billion per year to $8 billion, according to the report. The country imports more than 50% of 23 critical minerals, including 100% of its manganese, chromium, cobalt and platinum. The US is promoting its dependence on foreign mineral sources at the very time the security of many of those sources is becoming less certain, the report notes. Santini said the subcommittee investigation revealed a vulnerability that may be more serious and pervasive than that of foreign oil. The US may be able to develop alternate energy resources, but there are no effective substitutes for many nonfuel minerals. The report also discloses that US stockpiles of critical and strategic minerals are of inadequate supply and quality. Holdings of some vital minerals are far below present objectives, and for some there are no holdings at all, according to Santini. To resolve the current crisis, the report makes the following recommendations: • Complete immediately President Carter's Interagency Nonfuel Minerals Policy Review; • Implement (throught the Interior Department) the 1970 Mining and Minerals Policy Act; • Create an Office of Energy and Minerals with the same stature, power, and oversight responsibilities as the Council on Environmental Quality; • Ease federal restrictions on mineral exploration and development on public lands and implement a complete review of public land use policies; •Fund for and fulfill US nonfuel minerals stockpiling objectives; •Increase federal funding for non-

A booster fan is an underground fan installed in series with a main surface fan and used to boost the air pressure of the ventilation air passing through it. To accomplish this objective, the fan is installed in a permanent stopping and equipped with airlock doors, a monitoring system, and interlocking devices between main and booster fan controls. The stopping and doors are used to prevent flow recirculation, and the monitors to ensure safe operation of the fan. A booster fan, properly sized and sited, can be used to create safe work conditions and allow the extraction of minerals from areas that would otherwise be uneconomic to mine. In deep and large mines with heavy emissions of air contaminants, the required quantities of air can only be supplied by using high pressure fans. These fans will inevitably induce significant losses of fresh airflow through the stoppings and doors. For well defined ventilation circuits, booster fans can be used to decrease the main fan pressures and reduce the leakage flows. However, this will require a good understanding of the correct ventilation practice, from planning to operation and maintenance of booster fans. The objective of this study is to investigate the conditions under which booster fans can be used safely and efficiently in underground coal mines. Specifically, the study is directed at (1) collecting reliable information on airway resistances and flow requirements from two large U.S coal mines, (2) collecting fan performance data from one or more existing coal mine where booster fans are used regularly, (3) monitoring the performance of booster fans in a laboratory model and an experimental mine, (4) developing a booster fan selection method to assist the ventilation engineer at the planning stage, and (5) training six M.S. or Ph.D. graduate students in advanced mine ventilation.

This paper presents the details of the Kramer tunnel project in the Federal State of Bavaria, Germany. This road tunnel, which has been under construction since December 2019, is the key component of the western bypass of the town of GarmischPartenkirchen. Once completed, it will relieve the town’s central district from enormous volumes of traffic. The contractor is the joint venture named ARGE Kramertunnel consisting of BeMo Tunnelling and Subterra. The whole project will be completed and handed over to the project owner, Staatliches Bauamt Weilheim, in 2023. The opening of the entire bypass section including the tunnel to traffic is planned for 2024. The tunnel, with a total length of 3,609 m (2.24 miles) and an estimated cost of EUR 178 million (incl. VAT), is designed as a single-tube, double-lane structure with one traffic lane for each direction of travel. The safety issue that exists for single-tube tunnels is solved by a parallel escape tunnel passable for vehicles. All tunnels and ducts are excavated according to the principles of the New Austrian Tunnelling Method (NATM). In order to reduce the geological risk for the owner, the escape tunnel was supposed to be completed before the design process for the main tunnel ever began. The exploratory tunnel was awarded to a competitor with an separate contract.

A theoretical and experimental study was made of the surface phenomena occurring in a silicate - sulfonate system and a silicate -amine system, Experiments were conducted varying the collector concentration to examine its effect both on the total surface sorption and the rate of sorption. The results were compared to a theoretical model based on a Langmuir-type isotherm, Finally, the flotation behavior of selected silicate minerals was predicted from the sorption results and an explanation for the flotation of silicates postulated on the basis of both the theoretical predictions and experimental data.

This paper examines the cost elements associated with changes to gold mining practice over the last decade that result from the changes in environmental regulation and the heightened governmental and public awareness of environmental issues. The main experience base is Pegasus Gold Corporation's flagship mine, Zortman/Landusky, located in the Little Rocky Mountains of Phillips County, Montana. This operation was among the first mines that were permitted under the 1974 Montana Metal Mining Reclamation Act. In 1974, the Montana Metal Mine Reclamation Act was enacted, creating a permit system for metal and industrial mineral mines for the state of Montana. The act established the content of mine permit applications and defined parameters for the reclamation of mining disturbances. The Act can be viewed as implementing legislation for Article 9, Section 2, of Montana's Constitution, which provides that "all lands disturbed by the taking of natural resources shall be reclaimed." Pegasus Gold Corporation's Zortman/Landusky mine was among the first mines permitted under the new Act. In 1978, the initial permit applications were submitted for Zortman and Landusky, and a full Environmental Impact Statement was prepared by the Montana Department of State Lands; permits were issued in 1979. When opened later that year, the anticipated mine life for the combined Landusky and Zortman operations was approximately 18 years, based upon a proven and probable ore reserve of 43.2 million tons. Zortman/Landusky was the first large-scale heap leach gold mine in the United States. Its distinguishing feature was, and remains, a remarkably low ore grade, now .016 oz/ton. The ore is economic because it requires neither crushing nor agglomerating to leach effectively. Approximately two years after the initiation of the state's regulatory process, the Federal Land Policy Management Act (FLPMA) was enacted, establishing a mine regulatory framework for lands under the administration of the Bureau of Land Management.

Liberation of valuable minerals from a gangue matrix during size reduction of multiphase mineral particles is an important objective in mineral separation processes. A methodology for the prediction of volumetric grade distribution from one dimensional, linear intercept image analysis is being developed using a transformation function to describe the relations hi p between the linear and volumetric grade distributions. As part of this research effort it has been found that a transformation function, derived from Monte Carlo simulations of irregularly shaped particles, mainly depends on the volumetric grade and the dispersion density, i.e., the number of nuclei (or grains) per particle. A possible mathematical form for the transformation function is described in detail.

Caterpillar’s 797 327-t (360-st) mining truck is currently being tested at the company’s proving facilities. Mine evaluations began in the second quarter. The unit will be commerically available in North America in 2000 and worldwide in 2001. The new model is the largest of Caterpillar’s off high-way truck line. In addition, the company has replaced its 966F series II and 970 F wheel loaders with the966G and 972G models. 797 mining haul truck Caterpillar developed the 797 mining haul truck in response to mining companies seeking to reduce cost per ton in large-scale operations. The 797 is sized to work with loading shovels used in large mining operations. And Caterpillar will match the body design to the material being hauled, to optimize pay-loads.

The Peñasquito deposit in Mexico is one of the largest grassroots precious metal discoveries to be developed in recent years. Goldcorp Inc. acquired the gold-silver-lead-zinc property with the acquisition of Glamis in 2006. The company has since committed US$1.5 billion to construct the mine, mill and associated facilities. The first of two 50-kt/d (55,000-stpd) mill and flotation lines is currently being commissioned while engineering and construction continues on the second line. A high-pressure grinding roll (HPGR) will ultimately take total throughput to 130 kt/d (142,000 stpd). The Peñasquito property is located in the northeast corner of Zacatecas state, Mexico. The elevation of the property averages 1,900 m (6,200 ft) above sea level and it is situated in a wide east-west valley. Except for one small outcrop (Peñasquito), the area is covered by up to 30 m (98 ft) of alluvium.

Deep open-pit mines are becoming increasingly common in the highly mineralized arctic and sub-arctic regions. Air inversion is a frequent occurrence in these regions, and is exacerbated by the natural topography of an open-pit mine. Due to such inversions, the air quality in open-pit mines deteriorates very rapidly. Transport of gaseous pollutants under arctic air inversion is complex and involves an interaction between flow, thermal and convective transport systems. This paper discusses the construction and validation of a three-dimensional model that simulate the flow of air and the transport of gaseous contaminants in an arctic open-pit mine and the effect of low influent velocity and large gust velocities on the contaminants profiles in the mine. It was found that while higher velocities may remove contaminants from the pit bottom, they may not remove the contaminants from the pit entirely, necessitating artificial mitigation measures.

Vertically stirred media mills are a highly effective low-footprint solution for the ultrafine grinding of industrial minerals. This work investigates the effect of media density on flow patterns within the mill. Direct irradiation of a media particle leads to decay through positron emission, consequently forming two anti-parallel gamma rays, which allow for the real time tracking of particle position. Grinding media of the same size, but with a range of specific gravities are followed using this method, and the effect on the flow within the mill is revealed. The technique is seen to be an effective method to highlight the velocity profiles within the mill, as well as the zones where grinding is less efficient ? areas of relatively low velocity and high residence time. The changing media is seen to effect the overall flow patterns within the mill, having consequential effects on the efficiency of the grind.

Iron Mountain Mines, Inc., (IMMI) ore de- posits are located in the southeastern portion of the Klamath Mountains in the West Shasta copper/Zinc Mining District in Shasta County (Figure 1). The original massive sulfide ore deposits totaled 22,895,000 Mt (25 million st). The remaining ore deposits contain 12,875,000 Mt (14,183,000 st) of proven massive sulfides and 2,769,000 Mt (3,050,000 st) of proven gossan deposits. The addition of magnetite deposits and tailings (now marketable) brings the total of proven and probable reserves to 20,433,000 Mt (22,508,000 st). The massive sulfide ore bodies are generating a natural flow of acid mine water which has been slowly leaching minerals out of these deposits. This flow varies in volume, depending on rainfall, and contains variable concentrations of copper, zinc, iron and precious metals. This mine water has been treated for the past 50 years at the mine site to remove copper. The treatment process, utilizing scrap iron precipitation, continues at a production rate of approximately 54,430 Kg (120,000 pounds) of copper precipitate annually.

Rico is a small town in an old zinc mining district in a mountain valley of southeastern Colorado. Mine waste rock and mill “tailings” remained after over 100 years of mining in the area, leaving associated surface water and groundwater impacts. Atlantic Richfield Company is proposing an innovative approach, which uses lime precipitation and wetland ponds (semi-natural system, also called treatment lagoon in a wetland setting) to treat adit water in the Rico area. Besides using a non-conventional treatment approach, a non-conventional (non-Superfund) regulatory/administrative approach is being proposed.
