The surface coal mining industry in the United States employs over 50,000 people and is responsible for 60% of domestic coal production. This represents a very significant contribution to our national economy and an important source of highly skilled and well paying jobs. The U.S. Bureau of Mines (USBM) has targeted surface mining as an important research priority to reduce the social and economic costs associated with surface mining injuries and fatalities. USBM safety research focuses on the development of technologies that can enhance productivity and reduce mining costs through a reduction in the number and severity of mining accidents. This report summarizes a number of completed and ongoing research programs that address a broad range of surface mining safety problems. Research methods are described, and research products which are suitable for industry implementation are highlighted.

With silica making up more than 27% of the earth's crust, its oxides amounting to more than 59% of the igneous rocks and quartz the most prevalent of the main free oxides, it follows that the mining engineer' is in constant contact with quartz, mainly as a gangue material to be removed as completely and economically as possible and sometimes as a valuable mineral to be purified' for the chemical,, ceramic or glass industries. Water scarcity under desert or semi-arid conditions, dwindling water supplies and difficulties of wet waste disposal in many locations and trouble from freezing in arctic locations make dry benefication more and more desirable. Advances made during the last few years in apparatus and methods and a steadily increasing knowledge of solid state physics are widening the field open to the economical application of electrostatic separation.

During the past 20 years, the seismic refraction method has been used for depth to bedrock investigations. Its usefulness, however, has been recognized mainly in engineering applications, for instance in connection with the construction of power stations and in dam site investigations etc. Although some knowledge of the depth to bedrock can be of advantage in many other fields, the use of the conventional 12 or 24 channel seismic refraction equipment has been very limited, especially in ore prospecting and mining operations. The reasons for this are mainly the rather complicated operation of the instruments and the high costs. A conventional seismic equipment requires a crew of six men, a highly trained operator and an interpreter. Furthermore, the use of explosives can under certain conditions be undesirable (naighbourhood of houses, damage to agricultural areas etc.). Since 1957 a new one-channel seismograph, 'constructed by Geophysical Specialties Company, Minneapolis, Minnesota, has been in use and this instrument simplifies operations and reduces their costs considerably.

Underground roof falls can have devastating effects on the safety of operations personnel, and equipment, and seriously impact production. Immediate steps are usually taken to danger off and secure the area while clean-up efforts are designed and implemented. A critical step, often overlooked due to production demand, is the determination of - why the roof fall occurred so that additional occurrences can be avoided in future developments or what measures can be taken to identify areas that have similar ?symptoms?? Forensic engineering includes the investigation of materials, products, structures or components that fail or do not operate/function as intended. The authors define forensics in ground control engineering as the study of evidence discovered while examining underground roof falls by applying expert observational techniques and established mining engineering principles to determine the probable cause, hypothesize solutions, and design engineering safeguards to prevent reoccurrences. Simply stated, the primary steps in the forensics of underground roof fall techniques are: ?Assess regional and local conditions prior to the event. ? Assess post-event conditions. ? Hypothesize plausible ways in which the pre-event conditions became the post-event conditions. ?Search for evidence that either denies or supports the various hypotheses. ?Apply engineering skill to relate the various facts and evidence into a cohesive scenario of how the event may have occurred. This paper details the proposed technique by utilizing a roof fall case study that required the examination of five primary factors: mine design parameters, excavation geology, method of excavation, method of support, and mining cycle times.

In September of 2000, Cowin and Company, Inc., contracted with Paramont Coal Corporation to construct a large decline approximately 820 m (2,700 feet) in overall length at a grade of 8 degrees to the Lower Banner Coal Seam. This paper will discuss the methods used by the contractor and owner to overcome the unique problems required to construct this tunnel in a coal mine environment. The problems include, initial design considerations, equipment selection, ventilation, ground control, control of water in?ows, and placement of concrete.

The launch of a Tunnel Boring Machine (TBM) is one of the most challenging activity parts of the construction of a tunnel. Challenges are coming from limited space available, learning curve, concurrence of other activities and in some cases from the geological conditions. Launching a TBM is an extraordinary and complicated operation requiring a great level of planning. The Earth Pressure Balance (EPB) TBM named “Chris” was successfully launched for the Northeast Boundary Tunnel, the largest component of the Clean Rivers Project in Washington, DC. Due to space and time constraints, the 8-meter diameter TBM was launched from a single 20-meter diameter shaft, with a 30-meter-long tail tunnel by means of umbilical connections. This paper presents the steps followed during the TBM assembly and launching to complete the excavation of the initial drive of the tunnel maintaining high level of efficiency and quality despite the space constraints. Specifically, it focuses on the methods and phases used to extract the excavated material (muck) from the TBM and from the tunnel, to supply consumables, precast rings and backfill grout. The paper presents results in terms of productivity, lesson learned and possible alternatives to be considered in similar conditions.

Two porphyry copper orebodies, the North and Central MM orebodies, have been found through regional and structural geologic works, about 5 Km south of Chuquicamata, under a gravel bed of approximately 100 m and in the west side of the West Fissure. The mineralization is emplaced in a coarse granodioritic porphyry, predominantly with sericitic alteration. In the North MM ore-body, with 200 million metric tons of 1.0% Cu, the mineralization is mainly chalcopyrite, bornite, digenite and molibdenite. In the central MM orebody, with 700 million metric tons of 1.3% Cu, there are large veins of enargite, chalcocite and bornite, the last one increasing in depth, separated by chalcopyrite and pyrite zones; in these veins there are interesting gold and silver values. Both orebodies have an upper enrichment of chalcocite and covellite, with pyrite envelope. According with these characteristics, the MM orebodies could he the upper part, with sericitic alteration, of the Chuquicamata porphyry copper system, displaced by the West Fissure system movements, but we couldn't eliminate the possibility that MM can be a new orebody, different of Chuquicamata.

The Mineral Park Mine is an open pit copper-molybdenum mine located in northwestern Arizona, approximately 74 miles southeast of Las Vegas, Nevada. The property has been owned by the Duval Corporation, Cyprus Mining Company and Equatorial Mining of Australia. Mercator purchased Mineral Park from Equatorial in 2003. Mineral Park commissioned a 25,000 tpd copper and molybdenum concentrator in November and December of 2008. The process includes two stage milling (SAG and Two Ball Mills) fed by primary crushed ore. Metals are recovered in a copper-molybdenum flotation circuit consisting of mechanically agitated roughers and cleaners. The copper- molybdenum flotation concentrate is thickened and further processed in the molybdenum flotation circuit which separates the copper and molybdenum minerals into salable concentrates. The molybdenum circuit also uses mechanically agitated cells. This paper describes the plant and some of the highlights of the commissioning process.

The Cripple Creek diatreme-intrusive complex is known primarily for its vein telluride-gold ores and, for major veins, their great vertical range (>990m). Less well-documented are the ores dispersed into the wallrocks adjacent to veins, the ores associated with hydrothermal and tectonic breccias, or mineralized zones within fluvial, lacustrine, and volcaniclastic rocks deposited within the diatreme complex. The ore-gangue minerals Here precipitated from oxidized, alkaline fluids that yielded an abundance of carbonate, sulfate, and oxide minerals along with minor base metal sulfide and precious metal telluride-s. Wallrock alteration is quite limited adjacent to veins and somewhat more extensive within hydrothermal and tectonic breccias.

Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone's welfare.' Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island's resources are owned by Friday as in the case where they are under Crusoe's control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. "The Montreal Metro Blue Line Extension Project is part of a metropolitan Program that was launched in 2009 by the Transportation Ministry of Quebec to add additional extensions to existing metro lines in the cities of Montreal, Longueil and Laval with the intention to meet current demand and future growth within the Montreal agglomeration. Specifically the Blue Line Extension Project will add five underground stations to the East of the Montreal. The paper addresses the preparation and the implementation of a three-step geotechnical and geo-environmental investigation program and preliminary design considerations such as the selection of a preferred horizontal and vertical alignment, the selection of construction methods based on previous local experience and current industry trends, as well as preliminary sizing of underground infrastructures. PROJECT BACKGROUND An agreement between the three mayors of the Montreal Metropolitan City agglomeration, namely, Montreal, Longueil and Laval prompted the Government of the Province of Quebec to create a project office to oversee the studies of extending the existing metro network. The last extension of the existing metro network was completed in 2008 with the Laval extension, which consisted of adding three stations from the existing Orange line. The current extension Program consists of three different extensions, namely extending the Orange Line to Laval and finishing the loop, extending the Blue Line to the East of Montreal by adding five stations, and adding five stations on the Southshore of the St-Lawrence River for the Yellow Line extension. The extension program also requires the construction of an underground storage and maintenance garage located to the north-west of the existing Cote-Vertu station on the Orange line. Figure 1 shows the overall extension program with the existing network."

Several years prior to 1962, it became obvious that in order to develop ore reserves below the Storke Level, it would be necessary to devise a method to facilitate the ore being lifted three hundred feet to the surface or six hundred feet to the mill. The final plans called for an underground crusher complex with two stages of crushing and a conveyor belt gallery for transport of the ore six hundred feet above, to the third crushing stage. Access into the area was gained in 1962, by sinking Five Shaft approximately one quarter mile southwest of the proposed complex site, and drifting into the area. Collar elevation of Five Shaft is three hundred feet above the 600 Level Crusher Complex. All muck was loaded into ten-ton granby cars, hoisted to the surface and dumped. (See Figure 1 for the relationship between Five Shaft and the Crusher Area) Drifting into the Crusher Area contunued until 1965 at which time the Crusher Room Cutout was started. The Crusher Access Drift (CAD on Figure 2) war driven and mining pm- ceeded according to the description on drawings marked Figure 3a and 3b. After the arch portion of the Cutout was excavated and concreted, removal of the center "pillar" commenced. This muck was removed with an Eimco 123C crawler-mounted front-end loader. (See Figure 4) A total of 576,000 cubic feet of rock was removed from the Crusher Cutout. All sup- port was afforded by grouted roofbolts on a specified pattern, as shown in Figure 3c. Crane support columns were put into place and held by braces welded to roofbolt heads. Sidewalls and endwalls were formed and concreted. (See Figure 5 for the finished product)

The abstract discusses the synthesis and investigation of polyacrylamide functionalized chitosan polymers (CS-PAMs) as selective depressants for pyrite in the flotation of galena and chalcopyrite from complex sulfide ore. The study employed response surface methodology (RSM) to model and optimize the flotation process, varying parameters like the degree of deacetylation of chitosan, weight ratio of chitosan to acrylamide, and CS-PAM dosage. The developed RSM models effectively predicted iron and lead grades and recoveries, while optimization showed optimal pyrite separation from galena and chalcopyrite using CS-PAM synthesized from chitosan with a high degree of deacetylation and a specific chitosan:acrylamide weight ratio.

In the process of quartz purification by calcination water quenching, the different expansion rates of gangue minerals and quartz were used to produce cracks or remove fluid inclusions, which is conducive to subsequent purification. However, the role and mechanism of calcination-water quenching are still lacking in research. In this paper, the position of calcinationwater quenching in gangue quartz purification process was adjusted and the removal effect of calcination-water quenching process at different nodes in the process was explored. The results show that the purification effects of grinding-calcinationwater quenching-classification-acid leaching process and grinding-classification-acid leaching-calcination-water quenching process were relatively good. The main reason is that calcined water quenching can make quartz produce cracks, which are more rough. At the same time, calcined water quenching is located after grinding, which has a larger specific surface area, pore volume and pore diameter, and has a strong adsorption capacity for acid solutions.

The method of coal pillar design involves primarily two aspects, the geometry of the pillar and the strength of the coal. However, the strength of the coal has to be emphasized with respect to the entire pillar dimension rather than isolated strength values of coal samples taken and measured from different locations. The presently applied pillar design systems do not specify clearly what the coal sample strength really represents. The intention of this paper is to introduce the concept of seam strength as opposed to the current practice of using coal strength as a prime design criteria in the formulation of pillar calculations. Seams are most of ten composed of multiple layers of coal, partings, and bone in different configurations, changing within the vertical section of the seam even in relatively close locations. The difference in strength between the weakest and strongest component of the coal seam could be as much as five times or more. An experimental approach based on multiple compressive tests performed on coal samples from the Coalburg and the Warfield seams from Eastern Kentucky was undertaken. The analysis of the results lead to the conclusion that for pillar calculations both the weighted mean of the seam strength and the strength of the weakest stratum should be considered rather than the relatively vague aspect of coal strength The design of pillar dimensions based on the above mentioned aspects should assure a more realistic design performance.

The analytical pillar design procedure employing the Wilson equation is based on the site-specific material strength of the floor, pillar, and roof rock. Stable pillars so designed will sometimes be larger than those designed using empirical methods thus providing more stability or at other times smaller than empirically designed pillars thus conserving natural resources. Presented here is a detailed procedure for the analytical design of soft rock pillars using the Wilson Equation. An example of this procedure is presented that uses data from a mine in the Owl Seam in Southern Appalachia. These Owl Seam pillars are now in use and are performing as expected. Also addressed is an assessment of the Dr. Scovazzo?s analytically designed pillars based on pillar performance data gathered by Dr. Mark in the Southern Appalachian Coal Field.

Certain health and safety hazards occur entirely unexpectedly in some subterranean excavations. Although ground support is not the subject of this paper, ground failure can result in large and often uncontrolled flow of fluids into an excavation. Even when there is no ground failure, the disturbance of nature's equilibrium between rock or unconsolidated alluvium or rubble and the contained fluids poses severe problems to a well planned operation. Optimum conditions for safe operation cannot be the sole criterion for site selection. Some mineral deposits form in zones of structural weakness, others form where hydrothermal alteration substantially weakens the enclosing rock, and tabular deposits such as coal and evaporites inevitably undermine large areas. Excavation to acquire mineral values cannot be relocated. The same is often true for tunnels driven to connect distant points by the most direct route. Rivers and mountains cannot he avoided, and the cost of lengthening a tunnel--by even a fraction of a percent--must be strongly justified. No responsible engineer will knowingly select a dangerous route for excavation, but to what extent do engineers attempt to assess the health and safety hazards that may be reasonably expected? How, specifically, can methane explosions, water and sand flooding, dangerous dusts, toxic gases, thermal shock and radar poisoning be eliminated or minimized through systematic advance planning?

The continuous flow, horizontal drum blender has dynamic properties which may be described by the same type of equations which often arise in electrical filter analysis. Furthermore, the equations may be readily solved by the same techniques used in electrical control analysis. For this reason the blender model developed is termed an "Electric Analog", although strictly speaking it is a mathematical model. Presentation of the dynamic performance of the blender as an electrical (or mathematical) model is desirable for several reasons. The model can be of assistance in correlating performance data with equipment design parameters. The model 'can be used with other process equipment models for simulation of an entire plant operation or in stability studies. In addition, the model may be useful in providing insight into the actual blending mechanism, or it may suggest a similar method of analysis for other closely allied equipment.

Since the advent of machine coated paper in the mid 1930's, the kaolin industry has had a remarkable growth, In 1935 the domestic production of kaolin was 500, 000 tons and in 1970 the estimated production was in excess of 3. 5 million tons. The process industries which use kaolin most extensively are paper, rubber, paint, ceramics, plastics, catalyst manufacturers, ink, and pharmaceutical. The paper industry is by far the largest consumer of kaolin using approximately 70 per cent of the total tonnage mined and beneficiated. Up until 1970 the major kaolin producers were able to expand rapidly enough to supply the demand but for the first time in thirty years the demand is expected to be in excess of mining and beneficiation capacity through at least 1975. The major reason for this is the expansion of coated paper production in Europe and Japan. Two areas supply the lion's share of kaolin for the world markets. These are the Cornwall area in extreme southwestern England and a limited area of Georgia and South Carolina in the southeastern U. S. The English kaolins are primary - (found in decomposed granite) whereas the Georgia-South Carolina kaolins are secondary - (found in lenticular, continuous beds in the Tuscaloosa formation of Cretaceous age. ) The English kaolins are mined by hydraulic methods whereas the Georgia-South Carolina kaolins are mined by dragline or shovel and benefidated by using a wet process for the majority of the production and/or a dry
