If the past is the key to the future, we will have ?tough? times maintaining Industrial Mineral reserves we have and proving new reserves around our plants and in new locations. The tough times will come from resources being more difficult to find, more hoops to go thru to make them Proven or Probable reserves. As always, Industrial Minerals require competitive quality, location, and costs. Since in most cases the market has suppliers, you will have to take away customers from their present supplier. This may take years or not happen even with lower cost higher quality raw materials. To determine the finished cost for a new deposit you need to design, determine capital costs, and operating costs for a new plant . Stripping, mining, hauling, processing, and transportation costs are part of the equation. After satisfying that your costs are in line you will need to do production tests to make sure the process works on the ore. You may want to complete permitting before purchasing the property. If you are new in the business you will have to prove you can deliver the right quality, the right quantity, on time consistently year after year at lower cost to take away a customer. Without being in the market this will be hard. The cut off grades to enter a market may be much lower than sale indicates because a competitor often lowers the price to keep you out of the market. We have many more items to check before the new deposits can be put on reserves. Our old reserves will require drilling to check for new products and prove that they do not contain items that would make them unusable for our product line or cause permitting problems. Archeological checks, wetlands, more water discharge testing, county zoning, and endangered species are among many items that have been added to mine permits. There will be more. A 4-6 page mining permit becomes 30-300 pages and consists of 5-15 permits, any of which might be a fatal stumbling block. It is not guaranteed that we can mine what we have on reserves. We may fight and lose. Oil-Dri?s loss in Reno and LaPort?s in England are examples where permitting failed. The NOx, sulfur, and carbon problems are just starting. Dioxin is in the background requiring monitoring on food products to Europe. What other anions, cations, endangered species, and land types are going to be problems in the future are guesses now. What new products are we going to have to test for and cause out of balance reserves? If there are none we probably won?t be here. We are competing for land use with ?Endangered Species?, wetlands, farming, forestry, cities, roads, and hunting. We?ve mined the best quality, low overburden, easiest to mine and process raw materials. The price of land and taxes are increasing. Old royalties are 2-3 times the present acre value instead of 8-10 times the property value when leased. Land taxes are up. It was and is best that we get the land in Fee Simple Title. This isn?t always possible. However, plants are closing and people have overlooked, made mistakes in drilling or interpretation of deposits. These may be opportunities. China is eating up high quality ?Industrial Minerals ?which have caused prices to rise. We may need to change our cutoffs? in terms of smaller pit sizes and higher overburden ratios. This is money in the bank. Overburden ratios and other items increasing cutoff costs need to be rethought. Suddenly doubling cutoff ratios for overburden and decreasing pit sizes are good alternatives to looking elsewhere where we might not be able to mine for a number of reasons. The higher prices make them competitive, especially when a competitor goes out of business. However, our low overburden ratios and short hauls around our plants are not safe from new roads, condemnation by county or city governments (N. J.), zoning changes (Reno, FL., CA, and environmental regulation changes (Buffers GA, MS). New roads ?Interstates? can take reserves, increase hauling distances and reduce tons per load. Let?s combine the Refractories, fullers earth, and bentonite industries and use the last 40 years as a guide to the future looking for problems and opportunities. Some or most of the following will apply to other minerals. WHERE DO WE LOOK? First, on our own properties, those next to our properties and on properties near our competitor?s plants. Where the profit margin has increased, the distance from the plant and thickness of overburden we can use is increased. The thickness of clay is decreased. For new locations we pick the ideal location and look at deposits and closed or open operations in ever increasing distances away from that location. We need to be aware of: 1. Increased transportation costs a. Access to Roads -Backhauls b. Haul with doubles and triples c. Railroads - Loading on sidings - Ability to get switches - Cars/backhauls versus rates 2. Cost of building a new plant 3. Cost of infrastructure 4. Cost of repair or new equipment when purchasing an operating or shutdown plant. 5. Local, state, and federal mine and environmental permitting. When exploring around an established operation expect that property acquisition, drilling, mining, stripping, and hauling costs will be greater due to them having second, third, or even fourth the pick of the deposits. I found this in New Jersey looking for refractories and around Quincy, Florida looking for attapulgite. You may be able to get some better properties because the operating company has angered some land owners, their drillers missed the clay, or the property wasn?t available when they were actively exploring for reserves. After passage by the Congress, Public Law 95-87, the "Surface Mining Control and Reclamation Act of 1977" was signed by President Carter on August 3, 1977. This law, in its simplest form, was intended to control the environmental effects of surface coal mining and to ensure that mined land is restored to a condition equivalent to that prior to mining. Immediately after the signing, the wheels of government bureaucracy began turning to establish a new federal agency -the Office of Surface Mining Reclamation and Enforcement or OSM -in the Interior Department that would implement the provisions of the Act. Since this took time and because the Congress had not yet provided funding for OSM, a special task force was assembled within the Interior Department to begin the task of writing interim regulations to implement the Act. With respect to the use of explosives, the Act specified that a blasting plan be included in the application for a mining permit. The blasting plan will outline the procedures an operator will use to meet specified environmental protection performance standards. The performance standards established by the Act require explosives to be used only in accordance with existing state and federal laws and regulations and with regulations to be promulgated by the regulatory authority. The regulatory authority was defined as either a state agency operating under an approved state program or the OSM operating under a federal program. As a minimum, it was specified that the regulations should include provisions to require that: 1) a blasting schedule be published in a local newspaper and be mailed to local governments and to all residents living within 1/2 mile of the blasting site . 2) daily notice be given to residents in the area prior to blasting. 3) blast reports be prepared that are maintained for three years and available on request to the public. 4) blasts be designed to prevent injury to persons, damage to property outside the permit area, adverse impacts on underground mines and adverse effects on ground or surface water channels or availability outside the permit area. 5) upon request of residents or property owners within 1/2 mile of the permit area, preblast surveys shall

This paper is presented from the viewpoint of the mill operator and maintenance supervisor. Its purpose is to highlight the things that have been accomplished by the mill designers to lighten the load for the maintenance superintendent and to reduce the overall costs for the plant operator. The complexity of plant design, the civil and structural engineering problems encountered when the satisfactory maintenance layout is accomplished are appreciated, and the writer is fully aware of the complexities of these problems. However, it is not the purpose of this particular paper to dwell upon these problems, nor to emphasize or de-emphasize the problems of the civil, mechanical and electrical engineers. It is simply that the paper will attempt to review what these people have accomplished in spite of the many technical problems. This paper then is prepared with the operator and maintenance people?s viewpoint. What is their definition of design for maintenance? It is the writer's interpretation that the various design concepts which mean improved maintenance are such items as (I) maintenance areas, (2) laydown space for maintenance materials in specific maintenance jobs, (3) the inclusion of bridge cranes in the plant and specific design of the craneways to accomplish flexibilities for the cranes, and (4) the location of the piece of equipment to allow maintenance people to work around the equipment - - - this specifically includes the orientation of the particular piece of equipment.

Problems of marketing industrial minerals to chemical manufacturers are manifold. In addition to the difficulty of establishing demarcation lines between "crude" and "processed" industrial (nonmetallic) minerals, and "industrial mineral compounds" further uncertainty exists because some chemical manufacturers do not talk the same language as the industrial mineral producer. For example, paint technologists use "rutile" and "anatase" to describe highly refined chemical compounds. The earth scientists use these terms to describe naturally occurring minerals. Further, marketing research problems are intensified because of the overlapping data of the Standard Industrial Classifications (SIC) groups, and the inexactness of "Chemical Industry," "Chemical and Allied Products Industries," and "Chemical Process Industries," which are widely variable in meaning but are often used interchangeably. Bureau of Mines information Circular 8244, "Minerals for Chemical Manufacturing," was the out¬growth of an attempt to unravel some of the problems caused by overlap of statistical data compared with actual industry practices. Using this study as a base, specific industrial mineral applications of some important sub-industry groups were analyzed for the; California chemical industry. Differences between local and national practices were compared. Practices usually differed, depending on cost and availability of alternate minerals, climate, idiosyncrasies, local regulations, and other conditions. Bureau of Mines Information Circular 8260, "Mineral Fillers for the California Pesticides Industry," is the first such analysis of, a sub-industry group. Other such studies are underway. Obtaining national data is easy, but to be able to compile meaningful information which can be revealed on a regional and State basis generally is difficult and often impossible. This paper will briefly emphasize some of the industrial mineral problems encountered, and bring out the needs and benefits being derived through the continued cooperation of authoritative officials concerned with supply and consumption of industrial minerals in government and industry.

A cement, in the broad sense, is any substance which will cause various materials to adhere to each other. Clay was probably the first material to be used by man as a cement or binding agent. Water occurs in or is mixed with the clay to make it plastic, so that it can be formed in place. The sun and air remove the water from the clay and on drying strength is developed. The clays unless fired are not too resistant to water, therefore, their use is best when restricted to dry areas. Gypsum used as a cementitious material is not the subject of this paper, but its use dates back thousands of years. Gypsum mortars were used by the Egyptians in building such massive masonry structures as the pyramids. The Egyptian mortar consisted of a mixture of sand with burned gypsum (of an impure type of 81.5 per cent calcium sulphate and 9.5 per cent calcium carbonate) for the cementitious material. The burning of this type of cementitious material took place at relatively low temperature. These burning reactions will be covered later when the dehydration of gypsum is discussed. The setting of the partially dehydrated gypsum is considered to be crystallization from a supersaturated solution which deposits crystals of dihydrate (gypsum). In low water-content mixes, the interlocking of the needle-like crystals helps to produce higher strengths. Slaked lime made from limestone burned at higher temperatures (1648 F is generally considered as the calcining temperature, although under certain conditions incipient calcination will take place at 1250 F) is another early-period cementitious material. During slaking with water, a colloidal or amorphous hydrated lime is formed. When it is allowed to dry, it hardens and develops low strengths. On exposure to the carbon dioxide of air in the presence of some moisture, carbon dioxide is adsorbed and part of the calcium hydroxide is converted to calcium carbonate. Structures in which a lime mortar is used continue to grow in strength as this reaction proflesses. Hydrated lime has the disadvantage of not setting under water.

At Gold Fields' Chimney Creek Mine, major reviews of the reclamation and closure plans are done concurrently with the annual mine planning required for budget preparation. This review includes identifying and scheduling reclamation work that can be done within the next few years and development of associated costs. Longer term mine, leach pad and waste dump development are examined to take advantage of any design changes that can reduce ongoing reclamation or closure requirements and reduce costs. The success and cost effectiveness of past efforts are continually evaluated to determine the best methods for reclamation.

Political risk is an integral part of the mining business in Northern Andean countries. Peru, Ecuador, Colombia, and Venezuela all have a higher than average political risk compared with other South American countries. Successful operations in such contexts require: 1. Good political risk information; 2. A thoroughgoing political risk management plan; and 3. A strategy to deal with political risk perception on the part of the investing public. Obtaining quality political risk information, developing a political risk management plan, and addressing political risk perception are the foci of this work.

Field tests concerning a fog mesh method for fog removal are discussed. The first tests were performed at the Pyhäsalmi Mine, Finland. As this study gave promising results, further studies were completed at the Orivesi Mine. The results of these most recent field tests are presented and the two studies are compared. The Orivesi test set consisted of four materials. These included air filter fabric, fibrous filter fabric, a plastic greenhouse mesh, and an aluminium mosquito net. The variation of the Orivesi results was more noticeable than what was found previously. The best fog removal effect of all tests was achieved with the aluminium mosquito net, while the plastic green-house mesh performed worst. The humidity reduction by aluminium net was more profound than any of its precedents. More mesh materials will be tested in the near future.

Mining has evolved in recent years, taking steps forward in the way that the industry is considerate of the environment and the communities in which it operates. Technology plays a major role in that evolution. Osisko Mining?s Osisko Mine near Malartic, Quebec is developing a new way of doing business. One manager said, ?We are building the Osisko culture,? but the company is doing many things that could become industry changers. Much of the change is driven by mine ownership and management to offer a better workplace and better community relations. Mining equipment manufacturers are changing, too, by engineering products with more operator comfort, fuel economy, ease of maintenance and more cleanly designed machines. And for those drills working close to communities, smaller bore sizes and sound retention are just two changes for the better.

Maintaining satisfactory air quality in electro-winning tankhouses has been problematic and costly, particularly as plant operating current densities have increased. Conventional approaches, including the use of beads, hollow spheres, surfactants and coalescer devices, have not proved completely effective, requiring that powerful ventilation systems be installed. As workplace and environmental regulations become more stringent, containment of the acid mist at its source is more attractive. An electrode cap system based on this approach has been developed and tested in two commercial copper electrowinning tankhouses. The design, development, installation and cost of the new electrode cap system are described.

The Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), also known as "Superfund", requires a listing of sites that have known releases or threatened releases of hazardous substances, pollutants, or contaminants throughout the U.S. When EPA determines that a significant threat exists, it places the worst contaminated sites on the National Priorities List (NPL). CERCLA provides EPA broad authority to clean up hazardous sites that threaten human health and the environment. There are currently 52 sites on the NPL that were placed on the list because of high human health or environmental risk as a result of non-coal mineral extraction, beneficiation, or processing operations. This list covers mining sectors from aluminum to zinc. While some of these sites were abandoned, many are still operating. (There are additional mine sites that have been recently proposed to be included on the NPL that are not included in this paper.) EPA is continuing to develop a mining program to address human health and environmental threats from active non-coal mines. EPA has performed a comprehensive study to assess the waste management practices at all of the 52 mine sites on the NPL. In addition, EPA is continuing to collect information on the specific mining sectors (i.e., gold, copper) that represent many of the NPL mine sites. One of the goals of this effort is to attempt to identify the types of mining practices that lead to human health and environmental problems at the NPL mine site. EPA estimates that there are currently 500 to 1,000 active mines (not including placer operations). While some mining NPL sites began operations before the turn of the century, only a handful of the NPL mines entirely ceased operations prior to 1970. Of the 52 NPL sites studied by EPA, 12 are currently active. By definition, these mines represent current mining practices. Approximately 17 additional NPL mines that ceased operations between 1970 and 1990 represent some degree of current mining practices. Therefore, at best, less than half on the 52 NPL mine sites can be said to definitely represent past mining practices. Although some mining waste management practices have changed over time, the basic technology for extraction and beneficiation of mineral ores have remained fairly constant over the last fifty years. While the use of acid to leach copper dumps, the use of cyanide to leach gold in heaps, and the spread of solvent extraction techniques has changed some aspects of mining, the basic operation of removing ore from the ground and concentrating it through beneficiation has remained fundamentally the same as when most of the non-active

The basis for the selection of the ultimate pit for an open pit mining operation is generally opaque. Some form of value-based analysis will generally guide the final decision; however, the value will often gradually plateau whilst the ultimate pit size continues to increase. There is no established framework to guide specialists in the selection of the ultimate pit, with such decisions regularly made on a somewhat arbitrary basis. The key component that is missing from the analyses typically used to select the size of the ultimate pit is risk. Once risk is quantified within the analysis framework, the decision-making range is significantly reduced, and the process for selecting the ultimate pit becomes more consistent, replicable, and defensible. This paper provides an approach to including risk in the process used to select the ultimate pit.

What is your personal view and assessment of the overall health of the industry in the current global economy? The economic outlook remains soft for the near future and, although the global economy is showing signs of recovery, uncertainty has tempered the pace of recovery. In addition to uncertainty, we are still facing significant economic challenges in many parts of the world, including Europe and the United States. The rapid expansion of China?s economy has recently slowed, further contributing to the sense of uncertainty in the overall health of the global economy. This situation is both a blessing and a curse, depending on which sector of the mining industry we are considering. For example, coal, industrial minerals, aggregates, base metal and precious metals markets are impacted by different forces and drivers and will experience different outcomes within the same economic environment. Let me give a few concrete examples to illustrate this concept. The prevailing economic uncertainty that I have just described tends to drive investors toward safe havens. Gold has historically been viewed as a safe haven and as long as investors shy away from traditional investments, gold prices will remain high and gold mining companies will continue to expand and invest capital in their operations. The same sluggish economy that drives gold prices higher has the opposite effect on other segments of the minerals industry. A great example of this is industrial minerals and aggregates used in construction. The markets that consume these minerals have contracted significantly over the past five years. The outlook for this segment is poor, as the glut of available housing continues to inhibit demand for new construction and, thus, many industrial minerals. In addition to this, the federal government?s lack of political will to enact long-term legislation funding transportation and infrastructure projects continues to be a drag on the U.S. aggregates industry.

This overview briefly describes some examples of applications and difficulties in using plants that are drawn from the literature and from field experience. Because of the generally low Au concentra¬tions found in plants, the analysis of plant tissue is critical to the successful application of the biogeochemical method of prospecting. Neutron activation analysis is the most widely used method to detect Au in plants, due largely to its sensitivity; levels in the parts per billion range are easily attained. Two general types of sampling media are used in prospecting for Au: humus and living plants. Humus has been widely used in Canada, but the sampling of plants has increased there and elsewhere in recent years. The use of douglas-fir (Paeudotsuga menziesii) at a Au-bearing stockwork in Idaho is a prime example. A maximum Au concentration of 14 ppm was detected in the wood ash of this coniferous tree, well above the normal background concentration of about 0.15 ppm. Among shrubs that might be useful in Au prospecting, sagebrush or wormwood (genus Artemisia) could be sampled because it is extremely responsive to concealed mineralization. It has been used extensively in the Soviet Union and could be used in areas of the western United States where disseminated Au occurrences might be located. Among the problems one may encounter in using plants for Au prospecting are (1) physiological barriers, by which many plant species simply do not absorb Au at detectable levels; (2) misconceptions of soil-plant correlations; (3) localization of Au in plant tissue; and (4) the variation of Au concentrations due to season. Despite these limitations, biogeochemical techniques can complement or replace other geochemical methods currently used.

Iran was a lodestone for the attention of industrial countries and companies wanting to share in its industrial development during the last two decades and particularly after 1972. Prior to 1972, most industrial projects in the private sector were on a relatively small scale and could be carried out in reasonably orderly fashion in spite of limitations of a primitive infrastructure and meager indigenous supply of managerial and technical skills. People with these skills could be found but not in abundance, and many of them were total¬ly engaged in various government ministries and projects. Thus it was that nearly all private sector industries, even long-established ones, required one or more foreigners to give guidance. A barite mine and processing facility was brought on line by Dresser Industries in 1960 without serious operational problems. A few expatriate experts were able to select and train a stable group of staff and production people and establish sound management principles for continued growth. The huge and increasing oil revenues after 1973 gave superficial credence to ideas of the Iranian government that the country could easily finance the jump into the industrial 20th century. All necessary skills and equipment not available in Iran would be imported, and intensive training programs would prepare Iranians for operating the new facilities. Large projects for steel production, copper production, oil refining, petrochemical production, cement production, and others were started or expanded. These are basic industries that consume substantial quantities of refractories. Studies made in 1972 indicated that the existing industries plus expanded and new projects scheduled to come into production would lead to a market sufficiently large to justify a refractory producing plant. Concurrent studies of raw material sources showed that clay, the largest tonnage item, would be locally available; the other raw materials would be imported. Iran Refractories Company (IREFCO) was founded in 1973 and started production in 1976.

"The Indianapolis Deep Rock Tunnel Connector (DRTC)—first in a vast network of storm water storage tunnels below Indiana, USA—was a wildly successful endeavor. Crews for the Shea/Kiewit JV drove a 6.2 m Robbins Main Beam TBM to world record rates. The machine achieved 124.9 m/day, 515.1 m/week, and 1,754 m/month in limestone and dolomite rock. The advance rates can be attributed to many factors including ground conditions and knowledgeable crew, but continuous conveyors are also of key importance. The novel conveyor system, manufactured by The Robbins Company, enabled continuous tunneling in a difficult layout that included two 90-degree curves and two S-curves. Spanning 11,777 m in its longest iteration, the system included nine booster drives plus a main drive. A vertical belt moved muck up the 76 m deep shaft to a radial stacker for temporary storage. The system, one of the most complex in North America and the first to operate in 90-degree curves, made swift tunneling possible. This paper will examine the world-class tunneling done at the Indianapolis DRTC and the role of continuous conveyance in reaching high advance rates. The logistics of the system will also be examined as it could apply to future tunneling projects with similarly complex layouts. INTRODUCTION The Indianapolis Deep Rock Tunnel Connector (DRTC) is the first phase of a nearly 28-mile long network of deep rock tunnels being built 76 m beneath the City of Indianapolis, Indiana by Citizens Energy Group. The Deep Rock Tunnel Connector (DRTC) Project is a 12.2 km, 5.5 m diameter tunnel constructed by S-K JV, a joint venture between J.F. Shea Construction and Kiewit Infrastructure Co. The tunnel is a $179 million project and is the first segment and southernmost portion of a deep, large diameter conveyance and storage tunnel system to provide overflow relief during wet weather events. The project is estimated to be completed in 2017 and will initially deliver 204,000 cubic meters of the planned 1 million cubic meters of CSO storage for treatment, as well as provide future connections to other tunnels in the overall system (see Figure 1)."

Large tonnages of copper and molybdenum sulfide ore are treated by flotation. Substantial savings could be realized, particularly in high-capacity concentrators, by use of a simplified flotation technique involving lower reagent consumption. Chalcopyrite and molybdenite from some deposits can be floated by use of only a frother as a single flotation reagent; acceptable concentrate grade and recovery can be obtained. Separation of molybdenite from copper sulfides may become simpler and less costly. The genesis of the ore and the ions present in the flotation pulp liquid phase appear to be the major success-determining factors.

"The City of Ottawa’s Combined Sewage Storage Tunnel consists of two interconnected tunnels totaling 6.2 km with a diameter of 3m including access shafts and hydraulic structures which connect to the City’s most critical sewers. This tunnel will be built 15m to 30m below ground in the downtown core adjacent to, and crossing below, the Light Rail Tunnel, which introduces additional considerations in terms of sequencing and risk mitigation. The City embarked on a unique Procurement Process to address the risks involved with a large tunnel project and those associated with tunneling below downtown, underneath and adjacent to UNESCO World Heritage Sites, and connecting to live critical sewers. This paper describes the unique procurement approach employed and the contractual risk mitigation measures developed to provide the best value while minimizing risk. Specific features include Market Sounding, using a Fairness Commissioner, Contractor Prequalification and Risk Mitigation Measures in the Tender documents. INTRODUCTION This paper describes how the City of Ottawa (the City) and the project design team developed a strategic Procurement Process and Tender that incorporated industry best practices for technical and contractual risk management for the Combined Sewage Storage Tunnel (CSST) project. The process was unique in that, while it employed a systematic review of project risks, it also solicited input from industry, stakeholders and provincial and federal partners to develop the request for Tender for this traditional design-bid-build project. Key drivers for this approach were initiated from the City’s concerns for cost control, cost certainty and overall project risk mitigation. To address these concerns, the City implemented the risk review and mitigation process right from the project design team selection. It was critical that the project design team embraced this risk management philosophy and carried it through each phase of the project.
