Cemented rockfill is a key component in the success of underground mining at the Jerritt Canyon Joint Venture. The Murray and SSX mines are characterized by relatively poor rock mass quality, and the goal of complete mining recovery makes maintaining a high quality backfill product vital to the safety and efficiency of the mining operations. A large portion of the ore production from the Murray mine originates from drifting under backfill. Modelling studies performed to investigate induced loading of the backfill were used to develop engineering specifications for the backfill material. Operations history has shown an almost 100 percent stability of the backfill when mining is carried out beneath it. The volume of backfill required each year (approximately 300,000 tons) and the required cement content have a significant impact on the total mining costs. The potential for cost savings associated with higher replacement of cement with Type "C" fly ash and the implementation of a backfill strength management strategy were therefore evaluated.

The sequential copper analysis method is a particularly useful technique to semi-quantitatively define the geologic, mineralogic, and metallurgical types and zonations commonly associated with porphyry-type copper deposits. The method is based on the partial dissolution behavior displayed by the prevalent copper minerals malachite, chrysocolla, chalcocite, and chalcopyrite to solutions containing sulfuric acid and sodium cyanide. Results from sequential analyses of the sample and analytical residue using sulfuric acid followed by sodium cyanide and then aqua regia solutions when compared with conventional total copper analyses can determine the amounts of leachable oxide minerals, leachable secondary sulfide minerals, and primary copper minerals, respectively. Sequential assay analytical results and interpretation are presented for copper deposits in Chile, Mexico, and the United States.

The Henderson/ML King CSO Project is a major combined sewer overflow (CSO)reduction project for the Department of Natural Resources and Parks of King County, Washington. The central element of the project is the 3100 lineal feet long, 14'-8"diameter 42nd Ave S Storage/Treatment Tunnel. During the course of the project, the owner and consultants evaluated numerous elements of the tunnel including the alignment, geotechnical conditions, tunnel liner, and settlement monitoring requirements. The contractor utilized innovative shaft construction methods for the tunnel portals, and adhered to strict contract requirements in successfully constructing the tunnel. This paper provides an overview of the design and construction elements of the 42nd Ave S Storage/Treatment Tunnel that led to the successful completion of the project.

A nearly 305-m- (1,000-ft-) wide sandstone channel was projected to run through the mid panel area of a 457-m- (1,500-ft-) wide longwall panel in a southwestern Pennsylvania coal mine. This sandstone channel was known to cause serious longwallface roof control problems in the mine?s B-panel area in 1998 and 1999; and most recently, it induced many large face cavities and caused a substantial production delay in the preceding panel. For the two B panels mined in 1998 and 1999, hydraulic fracturing of the massive sandstone was conducted to facilitate better caving, thus relieving cantilever compressive stress at the longwall face. Vastly improved longwall face condition was observed and four weeks of mining delay due to bad roof conditions were eliminated. The implementation of the hydraulic fracturing technique, results of underground observation and measurement, and results of numerical modeling were summarized in a paper presented in the 20th International Conference on Ground Control (Su et al., 2001). This article is a summary of the activities that took place during a four-month period (October 2011 through February 2012) at a Consol Energy longwall mine southwestern Pennsylvania to improve face conditions and safety of underground personnel during mining of the 457-m- (1,500-ft-) wide longwall panel. The elevated concern for safety was driven by adverse face conditions encountered while mining the preceding longwall panel. Many of the problems were attributed to a thick and massive sandstone channel. A joint task force consisting of coal operations engineering, Pennsylvania operations engineering and CNX Gas personnel was formed in August 2011, which recommended drilling four hydraulic fracturing holes along the center axis of the sandstone channel to reduce pressure and improve face conditions at the longwall face. Africa is rich in natural resources, much of which remain untapped. Despite that, international mining companies have largely stayed away from the continent due to political instability in many countries, lack of infrastructure and the inability to gain control of mineral deposits. Today, optimism is growing concerning African mining. Many of its nations are moving toward privatization of their mining industries. They see it as a way to improve the lives of their populations and become politically stronger. Ministers from 22 African nations were Denver, CO in June for the World Bank's Multilateral Investment Guarantee Agency's Fourth Annual African Mining Investment Symposium. The three-day symposium drew more than 400 mining executives and government representatives. Foreign mining investment in Africa is on the increase. In 1996, international mining companies spent about $418 million on exploration. That is more than double the $190 million spent in 1994. Mining executives say the mining climate in Africa is improving because countries are privatizing the industry and rewriting mining laws that encourage natural resource development. They estimate that private mining firms now control about 80% of mining today. Mine development will help lift the living standards for Africans, the ministers said. The average income for ordinary Africans is about $500 a year. If this new mining boom continues, citizens of nearly all African nations will reap the benefits of better infrastructure and government services, as well as more higher paying jobs, the ministers said. They also issued a word of caution to mining companies attempting to join in the African boom. Concerns are being raised about the treatment of villagers and the environment. In the past, foreign companies would "behave about like colonial masters," said Gerald Ssendaula, natural resource minister for Uganda. Africa is in a different position now, he said. "Now we are solving our own problems." Mining companies must respect local communities or risk creating unrest that will threaten fragile new governments, said Akolang Tombale, chief geologist for Botswana. On the other hand, he said villagers must accept that mining development will benefit them. "They feel these are their natural resources. There must be a mutual interaction between the companies and the people."

This paper describes the basic requirements for the utilization of belt air to ventilate working sections at remote locations in relation to the main fans. It highlights the risks involved, potential problems, and the provisions that must be followed by mine operators for the safe use of belt air. The paper also presents a brief review of the current regulations, conveyor belting tests, atmospheric monitoring system requirements, and the experience gained by mine operators to utilize the belt entries to ventilate remote working sections or areas where mechanized equipment is being installed or removed. The paper concludes with a set of recommendations with respect to the utilization of belt air and the composition of belt material in under-ground coal mines.

To investigate how deformation failure occurs in roadways surrounding rock, the relationship between cohesion and plastic shear strain of the strain softening model and the equation for calculating the shear strain of a rock mass in the ultimate elastic state are derived. On this basis, the equality relationship between the built-in maximum shear strain increment and cohesion of FLAC 3D was established to give a more intuitive picture of how the cohesion of the roadway surrounding rock changes. The cohesion attenuation and deformation of the surrounding rock are analysed. The results show that significant deformation in the roadway surrounding rock was caused primarily by the development of large areas of highly softened plastic rock masses towards residual strength. Taking the floor overhead-mining roadway under different rock pillar thicknesses (RPTs) in the Xinglongzhuang Coal Mine as an example, the results demonstrate that investigating the cohesion distribution inside the roadway during mining operation can provide a more intuitive, more accurate description of the degree of failure of the surrounding rock at any point of the roadway, as well as the overall failure range of the surrounding rock. The simulation agrees well with the field monitoring result and seems to be more practically useful than simply analysing the coverage of shear plastic zones. Based on the failure range and degree of roadway surrounding rock with different RPTs, three support schemes are designed. Classified support was implemented for roadways under different RPTs, which realizes the effective control of roadway surrounding rock.

Lead and zinc have been mined for over 90 years in parts of the Lower Benue rift in southeastern Nigeria. However, there has been little interest in the sustainability of the environment and the inhabitants of the host communities. Adverse effects include soil and food crop contamination, lack of education, poor healthcare, unemployment, and no access to potable water. This work suggests practicable mitigation strategies to ameliorate these negative effects and promote environmental sustainability.

Introduction Metals exploration activity is moderately intense in the US despite the 1981-82 recession in the mining industry. Although exploration expenditures are significantly less than the 1981 peak, quality and goal orientation of current exploration are high. Major foreign and domestic mining companies as well as nonmetal companies had been attracted to invest in minerals in the US. Its capital markets, political stability, and open-door policy are attractive for hard mineral explo¬ration, particularly in the West. The approach was to either acquire fully or partially developed ore bodies through merger and acquisition, or to fund large scale exploration programs in search of bulk-tonnage deposits. The acquisition avenue has not proved the panacea envisioned for overcoming lack of substantive mineral development. Nor has the decentralized approach to exploration that was adopted proven cost-effective. The emphasis on gold, to the exclusion of all other commodities, raises questions regarding the direction of exploration in the US for the rest of the 1980s. Overview More than 300 companies are active in metals exploration in the US. These range from established, well-known domestic and foreign corporations to hurriedly incorporated, unknown companies financed by having promoted mineral prospects or occurrences of questionable quality. Junior companies tend to be oriented toward property entrepreneurship, rather than the development of minerals resources. These companies have helped maintain mineral lands from prospect to production by holding blocks of property intact during periods of exploration inactivity. This was done through promotional efforts, even though few properties that attracted major venturers proved to have real merit. Exploration objectives of senior and junior exploration companies currently embrace only a few commodities. Arranged in approximate descending order of priority, these are: precious metals; base metals in monometallic or polymetallic deposits; strategic metals, such as tungsten, tantalum, and tin; unconventional commodities, such as diamonds; ferrous metals; and commodities such as beryl, zeolites, and barite. Prospectors are important in searching for these targets. In the US, where they have been financed by major and junior companies, prospectors have proven a useful and low-cost means of locating gold prospects (e.g. the Alligator Ridge property in Nevada). The tenacity and persistence of independent prospectors have been factors in discovering properties rejected or overlooked by professional geologists (e.g. Lornex mine in British Columbia). This has been realized by the provincial government that grubstakes bona fide prospectors. Exploration interest in commodities has always been cyclic with price. Gold is one of the few metals that has experienced a price increase of such magnitude to warrant attention. The potential for realizing adequate operating margins for the Nevada open-pit "no-see-um" gold deposits is great. The present declining gold price, however, may indicate that this emphasis on gold, to the exclusion of other commodities, is shortsighted. Mining companies have been the last to react to price increases, opening new mines based on unrealistic market expectations. A scenario could develop where plummeting gold prices bring recession to the gold industry, as lately occurred in uranium, molybdenum, and copper. Economical and environmental pressures necessitates the recovery of the minus 0.6 mm x 0 coal generated by todays mining machines. This size fraction, dependent on the type of production unit, maintenance of the production unit, and the Hardgrove Grindability Index, can be a substantial portion of the Preparation Plant feed. Historically, dewatering of the collected 0.6 mm x 0 product has often been rather expensive and marginal with respect to surface moisture reduction. The Freeman United Crown II Preparation Plant more than adequately demonstrates that the continuous scroll type centrifuge can dewater 0.6 mm x 0 coal to acceptable surface moisture levels.

Soda ash, anhydrous sodium carbonate, is produced from underground trona deposits occurring in the Green River Sasin of Southwestern Wyoming. Stauffer Chemical Company of Wyoming, a jointly owned subsidiary of Stauffer Chemical Company and Rocky Mountain Energy Company mines the trona and processes it into high-purity soda ash. Stauffer Wyoming has been in operation since 1962 with a current production capacity of approximately 2.2 million tonnes (2 million short tons) per year of soda ash. The Refinery has five parallel operating trains utilizing the monohydrate process which is a series of chemical processing unit operations described below. Screening and Crushing the Trona The mined trona is brought to the surface in two counterbalancing ore skips. The ore is initially screened with Refinery feed, less than peagravel size material, entering the process while the oversize is conveyed to an outdoor stockpile.

Coal produced from surface mines in the Western United States is becoming a more important part of this nation's economy as other types of fuels become scarce. This paper reports the investigation of alternative methods of handling the parting between two coal seams. The results of this investigation are presented as the engineering-economic aspects of alternative parting handling methods involving stowing or back filling techniques. The coal and parting characteristics were selected as being representative of those under consideration or actively mined in the West. The basic philosophy of evaluation is to establish a mine-within-a-mine where equipment selected for minimal capital investment can remove the parting and second seam nearly independent of the ongoing, present production. With proper consideration of design, this parting-coal removal is evaluated as a second operation within the first and has its own profitability measure. The Fort Union Area of Montana, Wyoming, and the Dakotas contains large reserves of low sulfur sub-bituminous coal. In many locations, several coal seams are close to the surface and are separated by relatively thin layers of parting. The removal of overburden and the mining of the upper seam is accomplished effectively with conventional mining methods and equipment. Mining a second seam of coal and handling the parting in accord with economic and environmental controls presents a number of problems. Typically, mining companies have adapted the conventional strip mining techniques used in the East. However, the extreme thickness of the western coal seams offers alternative mining method possibilities for parting and second seam removal.

The Sixteen-to-One Mine was originally designed and operated using Blasthole Stoping with end slicing as the primary mining method. This method changed to Modified VCR Stoping in response to efforts to control dilution. The new method combines Blasthole Stoping with shrinkage methods, pillars, and reduced sublevel intervals to provide the most practical dilution control avail- able for low cost bulk mining.

Manufacturers have improved various stirred mill types to be well adapted to fine and ultrafine grinding applications. These stirred mills, which are operated in wet or dry conditions, may be classified as horizontal — such as AHM-horizontal agitated media mill, IsaMill and Drais mill — or vertical — such as tower mill, Vertimill, Maxmill, Stirred Media Detritor and ATR vertical agitated media mill. The main difference between vertical and horizontal structures is in their operational variations. Additionally, the scaling-up of mills is also an important parameter for selecting the suitable orientation [1]. The purpose of this study was to investigate the dry grindability of calcite powders in a vertically and horizontally orientable laboratory batch-type stirred mill. The experimental results were evaluated using stress intensity analysis. The results showed that the d50 values decreased with increasing stress energy down to a certain point and then increased for both milling orientations. Even though the optimum stress energies for both vertical and horizontal orientations were in the range of 1 × 10−3 to 5 × 10−3 Nm at 750 and 1,500 kJ/kg energy consumption, the product size was finer for the horizontal orientation at the same stress energy value.

The block cave mining method utilized by PT Freeport Indonesia (PTFI) generates fines and allows the inflow of water. Both constituents have contributed to unfavorable characteristics: an increase in ore material plasticity and fluidity. Unfavorable material needs to be monitored and managed as it passes from intermediate ore stockpiles through feeders and then to milling operations. We describe an implementation of several Video Data Analytics (VDA) algorithms on smart cameras to quantify the potential fluidity and plasticity by measuring the apparent velocity and agglomeration of material flowing through ore feeders. This approach to VDA on smart cameras is a cost effective, self-contained, solution to identify these unfavorable characteristics. The solution allows the operators to manage the related operational risks, maintain safe production and govern feeder rates when material is unfavorable, which is expected as PTFI proceeds deeper into the underground orebody

The 2006 Sago, Darby, and Aracoma mine disasters in the United States (US) forced the US government to implement the 2006 MINER Act and additional regulations that require all US underground coal mines to install and maintain refuge chambers to manage entrapment emergencies, in particular, fires and explosions. However, there is a debate on whether barricading in refuge chambers is a good strategy to survive such emergencies. Australian coal mines are not required to use refuge chambers and, instead, have adopted a strategy that focuses on instructing and training miners to self-escape to the surface. This paper analyzes merits and problems of using refuge chambers and self-escape to the surface to manage emergencies in fires or explosions in an underground coal mine. The authors found that the use of refuge chambers may not be the best strategy during extensive fires or when multiple explosions happen. In these situations, mine rescuers are unlikely able to extract miners who are sheltered in chambers and conversely, self-escape may save more lives than sheltering. Chances for successful self-escape are further improved by regular, externally assessed training such as Level 1 Emergency Exercises required in the Australian State of Queensland. These exercises put pressure on mine operators to ensure and maintain the effectiveness of their emergency management system.

Most mining companies today perform site assessments and operational or compliance audits regularly. The purpose of these audits is to review company facilities and operations to determine whether they comply with applicable federal, state and local environmental laws and regulations. Why Audit? Companies adopt assessment and audit programs for legal and business reasons. The business reasons include: (1) ensuring efficient and cost-effective compliance through early problem identification and resolution; (2) planning and implementing business transactions such as real estate conveyances, loans, mergers and acquisitions, and waste disposal service contracts; and (3) employee training and relations. Legal reasons for audits include: (1) avoiding enforcement actions and penalties; (2) meeting environmental permit certification requirements; (3) avoiding corporate officer liability; and (4) meeting Security and Exchange Commission disclosure requirements. The Environmental Protection Agency ("EPA") encourages environmental auditing by regulated entities. The EPA Environmental Auditing Policy Statement was published in the Federal Register on July 9, 1986 (51 Fed Reg 25,004). Although the existence of an auditing program does not create a defense to or otherwise limit a company's regulatory responsibilities, EPA considers compliance programs in setting inspection and enforcement priorities. If a company makes an honest effort to identify and correct its own problems, EPA's enforcement approach is influenced, especially if violations are promptly reported. Perhaps more significant to many executives, the U.S. Department of Justice issued guidelines last year on when it will pursue criminal prosecution for environmental violations. It is now commonplace to read about major companies pleading guilty to criminal violations and paying millions of dollars in penalties. For example ALCOA recently agreed to pay criminal fines and civil penalties totaling $7.5 million for unauthorized excavation of PCB-contaminated soil and improper dumping of spent caustic solution. No executive wants to explain to the Board of Directors or shareholders why the company was criminally indicted. The Department of Justice considers factors such as voluntary disclosure, preventive measures and compliance programs, such as a regular compliance auditing program, the effectiveness of the disciplinary system for employees who violate the company's environmental policies, and subsequent compliance efforts by companies to remedy ongoing noncompliance. The Department of Justice looks closely at whether audit recommendations were implemented in a timely way and whether environmental compliance was a standard by which employees were judged. The Lawyer's Role. The role of the lawyer in an audit team deserves special attention. When enforcement action or litigation has begun or is contemplated or a government agency has asked for information, attorneys always should be directly involved in environmental audits. In most situations, however, environmental audits are management tools, and the attorney's role should be to advise the team.
