The market prices received by producers of internationally traded commodity metals have been, and continue to be remarkably volatile and unpredictable compared with most other traded goods and services. This volatility results in an erratic financial performance on the part of producing companies, disruptive and often inflationary cost changes for consumers, unreliable tax revenues and export earnings for host governments and severe social and economic pressures on local, sometimes remote, communities which are dependent on the activity in question. Generally speaking, price volatility appears to be associated with the inability of the metal producing side of the industry to regulate the volume of supply in a manner that is consistent with metal demand, which in turn reflects broad macroeconomic and industrial developments around the world. This statement does not purport to apply to all metals or to all instances of volatility of course. Price movements may occur as a result of pure speculation or even illegal manipulation of the commodity markets. Embargoes, boycotts and other politically induced supply changes may contribute. Threatened or actual strikes also cause artificial swings in sales volumes and prices. How- ever, most of these developments are of a short-term nature. Yet metals price cycles may last for several years, as demonstrated by the extended copper price trough from 1981 to 1986. This paper deals with price volatility which reflects long-term economic cycles and the adaptive processes that exist within the industry in response to such cycles. Special emphasis is placed on the role of forecasts and forecasters in these processes. It should be said at the outset that this reflects the personal experience of one forecaster working in private sector commercial consulting practices that are independent of producers, consumers and host governments. However, the experience does cover the entire period since 1973 and has involved working with a substantial majority of the major companies that supply high volume commodity metals. By way of background it should be stated that the post-1973 world economy has provided a challenging environment for forecasters. One cannot be precise about the forecasting record of either industry insiders or outside consultants, financial analysts and academic forecasters because comprehensive records have not been kept, or if they have the results are too embarrassing to be published. Institutions such as the World Bank have published forecasts of the prices of major commodities on a regular basis and these have, presumably, had some influence on financing decisions in the industry. This record along with our own experience and numerous discussions with metal producers, major consumers and host governments permits certain generalizations to be made. The most important of these is that during the early 1980s. from about 1980 through 1985/6, the forecasters system- atically and substantially over- estimated metal prices. While some fore- casters did correctly anticipate a recession in the early 1980s and some consequential decline in prices, the magnitude and duration of the decline was far greater than anyone foresaw. This systematic forecasting "failure" appears to have occurred independently of the forecasting methodology employed. Moreover, its extent cannot be explained by obvious factors such as incorrect macroeconomic assumptions. Lime and limestone-based SO2 scrubbing processes have demonstrated reasonably good success in removing low concentrations of SO2 from flue gases. While most of the operating problems experienced in the early days of scrubbing have been worked out, problems usually increase and removal efficiency drops with increased amounts of SO2 present in the gas stream. In order to overcome these difficulties, yet still taking advantage of lime and limestone as the lowest cost neutralizing agents, a host of so-called double- alkali systems were developed. These processes take advantage of cations such as Na+ and NH4+ capable of forming highly water soluble bases or basic salts, such as hydroxide, carbonate or sulfite, which having been neutralized or acidified by the absorbed SO2 can be regenerated with a lower cost base such as lime.

The Kings Mountain area of North Carolina is the lithium pegmatite center of the U.S., if not of the whole world. We have two spodumene and by-product mineral producing companies, Lithium Corp. of America, and Foote Mineral Company. We also have Kings Mountain Mica and Kings Mountain Silica Companies producing mica. feldspar, quartz and clay from weathered pegmatites in that area. Figure 1 gives the location of the spodumene pegmatite area in North Carolina. The two spodumene producers mine typical pegmatite ore in open pits after removing amphibolite or mica schist overburden which is sold to aggregate producers. The ore reserves are discussed elsewhere in this session. They are in the order of plus 50 million tons but not unlimited. 1.2 The major minerals found and concentrated from the North Carolina spodumene pegmatite ores are tabulated on Table 1.

"In this study, the TBM Resistivity Prediction (TRP) system is developed for predicting the location, thickness, permittivity ratio and electrical conductivity of anomalous zones ahead of tunnel face using the measured resistivity of the ground. The applicability of the developed system was verified by performing field tests at a construction site in which an EPB-shield TBM is used for tunnelling work. In the first field test, it was found that the rock around the tunnel face had the same resistivity and permittivity with the rock ahead of the tunnel face indicating no anomaly ahead of the tunnel face. In the second test, a stronger zone 5-m thick was predicted ahead of the tunnel face based on lower permittivity than that of the rock around the tunnel face. The ground condition assessed by the newly developed TRP system matched well with that either predicted from geophysical exploration or directly obtained from drilling boreholes or from daily observed muck conditions. INTRODUCTION During tunneling work, the emergence of unpredicted zones of relatively weaker or stronger ground can lead to delays in construction work or an increase of construction cost. Predicting anomalous zones ahead of tunnel face in advance can thus prevent time and economic loss. For these reasons, various methods to predict the ground condition ahead of the tunnel face have been studied and developed. Prediction methods using various kinds of equipment include tunnel seismic prediction, ground penetrating radar, electromagnetic surveys based on electronic antennas, and electrical resistivity surveys conducted by analyzing electric currents in the ground ahead of the tunnel face (Ryu et al. 2008). However, most of the prediction methods are only applicable to conventional tunneling job sites, which feature free access to the tunnel face. In mechanized tunneling projects, accessibility to the tunnel face is very limited because the tunnel face is occupied by the TBM."

The Duval Corporation porphyry copper deposits at Copper Canyon and Copper Basin, though widely separated, form an economic unit requiring integrated exploitation. Contrasts in mineralization, host rocks, and mode of occurrence present unique mining and milling problems. Mixed oxide-sulfide ore is treated in extensive dump leaching facilities in both areas. Complex copper-gold-silver ore is treated in a 4,000 tpd mill at Copper Canyon. In both areas, hypogene metallization occurs within large aureoles of metamorphism and hydrothermal alteration related to quartz monzonite intrusions of mid-Tertiary age. Supergene processes further altered the rocks and enriched the hypogene protore. At Copper Canyon, hypogene copper and iron sulfides with gold and silver occur in fractures, as partial replacement of favorable beds, and as disseminations in Paleozoic sedimentary rocks. The lower part of the Pennsylvanian Battle Formation was a particularly favorable host. Metallization occurs to a lesser extent in quartz monzonite. Metal zoning is well developed. The deposits at Copper Basin consist principally of supergene copper minerals in arenites of the Cambrian Harmony Formation. Oxidation of hypogene copper and iron sulfides in tactite zones has formed at least two commercial deposits; intersections of fractures with favorable beds exerted important ore controls.

Aquatic organisms are sensitive to free cyanide (HCN) though the presence of certain metals that can form stable complexes and thereby reducing both the amount of bioavailable cyanide. Recent work has suggested that consideration of HCN rather than total cyanide can provide the basis for water quality criteria. Cyanide is often present in complex effluents that affect speciation and bioavailability. We have developed a model to predict the speciation of cyanide in complex effluents and have shown that this model can predict the toxicity of metal-cyanide complexes in terms of HCN. This study evaluated available cyanide toxicity exposures with this model to assess the role of water chemistry (e.g., metal-cyanide interactions) on the observed. Toxicity endpoints based on total cyanide ranged over several orders of magnitude for a variety of metal-cyanide mixtures. However, predicted HCN concentrations among these same tests described the observed toxicity data to within a factor of 2. Aquatic toxicity can be well described using HCN though in certain metal-cyanide mixtures toxicity was jointly described by HCN and elevated levels of bioavailable metals. This work was performed in support of an industry-sponsored reassessment (Gensemer et al 2006) of the U.S. EPA water quality criteria for cyanide (EPA 1985) using free cyanide as the basis for the re-calculation. The work presented in this manuscript presents technical support for using free cyanide as the preferred basis for this recalculation.

"Wear of TBM tools significantly affects tunneling advance rates. Wear-prediction models are based (amongst others) on the abrasivity of the present geology, which is determined via laboratory tests. To evaluate the results from such tests in context, this work considers the tribological system TBM tool from a materials technology perspective. In so doing, the microstructures of different application-oriented materials are presented and discussed in terms of their wear behavior and wear resistance. The significant influence of tool materials on the abrasivity of the geology and thus wear prediction models has already be identified. LCPC, Cerchar and nano-scratch experiments have been performed as confirmation. Material-dependent wear mechanisms and their correlation in terms of tunneling have shown that it is mandatory to consider the complete tribological system to estimate the wear of TBM tools. 1 INTRODUCTION Mechanized tunneling is vital to ensure necessary infrastructure development in megacities like Tokyo (Bay Tunnel), Istanbul (Eurasia Tunnel) and Mexico City (Tunnel Emisor Oriente). The use of Tunnel Boring Machines (TBMs) has been established for many years. In contrast to other methods such as boring and blasting or excavation using dredgers, tunneling with TBMs allows simultaneous excavation and removal of both the mineral and tunnel lining by tubbing segments or shotcrete. This makes tunneling more efficient, allowing for faster development of the tunnel in both hard rock and soil [1]. When budgeting such tunneling projects, precise planning and coordination in terms of tunneling technique choice (e.g. EPB or Slurry-shield), the relevant geology, and the associated penetration rates and tool wear are required. In particular, wear to TBM tools has a significant impact on tunneling progress. Due to wear, tools become dulled or lose their functionality because of brittle material behavior, thus reducing penetration rates and therefore tunneling efficiency [1]. As a result, additional tool changes are necessary, leading to higher overall costs due to down times and maintenance costs. Therefore, there is strong interest in a reliable and precise wear prediction model for TBMs. As already mentioned, the geology and associated wear of the tunneling tools define the maintenance times."

The concrete lining for a long 8.05 km (5 mi) section of New York City Water Tunnel No. 3 was cast in place. The contractor, Grow-Perini-Skanska, placed over76,841 m3 (100,505 cy) of concrete, pouring 24 hours per day, 5 days per week. The concrete was dropped 204 m (670 ft) to the tunnel level, transported by rail to a concrete remixer and pump, and placed in 146.3m (480 ft) of full circle forms. Some of the many challenges include the sheer magnitude of the job, navigating through drifts, a raise and curves, dealing with ground water inflows, and placing the concrete within time limits.

Optimization has been defined as the procedure of locating the best of something or the best way of doing something (Mular, 1971). Several texts (Himmelblau, 1972; Ray and Szekeley, 1973; Box and Draper, 1969; and Lee, Adams, and Gaines, 1968) on the subject are available. Such techniques have been placed in two categories, namely, off-line optimization and on-line optimization. For the former, an optimization model is employed; for the latter, a black box approach is involved. The essence of an optimization problem becomes obvious, when a response surface is considered. Suppose that a response (in this case, a criterion of improvement such as profit per day; grade of concentrate per day) denoted by Y, depends only on two variables, X1 and X2, which can be manipulated and controlled. The relationship between Y, X1 and X2 may be represented graphically as shown in Fig. 1. The diagram is called a response surface and its height, Y, is determined by X1 and X2. Points associated with equal responses constitute response contours. The shape is that of a hill, and optimization is the procedure of ascending the hill to reach the top (maximum). In practice, a response surface is subject to disturbances which distort its shape and shift its location from time to time, so that the exact location of a maximum is imprecise. Generally, constraints (restrictions of some sort) on responses and manipulable variables serve to define a region of permissible operation.

History The Cortez Mining District has a long history of mining activity dating back to 1862. More recently, Cortez Gold Mines had operated a cyanide leach, counter current decantation (CCD) recovery gold mill from January 1969 to February 1976. This type of plant has been standard in the US for treating higher grade, finely disseminated gold in Carlin type ores. The mill was initially operated from 1969 to 1973 at 1.5 kt/d (1650 stpd) on oxidized ore from the Cortez ore body. In 1973, the mill was operated at 2 kt/d (2200 stpd) on softer, less oxidized, high clay ore from Gold Acres, located 13 km (8 miles) west of Cortez, NV. In February 1976, the oxidized portion of the ore body at Gold Acres was depleted and the mill ceased operations. Successful heap leaching of the lower grade portion of the ores was practiced at both Cortez and Gold Acres to supplement the milling operations. Valuable experience was gained in the operation of these two heap leaching programs (Duncan and Smolik, 1977). The ore heaps at Gold Acres and Cortez were releached with a limited crew from 1976 to 1979. The surge in the price of gold in late 1979 sparked an interest to incorporate new techniques into treating lower grade and less oxidized carbonaceous ores at Cortez. In early 1980, heap leaching was started on low grade oxidized dump material left from the earlier Cortez mining operation. By June of 1980, testwork was completed on the London Extension Dump, a low grade, mildly carbonaceous dump at Gold Acres. It was decided to convert the mill at Cortez from the conventional cyanide leach CCD recovery plant to a carbon-in-leach (CIL) recovery system. In May 1983, ore processing from the Horse Canyon deposit began. The Horse Canyon ore body contains both oxide and carbonaceous ores and is located 22.5 km (14 miles) from the Cortez mill. The Cortez CIL circuit was expanded to handle a blend of oxide and carbonaceous ores from Horse Canyon. Ore selection In the last quarter 1979, gold prices were increasing to a point where restarting the Cortez mill, idled since 1976, appeared imminent. Several previously explored geologic reserves at various stages of development were available as possible sources of feed for the mill. Initial metallurgical testing of dumps and tailings from earlier operations was completed, and previously uneconomic deposits were explored. It was decided to pursue sources of ore with the least lead time to production and those with the least capital cost requirements. A master plan was developed to bring the four profitable ore resources into production. In upwards medium-deep hole cut blasting, many confinement effects exist due to the small number of free surfaces, which is mainly provided by an empty hole. If the cut blasting effect cannot meet expectations, then subsequent blasting construction will be seriously affected, and large security risks to operators in the stope can be induced. The number of free surfaces is directly related to the layout of the cutting borehole. Therefore, it is necessary to optimize the layout of the first round of cutting boreholes. Theoretical analysis, numerical simulations, and field tests were used to study the formation process of cut blasting and optimize the layout of the first round of cutting boreholes. Based on the blasting parameters in the field, LSDYNA software was used to establish cut blasting models with four kinds of borehole layouts in the first round. The RHT constitutive model was used to simulate the rock-breaking effect. The numerical results show that the cut blasting effect is optimal when Nos. 3, 5, 7, and 9 are charge holes and Nos. 1, 2, 4, 6, and 8 are empty holes. In addition, the greater the number of empty holes, the larger the release space and the better the cut blasting effect. The uniformity of the empty hole distribution, namely, the uniformity of the release space, also affects the cut blasting effect. The field results indicate that a good cut blasting effect can be achieved by optimizing the borehole layout.

A numerical model is being developed to assess the enhancement of permeability by improved fracture connectivity by micro-hydrofracturing. A generic two-dimensional percolation model has been developed to test the impact of various field conditions on permeability. Field data from Cyprus Minerals' Mineral Park Mine has been used to establish statistical properties of the observed fracture systems. Results of statistical anlyses of the field data and examples of the use of percolation model are presented.

A number of important international events took place in 2001 in the development and evolution of mineral valuation standards internationally. In Canada, the CIMVal Committee released a draft discussion paper for public and industry comment on principles to guide the development of the planned Canadian mineral-property valuation standard. The International Accounting Standards Board (IASB) received comments on its Extractive Industries Issues Paper. IASB will decide whether the financial statements of public mining and petroleum companies will be allowed to provide the value of mineral and petroleum assets on a current value basis instead of an historic cost basis. The author led the Extractive Industries Task Force of the International Valuation Standards Committee (IVSC) in developing its submission to IASB. IVSC intends to develop an extractive-industries valuation section for its International Valuation Standards, which could support the planned IASB standard. In Australia, AusIMM has carried out an in-depth review of its highly regarded VALMIN Code. The AusIMM's MICA subdivision organized the VALMIN `01 Conference in Sydney, Australia, with a range of international and current issues papers published in the VALMIN '01 book. Considerable support for the IVSC initiative was evident at this conference. The results of the review of the extractive industries submissions to the IASB were expected to be released in early 2002. The CMMI Congress in Cairns, Australia in May 2002 is likely to prove to be an important forum for continued discussion of the development and implementation of international standards and qualifications for mineral valuation. The outcomes and implications of these events are discussed.

"China is rich in tungsten resource, but they are mainly associated minerals. The similar flotability of scheelite, fluorite, and calcite resulted in the difficult separation by flotation. This work summarized the current situation and the development of flotation reagents, technological process, and mineral processing equipments in China. Fatty acid served as the collector and water glass was the depressant to expand the flotability differences in traditional flotation technology. However the water glass inevitably influenced the flotation of tungsten minerals to a large extend, and the suppressed fluorite was difficult to recover by flotation. Abundant water glass lead to the bad settleability of the tailings and the tail water was difficult to circulate, resulted in serious environmental problems. Recent study proved that the selectivity of benzene armour hydroxyl oxime acid (BAHA) salts was adequate for the separation of tungsten minerals from fluorite, calcite and most silicate minerals without any depressant. By this way, sodium silicate was canceled completely in tungsten flotation, greatly improving the recovery of tungsten and the environmental problems caused by tail water treatment would be solved fundamentally. TUNGSTEN RESOURCES AND DISTRIBUTION IN CHINA China is rich in tungsten resources and the proved reserves accounted for 60% of the world's reserves [1]. However the wolframite has been dried up and the scheelite resources had become the main resource of the tungsten metal. Table 1 showed the most large and superlarge scheelite deposits in China. China has more than 40 large and superlarge scheelite deposits and the total metallic deserves is more than 3 million ton [2]. But most of the deposits were low-grade and the associated relationship was complicated. For example, scheelite was usually associated with wolframite, molybonite, bismuthinite, pyrite, fluorite, and calcite in Shizhuyuan and Yaogangxian mine."

Introduction What drives the price of gold? Supply and demand, of course. But in ways far different from the forces that drive the prices of other major metals, such as steel, aluminum, and copper. Gold, in fact, is one of the few commodities where both buyers and sellers are happy when the price goes up. Current production, production costs, and variations in production have little influence on its price. Gold inventories are so tremendous that current production has small impact on the amounts available to the market at any time. Worldwide gold inventory and production The world's inventories seem to be between 78 and 98 kt (2.5 and 3 billion oz). Since biblical times, the gold miners of the world have produced about 98 kt (3 billion oz), mostly in this century. Only small amounts have been thrown away and most of it - more than 78 kt (2.5 billion oz) - remain in bullion, coins, or jewelry. About 40% is held by central banks and other governmental authorities, 30% by private individuals as bullion or coins, and about 30% as jewelry. Except for some of the jewelry and the few industrial applications, this inventory is constantly available in marketable form at a price. By comparison, gold production is indeed small. The US Bureau of Mines estimates that the world produced 1.5 kt (50 million oz) of gold in 1986. Consequently, production increased world inventories by only 2%. Variations in production have a negligible or very short-term effect on the supply and, consequently, on the markets for gold. Although South Africa mines about 40% to 50% of the world's annual production, continuing labor strife there does not seem to have ruffled gold prices. Determining gold's price Gold prices, however, do determine cutoff grades in the mines and, thus, do influence production. Nonetheless, changes in production have little impact on the inventory supply. Consequently, it has small influence on the price of gold on the market. With a fairly stable supply, price changes are driven by changes in its demand. Unlike other metals, very little of the demand for gold comes from industry. Dental, electronic, and other industrial uses for gold consume less than 46.6 t/a (1.5 million oz per year). It would be safe to assume that such uses are less than 124 t/a (4 million oz per year) for the entire world. Variations in the 124 t (4 million oz), compared to a supply of 78 kt (2.5 billion oz) of supply can have only a negligible effect. Production net of industrial uses adds perhaps 1% annually to world inventories. This could, in time, affect markets. The increase, however, is mostly absorbed by population growth - more people wanting to own gold - and by gold being put in more attractive forms, such as coins. Magnesium is listed as a key critical raw material in a report by the European Commission that evaluated raw materials based on supply risk versus economic importance [1]. It has extraordinary properties, such as nontoxicity, inertness, high melting point, stability, low weight, chemical resistance, electrical insulation, optical transparency, corrosion-resistant behavior and refractory nature. It is widely used in the areas of agriculture; the environment, for antibacterial and water-purification purposes; electronics; automotive; drug delivery; ceramics; construction, as filler in brick; and concrete production, in the forms of magnesium oxychloride and magnesium oxysulfate. Magnesium oxide (MgO) particles can be produced through the calcination of magnesite ore at different calcination conditions depending on the desired quality of the product, classified as fused (2,800 °C), dead-burned (>1,400 °C), hard-burned (1,000–1,400 °C), or light-burned MgO (700–1,000 °C) [2]. However, the global availability of magnesite ore is limited.

The Relief Canyon gold deposit is located approximately twenty- four kilometers east of the town of Lovelock in Northwestern Nevada. At Relief Canyon, the Late Triassic Grass Valley Formation has been thrust over the Late Triassic Natchez Pass Formation. The lower plate Natchez Pass Formation is composed of massive gray dolomitic limestone which is locally silty and sandy. The upper plate Grass Valley Formation is composed of shale, siltstone, argillite and quartzite. Gold mineralization at Relief Canyon occurs along the highly brecciated thrust contact between these two formations. Weak gold mineralization often occurs above the thrust in the Grass Valley Formation, however, most of the ore grade mineralization is present below the thrust in the brecciated Natchez Pass Formation or where the two formations are mixed as a result of movement along the thrust. Several types of gold mineralization have been recognized at Relief Canyon. A large amount of the ore is present as a jasperoid breccia, however, significant amounts of ore occur as a mixed breccia composed of upper plate rock, fresh limestone, clay and jasperoid breccia. Gold ore also occurs in a fresh limestone breccia which contains a large amount of clay. Below masses of jasperoid, jasperoid stringers containing gold extend into the fresh limestone. Gold mineralization at Relief Canyon appears to be truly disseminated and has the typically associated trace elements of arsenic, antimony, mercury and fluorine. The Relief Canyon deposit can be classified as a structurally controlled disseminated gold deposit. Other deposits that fit this classification are the Pinson and Dee gold mines.

Operational and geotechnical constraints on mining within steeply dipping deposits and historic landslide areas, which are characteristic of subarctic coal deposits in Alaska, will be discussed. The current plan for mining through these areas will be presented, as well as an alternative plan for minimizing the adverse effects of mining through an historic landslide area.
