The East Bay Municipal Utility District (EBMUD) delivers water to the San Francisco Bay Area through an aqueduct system extending from the Sierra Nevada Mountains to the East Bay. This aqueduct system, the Mokelumne Aqueducts, are comprised of three 82-mile long steel pipelines. The portion of the aqueducts crossing the Sacramento-San Joaquin River Delta is recognized to be vulnerable to seismic and flooding hazards. Previous studies evaluated alternatives for mitigating these hazards and increasing the reliability of the aqueducts for the next 100 years. The preferred solution involves construction of a 16.5-mile tunnel across the Delta and re-routing the existing aqueducts through this tunnel

The Sales Comparison Approach to estimating the value of a mineral property must always be attempted1 . In addition to other parameters, the approach depends heavily on the availability of transaction data. The consideration for the mineral property must be in form of cash, cash equivalent or other consideration. In other words, “What dollar amount did the property sell for?” Mineral properties are generally real estate, albeit frequently buried deeply under the overlying surface real estate, unless the property may be a quarry. In some states, transactions must be recorded in county courthouses, and the sale consideration must be included. In such cases, the appraiser’s job is made easy. In other locations, the sale considerations are withheld in the courthouse data; but occasionally a local transfer tax is collected and recorded. Again, the appraiser’s job is made easy by back calculation with knowledge of the legislated transfer tax percentage. The worst problem occurs when the consideration for a mineral real estate sale is totally withheld. That may occur in so-called nondisclosure states. Miners work in dangerous terrain, around the clock, with heavy equipment. Is there room for improvement in safety and standardization in the mining industry? Recent history would suggest there is a need for action. At a 2011 Spring Thaw conference in Denver CO, one speaker commented, ?We are having a number of incidents with workers getting ?pulled? into rollers or ?trapped? at transfer points when trying to manually clean (it) while the conveyor is still in motion.? It?s a troubling thought. These actions are specifically prohibited under U.S. Mine Safety and Health Administration (MSHA) regulation 57.14202. Another official from MSHA earlier this year indicated with today?s technology and policies presently in place, ?we should not be repeating the same incidents and violations year after year as we currently do.? But we are doing exactly that.

"What is past is prologue" - motto of National Archives The question of past, present, and future safety performance in the coal mining industry is not merely an academic one, or one which arises from soul-searching curiosity. It is a question involving pragmatic ramifications, and the answers, or perhaps the public perception of the answers, will have a strong impact on the public policies which influence the course of meeting the Nation's future energy demands. Those of us in the coal industry are keenly aware of the significant impact of the public reaction -- in the form of the 1969 Health and Safety Act -- to -past performance of the coal industry which it found unacceptable. That Act was revolutionary -- and it was expensive. But in finding the industry's past performance unacceptable, the public also recognized its own contributory role through having enjoyed a "buyer's market" forced on a highly competitive industry. One result was to limit the industry's resources and restrict its ability for self-improvement of its safety performance. In acknowledgement of that role, the public picked up the tab for Black Lung disability incurred prior to that time.

A major process control system is in some ways like a complex organism. The extremities, (that is, field instruments) are exposed to many hazards and suffer malfunctions of relatively minor and repetitive nature. Here I equate a stuck valve or dead transmitter with a skin abrasion or cut. The maintenance and repair of the extremities can be done by technicians with basic but thorough knowledge of relatively few problems and their solutions. Here I equate with administering Band-Aids and aspirin. On the other extreme, when the master control device (such as a computer) fails, one does not attempt home remedies. A "brain" specialist is called in. It is, however, crucial that the patient be able to clearly describe his symptoms. Getting down to the case at hand, a complex system consisting of field instruments, instrument racks, interface equipment, and perhaps a computer, may require maintenance at all levels. At the field equipment end where physical damage, corrosive atmospheres, reconfiguration, and routine calibration checks are common, the customer has the opportunity to develop a competent staff of maintenance people. The relatively high maintenance activity assures competence through repetition.

Geologically, as distinct from economically, "porphyry copper (molybdenum, gold, silver, etc.) deposits" might be defined as large, disseminated and/or stock-work occurrences of copper-minerals, generally averaging less than 1 per cent cop-per. They are normally associated with small plutons which range in composition from granite to diorite, although, typically, they consist of quartz monzonite or granodiorite. Circumstantial evidence indicates that these "minor" granitic intrusions may represent the intrusive phases of post-orogenic, calc-alkaline volcanism, this conclusion being suggested by: 1. Texture and grain size. 2. Prevalence of intrusive breccias. 3. Relationship to unconformities and estimated depth of emplacement. 4. Spatial distribution in relation to orogenic zones. 5. Age of mineralization and igneous episodes

Computer technology was applied to solve three problems in the selling of certain industrial minerals to the glass and foundry industries. The computer solutions provide for better service to customers and have helped increase sales. II. Summary Electronic data processing techniques were applied: 1. To automatically and continuously "trace" rail car shipments of bentonite. 2. To aid our sales people in recommending to glass plant purchasing agents which of several possible feldspathic materials is the best value at any of about 100 glass plants and to give guidance on the amount of value difference. 3. To help in locating plant sites for three blending or pre-mixing stations to serve the foundry industry at minimum cost and with maximum tonnage and maximum profitability.

The purpose of this paper is to inform members of the coal producing and consuming community about techniques used by The Carter Mining Company to control product quality at a large surface coal mining operation. During the early years of mining operations, coal quality received adequate attention but the Company's main emphasis was to build up its production rate and minimize mining costs. While these goals are still of prime importance, coal quality has received substantial attention in recent years. A Company guideline that no coal shipment shall exceed any contract or company-imposed coal quality specification has been successfully implemented. To implement this guideline, geology and coal quality modeling procedures were improved, in-pit drilling and blending programs were refined, and detailed shipment procedures were developed. Background Surface coal mining of subbituminous C rank coal in the Cillette. (Campbell County) Wyoming area has become increasingly competitive during recent years. Prior to 1974, one small surface mine produced coal for local consumption. During the last ten years, 13 new surface coal mines have been constructed. Coal production from Campbell County, Wyoming totalled 88 million short tons (79.8 million metric tons) in 1983, the majority being shipped to electric utilities in the central and southern United States via unit trains having a capacity of 10,000 short tons (9,072 metric tons).

Proximity detection systems (PDSs) for mobile machines have the potential to decrease injuries and fatalities. Early adopters of the technology have identified some challenges, which present an opportunity to explore and improve the integration of mobile PDSs in underground coal mines. The current research study applied the task-technology fit framework to investigate the fit between mobile PDS technology and mining relative to health and safety, from the perspective of leaders at two coal mines. Quantitative results from the study show that mine leaders evaluated mobile PDS favorably for training and ease of use, system feedback, user authorization and experience, and less favorably for safety, compatibility, task completion, and reliability. Qualitative results reveal specific task, mine, and system characteristics that may have influenced leaders’ evaluations. The Pyke asbestos deposits were discovered by Kennecott Explorations (Australia) Pty. Ltd., in 1969 during the course of base metal exploration on the South Island of New Zealand. Extensive occurrences of chrysotile asbestos were found associated with the Red Mountain Ultramafics in the headwaters of the Pyke River, and to the north and south along the ultramafic belt for a distance of 70 kilometers. Surface evaluation and drilling by Kennecott in 1970 and 1971 identified numerous small deposits of good grade fibre in the Little Red Hills between the Pyke and Barrier Rivers. Additional drilling and three adits have been completed by other companies since that time. The property is presently held by Lime and Marble, Ltd. Of Nelson, New Zealand, and Kennecott Explorations (Australia) Pty. Ltd. This paper will present the regional and local setting of the asbestos deposits, including the geology and nature of mineralization. In addition, the exploration methods used by Kennecott in the discovery and evaluation of these deposits will be outlined. Subsequent work by other companies will be mentioned, but not described in any detail. This subsequent work did not alter Kennecott's conclusions or produce any serious changes in the interpretation of geology and mineralization. The author acknowledges the contribution of the many employees of Kennecott Explorations (Australia) Pty. Ltd., who have been involved in the project, particularly Ramon Farmer, N. G. Comer, and A. W. McConie, who were responsible for completion of field work and reporting on the project. The responsibility for the conclusions and interpretations of this report are solely that of the author and result from his involvement in discovery of the deposits and management of the exploration program.

The Arrowhead Tunnels Project represents the final portion of a 70 km (44-mile) long water conveyance facility that will bring up to 28 m3/sec (1,000 ft 3/sec) of water into Southern California. The 13 km (8-mile) tunnelling project is well underway and consists of two, 5.8 m (19-ft) diameter TBM bores through extremely variable geological conditions. An extensive and essential pre-excavation drilling and grouting program was performed in all reaches of the Arrowhead Tunnels Project, located north of San Bernardino, CA. This program supported the advance of two hybrid hard rock TBMs though extremely challenging ground conditions under substantial ground cover and up to 27 bar (900 ft) of ground water pressure. The well known San Andreas Fault lies nearby and has greatly influenced the local geological conditions. This paper will describe the means, methods and materials used throughout the numerous phases of the pre-excavation grouting program. It will also describe many versatile, flexible and innovative drilling and grouting methods and equipment systems utilized to improve performance, save time and costs in constantly changing geological conditions. Considerable lessons learned have been learned while overcoming some extremely formidable ground conditions and safely advancing the tunnels.

The mechanism shown here (Fig. 1) may not be all that it appears to be. To many of you it may look like a hopper car, a thing of mobility, in which you would ship coal, ores, limestone, or other bulk materials. It is approximately 50 feet long, 12 feet high, and can be placed on tracks which are on approximate 14 foot centers. But far too often in the past, and all too often today, this mechanism has been made to serve as an immobile storage box, with its primary role -- the transportation of products, seemingly incidental to the storage function. Our engineering training teaches us to conserve resources, despite some of the popular and misconceived philosophies being advanced these days. Those of you who work for companies with traffic departments know that they are always striving to reduce the price which is paid to move your mine products. Today, let's consider and analyze the ways in which the cost of transporting your mine products might be reduced, based on particular reference to coal. Bear in mind that in this context, cost and price are not necessarily synonymous. Until a few years ago, most coal and other bulk materials handled by railroads moved under standard tariff rules. These rules, which still exist today, provided transportation vehicles (railroad cars) for extended periods at no added price to the shipper or receiver. Before we can attempt to answer the question of what can be expected from coal research, let us examine why research is done in other fields and what others expect for the money they spend on research and development. Up to 1900 almost all organized research was carried out at universities. Most of the support came from the university, and by present standards the amount of research was extremely small. The motivation for university research was basically discovery of new phenomena, with the objective of advancing knowledge. Side by, side with this organized effort was that of individual inventors who were primarily responsible for applying this new-found knowledge to useful purposes. During this period inventors were rarely supported by anyone, and experimentation was carried out either in their spare time or at the expense of earning a living. Men like Edison, I believe, were the first to demonstrate on a large scale that one could systematically apply newly discovered scientific principles to inventions that would serve useful purposes and would return a profit to those engaged in the effort. The tremendous expansion in research therefore began with the realization and demonstration that the scientific discovered could be applied in such a way as to return a' handsome profit to those who invested in it. The motivation of many of the research personnel however, remained the satisfaction associated with new discoveries, The money to support their efforts came from those interested in a return on their investments. Since the First World War and a rapidly accelerating rate since the Second World War another important motive for supporting research has appeared--the needs associated with national defense; this type of research has been supported almost exclusively by the Government.

Why are the Moon and asteroids viewed as a potential business venue?Geology of the Moon and asteroids — Why do we want to mine there?Space enterprises are actively working toward establishing and operating lunar and asteroid mining locations for resource extraction, resource processing, conversion to salable products and distribution of the products and services in space and to Earth and beyond2.Forty-five years ago, the Apollo manned missions to the Moon returned rocks and regolith to Earth, which were studied and analyzed. What they found was that the Moon contains valuable minerals and resources. These minerals are largely due to meteor and asteroid impacts, which have, over eons, created this mineral-rich regolith. These impacts have occurred on Earth as well, for billions of years, particularly early on in the history of the solar system. However, on Earth, wind, water and vegetation have erased most of these impacts. On the Moon, in contrast, the only weathering is caused by subsequent impacts and the solar wind."

This paper examines the desired blast fragmentation results associated with mining fleet performance at Sidney Quarry of Pike Industries, A CRH Company by reducing cycle times and hauling less oversize material generated from the blast to the crusher to increase the overall plant throughput. We are constrained with blast patterns due to the poorly sorted and fractured seams in the quarry, which is angled at 35° NE and dipping at 80° and runs parallel to the Interstate-95 highway on the east of the quarry boundary about 600 ft, making it challenging to alter the blast patterns for optimal yield. We evaluated multiple relationships between blast patterns in conjunction with loader diggability. Results analyzed include the digging hours, fleet cycle times, and the fragment size with the optimized blast design through 3GSM software to arrive at the optimal yield to maximize the crusher throughput. Our primary objective is to focus on safety with efficient cycle times and clean floors & clean face generation for better operational efficiencies. Secondly, to optimize the crusher yield which is an integral part of quarry operation. Further, this paper provides the utilization of 3GSM blasting techniques in quarry applications with computer vision fragmentation analysis and VizaLogix, a fleet management software to analyze the cycle times sampling.

In tunnel condition assessment, the trend is towards comprehensive 3D measurement combined with high quality image texture to document and quantify damages to the tunnel surface and to create a cohesive data base of the structural conditions throughout its lifespan. The faster such measurements can be made on site, the less it impacts traffic conditions of the highly sophisticated subway systems. The Dibit high-speed 3D scanning system which is based on Photogrammetry and LiDAR technology enables data acquisition in tunnels at a speed of up to 60 mph. Given the high rate of speed the system can operate, tunnel shutdowns can be drastically reduced, and tunnel safety increased. The photorealistic texturing of the 3D-model allows the identification and analysis of smallest material damage (e.g., cracks ≥0.3 mm wide). The publication illustrates technical details and 3D results of the innovative system from measurements that were performed in the subway tunnels of the Bay Area Rapid Transit System in San Francisco, CA (total length 66.23 km).

"From 1998-2002 the world's leading mining and metals companies developed the Global Mining Initiative (GMI) to understand their industry's role in the transition to sustainable development and to ensure its long-term contribution to sustainable development (SD). Since then, the industry has come a long way: For example, operational safety and health have improved significantly, environmental management systems and impact assessments have become the norm, community relations have been established, many mining companies report annually on their contributions to SD and the International Council on Mining and Metals (ICMM) has taken on the recommendations of the GMI as an industry association. However, since the GMI the concept of sustainable development has been evolving from a rather generic and loose definition (“weak sustainability”), to an absolute and strict definition of sustainability, based on the boundaries of our planet (“strong sustainability”). Similarly, other concepts such as corporate social responsibility (CSR) have evolved and even deviated from their initial intentions. This paper presents results from a literature review looking at how far this transition has moved from a scientific debate towards becoming mainstream. Furthermore, it explores, by using qualitative comparison analysis, if the current efforts of the large mining companies are still sufficient or if the industry is again at risk of falling behind societal expectations and hence should once again come together - for a GMI 2.0 - in order to update its approach. We conclude that the mining industry, whilst in a “weak sustainability” position and behind the peer group on climate change and natural capital considerations, is aligned with current societal expectations, expressed through the Sustainable Development Goals, and therefore there is no need for a GMI 2.0 at present."

Progressive Design-Build (PDB) is an emerging variation of alternative delivery programs in the underground construction industry. PDB refers to the way a construction project design is developed by the Owner and the Design-Builder in a step-by-step process. According to the Design-Build Institute of America (DBIA), Progressive Design-Build allows the design and construction team to collaborate during the earliest stages of project development. This enables engagement between the three key players in a construction contract: the owner, the designer, and the contractor. Is the PDB the best alternative program delivery for large contracts? What is the perspective of the private sector? This paper will provide an overview of the different alternative delivery programs used in the underground industry, pros and cons of each of programs, and the perspective of the designers and contractors. The paper will focus on how the PDB works, reasons why owners should consider PDB for their projects, best collaboration strategies among owners, designers, and contractors to deliver a successful project, and how to manage the project risks using a PDB method.
