When defining a ?megaproject,? one need only to look at Seattle, WA?s State Route 99 Alaskan Way Viaduct replacement project. This $3.1-billion project is one of the largest of its kind in the world, and includes the use of the world?s largest tunnel boring machine (TBM). However, for as large as the Alaskan Way project is ? especially given the size of the TBM being used ? there are several other megaprojects underway around the world. Each has its own challenges that require innovative design techniques and financing arrangements, as well as variations on established tunneling technologies. So it was that 266 tunneling and underground construction professionals ? owners, contractors and engineers ? convened in Seattle in November for the Cutting Edge Conference on Megaprojects. This was the second joint meeting between the Underground Construction Association of SME and the North American Tunneling Journal. The first joint conference took place in April 2012 in Miami, FL and attracted 238 attendees. A third joint conference, to be held in 2014, is in the planning stage. The key reason Seattle was chosen as the site of the megaprojects conference is the Alaskan Way Viaduct project. Before the conference began, many of the attendees were able to visit the project and get a close look at Bertha, the Hitachi Zosen earth pressure balance TBM that is boring the tunnel. In addition, the conference included an exhibit that attracted 20 industry suppliers, up from 10 the previous year in Miami. The 25 presentations during the two-day conference covered all aspects of the tunneling and underground construction of megaprojects. Topics included the Alaskan Way Viaduct project; considerations for procurement and contracting; political risk, financing and insurance; international megaprojects; risk and risk sharing and project delivery. Each session concluded with panel discussions.

Aragonite "sand," an oolitic lime-stone, is distributed throughout the Bahamas on the Grand Bahama Bank, adjacent to Southeast Florida. Bahamian deposits hold 75-100 billion tons of recoverable Aragonite. Aragonite's precipitation from seawater over 700 years ago assures low contaminates, making it a pure material for such industries as cement, glass, etc. A 90-acre, man-made production island was built south of Bimini, adjacent to ocean shipping channels mining is by cutterhead, suction dredge, dewatering, and stockpiling for further drainage and shipping. Aragonite is transferred to the U. S. East and Gulf Coasts via bulk carriers to points of sale.

Until recently, the generation of electricity was regulated in all states and the value of generation assets in a regulatory environment for ad valorem taxation were based largely on the book value of the plant plus the rate of return on capital allowed by the state regulatory agency. This method of appraising utility generation assets is inappropriate in a competitive environment because past capital expenditures are not relevant in a competitive environment. However, it is not clear what valuation methods are appropriate after restructuring. This paper identifies key problems and advantages of other appraisal methodologies and makes comments on various valuation and taxation methods.

In July 1985, as the U.S. copper industry contracted and the Mexican industry expanded, a trans border pollution agreement was signed which included smelter air pollution control in the "Gray Triangle": Cananea, Nacozari and Douglas. Since then the Douglas smelter has been closed, a year earlier than initially required; though its new smelter is operating, S02 collection and acid disposal at Nacozari is yet to come; and the Cananea smelter has been un-touched. Nacozari and Cananea copper mining have expanded while a reduced U.S. copper industry has rationalized to a point of fragile profitability. As a paradigm of U.S. copper competitiveness, this paper attempts to explain the differential fortunes of copper in the two countries, to project the future of the smelter agreement as a function of acid disposal, and to consider the consequences of the politicized application of smelter pollution control in Arizona.

Kerr-McGee has operated the Ambrosia Lake uranium mill since startup in 1958. Tonnage milled per day has varied from 3500-7000 tons. The mill capacity is currently rated at 7000 tons per day. The process consists of two parallel circuits following crushing and sampling, \\lhich include open circuit rod mill grinding, sulfuric acid leach, cyclone classification, and counter-current washing circuits of sand classifiers and slime thickeners. Pregnant solution is clarified and polished by precoat pressure leaf filters prior to amine solvent extraction. Yellowcake is precipitated from the pregnant strip solution with ammonia, filtered and dried.

"Impact and Benefit Agreements (IBAs) are intended to be a negotiated agreement between an industrial proponent and a community, local or regional citizens’ organization. Although the elements have grown over the past two decades from a simple agreement to exceedingly complex legal frameworks, the intention remains the same: to outline the roles and responsibilities of the two stakeholders and the natural resource development on their lands beyond environmental assessment. These agreements were born out of comprehensive indigenous land claims and have become the cornerstone of community engagement today in most indigenous nations. In the case of mixed communities, those that have beneficiaries of land claims and those who are not, social acceptance remains uneven and reflective of an unequal distribution of decision-making power (political ecology). This Differential Social License can cause conflict and a breakdown of the societal fabric that binds communities of diverse populations, resulting in inequality, fictitious wealth generation and failure of infrastructure. This paper presents a case study of how the development of Differential Social License developed in the Hamlet of Cambridge Bay, Nunavut as a result of an IBA negotiated between Tahera Diamond Corp. and the Kitikmeot Inuit Organisation in 2004 for the Jericho Diamond Mine.Introduction / Background Social license (social license to operate or SLO) has become an essential part of the social governance ‘toolkit’ demanded by mining stakeholders in today’s world. Stakeholders are now insistent that companies operate more closely under the tenets of sustainable development and provide for an increased level of community participation. Social license is not simply a matter of communicating with a community, to earn its consent for or acceptance of a project. It requires that we engage with the individuals and organisations who ally themselves with communities, or who sometimes side with dissident factions of a community. SLO is a process associated with and informed by political ecology or the recognition that unequal decision-making power exists amongst stakeholders."

A ventilation research study was conducted by the U.S. National Institute for Occupational Safety and Health (NIOSH) and a cooperating longwall trona mine in the Green River basin of Wyoming in the United States. The objective of the study was to evaluate the movement of longwall face air and exchanges between the face and worked-out areas to document the presence or absence of face airflow pathways between these locations. Tracer gas experiments using sulfur hexafluoride (SF6  ) were conducted to describe air movement on the face and in the mined portion of the active panel. Maintaining adequate ventilation air on longwall faces is important for worker safety and for the dilution of gases emitted from the face and caved gob.

Carlin Gold Mining Company is a wholly owned subsidiary of Newmont Mining Corporation and is located 76 kilometers north west of Elko, Nevada. Multiple bench open pit mining methods are being used to mine 24.5 Mt of ore and waste per year. Mining started in 1964 and up through 1983 Carlin has mined 138 Mt of ore and waste and has milled 13.8 Mt of ore. Selective mining of carbonaceous and oxide ores together with a good grade control program have been key factors in the success of the operation. This paper will present the raining methods and the mining equipment being utilized to make Carlin Gold Mining Company a very profitable operation while mining and milling low-grade gold ore.

GEOLOGY One of the largest copper resources in North America occurs in the Bingham mining district, located 40 km (25 miles) southwest of Salt Lake City, UT. Anaconda's present contribution to the development of this resource is the Carr Fork mine. (Fig. 1, Bingham district plan map.) The Carr Fork story began about 300 million years ago when a thick sequence of sedimentary quartzite and limestone was deposited in the Oquirrh Basin. Subsequent earth stresses formed a series of west-northwest-trending overturned anticlines and synclines that were later offset by northwest-striking thrust faults and northeast-trending normal faults. (Fig. 2, Bingham district cross section.) About 38 million years ago the Bingham stock was intruded into some of the folds, resulting in the formation of porphyry ore in the intrusive, and fissure, replacement, and skarn ore deposits in the sediments. The Carr Fork skarns were formed preferentially in two limestone units, called the Yampa and Highland Boy, which average about 46 m (150 ft) in thickness, separated by about 76 m (250 ft) of quartzite. Copper mineralization consists almost entirely of chalcopyrite associated with pyrite and molybdenite in a gangue of garnet, diopside, magnetite, quartz, and carbonate. Molybdenum, gold, and silver are economic byproducts. (Figs. 3 and 4, indicated ore in plan and section.) EXPLORATION HISTORY The West Mountain mining district, of which Carr Fork is a part, was organized in 1863, after leaf-silver ore was discovered in the Carr Fork of Bingham Canyon. However, it was not until 1873, when the Bingham and Camp Floyd railroad to the town of Bingham was completed, that the mining camp flourished. Many small mining companies in the district were reduced, often through consolidation. By 1937 only the National Tunnel and Mines Co. was active in the Carr Fork area. In 1948 it declared bankruptcy, and was later purchased by The Anaconda Co. Anaconda conducted geologic investigations in the Bingham district until 1968, when a concerted diamond drilling program was initiated to fully evaluate the geologic potential of the Carr Fork area. The exploration program commenced with one diamond drill, but was enlarged to three drills following discovery of the first major ore intercept. Near completion of the exploration effort, large oil well rotary drills were used to drill to depths of 762 to 914 m (2500 to 3000 ft), after which the holes were completed by standard diamond drilling techniques. All holes were collared vertically, but considerable deviation occurred because of structure and rock conditions. "Horsehead Metal Products is a zinc refinery in Mooresboro, NC, treating crude Waelz oxide (WOX) to produce special high-grade zinc by a hydrometallurgical process comprising leaching, zinc solvent extraction/electrowinning, melting and casting and bleed treatment. Cadmium removal by zinc-dust cementation plays an essential role in the bleed treatment circuit to prevent cadmium buildup in the circuit. Silica, though present at a low level of approximately 0.3 percent in the WOX feed material, had a significant impact on the efficiency of cadmium cementation with zinc dust, most likely due to the passivation of zinc dust particles with silica gel. Solid/liquid separation efficiency by filter press was also affected. To identify the source of the silica issues, silica levels were mapped throughout the circuit, and adjustments, including using pregnant leach solution as the feed to cementation, and pH control in the WOX leaching and neutralization were introduced to mitigate the issues created by silica gel in the circuit. Operating mines in Wyoming and Montana, which are generally characterized by shallow overburden and thick coal seams, are faced with reclamation problems which are unique to this area. Unlike the eastern or midwestern mines, removal of thick coal seams and lack of sufficient overburden creates overburden deficiencies that require careful evaluation prior to mining to insure compliance with regulatory requirements. Computer models and computer graphics can assist in such evaluation where appropriate alternatives can be selected which satisfies both the regulatory requirements and minimizes cost. This paper presents one such model used in evaluation of backfill requirements for restoration of surface and ground water regimes, restoration of mined-out areas to the approximate original contour, and the blending of the mined-out areas to the surrounding topography.

According to the classification of water conservation mining in shallow coal seams in China, when the ratio of the impermeable layer thickness to the mining height is less than 18, the mining belongs to the category of special water conservation, and the strip backfilling mining method is employed. This study is based on the geological conditions in northern Shaanxi. By analyzing the stability of the impermeable layer, the stability criterion of the impermeable layer was developed. The study also investigated the compositions and properties of the backfilling materials. The results show that reasonable subsidence of the impermeable layer is allowed during mining under the basic precondition (upward cracks and downward cracks are not connected).

Stanford University operates the National Research Facility which is located at the Stanford Linear Accelerator Center (SLAC) in Menlo Park, California. In order to improve and allow for enhanced experiments, the current facilities required expansion. A1500 foot long tunnel (20 ft wide by 21 ft high) and a 220 foot long underground cavern (49 ft wide by 32 ft high) were excavated through the Ladera Sandstone formation which is an intermediate geo-material with week rock properties. The overburden between surface and crown of the structures varies from 10 to 80 feet. The underground structures were excavated according to the principles of the NATM (New Austrian Tunnel Method). This paper addresses the challenges that were encountered during the construction phase of the project and how construction issues were resolved mutually by the owner, engineer and contractor. The implementation of geotechnical instrumentation, recorded data and interpretations, soil conditions and behavior encountered during construction are also presented.

Resource figures for bentonite clays are generally based on stratigraphic, sedimentary geologic data and drilling and sampling. Estimates of bentonite resources and/or reserves commonly found in the literature report on bentonite occurrences in specific localities or areas but none on any documented comprehensive estimates of bentonite resources. From 1974 thru 1977 the Bureau of Land Management conducted extensive studies of the resources of commercial grade bentonite in the three state region. These investigations consisted of: 1. Stratigraphic and geologic sampling with supplemental drilling data, followed by geostatistical analysis. 2. Data compiled from a systematic search of county and state records on mining locations, leases and acreage filed for bentonite. Estimates of resources of commercial grade bentonite using industry parameters were calculated from these data sources. It is concluded that there exists from 1.5 to 2.4 billion tons of in-place bentonite in Wyoming, Montana and South Dakota. Assuming a 5 percent annual growth rate for the industry, this would indicate a life of 62 to 73 years.

Introduction Hydrometallurgical solvent extraction (SX) processes – featuring large quantities of combustible or flammable organic solvents - are common in the mining industry for recovering non-ferrous metals such as copper, nickel, cobalt, uranium, tungsten, iodine and lithium. Recent fire loss incidents and the widespread use of sub-grade tank farms and piping trenches, plastic piping, poor drainage, and closely spaced buildings demonstrate opportunities to improve the use of Inherent Safety (IS) in this industry. The mining industry has designed and constructed facilities with an emphasis on personnel safety, production efficiency and cost effectiveness. The use of IS to eliminate or minimize property fire exposures has not seen widespread practice. Lessons learned from the mainstream CPI have not been communicated or applied. As an example, copper SX plants have consistently used design of gravity flow as a cost and production-effective solution for transferring liquids and minerals through the process. In fact, Jergensen1 recommends to “utilize gravity to the fullest extent possible” in design of SX plants. This philosophy has been achieved by laying out SX plants with process equipment at different grade levels so that solutions can flow “downhill”. Because of the use of large quantities of flammable liquids and the potential for these liquids - if released – to flow unimpeded into other areas – gravity SX processes represent severe inherent fire consequences unless costly barriers, drainage and channeling are also provided. It appears that little thought has been given to the fire protection consequences and challenges of this design feature during the evolution of SX plants and most copper SX plants constructed today use some form of a sub-grade processing area (tank farm) and one-way gravity flow. While this layout is used to assure a cost effective operation it has resulted in significant exposures to high value production. The use of sub-grade production units is an inherently unsafe layout where flammable liquids are used and is a layout that would rarely if ever be used today by the mainstream CPI. Gravity-assist layout is only one example where copper SX plants have been designed and constructed without IS in mind. The use of combustible and frangible corrosion-resistant materials – such as glass, wood and plastic - for flammable liquid storage, processing and piping systems has significantly increased the hazards of these facilities. These materials of construction are not rigorous and allow for rapid failure and release of flammable contents during fire exposure. The use of combustible or frangible systems to handle or transport flammable liquids is not a practice seen today in the CPI.

The Cadia Mine is located 25kms South West of Orange in the central west of New South Wales (NSW), Australia (Figure 1). Orange is a major regional centre with a population of 35,000 people. Cadia has a history of mining and exploration dating back to 1851 and shortly after the first Australian gold rush at Ophir, north of Orange. Newcrest Mining commenced an exploration program at Cadia Hill in 1992. This identified a substantial zone of copper and gold mineralization. Subsequent resource definition drilling defined an orebody with a mineable reserve of 200 million tonnes of ore with an average gold grade of 0.74g/t and 0.17\ copper. A full feasibility study commenced in 1994, approvals to proceed with development were granted in September 1996 and the processing plant was commissioned in July 1998. The project came in on budget at A$440 million and on time, 24 months from design to construction. The estimated operating cost at the time of commissioning was A$8.85/t of mill feed.

Modern electronic devices and systems used to enhance miner safety and health are becoming commonplace in underground coal mines. The ability for these devices and systems to function properly in the presence of electromagnetic emissions from other electronic and electrical devices and systems is not entirely understood. To investigate potential electromagnetic compatibility issues of critical mine electronic devices and systems, researchers from the National Institute for Occupational Safety and Health (NIOSH) are conducting surveys of electromagnetic emissions in underground coal mines. This paper presents the measurement system, methods, and results of electric field electromagnetic emission surveys conducted in three underground coal mine environments in the frequency range of 10 kHz to 1000 MHz. The survey data show that in some environments electric field electromagnetic emissions in underground coal mines approached or slightly exceeded limits as defined by other industrial sectors.

Preliminary investigations have shown that wetland-based treatment systems can be an effective and relatively inexpensive control strategy for mine drainage pollution in eastern coal mining regions. This strategy also has potential for western mining regions, although too few systems have been installed in the west to permit general evaluation of the concept for western climates. The construction of prototype systems is encouraged for some situations. Wet-land environments have the capability of removing metals by natural geochemical and biological processes, including precipitation, filtration, ion absorption, and biological uptake and accumulation. Data presented for natural wetlands receiving mine drainage show removal of iron and other metals, and high accumulation of metals in soils and plants.

Nested pit analysis in open-pit long range mine planning is used to define approximate ultimate pit limits and an initial high-level schedule in the early stages of a project. Modern ultimate pit optimizers can solve for dozens, or even hundreds, of nested pits however often a smaller subset of pits which are evenly spaced with respect to contained tonnage are desired for downstream analysis. In situations where that pushback selection process must be automated, such as when performing sensitivity analysis, or when the best subset of pushbacks is required; an optimization procedure is warranted. This paper describes a dynamic programming algorithm for selecting pushbacks following nested pit analysis, which is performant and addresses a long-standing inconvenience faced by long range open-pit mine planners.
