The paper discusses the legislative and practical approach adopted to problems of management of environment in relation to coal mining in a very sensitive area of the south coast of New South Wales. The environmental problems are complicated in this area due to multiple and very often conflicting land usages. The environmental approach in relation to water quality maintenance, noise control and air quality is discussed and methods adopted meet stringent requirements. Requirements of New South Wales Regulations on Environmental Impact Statements (EIS) are described.

The emergence of residuals management as a planning and management tool in the mineral industry has been recently accelerated by the proliferation of environmental regulation and its associated costs. Residuals management practices allow for the early determination and integration of both production and environmental goals in the development of management strategies to arrive at the most cost effective, environ- mentally sound solution. The term residuals management was in actuality derived from the substitution of the word residual for the term ?pollutant? or ?waste?. A residual can be defined as a non-product output having no value in existing markets or a value less than the cost of marketing it. The values of the residual can be determined by time, technology, government policy, market conditions, etc. Residuals basically fit into two classes -- materials which are composed of liquid, gaseous or solids; and, energy, which mainly consists of heat and noise. These residuals are interrelated and can be modified by adding materials and/ or energy, which also may become a residual; thus, lending themselves to alternate disposal schemes to control the adverse effects.

The authors summarise the development and recent advances in the reconstruction and visualisation of three-dimensional objects from point data and describe applications to the reconstruction of orebody shapes from drill-hole and other data. In particular, Dijkstra's algorithm is proposed and implemented as a means of optimal reconstruction of complex orebody and topographical shapes from irregularly located sample data. The surfaces of the shapes are constructed from triangular tiles and the algorithms proposed by the authors are guaranteed to find the optimal set of tiles that "best" construct the surfaces on the basis of specified objective criteria. The algorithms are illustrated by applications to a complex silver/gold/zinc/lead deposit.

Coal/pyrite fines were froth floated in a laboratory cell to examine the rate of pyrite recovery during conventional coal flotation. The effects of collector, particle size and carbon to total sulfur ratio on the kinetics of recovery were investigated. These data coupled with microscopic examination suggest that miniscule amounts of coal that remain attached to the pyrite surface affect the rate of flotation of pyrite.

The Bagdad solvent extraction plant was commissioned in 1969 and was the second solvent extraction-electrowinning (SX-EW) operation to be built following the Ranchers Bluebird SX-EW plant near Miami, AZ. The current operation still resembles its original form, with four independent sections that run in parallel with each consisting of many long and narrow settlers. Through its 40-year history, the Bagdad SX circuit has experienced a range of pregnant leach solution flows and grades. The unique design of the Bagdad circuit has allowed for numerous configuration changes to accommodate the changing operational conditions, while maintaining an extraction recognized in the industry as excellent.

Although lateritic deposits have long been a principal source of bauxite and are becoming an increasingly important source of nickel, the problems in the evaluation of such deposits are not generally understood. In the evaluation of lateritic bauxite and nickel deposits, there are many similarities, but there also. are significant differences. It has long been recognized that laterites with commercial concentrations of trivalent metals represent the ultimate in the intense leaching of tropical soils. Any factors which effect-the rate of soil leaching will effect the form of local lateritic concentrations. Although the most intense leaching generally occurs on somewhat elevated areas of gentle relief where there is a free downward flow of rain water, the- effect of local rock structures in effecting varia¬tions in soil metal concentrations has-not been well understood - primarily because the laterite forms a masking blanket over the rocks from which the laterites were derived. All of the-factors which facilitate downward movement of water may effect greater surficial concentrations of trivalent metals. Such features as zones of fracturing, zones of greater rock permeability, and areas of karst topography may, therefore, be responsible for greater leaching. The variations in rock structures and the vagaries of ground water flow pat¬terns impart, to the laterites, rapid lateral and vertical variations in thickness and metal concentrations. Introduction Preparing a report on fluorspar economics in the US could have been somewhat complicated at one time. This was because the number of producers, both large and small, derived production from different locations through-out the western US and the southern Illinois and western Kentucky fluorspar districts. Companies, such as Allied Chemical and Williamson Mining, operated in the Jamestown district of Colorado. In Walden and Salida, CO, the Colorado Fluorspar Co. operated mines and mills. In New Mexico, both Du Pont and Allied had mines and mills. In the Illinois-Kentucky district, US Steel, Rosiclare Lead and Fluorspar, Minerva Oil Co., and Marathon Oil all produced spar for the US market. Now all of the companies are out of the fluorspar business and, with the closing of the Seaforth Mineral Co.'s Inverness Mining Co., only Ozark-Mahoning Co. survives as a domestic producer. History Ozark-Mahoning Co., as it now exists, was formed in 1946 by the merger of Ozark Chemical Co. and Mahoning Mining Co. Ozark Chemical Co. was started in the 1920s to produce sulfuric acid for two refineries located in Tulsa, OK. Mahoning Mining was originally formed by the founders of Ozark Chemical Co. and the Youngstown Sheet and Tube Co. to produce fluorspar and associated minerals from properties in the southern Illinois and western Kentucky fluorspar district. In 1937, Mahoning Mining started an exploration program, employing contractor-operated churn drills to look for reserves in Hardin and Pope Counties in southern Illinois. Based on known reserves in the area and the results of the exploration program, work was started in the fall of 1938 to build a selective flotation plant at Rosiclare, IL. The mill was completed and put into operation in August of 1939. The company's first mining efforts were in the Cave-In-Rock district just north of Cave-In-Rock, IL. The deposits in this area were of the Manto or bedded type. They have been the mainstay of the company's operations in the Illinois-Kentucky fluorspar district. In 1950-51, the company expanded its operations by purchasing fluorspar properties from Colorado Fluorspar Co. at Walden, CO. This location was operated from 1952 through 1958 and from 1968 through 1973 when it was closed permanently. In 1974, Ozark-Mahoning Co. was purchased by Pennwalt Corp. Presently, it is a wholly-owned subsidiary of that corporation. As the only major domestic producer of fluorspar in the US today, the company's ability to survive under the flood of imported material is directly related to the four major segments of its operations. These are: exploration, mining productivity, maintenance, and marketing. All are done in-house. Exploration The Southern Illinois fluorspar district is located in the most complexly faulted area of the central US. The formations are sedimentary in nature and range in age from Devonian through Pennsylvanian. The deposits are small, they range in size from a few thousand tons up to 900 kt (1 million st), with the average minable deposit being around 544 kt (600,000 st). The ore occurs in both nearly vertical vein deposits and in Manto or flat lying bedded deposits. Due to the relatively small size of the deposits and the depth at which they occur, a good low-cost exploration program is essential to ensure that new finds of ore are equal to the mining extraction rate. Ozark maintains a leased land position in Pope and Hardin Counties that will fluctuate somewhere between a low of 40 km2 (10,000 acres) up to a high of 129 km2 (32,000 acres), depending on total size of tracts leased. Most all lands are obtained through a standard lease purchase option, with a small minimum royalty per acre during the normal 10-year option period. [New stochastic process models are developed to calculate the probability of various fill levels in section feeders as a function of vehicle interarrival times, payloads and feeder-discharge rates. These models may be utilized to establish the minimum feeder-discharge rate necessary to prevent a feeder, with a particular surge storage capacity, from constraining the section's production rate. In addition, it is shown how the output from these models may also be utilized to calculate the probability of various flow rates at junctions in the conveyor haulage network, enabling one to size gathering belts. The model provides a basis for optimizing, (in economic terms) capacity specifications for feeders and conveyor belts in the materials-handling system by considering tradeoffs in the size of the two types of units.]

Much has been written about hydrothermal alteration and the compositional changes induced by it in the wallrocks of mineral deposits, especially in alummino-silicate wallrocks. So much has been written and the descriptions so varied, in fact, that the casual reader frequently is bewildered by the extreme complexities and lack of uniformity, real or apparent. Certainly the mineralogy and chemistry of altered rocks are not as simple as most of us would like, but neither are they as complex in their principal aspects as pa of what has been written would lead us to believe. The trend until recently seems to have been toward greater complexity and hence greater confusion, but the straightforward presentation of Creasey (1959), it is hoped, marks a reversal in this trend.

Background Population growth and increasingly stringent regulatory controls on water quality across North America have resulted in municipal governments investing heavily in infrastructure to control what are known as Combined Sewer Overflows (CSOs).These are events which occur when combined sewers exceed their conveyance capacity during periods of heavy rainfall or snowmelt. The city of Atlanta, Georgia is one such municipality; with a population of over450,000 within city limits and a sewer system servicing 1.2 million including adjacent jurisdictions, the City of Atlanta has a Combined Sewer System (CSS) encompassing approximately 15% of its total 3,540 km (2,200 miles) of sewers. Atlanta’s CSO discharges to local watercourses began to draw fire from environmental groups in the1980s. As a result, in the early 1990s, the City constructed a series of CSO control facilities which provided screening and chlorination at seven CSO discharge points across the CSS watershed. Unfortunately, these facilities were not capable of handling all of the overflows generated due to heavy storm events; frequently, untreated water was bypassed around the treatment facilities. The federal Environmental Protection Agency (EPA) deemed that water quality standards were being violated by these discharges, and a suit was brought against the City to force a higher standard of compliance. As a result, the City entered into a federal Consent Decree which would bring CSOs into compliance with federal standards by 2007. A critical component of this plan was the design and construction of the West Area CSO Tunnels and Pumping Station. In February 2003 the City’s Department of Watershed Management retained the services of Jordan Jones & Goulding/Hatch Mott MacDonald/Delon Hampton Associates (JDH Joint Venture) to design and provide construction management ser-vices for the project, which was designed to capture combined sewage from three of the City’s existing CSO facilities on the northern end of the CSS watershed. The design consisted of two connected tunnels which would convey the wastewater originating from the North Avenue, Clear Creek, and Tanyard Creek CSO facilities to a submersible wet well pumping station located at the R.M. Clayton Water Reclamation Center (WRC). Since the majority of the effluent stream consisted of storm water, the City elected to design and construct a separate treatment plant. This plant was designed under a separate contract, and is currently under construction.

An overland belt conveyor system is installed for only one reason to save money. It must pay its way on a ton-mile basis over a stated period of time, and do so in competition with other forms of transportation. Such a system with its economies has recently been installed at Simco-Peabody's mine near Coshocton, Ohio by Link-Belt Company. Three miles in length, this system carries coal from open pit and underground mining facilities to the Conesville Power Plant of Columbus & Southern Ohio Electric Company. The coal was formerly trucked from the mine direct to the power plant; but over the years the mining operations have moved progressively farther and farther from the plant, making the over-the-road hauling distance correspondingly greater. Simco-Peabody has mining operations over a considerable area just east of the Conesville Station. The majority of the coal is recovered by conventional strip mining. Some underground mining` is performed by the high wall method.

A risk analysis on mine fires for all U.S. underground coal mines from 2000–2012 was completed to identify locations that have a high risk for fire incidents. The data for this analysis was extracted from the Mine Safety and Health Administration’s (MSHA) mine fire accident reports database. After identifying fire incidents from this database, a risk matrix was developed for underground locations that showed a significant propensity for fire incidents. This matrix associates the hazards and risks with the severity and frequency of their consequences at each location. These significant mine areas will be the concentration of future studies in fire behavior, suppression techniques, and simulation methodologies. INTRODUCTION Fires in underground mines pose significant hazards to personnel because of inherent restrictions to movement and limitations to egress routes. Despite improvements, mine fires remain serious hazards in underground coal mine. In order to better mitigate the risks from fire hazards in the modern underground mining environment, a better understanding of where fire events occur must be gained. The following paper presents an investigation on the number of fatal and non-fatal incidents in underground coal mines fires from 2000 to 2012. Three phases of risk assessment (i.e., risk identification, estimation, and evaluation) were applied to the recorded fire events from the MSHA incident database that occurred during this time period. Using this process, a fire hazard was first defined. This definition was then used to identify any incidents that had occurred as a result of the defined hazards. The seriousness of the injuries and damages were finally quantified for each incident though an estimate of severity and frequency and then aggregated according to underground location (ISO, 1999; Van Duijne, 2008). Using this approach, locations prone to incidents resulting from fire hazards were first identified. The risk for the occurrence a fire incident in general was then estimated for each of the identified locations. The results of this assessment will be used to improve fire simulation techniques for the identified, high risk underground locations. RISK IDENTIFICATION A risk for this assessment was defined as any single occurrence of a fire initiated by the ignition of gas, dust, or electricity. Each recorded occurrence of such an event in the MSHA incident database was counted as a single fire incident. Both non-fatal incidents that were reportable but did not result in a fatality and fatal incidents that fell into the aforementioned criteria were counted. Incidents in the MSHA database that were already classified as “generic” were not considered. The remaining incidents were then totaled and aggregated according to the underground location in which they occurred. In previous studies, a number of locations, which are listed in Table 1, were highlighted as high fire hazard areas (McDonald et al, 1980; Pomroy et al, 1995; De Rosa, 2004). These locations were used to group the fire incidents extracted from the MSHA incident database. The compiled numbers of non-fatal and fatal underground coal fire incidents from 2000 to 2012 are displayed in Table 1.

The integrated geophysical study around pipe 1 and pipe 2 in Wjarakarur Kimberlite Field (WKF) assisted in comprehending the response of pipes. In the present study, we have attempted a combined analysis of very low-frequency electromagnetic (VLF-EM), electrical resistivity tomography (ERT), and magnetic methods to analyze the response from pipe 1 and pipe 2. A comparative analysis along all the profiles revealed the extension, depth, and geometry of the pipes. The results of VLF data and ERT data have been compared for two profiles of pipe 1 and pipe 2. Fraser-filtered grid map generated from all profiles of pipe 1 proficiently demarcated the trend of kimberlite pipe extension with high Fraser filter value associated with kimberlite. The ground-based magnetic data around pipe 1, pipe 2, and pipe 6 have been processed to analyze the magnetic behavior and subsurface structure based on the susceptibility contrasts. Analytical signal (AS) map revealed the extension of pipes, which was validated with the Fraser-filtered grid map. Analytical signal anomaly pattern reveals that pipe 1, pipe 2, and pipe 6 are trending in SW-NE, NE-SW, and NE-SW, respectively. Based on this study, the results indicate the conducting nature of pipe 1, whereas pipe 2 is resistive in nature. Further, the Euler deconvolution technique has been applied to calculate the possible depth of pipes from magnetic data. The comparisons of calculated depth ranges obtained from all geophysical techniques correlate well and validate the result (Table 1). The geological borehole data at pipe 1 and pipe 2 reported by the Geological Survey of India are well corroborated with our combined geophysical study.

It is possible to divide the general objectives of a company into two components: maximum expected profits and viability over time. These components are designed to maximize the companies value over time. The evaluation of a project includes both a discounted cash flow (DCF) analysis and a risk analysis. The DCF analysis determines whether the project should be accepted or rejected, and the risk analysis helps to forecast possible deviations from the original estimates. However, the results of both methods do not allow for a quantitative comparison between the main objectives of the venture, and they do not resolve the issue of whether it is advisable to sacrifice immediate profits for future profits. This paper attempts to resolve this issue. The present research was carried out on mining projects with different waste-extraction schedules. Calculations were made using the US Bureau of Mines' usage-of-costs model. Russian experience in open-pit mining is reflected in this paper.

The brecciated dolostone-hosted (Mississippi Valley-type) and associated shale-hosted stratiform Pb-Zn deposits at McArthur River occur adjacent to a major syndepositional fault, the Emu fault. Base-metal zoning, mineral parageneses, and Pb and stable isotope ratios indicate that both types of deposits formed contemporaneously from metalliferous brines that flowed into the host sediments from the Emu fault. Derivation of brines from underlying evaporitic sediments is suggested. Geochemical evidence indicates that the mechanism of ore formation was sulfate-reduction coupled with oxidation of organic matter. The textural relationships of stratiform sulfide mineralization to diagenetic dolomite concretions, chert blebs, volcanic glass shards, and inter-ore breccia beds, indicate that the reactions proceeded diagenetically within about 100 m of the sediment/water interface.

This paper, deals with the beneficiation of a low grade Western phosphate to ore. More specifically it summarizes the results of a study made to optimize a scrubbing step in the process, and to provide firmer data for use in plant design. The deposit is situated about 30 miles northeast of Pocatello, Idaho, in the Fort Hall Indian Reservation. It is a bedded deposit and throughout most o the orebody includes three contiguous layers of phosphatic material which differ in P205 content. The J. R. Simplot Company, as operator for a Simplot-FMC joint venture, mines the ore selectively by open pit methods The lower bed containing a nominal 30% P205 is shipped to the Simplot Company fertilizer complex near Pocatello; the middle layer averaging about 24% P205 supplies the FMC elemental phosphorus plant also near Pocatello, The top layer averaging around 16% P205 and designated as mill grade shale is stockpiled for future beneficiation. This paper is concerned with some aspects of the processing of this low grade shale.

This paper will present the results of an analysis of several abandoned coal mine projects and includes field data for over a dozen different reclamation projects recently completed in the state of West Virginia. The analysis was performed with the objective of summarizing and or classification of the environmental consequences with reference to the characteristics of the mining facilities (surface, underground, etc.). The analysis also addressed the itemized cost of remediation with respect to procedures, environmental concerns and time. The results of the analysis are that each abandoned coal mine site in West Virginia have/had many unique features and in most cases include a combination of environmental concerns that complicate comparisons. The study also revealed that the abandoned mine land program for mines abandoned prior to 1977, that is being financed by a tax on the production of coal, has produced many benefits for the state of West Virginia. This grant program administered by the Office of Surface Mining, has resulted in a high quality methodology of remediation that has been successful for many years in greatly minimizing and/or eliminating environmental concerns from abandoned coal mines.

Cathodoluminescence microscopy (CLM) is uniquely applicable to the study of carbonatite-related fluorspar ore deposits. The mineralogy of the carbonatites, sodic and potassic fenites, marbles, quartzites, and fluorite ores are readily determined and characterized. Calcite, dolomite, apatite, fluorite were deposited dominantly under high temperature conditions and they exhibit strong cathodoluminescence (CL). Three types of carbonatites have been recognized at the Okorusu, Namibia carbonatite complex and fluorspar mines by field mapping and laboratory CLM. The main carbonatite intrusion is fine grained and consists mainly of calcite. A later phase of pegmatitic carbonatite consists of calcite, magnetite, Fe-rich pyroxene, apatite, and pyrochlore. Pyroxene carbonatites were recognized mainly through their study by CLM.

In recent years, equipment manufacturers have been busy developing remote control systems to catch up with the sophistication and efficiency of continuous miners. Now the tables are turned, and manufacturers are undertaking the new challenge of upgrading, refining and equipping continuous miners to take full advantage of the capabilities made possible by modern, successful remote control systems. Because the operator can safely advance the miner farther without pulling out for roof bolting, continuous miners now need to be equipped with means of complying with correct face ventilation, dust suppression, methane detection, diffusion and improved lighting. Some of the exciting possibilities being developed to catch up with remote control include feedback controls using laser beams as datum points, coal sensing devices with feedback signals to show the operator what the machine is doing, show where it is relative to the coal seam, how hard it is working, and more sophisticated use of cyclic control. Mining machinery manufacturers have accepted the new challenges, and faster, safer mining procedures are already in sight.

In May, 1966, the General Services Administration (GSA) announced a program to encourage additional domestic production of copper in the interest of national security. Upon learning of the copper production expansion program, Duval Corporation entered into negotiations with GSA for development of the Sierrita copper-molybdenum property under the program. Agreements between the GSA and Duval Sierrita Corporation, a wholly owned subsidiary of Duval Corporation, were concluded in 1967, with the Sierrita Concentrator beginning operation in 1970 at a designed capacity of 72,000 STPD. Subsequent additions and modifications have expanded capacity to 90,000 STPD. This property, located approximately 20 miles south of Tucson, Arizona, represents an investment including working capital of about $200 million. These funds were provided from an $83 million loan from GSA, repayable in copper valued at 38 cents per pound, $48.75 million of bank loans subject to U. S.
