PROGRAM DEVELOPMENT While Holmes & Narver is better known in other fields, the company has been active in many phases of underground excavation for over twenty years. In the 1950's, H&N participated in design and construction of nearly twenty miles of waste disposal tunnels in Southern California. As Architect-Engineer for the Atomic Energy Commission, we had design and management responsibility for many miles of tunnels and for thousands of feet of exploration and big hole drilling, from coast to coast in the States, and for gas well completions and exploration drilling for the Navy and the National Science Foundation from Pt. Barrow to Byrd Station in Antarctica. In my ten years with the company, we contributed to the development of big hole drilling techniques at a number of sites and analyzed the capability of boring machines for many of the tunnel projects. This paper is concerned principally with the competition between fuels for industrial use in the United States. Total energy consumption in the U. S. is allocated between industrial and other uses The industrial volume is divided into two classifications (1) where-there is competition between fuels and (2) where there is no competition. The pattern of fuel consumption by electric utilities was studied because there, is competition between fuels and because it is the fastest-growing industrial market. Electric utilities fuel consumption is discussed by geographic area. The growth of each fuel in several areas is investigated. The analysis of these areas, includes the study of the relationship between prices where fuels are in, competition:- (1) on the East Coast where price competition occurs between oil and coal, and (2) in the southeastern states where competition exists between coal and gas..

Defining classes of ore using geostatistical methods that match historical classifications has presented problems in the past. A simplistic and practical approach to this problem is presented. An example of the approach is presented using a porphyry type system as a case study. The technique described uses area of drill hole influence and known conditions from similar deposits, or the production history of the deposit being studied. It provides a practical bridging mechanism for defining the class of ore on a block-by-block basis using .the error of estimation value developed during kreiging. The approach provides a filtering method that refocuses attention on the adequacy of drill hole spacing.

The Illinois State Geological Survey added Minerals Processing to its capabilities in 1966. Subsequently, the Minerals Processing Team and several Geologists collectively thought what neither would have thought of separately. The results included a number of projects. discussed here are: 1) The Utilization of the Fines from Kitty Litter as a Bonding Agent for Iron Ore Pellets; 2) Separating Plant Waste from a Commercial Silica Sand Producer into two marketable products, including a closely sized Silica Sand; 3) Marketable Feldspar Sand and Silica Sand from Dune Sands near the Kankakee River; and 4) A Method for Making Metallurgical Grade Fluorspar more desirable as Blast Furnace (Steel) Feed.

The modem open pit-heap leach operation by Pegasus Gold Ltd. at Zortman and Landusky in Phillips County, Montana, is a new chapter in the mining of gold in these districts. The discovery of bulk tonnage ore bodies and their development and ultimate production was based on a long history of mining and exploration in that part of Montana. Gold was originally discovered in the Little Rocky Mountains as placer deposits by Pike Landusky and Lou Myers. This discovery in the 1880s was not significant, but Pike Landusky continued prospecting for lode deposits, and he eventually located the Gold Bug and Little Ben, two of the larger Au-Ag producers in the district. Eventually two camps, Landusky and Zortman, grew in the LittleRocky Mountains. By the time Landusky was killed in 1894 by Kid Curry, the district was still a discontinuous small producer. Steady production commenced in 1907 with the organization of the August Gold Mining Co. Eventually high grade ores on specific veins were exhausted by selective underground mining and the district was idle by May 1942. After World War II in the early 1950s. E.A. Scholz tried to continue selective underground mining, but he realized the stockworks surrounding the larger veins constituted bulk tonnage targets. Ultimately in the 1976- 1979 period he organized two exploration efforts, one each for the Landusky and Zortman areas, and brought these into production as the Argo and Pegasus gold mines. By the time of his death, Apr. 8, 1980, both operations were producing gold. Later the two companies were merged as Pegasus Gold Ltd. Upon the death of Scholz, V.F. Hollister continued as the geological consultant, Ed Roper was engaged as general manager, and J. J. Crowhurst was given the responsibility of executive vice president. The discovery of open pittable ores and the application of heap leach technology was important in the development of mining. Both contributed to the low cost operation that continues to this day. The attached article by L.M. Rogers, then chief geologist, and M.S. Enders, his assistant, describes the geology of the deposit. It was presented at the Northwest Mining Association meeting in 1982.

In early 1988, Chino Mines Co. began using a system of economic splits for all materials encountered in mining. All mined material is evaluated as mill ore, solvent extraction electrowinning plant feed, and non-ore material, to determine its disposition. Results thus far indicate a significant increase in financial returns on material mined compared with the copper cutoff grade previously in use. Chino Mines is a partnership between Phelps Dodge Corp. (two-thirds ownership) and Mitsubishi Corp. (one-third ownership). The company produces copper and byproduct metals from the historic Santa Rita del Cobre mining district in southwestern New Mexico. The history of copper production in the district began with the use of surface native copper by native Americans before 1800. Spanish soldiers from Mexico later became aware of this district and mining began in 1801. The district was worked intermittently until 1909 when the Chino Copper Co. was formed, with Daniel C. Jackling as vice president and managing director. Concentrator operations were started in 1911. Kennecott purchased the company in 1933 and built a smelter in 1939. Chino Mines Co. was formed in 1980 when Mitsubishi purchased one-third of Kennecott's holding at the property.

"The formation of geopolymers from mine tailings using cold-bonding processes is known to be possible. Numerous cold-bonding methods exist, but the hydrothermal processes involving high temperatures and pressures in the presence of steam have been found to be the most ideal. This paper presents the results of successful preliminary studies to apply hydrothermal bonding processes to mine tailings agglomerates. Particle-size analysis revealed the particle size of the tailings waste to be 80 percent passing at 35 µm. The compressive strengths of the tailings pellets were shown to increase with time in the curing vessel, closely approaching the 400 lbf of standard iron ore concentrate pellets. These strengths are sufficient to allow use of the tailings pellets as aggregate materials for asphalt and cement. Additional applications may be possible, including reprocessing to extract more valuable materials and usage as agglomerated road-bed materials, backfills for building foundations, and replacements for sand and lime in cement.IntroductionMine tailings are a waste byproduct of ore concentration and are available in large quantities across the world. Despite their abundance, they have received little attention or consideration for beneficial use. One reason is that the chemical nature of the material is not well known. Another factor that has hindered direct usage is the fine particle size. This raises the questions: what is the composition of the tailings, and how can such fine solids be beneficially used? Because the mining industry produces concentrates, the tailings may be treated as concentrates and processed in the same fashion, but it would be inefficient to consider full sintering or induration conditions for materials that have little ore content. To achieve sustainable operation, the development of technologies to use these tailings is necessary. Mine tailings should not be considered waste, and an “out of sight, out of mind” mentality does not represent a sustainable solution for the future.One iron ore mine in Michigan is estimated to have accumulated more than 400 million metric tons of tailings during its last 30 years of operation, with an additional 180 million metric tons accumulated before the ore body is depleted. These mine tailings currently have no practical use, largely due to a scarcity of knowledge of their true physiochemical nature. It is thought that lack of quality control of the waste material prevents its use, but variability in the unprocessed ore prevents a consistent waste stream composition. The fact that the tailings are available in such great quantities makes them an extremely attractive resource. However, developing a sustainable, low-cost means of repurposing the mine tailings waste as a construction material may only be completed once the tailings are physically and chemically understood. Due to the high silica content of the material studied, cold bonding was determined to be the most viable method for processing the tailings into a usable product."

HISTORICAL BACKGROUND A program in France to develop personal [a] dosimeters has been initiated 1974. The patent on which is based the present device was obtained in 1972 * . From 1972 to 1974, the possibilities of applying certain ionograph track detectors to the spectrodosimetry of radon daughters was explored. The first prototype were produced in 1974. It took four years (from 1974 to 1978) to produce an autonomous dosimeter whose components has a sufficient life span, especially for the turbine motor unit. Qualification in the laboratory was obtained in 1977. In 1978 it was obtained in the mine for technology (autonomy of 12 hours and a life span of more than one year) and in 1980 for monitoring. 300 dosimeters have been tested in underground mines all together. Indispensable peripheral equipment were also developed from 1976 to 1980 : calibration devices, equipment to prepare and develop the films, read out systems. The concept of an "Integrated System of Individual Dosimetry" (ISID) based on a personal [a] dosimeter measuring exposure to radon daughters, thoron daughters, ore dust and external irradiation doses was proposed at the end of 1980. Since January 1st 1981, ISID is used on a routine basis in some french mines, situated in remote area, and appears to be very competitive with the ambiant dosimetry. The latest version of the dosimeter is produced in mass series since June 1981 and should equip all french mines in 1982. DESCRIPTION OF THE INSTRUMENTATION DEVELOPMENT OF THE DOSIMETER MEASURING HEAD The measuring head is based on the use of ionographic film to detect a tracks. In fact, the measuring head is a spectrodosimeter which measures separately over the period of exposure: - the potential [a] energy inhaled due to the decay of Po 218, Po 214, and Po 212 ; - the number of Rn 222 atoms inhaled ; - the inhaled total [a] activity of the five long-lived emitters present in the ore dust. The contribution to the total inhalable potential [a] energy of these various radionuclidesin a typical underground mine is studied in Appendix I. The measuring head described in detail in Appendix II, is able to satisfy all the implications made in the ICRP recommendations. Appendix III deals with the use of this measuring head in the cases where the equilibrium factor is lower than 0.1. This situation occur in open-pit mines where account must be taken of the Rn 222 contribution, which is no longer negligible in relation to that of its daughters. CURRENT DOSIMETER PERFORMANCES Table I shows the characteristics of the latest dosimeter. Appendix IV should be consulted concerning qualification of the dosimeter in the laboratory and in mines, technological development which finally produced the [a] dosimeter and its peripheral equipment, and technical presentation of the ISID (Integrated System of Individual Dosimetry) based on the concept of a multirisk personal dosimeter. Data on the installation and operating costs of such a dosimeter, which would seem to be competitive, are also given in this Appendix. ADVANTAGES OF PERSONAL DOSIMETRY AS COMPARED TO AREA MONITORING The results of the first eight months of experiments carried out under real conditions in an underground mine site are given in detail in reference 8. Area monitoring : The monthly exposure per worker to inhaled Rn 222 was determined from the knowledge of time spent in various areas of the mine and for the different mining operations, as well as from numerous and systematic sampling of the Rn 222 concentration in all work places. Personal dosimetry : The exposure to potential energy from radon daughters was measured by an [a] dosimeter developed by the CEA and worn by each of the 160 miners during eight months. In this way 160 x 8 pairs of monthly individual exposure values have been obtained which can be statistically studied. This test was decisive for us because it proved that the [a] dosimeter was technically sound (very few defects over one year for 160 dosimeters) and especially that personal monitoring devices were superior to area monitoring devices. The following conclusions can be drawn 1. The exposure distribution obtained by personal dosimetry is log-normal. This is true for the results on the whole as well as for groups of results relating to certain explanatory variables. See fig. la, 1b, 1c. 2. The exposure distribution obtained by area monitoring does not correspond to any type of distribution. If the results of personal monitoring are taken as a reference, area monitoring tends to underestimate the high exposures and overestimate the low exposures.See fig. 2. 3. [a]-energy exposures are underestimated when calculated from radon exposures and the equilibrium factor found in the considered mines. This is due to episodes or to zones of high radon concentrations not registered

To evaluate the effects on groundwater of a proposed in-pit disposal operation at an east Texas lignite mine, the local geologic, hydrogeologic, and geochemical features were thoroughly characterized. Resultant data were used in a flow and transport model (SWIFT) to simulate migration of the ash leachate. Computer simulations indicate that the leachate plume will travel 61-152 meters from the disposal area in 100 years after resaturation of the spoils. A 61-meter buffer zone of mine spoils without ash will surround the disposal area. The proposed landfill operation received regulatory approval and is currently operating as a Class 2 non-hazardous landfill.

Common mineral resources (sand, gravel, crushed stone, etc.), which are so necessary for the construction of metropolitan areas, are rapidly being depleted or otherwise rendered unavailable in the very areas that need them most. However, the problem of planning for these resources involves a number of independent and dependent variables that must first be defined and related. Finally, a dollar value must be assigned where possible. Complex interrelationships between the variables and their dependence on outside factors has made mathematical "solution" of the problem of planning for non-renewable mineral resources difficult at the present time. Therefore, the use of computer simulation is suggested as a means by which this complex problem can be investigated. The purpose of this paper is to report on a continuing research program whose objectives are: (1) to delineate the factors involved in planning for the utilization of common mineral resources in urban-suburban environs; (2) to construct a planning model for these materials amenable to computer analysis, (3) evaluate the model by using test cases, and (4) perform a sensitivity analysis to determine the initial parameters in future planning for these materials.

Cognitive representations and misconceptions of flow through circuits is an area which has received little attention from science educators, cognitive psychologists, or accident investigators. Misconceptions are also called Aristotelian thinking. They involve a person using primitive unscientific ways of reasoning to make decisions about events (Piaget, 1929; Nussbaum & Novick, 1982; McCloskey, 1983). The use of such primitive concepts leads to errors in reasoning about scientific and technical problems. The existence of misconceptions is well documented among children, adolescents, and adults involved in learning science concepts (Piaget, 1929; Cole & Raven, 1969; Clement, 1982; Mistrell, 1982; McDermott, 1984; Richardson, 1987). Concepts of flow through circuits are important because miners' conceptual errors about these aspects may be, in part, responsible for two fatal mine disasters. On at least two separate occasions, methane gas explosions occurred in underground mines when separate ventilation systems were connected (Elam, Fuller, Carter, Cavanaugh, Fesak & Painter, 1983; Fesak & Cavanaugh, 1984). A review of these disasters indicates that conceptual errors made by miners may have resulted in the accidents (Cole, Wala, Haley, & Vaught, 1987). In this study, co-author Andrzej Wala, stated that his research had "identified conceptual errors that may have caused the miners in these disasters to make fatal mistakes" (Cole et al. 1987), p. 167. Further exploration of these conceptual errors by Wala has led to the hypothesis that misconceptions of basic aspects of flow distribution changes in mine ventilation circuits, are at least, in part, responsible for some mine disasters caused by errors in ventilation systems (Wala & Cole, 1987). Why should these conceptual errors occur? Ausubel (1963) suggested that students come to a new area of study with their own conceptions or preconceptions about how a process operates. Furthermore, these preconceptions may be in conflict with the empirical data from the discipline. In such cases, learning becomes a process in which new concepts must displace or be re-molded from stable concepts that the student has constructed over many years (Clement, 1982). Given the existing research with misconceptions and the work of Wala and Cole (1987), it was hypothesized that experienced miners; either working miners, students of mining engineering, or professional mining engineers, harbored misconceptions about the formal or conceptual aspects of mine ventilation circuits. The misconceptions hypothesized to exist involved flow distribution changes in complex mine ventilation circuits; specifically, how does flow distribution change when a ventilation circuit pathway is altered? Given this information, the following research questions were proposed. Research Questions 1. Do experienced miners and mining engineers harbor misconceptions about mine ventilation systems? "As ores degrade, mining techniques and chemistries change to meet market demand and maintain product quality. The balance of recovery and grade is a significant challenge in the Crago Process where an anionic collector is used to float phosphate, followed by acid scrubbing, then an amine float to improve product grade. As the grade is a requirement for DAP and MAP production, recovery is the criteria to suffer. Phosphate losses in the amine float can bring overall recovery down by as much as 18%, creating a growing need to think outside the box to improve recovery. This paper will focus on the theory of amine tail recycling and the best methods to optimize the overall phosphate recovery by recycling the tails from the cleaner flotation step. INTRODUCTION In 2014 the total US phosphate production was down 13% over the prior year, from 31.9 to 27.1 Mt, which accounts for 12.32% of the world’s phosphate rock production. Florida and North Carolina phosphate production accounted for 80% of total US phosphate production, which was down from 85% the previous year. This decline is due in part to the closing of the last phosphate mine in Polk County, FL - which had an operating phosphate mine for over 100 years (Gurr, 2015). Another factor contributing to the reduction in contribution from FL & NC is the increasing challenges in beneficiating the remaining ore deposits. The Central Florida mining district has historically been in the Bone Valley deposit, where raw apatite was abundant with P2O5 values as high as 15%. The Bone Valley ore also had characteristics favorable to beneficiation to 27.5-29.7 %P2O5 while achieving recoveries above 86%. The move southward into the Hawthorne Formation has seen the ore feed grade hit some historic lows, and the matrix characteristics pose more challenges to phosphate producers. The Hawthorne Formation experienced lateritic weathering after the Bone Valley formation which altered the apatite to aluminum phosphate minerals, and alteration of montmorillonite to kaolinite, releasing MgO that caused the dolomitization of the top of the Hawthorne limestone (Cathcart, 1966). Elevated levels of dolomite can yield an increase in slurry viscosities, reduce production rates, and increase energy costs in the wet-acid fertilizer process. The MgO will also act to dilute grade, making it more difficult to achieve a standard 18-46-0 product (McHardy, 1981)."

During the past fifteen years considerable progress has been made in the technology of slope design. It is possible to design rational slope angles if suitable data on geology, hydrology, and rock properties are available. It is of course preferable to conduct a full scale slope design study, but there are those situations where a full scale study is not feasible because of time and budget constraints. In this paper we will treat two situations: (1) choosing slope angles for a preliminary feasibility study at the exploration stage; and (2) dealing with a slope failure in an operating pit. In these instances slope angles must often be chosen on the basis of available or readily obtained data. In an exploration program all too often a feasibility study is initiates just a few months prior to the decision deadline to drop the property or to exercise an expensive purchase option. If all that is available at this point are a few cross sections at odd angles showing ore and waste contacts and a dog-earred map of the surface geology there may not be time to collect and organize enough information for design of slope angles. On the other hand if during the drilling program geologic cross sections are constructed and the structural data is presented in tabular form, rational slope angles can be determined within the allotted time. Certain types of data can be collected only at specific times during a project. Two prime examples are logging fracture intensity and collecting samples for rock testing before the core is split. It is particularly disheartening to ask to see the core and to be shown a tattered cardboard box filled with plastic bags of sample pulps.

Sphalerite in the ores is multi-banded. Based on color and textures, bands in samples separated by a few kilometers may be correlated. Darkness of color is directly related to iron content. Isotopic and fluid inclusion data indicate that temperatures of ore deposition were 225°C-50°C. The agreement between these two sets of data suggests that chemical and isotopic equilibrium were established. The salt content and hydrogen and oxygen isotopic compositions are similar to present-day values of oil field brines suggesting a similar mode of origin. Ore transport and deposition are not adequately explained by either chloride or bisulfide complexing. Necessarily, other mechanisms were involved.

A more effective method of fracturing and chipping the formation is necessary to significantly increase the productivity of blasthole drilling with a roller cone bit. The conventional rotary blasthole bit engages the formation and initiates spalls, chipping and fractures in the formation at a rate dependent on the amount of pull down force applied by the drill. The rotary speed of the drill increases the number of fractures and creates drilled chips that are removed from the hole by the air circulation. An engineering project was motivated to develop a low pressure, low impact downhole percussion hammer to provide an overstrike force to a blasthole bit, in addition to the conventional pull down force and rotary speed. The objective of the project was to utilize existing rig air packages in the range of 50-110 psig and provide an overstrike force to the bit in the range of 1100-1500 impacts per minute. Laboratory testing performed on Barre granite achieved, on average, a 40% improvement in rate of penetration. This performance has been confirmed in actual blasthole drilling in copper and iron ores mines. During the testing phase, additional unexpected benefits have also been realized.

Over the last years, the importance of the assessment of environmental and social aspects as well as of issues of good governance has increased significantly in mining finance. For this, international standards as well as internal guidelines of the banks and other involved institutions have been established and continuously improved. Considering these standards and regulations, the banks can influence the sustainability of mining projects - and they have done so in the past -, mainly by implementing certain provisions and covenants in the loan documentation, binding the financing to the mining company’s adherence to the agreed sustainability standards. However, there are limits to the banks’ influence due to the competitive environment with other available means of financing. Nevertheless, the experience of the last years has shown that the standards and regulations bound to the financing by the banks help to lead the mining industry towards more sustainable projects.

Long range transport of pollutants, particularly of sulphur dioxide and the associated acidic precipitation, has received much attention in the press and in international discussion during the last few years. Studies revealing increasing acidity of lakes and the dying out of fish populations over broad regions of the eastern half of North America have created alarm. In this paper, I will not attempt a description of the acid rain phenomenon. For this r recommend the balanced treatment of the subject by Gene Likens et al (1979) in Scientific Americana For my purposes I accept that the problem is serious and direct my attention to exploring a solution. Ultimately, the key lies in the answer to the question; "What do we do with the enormous tonnages of pollution abatement byproducts, chiefly sulphur compounds, that would arise from pollution control?"' Little thought has been given to this most limiting factor to environmental clean-up. This is symptomatic of a basic flaw in the [philosphy] that under-ins environmental policy. Although this paper is to propose a solution to the abatement byproduct problem, the basic flaw - the firmly entrenched, universally adopted, 'polluter pays [philosphy] as it is currently [understood] - needs some comment.

The filter cake from the vacuum drum filters of a uranium ore processing plant still contains some leach solution. If the filter cake is not efficiently washed the associated leach solution is lost. Therefore, it is necessary to produce a filter cake that is permeable enough to allow efficient washing. The dewatering characteristics of the solid-liquid system must be improved to obtain flocs with sufficient strength to withstand the suction pressure of the filtration system. To facilitate efficient filtration with minimum cake moisture, studies were undertaken to improve the dewatering characteristics of the cake using different types of flocculants and surfactants. In these studies, flocs were formed with anionic, cationic or nonionic flocculants. The best performance was obtained with a low cationic high molecular weight flocculant. The filtration parameters, namely, capillary suction time, cake resistance, cake permeability and final moisture content of the filter cake, are improved by using a combination of flocculant and nonionic surfactant.

In recent years a number of data processing and analytical techniques have proven to be useful to engineers and geologists in various segments of the mineral industries. Petroleum companies were among the first to utilize the computer to store well data files and to analyze that data for exploration purposes. A few years later, metal mining companies began to apply the same basic computer methods to problems in mineral exploration, ore reserve evaluation, and open pit mine planning. Because of the increasing complexity of planning for coal mines and land reclamation, a case study was undertaken to evaluate the usefulness of computer techniques to assist mining engineers and geologists in mapping coal deposits, evaluating coal reserves, strip mine planning and land management. The data used in the study was provided by the Illinois State Geologic Survey. This paper describes some of the results of that study. First, considerations for the development of a computer data base for coal deposits are presented. Next, a series of analytical techniques for processing the data is described. Finally, the case study is presented to illustrate how the coal data base and the analytical techniques could be used in actual practice.

GENERAL BACKGROUND The first mention of the presence of bauxite in the mesozoic series of north-west Sardinia (fig. 1) is owed to Oosterbaan, a Dutch geologist, who carried out a geological survey of the area in the ninetten thirties. A more detailed study of the mesozoic series was attempted in the fifties by Pecorini and other, who concentrated particularly upon the stratigraphy of the bauxitic horizons, through examination of the various outcrops. In the sixties a pining company, Monte Amiata S.p.A., turned its attention to a section of the deposit outcropping near Olmedo and, considering it to be of some promise, carried out prospecting works consisting essentially of various trenches, some bore holes, a few adit and a. layout plan for the preparation and execution of trial exploitation. The results, although positive, did not convince the company's shareholders to continue the exploration.
