The mining industry responded to public concerns about use of cyanide by developing a voluntary certification to allow companies to demonstrate their commitment. The International Cyanide Code (Code) establishes standards for the manufacture, transportation and use of cyanide. Key concepts in closure planning to comply with the Code are to decommission all facilities related to cyanide operations and to provide a financial assurance mechanism for those activities. Code requirements may differ from state-specific regulations, but requirements are based on closure goals for protection of the human health and the environment. Only issues related to cyanide operations are required to be included in decommissioning demonstrations. For example, the disposal method of cyanide solution holding tanks and the cost must be included in the closure plan, but information regarding closure of roads is not required. Closure costs must be based on a third-party contractor as opposed to internal budgets. Compliance with the closure requirements of the Code allows companies to show their stockholders, lending institutions, and the public that their operations are environmentally responsible.

The Anaconda Minerals Company operates a molybdenite and copper producing mine and mill facility near Tonopah, Nevada. Included with the milling facility is a ferric chloride leach plant for removal of copper mineralization from the molybdenite concentrates. Discussed are the engineering and construction schedules associated with the leach plant. The chemistry associated with the process along with a description of the process flow, equipment, and operating parameters are contained in the paper.

The pyrometallurgical industry plays a vital role in producing metals for our modern life. With growing demand of metals and declining grade of mineable ore, innovations become critical for many mining companies. It is necessary to conduct a review of recent improvements to the pyrometallurgical industry on analytical measurement techniques, process and equipment improvements, and computer-based modeling/simulations. Many of those innovations tend to be applied to wider metals, and not be restricted by a specific metal. Therefore, we tried to cover the wide applications of many improvements to wider range of metals to reflect this trend. The challenge of a lack of robust measurement techniques under high-temperature conditions within a furnace hinders optimization of a pyrometallurgical process. Some future opportunities in the pyrometallurgical industry on analytical measurement techniques, computer modeling, and processes and equipment have also been outlined and discussed.

Stillwater Mining Company’s, Nye Operation has been producing PGM concentrate since 1987.Several expansions have allowed for increasing capacity from the initial rate of 500 tons per day, to its present capacity of 3,000 tons per day. The expansions were performed with minimal impact upon production and maximum utilization of the existing equipment. The latest expansion incorporates a 6’ X 18’ SAG mill, 13’ X 20’ Ball mill, pebble crusher, rougher flotation cells, 1250 Hp tertiary grinding mill, middling and scavenger flotation cells, and cleaner column flotation cells. This paper will describe the concentrator flow sheet, and controls for improved concentrator performance.

That you are giving the Daniel C. Jackling award to me is a great personal honor. But more significantly, it is a recognition that geostatistics has come of age. And since I am considered by many as belonging to an older generation of geostatisticians, I thought that it would be fitting that I reflect on where geostatistics came from and where it might be going. First, though, let me propose a definition of geostatistics. Etymologically, paraphrasing Webster's definitions of "geo" and "statistics," it is "a branch of mathematics dealing with the collection, analysis, interpretation and presentation of masses of numerical data taken from the earth." This definition is most appropriate in the context of mining geostatistics. It includes both classical and spatial statistics. It emphasizes the earth aspect, or the analysis of geologic features. And it should remind the practitioner that geologic input is a critical part of all geostatistical applications. In the 1910s, statistical methods were already used to analyze geological data. However, the origin of geostatistics, as we know it today, is best set in the late 1940s, when H.S. Sichel recognized the lognormal distribution of sample values in the South African gold mines. In 1951, Daniel Krige observed that "it can be expected that the gold values in a whole mine will be subject to a larger relative variation than those in a portion of the mine." In other words, samples taken close to each other are more likely to have similar values than if taken farther apart. This observation is the foundation on which spatial statistics, which characterizes values defined in a multidimensional space, is built. However, the 1950s were marked by studies based on classical, as opposed to spatial, statistics. It was only in the 1960s that the need was recognized to model the similarity between sample values as a function of the distance between samples and that the semivariogram was defined. A theoretical framework was developed by Matheron that supplied an elegant mathematical explanation to the empirical observations made by Krige. Matheron coined the term "kriging" in recognition of Krige's pioneering work on the geostatistical evaluation of mineral deposits. As soon as this theoretical framework was developed, it was possible to bring geostatistics to the academic world. The "Centre de Geostatistiques" was founded in Fontainebleau. Numerous students were trained there, disciples eager not only to improve the theory and develop more sophisticated mathematical tools, but also to spread the new faith throughout the world. Urban sprawl, and all its attendant problems, is upon us. In Florida, and much of the rest of the world, this has been intensified by a special problem - the coastal zone - a land of high-intensity urbanization localized where the sea and our citizens interact. Florida is blessed by a long coastline of beautiful beaches, indented by estuaries, lagoons and spring fed rivers. Rocky and sand covered islands invite habitation. A large and varied fauna and flora make recreation an avocation and work a pleasure. Accompanying these people are all the sustaining, and satellite industries that find the climate, labor, and commodity markets, cheap water transportation, and natural resources to be attractive. It is estimated that by the year 2008 a megalopolis will stretch down the Atlantic Seaboard from Georgia to encompass the Keys and extend along the Gulf to Alabama. This city will be fenced by the sea on one side and by the water management works, necessary to provide the water supply for this complex, on the other. What can we do about increasing the amount of water available for this population and decreasing the resultant wastes??? Rarely has there been tendered a more favorable opportunity for a coordinated planning and development project that will provide public access to beaches and multiple use of the coastal lands. Florida, as a peninsula swept by ocean breezes, having a largely indigenous water supply and only the beginning of the pollution of estuarine and coastal waters can cope with air, water and coastal dissipation and pollution, if we have a beginning at providing a constant water supply and at limiting pollution. This answer would appear to lie underground, where the porous limestones are interbedded with impervious fine-grained sediments and ground-water that circulates through these aquifers empty to the ocean and Gulf along the continental slopes.

The U.S. Bureau of Mines is developing designs and estimating costs for vertical in situ copper mining wells as part of its in situ mining research program. Conceptual designs and estimated costs for "deep" 1100 m (3600 ft) recovery and injection wells in an undisturbed copper ore zone are presented. Within a single in situ copper mining well, multiple perforated well completions and associated costs are discussed for two ore zones between depths of 370 m (1200 ft) and 550 m (1800 ft). The order of well specifications for designing these wells is explained.

My presentation is from the viewpoint of the industrial mineral geologist, which is a relatively rare breed. Very few geologists become involved with industrial minerals for two reasons, I think: (1) Much of the industry utilizing non-metallic minerals has developed without the use of geologists in the begin¬ning and many of the management people, who generally derive from the processing plant supervision, tend to take raw materials for granted; and (2) non-metallic minerals are a very insignificant part of the curriculum of virtually all colleges granting a geology degree. One learns about the geology of industrial minerals by working with it. This "on-the-job-training" is probably best because it brings the geologist into close quarters with the production people and the production process. And the industrial minerals field has a distinctiveness when compared with the petroleum or metal mining field in that each deposit can yield a material differing in some aspect from that in any other or within the same deposit. The petroleum from a well in a given field will be similar to that from any other well, but a limestone on one side of a hill can differ signifi¬cantly in elemental composition, calcinability, soundness, specific gravity, or some other factor from the same ledge on the other side of the hill. This characteristic of almost certain variability creates problems sooner or later and provides for much of the employment of industrial mineral geologists. My job seen from the viewpoint of management is "Find us some rock we can extract and process at a profit." The industrial non-metallic geologist has much the same problems and approach as a detective. I do not mean the TV variety with the big mouths and the unfailing knack of spotting the wanted criminal immediately in a city of ten million people. Any real detective will tell you it takes leg-work, knowhow, and persistence to make a case. The same is true for the geologist who finds rock which can be quarried at a profit. Can the United States mining industry achieve its long-stated goal of zero fatalities ? and what will it take to do so? Does it require new laws and regulations, as some propose, and a continuation of the commandand- control model that has been born out of more than 40 years of regulation and enforcement under the Federal Mine Safety and Health Act of 1969? Or, is it time to consider a new model to manage safety and health and drive continuous, sustained improvement? These are questions that many are debating as mine safety performance, while improved, appears mired in a trough where improvement followed by declines seems to have become the rule rather than the exception. Without doubt, U.S. mines have made significant progress in safety performance during the last four decades, yet the stalled decline in fatality numbers, the industry?s report card of its success or failure, has led some to question whether the industry will achieve zero fatalities in U.S. mining by relying solely on the Mine Act?s framework and implementing its regulations. These are questions the CEO-led task force, set up by the National Mining Association (NMA), considered as it sought to identify impediments to zero fatalities posed by the current regulatory regime. Out of that effort came CORESafety, a common safety and health framework that relies on a management system approach to improve safety and health performance. The goal of CORESafety is to achieve zero fatalities and a 50-percent reduction in the rate of injuries in U.S. mining within five years ? 0:50:5. CORESafety is built on the plan-do-checkact model, which has been successfully deployed by industries, mining and nonmining alike, to drive continuous improvement in safety and health performance. The improvements in safety performance that can be achieved by shifting from a command-and-control regulatory approach to a risk-based systems approach built on the plando- check-act model have been documented in numerous industries. For example, the United Kingdom quarrying industry (Fig. 1), not satisfied with the number of reportable accidents being experienced 1995-2000, established a hard target of a 50-percent reduction in the number of reportable accidents during the period 2001- 2005. Having met this target, the industry then established a further target zero for the period 2006-2010. The mechanism to achieve these reductions? The plan-do-check-act model.

Downtown Bellevue Tunnel (DBT) is part of Sound Transit’s $3.7 billion, 14-mile light rail transit system from downtown Seattle, across Lake Washington, to the cities of Mercer Island, Bellevue, and Redmond. The tunnel was the first Sound Transit East Link project and posed significant construction risk. This paper discusses implementation of design changes to the soft ground tunneling method, implementation of several technologies such as the use macro-synthetic fiber initial shotcrete lining, use of spray-applied waterproofing, and use of shotcrete for the final tunnel lining. These efforts allowed for significant time and cost savings to the project.

Methods of utilizing flocculants as settling and filter aids for mineral processing slurries are reviewed. Broad chemical classifications and techniques for proper dilution, multiple addition, and combination treatments are discussed. A variety of custom built and commercially available systems for make up and delivery of flocculants to the application points are in use through- out the mining industry. Those concepts which, in the author's opinion, are particularly important to the successful make up and use of flocculants are presented in relationship to the available make up and feed systems. Actual industrial applications are included in the presentation.

"1. INTRODUCTION AND MOTIVATION Traditionally design processes are focussed at creating new tunnels for lowest building cost. But the trend towards sustainable constructions in tunnelling has greatly increased in recent years. A critical subtask of this approach is to realize the potential for optimizing and reducing the life-cycle costs (LCC) of tunnels and their components. To evaluate underground infrastructure projects from an economic point of view is therefore a highly topical subject of public authorities as well as private companies participating in Public Private Partnerships (PPP) projects. Nowadays, in the case of public works contracts, the contracting authorities shall draw up rules not only for the design but also for life-cycle costing. Within the scope of the decision-making process of building a new tunnel, planning the maintenance activities or the refurbishment of a tunnel in operation, the decision-makers need detailed knowledge about the current and future financial conditions of the planned projects and selected sub-measures. But in practice, the initial costs still represent the primary decision criterion in the planning phase, whereas the subsequent or follow-up costs, respectively, are only estimated roughly. Although tunnels are the key components and the most costly parts of the transport infrastructure, only a small number of scientific papers deal explicitly with the calculation of life-cycle costs for underground infrastructure. And in these cases, most authors use as the starting point only the basic form of the Net Present Value method which is known as the frequently applied life-cycle costing technique in building construction. The present study explains the strategic concept of life-cycle costing and its fundamental instruments for operational implementation. It shows the necessity to take into consideration that there are fundamental methodical problems when the life-cycle concept is transposed without modifications from building construction to civil engineering. The paper will discuss in detail some selected associated problems with the net present value method. On the basis of operational and safety related tunnel equipment it is shown, what impact this may have on principle determining the LCC of tunnels. Selected best-practices of maintenance planning for tunnels undertaken by the German Ministry of Transport fill the theoretical approach of the concept with life and give a practical orientation. In particular government authorities but also construction companies are interested parties in modern cost management considerations. The reason for this development is the replacement of aged excisting structures and the advancement of technical standards. The increase in the total numbers of tunnels (Fig. 1) as well as the need for future re-investments in existing tunnels show the overall economic impact and justify the change towards the life-cycle perspective."

The Henderson mine site is located at Red Mountain on the eastern slope of the Rocky Mountains, approximately 50 miles west of Denver, Colorado. The mill site is on the west slope of the Rockies and mine and mill will be connected by an underground railroad. All designs were for a 30,000 ton per day molybdenite processing plant with provisions for future expansion up to 50,000 ton per day if required. This plan did not just happen, but slowly evolved over the course of about three and one-half years. Many plants cannot afford such a delay, but the Henderson project will take about 10 years from the time it was first discovered until production starts, and these 3 !1 years were well spent in determining the best possible plant site and flowsheet. This paper describes some of the problems and the decisions made in arriving at the final location and flowsheet. The paper does not go into the specific details of how protection of the environment went hand-in-hand with all other project considerations. This particular aspect of the planning has been well-reported on other occasions and considerable information on it is readily available.

Coleman Quartz Inc. has a long history as the sole U.S. producer of lascas for the cultured quartz growing industry based on its unique deposits in Arkansas. Since 1989 the company has also been producing metallurgical grade silica for the ferrosilicon industry from a deposit of unusually pure Arkansas novaculite. This paper chronicles Coleman's trans-formation of an abandoned railroad ballast quarry into a generator of $1.5 million in annual sales to a nontraditional novaculite market. Potential additional applications for this high quality silica rock will also be mentioned.

In recent years, there have been many articles and papers written on the use of specially designed belt conveyor systems in mining operations, either economic studies or actual experience. These papers generally conclude that the use of these systems can reduce overall costs from 10% to 40% over conventional methods using general purpose equipment (truck/shovel, scrapers, etc.). However, they also generally conclude that conveyor systems are inflexible and capital intensive. With the increasing cost of mobile equipment, the capital cost conclusion is losing steam, particularly when the costs of maintenance shops, road and ramp construction and other related start-up costs are thrown in. Attention here will be focused on answers to flexibility related questions, but first, a look at costs in general. Basic production economics tell us that when we have a small job to do, it is cost effective to use simple, low cost, general purpose tools which will have a minimum impact on total cost. It also tells us that when we have a large project, we can employ methods using special, relatively expensive production tools. Figure 1 illustrates what occurs on projects, of different sizes, with various quantities of production. With small quantities of work, the cost per unit of work starts out much lower using general purpose equipment, rather than using special purpose methods and equipment. However, at a relatively low quantity of work, the cost hits a lower limit and, regardless of how great the quantity of work, the unit cost can never go any lower.

At the operations level, productivity is a principle key to profitability. If you are competing with other mines that are paying roughly the same wage rate and the same prices for capital, materials, and energy, the only way your profit can be greater is by producing more output per unit of input. Mines with higher productivity have higher profit margins. Higher profit margins lead to greater operating cash flow, and cash flow is what distinguishes a dog from a cash cow. The turnaround in U.S. metals during the 1980s was in large part due to incredible improvements in productivity. According to statistics compiled by Kaufmann, 1991, labor productivity, measured as tonnes of primary production/manhour, increased 64% in steel, 94% in copper, 75% in lead, 143% in zinc, 132% in molybdenum, and 75% in gold. These improvements were hard won. However, with most modernization programs now complete, measuring and monitoring productivity becomes even more important as producers strive to maintain the gains they have achieved.

One of the critical challenges facing the mining industry ? and not just in the United States ? is the looming labor shortage. A significant percentage of the industry?s professional workforce is, well, getting old, and many will be retiring in the next 10 years or so. This is not a new issue to the industry. It has been discussed at various industry meetings and conferences for many years. How does mining, with its largely negative public image, attract young people to mining schools? And, equally important, who is going to teach them? Mining schools, what?s left of them in the United States, are beginning to lose qualified faculty to retirements, and no one is available to replace them. SME addressed this issue during the keynote session at its annual meeting in February in Denver, CO. This year?s theme was ?Mining: It?s About the People.? Despite a blizzard that blanketed the city on the day most attendees were to have arrived, the meeting still attracted a record 7,202 people. And the accompanying exhibit sold 822 booths, also a record. The U.S. Department of Energy?s National Energy Technology Laboratory contracted with the National Academies? National Research Council to complete a study concerning the availability of skilled workers to meet the energy and mineral security requirements for the United States. The National Research Council, in turn, asked SME to collect and analyze workforce trends in these industries. The result of SME?s analysis is the report ?Emerging Workforce Trends in the U.S. Energy and Minerals Industries.? It is available on the SME website, www.smenet.org. Click on Government Affairs. While the report did not paint a completely dismal picture, there were some disturbing results. It concluded that within 20 years there will not be a sufficient number of skilled professionals to satisfy the labor demand. That said, the report said that most of those positions would likely be filled. However, the U.S. mining will go through a period of time when the workforce will be made up of very young and senior workers.

The Surface Mining Control & Reclamation Act is a complex piece of legislation signed into law on August 3, 1977. It is the culmination of more than six years of debate by the Congress over the need for a national regulation of surface mining as opposed to the prior concept of regulation by each concerned state. It departs from the more normal type of law in that it includes very specific requirements, limitations and performance standards. In its procedural aspects, it is somewhat similar to the Clean Air Act and the Water Pollution Control Act in that it places primary responsibility at the state level, provided the state meets minimum national requirements. At the time of writing this paper, in late December 1978, the Interim Regulatory Program has been in effect for seven months. The proposed regulations for the Permanent Program, the draft Environmental Impact Statement, and the draft Regulatory (Economic) Analysis ware available for eight weeks before the close of the comment period on November 27. We are now awaiting issuance of the final versions of these documents. The states in which coal is mined, for the most part, have made sere revision to their state laws and are in the process of revising their regulations, or have just completed the revision, to comply with the Initial Regulatory Procedures. They are now faced with another new major effort to analyze and plan for compliance with the Permanent Regulatory Program, which is expected to be promulgated by the Office of Surface Mining of the Department of Interior by the time this paper is presented.

Concentradora "Dana Aida" (100 t/d capacity) was built in 1971-1972 to treat dumps and ores containing mixed oxide-sulfide copper-gold-silver minerals from two veins. The veins, Don Felipe and aria are about 150 m apart, but are distinctly different mineralogically. The deposit is near San Juan de Guadalupe, Durango. Mexico. All new process equipment was manufactured locally, in or near Torreon, Coahuila. Sampling, ore testing, flowsheet design, plant design, drawings purchasing, financing, etc. was planned and directed by two engineers. Construction was executed by local miners and common labor (largely agricultural). The paper presents detailed costs for equipment and construction. The subsequent breaking-in operation is discussed.
