INTRODUCTION This paper describes the use of a shield and compressed air for construction of a short section of a pair of twin single-track tunnels for the Metropolitan Atlanta Rapid Transit Authority (MARTA) transit system. Although only two blocks long, this section posed the greatest difficulties to both engineers and contractors, and is the most expensive section of line construction on the MARTA system. All this derives directly from its setting--these tunnels had to be constructed through mixed-face conditions. SETTING The Broad Street tunnels form a link between the Peachtree Center and Five Points Stations, in the heart of Atlanta's central business district (Figure 1). Peachtree Center sits atop a solid rock ridge, which inspired the design of a deep rock-mined station, as described in the 1979 RETC. Five Points Station is MARTA's hub--the intersection of the system's two main branches. It is located in the old railroad gulch, a filled-in erosional valley at the base of Peachtree Ridge, and was constructed by open-cut methods. The alignment and profile of the Broad Street tunnels were closely constrained by these two adjacent anchors, and in the six-block stretch between them there was very little room for maneuvering. Since the rock ridge petered out about in the middle of the section, it was evident at the outset that there would be about two blocks of rock tunneling at the north end, two blocks of soft ground construction at the south, and two blocks of mixed-face in between. It is this central two-block section that is the focus of this paper.

The Floridan aquifer, which underlies all of Florida, yields water with a sulfate content of less than 50 parts per million in the north-western part and throughout most of the center of the State. In the southern part of Florida and along the most of the east coast, the sulfate concentration generally exceeds 100 parts per million and is as much as 1,700 parts per million. The sulfate concentration tends to be higher in the deeper zones of the aquifer. This map shows the sulfate concentration in the upper part of the aquifer. Sulfate is found in almost all natural water. Sulfate in rainwater is dissolved from impurities and gases in the atmosphere. Rankama and Sahama (1955, p. 314) report that the average sulfate content of rainwater is two parts per million; however, concentrations have been as high as 283 parts per million. Much of the sulfate in rainwater comes from hydrogen sulfide gas which is generated in shallow water on the continental shelves. The combustion of bituminous coal used for heating and industrial purposes seems to be an important local source of sulfate.

Traveling through the moors and valleys of Cornwall, England, one is reminded of the extensive mining activities of the past. Abandoned shafts, remains of granite block wheel houses and engine houses, battered brick stacks, old calciners, overgrown water wheel pits, count house remains, overgrown waste pits, and old portals are gaunt monuments to a once flourishing mining industry. Cornwall is bordered on the north by Devon and occupies the south-western most tip of Great Britain. The Atlantic Ocean borders the promontory; to the north, the mouth of the famous Bristol Channel faces the open sea; and to the south, the English Channel separates the land masses of Great Britain and Europe. This part of England is probably the most extensively mined ground in all of Europe. Such great mines as Dolcoath and Wheel Vor, Consols and South Carodan, Levant and Bottalack, remain legendary in the annals of metal mining in the nineteenth century. Many US mining districts hold close ties with Cornwall, Devon, and Wales through ancestors who emigrated from there to work in US mines in the eighteenth and early nineteenth centuries. Their descendants can be found in many major US mining districts, and their terms, expressions, customs, and methods have left an impact on the US mining scene that remains with us today.

The practice of dust abatement or control is not new to any operation of United States Steel Corporation. This report will review those activities, past and present, within the five operating districts of United States Steel-Coal Operations with specific reference to mechanical and continuous mining, and including both the health and safety aspects of the problem. Obviously, the first principle of dust control is to inhibit its formation If this is not practical, steps may be taken to prevent its becoming airborne. Airborne dust control can be realized by either collecting it at the point of generation, diluting it with large volumes of air to reduce concentration, settling it by various means, or with reference to ignition hazard only, render it incombustible by neutralization with an inert material. These basic principles have been verified by the work of many, including the Bureau of Mines, U. S. Department of Interior, Bituminous Coal Research, Inc., and the Mining Research Establishment of the National Coal Board of Great Britain. Their application to every day mining problems is best illustrated by the following examples.

"Over the past decade, as conventional underground deposits have been depleted, mining operations have been forced to produce at greater depths and in more geologically and geometrically challenging conditions. As such, there has been a global increase in the application of cemented paste backfill (CPB) in tabular deposits utilizing open stope mining method with a delayed backfill placement. Despite the extensive use of CPB, many fundamental factors affecting the design of safe and economical fill structures are still not well understood. A critical issue in the design of backfilled stopes is the determination of stress states within the fill material itself as well as the surrounding rock mass. Analytical equations provide a means of quickly evaluating the effectiveness of a given design. However, in developing these equations large assumptions are implemented to simplify the design problem. It is important that one understands these simplifications as well as their effect on the overall design. This paper investigates common analytical equations utilized in the evaluation of single vertical backfilled stopes and their assumptions through comparisons to numerical modeling results. INTRODUCTION AND BACKGROUND As the mining industry continues to produce at greater depths and in more geometrically and geologically complex conditions, cemented paste backfill (CPB) has gained traction as a means of providing localized ground support in modern stope-and-fill mining operations. The application of CPB in stope-and-fill mining as a ground support material has led to the reduction of mine waste costs, while increasing both mine production and stability. In an attempt to achieve total extraction of the mining reserve, stope-and-fill mining operations often employ a primary-secondary excavation-support sequence (see Figure 1). In this practice, primary stopes are initially excavated and then backfilled in a two-stage pour; plug and final pours. During the first stage (plug), a CPB material with increased cementitious content is placed at the bottom of the stope providing a strong base from which to build a backfill structure as well as protect mine works from material breakthrough. Following placement, the backfill plug is allowed to cure to a given strength as designated by the mine design. Upon achieving the required cure strength, a less cementitious CPB material is used to backfill the remaining stope area. This is referred to as the final pour stage. With all primary stopes excavated and supported using backfill, the extraction of the secondary stopes commences as primary stopes are utilized as artificial pillars. While the application of CPB in a primary-secondary extraction-support mining sequence allows for a substantial increase in reserve recovery, it is imperative the mining personnel and planning engineers have a clear understanding of the material’s behavior and stress interaction with the surrounding rock mass to ensure the most efficient, cost-effective, and safe extraction of underground deposits."

Blasts designed for in situ copper leaching must produce adequate fragmentation and permeability for successful leaching. Copper recovery depends to a large extent on the particle size distribution created by the blast, the permeability in the blast- fractured zone, and the ability to maintain solution flow with a minimum amount of channeling. This paper presents the results of Bureau of Mines experiments where core drilling was used before and after blasting to establish the degree of fragmentation. Data are presented from tests at the Sierrita mine of Duval Corp., and also from tests at the Emerald Isle mine of El Paso Mining and Milling Co. Copper recovery is predicted from fragment size distribution data using a computer model. Data from several blasts are used to show how predicted copper recovery is related to powder factor.

This paper considers mining ventures occurring in rural communities in Galicia, Spain and Western Australia, Australia. It compares and contrasts the communities where mining is taking precedence over other industries, examining the potential land use conflicts and the future of both the communities and the mines currently operating there. The Galician case study, Trevinca, is located 200 km inland and was once a primary producing area, notable for its scenic alpine landscapes, which have since been developed for small scale tourism purposes. The Australian case study, Boddington is located 100 km inland in what has been a highly productive farming area. Mining was a marginal industry in the case study areas but due to the comparative devaluing of agriculture and tourism and the increased value of mining outputs, mining has increased in scale and economic importance. This paper will consider the environmental, social and economic impacts that have occurred in both the case study localities. Where there have been land use conflicts, strategies for minimising the adverse outcomes will be considered.

Naturally occurring arsenic has been detected in water from inactive mines and several wells in the Keystone area of the Black Hills. Keystone City Well #4 showed a total arsenic concentration of 69 parts per billion (ppb) during pumping in 2004. The well is not used currently except for arsenic-removal research. Water also can be pumped from a mine shaft in the abandoned Keystone ? Columbia ? Bullion gold mines, whose interconnected workings flooded after mining ceased in the 1930s. This water has been considered for local supplies, although it would require treatment or blending because of arsenic concentrations. According to historical records, the Bullion Mine produced 100,000 pounds of white arsenic. An aquifer test on the mine workings was performed at a pumping rate of about 550 gallons per minute. The arsenic concentration in pumped water was 33 ppb. In addition to wells within Keystone, samples from the water supply at nearby Mount Rushmore National Memorial have shown arsenic concentrations greater than 10 ppb, the U.S. Environmental Protection Agency?s maximum contaminant level for arsenic in drinking water. Limestone-based technology for removal of arsenic from drinking water is an innovative and promising method that has been considered for treatment of water at Keystone. In batch testing with water from Keystone Well #4, limestone removed about 65% of arsenic from solution. A related problem of arsenic removal from drinking water involves disposal of the waste product, which is critical for commercial viability of removal technologies. Current research is investigating thermal stability of the waste in order to determine the potential for recycling of the material during manufacture of cement.

Refractory sulfide flotation or gravity gold concentrates are coated onto a sized support matrix and placed in a heap configuration for biooxidation. The surface coating is typically less than 0.05 in. thick and the support matrix is preferably composed of 0.375 to 0.75 in. diameter material. The exposed thin coating of sulfides reduces biooxidation rate limitations due to oxygen mass transfer. The large spaces between matrix particles reduce resistance to fluid percolation and aeration in the heap. The capital and operating costs for this biooxidation configuration are significantly less than for concentrate biooxidation in stirred tanks. After 30 to 90 days of biooxidation, sub- sequent gold recoveries exceed those seen in whole ore heap biooxidation and are comparable to recoveries obtained from stirred tank biooxidation processes. Results from laboratory and pilot testing indicate that this technology is a viable alternative for pretreating sulfide refractory gold ores.

In the past few years, the numbers of underground coal mines in this country using longwa11 mining method have been dramatically increased. In the latest count there are approximately 90 10ngwa11 faces amounting roughly 8% of the total underground production. Meanwhile, shortwall mining adapting longwa11 powered supports to 'coal mining and handling systems in room and pillar mining is also gaining importance in the Appalachian coal field. Although there are only 7 operating shortwall faces so far, indications are that it will be increasing steadily. Modern longwall faces are highly mechanized and productive. One of these key elements that contribute to the success of modern longwall mining is self-advanced powered supports. There are several types of powered supports. Frame type is two sets of one to four hydraulic legs supporting beam-type roof canopy and floor base. However, chock type is more popular and connected to broad roof and base structure. Shield supports were introduced recently but proved to be highly successful (1). A shield support consists of two hydraulic jacks mounted between a base plate and a gob shield. The base plate is hinged to gob shield which is in turn hinged to roof canopy.

The Bureau of Mines investigated rapid bubble-pulp separation to improve flotation kinetics. A shallow-depth froth separator was employed to quickly recover the mineral-laden bubbles from a mixture of ore, water, and air bubbles. The shallow depth minimized the rising distance required to recover even the smallest size bubbles (100 ~m). Therefore, the slurry remained in the unit only long enough to recover the bubbles before the pulp exited through the conical bottom. Joining this unit with a rapid bubble-particle attachment unit, a rapid flotation system was formed that floated silica from phosphate in one-fifth of the retention time for conventional mechanical cells. The hydrodynamics of the rapid flotation system along with fundamental parameters for scale-up are presented in this paper.

Drainage and erosion control often become problems at mine reclamation projects. An example of this was an abandoned surface uranium mine on the south Texas plains. Engineers with the Texas Railroad Commission solved these and other problems with a three-dimensional geomatrix erosion-control matting at the 69-hm2 (170-acre) site, about 70 km (45 miles) southeast of San Antonio. Enkamat, manufactured by Akzo Nobel Geosynthetics, was installed to reinforce the grass waterways that handle runoff from the reclaimed mine. Reclamation was completed in the spring of 1992. Bill Walker is regional manager for Erosion Control Systems. He worked with the contractor to identify an erosion control product that complied with the project's design and installation parameters. "Use of erosion control matting enabled us to reduce erosion control costs," said Mark Rhodes, with the Texas Railroad Commission. "Also, the erosion control material was more aesthetically compatible with the reclaimed landscape." The commission's design called for a terrace ditch to be constructed midway up the reclaimed spoil slope to catch and collect water. Commission engineers selected spoil slopes, ranging from 5% to 8%, to build reinforced grassed waterways to drain the collected water from the terrace ditches. This was done instead of dropping the water at steeper slope location in rip rap- or concrete-lined channels. Enkamat's three-dimensional geomatrix of heavy nylon monofilaments is 95% open space that aids root growth. Its root-reinforcement system resists the hydraulic lift-and-shear forces created by high-volume discharges of water. In addition, fine eddy turbulences are prevented from isolating and uprooting individual roots and clumps of vegetation. Enkamat is flexible and lightweight. This makes it easy to install. And, because grass grows into it over time, it "disappears" after installation. Between 12,540 and 14,200 m2 (15,000 and 17,000 sq yds) were installed in the waterway using 150-mm (6-in.) staples to fasten the matting, said contractor Dale Blackstock. "It was easy to use; no problem at all to put down." Blackstock selected Enkamat from a list of eight different channel lining materials described as acceptable in the commission's design specifications. The design specifications were based on the results of channel-lining performance tests conducted by the Texas Department of Transportation. Rhodes said that the commission's Abandoned Mine Land Reclamation program had installed Enkamat on other abandoned uranium mines and on an abandoned surface lignite mine near Austin. "Pretty much all of our installations of Enkamat have worked out well," he said. "There have been no failures. The reinforced grass waterways have performed as designed."

"Mitigation may be considered a hurdle when it comes to environmental permitting. For complex projects with site specific mitigation plans, the time to devise those plans and get them approved can be a long and costly endeavor. However, mitigation options are expanding and the mitigation banking industry has grown tremendously over the last two decades, helping projects move forward with less debate. Mining companies are recognizing the value that mitigation banks provide in helping to shore up project timelines and costs. Where possible, companies are taking advantage of the opportunities to buy credits from thirdparty providers offering mitigation bank credits. In some instances, mining companies are taking matters into their own hands by establishing mitigation banks to realize their own mitigation freedom. That can have its advantages and disadvantages, as discussed below. All in all, the expansion of mitigation options has streamlined the permitting process, introduced flexibility, improved project permitting timelines and loosened the permitting girdle.Compensatory mitigationCompensatory mitigation involves actions taken to offset unavoidable adverse impacts to wetlands, streams and other aquatic resources and authorized by Clean Water Act section 404 permits and other permits. As such, compensatory mitigation is a critical tool in helping the federal government meet the longstanding national goal of ‘‘no net loss’’ of Waters of the U.S., both in acreage and function.Section 314 of the National Defense Authorization Act for Fiscal Year 2004 required the Secretary of the Army, acting through the Chief of Engineers, to issue regulations “establishing performance standards and criteria for the use, consistent with Section 404 of the Clean Water Act, of on-site, offsite, and in-lieu fee mitigation and mitigation banking.” The provision also required that those regulations ‘‘maximize available credits and opportunities for mitigation, provide flexibility for regional variations in wetland conditions, functions and values, and apply equivalent standards and criteria to each type of compensatory mitigation’’ (73 FR 19595). The result was the Final Rule on Compensatory Mitigation for Losses of Aquatic Resources issued in 2008 (33 CFR Parts 325 and 332).”"

Introduction A new mining agenda is before us. Born of government policies and world economies, the years ahead will show reduced growth. Metals, mining, and most other natural resource industries are inflation dependant and capital intensive. For these, a long period of contraction of outmoded and costly capacity will evolve. In some cases, this will be supplanted by new, lower cost capacity. But this will occur only if the cost of production - including cash operating and debt service costs - comes in at or below current market conditions. The industrial outlook for metals mining can be characterized as bearish. A US bank economist said mining companies planning their five-year forecasts should take current market conditions and straight-line them to the end of the decade. With low growth and low inflation, the real price of metals will remain flat or decline slightly. As a result, capital funding will be problematic. The low-cost producer will succeed. That means only the producer with low cash costs and low principal and interest costs per unit of production, will succeed. Gaining a perspective One must look back 30 years to see the evolution of the capital markets, for metal mine financing. This period can be divided into two economic periods. The 1950s were a time of stable economics. Mining companies earned and reported good profits. They had good corporate creditworthiness. In essence, mining companies of the 1950s were highly self-reliant. When equity infusions were needed, they were easily obtained. Financial management kept long-term debt low. Fixed rate, long-term financing was readily available in the long-term bond markets. The commercial banks of the 1950s were rarely used by the mining industry. When necessary, mining companies went to the banks for short-term financing - the kind that was needed for working capital requirements. Changing rhythms In the old rhythm there was an orderly market. Even into the mid-1960s, 75% of world annual copper production was controlled by eight companies: two in the UK, one in Belgium, and five in the US. During times of poor market demand, these producers would control supplies to the market. They took their losses out of retained earnings. Capital was easily restored during the ensuing good times. The new rhythm called for copper to be an economic means to a political end. Third World copper producers brushed aside the market fundamentals of commodity economics. Yet, the political solutions of these countries - their lack of response to the market - have seldom achieved their original objectives. Each commodity has its own old and new rhythm. Aluminum may have a similar rhythm, coming 10 to 20 years later than copper. By the late 1960s, changes were occurring. Inflation was on the rise. Ore reserve quality was falling. As a result, capital expenditures were necessary to maintain existing output. These costs created an increase in corporate leverage, thus adding to inflation and rising interest rates. Indicators A comparison of the gross national product (GNP) deflator index, consumer price index, and the metal mining deflator index is instructive. (Fig. 1 and Table 1). With 1972 equal to 1, note that the metal mining deflator reached its lowest point in 1967. From that point, the metal mining deflator has accelerated severely for 16 years. Only two minor downturns occurred during the business recessions of the mid-1970s and the early 1980s. In essence, Fig. 1 shows that while GNP has grown modestly, a miner's dollar in 1972 would require $3.48 in 1980. This is an almost 17% compounded growth rate over that eight-year period. Beginning in the late 1960s, for the first time in mine financing, the risk of success shifted from the corporate balance sheet to third parties. Limited-resource financings were taken up by banking syndicates that accepted certain of these risks. The lender needed to be well acquainted with the types of risks to be evaluated. These include resource quality and quantity, construction and completion, capital and operations costs, market risks, force majeure, and political and exchange rate risks. Project financings became the basis whereby mining companies were able to maintain their borrowing capacities. In essence, the lender was willing to share some of the project risk while only receiving lenders' returns on these investments. "INTRODUCTION As underground mining continues to operate at deeper depths and in more complex geologic and geometric conditions, there has been an increased demand for higher design standards in ground control safety and stability within the mining industry. Over the past 20 years, NIOSH has developed, validated, and distributed a number of free software packages (ALPS, ARMPS, AMSS, ARBS, etc.) for the safe design of underground coal mines with respect to ground control. While these programs were initially developed on a, “stand alone model,” where all program data resides on an individual or workgroup computer, modern day web applications have begun to migrate toward a, “multiple-tier model,” allowing multiple users to access an application through an Internet connection. webGroundControl provides users with access to NIOSH ground control design software (ARBS, ALPS, and ARMPS) utilizing a web-based three-tier architecture allowing users to easily access ground control designs, perform on-demand calculations, and provide online collaboration between operational personnel and engineers through a web server. Given advancements in cloud computing as well as the expansion of Internet connectivity on the surface and underground, webGroundControl users will be able to access the applications anywhere (where permissible) at any time. As web-based computing technologies continue to advance and cloud computing gains popularity and momentum, there is an industry need to develop Internet based applications for mine and ground control design (Barczak et al., 2016). The purpose of this paper is to introduce and familiarize those in the mining industry with the basic framework and, more specifically, the user-interface of the webGroundControl application. It is expected that the mining industry will rapidly embrace this new product and webGroundControl will be a new paradigm for mining engineering computer applications. APPLICATION ARCHITECTURE With the advent of cloud computing, web-based applications have become more popular with their adoption of multiple-tier, or n-tier, architecture containing independently operating tiers. The three-tier application architecture utilized in webGroundControl (as outlined in Agioutantis and Newman, 2016) contains a Presentation Tier (Web Server), Logic Tier (Logic/Application Server), and Data Tier (Data Server) as shown in Figure 1. While tiers have the ability to be deployed across and operating on multiple servers, webGroundControl is currently being deployed on a single server located on a university desktop computer. The separation of the application into a series of tiers greatly increases the maintainability and scalability allowing for the adoption of new technologies that can be applied to a single tier without redesigning the software package. The Presentation Tier maintains the user interface translating client requests (through a web server) and displaying results (through a web browser). The Presentation Tier allows for on-demand access from multiple users and compatibility with a variety of personal computers, Smartphones, tablets, etc. on different operating systems. The Presentation Tier has been developed with respect to the HTML and JavaScript languages. Through the utilization of CSS, a coding language which describes the style of an HTML document, the webGroundControl display is able to spontaneously adapt to any browser and any screen. The development of the Presentation Tier will be discussed in more detail in subsequent sections of this paper."

An atomic force microscopy (AFM) has been applied to study the adsorption of potassium amyl xanthate (PAX) and potassium ethyl xanthate (KEX) on arsenopyrite surface in solutions. AFM images show that the collectors adsorb on arsenopyrite surface in patches at pH 6. Increasing the chemical dosage will increase the adsorption density of the patches on mineral surface. The increased probe-arsenopyrite adhesion measured in PAX solutions at pH 6 is attributed to the adsorption of the patches, suggesting the hydrophobic nature of the patches, which is likely the oily dixanthogen. It is also found that arsenopyrite is reactive in water in the presence of air. At a high pH with the addition of Ca(OH)2 the adsorption of collectors on arsenopyrite is greatly retarded or depressed because the mineral surface is coated by a lot of precipitates, which is hydrophilic in nature as shown by the measured strong repulsive probe-arsenopyrite detachment force. The findings confirm that the flotation behavior of arsenopyrite in xanthate solutions is very similar to that of pyrite.

The status and outlook for mining, in your view. Minerals remain a major part of the world’s economic foundation. The fortunes of the mining industry rise and fall with general economic trends, but mining is no less important today on a global basis than it has been historically. Certainly, portions of the industry are critically depressed — domestic copper to name one area —but other sectors are prospering. Mineral consumption, both worldwide and in the United States, has increased steadily since the Great Depression, hitting all-time highs in 2000, the last year for which I have seen data. The highly developed economy in the United States tends to obscure the continuing importance of minerals here. But in less developed nations the critical nature of minerals is obvious and well accepted. In short, although there is no shortage of problems or challenges facing mining — there never has been — mining remains an essential business with great global opportunity.

Now a significant proportion of new infrastructure is developed by the private sector. Seeking more certainty in cost and programme, promoters have tried new and radically different methods of procurement and contract forms. The paper will review these developments, then examine the approach adopted for some of the largest current UK tunnelling projects (both in the public and private sectors) including the Channel Tunnel Rail Link, the Heathrow Terminal 5 Development and new highway tunnels.

Coal blending inherently means homogenizing a mixture of coals so that the properties of the blend meet some specifications for maintaining power plant performance and emission requirements. In practice, however, coal blending is, at best, coal mixing. The degree of blending sophistication required depends on the reason for coal blending in the first place. If it is to maintain fuel characteristics that will diminish the chance of slagging and fouling, then some swings in variability may be tolerated at some power stations. However, if emissions limits are the issue, then more sophistication may be needed. Emissions limits are becoming stricter with requirements to meet averages for shorter time frames (hours and days instead of weeks and months).
