Gold heap leach operations often process low grade ores with little margin for cost increases. The advantage of heap leach operations is the considerable savings in both capital and operating costs. This paper looks at an alternative pH modifier to lime in the heap leach process, namely bauxite waste mud or red mud. The red mud can contain trace amounts of gold and was found to be an excellent source of slow release sodium hydroxide for long-term pH modification. Column cyanide leaches showed that 25 kgt-1 of red mud provided a higher pH and longer pH modification than 0.25 kgt-1 of lime. Contaminants leached from the red mud hampered the adsorption of the aurocyanide complex onto activated carbon.

Heavy minerals have been mined from the sands of the United States’ Atlantic Coastal Plain since the early part of the twentieth century. Production of ilmenite from beach sands near Mineral City (Ponte Vedra), Florida, began in 1916. The first reported large-scale recovery of zircon in Florida was reported from this deposit in 1922 and of rutile in 1925. These operations ceased in 1929. Today the Ponte Vedra Country Club and Golf Course is situated in the center of the former mining site. In 1942 heavy-mineral operations were established on 202 hectares of land situated in Duval County, Florida. The location is about 16 kilometers east of the center of Jacksonville, Florida, in an area known as Arlington. This operation demonstrated that low-grade sand containing only 2 to 3 percent titanium minerals could be concentrated economically with the Humphreys spiral and that the oxides could be separated from the heavy silicates by electrostatic methods. Much of this area is now covered by a large mall and is a major retail- commercial center. Between 1958 and 1964 the Skinner tract, a deposit about 4 kilometers south of the above deposit, was mined. Today the area of this deposit is known as Deerwood, a gated country club community on the southside of Jacksonville. Further inland, E.I. du Pont de Nemours and Co. has been mining heavy minerals from a physiographic feature known as Trail Ridge since 1948, and a deposit near Green Cove Springs, Florida has been in production since 1972. Since the start of heavy-mineral mining in the southeastern United States, nine heavy-mineral ore bodies either have been or are being exploited in Florida and Georgia. Other deposits either have been lost to mining or are yet to be mined. These deposits have different origins. Some formed along shorelines at the heights of marine transgressions while others formed on regressional beach ridge plains during periods of temporary stillstands or slight transgressions. These different origins are reflected in the chemical and physical characteristics of the deposits. Ilmenite in older, more western deposits has a higher TiO2 content than ilmenite in younger, more eastern deposits. TiO2 content does not very with north-south direction. Garnet and epidote are absent or rare in the older Trail Ridge deposits, but progressively become common in the younger Duval Upland, Crestal Pamlico, and Holocene deposits. Grain size is coarsest for Trail Ridge sediments and finest for sediments in Duval Upland and Crestal Pamlico deposits. The average grain size for Holocene deposits is intermediate between Trail Ridge and Duval Upland deposits. The two models for the origin of the heavy-mineral deposits – deposits formed at the height of major marine transgression; and deposits formed during periods of temporary stillstands or slight transgressions that occur during a general marine regression; - are consistent with known sedimentological data and depositional trends.

The Calmet Process for extraction and recovery of gold and silver from concentrates and high:grade ores has been a commercial reality for over two years. During that time period, almost seventy-five different concentrate (or ore) types have been processed in approximately 200 separate lots (a total of almost 2000 short tons). During commercial operation of the process at the plant in Fountain, Colorado, recovery of gold and silver into <lore' has averaged almost 93% for gold (range 81-98%) and over 90% for silver (range 76-97%) based on a fire assay target and calculated head values.

This work describes the effect of the degree of energy transferred to the pulp, during the conditioning stage, on gold flotation fines recovery, grade and kinetics, with three types of frother (Dowfroth 250, pine oil and MIBC) and amyl xanthate as collector. Best results show an increase in 24% recovery and 50% in concentrate grade, depending on the intensity of conditioning and type of frother (better with Dowfroth 250). For low or intermediate energies (0.5-1.5 kWhlm3 pulp), the fine particles adhere to larger ones, increasing the recovery due to a mixture of carrier (pyrite, in this case) and autogeneous carrier flotation and at higher shear (2-3 kWhlm3 pulp), gold fine particles aggregate themselves. These phenomena are demonstrated by measurements of flotation rate, true flotation (flotation by actual particle-bubble adhesion), and by the amount of entrained particles. Alternatives for this type of pulp conditioning and mechanisms involved are discussed.

BP Minerals America (BPMA) has completed its $400 million modernization of Kennecott Utah Copper&apos;s Bingham Canyon mine. Modernized facilities include the in-pit crusher, conveyor, ore storage area, concentrator, ore pipe-line, and tailings pipeline. With modernization, Kennecott will achieve substantial cost reductions. Bingham Canyon is now one of the lowest cost copper producers in the world. And the mine will continue to provide jobs and income in Utah for another 30 years or more. The Modernization Project began in February 1986. The work took 33 months. In late 1987, the construction force peaked at 1100 workers. Kennecott Utah Copper now employs a permanent work force of 2100 employees. Less equipment and more efficiency The modernization work has increased the scale of the facilities that transport and process copper ore. A large, continuous transport system has replaced multiple haulage units. Fewer but larger pieces of equipment have replaced many crushing, grinding, and flotation units. The result is less maintenance, fewer employees, and improved metal recoveries. About one-third of the $400 million modernization project is directed at improving ore movement by eliminating rail transport. The new concentrator accounts for the remaining two-thirds of the modernization investment. The modernized plant was started up in stages. In February, ore was fed to the crusher. By the end of March, the three grinding lines were operating and the flotation circuit was producing copper concentrate. In July, the design through-put rate of 70 kt/d (77,000 stpd) was reached. October saw the achievement of targeted metal recoveries that corresponded to the fully modernized operation. It is estimated that Bingham Canyon will annually produce 181 kt (200,000 st) of refined copper, 9.3 t (300,000 oz) of gold, 71 t (2.3 million oz) of silver, and 5.4 kt (12 million lb) of molybdenite. Current Bingham Canyon production is about 97 kt/d (107,000 stpd) and a similar amount of overburden. Some 70 kt/d (77,000 stpd) of ore are processed through the in-pit crusher and 27 kt/d (30,000 stpd) of ore are transported by rail. The Bingham Canyon mine has yielded more than 11 Mt (12 million st) of refined copper. In 1863, precious metals - silver-bearing lead - were first discovered in Bingham Canyon. What was once a mountain is now a huge open pit. In fact, the mine is the world&apos;s largest man made excavation. The pit is some 4 km (2.5 miles) wide and 0.8 km (0.5 miles) deep. Since the pit began operating in 1906, more than 4.5 Gt (5 billion st) of material have been removed. Modernized facilities Electric 21 m3 (27 cu yd) or 23 m3 (30 cu yd) shovels are used to load the haulage trucks. Both 154 t (170 st) and 181 t (200 st) trucks are used to haul the ore to a mobile, in-pit crusher. The crusher replaces three crushers located at the old concentrators. There are two dumping locations at the new crusher, which can handle two trucks a minute. The 1.5 x 2.7 m (60 x 109 in.), 745 kW (1000 hp) Allis-Chalmers gyratory crusher reduces the ore to 254 mm (10 in.) size or less and delivers it to the conveyor. The crusher and conveyor systems are capable of handling 9 kt/h (10,000 stph) of ore.

Introduction The gas shortage is going to be with us for some time to come. If we can set aside political and industry rhetoric (along with subjective personal opinions), we still are confronted by two serious "facts of life": (1) for almost a decade the U.S. has been consuming natural gas at a greater rate than we have been finding new reserves; and (2) there is a finite amount of natural gas present within the earth&apos;s crust. Much of the known and easily exploitable sources of gas (the so-called "conventional" sources, such as the high permeability sand reservoirs of the Tertiary sequence along the Gulf Coast) already have been developed; their production is declining rapidly. The total producible reserves from conventional gas reservoirs amount to only 216 Tcf, less than an 11-year supply. However, several large potential resources of natural gas remain to be developed. These "unconventional sources" have low permeability and/or peculiar producing characteristics. The DOE program for development of these unconventional sources of gas is called the enhanced gas recovery (EGR) program. The primary goal of this program is to provide a data base of resource characterization and production technology that will lead to commercial development. DOE will encourage and support industry participation in developing and demonstrating technologies needed to reach this goal. Unconventional Resources Four major unconventional resources of gas have a high potential for commercial development. There are other unconventional sources (such as gas hydrates) that are too poorly defined to warrant a major development thrust at this time. The four unconventional sources of gas currently included in the EGR program are: 1. The carbonaceous shales of Devonian age in the Appalachian, Illinois, and Michigan sedimentary basins are the targets of the Eastern Gas Shales Project (EGSP). 2. The low permeability, low porosity so-called "tight" gas sandstones of the Upper Cretaceous/Lower Tertiary in the Rocky Mountain areas constitute the resource target for the Western Gas Sands Project (WGSP). 3. The free methane trapped in coal beds of both the eastern and western U. S. constitute the Methane from Coal Beds Project (MCBP). 4. The abnormally high pressured, high-temperature saltwater aquifers of the Texas-Louisiana gulf coast are targets of the Geopressured Aquifer Project (GPAP). Basic implementation strategy for these EGR projects involve (1) assessing and characterizing the resource potential of the resource; (2) conducting cost-shared field testing with industry to improve, develop, and demonstrate various stimulation and production technologies; (3) coordinating EGR activities within DOE and with other federal agencies (such as the Bureau of Mines) to minimize duplication; and (4) aiming all projects toward commercial development of the gas resources. EGSP What type of "geological animal" is the EGSP dealing with? While gas undeniably is related to the occurrence of natural fracture systems within the shale, the overall producing mechanism and precise location of fractured, gas-bearing locales within each basin is still poorly understood. By developing reliable resource characterization techniques and applying effective stimulation technologies we intend to elevate the Devonian shale from the status of a potential gas resource to that of a proven gas reserve. Once we have done this the private sector can take over the large-scale commercial development of the Devonian shale gas resource. WGSP The second largest project (both in terms of complexity and level of funding) is the WGSP. The primary targets for this project are the low permeability (< 1 md) gas sandstones of the Piceance, Uintah, and Greater Green River basins and the Northern Great Plains Province. Project success in these four primary geologic locales will permit investigating additional low permeability sandstones in 16 other sedimentary basins. It appears that the only practical means of increasing permeability and resultant flow rates from these sandstones lies in the use of massive hydraulic fracturing techniques. Unfortunately, it is still too early to design such jobs with predictable results. MCBP The MCBP is to be involved in producing and utilizing methane derived from coal beds. According to relatively recent estimates by the US Geological Survey and the US Bureau of Mines, there are more than 0.9 Tt (one trillion tons) of remaining identified coal resources in the seven major western US coal-producing states and about 200 Gt (220 billion tons) in the demonstrated reserve base. Considering coal&apos;s current national production level of 0.7 Gt/a (0.8 billion tpy), these US reserve and resource figures are reassuring. Given here is a preliminary analysis of geologic constraints and an estimate of their effects on mining and recoverability of western coal. Mining Constraints USGS and USBM coal figures incorporate only thickness and depth, and are "blind" to many other major geologic constraints on mining and recoverability. The most important of these geologic constraints include: • coal seams too thin or too thick for conventional mining methods; • coal seams that cannot be mined due to insufficient separation from underlying or overlying previously-mined beds; • unstable or otherwise unfavorable roof strata; • soft or heaving floor strata; • coal seams that are too lenticular or discontinuous for conventional mining methods; • coal seams in intensely faulted areas; • coal seams having high angles of dip precluding the use of conventional coal mining methods; • coal seams that cannot be mined due to proximity of water-bearing strata; and • coal quality problems such as excessive ash, sulfur, chlorine, or sodium. Coal Thickness Present USGS-USBM classification for reserve base includes bituminous coal beds more than 0.7 m (28 in.) thick and subbituminous beds more than 5 m (60 in.) thick to depths of 305 m (1,000 ft). Both of these thicknesses are less than the thicknesses now considered mineable in the western US. The lower limit for bituminous steam coal in deep mines is about 1.5 m (5 ft). For subbituminous coal, a thickness of at least 2.4 m (8 ft) is generally required. Accordingly, the Bureau of Mines reserve base includes many thinner coal seams that will not be mined in the foreseeable future. Within the Powder River Basin of Wyoming and Montana many seams-Wall, Upper Pawnee, Lower Pawnee, Cache, Manning-range in thickness from 7.6 m (25 ft) to more than 30 m (100 ft) and occur at depths to 305 m (1,000 ft). These have been included in the Bureau of Mines reserve base. However, the mining technology required to mine these thick seams does not now exist. It will require many years for development. The ultimate recoverability from these thick seams is unknown, but could be as low as 25%.

Whilst mine planners almost universally assume deterministic forward commodity prices when undertaking valuations of mining projects, historical data well demonstrates that those prices are quite volatile. This paper seeks to understand and quantify how this forward price uncertainty will impact mining project valuation. This paper will also present a way of computing an upper bound on the expected Net Present Value (NPV) of a mining project given forward commodity price uncertainty.

The control of soils has been found to be one of the highest priority factors influencing the return of reclaimed prime farmland to production. The compaction of soil is primarily a result of the movement of high ground pressure wheel scrapers and dozers over soils during the soils replacement and regarding process and occurs to a maximum depth of about 1.2 m (4 ft) The deleterious effects of soil compaction can be controlled by deep soil loosening to a depth of 1.2 m (4 ft). Most farm tillage equipment can only loosen soils to a maximum depth of 0.33 m (1.0 ft). Deeper soil loosening equipment, in the 0.33-1.2 m (1.0-4.0 ft) range is currently avail- able in the U.S. and abroad which may have potential for application on reclaimed prime farmland. This study has appraised such available equipment and the results indicate that a few manufacturers in the U.S., West Germany, and England market static and vibratory soil loosening equipment which have potential for deeper soil loosening of reclaimed prime farmland.

The U.S. Bureau of Mines has conducted preliminary investigations on the leaching of phosphate ores obtained from deposits in the western United States using sulfuric acid (H2SO4) in the presence of methanol. Phosphate extractions in excess of 80 pct were obtained on an ore sample from Pocatello, ID. Initial leaching studies using the ore as received yielded extraction levels of approximately 35 pct. However, when the sample was ground for as little as 5 min in a rod mill, in methanol, then treated with HzS04, 82 pct extraction was achieved. The R2O3-P2O5 (R2O3 = Al2O3 + Fe2O3) ratio of the starting material was 0.11. Solubilized products after leaching exhibited an R2O3-P2O5 ratio of 0.02, which is well within desired limits. These results illustrate the potential of acid-alcohol leaching for recovering phosphate values from marginal-grade ores and as an alternative to methods involving current beneficiation techniques that yield lower phosphate recoveries.

Introduction Occurrences of platinum group minerals (PGM) in mafic and ultramafic rocks in association with Cu-Ni mineralization are well known. Yet for the Duluth Complex, a large body of dominantly mafic igneous rocks in northeastern Minnesota with significant Cu-Ni mineralization (Bonnichsen, 1972; Boucher, 1975; Watowich, 1978; Weiblen and Morey, 1980), little has been published concerning its platinum group element (PGE) contents and mineralogy. In a previous study of massive sulfide rock, sperrylite (PtAs2) was found in nickel arsenide and recovery of arsenide minerals by flotation has been investigated (Iwasaki et al., 1986; Ryan and Weiblen, 1984). Recently, an announcement was made of the discovery of significant quantities of platinum and palladium [peak assay values of 9 g/t (0.27 oz per st)] in an interval of a drill core with disseminated sulfide mineralization 16 km (10 miles) southeast of Ely, MN (Anon, 1985; Sabelin, 1985). This paper describes PGM from the Pt-Pd-enriched zone and evaluates their potential for concentration. Geologic setting The Pt-Pd zone occurs in the South Kawishiwi in¬trusion near its basal contact at 734 to 737 m (2408 to 2418 ft) depth. The South Kawishiwi is one of several minor mafic intrusions that constitute the western margin of the Duluth Complex near Ely, MN (Fig. 1). It is com¬prised of a 70.1- to 350.5-m (230- to 1150-ft) thick sul¬fide-bearing basal unit of troctolite with minor amounts of anorthosite, norite, picrite, and oxide layers overlain by a troctolite unit with interlayered anorthosite (Bonnichsen et al., 1980; Foose, 1984; and Foose and Weiblen, 1986). The basal unit, in which the Pt-Pd zone is found, is markedly heterogeneous in rock type, lacking any coherent internal stratigraphy, and shows evidence of both pre- and post-consolidation faulting (Foose and Weiblen, 1986). Geochemistry Chemical analyses were made on 0.3-m (1-ft) intervals of crushed drill core material (1/4 core, BX size) at 731.5 to 740.7 m (2400 to 2430 ft) depth and the results are presented in Fig. 2. The analytical techniques used were atomic absorption spectrometry for silver, chromium, copper, and nickel; a coulometric titration method for sulfur; and a combined fire assay-DC plasma technique for gold, palladium, and platinum. Figure 2 shows the significant enrichment of platinum and palladium at 734 to 737 m (2408 to 2418 ft) depth; it corresponds to a stratigraphic interval rich in oxide minerals. Average values for platinum and palladium contents over the 3-m (10-ft) interval are 2520 and 2580 ppb, respectively, or 5.1 g/t (0.15 oz per st) platinum plus palladium. Platinum plus palladium contents from individual 0.3-m (1-ft) intervals are as high as 9120 ppb or 9.1 g/t (0.27 oz per st) and average 7.4 g/t (0.22 oz per st) in a 1.5-m (5-ft) interval in the richest part of the zone. The Pt-to-Pd ratio is nearly 1:1 over the entire 9.1-m (30-ft) interval and the platinum and palladium correlate closely with chromium, which ranges from 1.9% to 5.3%. Copper, nickel, and sulfur contents for the drill core interval are also given in Fig. 2. In¬terestingly, the Pt-Pd high corresponds to a depletion in copper, nickel, and sulfur. Mineralogy of the Pt-Pd zone The Pt-Pd zone occurs within an oxide-rich zone or layer that consists essentially of oxide minerals, plagioclase, and olivine. The oxides may constitute as

Mining law is essentially a branch of the law of real property. It concerns acquisition of property for extracting contained minerals, and the rights, privileges and duties that fall upon the holder thereof once the rights are acquired Accordingly, this section focuses on the procedures to be followed in acquiring state. federal and private lands, and defines briefly the nature of the rights obtained. The mining laws of Canada and Mexico are summarized, and the related subjects of minerals taxation and governmental regulation are discussed briefly. This section is not intended to be the basis for legal decisions. Rather, its purpose is to provide the engineer with an understanding of basic principles and procedures. For a detailed treatise of mining law, reference can be made to The American Law o] Mining, a five-volume set edited by the Rocky Mountain Mineral Law Foundation. The law changes constantly, especially that based on federal and state statutes, and the reader is cautioned to be alert for subsequent modifications of statutes, regulations and case law. 2.1-PRELIMINARY LAND-STATUS CHECK Often, after completion of area reconnaissance, or perhaps after receipt of a submittal, a specific more localized target area will become of interest. Usually, an intensive exploration program comprising detailed surface mapping, sampling, geophysical prospecting and drilling will be required before the mineral potential of the ground can be properly evaluated. Before an investment of this magnitude is made, however, it is advisable to obtain rights to mine ore from the property. Otherwise, knowledge of the exploration activity might greatly inflate land values, or speculators or competing mining concerns might step in. Hence, as a general rule, a land-acquisition program should be undertaken before an intensive exploration project is begun. The first step in such a program is to make a land-status check to determine whether the subject lands are available and, if so, from whom they can be obtained and by what means. 2.1.1-BUREAU OF LAND MANAGEMENT RECORDS In those states which contain large areas of federal land, basically (he western states, the primary informational source is the records of the Bureau of Land Management. These may t)e examined at the land office having jurisdiction over federal lands in the area of interest. The records for Montana and North and South Dakota are kept at the Billings (Mont ) land office; Wyoming, Nebraska and Kansas, Cliejenne, Wyo.; New Mexico, Oklahoma and Texas, Santa Fe, N M ; northern Alaska, Fairbanks, and southern, Anchorage; Utah, Salt Lake City; Nevada, Reno; Arizona, Phoenix; Colorado, Denver. There are two land offices in California, at Sacramento and Los Angeles Records for other states are kept in Washington, D C. at the office of the Director, Bureau of Land Management.

I would like to congratulate Professor Gershon on an idea that is obviously valuable and is certainly new to me. It has, however, to be further developed, in that one can get fallacious results by limiting oneself to positional weights. In the example problem, the positional weight of one block was 8.6 (the 8.0 value in the paper was incorrect) for 36 units in the cone, for a mean block value of 0.239. The positional weight of the second block was 4.4 for 15 units, for a mean block value of 0.293. Surely one would expect the second block to be rated higher. Additionally, the time value of money adjustment cannot be determined by depth, because the time that a block is mined is determined by the mining sequence, not depth. Figure 1 shows a slightly altered version of Professor Gershon’s pit. The overall value of the pit is the same, as are the total values under each of his blocks. The values in the right-hand cone have been reversed top to bottom, and the values in the rest of the pit adjusted to keep the central cone total unchanged. All values have been multiplied by 10. Figure 2 shows the sequence of mining, at three blocks per year, for Professor Gershon’s pit, and Fig. 3, the sequence for a pit under the other block. Table 1 shows the value and discounted value (157. ) of Professor Gershon’s pit, and Table 2 shows similar values for the second pit. It is apparent that the second pit schedule is more valuable than the first.

The main scope of the present study is to investigate the suitability and sensitivity of the magnetic susceptibility as a pollution monitoring tool in urban areas. For this purpose, a municipal park located in the centre of Chania city, which may be affected by traffic and domestic heating pollution, was selected as the study area. In the context of the present work, magnetic susceptibility measurements were conducted in two phases. Surface soil samples were collected in 2006 from the area under investigation and they were analyzed in order to estimate the spatial distribution of the magnetic susceptibility. One year later, mapping of the magnetic susceptibility has been contacted in situ using Bartington MS2D and MS2F sensors. Additionally, soil samples were collected from selected positions in order to compare the values of the magnetic susceptibility with that estimated in 2006 research. Both investigations indicate high values of the magnetic susceptibility around the park near the roads and in a small area inside the park where a café is located.

The extraction of aluminum oxide_ from its ore is the initial step in the commerical production of metallic aluminum. This is most commonly done by the Bayer Process in which a caustic solution is used to dissolve hydrated alumina from the insoluable materials with which it is associate in bauxite. At the two-thousand ton per day Sherwin Alumina Plant of Reynolds Metals Company, the extraction residue from Caribbean ores is removed from the main pro¬cess stream as the underflow of a continuous clarifier-thickener operation. This sludge, prior to its ultimate r4jection from the process, is washed in a nine-step continuous countercurrent decantation system to recover physically-entrained mother liquor. Control of alumina production costs requires the optimum recovery of solubles from this residue which is generated at the same rate as the finished product. The equipment, operating techniques, controls and process variables which affect the efficiency of this soda recovery from Bayer Process red mud will be discussed.

The Manapouri Power Station, commisioned in 1969, is located in Fiordland National Park in the South Island of New Zealand. It is the country’s largest hydro power scheme and can generate 700MW of electricity. The power station utilizes the hydraulic head of Lake Manapouri, using an underground power station and a 10 km-long tailrace tunnel was constructed by drill-and-blast to allow discharge to Doubtful Sound. Power generation fell short of expectations due to higher than expected friction in the tailrace system. To remedy this a second tailrace tunnel was constructed between June 1998and May 2002. It consisted of a 10 m diameter, 10 km long tunnel in predominately gneissic rock and was excavated using an Atlas Copco Robbins TBM. High water inflows, Owner/Contractor production incentives and a major claim settlement were handled during the 5 1/4 year project. Northside Storage Tunnel provides 500 megalitres (Ml) (130 million gallons) of storage capacity to capture stormwater/sewage overflows into Sydney Harbour. The6.6 m diameter TBM driven tunnel traverses Middle Harbour 85 m (280 ft) below sea level and through a sandstone/shale rock mass, highly disturbed by stress relief, 20 m(65 ft) beneath the base of the sediment filled palaeochannel. Target limits for inflow, groundwater drawdown and settlement of the valley beaches were achieved by systematic forward grouting from the TBM. Support included rockbolts, sets and shotcrete to carry rock loads, control block instability and spalling and to provide durability and serviceability. This paper describes the tunnelling and grouting works and their effectiveness.

I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone&apos;s reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can&apos;t save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration&apos;s leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President&apos;s contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone. A field representative modeling of the gob behavior is critical for the understanding of the associated mechanics of strata behavior in longwall workings. The findings of theoretical models and laboratory tests on the simulated gob material have shown the strain hardening behavior of the gob material. The double-yield material model, which is a built-in constitutive model in FLAC3D, has significant potential to simulate the gob compaction process as it represents materials which undergo irreversible compaction in addition to shear yielding. Apart from this, several researchers have attempted using modified elastic model or applied nodal force in reaction to the strain in the gob area as per the well-known theoretical relations to meet this requirement. Although these models can simulate the mechanical response of the gob for subcritical and critical extraction widths, they do not apply to supercritical extraction width as the gob stress may exceed the in situ stress level in such cases. For overcoming these limitations, a standard approach has been developed and validated in this paper, which can be used for simulating the gob behavior in supercritical longwall workings as well. The complete study is divided into two stages wherein the laboratory scale compression test on the simulated gob material has been numerically replicated to develop preliminary confidence followed by a parametric study of the double-yield constitutive parameters for a rational estimation of their values in different conditions. The calibrated model has been used for verifying its results by plane strain modeling of two different longwall workings, using well-established empirical and analytical findings and field observations. The approach suggested in this study can be used for the efficient modeling of the gob behavior of longwall panels under varying geo-mining conditions without compromising the accuracy of the numerical model. The meticulously validated model can be helpful in rational estimation of stress redistributions around the gob area apart from load transfer on the barrier pillar.

Ball mill grinding circuit control has received increasing emphasis in the past few years due to such factors as declining ore grades, increasing production costs, and advances in analytical devices and minicomputer technology. Since ball mill circuits have been a traditional bottleneck in mineral processing plant throughput, control systems often improve through- put without requiring additional processing equipment. In addition, much of the variability of the grinding product size and consistency is often removed, allowing better process operation downstream. Among the problems which arise in designing and implementing a process control strategy for ball mill circuits are circuit constraints imposed by processing equipment and local management, proper instrument selection, installation and maintenance, and use of calculated or inferred variables for process measurements. This paper discusses these problems and attempts to identify valid approaches to their solution.
