The mining industry in Colorado faces the same problems the industry faces throughout the United States and the world — record low commodity prices and increasing regulatory and environmental restrictions that seemed designed to curtail mining activities. Despite those obstacles, the mining industry in Colorado still contributes about $8 billion annually to the state’s economy in the form of base and precious metals, industrial minerals, coal and associated service businesses and jobs. So the 300 attendees at the102nd National Western Mining Conference felt reason-ably positive about the industry in their state. The meeting is the Colorado Mining Association’s annual conference and was held at the Broadmoor Hotel in Colorado Springs in November. The theme was “Mining in the New Millennium — Achievement + Innovation = Survival.” Experts from Colorado’s mining industry and abroad discussed the challenges faced by the mining industry as it enters the new millennium. They offered insights into how the industry will operate during the early years of the 21st century and how it will survive low prices and increased regulatory restrictions.

In 1989 natural industrial diamonds counted for 55% of the world's natural diamond production. Australia is currently the leading producer (35%). Zaire is the second largest producer (19%). of what is primarily industrial grade rather than gem grade. Botswana (17%) is third, with the former USSR (15%) fourth, and the Republic of South Africa (8%) fifth. Diamonds are also mined in Angola, Namibia, the Ivory Coast, the Central African Republic, Ghana, Tanzania, Guinea, and other African countries. In the Western Hemisphere, Brazil is the principal producer, with some production from Venezuela and Guyana [(Fig. 1)]. A very small output of diamonds is mined today in India, which was the first source of commercial production. In the United States, efforts at commercial diamond mining have been confined to a small area near Murfreesboro, AR. The first diamond was found in a pipe there in 1906. Small scale trial mining has not, however, proved economical. Since diamonds were first discovered more than 2,000 years ago, only about 380 t have been mined. In order to obtain 1 g (5 metric carats) of diamonds, it is necessary to remove and process approximately 25 t of rock. Recovering this small percentage involves a combination of highly developed techniques in mining and extremely sophisticated processes in diamond recovery. END USES Diamonds are used for two unrelated end uses: gem diamonds are jewels of great beauty, while industrial diamonds are essential materials of modem industry. Although imitation stones are substituted for the gem diamond, none of these matches its properties sufficiently well to offer real competition. Synthetic industrial diamonds are now of a quality and size that permit them to be substituted for natural diamonds in numerous industrial applications. For example, synthetic diamonds are available today in sizes up to 100 stones per carat (1.2 to 1.4 mm). In addition, polycrystalline synthetic diamond inserts, such as De Beers Syndite", General Electric's Compaxa and Stratapax", and Megadiamond's Megapax" have replaced natural diamonds in turning tools, mining and oil drilling bits, and dressing tool applications. Industrial Diamonds The diamond is by far the most important industrial abrasive. As recently as 50 years ago, consumption of industrial diamonds was less than that of gem diamonds, but since that time, industrial use has grown to a position of great dominance. During the six-year period 1929 to 1934, the material produced for industrial use amounted to about 74% by weight of the world's total output of diamonds. In 1989 the percentage of natural industrial diamonds mined in the world was 55%. When synthetic industrial diamonds are added to the natural industrial diamond figures, this percentage becomes 87% of total world diamond production including gems, near gems, industrial, and synthetic stones. The many uses responsible for these significant increases are dependent on the properties of the diamond, including hardness, cleavage, and parting, optical characteristics, presence of sharp points and edges, and capacity for taking and maintaining a high polish. The utilitarian role of the diamond was confined primarily to lapidary products until the industrial revolution, which created the first demand for diamond as an industrial tool. In 1777, a British inventor and instrument maker, Jesse Ramsden, used a diamond to cut a precision screw for an engine that he had invented. The first authentic description of industrial diamonds being set in a saw was recorded in 1854 by a Frenchman, Durnain. Eight years later a Swiss watchmaker, Jean Leschot, developed the first diamond drill bit for use in a hand operated machine, which was employed to drill blastholes in rock. In 1864, diamond bits were put to their severest test up to that time in the construction of the Mont Cenis Tunnel in the Alps. A few years later a steam-powered diamond drill with a speed of 30 rpm was able to penetrate rock at the modest rate of 0.3 m/hr. As the industrial revolution gained momentum on both sides of the Atlantic, metal replaced wood and machines replaced people. Thus the foundation was laid for precision engineering and the recognition of diamonds as an indispensable tool of industry. The next major demand for industrial diamonds came after World War I with the development of cemented carbide cutting tools. Diamond was found to be the most effective medium for finishing and grinding the new ultrahard metal. This discovery rapidly increased the demand for industrial diamonds. The availability of inexpensive diamond material inspired tremendous research into applications. By 1935, the first successful phenol-resin grinding wheel containing diamond had been marketed. Soon afterward, the metal-bonded and vitrified diamond wheels were produced, and, as the matrices and bonds that held the diamond grit in place began to improve, the popularity of diamond grinding wheels grew. The outbreak of World War II, and the accompanying increase in use of hard-metal tools in the munitions industry, increased the demand for industrial diamonds. Since about 1950, the development of ultrahard ceramics, semi- conductor materials, plastics, and exotic metal alloys has further consolidated the diamond's position as an indispensable tool of industry. Only diamond is hard enough to cut these superhard materials with the precision, speed, and economy that industry demands today. Special machines equipped with industrial diamonds are used to remove bumps from concrete runways and highways and to modify highway surfaces in order to prevent skid accidents. It is difficult to decide who most deserves credit for discovery of a mining district that has produced over 19.8 Mg (7,000,000 fine oz) of gold and still contains a large reserve of low grade ore. Fred Culver may have made the first discovery. In the summer of 1867, the ship's log of the Hudson's Bay Co.'s steamer Otter stated that Fred Culver had been found nearly lifeless from wounds, without provisions, but with some 2.3 kg (80 oz) of rough, placer gold in the bottom of his canoe; he told of finding a rich creek and an attack by Indians that caused the death of his two companions. The place of rescue was about 24 km (15 miles) southeast from the present site of Juneau. Possibly John Muir, the hero of modem environmentalists, should be given important credit. In 1879 he reported finding mineralization along what later became to be known as the Juneau Gold Belt, and it was his report that induced the cantankerous German mining engineer, George Pilz, to grub- stake some of the prospectors who had drifted into Sitka from the declining gold placers of Cassiar, British Columbia. Pilz also offered rewards to Indians who might report gold discoveries.

"In 2015, the estimated value of nonfuel mineral production in the United States decreased by 3 percent from that in 2014 (Table 1), mainly as a result of decreased metal and metallic mineral prices, especially iron ore, copper and precious metals. Lower metal prices were attributed to decreased consumption, especially in China and increased global inventories. Several U.S. metal mines were idled in 2015, including the only U.S. rare earths mine at Mountain Pass, CA. Downstream processors also were affected, with smelters and refiners either shutting down or idling production lines. Increases, however, took place in the value and quantity of production of industrial minerals, especially those used in the construction sector, including cement, construction sand and gravel and crushed stone. Trends in mineral-related sectors of the domestic economy, except for iron and steel manufacturing, aluminum manufacturing, coal mining and metals mining, all experienced growth (Table 2).Discussion of mine production is frequently segmented according to the type of materials produced within the broad categories of metals and industrial minerals (also known as nonmetallic minerals). Industrial minerals can be further subdivided as construction aggregates and other industrial minerals. Metals tend to have higher unit values but very low production quantities compared with those of industrial minerals, which have higher production quantities but are lower-valued materials, such as crushed stone or construction sand and gravel. Therefore, for discussion and analysis of the performance of the nonfuel minerals industry, the value of production is used rather than the tonnage produced. Tonnages of construction aggregates are orders of magnitude larger than those for most other mineral commodities thus making direct comparisons based on weight meaningless (Fig. 1).Mineral industry performanceThe estimated value of domestic nonfuel mineral production, including metals ($26.6 billion) and industrial minerals ($51.7 billion), in 2015 declined to a total of $78.3 billion, from $80.8 billion in 2014 (Table 1). However, as shown in Fig. 2, minerals remained fundamental to the United States economy, contributing to the real gross domestic product at several levels, including mining, processing and manufacturing finished products. Net exports of mineral raw materials and old scrap were $14.4 billion. Domestic raw materials, along with domestically recycled materials, were used to produce mineral materials worth $630 billion. These mineral materials, including aluminum, brick, copper, fertilizers and steel, and net imports of processed materials (worth about $32 billion) were, in turn, consumed by downstream industries with a value added to the gross domestic product estimated to be $2,490 billion."

The sorptive and impervious nature of clay materials was recognized long before modem technology allowed us to understand the physiochemistry of clays. In Cyprus, around 5000 BC, sorbent clays were used for fulling woolen cloth. One of the earliest recorded uses of clays as an impervious liner was more than 3200 years ago in the construction of a bitumen-sand-gravel-clay liner built along the embankment of the Tigris River at Assur. Today one of the most common applications for clay minerals in the environmental industry is for use as impermeable barriers to fluid transport. Clay minerals are fine in particle size and thus have large surface areas, which, as a result of intermolecular forces and ionic substitutions, make them excellent materials for both ion exchange and ion sorption. Therefore it was logical to consider certain clay materials for applications in the environmental industry, where they can act as physical and chemical traps for potential contaminants. Certain bentonites have historically been used as sealants for fluids (Grim, 1962), and other clays have been used as sorbents for both water and oil (Haden, Jr., 1972). Prior to the 1980s, disposal of the nation's municipal, commercial, chemical, and nuclear wastes was largely indiscriminate and poorly regulated. This created environmental pollution problems, especially with respect to groundwater contamination. Promulgation of federal regulations like the Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA - commonly known as Superfund) have forced a more careful and costly approach to waste disposal. The US Environmental Protection Agency (EPA) is the government body charged with enforcing and ensuring compliance with federal regulations governing toxic waste production, storage, and disposal. Widespread application of geotechnology to the design and construction of waste containment systems and to pollution remediation has become necessary due to such laws and because of increasing use of the subsurface environment for the disposal of hazardous wastes. In the United States nearly 1.8 kg of trash is disposed of per person per day, which amounts to nearly 181 Mt per year. This amount is more than double the waste produced in 1960, and these numbers are expected to continue to increase. Canada produces approximately 1.68 kg of waste per person per day. The EPA estimates that in the United States 64% of our garbage is landfilled, 18% recycled, and 18% incinerated. Even with continued increases in recycling and incineration efforts, the EPA projects that the United States will still need 82% of today's landfill capacity in the year 2000. Data on the exact number of landfills in the United States and Canada is conflicting in part because of changing definitions of what constitutes a landfill and because of inadequate record- keeping by some states and provinces. An estimate of the number of municipal solid waste (MSW) landfills in the United States in 1990 to 1991 ranged from 4 462 to 10 467 with an average estimate of 6 600. In Canada the number of MSW landfills reported varied from 5 493 in a 1982 survey to 1 766 reported in a 1991 National Solid Wastes Management Association (NSWMA) survey (Repa and Sheets, 1992b). A properly operated MSW landfill on average requires 1 hectare of land per year per 25 000 people (Coates, 198 1). In addition to MSW facilities, there are also waste disposal facilities needed for hazardous waste and low level and high level radioactive waste. In 1983, approximately 266 Mt of hazardous waste was generated in the United States, almost 50% of this by industrial production. About 68% of the hazardous waste generated in the United States and Canada and almost 50% generated in Europe are still landfilled (Egger, 1987). In 1985, approximately 51 000 m3 of commercially produced low level radioactive waste was disposed of in radioactive waste disposal sites across the United States (Jungling and Greeves, 1989). By 1987, the US defense program had produced approximately 10 000 t of high level nuclear waste. In addition, there were approximately 14 000 t of spent fuel assemblies from commercial nuclear power plants in temporary storage; the amount is expected to nearly triple by the year 2000. Presently most commercial spent fuel assemblies are stored in water-filled pools at nuclear power plants. Defense waste is stored on federal reservations in surface and underground steel tanks (Anon., 1987). Under federal law nearly all waste disposal and containment sites are required to have a liner or barrier and a cover system design that meets federal- or state-approved hydraulic conductivity requirements for the type of waste that the site will receive. When approved materials, necessary for constructing the waste containment structure, are not available on site, one of the most economical ways to meet these requirements is through the use of clay, soil/clay, or clay/geotextile materials. In a 1991 survey by NSWMA of its members and other select private sector facilities, 81% of the surveyed landfills had some type of liner system. About 75% of these liners were clay materials (either recompacted or natural). The remaining 30% were using flexible membrane liners as part of a liner system. Clay liner materials are most commonly used in the South, Midwest, West-central, and South-central regions of the United States. About 93% of the landfill facilities had closure plans, and of these 91 % were using clay materials in some way for the final cover material (Repa and Sheets, 1992a). Waste barriers and containment structures take several basic forms, and they are used in a variety of different applications: 1) cutoff walls, 2) soil or soil/clay-admix liners, 3) geosynthetic bentonite-clay/geotextile membranes, 4) radioactive waste containment barriers, and 5) synthetic geomembranes. Rehabilitation challenges were met nearly two months ahead of contract schedule for the Design-Build, Fast Track Scituate Aqueduct & Tunnel project in Cranston, Rhode Island. The aqueduct and tunnel were built in the 1920s and consisted of three sections—a 2.3 m diameter reinforced concrete section that extends approximately305 m before it transitions to a horseshoe-shaped 2.3 m wide by 2.1 m high cast-in-place concrete tunnel that continues for approximately 5.3 km until it transitions back to a 2.3 m circular section that extends approximately 1.9 km to the end of this project. Major repairs were required to assure sustained operation of this water supply tunnel.

The role of iron ions (Fe2+ and Fe3+) in the flotation of both ore-and coal-pyrite with ethyl xanthate was comparatively investigated. The complete/partial depression of ore-and coal-pyrite in neutral to weakly alkaline solution is due to the formation of ferric dihydroxy ethyl xanthate between xanthate and the oxidation products of pyrite, ferric and ferrous ions. With xanthate as collector, coal-pyrite was found to be nonfloatable above pH6. In the presence of iron ions and between pH6-9.5, the flotation of ore-pyrite was significantly depressed. Ferrous ions have a stronger effect on pyrite flotation than ferric ions in neutral to weakly alkaline solutions.

India’s steel vision of 2030 requires a huge amount of quality iron ore. The utilization of low-grade iron ores such as banded iron ores will play an important role to achieve the same production. The absence of alumina impurities in the banded hematite jasper (BHJ) ore provides it an edge over other low-grade iron ores. The conventional beneficiation techniques such as magnetic separation and washing were found to be ineffective to produce suitable feed (Fe ~ 60%) for the blast furnace. It was found that microwave exposure provides significant enrichment to the low-grade iron ore and can be used as a pretreatment step in the beneficiation of similar low-grade iron ores. The above study reveals that hematite phase is susceptible to microwave exposure which enhances the separation of iron values from impurities. Under optimum conditions, an iron-enriched concentrate with 61% Fe, 85% Fe recovery at 50% yield can be achieved from BHJ feed ~ 38% Fe. The pretreatment process for BHJ beneficiation includes only microwave exposure without any chemical additive and may prove economical and industrially feasible.

The New South Ferry Terminal in the New York City Transit system represents an important milestone for the city. This is the first station designed and built in the 21st century. The design of the fire safety system included relying on Computational Fluid Dynamics to analyze the dispersion of heat and smoke, and modelling of people egress to determine the egress requirements. The project also looked into how to protect the structure from the heat exposure in order to meet the fire rating requirements. This paper provides an overview of the fire safety design approach taken to design the new South Ferry Terminal station in lower Manhattan and looks into fire modelling, structural fire protection, and station evacuation.

Arizona Portland Cement Company's limestone deposit (called Twin Peaks) is approximately 4 miles southeast of the cement plant. The pant is adjacent to both the Southern Pacific Railroad and Interstate 10, about 17 miles northwest of Tucson. Placer claims were filed on the Twin Peaks deposits in 1923. From that time until the present, geologic data have been accumulated and evaluated to define more closely the quantity and quality of the limestones. The cement plant at Rillito was originally constructed as a one-kiln plant in 1949. Capacity was increased in 1952 and 1956, bringing the plant to an annual capacity of 44,000 tons of cement. In 1972 anther expansion program was completed, bringing annual cement capacity to 1.1 million tons. Geologically, the Twin Peaks contain formations ranging from the Precambrian Pinal Schist to the Pennsylvanian Naco Formation. Within this sequence, other exposed formations include the Cambrian Bolsa Quartzite and Abrigo Formation, Devonian Martin Limestone, Mississippian Escabrosa Limestone, and Pennsylvanian Naco Formation. Generally, the Escabrosa, Naco, and Martin Formation are the primary sources of limestone for manufacturing cement. The Martin Formation is basically a dolomite with bands of limestone, quartzite, and siltstone. These limestones are blended with outside source materials (clay and iron ore) to make a raw mix that will make specification cements. Several drilling programs were initiated between June 1946 and March 1982. Information derived from these programs provided the means to develop cross sections, geologic blocks, and grade blocks. The configurations of the geologic and grade blocks are the same. Block boundaries delineate the various formations on any particular level. Cursory inspection of the structure would indicate a broad syncline elevated on the west side. A more detailed examination shows that the structure has been complicated by several periods of faulting and intrusion of igneous rocks.

The Stillwater Mining Company Base Metals Refinery (BMR) leaches a PGM bearing nickel/copper smelter matte to produce a concentrated platinum/palladium filtercake. The BMR employs a two-stage sulfate based leaching process. The first stage (nickel atmospheric leach circuit) leach is performed under atmospheric conditions at elevated temperature to leach the majority of the nickel present in the matte feed. Approximately 85% of the solids mass fed to first stage leach report to the second stage (pressure leach circuit) leach. The pressure leach circuit consists of two batch autoclaves in parallel. Each autoclave has a separate feed tank. This paper will describe the second stage leaching process and report associated operating costs.

Cyprus Gold NZ Ltd will be recovering residual free cyanide in barren gold pulp by air stripping. Laboratory investigations by DSIR have indicated additional advantages by recovering the cyanide from pregnant pulp. These are a lower leach pH, a greater cyanide recovery and less carbon consumption. They have a net economic advantage of $1.20/tonne over recovery from barren pulp. The realisation of these advantages is dependent on three crucial technical aspects -optimum pH for dissolution, the absolute loss of cyanide and the stability of the aurocyanide ion. The laboratory investigations described herein address these aspects. Earlier work had indicated that the rate of dissolution of freely revolving gold discs at constant cyanide ion concentration increased with decreasing pH from 11 to 8. Attempts to repeat the work in a more controlled manner by measuring the corrosion potential and current density have, to date, not been reproducible, but do not contradict the earlier observations. Cyanide recoveries and balances were obtained on leaches at pH 10.5 and 9 at the same cyanide ion concentration -the lower pH requiring three times as much total cyanide. Unaccounted-for losses, unfortunately, exceed the accounted-for losses, making interpretation of the balances difficult. Nevertheless, it appears that the additional amount of cyanide at the lower pH of 9 may not be fully recoverable. It may not, however, prove necessary in practice to use more cyanide at a lower pH. Both the gold and silver cyanide complexes remain available for carbon adsorption, as do mercury, copper and iron. Zinc, and probably cadmium, nickel and lead, may precipitate during stripping, which is an environmental advantage.

North American mining companies are lagging behind their global competitors in participating in the outstanding opportunities in India. The Indian government has liberalized foreign equity participation in the mining sector by up to 50% and, in some cases, even higher. Delegates from Europe, North America and South Africa learned this at an information seminar held in London, England, Attendees were welcomed by L.M. Singhvi, the UK's high commissioner for India. He introduced a government of India delegation headed by B.P. Baishya, minister of steel and mines. Singhvi is an eminent jurist and leading constitutional expert. He reiterated the soundness of India's legal system. He also outlined the recent Investment Protection Treaty between India and the United Kingdom. Baishya emphasized thee geological diversity and strengths of India's domestic market with its population of more than 920 million people the second largest in the world after China and its reservoir of skilled labor. He also outlined the potential of India's untapped natural resources. The private sector is the backbone of the Indian economy. It accounts for 75% of gross domestic product (GDP). The current minimum program of the new United Front government envisions 12% growth in the industrial sector, 7% in GDP and direct foreign investment of US$10 billion a year. "Mining is an area that can attract a sizable part of this investment," Baishya said. "Projected growth of the Indian economy will require increasingly large quantities of basic raw materials, such as coal and base- and precious-metals to meet the needs of domestic and export markets." Administration of India's mining sector is divided into the Ministry or Mines for regulating and developing the country's mineral resources, five public sector Mining Enterprises, the Geological-Survey of India (GSI), the Indian Bureau of Mines (IBM)and 25 states and seven Union Territories. The GSI is the second oldest (founded in 1851) and the third largest organization of its kind in the world, Baishya said. It has geologically mapped more than 90% of India's 3.2 million kmz (1.2 million sq miles) at a scale of 1:50,000. Several promising mineral projects have emerged from regional exploration programs conducted by GSI and the Mines and Geology State Governments. IBM recently completed a national mineral inventory. It covers 13,000 deposits/prospects of 61 nonferrous minerals. GSI also compiled a similar inventory on 61 coal fields. India is attractive to exploration companies for several reasons. These include favorable geology, accessible locations and a large mineral database. India also has many experienced geoscientists with well-equipped and efficient laboratories, Baishya said. Secretary to the Ministry of Mines A.C. Sen emphasized the largely untapped-geological and mining potential of India. He also discussed the new vistas that have opened up opportunities for exploration and mining. India has large quantities of mineral reserves, Sen said. Its vast Precambrian Shield - like those in Canada and Australia - is endowed with gold, platinum group and base metals, as well as coal and industrial minerals. Annual mineral production is valued at more than US$7 billion. Sen pointed out that India is the largest single consumer of gold. And domestic gold prices command at least a 20% premium above international prices. Recent diamond, gold and base-metal discoveries and prospects uncovered by GSI have generated investment interest from abroad, he added Delegates heard that the Indian Constitution gives the central government the job of framing legislation and the regulation and development of minerals. This ensures that mineral laws are uniform throughout the country. However, the right to grant mineral concessions, such as prospecting licenses and mining leases, rests with the minerals' owner. In India's case, that is the state government. The Indian government has formulated several guidelines that regulate the granting of prospecting licenses for large areas. ? The central government will consider the requests of state governments for the granting of prospecting licenses for areas exceeding 25 kmz (9.6 sq miles). But the license must include a provision to conduct aerial prospecting of the area. ? Any prospecting licensing area should not exceed 5,000 kmz (1,930 sq miles). for a single license. And the total area held by one company should not exceed 10,000 km2 (3,861 sq miles) for the whole country. ? The grant of larger areas will be linked to a mini- mum expenditure commitment on physical targets. State governments will monitor these expenditures. ? The granting of large areas for prospecting will be linked to a schedule of relinquishment.

At Henderson Operations the 24-kilometer conveyor system consists of three main conveyors with lengths of 1.2 km, 16.7 km and 6 km. Upon commissioning of the conveyor system, the Henderson maintenance department was challenged with the inspection and monitoring of over 50,000 idlers. To take a proactive approach to idler maintenance, an idler tracking database system was developed. Using the idler tracking program, the Henderson Crush & Convey department now has the ability to provide data for engineering solutions to idler problems and to manage thousands of idlers for priority replacement work and warranty purposes. Recognizing the potential for injury to Henderson employees in the process of idler handling, Henderson approached idler replacement as a material handling process. Material handling solutions have resulted in failed idlers being replaced and discarded from the underground environment without ever touching a human hand. This paper will detail how Henderson tracks idlers in all primary conveyor belts and how an innovative idler handling system can result in reduced risks to conveyor maintenance employees.

"Separation of different calcium minerals have long been an interesting and challenging problem. In this investigation calcium mineral separation is examined by: microflotation, zeta potential measurement and adsorption, using novel collectors having two functional groups instead of one. In theory, by varying the distance between the functional groups, it could be possible to preferentially target one calcium mineral by matching the spatial distance between the sites on the mineral surface. In this investigation two new surfactants have been tested to estimate their ability to float apatite and/or calcite. Preliminary findings show that an increase in distance between the functional groups favors one mineral over the other, and this might be due to differences in the mineral surface structure. INTRODUCTION Apatite is a strategically important mineral which has both great value for industrial use as a precursor to phosphoric acid; and in the agricultural industry as an important source of phosphorous in fertilizers. This has led both the European Union and the United States to recognize it as an important resource for the future. Currently there is no lack of apatite in the world, but it is important to develop the beneficiation to ensure future supply. A common problem in apatite flotation is the selectivity towards calcite, which it is commonly associated with. Although calcite is an important industrial mineral its abundance makes it not usually worth to extract from apatite ores unless it is easy to separate1,2. Both apatite and calcite are semi soluble minerals with calcium as one of their constituents. The most common way to separate apatite and calcite is to use flotation. A process that involves making the mineral particles to extract from the system hydrophobic by adsorbing a collector on the mineral surface. One way to study collector adsorption on a mineral surface is by zeta potential measurements. The zeta potential is the charge at a slip plane a short distance from the surface. By measuring the zeta potential with and without the presence of collector it is possible to investigate if the collector is present at the surface or not, a change is indicative of collector adsorption. The zeta potential of fluorite, apatite and calcite without collector can be seen in Figure 1. The small difference in zeta potential between apatite and calcite shows the similarity in their surface properties and gives an indication of their separation difficulty. One additional problem with semi soluble minerals is their tendency to slightly dissolve in the pulp and thereby change the ionic composition of the solution. This makes separation and research problematic as the freed ions may readsorb on the mineral surface and interfere with the collector adsorption on the mineral surfaces3–5."

Western bituminous coal can be processed to low sulfur liquid fuels by fast reactions. A process (LEFCO) under development at the University of Utah uses coal and catalyst under hydrogen pressure to convert 60 to 70 percent of the coal matter to fuel liquids and gases. Coals have been processed in small diameter (less than 1/2 inch) tubes and at reaction residence times of less than 10 seconds. Effects of process variables on the yield and quality of products have been studied. General features of the process and the properties and characteristics of the products produced are presented. Special features of the process that distinguish it from other liquefaction processes under development are also discussed.

Raise boring of mine ventilation shafts in many cases offers a lower cost and higher speed method of construction in comparison to conventional shaft sinking. Where underground access is available for raise boring the potential savings indicate that raise boring should be considered as an alternative to other methods. Raise boring machines are currently in use which have the capability for reaming shafts up to twenty feet in diameter, depending on the strata and depth. These large capacity machines make it possible to consider raise bored shafts for moving large volumes of air. Although we will consider here only ventilation shafts, raise boring should also be considered for men and material shafts. When the mine planner has determined the volume of air required through a shaft at a particular location he is faced with the problem of selecting the shaft size. The principal factors in optimizing the shaft size are the construction costs for the shaft 'and the power cost to move the air through the shaft. The larger diameter the' shaft is the more it costs to construct, but for a given volume of air the power required (cost) becomes lower as the diameter increases. The construction cost is paid only once, when the shaft is constructed. The power costs, however, are paid throughout the life of the shaft. Methods of optimizing air shaft size found in the literature (References 1 and 2) amortize the construction cost and include it in the average annual cost of operating the airshaft. These methods derive a formula for the average annual cost vs. shaft size and de-rive the formula to compute the optimum size for a given air flow rate. Introduction The objective of the design and operation of a mine is to make as much money as possible within certain reasonable and responsible constraints. The imposition of constraints on the objective of maximizing profits can result in an optimum mine design. This paper deals with the maximization of profits. Optimization will be discussed in a future paper. In the mining industry, it is generally accepted that the maximum economic recovery is defined by identifying the reserves and the sequence of mining that results in maximum net present value (NPV) or discounted cash flow-rate of return (DCF-ROR), as indicated in Fig. 1 (see Lemieux, 2000). Current parametric analyses techniques, such as varying the mining costs; profit reservation; sales price or metal content, to define pit limits and mining sequence technically referred to single, double or triple parameterization, do not assure that the curve in Fig. 1 will be maximized. In defining the sequence, the first material to be mined should be the first grouping of recoverable mineral that has the highest after-tax unit value and that forms a feasible mining unit. The assumed mining of the first pit should be followed by the assumed mining of the second most profitable and practical pit or pit expansion. If this process of grouping and sequencing is followed until the profitability approaches zero, the general sequence required to extract the maximum economically recoverable reserve is identified. The curve in Fig. I is constructed by calculating the NPV for a series of sequences, each assuming operations are terminated on successively lower profit pits. If the operation ceases on a pit with too high of a profit, opportunity is lost, and the NPV is lower than the maximum. The NPV curve peaks and then starts to decline before the zero-profit pit is assumed mined. This occurs because the money invested in advanced stripping would have produced a greater return if it was invested at the dis¬count rate. The maximum economically recoverable reserve is defined by the pit limit corresponding to the maximum NPV or DCF-ROR. Pit and phase definition The real challenge of reserve definition is identifying the phasing and after-tax profit per ton, so that the curve in Fig. 1 can be plotted. The after-tax profit cannot be properly addressed until after the pits are designed, the production is scheduled and the cash flow is estimated. Throughout the years, many investigators have ad¬dressed this problem. A major thrust of the famous paper in which Lerchs and Grossman (1965) presented their algorithm was to identify a sequence that would produce a result similar to that identified in Fig. 1. Whittle's (1988) four-dimensional analysis is designed to address this issue. The author addressed this same issue in a paper presented to the 1968 Canadian Institute of Mining national convention (Lemieux, 1968). Without a relatively simple methodology to con¬struct the curve in Fig. 1, the number of iterations in a trial-and-error method becomes prohibitively burden-some. The pit designer seeks a simple pit-planning parameter that will serve as a proxy for the after-tax profit per ton used in defining the curve in Fig. 1. The designer's goal is to apply this pit-planning parameter using standard pit-wall location techniques to design a series of pits that will provide a guide to the sequencing. Common techniques used to position pit walls are strip-ratio limits, highwall incremental analysis, floating-cone methods or "maximizer" applications1. Costs, revenues, noncash charges, taxes and profits are usually structured on a unit basis for use in the pit-wall location analysis. Application of the proxy parameter using the pit-design tools should, ideally, result in the definition of pits and sequences that will maximize the curve in Fig. 1. 1 The pit-design tool frequently referred to in the literature as an "optimizer" defines a pit boundary that maximizes the value contained within based on the input parameters and the safe pit-wall angle. The optimization of the pit design involves selection of rate of production, cutoff grade, product quality and other considerations. These considerations constrain the maximization of value. Therefore, pit-design tools that maximize value should be called "maximizers."

The scope of this subject is a broad one. The demand for a metal with high refractory properties, great strength at elevated temperatures and high nuclear cross section, has put tungsten in the foreground as: the most promising metal to fill some of these requirements. Recently developed techniques have made it possible to roll large tungsten sheet and-the availability of fabricated tungsten is already upon us. More and more, the demand is for purer and still purer metals. Tungsten is no exception. As technology improves, we are learning more about the effect of foreign elements in minor amounts upon the chemical and physical properties of metals. As equipment and technology improve, specifications become more rigid, and reasonably so. Pure metals have revealed properties hitherto unknown in metals produced by former technology.
