As a scientist and an engineer whose responsibilities include the consideration of air pollution and its control, I am frequently called upon to answer variations of two basic questions, These questions may I be set forth as: (1) How much air pollution does the coal industry cause? (2) How serious is the air pollution problem to the coal industry? At first these questions may seem elementary and almost trite, but serious consideration of them will show that they are technologically involved and I further complicated by the subjective base to which they must be evaluated.

In most operating coal-cleaning plants, a significant amount of pyrite is recovered in the froth during flotation of high-sulfur coal. Reducing the pyrite recovery first requires that the primary recovery mechanism should be Identified, as different measures are required for reducing entrainment, locked-particle flotation, or true hydrophobic flotation. In this paper, evidence is presented which suggests that hydrophobic flotation is not an important mechanism for recovery of liberated pyrite from freshly-ground coal when the collector is a neutral oil, and that the bulk of the floated pyrite occurs either as a result of simple entrainment or by mechanical locking with floatable coal particles. Column flotation results are also presented which show that significant sulfur reductions can be achieved by reducing levels of entrainment.

"Since 1994 the Bureau of Reclamation has used risk analysis to evaluate dams. Risk considers both the likelihood of failure and the expected consequences should failure occur. Risk analysis relies on the detailed formulation and critical analysis of all possible potential failure modes. Potential failure modes are formulated by describing the sequence of events that must occur to result in failure, where failure is defined as the uncontrolled release of the impounded reservoir. Failure occurs in response to loadings such as water seepage through a dam (static forces), shaking from an earthquake (dynamic forces), sudden flood inflows (hydrologic forces), or accidental overfilling (operational errors). Reclamation has applied risk analysis methods to inactive and abandoned mines to evaluate tailings dams and flooded underground mines. Case histories of potential failure mode analysis as applied to mine impounded water illustrates what critical technical information is needed to determine if failure is likely, what the consequences of failure are likely to be, and what are the highest risks that should be addressed first. INTRODUCTION Impounded water, and high water content wastes, at mining and industrial processing sites are potential threats to public safety and the environment. Recent failures such as the TVA Kingston flyash impoundment failure in Tennessee in 2008 (5.4 million yd3 released), the Mt Poly Tailings Dam failure in British Columbia in 2014 (5.8 million yd3 released), and the Smarco Fundao Tailings Dam failure in Brazil in 2015 (78 million yd3 released) has renewed attention to this issue. Potential risks from impounded water at mining and industrial sites originates not only from tailing dams, but also from water in process ponds and conveyance pipelines, sediment retention dams, water retention dams, mine pit lakes, and flooded underground mine workings. Conventional water retaining dams also have a record of failure. Notable examples of failure include Vajont Dam in Italy in 1963 (2,600 lives lost), Banqiao and Shimantan Dams in China in 1975 (171,000 lives lost), and Machhu-II Dam in India (10,000 lives lost). After the 1976 Teton Dam failure in Idaho, the Bureau of Reclamation (BOR) established a Dam Safety Program. By 1984 the agency developed and began using risk analysis methods. Reclamation operates and maintains an inventory of hundreds of aging dams which were designed and constructed over a period of one hundred years. Many of these facilities were constructed using engineering design and construction methods which would not be considered good practice according to present day standards. Diligent observational monitoring, detailed site investigations, and the application of risk evaluation to the BOR dam inventory has identified many deficiencies resulting in significant demands on available funding for remediation efforts. The application of risk analysis has allowed the agency to rank sites by risk. By giving priority of remedial efforts to high risk sites, significant improvements to dam safety have been achieved. BOR has also applied risk analysis to evaluate and reclaim inactive and abandoned mining and industrial sites. The application of risk analysis methods in the mining industry is not new, the methodology was transferred to the mining industry more than 15 years ago as discussed in ICOLD Bulleting 121 (ICOLD, 2001), yet failures persist. This paper is meant to convey the lessons learned from BOR’s use of risk analyses in its work on mine sites."

The Federal Coal Management Program represents the culmination of several years of effort by the Department of the Interior (001) to reformulate the manner in which coal owned by the United States is leased and developed. These efforts began in 1970 with a study by the Bureau of Land Management (BLM), which indicated that unless drastic changes were made in. the federal coal leasing procedures, federal coal lands would be leased almost for the asking while production of coal from those lands had been decreasing. Consequently, informal action was taken in 1971, which resulted in no further leasing being authorized until February, 1973. At that time, a formal moratorium on most coal leasing was established, with exceptions granted only for leases needed to satisfy short-term needs such as maintaining existing mines or supplying reserves for new contracts in the immediate future. This leasing policy embodied a long term objective of developing an entirely new planning system for federal coal leasing, as well as to schedule the preparation of a programmatic impact statement for this new system. As a result of the 1973 moratorium and the ensuing application of short-term criteria, only 10 federal coal leases (covering approximately 30,177 acres) were issued from February, 1973, through January l, 1976.

In recent years the hue and cry of American industry concerning the pressure of foreign competition on the domestic marketplace has become all too familiar to most of us, as we are all well aware, the steel industry has not been exempted from this pressure, reduced production levels, work force cutbacks, and in some extreme cases, plant closings and company liquidations have resulted, new regulations governing imports and quotas have been enacted, foreign trade agreements reached, and more strict regulation enforcement practices undertaken, despite these, and other measures, the impact of aggressive foreign competition has not lessened, the concensus of numerous management consultants is that in order to successfully cope with these problems we must draw on all available technology to provide the tools which will enable us to enhance our management effectiveness, one area requiring particularly close attention in any mining operation is that of managing critical resources - namely time, energy and equipment in a fast and efficient manner, In mining, with critical resources deployed over a large geographical area, any degree of success involved with resource management is dependent upon knowing the current status of all work related activities, if we, as mine operators, are to be more successful in this area, additional tools are a necessity and modern technology has provided a multitude of new options from which to choose.

A general review of mine conveyor systems is followed by detailed analysis of the mobile and semi-mobile in-pit crushing plant essential to successful use of mine conveyors. A final section presents case studies of three crusher-conveyor systems handling overburden, copper ore and granite.

For nearly two decades, MINExpo International has held the title to the biggest show in mining. The 2012 MINExpo is expected to be the biggest yet, with nearly 1,800 exhibitors rolling out the newest equipment and services across 12 halls. From September 24 to 26 in the Las Vegas Convention Center, MINExpo will present the newest in everything from automation and robotics to safety and communications equipment to reclamation services, and much, much more. The last MINExpo, in 2008, had nearly 38,500 visitors. The show?s sponsor, the National Mining Association, expects this year will be even bigger, with more than 40,000 visitors over three days. Twenty talks on the issues facing mining today are scheduled for Tuesday and Wednesday mornings, but the real action will happen out on the floor. That?s where ultra haul trucks big enough to carry as much as 363 t (400 st) of rock will be assembled next to underground loaders able to lift more than 20 t (22 st) in one scoop. Caterpillar, Komatsu, Liebherr, Sandvik, Atlas Copco: all the big names in mining equipment will be there. Their massive earthmoving equipment and mining machines are the centerpiece of the show. Preassembly for the largest pieces begins on August 6, 2012.

In 1986, Gold Fields began negotiations with a large Nevada electrical power utility to supply power for its Chimney Creek Mine In northern Nevada. After the long negotiations reached an impass over various costs associated with the power line, a decision was made by Gold Fields to generate its own power. Self-generation is not uncommon overseas, but it is rare for any but very large or very small operations in the United States. Surprisingly, under certain conditions a mine can generate its own power profitably and Gold Fields has found that the associated operating and maintenance problems are minimal. The following report details what factors went into this decision and how it works. Hopefully, it can serve as a guideline for those who may find themselves in a similar position.

Operational excellence is generally known as a management system integrated across critical functions that is geared towards continually improving operational performance. Functional areas such as health, environment and safety, quality and human resources are the focus of many corporate-wide operational excellence programs. Operational excellence also focuses on improving areas such as customer orientation, employee empowerment as well as process, and systems optimization. It is widely viewed as critical to sustaining business performance improvement. Although it is difficult to find a universally accepted definition, or even common foundation in many respects, operational excellence remains a popular term in the business world. Many organizations have developed their own version of organization excellence, influenced by such individual factors, other similar institutions or even third-party service providers. A mining organization is no different from other organizations in that adopting and implementing effective operational excellence programs can dramatically improve business execution and performance across regional or global interests. This paper brings together various perspectives of operational excellence and reconciles them for a useful composite for the mining industry. While most agree that operational excellence should include normal functions in a manufacturing operation such as production, maintenance and engineering and processes such as quality, environmental and continuous improvement, many other factors for operational excellence seem to vary from perspective to perspective. Thus, programs that manufacturers engage in may seem the same, but may, in fact, be different in key areas. This may affect organizational performance in tangible ways. Management must buy into the company?s definition of operational excellence and be dedicated to achieving it. A review of many of the existing definitions of operational excellence, explicit or embedded as part of a program, seems to yield the following common factors: ? It should help organizations better execute their processes and services. ? It should be geared towards improving quality ? It requires that the various operations should be aligned with the overall enterprise strategy. ? It should be geared towards continuous improvement. A composite of operational excellence definitions suggest that it is: ? Geared towards helping the organization achieve sustained profitability; ? tied to strategic alignment and business objectives; ? tied to solid investment strategies; ? integrated as part of the culture, process, time plan and performance; ? a relevant performance measurement system; ? extended to include all aspects of the supply chain (including external suppliers); ? integrated with health, safety and environmental (HSE) aspects. And, while the pursuit of operational excellence intuitively suggests that businesses should improve, it is very difficult to achieve given the difficult challenges facing companies today. Mining businesses face numerous pressures to perform in a global marketplace such as demand, energy cost, variable cost and pricing fluctuations as well as infrastructure challenges to further confound the environment. INTRODUCTION In a very real sense, Butte, Montana is where the copper came from that won two world wars. The price for that unrestricted mining and smelting of copper came due in 1983 when Butte was declared a Superfund site. One of the most complex remnants of this mining history is the Parrot Tailings site. The Parrot Smelter operated from 1881 to 1910 moving Upper Silver Bow Creek to the south and depositing approximately 370,000 cubic yards of waste material adjacent to Upper Silver Bow Creek. Additional mixed waste from other processing sites deposited below the Parrot Tailings at the Northside Tailings, Diggings East and Blacktail Creek Berm total approximately 224,000 cubic yards of contaminated material. As part of the Superfund remedy, EPA proposed leaving all these wastes in place. This proposal prompted a detailed criticism by several geoscientists familiar with the site. The EPA’s 2006 Record of Decision (ROD) did in fact leave these wastes in place which set the stage for a series of studies which continue to refine how best to protect extensive completed Superfund Remediation downstream of Upper Silver Bow Creek. HISTORY OF THE PARROTT MINE AND TAILINGS Placer gold was discovered in Silver Bow Creek, the headwaters of the Clark Fork River only a few miles from the Continental Divide in 1864. This discovery lead to a stampede of placer and lode claims. One of the first lode claims located was the “Parrot” lode, located in the fall of 1864. Progress for developing a mine at the Parrott was slow and it wasn’t until 1876 that one of the original locators encountered a rich vein of chalcocite. Butte had its first copper mine! The Parrott mine was patented in 1879 and by 1881 the Parrot, having lost a “t”, concentrator and smelter were built. The smelter and concentrator were an immediate success with a considerable market for processing the District’s rich copper ore. In 1885 the employees of the Parrot Smelter bought the Butte Reduction Works, another smelter. In 1885 dams were built on Silver Bow Creek to contain various tailings and related processing byproducts (Figure 1).

In mechanized tunnelling operations performance, consumption and safety are main factors for jobsites. One of the most important components effecting these factors, especially in slurry TBM operations, are Slurry Treatment Plants (STPs). Inadequate/ suboptimally dimensioned and designed STPs create bottlenecks for tunnelling operation and jeopardize time schedules and performance. Inefficiently planned STPs could drastically increase consumption figures such as electrical power, bentonite, water and polymers, etc. Inaccurately selected and treated suspension properties can cause a high-risk potential for the whole job. This paper debates the relevant key parameters for STPs from start to finish of a project and its results in influencing factors from the manufacturer´s point of view.

Robot Supported Moulding—this is the name of Herrenknecht Formwork’s entry to the world of automated segment production. What had been considered impossible for a long time, has been achieved by Herrenknecht experts together with the Swiss company Marti AG: unmanned segment production on the working line. The moulds open and close autonomously with the help of a hydraulic system. A robot cleans and greases the moulds at one work station and inserts the injection sockets at another. The next step will include further automation and digital networking of all processes from production to installation in the tunnel.

A number of small but rich copper sulfide (chalcocite) ore deposits are located on Michigan's Keweenaw Peninsula. These deposits are considered too small to warrant the capital investment required for conventional mining. However, they are being considered for in-situ solution mining as a way to revitalize the area's once prosperous copper extraction industry. Geology, mineralogy and geohydrology of the deposits have been investigated to determine their suitability for leaching; Three conclusions were drawn from the work. First, the sulfide mineralization is found primarily in fractures (65%) and, therefore, is accessible to injected leach solutions. Second, the ores are shallow, occurring from surface exposure to about 200 meters depth; injection and recovery wells would not have to be excessively deep. Third, the rock was found to have low permeability, in the neighborhood of thirty millidarcys or less. However, preliminary hydraulic fracturing experiments indicate that this will be an effective method for permeability enhancement. In one experiment a permeability increase of 100 times was achieved using a very low injection pressure at shallow depth. Additionally, fracture aperture spacings measured from drill core were correlated with fair success to field permeabilities.

Overexposure to hazardous noise has been found in most mining sectors, with up to 100% of the surveyed workforce experiencing a noise dose over the Mine Safety and Health Administration (MSHA) permissible exposure level (PEL). As a result, miners show elevated rates of hearing impairment of 70-90% by retirement age. To help manage noise exposures, the National Institute for Occupational Safety and Health (NIOSH) developed the Determination of Sound Exposures (DOSES) software and implementation guide for use by mine management and safety personnel. The software relies on a time-motion study that profiles the worker?s daily activities. Observations about the worker?s location and tasks or other activities are recorded along with the start and end time, to determine the duration of the tasks, so they can later be matched up with the noise data. The software gives the user the option of assessing dose relative to the MSHA PEL, the Action Level or the NIOSH Recommended Exposure Limit. The software generates a variety of interactive onscreen displays showing where, when, and how the worker?s noise dose accumulated. It also can generate customizable printed reports. These outputs can be used to highlight the tasks, locations, and times that are associated with the greatest amount of the worker?s noise exposure. DOSES simplifies the record keeping and analysis associated with time-motion studies and worker noise exposures, so mine management can make engineering noise control or administrative control decisions to limit the noise over-exposure of their workers.

This is a shortened version of the paper ?The Methane-Air Explosion Hazard Within Coal Mine Gobs published in the 2013 volume of SME Transactions (Brune, 2013). This paper analyzes the explosion hazard resulting from the formation of methane-air mixtures in the mined-out gobs of underground longwall coal mines. Evidence from numerous mine explosions suggests that explosive methane zones can form within longwall gobs. Explosions and fires resulting from these methane accumulations have led to severe and fatal injuries to the miners, including the explosion of the Upper Big Branch mine in West Virginia, where 29 miners lost their lives. The paper also reviews current research on numerical modeling of gas flows in longwall gobs and outlines how targeted injection of nitrogen into gobs can effectively reduce the volume of such explosive methane zones. The paper concludes that comprehensive monitoring of gas compositions along the accessible fringes of the gobs along with inertization, improved ventilation schemes and further research are necessary to control this explosion hazard and make mining operations safe.

A. We are aware that many who are in the audience have perhaps heard before some of the material which will be presented. Since our firm is more closely associated with the heavy construction industry our experience is more oriented in that direction. Notwithstanding this, the subject your program committee has asked us to present centers mainly in the earth-moving field. We find a common denominator between say, the stripping of a site to uncover an ore-body which will be developed by open-pit methods, and that of excavating & transporting materials for an embankment dam, airport or other project. Both are earth-moving problems and we offer for your consideration a means of determining the most favorable method, equipment selection and resultant cost. We do considerable studies involving rock excavation for tunnels, underground powerhouses, inclined and vertical shafts for penstocks, muck-removal, electrical cable & other related underground work. Hence, we believe we speak the same language.

The Southern Powder River Basin (SPRB) now commands 30% of the US utility, coal market due to the region's low mine production costs, competitive rail rates and low sulfur content. In 1997, production exceeded 240 Mt (265 million st). This was an in¬crease of 104 Mt (115 million st) since 1989 and 4.5 Mt (5 million st) above 1996. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) approaches. This growth will be the greatest in the southern part of the Basin where coal quality is higher. Coal characteristics SPRB coal is classified as subbituminous due to its low heating value and high moisture content. The coal is characterized by low sulfur and ash contents, low ash fusion temperatures and high reactivities. In 1997, the average heating content was 8,593 Btu/lb, with an average sulfur and ash content of 0.79 lbs S02/million [ ] Btu and 5.13%, respectively. The distinguishing characteristic of SPRB coal is its low sulfur content. Most SPRB coal contains less than 1.2 lbs S02/million Btu. This is the approximate definition of "compliance" coal for Phase II of the CA AA. Much of the coal, particularly in the southern part of the Basin, is referred to as "super-compliance" coal due to SO2 contents of between 0.4 and 0.7 lbs SO2/million Btu. The SPRB is divided into three geographic clusters based on coal quality. "The mining industry has always faced the problems of replacing retired mining professionals, retaining their knowledge, continuously developing the skills of local talent and employing under-represented groups. In expansionary scenarios the industry faces the additional challenge of increasing available talent. New talent has traditionally come from current mining programs; however, these programs have been declining in numbers, and those that remain face challenges such as fluctuating enrollments, and reduced budgets. Queen’s University and Northern College have partnered to develop an innovative new program that offers online mining education to engineering technologists seeking to upgrade their skills and obtain a Bachelor’s degree. The high quality, flexible curriculum, offered online, includes a wide range of learning activities that promote interaction (student-to-student, student-to-instructor, and student-to-content), and is enabled by modern learning technologies (an integrated learning platform, as well as a variety of types of purpose-built video, web conferencing, and simulation software). The program issues block transfer credit to college graduates, and consequently reduces the time to completion when compared to other Bachelor’s degrees in Mining. The curriculum has been carefully designed to enhance a balance of technical, managerial, and societal skills for students. The program also includes short summer field school sessions, where students gain practical application skills under the direct supervision of engineering experts. THE NEEDS OF INDUSTRY Canada is the world’s largest exporter of minerals, and the contribution of this sector to Canada’s gross national product is more than three times that of the automotive industry, representing approximately 4% of Canadian GDP (MiHR, 2015)1. According to a recent report by the Canadian Mining Industry Resources Council (MiHR, 2016)2, despite the recent downturn in commodity prices, the industry will continuously need to attract new engineers to replace talent retirements and prepare for the possibility of expansion when the industry recovers. As past experience indicates, the challenges during expansion times are severe and the effects on education counter-productive. For example, during the prolonged expansion cycle of 2006-2012, several new programs were started worldwide, and mining became the profession of choice for many young students. During the subsequent downturn in the industry, many of these programs face dwindling enrollments, placing their sustainability in question. However, there is a continual need by industry to retain employees, as well as attract and train local talent, while providing educational opportunities to its employees. High potential college graduates can find themselves reaching a ceiling in their advancement due to their lack of a University degree. Furthermore, there exists an under representation of women, immigrants, and Aboriginal peoples in the labour force, and engineering fields in general1,2. Traditional mining engineering programs have tried to respond to the needs of industry, as well as meet the needs of students seeking diverse and successful employment careers. These programs tend to cater to the educational needs and aspirations of a general population, and their ability to grow and respond to changing industry needs is constrained by the number of students they can attract, as well as the resources available to them in a steady-state scenario."

In the 1980's the Canadian surface mining industry was confronted by declining competitiveness in the face of low cost foreign producers and alternative materials. Low metal prices undermined profits for many mining companies. Restructuring, rationalization, capacity reduction, technology transfer, as well as favourable currency rates and higher commodity prices, helped revitalize the industry by the close of the decade. Now in the 1990's, however, the need to improve competitiveness for profitability has re-emerged in greater intensity. In the current climate it is considered that there are three strategies available to industry to ensure profitability: continued rationalization and restructuring; optimization of operating practice; and technology development and transfer.

Believe it or not, mine evaluation and feasibility studies are as old as the industry itself. In the first recorded writing on mining by Agricola (1556), he gave several clues as what to look for in evaluating a mine, to determine if it was economically feasible. Below is the guidance from Agricola, with my interpretation of what he would include today. Now a miner, before he begins to mine the orebodies must consider seven things, namely: ? The situation (the geography/topography). ? The conditions (the geologic/mineralogic and mining conditions). ? The water (availability, hydrology and ownership). ? The roads (plus the railroads, power lines, all other infrastructure). ? The climate (the weather-rainfall/environment). ? The right of ownership (the land and legal entitlement). ? The neighbors (the social environmental concerns of the area). It is amazing how much of his guidance has not changed in 455 years. Yet Agricola gives no guidance on determining the correct cost, or determining the correct commodity pricing. But he does give a few words of caution on the related ethics involved on buying mineral properties: ?A prudent owner, before he buys shares, ought to go to the mine and carefully examine the nature of the vein, for it is very important that he should be on his guard lest fraudulent sellers of shares should deceive him.? Three hundred years later (1866), to further amplify this point, in the most famous thing that Mark Twain never said, as an introduction to a lecturer to an audience of gold-miners at Red Dog, CA, the famed author/humorist allegedly described a mine as ?a hole in the ground owned by a liar? (Farrar & Rinehart, 1935). So, one might conclude that between these two dates, the mining industry did little to improve its reputation. Unfortunately, since Mark Twain allegedly made those remarks, we have not done near enough to gain accountability for the mineral industry.
