The subject of this discussion is timely. The U.S. phosphate industry is suffering the throes of depression. It's plight is a matter of widespread concern. The future role of the U.S. industry in world markets is of particular interest. If we should prognosticate phosphate supply-demand on the basis of recent history, we would face a puzzling choice of scenario. In 1980, perhaps the best year ever for U.S. phosphate, 54.6 million metric tons of phosphate rock entered the market place. Of this, more than half was exported -- divided almost equally - as rock or phosphate fertilizer. During the last half of 1981 the situation had begun to change.

Viewed abstractly, a mill may be defined as a mineral processing facility located somewhere between the mine and the tailings storage area, Just how mining operations and the demands of tailings storage affect mill design is, the subject of this paper. At the outset, it will be readily acknowledged that no two installations can, or ever will be the same. At one extreme is the bucket line dredge where the distance between the ?mine? and the tailings area is measured in terms of tens of feet. At the other extreme, the large open pit copper mines are frequently spread across twenty, miles or so of countryside with the ore moving to the mill, as exemplified by the operations at Bingham Canyon, Ray, or Ruth - the "upstream" counterparts of Garfield, Hayden and McGill. In each of these cases, mill location was largely determined by requirements for tailings storage and/or water supply.

The National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health, Ground Control Engineering Branch is investigating the use of shotcrete in weak rock mass mines with the objective of reducing fatalities and injuries resulting from rock fall accidents. When shotcrete is used as part of a multielement ground support system, there is a need to know the support characteristics that the shotcrete contributes to the overall system. To quantify the support provided by the shotcrete, flexural strength tests were conducted with two common, commercially available fiber-reinforced shotcrete (FRS) mixes using the round determinant panel (RDP) test method, ASTM C 1550. A portable RDP test machine developed by NIOSH researchers was used to determine the peak flexural load and residual load capacity for a steel FRS and a synthetic poly FRS that were sprayed using dry mix procedures and equipment. Besides the flexural strength and loading behavior determined from these tests, a method was also developed for measuring the width of cracks exposed on the underside of a shotcrete panel during a RDP test and relating these measurements to residual load values. Quantifying the peak flexural load and residual loads of a shotcrete mix through on site testing at a mine and visually assessing the loading cycle and load-carrying capability of the shotcrete applied to underground workings will improve mine safety by providing a better assessment of the stability of shotcrete supported entries.

When it comes to safety in the mining and extractive industries, success is literally a matter of life and death. Anything short of perfection is not acceptable. In recent years, the mining industry in the United States has made tremendous strides in terms of health and safety for its workers. Part of that success has come with an increased focus on the issues of safety, an intense examination of procedures, liberal sharing of best practices and a focus on the synergy between safety, reliability and environment. During his closing keynote address of the Safety Management & System Reliability Conference in Minneapolis, MN on Nov. 15, Joe Driscoll, vice president of Great Basin Gold, showed a calendar from the coal fields in Pennsylvania from the early 1900s. The calendar marked the number of mine-related deaths each month. Some months, the number was as high as 50. It was an illustration of how far things have come, but there is still much more work to be done.

Since 1973 when the first edition of the SME Mining Engineering Handbook was published, many significant changes have occurred in the US mining industry. The industry went through a fairly prosperous period immediately after 1973, but then many economic pressures came to bear on mining companies, particularly in the metal and coal branches of the industry. These pressures changed both the mining methods used and the general economics of the mining methods. As a result, the industry today is different in many ways titan it was in 1973. A general summary of some of the more important changes that have come about will be provided here as well as some assessment of the effects of these changes on the choices of mining methods. In the metal mining industry, the most significant trends were increased surface mining, the use of larger and more efficient equipment, and increased technology and automation. The primary impetus for these changes was unprecedented competition from foreign producers. In many cases, this competition came about because of the nationalization of foreign mines and the tendency for these mines to become a source of foreign exchange. Humate, defined as weathered coal or mud-stone rich in humic acid (HA) and fulvic acid (FA) have been mined, primarily as soil amendments or drilling mud additives, in New Mexico for 15-20 years. The New Mexico humate resource is estimated to be 11 Gt, including weathered coal and organic mudstone. The HA and FA content determines the end-use, therefore a simple and consistent method of measuring organic-acid content was developed. The New Mexico Bureau of Mines and Mineral Resources method is based on repeated alkali leaching and acid precipitation. Precipitates of humate are ashed, with mass balance of solids maintained, to correct for material added during alkali-acid treatment. Analyses of upper coal member, Cleary Coal Member (Menefee Formation) and Fruitland Formation samples from the southeast San Juan Basin show ashing to be important in accurate analysis of FA content. Ash in the total FA fraction averages 70% compared to 2% in HA. The FA in weathered coal and organic mudstone are similar, although HA is significantly higher in the former. As weathering progresses, the FA content of weathered coal increases faster than in organic mudstone because of the greater total organic material in coal.

The mine development decision is made on completion of exploration to determine whether or not a mineral deposit should be developed to production and, if so, how. This involves the selection of an optimum mine development alternative from a number of technically feasible alternatives and the comparison of this optimum with those of other available investment opportunities. If the optimum is sufficiently attractive, the deposit is developed to production. The selection process is carried out within a framework of corporate objectives and resources. The mine development decision is based on the balancing of two parameters - - rate of production as reflected in plant capacity and cut-off grade. On the basis of available information and experience, detailed revenue and cost 'estimates are made for each feasible combination of plant capacity and cut-off grade. What economic evaluation techniques should be applied to these estimates to reduce each alternative to economic indicators that will enable meaningful comparisons and an informed investment decision? This is the essence of the paper. The determination of optimum plant capacity and cut-off grade has been the subject of intensive research efforts by economists and mining engineers (1-7). Their studies are based on marginal analysis and assume that, at the time of decision, certainty conditions prevail with respect to ore reserves, mining costs and mineral markets. The optimum mine development alternative is defined as that which maximizes profitability.

It started' in 1936 when some Dutch adventurers wanted to scale the highest mountain in the South Pacific. Quite by accident, they discovered the Ertsberg, a contact deposit of magnetite laced with chalcopyrite, in a high mountain valley where it had been gouged at by glaciers and finally left as a solitary pillar for its discovery by a geologist who lent purpose to the expedition, Dr. J.J. Dozy. By the-.time a report was published describing the deposit, war had hit the Netherlands. Perhaps again by accident, the report was uncovered in 1959 by the East Borneo Company. At this point, Freeport entered the scene through its vice president for exploration, Forbes Wilson. During the course of a meeting on laterite prospects, the Ertsberg was introduced and he put the wheels into motion for Freeport to join in its exploration. You might, at this point, ask yourself whether you or your company would have taken on a venture to look at a reportedly large high grade copper outcrop in New Guinea, an unexplored land known best for its inhospitable climate, terrain and head-hunters. I heard the chief executive of one large mining company comment sometime back that neither he nor his company would have gotten involved. I won't attempt to describe the trials of the initial exploration expedition that passed through dense-man grove swamps, tropical jungle and across jagged mountains a distance of some 200 miles to get to the Ertsberg in 1960. It should be chronicled by its participants - Forbes Wilson, Del Flint, and John Bowenkamp. Needless to say, the participants relish the experience but wouldn't be among those volunteering for a return engagement. As a result, the Ertsberg changed from a reported outcrop to a mineral deposit containing an estimated 13 million tons with systematic surface sampling indicating a copper grade of over four percent. Moreover, the deposit extended to an indeterminate depth with the possibility of doubling or tripling. reserves well within reason.

In the 2000 page Handbook of Mineral Dressing by A. F. Taggart, the subject of material or metallurgical balances is covered in only six pages of eve-straining type. Although Taggart's work was compiled before 1945, and there has been significant progress since then in most areas of mineral processing, the practicing metallurgist's approach to metallurgical balances remains exactly the same as described in those six pages. There are several portions of Taggart's text appropriate to introduce the subject of this paper which I would like to quote: "Milling Calculations. Computations of per¬formance in milling are complicated by the fact that it is a continuous rather than a batch operation, that the quantities of solid materials handled are large and usually mixed with water, hence difficult or impos¬sible to weigh. Fortunately it is possible to determine many facts concerning perfor¬mance without knowing weights, if the value of various constituents is known in some common unit, e.g., the content of some par¬ticular metal or mineral, or of water, or some ingredient soluble therein, or of par¬ticles of a particular size or falling within some particular size range, or the like."

In the exploitation of porphyry-type deposits, the quality of the ore is mostly defined according to its grade. Besides the simplest distinction, ore-waste, several grade categories may exist and they correspond to the different ways in which the ore is further processed. At the time of mining the selection of the different categories is done from extensive information available from blast holes. But planning has to be done before this information is available and it is necessary for the geologist to forecast, from exploration and development data alone, the possible outcome of the selection done later on a block, a level, or the whole deposit and ultimately predict the ore reserves and value of the deposit. A good statement of this problem has been presented at the 1976 AIME annual meeting by Williamson and Hueller (1976). They have shown that, if the cut-off values are directly applied to the estimated grade of blocks, a gross overestimation of the recovered tonnage of ore (14%) will occur. This problem, now termed "the vanishing tons problem" (DaVid, 1977) seems to be common in many open-pit operations and it has been explained several times (DaVid, 1972; Huijbregts, 1975). In order to solve it l.Jilliamson and Mueller proposed a solution based on compiling masses and masses of blast hole data available from mined-out portions of the deposit. They derived empirical correction factors which provide for every block, given its estimated grade, the expected tonnage and average -grade of each category of material within that block. The purpose of our work is to repeat the same exercise but ignoring the blast holes data i.e. we want to derive the correction factors from the only DOH data. Doing this, we are more in the real conditions where the valuation of the mine and are reserve analysis has to be made before production actually starts. "Why should we care about diesel quality amidst the complexity of mining for minerals? Mining companies use a large amount of diesel fuel in their worldwide operations, both for moving ore from the mine to the processing mills or transportation hubs, and to generate power for onsite processing. This creates a large carbon footprint and poses both environmental risk with the production of emissions, and public perception of how those companies do their business as stewards of the environment while incurring a huge fuel expenditure. To improve diesel quality and create incremental value and greater environmental stewardship, the opportunity is broken down into several segments: 1. Mining industry diesel consumption 2. Fuel quality issues 3. Impacts on operations, economics, and emissions 4. Potential solutions 5. How improved fuel quality saves fuel expenditures 6. Economics of improved fuel quality 7. Fuel quality analysis checklist MINING INDUSTRY DIESEL CONSUMPTION The average grade of mined Australian ore bodies has halved, while the waste removed to access the minerals has more than doubled over the last 30 years, thus increasing energy consumption by 70%, (http://eex.gov.au/industry-sectors/mining/). Energy consumption and intensity in mining and mineral processing is rising at around 6% per annum. The mining industry is a huge consumer of diesel fuel worldwide, and the SRS Rocco Report of 4 August 2014 gives a better picture of recent trends. To better understand the reasons to reduce both fuel costs and consumption, we need to compare metrics on the amount of diesel consumed per each ounce of gold produced over the last decade. The rate of diesel consumption in gallons per each ounce of gold produced for the top five worldwide gold producers has doubled in the last 8 years from 12.7 gallons per ounce in 2005 to 25.8 in 2013 as shown in Figure 1 below.This is caused by 1) lower ore grades requiring more hauls to get same amount of finished gold product, and 2) haul trucks moving ore from deeper sources in open pit and underground mines. For one large multi-national gold mining company, the 2005 waste rock / production ratio was 52 metric tons/gold ounce; by 2013 that ratio had grown to 113 metric tons/gold ounce per the same SRSrocco 4 August 2014 report. Using the metrics above, the top 5 gold miners used over 591 million gallons of diesel fuel in 2013. The cost of diesel in dollars per ounce of gold has increased from $30.48 in 2005 to $101.14 in 2013, an annual appreciation of 16.2% as shown in Figure 2 below."

Even though project management is successfully used throughout the world in various construction projects, underground mining has unique characteristics that require approaches that vary from classical project management theory. Typically, a project includes four main stages: definition, planning, implementation and control. Definition and planning are often the most overlooked stages, but are arguably the most important. This paper addresses practical techniques for the definition and planning of projects for underground construction.

The Late Miocene San Cristobal Ag-Zn-Pb deposit represents syngenetic and epigenetic mineralization with low- and high-sulfidation characteristics. The geology of the deposit is characterized by barren dacitic ring fracture domes, mineralized resurgent rhyodacite domes, strongly altered and mineralized tuffaceous lacustrine sedimentary rocks and an extensive crystal-lithic tuff debris apron. The orebody is hosted by intracauldron sedimentary rocks and breccias. Fluid inclusion data suggest that silver, lead and zinc were transported as chloride complexes and precipitated by cooling in veins from <5% (by weight) NaCl eq. fluids at 170° to 215°C. Silver spatially and perhaps temporally associated with resurgent rhyodacite was transported as a chloride complex and precipitated by increased H2S activity or increased fluid pH.

An integrated steel company is an industrial complex ranging from raw materials mining, through pyrometallurgical smelting and refining, and hot shaping, to product finishing and coating. Within this complex is a great variety of operations which use vast quantities of water, and a variety of water uses which can result in pollution of many different types. The industry has recognized most of its problems for some time, and has spent a great deal of money and effort in reducing and eliminating pollution. A recent survey by AISI showed that the industry has spent, within the last 15 years, two hundred forty millions of dollars on water pollution control, and has authorized spending eighty-seven millions more on this type of non¬productive facilities. While much still remains to be done, I think the record to date is one we can be proud of. In this presentation, we will attempt to outline a number of the water pollution problems encountered in an integrated steel company and to show what types of corrective action have been and are being taken, using Jones & Laughlin Steel Corporation as an example.

Synfuels development in the upper Colorado River basin and the population growth attendant with such development demand sizeable quantities of water. Unfortunately, the water supply in the basin is limited and such limitation may impose a significant constraint on the development of the West&apos;s abundant energy resources. Although the water for the synfuels development will be governed by the law of prior appropriation adopted in the upper basin states, the authors point out that an apparently senior water right .my not deliver a firm supply of water. The federal and Indian Reserved Water Rights Doctrine, the Colorado River Compacts the Doctrine of Equitable Apportionment, and the federal and state environmental laws can all severely diminish the value of any given water right and the synfuels industry should take care to evaluate these factors in acquiring its water.

Escanaba, Michigan, is located on the South¬ern shore of the Upper Peninsula on a sheltered area of Lake Michigan called Little Bay de Noquet. The Chicago and North Western Transportation Company has operated a rail-to-ship ore transfer facility at this location for well over 100-years. It is the only terminal of its type on Take Michigan and thus can offer a longer navigation season to lower lake markets than other upper lake ports. It all started in 1864 when the Peninsula Railroad of Michigan, now a part of the C&NW, completed a 100 km rail line from Little Bay de Noquet to the Jackson Mines at Negnauee, Michigan. During that first year of operation approximately 31 000t of ore were loaded onto ships at Escanaba from what was then called the Merchants Dock. By 1871 demand had already exceeded capacity and it was necessary to build a larger dock, which in turn was replaced with a still larger pocket dock in 1903. There are no plans or records available to indicate how the ore was handled from rail to ship prior to the construction of the pocket dock.

Raw water supply in the central Rocky Mountains often relies on trans-basin conveyance. Many of these older diversions incorporate high-elevation, miles-long tunnels driven over a century ago in hard rock. Tunnels were excavated using conventional drill-and-blast mining and weak ground was supported by timber sets and other various means. Over time, timbers rot and fail, rock quality deteriorates, and the timbers are gradually replaced by more timber, steel patches and braces, formed concrete, rock bolts, split sets, shotcrete, and other means which are commonly applied over existing support, thereby reducing tunnel cross sections, obscuring previous support systems, and rarely addressing the failing rock itself, leading to further deterioration of both the rock and the existing support. Traditional investigation techniques to assess compromised areas are often unfeasible due to access, depth, rubble and voids behind weight-bearing existing supports, confined space, poor invert conditions, poor ventilation, and flowing water. This presentation will discuss design procedures for assessing obscured ground conditions, assigning support classes which accommodate for unknowns, and implementing contractual means to address inevitable surprises or quantity overruns. Case studies include raw water supply tunnels in the Rocky Mountain region constructed between early to mid-20th century.

Introduction Noranda, like similar businesses, is suffering the pain of previously unheard of currency relationships, a cost structure built in better days, and conditions of gross oversupply possible in almost any commodity. Indeed, it does seem like the worst of all possible worlds is out there before us. To understand a Canadian natural resource company, you must know how the country is organized. So far as natural resources are concerned, Canada is not Canada. Canada is 10 provinces and each own the resources situated therein. Thus, the conditions of extraction, exploitation, and operation are all set by the province, while the conditions of trade and currency are set by the Federal government. This means that what may be the rule in Newfoundland may not be the rule in Manitoba or British Columbia. The second thing is that the Canadian currency has been a satellite of the US dollar for a long time. This means that we hold the unenviable and unjustified position of being the country with the second strongest currency in the world. What this has meant to us is what it has meant to an American operator. Since 1980, a pound of copper fetches 214% more for a Chilean than it does for us and a pound of zinc 115% more for a Belgian. From an American point of view, Canada is favored because its dollar is valued at 25% to 30% less than the U.S. However, because of industrial indiscretions in years past, Canada has a locked in labor cost disadvantage that is very hard to cope with. Canada has a unique situation with its labor unions. Many of the unions are, or have been, internationals and therefore gained undue strength in early days. Canada has a third political party of socialist persuasion. It is entirely funded by dues from laor union members. Thus, we have a politicized workforce. And finally, we have a public service that has the right to strike. This had made the public service unions by far the strongest now in Canada. What this means to the mining industry is that there is somebody out there blazing the trail. The unrelenting power of these public service unions probably creates a climate more conducive to excessive wage settlements in industry than would otherwise be the case. Study, Work, and Pray So what do we do when times get tough? In simple terms, we study a lot, we work harder, and we pray a great deal. We study a lot in terms of learning hitherto unknown strengths and weaknesses of our products, processes, and operations. We work hard in the sense that we do everything possible to improve our productivity. And we pray a lot because, so far, anything else we have done has not been enough. Some years ago, Noranda recognized that its principal base and precious metal operations were diminishing. To provide for the future, we should branch out into other resource type operations. These might be countercyclical and also perhaps a little more permanent. For this reason, Noranda entered the potash, aluminum, and forest products businesses. This is the fifth annual tabulation of mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data. There are also 60 new entries. In addition to royalty information, some entries show the cost of purchased reserves. Two articles relative to the evaluation of minerals reserves appeared in December, 1986. R.H. Paschall (In the Aggregate, ME, p 1139) wrote a good article, although it lacked specific royalty data. However, this author takes exception to two ideas in Paschall&apos;s column. Paschall contends that the royalty rate does not affect the mineral appraisal. This present author could not disagree more. Paschall also claims the location of an industrial mineral deposit is the only serious or practical caveat in comparing royalties. Comments received here from readers helped make the list of caveats that are cited each year. The readers will decide which factors influence the mineral value for their commodities of interest. Paschall&apos;s point about the relationship of the parties who are negotiating a royalty agreement is important and very well taken. The other article, written by William Vernon (Pit and Quarry, December 1986), gives a step-by-step process on how to conduct a mineral appraisal. The article cites three reasons for an appraisal: transfer rights; collateral for a loan; and taxation. A fourth reason is to establish adequate compensation for reserves lost through condemnation. This author has appeared in several court cases where compensation for loss of mineral reserves through condemnation required a mineral appraisal. Royalty rate becomes an important factor in the appraisal process, although the Pit and Quarry article refers to that part of the valuation equation as "profitability." Both articles were well written and are recommended reading for those interested in mineral valuations. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation - especially significant for most industrial minerals; • market conditions both for the commodity and the company acquiring the right to mine; • quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give: • the location by state, US geographic area, or Canadian province ; • the cost - R for royalty and P for purchased cost; • the year in which the lease or purchase agreement occurred; and • comments or footnotes for more information. The cost column requires more explanation.
